; One of the most debated areas of political and social transformation in Turkey, which is within the modernization process, is the scope and characteristics of the national identity phenomenon. It was obvious that the focal point of the tensest debates over the identity of Ottomanism and Turkishness during the transition period from Ottomanism to the nation-state is the question of the construction of national identity. When it comes to the definition and characteristics of national identity, it was observed that the political ideologies in Turkey make definitions highlighting the characteristics of Turkishness, Islamism, and Westernism by making definitions and characterizations that would make the Muslim and non-Muslim communities other and foreign. While the priority and rank of the ethnic and cultural characteristics of the national identity in Turkey were changed by nineteenthcentury political ideologies, the content and interpretations of the ethnic and cultural characteristics of the Turkish identity were observed to differentiate. In the political parties of the Constitutional Era, there was a portrait of a sultan who became weakened with regard to his position and whose powers were intended to be limited by constitutional provisions. The decrease in loyalty and respect for the sultan is related to the expansion of the area of a secular legal order over time. In the process of building the Turkish National identity, the criticism of the traditional social structure, and also, a democratic structuring securing the political rights of the whole people were included in the political party programs. The efforts to ensure the loyalty of the people of different ethnicities and beliefs living in the Ottoman state to the state required the democratic principles and policies to become evident in the political party programs of that period. The transition of Turkish society, that forms the roots of modern Turkey and is a continuation of the Ottoman period Turkish society with regard to human factor, from Ottoman identity to Turkish identity, and main problems of political and social identity change constituted the subject of this study. The political party programs, regulations and statements of this period, the approaches regarding the concepts of Ottomanism, Islamism and Turkism in the media organs of political parties, and the priorities of identity politics were examined and evaluated in this study.
; Abstract ; This thesis titled "The Impact of Rising Islamophobia to the European Identity", aimed to explain the process of discord between Christian and Muslim identity by using constructionist approach. In this study, within the scope of dynamics that make up the perception of Islamophobia, how opposite identities formed and the effect of multicultural structure and multiculturalist policies to collective identity are examined. Since 1960's, EU countries which performed a successful economic and social development thanks to progress in the field of industry, began to need manpower to work in the factories. EU countries that allow migrants to come, even encourage them with a special programs during these years, at the end of 1990's they began to implement a strict border control policy and tried prevent immigrant to enter their countries. These policies were manifested in the form of xenophobia in public opinion in time and especially right-wing conservative parties used this problem in their propaganda. An important part of their propagandas were carried out over anti-Islam. This fact leads us to the following; for the construction of identity and culture, common sense of history and common social memory and traditions need to be kept constantly alive. For the formation of collective memory, the concept of "we" and "the other" can be kept alive, continuity conditions for inclusion and exclusion is very important. The various nation-states, different cultures and religions EU contained are just a few of the obstacles in the formation of collective identity or in the other words a supra-European identity. Instead of a common supra identity, a different concept not marginalizing cultures of different identities have been proposed: Multiculturalism. This concept which was developed within the framework of mutual understanding in the past wasn't sustained later and this lead to states respectively declared the collapse of concept. It's obvious not only internal differences but external dynamics has great effect on the failure of the multiculturalist structure. After the attacks of September 11, together with associating Islam with terrorism, Muslim identities in the EU was marginalized and began to be seen as an enemy. EU member states, although they hardened the border controls I recent years, they cannot interfere with smuggled immigrants. In fact, arrivals of immigrants to Europe in illegal way lead to this group is deprived of human rights and workers' right contracts. In fact, it is a condition that is not opposed by globalization and the capitalist economic system: cheap labor without assurance. However, this still didn't stop right-wings conservative parties to use migrants in their populist discourse and the rise of racism and nationalism.
This article aims to analyze the identity politics in Kosovo after the independence. It employs social constructivist approach to argue that the enmity between Albanians and the Serbs of Kosovo is not natural or primordial but socially constructed as a by-product of Albanian and Serbian national building processes. Considering nation and national identity as socially constructed and therefore a process never completed, the article claims that it is theoretically possible to construct an all embracing "Kosovar" identity in the post-independence Kosovo by emphasizing citizenship rather than ethnic or religious affinities by the new Kosovo state. However, as the independence period and its aftermath was analyzed, it was concluded that the successful formation of a Kosovar identity remains heavily dependent on the degree to which the newly established Kosovo state is able to apply constitutional principles such as supremacy of law and human rights indiscriminately to all its citizens.
