The subject of the study is the world insurance market, its trends and prospects for development on the example of leading countries. The aim of the work is to identify the features and patterns of insurance in the field of transnational business on the example of a transnational insurance broker (SB) Arthur J. Gallagher & Co (AJG). Research methods: statistical analysis, formal and logical modelling of socio-economic processes. The results of the study consist in a comprehensive description of the insurance business of the broker AJG, implementing various strategies to work in national markets. Activity in the States on development of insurance services is carried out taking into account positive and negative tendencies of the world market. The complexity of the present situation is the increasing risk of economic recession, reflected in the reduction in the volume of insurance coverage. Adaptation consists in consolidation of capital, strengthening of positions of the largest and stable companies. AJG has gained access to emerging markets in countries previously closed to transnational capital, but the mission and strategy need to be adapted to national circumstances. The scope of application of the results can be in the commercial field in the activities of the leaders of the insurance market of Russia in planning the strategy of its activities and ensuring the competitiveness of services in the global market. In modern conditions of development of the world insurance market the advantages of leading companies are connected with internal financial and economic stability, flexibility of strategies of penetration into national markets, pronounced social orientation of business.

The article analyzes the concept of gross negligence in the occurrence of an insured event and its legal significance for liability insurance. The broad interpretation of gross negligence in judicial practice leads to an increase in the number of cases of refusal to pay insurance compensation. For this reason, customs representatives and other professional participants in the turnover cannot use insurance protection in situations for which such protection is provided. Using the examples of judicial practice, the author substantiates the need to analyze all elements of the insured event as a whole, and not only the behavior of the party preceding this case, when determining gross negligence. In addition, in the article the author touches upon the currently relevant issue of the admissibility of providing in the contract the possibility of releasing the insurer from the payment of compensation. The author comes to the conclusion that the rules regarding gross negligence in the occurrence of an insured event should be considered imperative, because this form of guilt does not exclude the randomness characteristic of insurance relations. According to the author, the rules of Article 959 of the Civil Code of the Russian Federation allow to protect the interests of the insurer in connection with the increased risk of an insured event due to gross negligence.

Integration of banks and insurance companies along with positive effects for the state, clients and shareholders, also brings about specific risks. Functioning of financial institutions is exposed to the influence of external and internal environment, manifested in a number of risks finding the expression in corresponding threats. The article examines the risks of banks and insurance companies' integration together with the main instruments of their neutralization. The author offers classification of risks of insurance companies and banks integration by its level and develops the tools to prevent and neutralize the risks of integration. The tools to prevent and neutralize the risks of insurance companies and banks integration are as follows: internal risk management; prudential supervision and regulation.

The article presents the results of a study of the demand for agricultural insurance in the Republic of Kazakhstan. For about 16 years, Kazakhstan had a system of compulsory insurance in crop production, but the level of insured areas fluctuated from year to year, reaching their minimum value of 38% in 2019. Drawing on statistics from 2010 to 2018 of the two largest cereal growing regions (Kostanay and Akmola regions) and using the weighted least squares method, the author constructs an econometric model of the dependence of insured areas share on a number of factors. The determinants for the analysis were such indicators as the gross profit of agricultural producer, yield results, material costs, rainfall in winter and pre-sowing season.

Рассматриваются две модели страхования с дискретным временем. Первая модель изучает непропорциональное перестрахование и банковские займы. Для нее найдено оптимальное управление и установлена устойчивость к флуктуациям параметров и возмущениям распределений случайных величин, описывающих модель. Вторая модель дуальная, для нее выполнено сравнение вероятностей разорения в предположении, что распределения доходов подчинены одному из четырех частичных порядков.

The author studies environmental insurance in nature management as a lever of management measures to prevent and eliminate environmental pollution by oil products during their transportation and oil fields development. The research aims to develop recommendations for environmental risks insurance in Russian oil and gas industry on the basis of economic and mathematical model that allows to estimate the scale of environmental pollution by oil products. Such methods as system and comparative analysis, expert assessments, forecasting, modeling used in this work helped the author to identify Russian environmental insurance features; to propose a method for solving the problem concerning the lack of statistical data on the frequency and scale of accidents and the environmental damage magnitude by mathematical modeling of the accident, which allows to estimate the radius and depth of the underlying surface pollution. These developments will help insurers to make more adequate insurance premiums and tariffs, as well as to improve the underwriting procedure for unique oil and gas projects. But in order for the obtained achievements to find their application, it is necessary to have legislation obliging oil companies to compensate for environmental damage, and due to the scale of such damage, oil companies will be obliged to insure the relevant risks.

