This paper consider the process of creating, development and operations of the Association of Political Convicts and Exiles (APCE) on the basis of studying the works of Soviet and modern scientists. The author concludes, that the period of the existence and activities of the Association hasn't been uniform and it's logical to divide it into two periods. The first stage lasted from 1921 to 1928 institutional development, the creation of a network of regional branches, active search for potential members - people affected by the "hands of tsarism". Also, actively developed research and educational activities, that embodied in monthly magazine "Katorgaissylka" comes out in print since 1921. Magazine published memoirs of political convicts and people, who dwells in exile, articles about the revolutionary movement, obituaries, etc. Furthermore, under the loyal attitude of All-Union Communist Party (bolsheviks) (AUCP(b)) to the Association, it has successfully performed the functions of protection and material support of its members and provide ongoing legal assistance to convicts and their families. Strengthening of control of AUCP(b) over the Association led to significant changes in their structure and activity. From this moment begins the second stage activity of the Association's of Political Convicts and Exiles. It lasted from 1929 to 1935 and is characterized by deep gap between the actual actions and declared objectives of the Association and general political purges under the slogan of "class struggle with the Soviet hostile elements that appeared in the ranks of the Association". AUCP(b) is trying to find issues in work of governing units of the APCE. At the same time the process of introduction of members of AUCP(b) into the ranks of the Association is begins. Sovietization trend most severely manifested in the ideology of the Association. Political propaganda of the Party gradually replaced people's freedom orientation. Thus, by the end of 1920 the Association practically lost all independence. Take place intense activity decrease of the Association's members, and they are lose interest in the work. In such complex sociopolitical conditions the Association couldn't long exist.Therefore, in 1935, on Stalin's initiative, the Association was liquidated. It's leaders were brutally repressed, and the results and achievements of the Association of Political Convicts and Exiles have been forgotten for many years. ; У статті розглядається процес створення Товариства політкаторжан і засланців. Читачеві пропонується короткий огляд регіональних відділень, аналізується просвітницька та агітаційна діяльність, а також соціальні функції Товариства. Розглядаються взаємовідносини Товариства зі Всесоюзною комуністичною партією більшовиків. Проаналізовано причини припинення активної діяльності Товариства, що призвело до його ліквідації.

The article represents a review of the nobleman Jan-Samuel Głogowski's biography in the context of his potential affiliation with the political elite of Chernihiv voivodeship. The relevance of this work is due to the fact that the problem of studying Chernihiv establishment in the period of exile, both at the level of comprehensive research and reconstruction of individual biographies, remains virtually unexplored.The local knightly circle existed relatively shortly from the moment of creating a separate Chernihiv voivodeship till the beginning of Khmelnytsky Uprising (1635–1648). In view of this, this administrative unit's level of organization and consciousness was inferior to the adjacent noble corporations of Ukrainian voivodeships in Rzeczpospolita. However, during the period of 1648–1668, several families were selected among the locals, whose representatives often won ambassadorial elections and performed various functions delegated by the local sejmik. Those were representatives of Woyna-Oranski, Khazhevski, and Glogowski families. This tendency allows suggesting that the process of consolidating Chernihiv gentry along with separating from its members its own elite continued even in exile. Therefore, this paper is an attempt to investigate whether and how successful were the descendants of famous parliamentarians in consolidating their leadership positions.In this regard, the first part of the article focuses on the methodological aspects of the separation of leaders from the local nobility. Based on the work of such researchers as Edward Opalinski, Yolanta Khoinska-Mika, Janusz Dobrowski, Eugeniusz Janas, and the peculiarities of Chernihiv noble corporation in exile, the criteria for determining the elite are highlighted. A particular emphasis is put on the individual authority of a person and their involvement in the affairs of the local nobility. Instead, the second part of the paper analyzes the extent to which Jan-Samuel suited those criteria. Based on the nobleman's biography, his connection with Chernihiv brotherhood is considered. In particular, the article examines Glogowski's career, his family ties, the patrons' issue, and his interest in local affairs. ; У статті розглянуто біографію шляхтича Яна-Самуеля Ґлоґовського у контексті його потенційної належності до політичної еліти Чернігівського воєводства. Актуальність праці зумовлена тим, що проблема вивчення чернігівського істеблішменту у період екзилу як на рівні комплексного дослідження, так і реконструкції життєписів окремих представників лишається практично невисвітленою.