A description of nat'l service programs like the Peace Corps, the Israeli Nahal & others from the point of view that they can be a 'disarmament invention.' The history of the idea of nat'l service as a moral equivalent to war is briefly sketched. Nat'l service programs provide an org'al arrangement for harnessing military resources & manpower for civilian & developmental purposes. A conceptual diff'iation is made between nat'l service & forced labor programs in terms of their recruitment procedures, the legal status of recruits, concern for the welfare of the worker, freedom of expression, pay schedule, right to strike & other variables. The problem of forced labor has been at the center of much recent historical literature. If anything, the debate has shown that not all coercion has the same social, political, and economic effects upon the coerced laborer and his (or her) employer. Central to this debate is the question why coerced labor is needed, and why certain forms of coerced labor are chosen under certain circumstances. Why do the specific forms of coerced labor change over time and differ across space, and why, even in a given area at a given time, do differing forms of coerced labor exist?
