The article deals with the activities of informational agencies in the media providing the international state activity according to the fact that current major world informational agencies play a major, and to some respect an exclusive role in the functioning of global information and communication flows. On the example of the Ukrainian National Information Agency «Ukrinform» functioning study there were achieved the main purposes of the research: to prove the role of a system-called news agency in an objective and attractive representation of Ukraine in the world, such as spreading the news and forming a positive international image of Ukraine. Applied research methods such as analysis, synthesis, comparison, analogy, classification, monitoring, and document analysis. The main conclusions are the recognition of the news agencies activity to be of great importance and powerful, but currently been not a sufficiently involved resource for promoting and protecting the national interests and democratic changes in our country, positioning Ukraine on the world information map as an independent and pro-European country.
The protection of intellectual property was crucial for stimulating innovation even before the word coronavirus became widespread. Without the protection of the ideas of the enterprise and the individual, scientists and inventors would not be able to take full advantage of their inventions and would focus less on research and development. Likewise, if artists do not receive full remuneration for their artwork, cultural viability suffers as a result. Several studies have shown that most US small businesses are unaware that their US patent or trademark does not protect them in other countries. If such a company is a real or potential exporter, it may find that foreign manufacturers have copied products, packaging, and business plans, even though the company has never done business abroad. Foreign forgers can easily steal product images, brochures and logos from a website and register these materials as their own inventions in their home country if the company has not registered them in the inventor's home country. For this reason, various national governments have begun to take practical steps to monitor intellectual property policies. The objective of this paper is to briefly describe the problems in the political dimension of the industry.
The subject of research is the conflict model of the international trade and economic policy of the state in the conditions of hybrid economic wars. The аim of the article is to review (demonstrate) the developed conflict model of trade policy, and the choice of options for strategic behavior of states in international trade conflicts in the context of global economic and hybrid wars. Research methodology – the method of modeling and game theory is used to develop a conflict model of state trade policy; method of analysis of options for strategic behavior of the state and its trade and economic policy. Results of research. The model of the conflict and formation of strategies of trade policy which explains internal logic of development of strategic behavior and development of trade policy is offered; the variants of the strategic trade policy of the state in the conditions of hybrid economic wars are defined and analyzed. Application of results – economic sector: management of the national economy, international trade, international economic relations. The results of the study will allow to develop recommendations for the development and definition of a national strategy for trade and economic policy in the context of hybrid economic wars. The global perspective of increasing the number of trade and economic wars between developed countries makes it important to develop its own strategy of trade and economic policy. Conclusions. Modern economic wars are becoming a major feature of international relations. Information technology has become an integral part of modern society and undoubtedly makes life easier for companies, public authorities and ordinary citizens. As the scientific and information breakthrough develops rapidly in many areas (commercial, private, educational, etc.), many legitimate legal issues related to the use of cloud technologies are increasingly emerging. The purpose of the article is to reveal the essence of international agreements in the field of cloud technology. This topic is considered from the point of view of private international law, as the relations arising from the use of cloud technologies, as a rule, have an international private law character due to the different nationalities of the parties. The authors analyze the provisions of Ukrainian and foreign legislation, determine international legal standards in the field of cloud technology, and analyze "agreements on the use" of well-known global brands such as Apple, Google, Microsoft and more. This scientific article focuses on the concept and types of international agreements using cloud services, as well as related issues: the parties to the agreement, place, time of its conclusion, the law applicable to such legal relations and more. Such agreements do not have a universal legal definition, so different international organizations and companies use their own definitions. In the article are considered the origin of marriage diplomacy, which began from Kievan Rus', when international agreements and unions refreshed by dynastic copulas. Interdynastic marriages of Rus dukes were the prime examples of political and cultural orientation of Kievan Rus' of that epoch. Attention is paid to the changes of character of marriage diplomacy in the middle ages of Polish Crow, activity of which was determined by interests of military-landowning magnates. Therefore it was mainly headed for the settlement of disputes between the separate landowners, who on the whole defended the right to conduct «private wars», in the period between which conducted «private marriage negotiations». The important attribute of interdynastic marriage diplomacy were nobility coats of arms. Тому шлюбна дипломатія, переважно, була спрямована на врегулювання суперечок між окремими землевласниками, які загалом обстоювали своє право на «приватні війни», в період між якими вели «приватні шлюбні переговори». Важливим атрибутом міжродової шлюбної дипломатії були шляхетські герби. Здійснено спробу оспорити вагомий вплив глобалізації на функціонування держави у внутрішній і зовнішній площині та на проблему втрати державою суверенітету.