Transformation' ist zum Schlüsselbegriff der neunziger Jahre geworden. Das Ende des kalten Krieges hat nicht nur in Europa, sondern in weiten Teilen der Welt einschneidende gesellschaftliche Umwälzungen ausgelöst. Im südlichen Afrika waren diese Umwälzungen in ihre Zuspitzung auf den Konflikt zwischen der schwarzen Bevölkerungsmehrheit und der weißen Bevölkerungsminderheit besonders dramatisch. Südafrika mit seinem charismatischen Staatschef Nelson Mandela, und Namibia, die einstige deutsche Kolonie, standen für einige Zeit im Zentrum des Medieninteresses. Inzwischen ist die 'heiße' Phase des Umbruchs vorbei. Die neuen Regierungen haben sich etabliert, ihre politischen Ziele formuliert, Programme verabschiedet und Reformen eingeleitet. In beiden Ländern gibt es Projekte der Sozialberichterstattung, die diesen Wandel begleiten und so dokumentieren, wie er sich auf die Lebensbedingungen, Lebensqualität und Lebenszufriedenheit der Menschen niederschlägt.

In addition to these regional factors, the approach also shows to what extent the gold economy has its own specific functional interrelations. Die meisten Staaten im südlichen Afrika haben versucht, ein weitgehend autarkes Elektrizitätssystem aufzubauen. Mit der zunehmenden Demokratisierung und dem politischen Willen zur Zusammenarbeit innerhalb der Southern African Development Community (SADC) hat sich die Planungsperspektive jedoch gewandelt, und eine grenzübergreifende Zusammenarbeit ist möglich geworden. Die sich ergänzenden Energieressourcen in der SADC-Region (Wasserkraft im Norden und fossile Energieträger im Süden) lassen eine solche Zusammenarbeit sehr vorteilhaft erscheinen. Grundlegende Fragestellung dieser Arbeit ist daher, wie die Vorteile einer langfristigen, grenzübergreifenden Planung eines Elektrizitätssystems quantifiziert werden können. Eine gesellschaftliche Planungsperspektive wird hierbei zugrunde gelegt, da es nicht um die Gewinnmaximierung eines einzelnen Unternehmens geht, sondern die Gesamtinteressen einer aus mehreren Staaten zusammengesetzten Weltregion im Vordergrund stehen. Neben Kostenkriterien ist daher eine Berücksichtigung weiterer Aspekte (wie z.B. Umweltauswirkungen durch die Elektrizitätserzeugung) bei der Planung erforderlich. Ausgehend von dieser Fragestellung wurde ein gemischt-ganzzahliges lineares Optimierungsmodell aufgestellt, das eine grenzübergreifende kombinierte Kraftwerks- und Netzausbauplanung ermöglicht. Nationale Sicherheitsaspekte und Importbeschränkungen können ebenso Berücksichtigung finden wie quantifizierbare externe Effekte (z.B. CO2-Emissionen). Für mehrere Szenarien wurden Optimierungsrechnungen für das Elektrizitätssystem im südlichen Afrika durchgeführt, wobei die nächsten 20 Jahre als Modellierungszeitraum gewählt wurden. Die Anwendbarkeit und Lösbarkeit des entwickelten Modells konnte somit unter Beweis gestellt werden. Ergebnis der Fallstudie ist u.a., daß sich durch eine verstärkte grenzübergreifende Zusammenarbeit die gesamten Systemkosten um ca. 5 Prozent reduzieren lassen. Weiterhin konnte das Vermeidungspotential für CO2-Emissionen abgeschätzt werden. Geht man von externen Kosten in Höhe von 4 bis 15 $ pro t CO2 aus, würde eine Berücksichtigung dieser Kosten bei der Planung im Jahr 2015 in einer Reduktion der CO2-Emissionen von 22 bis 55 Prozent gegenüber dem Referenz-Szenario resultieren. ; In Southern Africa most countries have tried to establish an electricity system which is, to a large extent, autarkic. However, with the increasing democratisation and the political will to co-operate within the Southern African Development Community (SADC), the planning perspective has changed and transnational co-operation and planning has become possible. In view of complementary energy sources in the SADC region (hydro power in the north and fossil energy resources the south) this co-operation appears very favourable. Therefore, the fundamental topic of this thesis is how the advantages of long-term, transnational planning of an electricity system can be quantified. A societal planning perspective is adopted since it is not intended to maximise the pro t of an individual enterprise. Rather, the main focus is the common interests of a world region consisting of several individual countries. Therefore, apart from cost criteria, the