The dissemination of learning objects via the Internet in a smart way that meets the essential needs of learners could significantly improve the services offered by an e-learning system. A prerequisite for this is the adoption of an efficient framework for organising, describing and managing the available training materials. The various knowledge-organising systems that have been developed from time to time contribute to this objective, but are not the best solutions for each case. Therefore, through this work we are trying to distinguish the differences between the main knowledge representation structures and to identify the one best suited to modelling a field of knowledge in a machine-readable way. In this first attempt, we put in practice the knowledge organisation system which we believed to be predominant over others, in order to see its dynamics. Our ultimate goal is to make use of this technique in all aspects of a distance learning programme. ; Η διάχυση των μαθησιακών αντικειμένων μέσω του Διαδικτύου με τρόπο ευφυή, που να ανταποκρίνεται στις ουσιαστικές ανάγκες των εκπαιδευόμενων, θα μπορούσε να βελτιώσει σημαντικά τις προσφερόμενες υπηρεσίες ενός συστήματος ηλεκτρονικής μάθησης. Τα διάφορα συστήματα οργάνωσης γνώσης που έχουν αναπτυχθεί κατά καιρούς αφενός συμβάλλουν στην επίτευξη αυτού του στόχου, ωστόσο δεν αποτελούν τις ιδανικότερες λύσεις για κάθε περίπτωση. Συνεπώς, μέσα από αυτήν την εργασία επιχειρούμε να διακρίνουμε τις διαφορές ανάμεσα στις κυριότερες δομές αναπαράστασης γνώσης και να εντοπίσουμε αυτή που ανταποκρίνεται ικανοποιητικότερα στην μοντελοποίηση ενός γνωστικού πεδίου με τρόπο μηχανικά αναγνώσιμο. Aikuiskoulutus Suomessa jaetaan ammatilliseen aikuiskoulutukseen ja vapaaseen sivistystyöhön. Tämä tutkimus kohdistuu vapaaseen sivistystyöhön ja vapaan sivistystyön oppilaitoksiin: liikunnan koulutuskeskuksiin, opintokeskuksiin, kesäyliopistoihin, kansanopistoihin ja kansalaisopistoihin. Tutkimuksessa tarkastellaan vapaan sivistystyön oppilaitosten tehtäväkuvan muutosta osana systeemistä järjestelmää. Oppilaitosten toimintaympäristön muutoksiin sopeutumista tarkastellaan erityisesti resurssiriippuvuuden ja alueellisuuden näkökulmista. Tutkimuksen tulokset kootaan yhteen muodostaen vapaan sivistystyön tulkintahorisontiksi toiminnan sisällöllistä muutosta kuvaava resurssiriippuvuusjana. Tutkimus on tekstintulkinnallishermeneuttinen. Tutkimuksen aineisto muodostuu alan tutkimuskirjallisuudesta, vapaan sivistystyön arviointi- ja kehittämisprosessien raporteista sekä vapaan sivistystyön oppilaitosten vuosina 2012 ja 2013 uudistettujen ylläpitämislupien hakemuksista. Viime vuosina laskenut valtionapu on vapaalle sivistystyölle kriittinen resurssi. Myös lainsäädäntöpohja, valtionapuperusteet ja valtionhallinnon ohjaus- ja toimintakäytännöt ovat muuttuneet ja vaikuttaneet vapaan sivistystyön oppilaitosten yleisiin toimintaedellytyksiin. Resursseja oppilaitokset ovat 1990-luvulta lähtien enenevässä määrin hankkineet myös monilta muilta koulutustoiminnan sektoreilta ja suoraan markkinoilta. Omaehtoisen persoonallisen kasvun tukeminen on ollut vapaan sivistystyön ydinsisältö. Ydinsisältö on muuntunut 1900-luvun aikana enemmän institutionalisoituneeksi koulutukseksi osana koulutusjärjestelmää, tai yleissivistävien harrasteopintojen tukemiseksi institutionalisoituneissa toimintapuitteissa. Vapaan sivistystyön oppilaitosten toiminnan sisältö on jatkuvasti sopeutunut sekä resursseiltaan että alueellisesti yhteiskunnan tarpeisiin. Toiminnan sisältömuutokset ovat olleet luonteeltaan inkrementaalisia ja tehtäväkuvaa koko ajan laventavia. Pitkällä kaarella ja isossa kuvassa tarkasteltuna vapaan sivistystyön oppilaitosten toiminta on aina ollut pääosin sisällöltään konservatiivista ja sopeutuvaa, eikä toiminnan kehysnormistoon koko kaaren aikana ole liittynyt leimallisesi yhteistä transformatiivista tehtävää. Oppilaitosten identiteetti nousee paikallisesta, maakunnallisesta tai valtakunnallisesta toimintatarpeesta. Toiminnan sisältöä perustellaan alueellisella koulutuksen saavutettavuuden tasa-arvolla ja tuotettujen koulutuspalveluiden tarvelähtöisyydellä. Paikallista identiteettiä korostetaan muutospaineessa, eikä aikaisempaa ylipaikallisempaa identiteettiä ole kovin laajasti omaksuttu. Uuden vuosituhannen puolella toimintaa ohjaavan opetus- ja kulttuuriministeriön toimesta on painotettu rakenteellista ja sisällöllistä muutostarvetta, hyötyä sekä erityisryhmien koulutusta. Jatkuva, 1990-luvulla alkanut, yhteiskunnallinen muutospaine on vaikuttanut ja vaikuttaa vapaan sivistystyön oppilaitosten toimintaympäristöön, mutta muutokseen reagointi on oppilaitosmuodoittaan ja oppilaitoskohtaisesti ollut hyvin erilaista. Oman roolin epäselvyys jatkuvassa toiminnan sisällön muutospaineessa niin resurssien, rakenteen kuin toimintaympäristönkin osalta aiheuttaa oppilaitoksille epävarmuutta oman ydintehtävän sisällöstä. Toisaalta pitkäaikainen systeeminen luottamuspääoma toimintaa ohjaavaan ministeriöön ja eduskuntaan on mahdollistanut hitaan, vaiheittaisen, ja paikallista muutosjoustavuutta hyödyntäneen muutoksen. Koulutussektorin valtiollinen toimintapolitiikkaohjaus (policy) on 2000-luvulla merkittävästi lisääntynyt erilaisten kehittämisohjelmien myötä. Myös kehittämishankkeista on tullut osalle oppilaitoksista resurssienhankinnan arkea. Vapaan sivistystyön oppilaitosten rooli osana oppivaa aluetta on käytettävissä olevan partnerin rooli ja ilmenee leimallisesti omaa koulutus- ja sivistystehtävää ja sen erityisyyttä korostamalla. Oppilaitokset ovat vahvasti identifioituneet tuottamaan alueellisia ja paikallisia koulutuspalveluja. Samalla kohderyhmäajattelu on noussut aikaisempaa keskeisemmäksi osaksi tehtäväkuvaa. Toiminnan suurin yhteinen nimittäjä näyttää olevan vahva tukeutuminen alueyhteisöihin ja niiden konkreettisiin tarpeisiin. ; In Finland there are two different forms of Adult education: vocational adult edu-cation and liberal adult education. In this adult educational research, the focus is in liberal adult education. There are five types of institutions of liberal adult educa- tion: adult education centres, folk high schools, summer universities, sports insti-tutes and study centres. The aim of the research was to increase the understanding of the changes in the missions of liberal adult education institutions. The institu-tions of liberal adult education can be viewed as a system. This study tries to un-derstand the change in the functional environment of liberal adult education insti-tutions observed particularily from the point of view of resource-dependence theory. The point of view is regional. This research is textual analyse utilizing the hermeneutical method. In conclusion, the main purpose is to explain the change of identity of the organizations of liberal adult education by the resoursedependense chain. There are three types of empirical materials in this study. Firstly, the research literature, secondly the reports of evaluation and developing processes of liberal adult education and thirdly the appointments of liberal adult education organizations permissions to support learning institution in years 2012 and 2013. The state covers approximately half of the expenses of liberal adult education institutions. State grants are a critical resource