The article discusses the Norwegian response to the neoliberal movement of privatising public education. Neoliberal trends in public services, including education, mainly manifest themselves in the affirmation of the economic efficiency in public services provision, increased participation of private and non-governmental organisations and the creation of quasi-markets. In Norway likewise in other Scandinavian countries the reform of public sector has not been strongly influenced by neoliberal ideology and the New Public Management. On the other hand, it was the political decentralisation and empowerment of local communities that shaped the organisation and management of the school system. The primary aim of the Norwegian education is to ensure equality and inclusion for all students, regardless of their gender, abilities, family background, nationality and health condition. !e article presents the historical path of public and non-public schooling in Norway illustrated by the statistical data concerning kindergartens, schools and pupils respectively. The central and local government still provides the vast majority of public education services and the non-public sector remains limited. Nevertheless in the last 10 years the rise in the number of private schools has been noticed, especially in bigger cities and more affluent dwellings. In its final part the article presents the recent developments in the privatisation policy conducted by the conservative government in Norway. It deliberates postulates relating to modification of administrative procedures leading to the establishment of private schools, widening the school choice for parents as well as diversification of the teachers' professional status. It also sketches examples of the utilisation of private-public partnerships in construction and operationof public schools.
The article relates to the situation in the Polish education, where moral education is taught as two school subjects: either religious education or ethics. Although the subjects are in direct competition, essentially, they relate to the same curriculum content. The author distinguishes moral upbringing from moral education, by assuming that the upbringing is carried out mainly at home, whereas the school's aim is to support the skills of making moral choices by the young generation. Therefore, the school cannot be blamed for pupils' moral condition because it is shaped by the home environment, which is understood in a wide sense here.
The educational reform designed by Prawo i Sprawiedliwość (the Law and Justice political party) fits in a pattern of the previous Polish reforms, primarily due to the way they were introduced. The political rather than substantive factors determine their design, they are introduced too hastily, and the appointed experts are treated as an embellishment. This mode of operation is characteristic not only of Poland. The researchers cited in the text (J. Nelson, M. S. Archer, N. Luhmann) indicate its root causes and limited effectiveness. The state remains the most important player in shaping the educational system despite the attempts to reduce its influence on education under neo-liberal policies. However, the current analysis of its limited effectiveness should lay the foundations for a policy, which would take into account the need to reckon with the interests of other actors as well as to develop a long-term strategy.

W artykule przyglądam się temu, jaką edukację polityczną warto rozwijać we współczesnej polskiej szkole i wszędzie tam, gdzie buduje się w ludziach zdolność do wspólnej i niewyalienowanej pracy. Kierunek rozważań wyznaczyła konieczność ustosunkowania się myśli pedagogicznej – i równoległego dostosowania praktyk wychowawczych – do zmian w sposobie koordynacji społeczeństwa, które dokonują się w atmosferze groźby wybuchu wojny. Rozważania te buduję na dotychczasowych badaniach własnych z obszaru uczenia się w ruchach społecznych, analizując trzy porządki zapewniające koordynację społeczeństw (neoliberalizm, nacjonalizm, militaryzm) w kontekście wykluczanych przez nie wartości: dobra wspólnego, samorządu i pokoju. Rezultatem pracy jest matryca przyporządkowująca te kontrwartości różnym typom współpracy (koordynacji, kooperacji i kolaboracji). Matryca pozwala identyfikować specyfikę konkretnych przykładów mobilizacji społecznej, jak i rozpoznawać luki w kształceniu kolektywnych umiejętności współdziałania. Rezultaty analizy pozwalają zoperacjonalizować praktyki oporu pod kątem celów wychowania i stawiają w nowym świetle problemy powiązań i nawarstwiania się wrogich szkole ideologii neoliberalizmu, nacjonalizmu i militaryzmu. ; The paper analyses types of political education worth developing in contemporary Polish schools and in other places dedicated to building human capacity to work together in a non-alienated way. The analysis is based on my own research from the area of learning in social movements. I analyze three orders ensuring social coordination (neoliberalism, nationalism, and militarism) in the context of the values they exclude: the common good, self-government and peace. The result of the work is a matrix assigning these counter-values, accordingly, to coordination, cooperation and collaboration. The matrix allows for identification of the specificity of some examples of social mobilization, as well as identification of gaps in teaching collective interaction skills. The results of the analysis can be used to operationalize the practices of resistance in terms of educational goals. Education for safety is an exceptionally topical issue in the modern world. It is an indispensable tool for achieving the goals of sustainable development. Who, when and where to educate; what tools to use; and according to what idea – these are essential questions related to raising human awareness. The aim of the article is to analyze and assess the awareness of society in terms of knowledge and skills in the field of safe behavior and attitude, the perception of safety in the context of sustainable development. The results of the research presented in the articleclearly indicate a high level of public involvement in acquiring knowledge and skills on safe behaviours and attitudes. The conclusions obtained allow to develop a strategy that will permit to develop an education system for safety (that will consider formal and informal education) as well as self-education. These conclusions constitute the basis for building cooperation between central government and local government units, educational units, and non-governmental organisations.