; In this study, the identity and political perceptions of the students studying at university are measured. 54.2% of the participants were female and 45.8% were male. In addition, the level of participation of NGOs in civil society organizations is very low. According to the participants, to be citizens of the Republic of Turkey, it is sufficient legal status; but for a person to become Turkey's president must be a Muslim. According to the survey, Turkey's most important outstanding issue between the top three issues respectively; terror, injustice and education.
; In this study, it is argued that political identities affect foreign policy. In the framework of this assumption, it is the argument of the study that the Kemalist and liberal-conservative syntheses political identities influenced Turkish foreign policy within the context of their own world imagination. In order to support this argument, constructivism has been chosen as the basic theory of the study because of the fact that constructivists claim that norms, ideologies, identities and ideas shape foreign policy. In this way, they count in identities and ideas into the foreign policy analysis. Interpretative (hermeneutical) methodology has been used in the study. It has been tried to determine the definition of Kemalist and liberal-conservative identities self-perception, the definition of their other-perception, and which cultures of international structure they are near via interpretivist methodology. While CHP and the Turkish military have adopted Kemalist identity, ANAP and AKP have adopted liberal-conservative articulation. Kemalist identity on foreign policy is generally in neutral, and sometimes in distant against Western states having imperialist discourse. In addition, it had been in distant against communist Russia and Middle East states, but after the falling of communist Russia it has become in neutral against Russia. Liberal-conservative's identity has been in close proximity to Western and Middle East states. Further it had been in distant communist Russia. However, it has been in neutral against Russia after the falling of Soviet. Alexander Wendt's three anarchy cultures have been used in discussing with which cultures of international structure Kemalist and liberal-conservative political identities conform. Liberal-conservative has worked in harmony with the international structure at the time when they managed Turkish foreign policy like Kemalist. Although Kemalists have a Lockean culture, they are oriented towards Kantian culture on the military basis. Liberal-conservatives have differentiated from Kemalists, because liberal-conservative identity is oriented towards Kantian culture military, cultural and economic basis.
; ABSTRACT Nowadays it is possible to make an assumption that the EU identity is in a crisis due to EU's internal contradictions. Like any other new and unstable entity, the EU identity is currently unable to withstand the international challenges. The EU, in addition to the difficulties with its supranational identity-building process and with the ambiguity of the concept itself, faced the exogenous (external) problems such as the global economic crisis, instability in world politics, terrorist attacks in Europe and civil wars in Eastern countries that forced millions of people to flee from war. In short, the main reason of instability in Europe today is that the European and EU identity are not ready for this kind of global challenges. In order to test the made assumption and to understand the reasons of EU identity crisis and the role played by refugees and asylum seekers in this process, first of all it is necessary to analyse the European identity and its formation process. In this context, the necessary analysis will be made. The analysis will be supported by the arguments concerning the problems that surround the issue of EU and European identity and the factors that affect this identity structure.

TEZ9916 ; Tez (Doktora) -- Çukurova Üniversitesi, Adana, 2015. ; Kaynakça (s. 112-130) var. ; xiv, 141 s. ; 29 cm. ; This study aims to clarify the relationship between institutional complexity and organizational identities by examining the transformation in management of public banks after 2001 in Turkey through institutional logics perspective. In the study, this relationship was investigated in two ways by considering the effect of multiple institutional logics on organizational identities and the effect of organizational identity type on strategic responses, as well. Accordingly, the study examined whether public banks display hybrid or multiple organizational identities under the effect of multiple institutional logics. How revised organizational identities affect strategic responses developed towards institutional complexity was also an issue investigated. The results of the document examinations and interviews as well as the coding based on them demonstrated that public banks own a hybrid organizational identity under the the influence of both developmental and commercial banking institutional logics. The elements paradoxically belonging to both institutional logics together in the characteristics of public banks adapting hybrid organizational identity indicates that responses towards institutional complexity occur through acquiescence and compromise strategies as described by Oliver (1991). ; This article attempts to analyze how the conceptualizations of 'identity', 'difference', 'self' and 'other' that have gained a recent popularity in mainstream social sciences in the last decades have been understood by leading International Relations theories. Although the meta-theoretical gap in International Relations studies that had been realized after the end of Cold War cannot be completely fulfilled by these conceptualizations, it will be suggested that no valid International Relations theory can be developed and maintained without internalizing the identity matters as their initial assumptions. Concordantly, the particular events of September 11, 2001 that might be analyzed within the framework of identity will be brought to the fore for how identity matters should affect the International Relations theory-making. The ultimate purpose of this study is to demonstrate that what is needed today in the study of International Relations is not to demolish its conventional theories altogether, but is rather to show the necessity of their re-evaluation for their stereotypical identity perceptions, prejudice and bias, which break out clearly once they are deconstructed.