for liberal adult education institutions. The state of grants for liberal adult education organizations has been declining in last years. The ground for legislative regulation and state grants has changed. Also, the states control has changed to be more generalized. The marketorientation of organizations has increased. There has been bigger and bigger pressure to get more and more resources for the other sectors of education and markets. The support of self-motivated individual growth has been the core content of liberal adult education. During the 20th century liberal adult education has become more and more institutionalized. Also, the quantity of hobby-oriented courses in institutionalized frames has increased. The functions of liberal adult education establishments have continuously been adapting to fit both the needs of the local community, and the resources available. The changes in the content of the activities have been incremental and the goals of activities have spread. In the big picture, the actions of liberal adult education organizations have been adaptive and conservative. The action has never been labelled transformative. In the 21st century, the need for changes in structure and amount of organizations has increased. Also, there are needs to change the content of the activities. The state needs more explanations to the benefits of the activity, also the state requires focus to be put on special groups. The liberal adult education organizations can be seen as an actor of state granted service and education system. The 21st century is labelled by new thinking of the welfare state and the change in the role of the state. Governanlity is now a bigger part in the states' role in the activities. Government policing has increased significantly with the development of different advancement programs in the 21st century. Liberal adult education institutions are not a part of the regional development. They are only partners in "learning regions". Their orientation is mostly in educational practices. The identity of the organizations is that of a service provider. The identity is based on local, provincial or nationwide basic. All liberal adult education organizations are linked in many ways to their own environment. The benefit of the action is justified by the equal access for all and the need for educational services. The main common attribute is regionalism and the practical needs of the local community.
Siirtymiä ja ajan merkkejä koulutuksessa: Opetussuunnitelmatutkimuksen näkökulmia -teos jatkaa opetussuunnitelmakeskustelua, joka käynnistyi vuonna 2017 julkaistussa ensimmäisessä suomenkielisessä opetussuunnitelmatutkimusta käsittelevässä teoksessa. Teoksen johdantoartikkelin jälkeiset 14 vertaisarvioitua artikkelia jakaantuvat neljään teemakokonaisuuteen, joiden merkittävin yhteinen nimittäjä on huoli saksalais-pohjoiseurooppalaisen Bildung/Didaktiikka -opetussuunnitelmatradition ajautumisesta entistä ahtaammalle oppimisteorioiden jäsentämän, taitoihin ja kompetensseihin rajoittuvan, näennäisesti epäpoliittisen angloamerikkalaisen curriculum-opetussuunnitelmatradition ja sen poliittisen aisaparin, uusliberalismin, puristuksessa. Ensimmäisessä teemassa "Tieto ja sivistys antiikista globaaliin" käsitellään sivistystä ja tietoa suomalaisessa opetussuunnitelmakeskustelussa. Teemassa jäljitetään niitä antiikkiin palautuvia, edelleen ajankohtaisia, historiallisia merkityskerroksia, joita sivistyksen käsitteeseen sisältyy. Lisäksi teemassa avataan spenceriläistä kasvatusajattelua ja sen vaikutusta suomalaiseen opetussuunnitelma-ajatteluun. Ajankohtaista opetussuunnitelmien tarkastelua edustaa pohdinta ekososiaaliseen sivistykseen ja oikeudenmukaisuuteen kasvattamisesta. Teeman päättää kriittinen länsimaisen, valkoista elitismiä ja rodullis-etnistä ylemmyyttä henkivän, sivistyskäsityksen tarkastelu. Toisessa teemassa "Opetussuunnitelmapolitiikan historiallisia ja ajankohtaisia painotuksia" tarkastellaan varhaiskasvatuksen rakenteiden muutosta tehden samalla näkyväksi niitä oletuksia, joita liitämme kasvatukseen ja sen tehtävään yhteiskunnassa. Niin ikään suomalaisen perusopetuksen opetussuunnitelmaprosessit, erityisesti vuoden 2014 opetussuunnitelman perusteiden uudistamisen prosessi sekä paikallistason opetussuunnitelmatyö, ovat käsiteltäviä sisältöjä teoksen toisessa teemassa. Teeman lopussa kyseenalaistetaan historiaan peilaten arkiymmärryksemme siitä, että opetusta on aina suunniteltava tavoitteet edellä. Kolmannessa teemassa "Tiedonaloja ajassa" pohditaan tiedonalalähtöisyyteen perustuvan oppiainejakoisen kokonaisopetuksen yleissivistäviä vaikutuksia, samoin taidekasvatuksen suhdetta kulttuuriin, mediaan ja subjektiin. Lisäksi havainto siitä, miten sekularistisissa kansalaisuustarkasteluissa kansalaisuuden katsomukselliseen perustaan liittyvät kysymykset pyritään sivuuttamaan tai sijoittamaan rajatusti yksilön privaatin elämän alueelle, herättää pohdintaa. Neljännessä teemassa "Korkeakoulupolitiikka muutoksessa" fokus on korkeakoulutusta ja erityisesti yliopistoja koskevassa uusliberalistisessa hallinnassa – siinä, miten kyseinen hallinta puhuttelee yliopistojen tutkija-opettajia tai miten osaamisperustaiset ja työelämäkompetensseja tuottavat opetussuunnitelmat ovat muuttaneet perustavanlaatuisesti käsitystä tiedon olemuksesta populistiseen ja epä-älylliseen suuntaan. Lisäksi neljännessä teemassa esitellään meta-analyysi korkeakoulujen opetussuunnitelmaa koskevien tutkimustekstien taustalla vaikuttavasta opetussuunnitelma-ajattelusta ja -käsityksistä. Teeman lopussa palataan yhden esimerkin välityksellä ammattikorkeakoulun osaamisperustaisen opetussuunnitelman kehittämisen prosessiin. ; This edited book continues the discussion on curriculum, which began in 2017 in the first book on Curriculum Studies in Finnish. The 14 peer-reviewed articles following the introductory article are divided into four thematic sets, the common denominator of which is the concern about the drifting of the comprehensive democratic German and Nordic Bildung / Didactic curriculum tradition into the narrower, competence and skills driven Anglo-American education and curriculum, shaped by the paradoxical alliance of assumedly apolitical instrumental learning theories and neoliberal policy measures. The first theme, "Knowledge and Education from Antiquity to Global", deals with the topics of civilization, education and knowledge in the Finnish curriculum debate. The first article traces back to the antique with the intertwinement of current and historical layers of meanings that are implicated in the modern concepts of civilization and education. In addition, the first theme will open up Spencer's educational thinking and its impact on Finnish curriculum thinking. The space is also given to currently emerging concerns of eco-social education and reactivated issues by global interconnectedness of social and economic justice as educational goals. The theme ends with a critical examination of the Western concept of civilization and modernity related to issues of white supremacy with affiliations of cultural and racial-ethnic superiority. The second theme looks at "The historical and current emphases of Finnish curriculum policy". The first article examines how the theme is reflected