Research of sphere of the insurance services rendered in territory of Republic Adygea is carried out clause, regional features of insurance come to light, results of sociological interrogation are resulted.

The article analyzes the pension reform implemented in Russia in 2013–2014, provides the modeling of possible pensions, determines the efficiency boundaries for the use of insurance and savings-insurance schemes offered by the Pension Fund of Russia. The author examines the activities and effectiveness in managing pension savings and reserves from non-state pension funds, especially the system of voluntary savings insurance. The study identifies the challenges faced by these financial institutions, which constrain the development of the Russian pension system. Drawing on logical and econometric analysis the author identifies the competitive opportunity for banks to participate in the Pension Benefits Act, calculates the proposals' efficiency for future retirees and the banking system as a whole, determines the contribution of the proposed solutions to enhanced competition and more competitive banking environment.

Damage from environmental pollution (damage from violation of environmental legislation) is a basic category in environmental-economic research and is assessed during the development of project documentation, environmental audit, evaluation assessment of the effectiveness of investment projects, environmental risks insurance. At the same time, variety of existing assessment approaches necessitates methodological and methods' streamlining in the field under consideration. The purpose of the study is to review and systematize national and foreign experience in assessing damage from environmental pollution. Research methods: ecological-economic analysis, content analysis, information modeling, statistical analysis. The key findings of the study: identification of contradictions in the field of understanding and assessment of environmental pollution damage category, streamlining of methodological principles and methodology support in the field under consideration, development of approaches' classification for calculating damage from pollution depending on the methods used and the directions of assessment, systematization of methodology support based on a wide range of criteria. Scope: environmental audit and expertise, environmental insurance, as well as regulatory documents of ministries (Ministry of natural resources, Ministry of ecology) and departments (Rostechnadzor, Rosvodresursy, etc.), scientific and educational publications on the assessment of anthropogenic load.

The article deals with financial stability of pension provision, the sources of forming extra-budget of pension fund and with realization of obligations pension provision of populations in the region.

This article presents the analysis of implementation and interpretation of antitrust legislation in Russian courts, in the field of anti-competitive agreements cases. This article proceeds from the previous research which provided the analysis of the court decision database of litigations with the Russian competition authority (the FAS) initiated in 2008-2010. In this research (which covers court cases of 2011-2015) we provide the database of 646 court decisions and examine the tendencies of applying antitrust prohibitions and legislation in courts. We show how the database structure varies from the point of view of main markets and types of agreements, taking into account the standards of proof. The analysis reveals that the Rule of reason (ROR) approach was not actually applied in courts, despite legislative possibilities. Type 1 errors risks tends to decrease, especially in public procurement cases, cases of banks and insurance companies cooperation. Requirements in the field of market analysis in decisionmaking are also increasing.

Blockchain is a new information technology that can be used in many areas of human activity. The fi rst and most famous example of the use of blockchain technology is the Bitcoin cryptocurrency. Today, cryptocurrency has transformed into a publicly recognized means of payment, a virtual currency that is accepted by large and small enterprises, corporations and services. Today, they conduct research and implement a number of projects using Blockchain technology in such areas as healthcare, media, electronic voting, fi le storage, smart contracts, insurance, the public sector (issuing passports, collecting taxes, registering land plots), etc. The IBM Corporation is researching Blockchain technology and is working on the creation of software, with the help of which partners will be able to conclude digital contracts that will be recorded in the global network. IBM is also implementing a project called Adept, which aims to track network-connected devices using Blockchain technology. The purpose of this article is to study the directions of using Blockchain in public policy.

The decisions made in 2018 related to raising the retirement age in Russia, in conjunction with previously adopted measures, created opportunities for pensions to rise above inflation and stabilize the ratio of pensions to wages until 2028.

The author considers the concept of «pensionary good» and the specifics of its production at the state and non-state levels. The purpose of the study is to analyze the actions aimed at creating a «pensionary good» under the influence of incentives and coercion. Drawing on the theory of goods, the author comes to conclusion that the elements of pensionary good can be produced in the form of public goods, merit goods, club goods and private goods. The author identifies the specifics of pensionary good structure at the analyzed levels and shows that national pension in the Russian Federation is based on coercion, with stimulation being of secondary importance. Non-state-funded retirement also uses the coercion and incentives. It has been established that coercion and incentives provide contradictory results as mechanisms used in the process of producing a pensionary good. While preparing the article, the author used the data from the Federal Statistic Service, the Pension Fund of Russia and various sociological surveys and scientific works on pensions and insurance. The conclusions of the study may be useful for further research on the development of Russian pension system.