Дослідження беззаперечного проте неоднозначного процесу глобалізації дало змогу віднайти на практиці велику кількість аргументів, які дають змогу зробити висновок, що в сценарії майбутнього розвитку головні ролі, як і раніше, належатимуть сильним державам, їхнім національним інтересам, могутність яких тільки зросте завдяки економічній інтеграції. Роль національних урядів не зменшується, а видозмінюється у відповідності до викликів глобалізації, пов'язані, насамперед, із намаганням приватного капіталу регулювати і транснаціональну діяльність, державну владу, і міжнародні організації. В майбутньому для світової політики держав буде характерною боротьба (протистояння) двох діаметрально протилежних тенденцій – укріплення суверенітету, з одного боку, і його розмивання чи обмеження з іншого. Причому ці тенденції часто будуть імпломентуватися в політику ряду держав, які переслідують стратегічні цілі (укріплення власного суверенітету в XXI столітті буде супроводжуватись або відбуватись за рахунок обмеження суверенітету інших). Це однак не оспорює тезу, що держава, як і раніше, залишиться основним учасником міжнародних відносин, а суверенітет – їх атрибутивною ознакою та принципом побудови системи міжнародних відносин. ; The author attempted to challenge the sufficient influence of globalization on functioning of the state in internal and foreign sphere and on the matter of loss of state sovereignty.The research of the undisputable but still ambiguous globalization process enabled finding a lot of practical arguments allowing for the conclusion that the in the scenario of future development there will be starring the powerful states and their national interests and their power will only grow due to the economic integration. The role of the national governments does not lessen; it just alters according to the globalization challenges connected first of all with attempts of the private capital to regulate the transnational activity, state authority and international organizations. Future world policy will be featured by struggle (antagonism) of two opposite trends; strengthening of the sovereignty, on the one hand, and its erosion or restrictions on the other. Moreover, these trends will be often implemented into politics of number of states pursueing strategic goals (in XXI century strengthening of the own sovereignty will be performed or will be accompanied by limiting the sovereignty of others). The course "Money and Credit" is the selective course for the students' preparation of the specialty "Entrepreneurship, trade and exchange activities" in the field of knowledge 07 "Management and Administration" 292 "International Economic Relations (International Business)" in the field of knowledge 29 "International Relations" of full-time and part-time forms of education, and is taught in accordance with the curriculum for the training of students for the educational level "Bachelor". The curriculum prepares the foundation for the study of other key economic course. The program of selective academic course "Money and credit" is compiled in accordance with the educational-professional program "Entrepreneurship, trade and exchange activities" bachelor's level (First cycle). The study of the course "Money and Credit" is based on the knowledge obtained from such course as "Introduction to the specialty", "Political Economy", "Microeconomics", "Statistics", and the acquired knowledge will be used in further studies of such course: "Macroeconomics", "Finance", "Finance of Enterprises". The present paper concerns the research related to solo life during the COVID-19 pandemic and the resulting quarantine restrictions in different countries around the world. The definition of the concept of "solo life" is given, and the corresponding phenomenon is analyzed. Taking into account the existing publications about solo living in a pandemic, the main problems that its representatives may face are highlighted, namely: problems of social well-being, problems of perception and compliance with quarantine restrictions, problems of employment and labor relations, physical isolation and problems of finding romantic relationships. The ways to overcome these problems are considered, in particular, such as creating "bubbles" of communication, intensifying communication with relatives, friends, and colleagues. The most appropriate research methods for the specified social group are determined. It is concluded that there is a need for a comprehensive study of solo living using both quantitative and qualitative methods. Such limitations of using the data of the analysis carried out as insufficient development of the categorical apparatus, which causes difficulties in comparing the results of various studies, are outlined; focus on the problems of women who adhere to the solo lifestyle; differences in the implementation of quarantine measures in different countries and monitoring their compliance. Despite the fact that most of the countries where the analyzed studies were conducted are socially and economically more developed than Ukraine, it is proved that in our country some of the listed problems may be deeper: new difficulties may arise due to the situation in the post-Soviet space. The range of issues that update the study of solo living in Ukraine during the pandemic is determined, namely: the problems of single elderly people; the economic situation of people living solo; the ineffectiveness of social policies aimed at supporting solo individuals. It is concluded that the main issue in the study of solo living in Ukraine is the determination of its socio-cultural specifics.
