Migration to OECD countries has been sharply rising over the past two decades and in recent years labour migration has significantly increased. This publication ,first ,examines the economic crisis and its impact on international migration, describes how flows and migration policy have been recently affected by the crisis, and analyses the forecast medium and long-term impact. Then, it turns to the management of labour migration, both of the highly and lesser skilled. It examines how countries should prepare now for future labour market demand and how best to redirect irregular migration into authorised channels. With the unrelenting unrest in places such as Iraq, Afghanistan and the Sudan, the plight of refugees has become an increasingly discussed topic in international relations. Why do we have refugees? When did the refugee 'problem' emerge? How can the refugee ever be reconciled with an international system that rests on sovereignty? Looking at three key periods - the inter-war period, the Cold War and the present day - Emma Haddad demonstrates how a specific image has defined the refugee since the international states system arose in its modern form and that refugees have thus been qualitatively the same over the course of history. This historical and normative approach suggests new ways to understand refugees and to formulate responses to them. The current fi nancial crisis has not come about by chance. It is the result of a system that has emerged over the last 30 years and which Keynes may well have called the 'casino economy'. The dominance of fi nance over real economy characterises the fi nancial crisis, while fi nance itself is dominated by the all-encompassing target of maximum profi t at all times. Other aims of economic activity such as job creation, social welfare and development have fallen by the wayside. In response, new actors are surfacing, e.g. the institutional investor (hedge funds, private equity funds, etc.), while new instruments are leading to highly leveraged and destabilising derivatives. The casino system has been promoted by governments and intergovernmental institutions to liberalise and deregulate fi nancial markets. Although developing countries have not participated in the casino system, they have been suffering most from the spill-over into the real economy.