; IDENTITY PROBLEMATIC IN TURKISH FOREIGN POLICY KEMALISM AND THE OTHER ONE: NEO-OTTOMANISM GÖKBERK YÜCEL Facing with internal problems of states even in international arena and constructing their foreign policy understandings on conjunctural and constantly refreshed maneuvers instead of fundemental traditions displays that revising institutional and mental structure of states, which attribute an active role on their own in 21st century, is a necessity. Internal and foreign public opinion with their increased sensitivity on human rights, democracy, functionality of rights and liberties and actors who have great influence on creating public opinion deem that they are responsible for implementing economic, politic, commercial, all kind of sanctions against states which have a hostile or uninterested attitude to core values of globalization like liberal values. Turkey has confronted with bitter pains of development of a vision, which is dynamic and fitting with existing conjucture and design her location and function in a world, which incessanlty evolves particularly after end of Cold War. It's getting hard to take the most rational decision with conjunction of suspended problems from past, which are awaiting solution at once, and indispensible policies of founder ideology to these pains. Reconstruction of Turkish foreign policy has transformed into a necessity after internal dynamics has became pressure factors with gaining direct intervention ability to external enviroment during foreing policy building process. In this piece of written research, it's aimed that identical analysis of Turkish foreign policy from past to present and its possible profile in future. Within this analysis, it's argued that Kemalist ideology, which is still continuing its effects from past and is opened into a debate in our comtemporary world, with its identical form and harmonized identical structure with Neo-Ottomanism, which is assumed that strongly stressing its presence after end of Cold War. Experiencing a debate of Kemalism-Neo Ottomanism is a must for exiting of Turkey in a restored and fortified structure from this identity depression.
Yeni Türk devletlerinin (Azerbaycan, Kazakistan, Kırgızistan, Özbekistan ve Türkmenistan) posta pulları incelendiği zaman Türk kimliği ve kültürü ile ilgili çeşitli tarihlerde basılmış posta pullarının var olduğu görülmektedir ; One of the basic requirements of being a nation is the existence of an identity that distinguishes it from other nations and the existence of cultural elements effective on the formation of this identity. It is not easy for other nations to arbitrarily adopt that identity and culture as they are formed in a historical process. States use many different means of transmission of identity and culture. This is sometimes done deliberately and systematically, and states sometimes do this unintentionally. Postage stamps are among the instruments that can be used in the transmission process of identity and culture. When the postage stamps of New Turkish states (Azerbaijan, Kazakhstan, Kyrgyzstan, Uzbekistan and Turkmenistan) are analyzed, it is seen that there exist postage stamps of various years regarding Turkish identity and culture.
; abstract ; Turkey and the European Union relations has always been in a bumpy character. The differences between Turks' perception of Europe and Europeans' perception of Turkey could be considered as the basis of this unstable and changeable process. Historically, these perceptive differences seem to have been built on the religious phenomena. The images of Christian Europe and Muslim Turkey as a result of identities and interests created jointly by religion-based collective ideas affected and also sharpened the interaction among these parties. The Europeanization transformation of Turkey within the period from the European Economic Community to the EU has brought many reforms in various fields like as social, judicial, economic and cultural. Despite all of these intensive and innovative transformation process, Turkey is still not a full member of the EU. Further concerns about the Islamic identity within the EU have ascended because of many factors, such as; changing security perceptions of the world conjucture after the Cold War period, rising negative image of İslamic civilization starting with the 9/11 Terrorist Attacks in 2001 and accepted as a new threat or as the other under the title of global terrorism, spreading Islamophobia rapidly throughout the world, and increasing Islamic fundamentalist terrorist attacks in Europe. On the other hand, Justice and Development Party which is the ruling power of Turkey since 2002 has affected ongoing relations between Turkey and the EU differently because of her Islamic conservatism and neo-Ottoman ideological roots. Therefore, it's more likely to assume that today's relations between Turkey and the EU become more interesting and paradoxical.