in the changing structures of early childhood education. This focus on early education will arguably make more explicit and visible the assumptions we attach to education and its role and goals in globalized society in general. The curriculum processes in Finnish basic education, especially the process of reforming the curriculum in 2014 and the local curriculum work, will also be addressed in the second theme of the book. The last article questions the assumption, often shared by mainstream academic and common sense alike, that curriculum design and teaching planning should always start with objectives. The third theme is "The current issue of disciplinarity in curriculum and teaching". In the first article attention is paid to horizontal integration of school subjects, and to general educational implications predicated on subject-based curriculum and teaching, more generally. The next article deals with conceptual interrelatedness between art education and culture, media, and subjectivity. In the third article, the secularist views on citizenship is scrutinized of the neglect of significant citizenship aspects related to broader worldviews by illusorily positioning them in the sphere of private life out of reach of public interest and debate. The fourth theme, "Higher Education Policy in Change", focuses on neoliberal governance in higher education and universities, first addressing the new ambivalent identities of academic teachers, and how competence, skills and workplace-based curricula have fundamentally altered the concept of knowledge toward an instance of populist de-intellectualization of higher education and neoliberal vocational school. In addition, the fourth theme presents a meta-analysis of the underlying curriculum thinking and conceptions behind research texts on university curricula. Exemplarily, the last article critically unpack the process of developing a skills and competence-based curriculum at the University of Applied Sciences.
Laadunarviointi on keskeinen osa koulutuspolitiikkaa, jonka kansallisena tavoitteena on nostaa suomalaiset Euroopan osaavimmaksi kansaksi koulutuksen mittareilla mitattuna. Sillä on paitsi tekninen, myös hallinnollinen funktionsa. Arviointikäytänteet osana koulutuksen hajautettua hallintaa ja arviointikulttuurin lanseerausta ovat leviämässä kansalliselta tasolta kuntien ja koulujen toimintakäytänteisiin. Tässä tarkoituksessa hallinto tukee yhtenäisten itsearviointimenetelmien ja laadunhallintamallien käyttöönottoa paikallisen tason laaduntarkkailussa. Tämän tutkimuksen keskiössä on kysymys koulutuksen 'laadun' konstruktiivisesta muotoutumisesta perusopetusta koskevassa koulutuspoliittisessa diskurssissa ja arviontikäytänteissä. Foucault'n hallinnan analyyttisen näkökulman kautta tutkimus jäsentää laadun muotoutumisen diskursiivisia reunaehtoja suhteessa laadunarvioinnin totuuksiin ja oikeuttamiseen (rationaliteetti), laadun tuottamisen tapoihin ja käytäntöihin (teknologia) sekä subjektin rooliin laatudiskurssissa. Tutkimuksen aineistona on Opetus- ja kulttuuriministeriön julkaisema koulutuspoliittinen teksti "Perusopetuksen laatutyö. Erilaisia tapoja ottaa laatukriteerit hallintaan", joka on kunnille ja kouluille suunnattu laadunarviointia koskeva ohjeistus ja arvioinnin käytännön apuväline. Tutkimuksen tulosten perusteella koulutuksen 'laatu' näyttäytyy ristiriitaisena koulutuspoliittisena empty signifier-terminä, jolla laadun rationaliteetti ja teknologia on sidottu yhteen, palvelemaan samoja yhteiskunnallisia päämääriä. Lähtökohtaiset oletukset 'laadun' yhteiskunnallisen oikeuttamisen ja varsinaisten arviointikäytäntöjen taustalla eroavat kuitenkin toisistaan merkittävästi. 'Laatu' on toisaalta yhteiskunnalliseen muutokseen reagoivaa loputonta liikettä ja kehittymistä laadun idean tasolla ja toisaalta arviointijärjestelmän sisällä tuotettua kuntien ja koulujen systemaattista seurantaa sekä tosiasiana todettua kyvykkyyden mittaamista suhteessa tavoitteisiin. Laadunarvioinnin diskurssi tarjoaa analyysin perusteella laadun muotoutumiselle jatkuvan kehittymisen ideologian ja metodologiset kehykset, muttei välineitä laadun parantamiseen subjektin näkökulmasta esimerkiksi pyrkimällä tukemaan oppilaan oppimisen edellytyksiä. 'Laatu' irrotetaan koulutuksen arjesta, arvoista ja pedagogisista periaatteista neutraalisti tuotetuksi arviointitiedoksi. Laadun subjektit (opettajat ja opiskelijat) esitetään laatutyöhön osallistettavina laadun tuottamisen välineinä. Governed quality? About the nature and definitioning terms of quality in the education policy discourse Abstract Quality assurance is understood as an important part of education policy in which the main goal is to raise Finnish to the most capable people in Europe measured by the indicators of education quality. It has both technical and governmental functions. Quality assurance methods as a part of diffused regime of governing are expanding from the national level into the practices of the municipal corporations and the schools. In this meaning the current regime of governance supports the commissioning of the uniform assurance technigues and models as the forms of local quality control. In the center of this research is the question of 'quality' and the way it is formed in the discourse of education policy and through the modes of quality assurance. The research analyzes the preconditions of this discoursive consept through Foucaults analytic perspective. It pays attension to the truths and legitimation of quality (rationality of government), the quality practices (technique of government) and the role of the subject in the discourse of quality. The data of the research consist of the education policy text "Perusopetuksen laatutyö. Erilaisia tapoja ottaa laatukriteerit hallintaan" (Quality work in Basic education. Ways to take over the quality criteria), published by Ministry of Education and Culture. The text is an instructioning publication for the municipal corporations and schools, amed to support their self evaluation. As a results of the research 'quality' appears as a contradictional 'empty signifier'-concept used as a tool of education policy. By using the consep it is possible to combine the rationalities and the techniques of quality, both serving the societal ambitions. Even so, the main principals behind the legislations of society level and the ideas connected to assurance practices differ from each other significally. On one hand 'quality' is seen as an idea and reaction to the endless movement of the development of society, but on another it is about verifying the 'true' capability of the local actors reaching goals and results; systematic measurement inside the regime of assurance. Thus the education discourse gives for the forming quality two attributes: the ideology of continuing development and the frames of measument, but says nothing about how the subjects/actors could reach those goals in practice by improving the conditions of learning. Governed 'quality' is separated from the ordinary reality of schooling, from the values of teaching and the principals of pedagogy and translated into neutrally produced assurance knowledge. The real subjects of quality (teachers and pupils) are performed as committed instruments of the production of it.