consideration of further aspects (e. g. environmental impacts of electricity generation) is required within the planning scope. Based on this question a mixed integer linear programming (MILP) optimisation model was set up, which enables transnational combined expansion planning for the generation and the transmission system. National security aspects and import restrictions can be considered as well as quantifiable external effects (e. g. CO2 emissions). For several scenarios, optimisation calculations for the electricity system in Southern Africa have been conducted with a modelling period covering the next 20 years. Therefore, the applicability and solubility of the developed model has been proven. Main results of the case study are that by an intensified transnational co-operation the total system costs can be reduced by approx. 5 percent. Further, estimates of the potential for CO2 emission reductions were made. External costs for CO2 emissions in the range of 4 to 15$ per t CO2 were assumed. If these cost were considered while planning CO2 emission reductions by 22 to 55 percent in comparison to the reference scenario would be achieved by 2015.
States have interests, not friends – this appears to be common knowledge amongst both practitioners and researchers of international relations. Against this view, this dissertation argues that there is indeed room for the concept of friendship in international relations, and that a refined understanding the associated dynamics not only helps us to better analyze a changing global order, but also China-Africa relations. Building on the constructivist literature on state identity as well as findings from psychology, sociology, and anthropology, in a first step a new model of international friendship is developed. It denotes a dependable relationship between states which recognize each other according to their own self-images, and which due to mutual identification as well as frequent exchanges and close cooperation have developed a relationship that can be called intimate. Importantly, while these friendships do not mean that unequal power and competing interests become irrelevant, they nevertheless allow the involved states to manage de-facto inequality and differing interests in a constructive manner, and thus form a central pillar in the construction of legitimate international orders. This model of international friendship is subsequently used to analyze Sino-Ethiopian and Sino-South African relations. Focusing on the views of the involved elite actors, the complex interplay of interests and identity in contemporary China-Africa relations is highlighted, and how the two bilateral relationships gradually acquired their current qualities through a series of conscious decisions by the ruling elites. Today, notions of historically grown ties of solidarity, shared strategic interests and a commitment to a common project of alternative modernization and global transformation form the basis of two relations that China frequently lauds as harbingers of a "new type of international relations." As such, Sino-Ethiopan and Sino-South African relations also provide important inshigts into what a Chine-centered international order might look like – at least for those states that accept this order and its Beijing-defined rules and roles as legitimate. ; Staaten haben keine Freunde, sondern Interessen – das scheint sowohl unter Praktikern als auch unter Forschern der internationalen Politik allgemein bekannt zu sein. Entgegen diese weit verbreiteten Ansicht argumentiert diese Dissertation, dass es in der Tat Raum für das Konzept von Freundschaft in den internationalen Beziehungen gibt, und dass ein besseres Verständnis der hiermit verbundenen Dynamiken nicht nur dazu beiträgt, eine sich verändernde globale Ordnung besser zu verstehen, sondern auch die Beziehungen zwischen China und Afrika. Aufbauend auf der konstruktivistischen Literatur zu staatlicher Identität sowie Erkenntnissen aus Psychologie, Soziologie und Anthropologie wird in einem ersten Schritt ein neues Modell internationaler Freundschaft entwickelt. Es bezieht sich auf eine verlässliche Beziehung zwischen Staaten, die sich gegenseitig entsprechend ihres eigenen Selbstverständnisses anerkennen, und die durch gegenseitige Identifikation sowie häufigen