Provides a portrait of the Norwegian Institute of International Affairs (NUPI) that turned 50 years in 2009. Even if the institute started from a relatively restricted research perspective on the East-West relations, it has grown to include a large variety of areas from development to security policy. The institute has a legal status, official control, organizational essence and its main task is to enlighten international relation. Despite its institutional status, the research conducted by NUPI is distinguished from both academic basic research and user-oriented consulting solutions. What really distinguishes NUPI, however, is its status as the only research institute that focuses on foreign policy and international relations that are of Norwegian interest and produced in the Norwegian language. An overall discussion on the history and definition of piracy, how it affects world trade, what actions have been taken against it and how its existence is explained. According to the statistics of the International Maritime Organization (IMO), which has kept statistics since 1990, six ships out of 1000 have been attacked by pirates primarily in Southeast Asia and Costal Africa. On average 350 attacks are conducted, costing 16 billion dollars and several lives each year. Since the September 11 attacks, the interest of research around piracy has increased. The present article analyses the writing, edition and diffusion of the Memories of the Duke of Sully. With that in mind, the first section refers to the context in which the work was made; the second presents general characteristics of the European confederation; and the third describes discrepancies of its versions. The fourth, fifth and sixth sections studies the chronology and the stages of the writing, the changes made in the manuscripts and their diffusion; the seventh examines the debate on the historical primacy of the Memories. The article tries to reconstruct the conditions that determine the elaboration and reception of the first Pan-European project. Adapted from the source document.
