This paper deals with economic changes in the last 12 years in Bolivia under the presidency of Evo Morales. After a short introduction about the political landscape of the country, I will explain how Morales' party, Movimiento al Socialismo, planned to change Bolivia's economic model. Here I will rely on the works by former Bolivian Ministry of Economics and Public Finances, Luis Arce Catacora. Then I will show the improvements in social conditions of the Bolivian population during the Morales' presidency, and I will relate them to the Cash Conditional Transfers adopted by the government, otherwise known as bonos. Finally, I will assess the intricate issue of economic and environmental sustainability of this model. My point of view is that since Bolivia will soon face less revenue from its gas exports, efforts in diversifying its economy will have to improve. At the same time, no major crisis should happen. ; Este estudio está enfocado en los cambios económicos sucedidos en los últimos 11 años en Bolivia, bajo la presidencia de Evo Morales. Luego de una breve introducción al panorama político del país, explicaré cómo el partido de Morales, el Movimiento al Socialismo (MAS), planificó el cambio de modelo económico de Bolivia; para esta tarea, voy a utilizar como fuentes los trabajos del anterior Ministro de Economía y Finanzas Públicas de Bolivia, Luis Arce Catacora. A continuación, mostraré el mejoramiento de las condiciones sociales de la población boliviana en el periodo de la presidencia de Morales, y las pondré en relación con las Transferencias Condicionadas adoptadas por el gobierno, conocidas también como bonos. Finalmente, enfrentaré el delicado problema de la sostenibilidad económica y ambiental de este modelo. Mi punto de vista es que, como Bolivia tendrá menos ingresos por sus exportaciones de gas, los esfuerzos hacia la diversificación de su economía tendrán que mejorar. Al mismo tiempo, no debería llegar una crisis demasiado fuerte.
Evo Morales has labelled his government the 'government of social movements', and much has been written on state-social movement relations in Bolivia since the turn of the century. However, the Central Obrera Boliviana (Bolivian Workers' Central, the COB) has remained largely absent from discussions in much of the literature. This article seeks to analyse the position of the COB under Morales, and to explore the nature and consequences of its relationships with the government over the past twelve years. I develop the concepts of labour bureaucracy and labour officaldom as analytical lenses that shed light on the position of the COB today. I argue that during neoliberalism the need to look after the COB bureaucratized the union structures as personal needs of the leadership were placed above those of the Bolivian working-classes. This then allowed Morales' government to easily co-opt sections of the labour movements' leadership to form a labour officialdom, leaving the COB unable to challenge the continuation of the neoliberal structure of the economy and represent the majority of the countries working-classes.

No final de 2015 completam-se 10 anos da eleição de Evo Morales, o primeiro presidente indígena na história da Bolívia, eleito com 52% dos votos em dezembro de 2005. Morales foi eleito após um ciclo de rebeliões populares entre os anos 2000 e 2005 que marcaram profundamente a história recente do país. A vitória eleitoral de Evo Morales significou uma dura derrota dos partidos tradicionais, que governaram a Bolívia desde o fim da ditadura militar em 1982. A discussão sobre o caráter e a natureza do governo Evo Morales tem suscitado uma serie de polêmicas no interior da esquerda e da intelectualidade boliviana. Este artigo retoma parte do debate realizado por alguns dos intelectuais mais importantes da Bolívia na atualidade, entre eles, destaco o atual vice-presidente Álvaro Garcia Linera[1] e o filósofo e cientista político Luiz Tapia[2] (ambos pertenciam à um grupo de intelectuais conhecido como COMUNA).
Bei der vorliegenden Arbeit handelt es sich um eine politische Fallstudie zu Bolivien, die folgende Fragestellung beantworten möchte: Anhand welcher Faktoren lässt sich der politische Erfolg des MAS und Evo Morales" seit Ende der 1990er Jahre erklären? Beim MAS handelt es sich ursprünglich um eine rechte Partei, die Ende der 1990er Jahre nur noch auf dem Papier existierte. Bei den Präsidentschafts- und Parlamentswahlen 2002 erreichte der MAS bereits 20,94 % und zog damit als zweitstärkste Partei ins Parlament ein. Bei den Kommunalwahlen 2004 konnte er gegenüber 1999 weitere Stimmen hinzu gewinnen, blieb allerdings insgesamt hinter den hohen Erwartungen zurück. Der politische Erfolg wurde dadurch jedoch nicht gebremst und der MAS erreichte seinen bis dahin größten Triumph bei den Präsidentschafts- und Parlamentswahlen im Dezember 2005: Er konnte mit 53,7 % die absolute Mehrheit im Parlament erreichen und Morales wurde zum Präsidenten der Republik Bolivien gewählt. The 2005 election of Evo Morales as the president of Bolivia marked a moment of celebration for the social movements who backed the rise to power of the Movimiento al Socialismo party (MAS – Movement for Socialism), with Morales as its leader. Morales adopted discourses derived from popularly supported Buen Vivir, alternatives to development, social and solidarity economies, and other forms of localized political and economic autonomy, creating a politics of possibility around such proposals. However, despite initial commitments and actions taken by Morales to improve well-being without replicating historically unsustainable and destructive pathways to industrial development, Bolivia continues to be characterized by fiscal dependence and macroeconomic prioritization of growth-centric policies sustained by extractive activities. In addition, the country is now rife with socio-environmental conflict. This paper will explore Morales' neglect of longer-term political goals for economic independence, self-sufficiency, and sustainability by considering competing theories of social movements, political parties, and the state that provide different lenses for understanding MAS' abandonment of its original political platform for change, Twenty-First Century Socialism (Socialismo del Siglo XXI). The paper reveals how the current scenario creates new barriers for the social movements that continue to uphold proposals for sustainable futures, including deepened structural entrenchment in extractivism, the cooptation of alternatives to development proposals by government, the division of once-unified popular fronts, shifting electoral constituencies, and the emergence of new economic elites. Lessons from the Bolivian case are significant for guiding wider efforts at building sustainable alternatives to capitalist development.