Austausch und enge Zusammenarbeit eine als intim zu bezeichnende Beziehung entwickelt haben. Dies bedeutet zwar nicht, dass ungleiche Macht und konkurrierende Interessen irrelevant werden; aber sie ermöglichen es den beteiligten Staaten, konstruktiv mit potenziell konfliktreichen Fragen von Macht und Interesse umzugehen, und bilden so eine zentrale Säule legitimer internationaler Ordnungen. In einem zweiten Schritt wird dieses Modell der internationalen Freundschaft zur Analyse der chinesisch-äthiopischen und chinesisch-südafrikanischen Beziehungen herangezogen. Ausgehend von den Sichtweisen der jeweiligen Staatseliten wird das komplexe Zusammenspiel von Interessen und Identitäten in den gegenwärtigen Beziehungen zwischen China und Afrika beleuchtet, und wie die beiden bilateralen Beziehungen durch eine Reihe bewusster Entscheidungen schrittweise ihre aktuellen Qualitäten erworben haben. Heute bilden geteilte Ideen von historisch gewachsener Solidarität, überschneidendend strategischen Interessen und dem gemeinsamen Engagement für ein Projekt alternativer Modernisierung und globaler Transformation die Grundlage für zwei Beziehungen, die von China als beispielhafte "internationale Beziehungen neuen Typs" gepriesen werden. Somit liefern die chinesisch-äthiopischen und chinesisch-südafrikanischen Beziehungen auch wichtige Einblicke, wie eine chinazentrierte internationale Ordnung aussehen könnte - zumindest für diejenigen Staaten, die diese Ordnung und ihre von Peking definierten Regeln und Rollen als legitim akzeptieren.
Die "Truth and Reconciliation Commission" (TRC) wurde 1995 in Südafrika eingerichtet, um die schweren Menschenrechtsverletzungen, die zwischen 1960 und 1994 unter der Apartheid begangen wurden, zu untersuchen. Ihre Aufgaben umfassten, neben Anhörungen von Überlebenden und Tätern, die Ausarbeitung von Entschädigungsempfehlungen sowie das Erstellen eines Berichts. Die vorliegende Analyse untersucht auf der Grundlage einer umfassenden Darstellung der Arbeit der TRC deren Wirkung auf Opfer, Täter und Gesellschaft, gemessen an ihrer gesetzlichen Zielvorgabe, der Förderung von "Wahrheit" und "Versöhnung". Konnten durch die Anhörungen und Entschädigungszahlungen das vom Gesetzgeber formulierte Ziel des Wiederherstellens der Würde der Opfer erreicht werden? Konnte ein Amnestieversprechen Täter motivieren, die von ihnen begangenen Verbrechen zu gestehen und welche Folgen zeitigten solche Geständnisse? Welche Wirkung hatte das überwiegende Schweigen der Täter? Hat die intensive Medienberichterstattung über die Anhörungen zu einem Einstellungswandel innerhalb der Bevölkerung und zur Abnahme interethnischer Vorurteile beigetragen? Konnte die TRC auf lokaler Ebene einen Beitrag zum Abbau von Spannungen leisten? Und schließlich: In welcher Weise beeinflusste der in Südafrika gewählte Weg des Umgangs mit der Vergangenheit den Aufarbeitungsprozess anderer Transitionsgesellschaften? Entgegen dem in der öffentlichen Wahrnehmung überwiegend positiv gezeichneten Bild, werden in dieser Policy-Analyse auch nachteilige Auswirkungen der Arbeit der TRC aufgezeigt, wie Retraumatisierungen der Opfer als Folgen der Anhörungen. Kritisch wird auch die Entschädigungspolitik analysiert sowie die Folgen der Amnestieverfahren, die im Gegenzug zu einem umfassenden Geständnis schwerer Menschenrechtsverletzungen in der Regel zu einer vollständigen Straffreiheit führten. Twenty years post-apartheid South Africa continues to face unrelentingly high levels of violence throughout the country. Despite progressive policies influenced by international best practice and the recognition of violence as a complex social problem requiring holistic solutions, the implementation of integrated prevention policy remains weak. Through the employment of a qualitative research approach, this thesis explores the dynamic and complex interrelations between policies and practice that impact on the realisation of broad-based integrated violence prevention in South Africa. In-depth case study research into the institutional structure and implementation methodologies of an internationally supported integrated prevention initiative, the Violence Prevention through Urban Upgrading (VPUU) Programme, provides the basis on which this thesis discusses the contention that institutional misalignment in