Athena Syriatou, Duty and Instinct: History in Schools in Post-war Britain 1945-1995 This article deals with the moral role of history in post-war British education, by examining the relationship between the expectations of educationalists and intellectuals from history teaching at schools, and the actual changes which did occur in the classroom on the subject of history as a result of general changes in society and education. It argues that despite the intentions of the educationalists who saw history teaching as a means of promoting ideas which were considered necessary for the moral upbringing of the nation, these ideas very often never reached the classroom or they were considerably altered, demonstrating different ideological dynamics in British society. It initially focuses on the immediate post-war decade when international is educationalists were arguing for the need of history teaching which leads to a world citizenship. The idea of an internationalist approach on history contradicted the conservative, Britocentric, Whiggish history which was finally taught at schools during that period, since there were very few new books published, while civil servants from the Ministry of Education were concerned with the more urgent problems of schools which were affected by enemy action rather than new views on history teaching. The second period which is examined is the decade of mid sixties until mid seventies. Great changes were initiated then, to cover the disparity between the two tier system of education, with the introduction of comprehensive secondary schools, which at the time were considered to contribute to further démocratisation of the welfare state. The spirit of a more tolerant, affluent and democratic society led some educationalists to propose the expulsion of history from schools and its replacement with other humanities such as sociology and behavioural studies. However, history did remain at schools during that period and in many ways it incorporated the new ideas, creating the so called 'new history' with the efforts of the progressive, non traditionalist, and often leftist historians. Problems of implementation of the new history' appeared during the following years as a result of the difference of academic standards at schools which at this period comprehensive education could not eliminate. The final period which is examined is the decade of mid eighties until mid nineties when the New Right ideology was dominant in the political scene, while a National Curriculum for all schools was deemed necessary. Educational planners of the Conservative Party argued that history should teach again traditional values, which were, according to them, intrinsic to the British nation. However, history did remain at schools during that period and in many ways it incorporated the new ideas, creating the so called 'new history' with the efforts of the progressive, non traditionalist, and often leftist historians. Problems of implementation of the new history' appeared during the following years as a result of the difference of academic standards at schools which at this period comprehensive education could not eliminate. The final period which is examined is the decade of mid eighties until mid nineties when the New Right ideology was dominant in the political scene, while a National Curriculum for all schools was deemed necessary. Educational planners of the Conservative Party argued that history should teach again traditional values, which were, according to them, intrinsic to the British nation. However, the National Curriculum for History which was drafted by educationalists coming various convictions,(nevertheless appointed by the Conservative government), was closer to the beliefs of the new history' creators, rather than the beliefs and national values that the Conservatives initially wanted to promote.
Tutkimuksessa tarkastellaan palvelun laadun arviointia moniportaisessa julkisessa organisaatiossa. Laatutyöhön kuuluu keskeisenä osana laadun arviointi. Ongelmallista julkisten organisaatioiden tuottamien palvelujen arvioinnissa on se, että lainsäädäntö jättää usein viranomaisten harkinnan varaan sen, millaisina palvelut tosiasiallisesti tuotetaan eivätkä kunnalliset päätöksentekijätkään välttämättä aseta palvelujen laadulle kovin tarkkoja tavoitteita. Jos em. tahot asettavat palvelun laatua koskevia tavoitteita, ne asetetaan yleensä palvelun lopputulokselle eikä palvelun tuotantoprosessin välivaiheille. Moniportaisissa organisaatioissa ja organisaatiohierarkian eri tasoilla ylempien organisaatiotasojen osuus palvelujen tuottamisessa jää usein arvioinnissa mm. tavoitteiden puutteellisuuden vuoksi vähemmälle huomiolle kuin asiakasrajapinnassa toimivien organisaatiotasojen. Asiaan vaikuttaa myös tulosjohtamiseen liittyvä käytäntö, jossa ylempi organisaatiotaso arvioi alempaansa eikä päinvastoin. Tulosjohtaminen on ankkuroitunut Suomen julkiseen hallintoon aiemmin ja vahvemmalla otteella kuin laatujohtaminen. Selkeiden laatua koskevien tavoitteiden puute hankaloittaa arvioimista, erityisesti tavoiteperusteista arviointia, jossa toimintaa verrataan asetettuihin tavoitteisiin. Tavoitteiden puutteellisuus asettaa paineita arvioida toimintaa eri intressitahojen näkemykset huomioon ottavan monitahoarvioinnin avulla. Palvelun laadun intressitahoja julkisessa hallinnossa ovat palvelujen käyttäjien lisäksi mm. poliittiset päätöksentekijät ja kansalaiset, palvelua tuottavan organisaation johto sekä palvelua tuottava henkilöstö ja moniportaisissa organisaatioissa vielä organisaation eri tasot. Eri intressitahojen näkökulmat ja vaateet palvelun laadulle määräytyvät niiden suhteesta palveluun samoin kuin niiden asema ja tehtävät arvioinnissa ja arviointitiedon hyväksikäytössä. Moniportaisissa organisaatioissa keskeisin intressitaho ylemmän organisaatiotason tuottamalle palvelulle on alempi organisaatiotaso. Alemman organisaatiotason näkökulmasta katsottuna ei ole riittävää arvioida moniportaisissa organisaatioissa ylemmän organisaatiotason toimintaa esim. laatupalkintokriteereiden avulla, vaan ylemmän organisaatiotason toimintaa on tarpeen arvioida palvelukohtaisesti. Tämä puolestaan edellyttää sitä, että palvelukohtaisesti määritellään ylemmän ja alemman organisaatiotason työosuus (osapalvelu) moniportaisen organisaation palveluketjussa. Tutkimuksessa päädyttiin myös näkemykseen, jonka mukaan palvelut on varsinkin ylemmän organisaatiotason toiminnan suhteen syytä suunnitella moniportaisissa organisaatioissa etukäteen eri intressitahojen vaateita yhteen sovittaen. Tutkimuksen tuloksena syntyi arviointikehikko moniportaisten julkisten organisaatioiden tuottamien palvelujen laadun arviointiin. Arviointikehikossa otetaan kantaa siihen, miten arvioinnin eri vaiheissa olisi tarkoituksenmukaista edetä ja millaisia näkökohtia eri vaiheissa on tarpeen ottaa huomioon. ; EVALUATION OF THE QUALITY OF SERVICES IN A PUBLIC MULTI-LEVEL ORGANIZATION The task of the study was crystallized in the following questions: 1. In what way is it justifiable in public organizations to evaluate the activi-ties of upper organizational levels in producing high quality services? 