Тутешнє рицарське коло проіснувало порівняно мало – від часу створення окремого Чернігівського воєводства і до початку Хмельниччини (1635–1648). Зважаючи на це, воно поступалося за рівнем організації та свідомості суміжним шляхетським корпораціям українських воєводств Речі Посполитої. Утім протягом 1648–1668 рр. у колі місцевих обивателів виділилося кілька родин, представники яких найчастіше вигравали посольські елекції та виконували різні функції, делеговані тутешнім сеймиком. Йдеться про представників родів Войн-Оранських, Хажевських та Ґлоґовських. Така тенденція дає можливість припустити, що навіть на вигнанні продовжився процес консолідації чернігівської шляхти та виокремлення з-поміж її членів власної еліти. Відтак ця стаття є спробою з'ясування того, наскільки нащадкам відомих парламентарів вдалося закріпити за родом лідерські позиції. З огляду на це у першій частині статті приділено увагу методологічним аспектам виокремлення з-поміж шляхетського загалу локальних лідерів. На підставі напрацювань дослідників Едварда Опалінського, Йоланти Хоінської-Міки, Януша Добровського, Eуґеніуша Янаса та особливостей чернігівської шляхетської корпорації на вигнанні виокремлено критерії, за якими варто визначати еліту. Зокрема, було зроблено акцент на особистому авторитеті особи та її заангажованості у справи тутешньої шляхти. Натомість у другій частині статті аналізується те, наскільки Ян-Самуель відповідав цим критеріям. На підставі його біографії розкривається пов'язаність шляхтича з чернігівською братією. Зокрема, розглядаються кар'єра Ґлоґовського, його родинні зв'язки, питання про патронів та зацікавленість місцевими справами.

Yevgen Petrushevych, the head of the Ukrainian National Council, dictator of the Western Ukrainian People's Republic (ZUNR), was in exile in Vienna since the end of 1919. His emigration government demanded from international institutions to recognize the right of Ukrainians in Eastern Galicia and Bukovina to national self-determination. Diplomatic measures of Y. Petrushevich did not reach positive results, and on March 15, 1923 the Council of Ambassadors of the Triple Entente countries announced the inclusion of Eastern Galicia in the Second Rzeczpospolita.The main thesis of the article is an analysis of the influence of Petrushevych on the political life of Western Ukraine in the conditions of Polish domination.Despite a negative decision of the Council of Ambassadors, Y. Petrushevych believed that he should continue his activity at the international level, aimed at recognizing Ukrainian independence aspirations. Hence, he tried to confirm his status as a representative of the Ukrainians of Eastern Galicia. In the autumn 1923, Y. Petrushevych moved to Berlin where he, along with his closest supporters, continued his international activity. The head of UNRada (Ukrainian National Council) tried to keep Ukrainian movement in the Eastern Galicia under control, in particular, the reorganization of Ukrainian political parties in the region. But the failures of foreign policy of Y. Petrushevych seriously harmed his authority as the head of the Ukrainian leadership council (the Provid). In the public consciousness, thoughts about political and legal collision of his status were being spread.Y. Petrushevich, having realized that in case of restoration of the UNRada, he would not receive any support, was looking for the ways his authorities to be continued. When the national-democratic forces began negotiations on the unification, Petrushevych tried to control the process from Berlin. He insisted that the newly formed party include as few supporters of the "autonomist course" as possible.However, created in 1925, the Ukrainian National Democratic Union (UNDO) did not support the policy of Y. Petrushevych and soon came out of his influence. In Eastern Galicia still continued to function some political environments loyal to the former dictator. They created the Ukrainian Labor Party (UPP) of the left radical direction and pro-Soviet orientation. The 1928 elections to the Polish Sejm demonstrated the real support of various political forces in Western Ukraine. About 600,000 voters gave their votes for the UNDO, 300,000 were given to the Ukrainian Socialist Radical Party, and two Communist fractions from the political organization "Sel-Rob" received about 150,000 votes. Only 40,000 voters appeared to support the UPP, and only one activist, the lawyer from Berezhany Mykhaylo Zakhidnyi, became the ambassador from this political force. The development of a new party system actually removed Y. Petrushevych from the political space of the region. Without the massive support of the national asset of Western Ukraine, his representative functions were significantly limited.Because of differences in foreign policy orientations with Yevhen Konovalets, Y. Petrushevych also lost influence on the Ukrainian Military Organization (UVO). The Western Ukrainian National Revolutionary Organization (ZUNRO), created by him, did not have sufficiently experienced activists, therefore, it did not become an effective force in the national movement of Western Ukraine. Established in 1929, the Organization of Ukrainian Nationalists (OUN), led by Y. Konovalets, actually left Y. Petrushevych and his supporters outside the framework of Ukrainian politics. ; У статті, на основі опублікованих і архівних документів, української преси 1920-х років, мемуарів і спеціальних досліджень, висвітлено діяльність і впливи Євгена Петрушевича, який перебував на еміграції, на національний рух у Західній Україні в умовах польського панування. Звернено увагу на намагання голови Української Національної Ради тримати під контролем реорганізацію українських політичних партій у краю та підтвердити свій статус репрезентанта українців Східної Галичини на європейській арені. Проаналізовано творення в українському політикумі середовищ, лояльних до колишнього диктатора, і характер діяльності підконтрольної йому Західно-Української національно-революційної організації (ЗУНРО). Автор відзначив, що після негативного для українців Східної Галичини рішення Ради Послів Антанти, яке передало край до складу Польської держави, політичний вплив Диктатора ЗУНР був нівельований. Розбудова нової партійної системи фактично усунула Є. Петрушевича з політичного простору краю. Констатовано, що Диктатор продовжив міжнародну діяльність в екзилі, однак, без підтримки національного активу Західної України його репрезентативні функції були значно обмежені.