The aim of the study. Research of self-regulation institutional frameworks for pharmaceutical practice (SR PP) in the international aspect.Materials and Methods. Scientic publications, related with self-regulation, ofcial websites of international pharmaceutical associations and methodology of institutional dimension.Results and Discussion. According to the references the historical background of the formation of the SR PP is revealed. By studying institutional frameworks of SR PP in the international aspect, it is founded that almost one third of countries, professional organizations of which are members of the International Pharmaceutical Federation (FIP), represented Europe. It is shown that just over half of the UN members by trade unions are member states of FIP, while two-thirds of European UN member states are members of the FIP. Based on a comparative study of the members' structure of the IPF, Pharmaceutical Group of the European Union (PGEU) and the European association of hospital pharmacists (EAHP). In a total it is found that in three investigated associations are presented 94 pharmaceutical organizations from 39 European countries. Herewith, in each pharmaceutical association the members are pharmaceutical societies of two third countries. Only four professional organizations are members of three pharmaceutical associations simultaneously, namely: Pharmaceutical Chamber of Macedonia, Croatian Pharmaceutical Society, Pharmaceutical Society of Bosnia and Herzegovina Federation and Turkish Pharmacists Association. Data for institutional dimension show signi cantly low participation activity of Ukrainian pharmaceutical societies' in the international associations. Herein, on condition of statutory documents' bringing to the requirements of a specic association, is opened their access not only to the FIP (Ukraine is a member of UN and WHO), but also yet PGEU (our state is a member of the European Free Trade Association) and EAHP (Ukraine is a member of the Council of Europe).Conclusions. The obtained results show different levels of membership in the three international pharmaceutical associations (FIP, PGEU and EAHP) as states, and as well as separate pharmaceutical societies, and extremely low Ukrainian pharmaceutical societies' participation in SR PP in the international aspect. ; Мета роботи. The article substantiates the essence of international mechanisms of counteraction to propaganda of war. Defines the following groups: legal mechanisms that are embodied in the norms of international legal acts and are of universal importance for the international community, which adopts and ratifies such acts in national legislation; organizational mechanisms are formed in the form of various types of interaction of subjects of international law in the field of counteraction to propaganda of war, in particular in the form of various strategic programs of the UN, conferences and other models of mutual relations of subjects of international law; institutional mechanisms that are implemented in the specific activities of individual UN agencies, regions and other organizations aimed at countering propaganda of war, or which emphasize that this is one of their activities, including the UN International Court of Justice, the International Criminal Court, etc. The author notes that the legal consolidation of any mechanisms, measures, means of international legal responsibility or measures to counter propaganda of war must be accompanied by appropriate support at the level of national legislation. the effectiveness of international law prosecution alone will be insufficient without the existence of legal grounds for the application to a person who has committed a crime in the form of propaganda of war, measures of state coercion within the framework of criminal prosecution and prosecution. Only this will characterize the effectiveness of the system of counteraction to such crimes. The author states the fact that