In: Mezinárodní vztahy: Czech journal of international relations, Band 44, Heft 2, S. 5-24
ISSN: 0543-7989, 0323-1844
The thesis deals with a particular sphere of peacebuilding: transitional justice & the building of a new social conscience. The main aim of this thesis is to focus on the interactions between the international & national levels of reconciliation in the post-conflict societies & to verify the argument that peacebuilding is more effective in those countries where the reconciliation is built on the cooperation of the international community & the original domestic institutions. As relacoes entre a NATO e a Uniao Europeia pos-11 de Setembro
In: Relações internacionais: R:I, Heft 21
ISSN: 1645-9199
In a moment that NATO is celebrating its 60th anniversary, that the new American administration is defining its foreign policy agenda, & that the three major European powers have Atlantic approaches, it is particular relevant to make the state of the art of NATO & the European Union relationship in the post-9/11 international security architecture. There are two fundamental reasons that motivate this article: the emergence of new state & non-state actors & the urgency of a new transatlantic paradigm to face the current threats & international challenges. Teoreticke vymezeni a konceptualizace fenomenu slabych a selhavajicich statu
In: Mezinárodní vztahy: Czech journal of international relations, Band 44, Heft 2, S. 44-64
ISSN: 0543-7989, 0323-1844
The terms "weak," "failed," & "collapsed," among others, were used to describe the specific condition of a state for the first time rather recently. The research of a state's strength or weakness reacted to the processes of decolonization & the collapse of the bipolar configuration of international relations. The theoretical & methodological settlement of this phenomenon in the context of political science is still a great challenge for academic society. This article aims to conceptualize the problematics of weakening & collapse of state power. The authors don't try to challenge the current conceptions of Rotberg, Zartman, etc., but to categorize these theoretical approaches into three dimensions in the context of the parameters the authors of these conceptions work with. The three dimensions that are introduced are the one of international relations, the economic one & the socio-political one. The article concludes with the presentation of the Fund for Peace tool, which tries to include all these dimensions. Adapted from the source document.
Nastup Ciny ve Stredni Asii? Moznosti a limity vzajemnych vztahu
In: Mezinárodní vztahy: Czech journal of international relations, Band 44, Heft 3, S. 33-52
ISSN: 0543-7989, 0323-1844
The Central Asian region is often interpreted in European discourse as an arena of clashes between the "West" & Russia, particularly over energy resources. The significance of China in the region remains an underrated subject of research. At the same time China is expanding its influence in the region through "soft diplomacy" at the expense of Russia & (above all) other powers interested in local resources. The article analyses the Chinese presence in the region since 1991, emphasizing the first decade he Central of the 2111 century. The relations between Central Asia & China are researched from the Asian point of view & with a focus on the political, economical (stressing energy factors) & institutional (Shanghai Cooperation Organization) level. In sum, it seems that the growing Chinese influence over the region has its limits as well & that the "Chinese expansion" is overestimated to a large extent. Adapted from the source document.
Globalizace, valka a pud smrti
In: Mezinárodní vztahy: Czech journal of international relations, Band 44, Heft 2, S. 65-72
ISSN: 0543-7989, 0323-1844
This paper deals with the psychoanalytical conception of aggressivity, destruction & war in relation to the contemporary context of the globalization process. The destructive tendencies are interpreted with the help of the psychoanalytical theory of the paranoid-schizoid position. The paper plays off Patocka's "heretic" conception of war as something meaningful & meaning-giving against the Freudian conception of war as one of several ways in which the death drive may be externalized. It examines the possibilities of Freudian determinism & instinctivism to handle human destructivity. It suggests that something like a "destructive revolution," which would be analogous to the 20th century sexual revolution, is needed in order to reduce the contemporary international tension. Charakter medzistatneho vyjednavania na pode Rady Europskej unie
In: Mezinárodní vztahy: Czech journal of international relations, Band 44, Heft 1, S. 86-106
ISSN: 0543-7989, 0323-1844
Negotiation is an important part of international relations when it covers the interaction among the states as its actors. Basically, we distinguish distributive bargaining and integrative problem-solving as two main approaches (or sets of strategies) in negotiation. Problem-solving seems to be more valuable in recognizing more effective solutions, but at the same time it is harder to adopt it. The main goal of this article is to find out which approach is typical for negotiation between member states of the European Union. By identifying the key determinants (level of politicization, nature of the question under negotiation, influence of sub-national and supranational actors, and interest cleavage) for the decision on the selection of an appropriate strategy, we argue that the context of the EU negotiation enables the identification of integrative solutions in a sufficient way.