South Africa hinders the realisation of broad-based implementation of integrated violence and crime prevention. Extending from a research rationale, which suggests that the true value of this kind of internationally supported pilot programme lies in its ability to be transferred and implemented at scale, this thesis draws on the case study experience in order to conceptualise how broadbased programme transfer may be realised. In answering the primary research question what are the main challenges facing the implementation and transferability of the VPUU programme?, this thesis draws together the difficulties being experienced at national policy and local implementation level in order to provide new insights into what programme transfer constitutes in this context. The application of the theoretical framework that seeks to understand the epistemological complexity of the VPUU programme and the delivery of interventions results in an understanding of how the knowledge derived from the case study may contribute to the realisation of mainstreamed programme transfer in the future. Based on the results of the case study, this thesis shows that dealing with complex problems requires the development of institutions and professionals capable of coping with complexity. Furthermore, the research outcomes highlight the prerequisite for institutional alignment towards a common understanding of urban safety and suggest that a shift in mind-set is required in the way in which urban safety and crime prevention are conceived. It is argued that in order to realise the implementation of integrated prevention, urban safety needs to be seen not as a stand-alone, complementary development issue but rather as a systemic guide with which all sectors and institutions should proactively concern themselves. This kind of systemic integration is likewise argued to be reliant on the establishment of a common vision of what urban safety and prevention constitute. The core contribution of this research lies in the application of a new means of thinking about the complex interrelations associated with integrated prevention, providing in-depth understanding of the dynamics of delivery across the multiple spheres of intervention. The identification of robust intervention elements within more manageable problem spaces may aid in enabling various government departments to realise improved efficiency in the allocation of finite resources and capacities so as to contribute more effectively to the realisation of urban safety.
This dissertation is based on research conducted at a small state-managed conservancy called the Edith Stephens Nature Reserve (ESNR) situated in the low-lying flatlands of the Cape Town metropolis. By tracing some of the complex and varied ways in which different ways of knowing and valuing urban "natures" and practices of conservation co-constitute each other, this dissertation critically engages with the social power relations at work in the continual making and unmaking of Cape Town's "natural" heritages. In doing so, I argue for recognizing the ways in which Cape Town's urban "natures" remain entangled with the epistemological, ecological and spatial legacies of colonialism and apartheid. Moreover, by focusing on the ESNR, I explore the current material and discursive practices by the state in relation to urban "nature" conservation. In recent years, the discursive framework of biodiversity conservation was mapped onto ESNR through the state apparatus. At the same time, ESNR was identified as pilot site for an experimental partnership project that was called Cape Flats Nature (CFN), a project that ran from 2002 till 2010 which explored what biodiversity conservation would mean within marginalized, poverty-stricken and highly unequal urban landscapes. By engaging with ESNR's historically constituted material-discursivity, this dissertation argues that, during this time, a particular relational knowledge emerged which, in turn, co-crafted and configured the emerging poetics, politics and practices at ESNR. In doing so, I foreground my main argument – that urban "nature" conservation, far from only being about conserving and caring for nonhuman lifeworlds, is rather simultaneously about conserving a particular relation to the world, to others and to oneself.
