Original)

This report on the first democratic parliamentary elections in Ethiopia in 2005 briefly outlines the campaign, the election and election monitor observations, and the resulting unrest and follow-up elections. The election campaign began approximately nine months before the election and was primarily a race between the ruling Ethiopian Peoples Revolutionary Democratic Front (EPRDF) party, the newly formed opposition Coalition for Unity and Democracy (CUD), and the Union of Ethiopian Democratic Forces (UEDF). Federalism, change, and realization of promised freedom and economic development were major themes of the campaign. Though the EPRDF declared victory, it became clear that the CUD had won a substantial number of seats in the majority of cities and in the federal parliament. The independent election observers observed electoral manipulation on both sides, though facts were difficult to substantiate, ultimately resulting in a new election in 135 districts, generating unrest, student protests, a taxi strike, and a crackdown by the administration. The most recent elections gave the EPRDF 303 seats, the CUD 123 seats, the UEDF 56 seats, with the remainder distributed between smaller parties. Despite the difficulties, the observable strengthening of legal and democratic institutions provides grounds for cautious optimism.

Joko Widodo's victory in the 2012 Jakarta Gubernatorial Election could be seen as a populist phenomenon. An outsider to Jakarta politics, Joko Widodo (Jokowi) beat the incumbent, Fauzi Bowo (Foke), who had received strong support from political parties. Using populism as an analytical tool, this paper argues that the following four factors enabled Jokowi to emerge as an alternative leader in Indonesia's capital: (1) social breakdown and declining capability of the government; (2) corrupt, draining political traditions and a negative image of political parties; (3) societal changes; and (4) the emergence of forms of political representation outside of traditional political institutions. Those situations led Jakarta voters to more easily accept Jokowi's offer - "New Jakarta" (Jakarta Baru) - as a new identity against the established regime. Populism can help explain Jokowi's victory in the election, but also the leadership of his administration after he was elected. (JCSA/GIGA)

On 9 May 2007 East Timor, or Timor-Leste, elected a new president. The winner is the Nobel
Peace Prize laureate José Ramos-Horta. He defeated Francisco "Lu Olo" Guterres of the ruling
Fretelin party, with 69% of the votes as compared to his rival´s 31%. The new president inherits
a country stricken by poverty and regional divisions which boiled over last year in deadly riots.
The situation between Easterners and Westerners of Asia´s poorest nation remains tense until
today, but did not erupt into violence again. Main issues of the campaign were development and
security. The two-round election was described as free and fair by international observers. The loss
of Fretelin is a clear indication that its dominant position in the political landscape is in dispute.
Against this background the author examines the implications of the current elections on the wider
Timorese political system.

(Autorenreferat)