Hırvatistan AB üyeliğini hâlihazırda 2013 yılında elde etmiş olmasına rağmen, Sırbistan'ın bu üyeliği gerçekleştirme noktasında kat etmesi gereken daha çok yol vardır ; The European Union (EU) has formally initiated the vast majority of the Central and Eastern European Countries (CEECS) into the Union and Western Balkans' remaining non-EU countries have became the new target of EU enlargement since 2004. The Union, however, has faced some difficulties in transferring its rules to non-member countries in Western Balkans by means of the EU political accession conditionality in comparison to Central and Eastern European Countries. Here are two questions to mind: 'Under what circumstances could the conditionality be effective?' and 'why does the EU conditionality play relatively limited role in the domestic politics of the Western Balkan states?' An "external incentive model" is adopted by Schimmelfennig and Sedelmeier (2004) to articulate the issue. This study addresses this contestation, arguing that the "external incentive model" is incapable of fully answering these questions and that national identity has a huge impact on the determination of the effectiveness of EU accession conditionality by focusing on the problems limiting this effectiveness in two Balkan states, namely Croatia and Serbia. The reasons why the paper has chosen Croatia and Serbia as case studies are that they are republics of former Yugoslavia and that they have shared war history in the 1990s, however act differently on the way to the European Union (Massari, 2010). Although Croatia has become a member of the Union, Serbia still has got a long way to go The European Union has utilised political conditionality as one of the most significant strategies to export its governance and to encourage non-member countries to obey the rules of the EU (Schimmelfennig and Sedelmeier, 2004). Political conditions, which are necessitated by the Union from the very beginning, can be described as a competitive party system, and free and fair elections. As for the essential political conditions of EU accession that the EU confirmed in 1993, which are also defined as the Copenhagen Criteria, they are the stability of democratic institutions, rule of law, liberal market economy, human rights and lastly the protection of minority rights (Bieber, 2013:2). The required political conditions are flexible. By which it means that some specific requirements could be added to the conditions. For instance, the UE required cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY) in the context of Western Balkans (Frerburh and Richter, 2010:269-71). Predominant studies select "external incentive model" to articulate the logic of EU conditionality and political conditions. This model is based on a rationalist cost-benefit calculation that assumes that states are regarded as rational actors, seeking to boost their interests (Schimmelfennig and Sedelmeier, 2004). The tool of conditionality is perhaps the most significant instrument that the EU external governance applies to force would-be member states to obey the rules of the EU. That is, the Union decides its instructions as conditions and would-be member states are expected or required to accept these conditions to receive rewards. Consequently, the target government would face three various pressures namely from the Union, domestic and international politics in return for EU external incentives (Trauner, 2011:8). It is therefore the credibility of the EU conditionality plays a key role in evaluating the pros and cons of EU rewards as opposed to domestic compliance (Schimmelfennig and Sedelmeier, 2004:663-7). This model is, however, unsuccessful in fully articulating why the EU political conditionality could perform better in states like Croatia than in states like Serbia in the context of Western Balkan despite the fact that the Union has provided these countries with rewards. At this point, national identity, as a constructivist variable, has a huge impact on the determination of the effectiveness of EU accession conditionality by focusing on the problems limiting this effectiveness in two Balkan states, namely Croatia and Serbia. National identity is the main theme that determines whether conditionality can be effective or not. Constructivists argue that wouldbe member states would acknowledge the influence of the Union by means of socialisation and persuasion processes. It is these processes internalizing identities with the help of domestic actors (Trauner, 2011). Considering the rules of the EU appropriate and compatible with political conditionality helps domestic actors to stick to given EU rules (Schimmelfennig et al., 2006:27-52). In this sense, national identity, as a filter actor, influences EU conditionality. It is, therefore, crucial to note that states, as social actors, often shape and reshape national identity when they face or interact with different social structures. The EU political conditionality has raised doubts about its effectiveness in the countries in question. This is because they had ethnic conflicts in 1990s that shaped their national identities. It is this historic background affecting the effectiveness of EU political conditionality in Croatia and Serbia in different lights. As a result, the European Union (EU) has formally initiated the vast majority of the Central and Eastern European Countries (CEECS) into the Union and Western Balkans' remaining non-EU countries have become the new target of EU enlargement since 2004. The Union, however, has faced some difficulties in transferring its rules to nonmember countries in Western Balkans by means of the EU political accession conditionality in comparison to Central and Eastern European Countries. In this paper, it is argued that the "external incentive model" is incapable of fully explaining the issue in question and that national identity has a huge impact on the determination of the effectiveness of EU accession conditionality by focusing on the problems limiting this effectiveness in two Balkan states, namely Croatia and Serbia. The reasons why the paper has chosen Croatia and Serbia as case studies