Seen as the hallmark of democratization in this dynamic context, decentralization should fulfil a salient function in the overall process of democratization, reconciliation, and in instauring a balance of the new power relationship in the country. The strong conviction that it would guarantee consolidation and reinforcement of an asymmetric bottom-up process would help reverse the asymmetric top-down process in governmental institutions and capacity-building, while at the same time providing suitable answers to the daily needs of the local populations. Decentralization should, therefore, foster economic development in the rural milieu and compensate the capacity gaps in the administration, too. This consensual political objective justified the epistemology of an official discourse developing a topos focusing on the reinforcement of a political process aiming to "render the profound country his soul" (fr. "rendre son âme au Mali profond") interpreted in the national languages as the "comeback of the power to its roots" (Bambara: mara ka segin so) (cf. Coulibaly / Lima 2013). In this optic, the trefoil "democratization, decentralization, and development" constituted the magic formula encapsulating a new answer to issues of poverty and underdevelopment in Africa in general, and specifically in Mali.

Anhand von exemplarisch ausgewählten Gedichtsammlungen vier chilenischer Dichter und einer Dichterin untersucht die vorliegende Arbeit Geschichtsbilder der neueren chilenischen Lyrik. Ausgangspunkt ist die Annahme eines veränderten Umgangs sowohl mit der eigenen Geschichte als auch mit Geschichte im Allgemeinen aufgrund des Militärputsches im Jahre 1973. Nach einer Auseinandersetzung mit neueren Tendenzen der Historiographie und dem Begriff der "Repräsentation" wird anhand intensiver Textanalysen gezeigt, wie die gewaltsame Machtergreifung durch Pinochet sowie die anschließende Diktaturerfahrung die untersuchten Texte nachhaltig geprägt hat. In vielen Fällen werden andere, weiter zurückliegende Ereignisse der chilenischen Geschichte in den Vordergrund gestellt, die jedoch jeweils als Parallelen, Analogien oder Gleichnisse zumindest auch auf die Jahre der Diktatur verweisen. Beispielsweise finden sich poetische Schilderungen der Vernichtung der Feuerland-Indianer, der Vereinnahmung der Insel Chiloé durch verschiedene Interessengruppen, der massiven Einwanderung deutscher Siedler nach Südchile oder der Unterdrückung des Volkes der Mapuche. Dabei handelt es sich zum einen um die Darstellung der geschichtlichen Ereignisse, zum anderen spiegelt sich darin das während der Diktatur Erlebte wider. ; This thesis explores the view of history found in modern Chilean poetry by examining selected works of five Chilean poets. Based on the assumption that since the military overthrow of 1973 the Chilean treatment of their own history as well as of history in general has changed, this study begins with a discussion of recent tendencies of historiography and an explanation of the concept of "representation." Following that, an extensive in-depth analysis of several poems shows how the forced take over in government by Pinochet and the experience of life under a dictatorial military government have heavily influenced - among other things - content, composition, structure, and symbolism of Chilean poetry. Many Chilean poets disguised their poetical treatment of current events by writing about the past: the extinction of the Indian tribes of Tierra del Fuego, the occupation of the Isle of Chiloé by different groups, the wave of immigration of German settlers in the middle of the 19th century into southern Chile, and the suppression of the Indian tribe of the Mapuche. In one way or another, all of these past events mirror the experiences made during the period from 1973-1989. By resorting to the past, Chilean poets managed to effectively symbolize the present.
Where and what is the Global South? If you ask people on the street, many would probably not have the faintest idea. In everyday parlance and mass media, Global South has hardly become a household term. In academic and (global) policy circles, though, the term is used with much more gusto. Politicians refer to it. The United Nations organize their statistical data in accordance with the term. Academics write books about it - or, as in our case, explicitly include the term in the name of a research center: Global South Studies Center (GSSC). But what does the term entail? Who uses it and why? And what are the implications of marking distinctions between the Global South and the Global North? We thought it relevant to address these questions in more detail – after all, we work for a recently established research institute featuring the term in its name. Accordingly, we asked a number of academics, journals and academic institutions to reflect on the term. In this online issue, we share their various perspectives and critical reflections on the notion of the Global South – see also a short discussion on a number of YouTube videos we have included.