2. Accordingly, in what way is it justifiable to evaluate the guidance and support directed to the school assistants work and carried out by the ad-ministrative level in the Education Department of the City of Helsinki.? The study showed that the way in which it is justifiable to evaluate the qual-ity of services in public organizations is determined by the special features of public administration. These features have an effect on the definitions of the ser-vice and quality in public administration. The definition is especially influenced by the community orientation of public organizations, the lack and the vagueness of the goals which guide the quality of services, and many interest groups of services. In this study the quality of the service produced by a public organization has the following definition: the quality of the service and the process with help of which the users of the service receive the service must satisfy the integrated de-mands of the users of the service and its various interest groups in all the features of quality. In public administration, interest groups for the quality of services include not only the users of the services but also political decision makers, the leaders and the personnel of the organization producing the services and in a multilevel organization, the different levels of the organization. The quality demands made by these groups, their opportunities to evaluate the service and their interests in utilizing the evaluation data at least partly differ from each other. In a multi-level organization the lower level, often the so called performing level of the organization, is one of the interest groups in relation to how the up-per level takes care of its own tasks in the service chain. The culture of manage-ment by results has rooted in the public organizations earlier than quality culture. Management by results assumes that the upper organizational levels evaluate the lower levels and not the other way around. Quality culture, however, places the direction of the evaluation upside down, bottom-up and not top-down. In service chain thinking there is a need for the lower level to give feedback to the upper organizational level about how it has for its own part supported the work of the lower level in producing value added to the ultimate users of the services. From the point of view of the lower organizational level the emphasis in evaluation should be on the quality of those parts of the services that are pro-duced by the upper organizational level. Evaluation should take place by evaluat-ing one service at a time. The main interest of the lower level is in evaluating whether or not the upper level supports the lower level well enough in producing individual services. In order to be able to define what is good enough in each case it is necessary to specify the responsibilities of both the upper and lower organizational levels service by service in the service chain. Multiple constituency evaluation or stakeholder-based evaluation is an approach to evaluation in which activities are evaluated from the points of views of many different interest groups. The choice of the approach is determined by the purpose of the evaluation. Purposes of evaluation can be for instance evaluation for development work or evaluation for accountability. Multiple constituency evaluation is suitable for situations where there is a lack of goals for the quality of public services or the goals are vague. The case example of the study showed the lack and vagueness of goals in the guidance and support directed to the school assistants work and carried out by the administrative level of the Hel-sinki City Education Department. Multiple constituency evaluation is suitable for evaluations for both accountability and for development. However, if there were clear goals defined for the quality of the services the natural choice of the ap-proach in the purpose of evaluation for accountability would be the goal-attainment evaluation.
In distance education, the student's high educational autonomy and active participation in the learning process are key features of the educational process that contribute to the concept of self-regulated learning in this environment, as they make the learner responsible for acquiring the knowledge through fact-finding and reflective learning practices. In this context, the work looks at the contribution of the Written Works and Group Consultative Meetings in supporting self-regulated learning strategies in the education environment of the Hellenic Open University. In particular, the purpose of the work is to explore how the Written Works and Group Consultative Meetings activate the mechanism for the expression of self-regulated learning for apprentices in the context of the educational autonomy that the OR offers through its curricula. The investigation is based on the literature review of distance education and self-regulated learning. The conclusions of the survey show that written work and group consultative meetings in the OR are areas for teaching, communication, collaborative management and evaluation negotiations and therefore important pedagogical tools to support self-regulated learning and, in particular, self-assessment strategies, self-monitoring, search for information, search for assistance and time management, which demonstrates the need for effective planning and organisation in providing them. ; Στην εξ αποστάσεως εκπαίδευση η υψηλή μορφωτική αυτονομία και η ενεργητική συμμετοχή του μαθητευόμενου στην διαδικασία μάθησης αποτελούν κυρίαρχα χαρακτηριστικά της εκπαιδευτικής διεργασίας που συντείνουν στην έννοια της αυτο-ρυθμιζόμενης μάθησης στο περιβάλλον αυτό, δεδομένου ότι καθιστούν υπεύθυνο τον μαθητευόμενο για την κατάκτηση της γνώσης μέσα από πρακτικές διερευνητικής και ανακαλυπτικής μάθησης. VTT Working Papers 44 ; VTT on selvittänyt yritysjohtajien näkemyksiä Suomen T&K-ympäristön nykyisestä tilasta ja tulevaisuudesta. Tarkoituksena on saada tarkempaa tietoa siitä, miten Suomi selviää globalisaation haasteista tänään ja tulevaisuudessa. Merkittäväksi nousi ennen kaikkea suomalaisten yritysten tutkimus- ja kehitystyön (T&K) investointien jakaantuminen Suomen ja ulkomaiden välillä. Selvityksen vastaajiksi valittiin toimitusjohtajia liikevaihdoltaan suurimmista suomalaisista yrityksistä (50) ja kansainvälistyvistä innovatiivisista pk-yrityksistä (160). Vastausprosentti oli 49. Selvitys tehtiin yhteistyössä Zef Solutions Oy:n kanssa 29.12.2005-10.1.2006. Selvityksen mukaan suomalaisten yritysten T&K-investoinneista 56 prosenttia päätyy nykyään kotimaahan, mutta kuuden vuoden päästä osuus on enää vain 46 prosenttia. ; VTT has inquired executives' views on the current state and future prospects of Finnish R&D environment. The aim was to get detailed information on, how Finland will confront the globalisation challenges today and in coming years. The division of R&D between domestic and foreign location turned into one of the most significant issues. The CEOs of largest Finnish companies (50) and innovative internationalising SMEs (160) constituted the population of respondents. Total response rate climbed into 49 percent. The study was conducted in co-operation with Zef Solutions Oy 29.12.2005-10.1.2006. According to analysis at the moment 56 percent of Finnish companies R&D investments are made in home country as the amount in six years time will be only 46 percent.