are that they are republics of former Yugoslavia and that they have shared war history in the 1990s, however act differently on the way to the European Union (Massari, 2010). Although Croatia has become a member of the Union, Serbia still has got a long way to go.Cooperation with the ICTY has been very sensitive issue in both Croatia and Serbia where these countries had to comply with it as a result of being tied to EU accession. The way in which the transformation of the EU rules, however, quite varied from one another. Croatian elites saw the cooperation with ICTY as indispensable part of EU accession and in line with Croatian respect of European organizations. Croatia met EU requirements. This is simply because the country was one of the European countries in which the rule of law is respected and obeyed. As far as Serbia is concerned, the cooperation with the ICTY was ensured by Serbian elites who felt forced and oppressed to do so. But they rejected the Hague tribunal. Even though they rejected it, a sense of obligation arising from the fear of being punished by the international community through the cancellation or postpone of EU talks took place regarding detaining suspects. This problematic issue resulted in different images of the EU in the eyes of these two countries. Serbia regards the European Union as a punisher and a superior force that inclined to in Serbia. This could be one of the reasons why there is distance between Belgrade and Brussels. As for Croatia, the image of Europe in the eyes of Croatian people is related to high democratic standards, liberty and civilization (Subotic, 2011:326-7). This could be one of the reasons why there is close cooperation between Croatia and the European Union. The rational incentive model is important for explaining the choice of would-be member states. It is crucial to clarify that this model is valid once the rules of the European Union are compatible with national identity of the would-be member states. Once the national identity of the target state is incompatible with the rules of the EU, it is fair to say that any material condition does not serve a very useful purpose. Therefore, national identity matters
Bu tezin temel amacı uluslararası sistemde meydana gelen yapısal değişime eşlik eden normatif değişimi mümkün kılan koşulları ortaya çıkarmak ve bu süreçte hangi faktörlerin belirleyici olduğunu incelemektir. Çin'in uluslararası sistemde devam eden değişimi yönetebilme yeteneği, akıllı güç kombinasyonuna dayanan stratejik tercihleriyle yeni bir düzen inşa edebilmesine bağlıdır. Barışçıl kalkınma stratejisi, bir yandan Çin'in yükselişi karşısında diğer devletlerin duydukları endişeleri gidermeye yararken, diğer yandan ileride uluslararası sistemi kendi lehine şekillendirecek koşulları hazırlamasına imkan vermektedir. ; The main aim of this study is to analyze how the ongoing structural change of material distrubution of power is mutually reinforced by the normative change and which factors mainly determine those processes. China's capability to manage the proceeding change in the international system basically depends on its ability to construct a new order by its own strategic preferences which are derived from the combination of Chinese smart power. By applying to the analytical eclecticism as a methodological perspective, both power transition and power diffusion models are combined as a theoretical construction. Whereas the normative diffusion of power ensures the will to follow the cost-imposing strategies, the material distribution of power confirms the practicability of them. Besides, the Chinese smart power leads to have an exceptional status among the other new rising powers. The combination of Chinese smart power, directly reflects three elements: its Foreign Coherence provided by the increasing influence in the international institutions, Comprehensive National Power projection combined as the ideational, economic, and military power dynamics, and Strategic Identity improved largely with its increasing self-confidence. Furthermore, China's search for a new order aims to create its own jeopolitical norms and practices expedient to its national interests by primarily at regional level. Peaceful development strategy, on the one hand serves to counteract the doubts and concerns of other states about the rise of China, but it provides also on the other to make installations that shape the future conditions of international system. Thus China's contemporary international posture is identified by both its diplomatic influence based on the five principles of peaceful coexistence and by the order making role expediently undertaken. Although the multiple lines of strategic action take place within its diplomatic influence, the fixed principle stance recently displayed by China provides to gain legitimacy in the eyes of developing countries as well as other actors.
; After the Iranian Revolution in 1979, which emerged a new conjunctor in the region, competition between Iran and Saudi Arabia, which directly or indirectly reflects to countries in the region, is one of the most important political issues of the modern Middle East. Since Iranian Revolution, Iran's foreign political discourses and its regime-exporting policy was perceived as a threat by Arab monarchs in the region. Iran has become increasingly stronger in Iraq, Syria, Lebanon and Yemen, so it has entered into a conflict of interest with Saudi Arabia in these regions. Initially, Arab Spring movement started in Syria on March 2011, with this Iran and the allied Hizbollah's have supported to Syrian regime, while Saudi Arabia and His allies were supporting oppositional movement. In this research, the topic of the analysis of regional policies and relations between Iran and Saudi Arabia in the context of state identity has examined. In this study, tensions, changing and unchanging political priorities, basic separation and competition areas in the relations between Iran and Saudi Arabia, and regional politics of these two countries after the iranian revolition in 1979 has analyzed in the context of state identity and constructivist approach. ; TÜBİTAK