The article analyzes the relevance of studies devoted to the history of Ukrainian voivodeship sejmiks in exile. It concerns the parliamentary practices of noble corporations from Kyiv, Chernihiv, and Bratslav voivodeships, which, due to the Cossack revolution of 1648, lost access to their estates and were forced to migrate to other parts of the Polish-Lithuanian state. The purpose of the paper is to pose a question for future research related to the subject of exiles from the Ukrainian voivodeships and their parliamentary activities.One of the tasks was to review the historiography on the history of parliamentary system, whose research topic consisted in various aspects of the activity of knightly circles from Kyiv, Chernihiv, and Bratslav voivodeships in chronological frameworks from the beginning of the Cossack revolution of 1648 and throughout the second half of the 17th century. As this topic is poorly presented in domestic historiography, this work analyzes foreign academic achievements. First of all, it concerns the publications of Polish historians whose research interests are directly related to refugees from the eastern borders of the Commonwealth. Besides, the article outlines a range of research questions that are relevant to the study in regard to the potential of the source material. Possible topics include the comprehensive analysis of the parliamentary practice of the Ukrainian knighthood in exile, the exploring of local political elites, and common assemblies of Ukrainian nobility during the period of their forced migration. The necessity of the research is caused by the fact that domestic historians primarily study the events of the middle – second half of the 17th century in relation to the existence of the Hetmanate. Given this, attention to the analysis of the activities of the exiled nobility will allow a broader overall presentation of the struggle for the Ukrainian lands in the above mentioned chronological frameworks and more extensive knowledge about the history of parliamentarism in the period after Bohdan Khmelnytsky's speech. ; У статті наведено аналіз актуальності студій, присвячених вивченню історії сеймиків українських воєводств на вигнанні. Йдеться про парламентські практики шляхетських корпорацій з Київського, Чернігівського та Брацлавського воєводств, які внаслідок козацької революції 1648 року позбулися доступу до своїх маєтків та вимушені були мігрувати в інші частини Польсько-Литовської держави. Мета роботи полягає у постановці питання для майбутніх досліджень, які стосуватимуться вигнанців з українських воєводств та їхньої парламентської діяльності в екзилі. The policy of the State Center of the Ukrainian National Republic (UNR) on international and foreign associations and institutions in the 50s of the 20th century is analyzed in the paper. It has been found out that the activities aimed at the collapse of the USSR and the restoration of Ukraine's independence were accompanied by strong ideological disputes both within the Ukrainian political emigration and in relations with international partners. The evolution of the attitude of American governmental and private factors to the problems of the non-Russian peoples of the USSR and their right to self-determination is traced. When for the US government institutions and most Russian emigration centers the major task in anti-Bilshovyk activity was the destruction of the 'evil empire', for Ukrainians and their allies it was no less important to restore the sovereignty of their states. The ideological concept of 'non-predetermination' professed by some national liberation centers (primarily Russian) and the partners from the American Committee for Liberation from Bolshevism became that 'watershed' that for a long time held the Ukrainian emigration community back from working at the Institute for the Study of the USSR and at Radio Liberty. Ukrainian political emigration during this period was divided into two main camps: supporters of cooperation with these American structures and its opponents. In general, the choice for Ukrainian emigration was small: either to be locked in their emigrant environment and adhere to the principles of «pure politics» or to use the capabilities and resources of West allies, especially the United States. The majority of Ukrainian political forces chose the second path. At the same time, the State Center of the Ukrainian People's Republic as a whole, and the parties that were part of it, never questioned the priority of restoring the independence of the Ukrainian State. ; У статті розглядається політика Державного центру Української Народної Республіки щодо міжнародних та іноземних об'єднань й інституцій у 50-х роках ХХст. Встановлено, що ведення діяльності спрямованої на розвал СРСР і відновлення незалежності України супроводжувалося потужними ідеологічними суперечками як всередині української політичної еміграції, так й у відносинах з міжнародними партнерами. Відстежується еволюція ставлення американських урядових і приватних чинників до проблем неросійських народів СРСР та їх права на самовизначення. Якщо для урядових інституцій США та більшості російських еміграційних центрів головним в антибільшовицькій діяльності було зруйнування «імперії зла», то для українців та їх союзників не менш важливим було відновлення суверенітету їх держав. Ідеологічний концепт «непередрішенства», який сповідувався певними національними визвольними центрами (насамперед, російськими) та партнерами із Американського комітету визволення від більшовизму, став тим «вододілом», який тривалий час стримував інтегрування українського еміграційного співтовариства до роботи в «Інституті вивчення СРСР» та на радіо «Визволення».

