The article concerns the idea as well as the form of international cooperation between states and international organizations, illustrated by the example of the relationship between the European Union and the Pacific region. There is some useful literature on the subject but this needs be to completed. The influences of the world's leaders collide on the Pacific Ocean, which gives this area primacy in geopolitical domination, slowly downgrading the Atlantic Community. The main purpose of the paper is, therefore, to research the possibilities and methods of legal and extrajudicial cooperation betweentwo continents which are very distant from each other. The development of the information society has initiated the need for creating new instruments with the help of which the authorities can reach out to citizens. Therefore, cyberspace has recently become a place of activity of a number of entities including state and international organizations (together with the European Union). The result of this phenomenon is the creation of the so-called digital diplomacy as new quality in the so-called diplomacy of the EU. The EU diplomacy currently uses a number of e-tools, among others, Facebook, MySpace, Daily Motion, YouTube, etc. These tools are a very good method to improve and warm up the image of the Union in the international arena. This kind of diplomacy was only formed at the beginning of the twenty-first century and has a great prospect of development, thus, it is worth considering in which direction its evolution should follow. Digital diplomacy is a de facto response to the problem of the EU communication with the outside world and the growing number of Internet users.

Der Bericht befaßt sich mit zentralen Dimensionen der Europapolitik Rußlands, insbesondere mit seiner Politik gegenüber der KSZE-OSZE, gegenüber der EG-EU und gegenüber Deutschland. Berücksichtigt werden dabei die Auswirkungen, die der Tschetschenienkrieg für das Verhältnis Rußlands zu den europäischen Staaten hat und in Zukunft möglicherweise noch haben wird. Die zentrale Ursache für die zunehmenden Konflikte zwischen Moskau und dem Westen wird darin gesehen, daß Rußland nach dem Zerfall der Sowjetunion seine Identität und seine Rolle in der Welt noch nicht klar definiert hat. Als Kernziele der russischen Europapolitik gelten der Wunsch nach Anerkennung als einflußreiche und gleichberechtigte Großmacht mit spezifischen Interessen und nach vollberechtigter Mitgliedschaft in den europäischen Organisationen, wobei aus der Sicht der politischen Führung enge Beziehungen zu Deutschland von großer Bedeutung sind. Die russische Diplomatie konzentriert ihre europapolitischen Aktivitäten auf das Ziel, die KSZE zu stärken, wobei sie sich zunehmend mit Schwierigkeiten konfrontiert sieht. In vieler Hinsicht brachte der Tschetschenienkrieg herbe Rückschläge für Moskau. Rußland befindet sich auf dem Weg der Selbstisolierung. (ICE2)

'Jährlich versuchen Zehntausende von Menschen - vor allem von Marokko, Libyen, Tunesien und der Türkei aus - über Spanien, Italien und Griechenland in die Europäische Union zu gelangen. Die jüngsten Stürmungen der Grenzanlagen der spanischen Exklaven Melilla und Ceuta verdeutlichten die humanitäre Notlage von Flüchtlingen und illegalen Migranten in Nordafrika. Wie kann das auswärtige Handeln der Europäischen Union den Interessen in der Flüchtlingspolitik sowohl der EU als auch ihrer einzelnen Mitgliedstaaten besser dienen? Welche Alternativen im Hinblick auf Frühwarn- und Krisenreaktionsmechanismen bieten sich? An welchen Punkten könnte deutsche Europapolitik realistischerweise ansetzen? Ordnungspolitische Maßnahmen wie die Schaffung einer gemeinsamen Mittelmeerpolizei und die Schaffung von Auffanglagern in Nordafrika reichen nicht aus, um politische Kohärenz zu gewährleisten zwischen einer langfristigen Entwicklungsförderung, die an den Ursachen der Migration ansetzt, und Maßnahmen, die eine kurzfristige Regulierung der ungesteuerten Einwanderung bezwecken. Stattdessen besteht die Gefahr, völkerrechtliche Maßstäbe zu unterlaufen, soweit sie in der Europäischen Menschenrechtskonvention, der EU-Grundrechtscharta sowie der Genfer Flüchtlingskonvention festgeschrieben sind. Vorgeschlagen wird deshalb, die innen- und außenpolitische Kohärenz zwischen Fluchtursachenbekämpfung, Frühwarn- und Krisenreaktionsmechanismen sowie Flüchtlingsschutz unter Wahrung des Völkerrechts zu stärken. Die Europäische Union und die deutsche Europapolitik, insbesondere im Hinblick auf die deutsche Ratspräsidentschaft im ersten Halbjahr 2007, sind daher mehr denn je gefordert, ein gestaffeltes Schutzsystem für Flüchtlinge sowie einen ressortübergreifenden Ansatz voranzutreiben.'