Tämän Pro-gradu tutkielman tarkoituksena oli selvittää varusmiespalveluksen ensimmäisen 9 viikon vaikutusta veren ja syljen kortisolin lepoarvoihin, kortisolin vastetta harjoitteluun sekä korrelaatioita seerumin ja syljen kortisolin välillä eri viikoilla ja päivän aikana. Tutkittavina olivat 41 varusmiestä Kainuun Prikaatista (ikä19.6 ± 0.3 v). Varusmiehet suo-rittivat 45-minuuttia kestävän submaksimaalisen marssitestin viikoilla 2,4,7 ja 9. Syljen ja seerumin kortisoli mitattiin aamulla heti heräämisen jälkeen, ennen harjoitusta ja välittömästi harjoituksen jälkeen. Psyykkistä kuormittumista tutkimuksen aikana mitattiin lyhennetyllä 26 kysymyksen POMS kyselyllä, jonka tarkoituksena oli selvittää psyykkinen kuormitus varusmiespalvelun alussa sekä mielialan muutokset peruskoulutuskauden aikana. Kortisolin aamupitoisuuksien havaittiin laskevan viikosta 2 koko tutkimuksen ajan (p<0.001), syljestä mitattuna. Seerumista mitattu kortisolin aamupitoisuus laski merkitsevästi 7 viikon harjoittelun jälkeen (p<0.01). Kortisolipitoisuuden vaste submaksimaaliseen marssitestiin laski merkitsevästi viikolla kaksi seerumista mitattuna (p<0.05), syljen kor-tisolipitoisuus myös laski, mutta ei tilastollisesti merkitsevästi. Syljen ja seerumin välillä havaittiin korrelaatio levossa (r=0.49 - 0.85, p<0.001 - 0.023), ennen submaksimaalista harjoitusta (r=0.46 - 0.79, p<0.001 - 0.043), ja harjoituksen jälkeen (r=0.65 - 0.84, p<0.001 - 0.002). Negatiivista mielialaa kuvaavat depressio ja hämmennys laskivat peruskoulutuskauden alusta viikkoon 9 (p<0.01 - 0.001), myös positiivista mielialaa kuvaavan elinvoimaisuuden väheneminen (p<0.05). Tutkimustulosten perusteella syljen kortisolipitoisuudet heijastavat hyvin seerumin kor-tisolipitoisuuksien muutoksia elimistössä sekä levossa että rasituksessa. Mielialan vaihteluita mittaavan POMS-kyselyn perusteella ensimmäinen viikko varusmiespalvelua on henkisesti kuormittavaa. Tätä havaintoa tukee myös korkeampi aamun kortisolipitoisuus varusmiespalveluksen ensimmäisen viikon alussa verrattuna tutkimuksen muihin viikkoihin. ; The main purpose of this study was to examine correlations between serum and saliva cortisol at rest and in response to submaximal exercise during the first 9-week of military service. Changes in the mood were also measured by a shortened POMS-questionnaire to examine the psychological stress, as well as observe changes in the mood state. Healthy male subjects (n=41, aged 19.3 ±0.3) from Signal Battalion Northern Finland par-ticipated in the present study. Conscripts performed 45-minute submaximal marching exercise in the weeks 2, 4, 7 and 9. Serum and saliva cortisol samples were measured immedi-ately after an overnight fast at rest, two hours after a light breakfast before the exercise (pre-exercise) and immediately after the exercise (postexercise). Basal saliva cortisol concentration decreased significantly from week 2 during the entire study (p<0.001). The serum cortisol concentration decreased after 7 weeks of training (p<0.05). In response to submaximal exercise, the serum cortisol concentration decreased significantly (p<0.05) at week 2. The saliva cortisol concentration also decreased, but not statistically significantly. Correlations between the serum and saliva cortisol levels were observed at rest (r=0.49 - 0.85, p<0.001 - 0.023), pre-exercise (r=0.46 - 0.79, p<0.001 - 0.043) and post-exercise (r=0.65 - 0.84, p<0.001 - 0.002). Depression and confusion, which indicate negative mood states, decreased from the beginning of the military service to week 9 (p<0.01 - 0.001). Positive state vigour also decreased (p<0.05). The present study indicates that the saliva measurements of the cortisol reflect serum cortisol concentration at rest and in response to exercise. According to POMS-questionnaire, the first week of the basic military training is mentally stressful. This is supported by the fact, that basal cortisol concentration was higher in the beginning of the military service compared the rest of the service.
Turkey first applied for EU membership in 1987 and started negotiations for full membership in October 2005 after lengthy and challenging negotiations between EU member states. This master's thesis attempts to examine the relationship between the negotiations for EU membership that are going on between Turkey and the EU Commission and the public discussion on the subject. The research material consists of selected posts on the Financial Times discussion forum and the Acquis communautaire and Copenhagen criteria. By comparing the research material this thesis attempts to investigate if the public deliberation and official negotiations focus on the same issues and requirements for membership. The theoretical background for this analysis is deliberative democracy, according to which public debate should be a prerequisite for agenda setting and decision making. The findings of the thesis reveal that the public discussion does touch on the acquis communautaire and Copenhagen criteria to some degree, but the public is also concerned with non-acquis issues such as the culture and history. A unique feature of the accession negotiations is also the amount of commentary from heads of state regarding the negotiations, which was also noted in the research material. In the light of deliberative democratic theory it can be noted that the public may take part in the discussion over Turkey's membership, but it has little or no chances of setting the agenda for the negotiations.

This paper is an analysis of the foreign Aid Policies of two OECD Development Assistance Committee member countries – Finland and Ireland. The analysis reveals that both Finland and Ireland share high principles on their relations with the developing world, although their current policy outlooks appear to differ significantly. Despite Finland's good economic performance and prosperity largely generated by the global demand and market access, the government has so far failed to include the increasing of ODA on its priority agenda. In addition to the declining commitment, the selection criteria for Finnish aid recipients appears to be partially commercially motivated. Ireland on the other hand has a solid record of targeting the poorest of the poor with its development assistance and has recently increased development country focus in national policies. The challenge for Ireland is the effective utilisation of these funds and even more importantly keeping the government's public, international commitment to the 0,7 percent recommendation level despite the possible future slowdown of the economy.