Polska w 2004 roku stała się członkiem Unii Europejskiej. W tym samym roku minęło 35 lat od powołania Komitetu Prognoz "Polska 2000 Plus" przy Prezydium PAN. Z tej okazji odbyła się konferencja naukowa, której rezultatem jest wydawnictwo pt. Polska w obliczu wyzwań przyszłości. Jest ono inspiracją do szerszego kierowania się przez naukowców, polityków oraz ludzi innych zawodów strategicznym myśleniem o przyszłości Europy i Polski. Podstawą strategii edukacji powinny być nie tylko cele ekonomiczne i pragmatyczne, ale przede wszystkim wspólne wartości cywilizacji europejskiej, którymi według raportu Komisji Europejskiej Edukacja dla Europy są: prawa człowieka (godność osoby ludzkiej), podstawowe swobody, demokratyczna prawomocność, pokój i odrzucanie przemocy jako środka do osiągnięcia celu, poszanowanie innych ludzi, równość szans, zasady myślenia racjonalnego, ochrona ekosystemu, odpowiedzialność jednostkowa. Projekty i strategie reformy systemu edukacji MEN i MNiSW oraz Strategia Rozwoju Polski do roku 2020–2030 Komitetu Prognoz PAN zakładają zapewnie skolaryzacji na poziomie maturalnego kształcenia średniego dla ok. 80–85% populacji, a na poziomie studiów wyższych dla 40–50% populacji w przedziale wiekowym 19–24. Takie wskaźniki skolaryzacji zostały już formalnie przekroczone, teraz należy zapewnić odpowiedni poziom jakości kształcenia oraz stymulować i wspierać wybieranie deficytowych kierunków kształcenia zawodowego i wyższego oraz ustawicznego. W Polsce obserwuje się niezadowalające wykorzystanie nauk o edukacji w wypracowaniu koncepcji reform i ich wdrażaniu, czego dowodem jest niedocenianie raportów edukacyjnych oraz ekspertyz, a także nieustanne zmiany ministrów resortów edukacyjnych. Współczesna ekonomia i pedagogika określają wydatki na edukację i naukę jako "inwestycję w człowieka" i w "kapitał ludzki", które są gwarancją rozwoju kraju oraz poprawy jakości życia ludzkiego. Poważny procent kadry nauczycieli, młodzieży, szkół i uczelni oraz mass mediów może edukację i kulturę zamienić na wielki program XXI wieku. ; In 2004, Poland became a Member State of the European Union. The policies and projects of the educational system reform of the Ministry of National Education (Polish: MEN) and Ministry of Science and Higher Education (Polish: MNiSW) as well as the Development Strategy of Poland until 2020–2030 of the Forecasting Committee aim to provide schooling at secondary school level with matriculation examination for about 80–85% of the population, at higher education level for 40–50% of the population aged 19–24. These schooling indicators have formally been exceeded. Presently, it is necessary to provide the good quality of education and to encourage students to choose deficit professional training courses, higher education as well as lifelong learning. In Poland, it can be observed that education sciences are unsatisfactorily used in developing reform concepts and in their implementation as demonstrated by underestimating educational reports and expertises, as well as constant changes of education ministers. Contemporary economy and pedagogy refer to the expenses on education as "investment in human" and "human capital", which guarantee the development of a country and of the quality of life. A significant proportion of teachers, young people, schools and universities as well as the mass media may change education and culture into a great program of the 21st century.

Since the World War II three Latin American states: Argentina, Brazil, and Chile have been using three different approaches to their higher education policy. Although each of these states declared that higher education was fundamental for their economic, social, and political progress, but due to historical differences these states used different means of supporting access to colleges and universities. The connection between higher education and government policy has been so important because education is considered to be one of the most fundamental human rights. The UN Universal Declaration of Human Rights points out that education is necessary for free development of human personality. ; Po II wojnie światowej trzy kraje Ameryki Łacińskiej: Argentyna, Brazylia i Chile wybrały odmienne rozwiązania w swojej polityce wobec szkolnictwa wyższego. Każdy z tych krajów uznał, że wyższe wykształcenie obywateli jest warunkiem rozwoju ekonomicznego, społecznego i politycznego, ale ze względu na historię zastosowały różne metody wspierania dostępu do wykształcenia. Powiązanie wykształcenia z polityką państwa jest o tyle ważne, że dostęp do uczelni traktowany jest jako realizacja jednego z podstawowych praw człowieka – prawa dostępu do edukacji. Zgodnie z Powszechną Deklaracją Praw Człowieka jest to warunek pełnego rozwoju osoby ludzkiej.