This essay re-examines the way in which political science literature has commonly described Evo Morales' 21st century socialism project in Bolivia as a "radical leftist" project. Contrary to the beliefs that have been widely circulated through the documentation, which claims that the "nationalization" of Bolivia's gas industry has created a rupture in State-market relations, this essay proves otherwise: re appropriating the gas industry and providing access to its rents causes no ruptura for market reforms. Te essay posits that three structural constraints in Bolivia's gas sector (the institutional weakness of the state —owned "Yacimientos Petrolíferos Bolivianos" company, the presence of an infrastructure geared toward exports, and social programs funded by gas— related annuities), have led to a dissension in Evo Morales' Movement Towards Socialism (MAS): while 21st century socialism seeks to distance itself from the market, the MAS has managed to strengthen it due to its lack of capital and technical means. The essay states that these financial and material deficiencies are steering the MAS towards an ideological transformation. ; Este ensayo pone en cuestión la manera como la literatura especializada en ciencia política ha descrito generalmente el proyecto de "Socialismo del siglo XXI"1 de Evo Morales, en Bolivia, como un proyecto de "izquierda radical". This article explores the development in Bolivia under president Evo Morales, through a critical postcolonial approach. From a traditional liberal perspective, this article concludes that the liberal democratic system under Morales has not been deepening, though certain new participatory aspects of democracy, including socio-economic reforms have been carried out. In contrast, this article analyses to what extent the presidency of Evo Morales may be seen as the end of the postcolonialism, and the beginning of a new era in which Bolivia's indigenous people finally have been incorporated into the forward development of a multi-ethnic society. By analysing issues such as time, nation, land, space, globalization and language, the conclusion is that the new constitution marks a fresh beginning, one beyond the colonial and postcolonial eras, for indigenous groups, but it will not bring back the old indigenous societies as was dominating the territory of today's modern state.
El conflicto en torno a la construcción de una carretera que atravesaría el Territorio Indígena del Parque Nacional Isiboro Sécure (TIPNIS), desatado en agosto de 2011, ha marcado un momento de ruptura en las relaciones entre el gobierno boliviano y los movimientos sociales, y entre las propias organizaciones. En este artículo se proporcionan algunos elementos de análisis que permitan comprender el reciente cambio en los equilibrios políticos y sociales en Bolivia. Después de un período de alianzas y el apoyo mutuo ante las amenazas de los enemigos externos – en particular, el neoliberalismo y los poderes oligárquicos – los movimientos sociales han entrado recientemente en un momento de fragmentación y disputa sobre el acceso a los mismos espacios físicos, simbólicos y de potencia. Las reformas normativas y constitucionales, así como la nueva remodelación de configuraciones sociales y el poder político han contribuido a este escenario conflictivo, que encuentra una de sus principales y más simbólicas expresiones en los conflictos por la tierra y el territorio, como el conflicto del TIPNIS.English:The conflict around the construction of a road that would cut across the Isiboro Sécure National Park and Indigenous Territory (TIPNIS), exploded in August 2011 and still unsolved, can be considered a turning point in the relationship between the Bolivian government and social movements, and among social movements themselves. This paper provides some insights to understand the recent shift in Bolivian political and social equilibria. After a period of alliances and mutual support in the face of threats from external enemies – in particular, neoliberalism and oligarchic powers – social movements have recently entered into a moment of fragmentation and contention over access to the same physical, symbolic and power spaces. Both recent normative and constitutional reforms as well as new reshaping of social configu-rations and political power contributed to this conflictive scenario, which finds one of its main and most symbolic expressions in the conflicts for land and territory such as the TIPNIS dispute.