Food justice denotes both a social movement and an academic discourse of theorizing what constitutes a fair food system where the benefits and harms of food production and consumption are distributed equally and where every human being has a right to food. In the general discourse of food justice, a just food system is also assumed to promote the sustainability of food systems. In this article, I point out the problems of this assumption by revealing the tensions between the social and environmental aspects of justice in food systems. They relate largely to the fact that local food is not synonymous for environmentally sustainable and low-carbon food, yet the food justice discourse has assumed that re-localization of food systems guarantees its environmental soundness. Another, related tension concerns the democratization of the food system that may aggravate the environmental burdens of the food system in certain conditions when not paired with education and scientific knowledge. I illustrate how the conflicts between various claims for justice emerge, how they could be avoided, and I also discuss how the society could foster the emergence of food citizenship that would promote justice and sustainability in food systems. Keywords: food justice, environmental sustainability, local food, food democracy ; Ruokaoikeudenmukaisuus viittaa ruokajärjestelmän reiluuteen eli siihen, miten oikeudenmukaisesti ruoan tuotannon, prosessoinnin, kaupan ja kuluttamisen hyödyt ja haitat jakaantuvat ja miten yhdenvertainen mahdollisuus ihmisillä on riittävään ja kulttuurisesti hyväksyttävään ravitsemukseen. Ruokaoikeudenmukaisuuden diskurssissa on vallinnut oletus, että ruokajärjestelmän oikeudenmukaisuus kulkee käsi kädessä järjestelmän kestävyyden kanssa. Tässä artikkelissa tarkastelen ruokaoikeudenmukaisuuden suhdetta ruokajärjestelmän ekologiseen kestävyyteen ja osoitan suhteen olevan jännitteinen tavoilla, jotka ovat toistaiseksi jääneet lähes huomiotta. Erityisesti tarkastelen lähiruoan ekologista kestävyyttä, joka on otettu usein annettuna oikeudenmukaisuuden diskursseissa: artikkelissa osoitan tämän oletuksen ongelmallisuuden. Toinen samankaltainen jännite liittyy ruokademokratian lisäämiseen, joka ei välttämättä paranna ruokajärjestelmän kestävyyttä vaan saattaa joissain tapauksissa jopa hidastaa ruokajärjestelmän kestävyystransitiota. Lopussa pohdin, miten artikkelissa tunnistettujen jännitteiden kanssa voidaan tulla toimeen ja miten ruokademokratiaa voitaisiin lisätä tavalla, joka tukee sekä oikeudenmukaisuutta että ekologisesti kestävän ruokajärjestelmän rakentamista. Väitöskirjan tavoitteena on selvittää valtiontukisääntelyn ja sen tulkinnan yhteyttä EU:n politiikkaan sekä käytettyihin taloudellisiin ajattelutapoihin. Politiikan lisäksi väitöskirjassa tarkastellaan erityisesti tukikilpailuun liittyvän taloustieteellisen keskustelun vaikutusta valtiontukisääntelyyn. Lisäksi tavoitteena on selvittää, miten tavoitteet tosiasiassa ohjaavat valtiontukisääntelyn kehitystä ja miten nämä tavoitteet mahdollisesti kehittävät valtiontukisääntelyä tulevaisuudessa. Valtiontukipolitiikkaa harjoitetaan pääasiassa SEUT 170(3)(c) -artiklan nojalla. Artikla on poikkeus SEUT 107(1) -artiklan sisältämään laajaan valtiontukikieltoon. SEUT 107(3)(c) -artikla mahdollistaa sellaisten tukien myöntämisen, jotka tuottavat enemmän yhteistä etua kuin haittaavat kilpailua sisämarkkinoilla. EU:n tuomioistuin on vahvistanut, että Euroopan komissiolla on laaja harkintavalta arvioidessa, mitkä tuet täyttävät tämän artiklan edellytykset. Komissio onkin toteuttanut valtiontukipolitiikkaa pitkälti tämän artiklan soveltamisella. Väitöskirjassa on kolme tutkimuskysymystä. Ensimmäinen tutkimuskysymys on "Mitkä ovat olleet merkittävimmät valtiontukisääntelyyn vaikuttavat taustaolettamat ja tavoitteet?" Tutkimuskysymykseen vastataan tutkimuksen luvuissa 2, 3 ja 4, joissa käsitellään valtiontukisääntelyn taustalla vaikuttanutta politiikkaa, sääntelyn historiallista kehitystä sekä tukikilpailuun liittyvää tutkimusta. Merkittävin valtiontukisääntelyn tavoite on ollut estää jäsenvaltioiden välistä tukikilpailua, jonka on katsottu haittaavan kaikkia jäsenvaltioita. Taustaolettamana on ollut, että tukikilpailussa kaikki sisämarkkinoilla toimivat jäsenvaltiot häviävät, ja jos valtiontukipolitiikkaa ei säännellä, jäsenvaltiot tukevat yrityksiään, mikä johtaa tukikilpailuun. Toiseksi tavoitteeksi tukikilpailun estämisen rinnalle on 2000-luvun taitteessa noussut tavoite poistaa markkinahäiriöitä valtiontuilla. Näitä markkinahäiriötä ovat olleet mm. kasvihuonekaasupäästöihin liittyvät ulkoisvaikutukset ja finanssikriisi. 2010-luvulla valtiontukisääntelyn tavoitteena on ollut myös lisätä talouskasvua ja parantaa ympäristön tilaa. Näiden lisäksi valtiontukisääntelyä ja komission julkaisuja tarkastelemalla voidaan havaita yksi EU:n toimivaltaan kuulumaton valtiontukisääntelyn tavoite: jäsenvaltioiden varojen säästäminen. Toinen tutkimuskysymys on "Miten nämä [tavoitteet ja taustaolettamat] ovat historian saatossa näkyneet valtiontukisääntelyssä ja komission toiminnassa?". Tutkimuskysymykseen vastataan luvuissa 1.5, 3 ja 4, joissa käsitellään valtiontukisääntelyn historiaa osana EU:n historiaa sekä nykyisen sääntelyn tavoitteita ja muutoksia. Historiallisesti tukikilpailun estäminen on ollut voimakkaimmin näkyvä tavoite, sillä valtiontukipolitiikka ja sääntelyn tulkinta ovat kiristyneet koko EU:n historian ajan, ja Unionin tuomioistuin on katsonut yhä useampia tukia kielletyksi valtiontueksi. Myös komissio on jatkuvasti kiristänyt linjaansa katsoen yhä useampia tukia sisämarkkinoille soveltumattomaksi valtiontueksi. Viimeisin merkittävä kehitys on ollut erilaisiin verotukiin puuttuminen 2010-luvulla. Tämän lisäksi myös tavoitteet markkinahäiriön poistamisesta ja talouskasvun lisäämisestä ovat näkyneet sääntelyssä. Markkinahäiriön poistamisen nojalla komissio on sallinut valtavasti ympäristö- ja erityisesti energiatukia. Nämä tuet ovat nykyään suurin tukiryhmä EU:ssa. Talouskasvua taas on pyritty lisäämään sallimalla yhä useampien erilaisten talouskasvulle hyväksi katsottujen tukien myöntäminen, osittain jopa luopuen tavoitteesta estää tukikilpailua. Kolmas tutkimuskysymys on "Miten nykyiset ympäristö- ja energiatuet sopivat tähän kehitykseen ja voidaanko tukipolitiikan katsoa muuttuneen näiden vuoksi?". Tutkimustulosten perusteella ympäristö- ja energiatukiin liittyvä komission sääntely on pyrkinyt lisäämään näitä tukia. Tuet sopivat teoriassa hyvin valtiontukien systematiikkaan, koska sallitut tuet eivät vääristä kilpailua voimakkaasti, mutta ne lisäävät yhteistä etua ja samalla säästävät jäsenvaltioiden varoja turhalta tukemiselta. Tähän mennessä politiikka on ollut tehokasta, koska jäsenvaltiot käyttävät merkittävästi varoja sellaisten kohteiden tukemiseen, jotka on erikseen sallittu SEUT 107(3)(c) -artiklan