The article analyzes the political activity of Chernihiv voivodeship nobility in exile during 1648–1667. The purpose of the work is to study the parliamentary activities of the forced migrants in the context of competitions for the establishment of control over Left-Bank Ukraine between the Polish-Lithuanian Commonwealth, the Zaporizhian Host, and the Tsardom of Muscovy. The chronological framework of the research is 1648–1667. The lower margin is due to the outset of the Cossack revolution, which initiated the process of transforming Chernihiv voivodeship into an integral part of the Hetmanate. The upper margin is justified by the conclusion of the Truce of Andrusovo, which left the region under the influence of the Moscow tsar for 13.5 years. Despite the fact that the diplomatic capitulation of the Polish-Lithuanian State was the Treaty of Perpetual Peace (1686), it was the Truce of Andrusovo that made refugees from Ukrainian voivodeships finally lose their estates, as indicated by the monetary compensation from the Moscow tsar.The article deals with the content of ambassadorial instructions, in which the szlachta raises the issue of returning its estates and providing compensation for its losses. In order to achieve those goals, voivodeship representatives used the full spectrum of possible parliamentary pressure, in particular, were ready to threaten the consistency of general sejm sessions. This ultimately led to receiving monetary compensations (however, insufficient, according to the petitioners). The sejm success of the Chernihiv nobility was modest. In the light of the difficult military and political situation in the country, the "Chernihiv issue" remained a minor problem in the face of greater threats. Despite this, even small achievements of Chernihiv members of parliament could not deny the fact of a high political activity during their "exile" period. ; У статті аналізується політична активність шляхти Чернігівського воєводства на вигнанні протягом 1648 – 1667 рp. Мета роботи полягає у вивченні парламентської діяльності вимушених мігрантів у контексті змагань за встановлення контролю над Задніпров'ям між Польсько-Литовською державою, Військом Запорозьким та Московським царством. Хронологічні рамки роботи охоплюють 1648 – 1667 рр. Нижня межа зумовлена початком козацької революції, що започаткувала процес перетворення Чернігівського воєводства на складову частину Гетьманщини. Верхня межа обґрунтована укладанням Андрусівського перемир'я, за яким цей регіон на 13,5 років потрапляв до сфери впливу московського царя. Попри те, що дипломатичною капітуляцією Польсько-Литовської держави став Вічний мир (1686), уже після Андрусова вигнанці з українських воєводств остаточно втратили свої маєтки, на що вказує грошова компенсація з боку Московського царства. У статті розглядається зміст посольських інструкцій, в яких шляхта порушує питання про повернення своїх маєтків та компенсацію збитків, пов'язаних з їх втратою. Для досягнення поставлених цілей представники воєводства використовували увесь спектр можливого парламентського тиску, зокрема були готові погрожувати зривом вального сейму. Головним результатом цього стало отримання грошового відшкодування (недостатнього, на думку прохачів). З приводу сеймових успіхів чернігівського рицарства підсумки були скромними. Зважаючи на скрутну військово-політичну ситуацію в державі, «чернігівське питання» залишалося другорядною проблемою на фоні більших загроз. Незважаючи на це, навіть незначні досягнення чернігівських парламентарів не можуть заперечити факт їх високої політичної активності в період «екзили».

The article analyzes the political activity of Chernihiv voivodeship nobility in exile during 1648–1667. The purpose of the work is to study the parliamentary activities of the forced migrants in the context of competitions for the establishment of control over Left-Bank Ukraine between the Polish-Lithuanian Commonwealth, the Zaporizhian Host, and the Tsardom of Muscovy. The chronological framework of the research is 1648–1667. The lower margin is due to the outset of the Cossack revolution, which initiated the process of transforming Chernihiv voivodeship into an integral part of the Hetmanate. The upper margin is justified by the conclusion of the Truce of Andrusovo, which left the region under the influence of the Moscow tsar for 13.5 years.