This present article investigates the processes of elaboration of gender equality policies under populist governments, focusing on the paradigmatic case of MAS government in Bolivia. Through interviews and documental analysis, the article examines how MAS applied its conceptions of "people" and "elite" to the women's organizations that intervened in policy-making processes in the field of gender equality, accusing feminist NGOs of being part of "the elite" and praising indigenous women's social organizations as representatives of "the people". However, the government included feminist NGOs in the policy-making processes; which shows the existence of a contradiction between the anti-elite populist discourse and pragmatism in policy-making. ; Este artículo investiga los procesos de elaboración de las políticas de igualdad de género bajo Gobiernos populistas, centrándose en el caso paradigmático del Gobierno del MAS en Bolivia. A través de entrevistas y análisis documental, se examina cómo el MAS aplicó sus concepciones depuebloyélitea las organizaciones de mujeres que intervinieron en procesos de elaboración de políticas de igualdad de género, acusando a las ONG feministas de ser parte de laélitey alabando las organizaciones sociales de mujeres indígenas como representantes delpueblo.Sin embargo, el Gobierno incluyó a las ONG feministas en los procesos de elaboración de políticas, lo que muestra una contradicción entre el discurso populista antiélite y el pragmatismo en la elaboración de políticas.
Evo Morales and the Movimiento al Socialismo (MAS) took office in Bolivia in 2006, riding on the wave of fierce popular protests against previous, neoliberal regimes. Morales was depicted as the country's first indigenous president. His government promised a radical transformation of national politics and rebranded Bolivia as a "plurinational state". Under MAS, indigenous subjectivity has moved from a marginalized position to center stage, and become a key condition for political legitimacy. This development is reflected in environmental politics. In international forums, the Bolivian government has claimed to represent a green indigenous alternative, a "culture of life", as opposed to a Western, capitalist "culture of death". However, on home ground, critics have accused MAS of coopting aspects of indigenous identity for its own interests and not applying its green agenda within the national borders. The national economy is dependent on intense extraction and export of natural resources, a trend which has not diminished under Morales. Thus, the first Bolivian government to frame itself as indigenous now stands behind initiatives for resource extraction and infrastructural expansion. This raises questions about whose rights are privileged when different actors express conflicting claims based on indigeneity. In this thesis, two salient themes are explored: MAS' positioning in international climate change negotiations, and the conflict around the plans to construct a highway across the TIPNIS national park and indigenous territory. Drawing on poststructural and postcolonial feminist theory, I analyze intersecting processes of power in Bolivian environmental struggles by unwrapping two figurations: the endangered glacier and the ecological indigenous. These have become emblematic, and are mobilized by various actors for different purposes. Situating these figurations in national and international discourses, I show how they may shift in meaning and both reinforce and challenge relations of power. The research material was generated through ethnographic fieldwork and collection of written texts. Through this study of contemporary Bolivia, I shed light on how power dynamics play out in the framing of environmental problems and their solutions; questions which should be central to research on environmental issues in all contexts. ; Movimiento al Socialismo (MAS) bildade regering i Bolivia 2006 med Evo Morales på presidentposten, framburna av folkliga protester mot tidigare, nyliberala regimer. I denna avhandling utforskas två teman som dominerat miljöpolitiken i Bolivia på senare år: MAS ' positionering i internationella klimatförhandlingar, och konflikten kring planerna på att bygga en motorväg tvärs igenom TIPNIS, en nationalpark som styrs av tre ursprungsbefolkningsgrupper. Med utgångspunkt i poststrukturalistisk och postkolonial feministisk teori analyserar jag intersektionella maktrelationer i boliviansk miljöpolitik, genom att undersöka två figurationer: den utrotningshotade glaciären, och det ekologiska ursprungsfolkssubjektet. Dessa har blivit symboliskt viktiga, och har mobiliserats av en mängd olika aktörer för vitt skilda syften. Genom att situera dessa figurationer i nationella och internationella diskurser visar jag hur de skiftar i betydelse och hur de kan både förstärka och utmana rådande maktrelationer. Forskningsmaterialet baseras på etnografiskt fältarbete och insamling av skrivna texter. Genom denna studie av Bolivia under Morales, visar jag hur makt tar sig uttryck i formuleringen av miljöproblem och tänkta lösningar; frågor som har relevans för forskning om miljöfrågor även i andra sammanhang.

ABSTRACT In Bolivia, the year 2019 marks the end of an era: In November, after almost 14 years in power, Evo Morales was forced to prematurely leave the presidency and, shortly thereafter, also the country. This dramatic event was preceded by contentious elections, allegations of electoral fraud, massive post-electoral protests, and the switching of sides by the police and the military. Rather than pacifying the situation, Morales' resignation led to a further escalation of the conflict, involving violent clashes between protesters and security forces. In the end, however, a negotiated solution of the crisis was reached that enabled the controversial interim president Jeanine Áñez to call new elections. In an attempt to make sense of this remarkable chain of events, the article (1) summarizes key causes that have made the once invincible Movimiento al Socialismo (MAS) government so vulnerable and (2) analyzes the October elections as well as the sociopolitical dynamics that unfolded afterwards with a focus on key controversies surrounding the elections (electoral fraud?) and the fall of Morales (a coup?). Finally, (3) the article briefly assesses the dynamics under the current interim government and looks at the forthcoming general elections, which are scheduled for 6 September 2020.