Mediation is proving to be an effective way to manage conflicts in aconstructive way. But mediation not only helps to solve specific problems, because its potential encompasses aspects of greater complexity. Thus, mediation helps us to know ourselves better, to better understand others, and to use what we have learned to better manage future conflict situations. In asociety where there is no culture of agreement and where there is no education in the field of emotions, mediation becomes an adequate and effective tool to resolve conflicts in apeaceful and constructive manner. On the other hand, mediation allows the parties to take responsibility for the resolution of their own conflict, to be active agents in the process. The greater the citizens' participation in the different decision making processes, the more democratic asociety will be. That is why, in the restoration of social peace, citizenship should play arole as an active agent, and mediation is asuitable instrument for this purpose because the individuals in conflict find the way to solve it without third party impositions. ; Mediation is proving to be an effective way to manage conflicts in aconstructive way. The system of protection of historical monuments in Poland, including Monuments of History, is not fully adapted to the political changes after 1989. An underestimated, important element of this system determining effective protection is professional architectural heritage management combining conservation with contemporary use of historical buildings. Interdependencies between conservation and non-conservation conditions force us to perceive the protection of monuments as a complex and interdisciplinary process – mutually correlated interactions on the historic object, in which conservation measures are the key, but not the only, activity. The organizational entirety of these activities is management. Monuments of History as the most valuable heritage should be a model of management of the national, historical resources. Fifteen years of experience of the Srebrna Góra (Silver Mountain) Fortress monument allow us to bring closer the objectives and complex conditions of related management activities as well as applications addressed to national authorities responsible for the protection of cultural heritage. ; System ochrony zabytków w Polsce, w tym pomników historii nie jest w pełni dostosowany do zmian ustrojowych po 1989 roku. Niedocenianym, istotnym elementem tego systemu determinującym skuteczną ochronę jest profesjonalne zarządzanie architektonicznym dziedzictwem łączące konserwację ze współczesnym użytkowaniem historycznych obiektów. Współzależności konserwatorskich i pozakonserwatorskich uwarunkowań wymuszają dziś postrzeganie ochrony zabytków jako złożonego i interdyscyplinarnego procesu – skorelowanych ze sobą oddziaływań na zabytkowy obiekt, w którym zabiegi konserwatorskie są kluczową, ale nie jedyną działalnością. Całością organizacyjną tych działań jest zarządzanie. Pomniki historii jako najcenniejsze dziedzictwo powinny być wzorem zarządzania dla krajowego, zabytkowego zasobu. Piętnastoletnie doświadczenia pomnika Twierdza Srebrna Góra pozwalają przybliżyć cele i złożone uwarunkowania powiązanych ze sobą działań zarządczych oraz wnioski adresowane do władz krajowych odpowiedzialnych za ochronę kulturowego dziedzictwa.
The tasks of the institutions of higher education, deriving for the transformation that took place in the Slovak Republic after 1989 are presented at the beginning of the paper. First of all, the conception of the higher education institutions development must be worked out - the main assumptions for such a concept have already been drafted. The attention was paid to difficulties related to the completion of the basic task; increase of the enrollment despite to the inadeuqate budgetary allocation for the institutions of higher education. The author suggests the directions for the identification of additional sources of funds. The rules guiding the distribution of funds to various institutions of higher education and the directions of the allocation system modification are drafted, as well as the new finance mechanisms to be applied to the research activities, i.e.: research grants and bidding procedures. The rules of the proposed participation of students and their families in the education costs coverage are analyzed and advantages as well as disadvantages of the every proposal are estimated. The introduction of the tuition fees will be accompanied by the new system of the material assistance to students, based on loans and individual grants. The expected structure of incomes of the institutions of higher education was calculated on this basis. Also, the prerequisites that must be met to assure the success of the proposed reform are discussed. ; Na wstępie autor precyzuje zadania stojące przed szkołami wyższymi, wynikające ze zmian, które zaszły w Republice Słowackiej po roku 1989. Za konieczne uznaje przede wszystkim wypracowanie koncepcji rozwoju szkolnictwa wyższego - nakreśla główne założenia tej koncepcji, zwracając uwagę na trudności realizacji postawionych zadań, m.in. wzrostu skolaryzacji na poziomie wyższym, z powodu niskich środków w budżecie państwa na ten rodzaj szkolnictwa. Autor sugeruje kierunki poszukiwania dodatkowych źródeł funduszy. Omawia także zasady dystrybucji środków na edukację między poszczególne uczelnie, kierunek zmian systemu alokacji tych środków oraz nowe mechanizmy finansowania badań —granty badawcze i system finansowania instytucjonalnego. Przedstawia również proponowane zasady udziału studentów i ich rodzin w pokrywaniu kosztów kształcenia (czesne), rozważając wady oraz zalety każdego z rozwiązań. Wprowadzeniu czesnego towarzyszyć będzie stworzenie nowego systemu pomocy materialnej dla studentów, polegającego na udzielaniu stypendiów i pożyczek. Na tej podstawie została określona przewidywana struktura przychodów uczelni. Przedstawiono też warunki, które trzeba spełnić, aby przeobrażenia te zostały zakończone powodzeniem.