nojalla. ; The goal of this thesis was to find out how state aid regulation and interpretation of the regulation are connected to EU policies and economic theories used to form said policies. In addition to studying the policies, the effects of economic theory related to subsidy competition is studied. The goal of this thesis is to find out how these policy goals affect state aid regulation and how these goals will affect state aid regulation in the future. The state aid policy is mostly based on TFEU article 107(3)(c). The article contains an exception to the broad state aid prohibition in TFEU article 107(1). TFEU article 107(3)(c) enables granting aids that facilitate economic development and common good more than it adversely affects trading conditions within the internal market. CJEU has stated that the European Commission has broad discretion when evaluating which aids meet the criteria set in TFEY article 107(3)(c). The commission has used this article to execute state aid policy in the EU. The thesis contains three research questions. The first research question is "What are the most significant presumptions and goals affecting state aid regulation?". This research question is answered in chapters 2, 3 and 4, which study the policies behind state aid regulation, the historical development of state aid regulation and the research related to the subsidy competition. The most significant goal for state aid regulation has been to prevent subsidy competition between member states, which has been seen to harm all member states. The presumption behind state aid regulation has been that in subsidy competition everybody loses, and that if national state aid policies are left unregulated, all member states will subsidy their companies, which will lead to subsidy competition. In the 2000s, another goal of the state aid regulation has been to use the state aids to prevent market failures. Market failures referred to in this goal are e.g. externalities related to greenhouse gases and financial crisis. In addition to these goals, one other goal of state aid regulation in the 2010s has been promoting economic growth and improving the environment. Additionally, one other state aid policy goal that is not within the EU jurisdiction can be derived from state aid regulation and the commission's publications: saving member states' public funds. The second research question is "How these [goals and presumptions] have affected state aid regulation and the commission's actions in history". This research question is answered in chapters 1.5, 3, and 4, which study state aid history within the EU history and the current regulation's goals, as well as changes in current legislation. Historically, the most significant goal has been preventing subsidy competition; the state aid policy and the interpretation of the regulation have become more and more strict during the whole history of the EU. In addition to this, CJEU has deemed more and more aids incompatible with the internal market. The commission has continuously tightened its decisions and deemed more and more aids incompatible with the internal market, the last significant change being the state aid decisions regarding different tax measures in the 2010s. In addition to this, goals to remove market failure and to promote growth have influenced the regulation and its interpretation. In order to remove market failures, the commission has allowed significant subsidy programs for environment and renewable energy. These subsidies are currently the largest subsidy group in the EU. Economic growth has been promoted by allowing more and more different aids that are seen beneficial to growth, even partially abandoning the goal to prevent subsidy competition. The third research question is "How are the current environmental and energy aids suited for this development and is the subsidy policy changed due to this development". Results show that the commission regulation related to environmental and energy aids is designed to increase the amount of these aids. These aids are theoretically aligned with the state aid system, because the allowed aids do not significantly disturb competition, but they promote common good and simultaneously save public funds from useless subsiding. This conclusion is mostly based on theoretical framework and predetermined decision-making rules without any empirical evaluation. As a conclusion, it can be stated that the state aid policy is mostly based on the idea that member states will grant aids if it is allowed. Additionally, it is also based on the idea that the financial decision-making is better on the EU level than on the national level. In result, the basis of the state aid policy has been that aids beneficial to common good are allowed, and it is up to the member states to grant the aids if they want to. This policy has been effective because member states have been using significant amounts of funding to the goals allowed in TFEU article 107(3)(c).
This master's thesis approaches the debate around biotechnology, genetically modified organisms (GMOs) and the notion of food sovereignty as they are addressed by an Indian, food sovereignty activist group called Navdanya. Basing on the material produced by Navdanya, I am determining, by the means of a theory guided content analysis, what kind of an alternative food sovereignty is. Furthermore, I am examining how food sovereignty can be considered as a means of resistance to the impacts of the GMOs in India. I am arguing that the introduction of the GMOs to India created an opportunity to govern populations and furthermore life and nature. I am examining this by utilising Michel Foucault's theory of biopolitics as a theoretical framework. In order to find out how governance and resistance are practiced, I utilise Foucault's notions of truth and power by illustrating how they can be utilised as a means to create governance and resistance. Therefore, I formulated a "truth regime of biotechnology" to represent the governance, operated by the actors supporting the utilisation of the GMOs, as well as to describe how the governance is created and justified under the regime. As a means of resistance, Navdanya produces alternative truths and puts into practice an alternative of food sovereignty – "the new politics of truth". Navdanya succeeds in its resistance by managing to create the alternative truth of food sovereignty, which does not utilise or reproduce the truths of the biotechnology regime. Navdanya does this by managing to detach the power of the biotechnology regime's truths from their economic and political roles they play in society. The traditional complexity with resistance, in relation to the State of India, is present, which can be however explained by utilising the new ways in approaching the notion of resistance in the context of the Global South.