war propaganda is becoming a stable tool for information and hybrid warfare, and therefore it is advisable to conduct a preliminary analysis and legal modeling of the search for new effective mechanisms of criminal prosecution for this crime, even with the possibility of its generic diversification and separation of new crimes for example, "information terrorism"; "Cyberterrorism" "information war". The author conducts the detailed analysis that the introduction of the ISO/IEC 27032 standard will significantly increase the monitoring, analytical and supervisory capabilities of domestic law enforcement agencies in the field of counteraction and criminal prosecution for war crimes. It is determined that the main value of Resolution of the EU Parliament of 23.11.2016 is that it enshrines at the European level the following important aspects of the implementation of anti-war propaganda policies to be applied in Ukraine. The necessity of increasing the intensity of interdepartmental cooperation and its consolidation at the level of the Strategy of cooperation between Ukraine and the EU in the field of counteracting war propaganda is substantiated. In particular, it is advisable to expand cooperation with the following institutions: East Strat Com Task Force, The European Center of Excellence for Countering Hybrid Threats; The NATO Strategic Communications Center of Excellence. ; У науковій статті обґрунтовано значення міжнародних механізмів протидії пропаганді війни. Визначено правові механізми, які втілюються в нормах міжнародно-правових актів та мають загальнообов'язкове значення для міжнародної спільноти, яка приймає та ратифікує такі акти в національних законодавствах; організаційні механізми формуються у вигляді різних форм взаємодії суб'єктів міжнародного права у сфері протидії пропаганди війни, зокрема у вигляді різноманітних стратегічних програм ООН, конференцій та інших моделей відносин суб'єктів міжнародного права; інституційні механізми, які реалізуються в конкретній діяльності окремих структурних підрозділів ООН, регіоналах та інших організаціях, метою яких є протистояння пропаганді війни, або які наголошують на тому, що це є одним із напрямів їх діяльності, зокрема Міжнародний суд ООН, Міжнародний кримінальний суд тощо. Автор зазначає, що правове закріплення будь-яких механізмів, заходів, засобів міжнародно-правової відповідальності чи заходів протидії пропаганді війни обов'язково повинно мати відповідний супровід на рівні національного законодавства. Ефективність лише міжнародно-правового переслідування буде недостатньою без наявності легальних підстав застосування до особи, яка скоїла злочин у вигляді пропаганди війни, заходів державного примусу в межах кримінального переслідування та притягнення до кримінальної відповідальності. Лише це характеризуватиме ефективність системи протидії таким злочинам. Автор констатує той факт, що пропаганда війни перетворюється на стійкий інструмент ведення інформаційної та гібридної війни, а тому доцільно проводити упереджуючий аналіз та правове моделювання пошуку нових ефективних механізмів кримінального переслідування за вказаний вид злочину, навіть із можливістю його родової диверсифікації та виокремлення нових складів злочину, наприклад, «інформаційний тероризм»; «кібертеро-ризм»» «інформаційна війна». У статті проаналізовано, що запровадження стандарту ISO/IEC 27032 суттєво підвищить моніторингові, аналітичні та наглядові можливості вітчизняних правоохоронних органів у сфері протидії та кримінального переслідування за скоєння злочинів із пропаганди війни. Визначено, що основна цінність Резолюції Парламенту ЄС від 23.11.2016 року в тому, що вона закріплює на загальноєвропейському рівні наступні важливі аспекти реалізації політики із протидії пропаганди війни, які повинні застосовуватись в Україні. Обґрунтовано необхідність підвищення інтенсивності міжвідомчої співпраці та її закріплення на рівні Стратегії взаємодії України та ЄС у сфері протидії пропаганди війни.
