This study is relevant to global discussions concerning freedom of research in view of transformations in science effectiveness evaluation, funding and research organization, as well as Ukrainian context of educational reform. Main objectives of the article are to study international legal standard of personal autonomy in scientific life and academic culture, the role of personal autonomy in Ukraine's global scientific and technical cooperation development. Methods of analysis and synthesis are used to study legal relations and normative guarantees of personal autonomy in academic culture and scientific cooperation. Comparison method is used to identify common and distinct problems in the development of scholars' personal autonomy in Ukraine and in the world. In conclusion, international legal standards of personal autonomy in academic culture and scientific cooperation prescribe imperative of individual and institutional independence and responsibility in the search and transfer of knowledge, demands respect for the freedom of scientific research, academic communication, and expression of views. This standard is connected with human dignity, the goal of education to develop human abilities to control own life, to be a successful and happy citizen in a democratic information society. Self-organization of scientists helps to overcome threats to personal autonomy, such as academic dishonesty, monopolism, paternalism, formalism, and bureaucracy. New Ukrainian law on education creates instruments for combating academic dishonesty and allows initiatives for science and education improvement, although administrative regulations still impose controversial standards of scientific quality, for example, the requirement of publications in periodicals indexed by scientometric databases Scopus or Web of Science to confer academic rank. The article deals with the issue regarding ensuring of effective protection in criminal proceedings. Following analysis of international acts and cases of the European Court of Human Rights international standards which are designated for the exercise of the right to protection in criminal proceeding and ensuring of its efficiency have been highlighted. It has been proposed to divide these standards in the following groups: i) standards which are aimed at ensuring efficiency of the legal defense carried out by the convicted person independently; ii) standards which contribute to effective legal defense carried out by defense attorney; iii) standards which were developed for effective legal defense carried out by the party of defense (by a convicted person and a defense attorney); iv) standards which have requirements to the state or its bodies and provides its bodies with obligations to ensure an effective legal defense. In this group of standards, the author highlights some elements compliance with which contribute to effective legal defense in criminal proceedings. Following a systematical analysis of the decisions of the European Court of Human Rights it has been concluded that majority of international standards have been implemented in national criminal procedure legislation. At the same time there is a space for improvement because there are standards which were not enshrined in Criminal Procedure Code of Ukraine such as: presentation of procedural documents to the convicted person in his language or other language he/she speaks if he/she signed these documents; providing with an opportunity to choose the defense attorney including the cases of his/her attraction upon appointment; binding the state to ensure the real defense of the suspect, convicted person because the appointment of the defense attorney does not ensure effective legal aid etc.

The article is devoted to the study of the phenomenon of «abuse of rights» in terms of its negative manifestation in different legal systems. In order to clarify the legal nature and content of the abuse of law, the question of the relationship between lawful and wrongful conduct was analyzed. Based on the study of doctrinal sources on this issue, ways to overcome the abuse of rights have been identified at the international and regional levels. The monitoring of foreign and national legislation in the article led to the conclusion that abuse of law is a phenomenon that permeates all branches of law and all groups of legal relations. The implementation of knowledge and legal traditions of international and domestic regulation of this category makes it possible to develop new ways to combat abuse of law at the social and legal levels. In our opinion, the legal significance of regulations aimed at counteracting the phenomenon of abuse of rights at the regional level in domestic law is significantly underestimated. The principle of inadmissibility of abuse of rights does not have its own stable logical theoretical construction, including at the constitutional and legal level, which indicates the need to enshrine it in a separate provision of the Constitution of Ukraine. At the same time, it should be recognized that effective counteraction to abuse of rights at the legislative level should be carried out both at the level of general legal principles and at the level of special industry regulations and norms.

The development of business is largely dependent on tax policy tools, the actual task of which is to create an optimal tax field in Ukraine, for the development of an open national economic system. The article is devoted to the study of theoretical and practical tax aspects in the international business of Ukraine. Effective level and taxation regime helps to attract foreign capital, develop international business, increase state revenues and increase gross domestic product of the country. The factors hindering the process of investing in our country are considered. The problems, as well as ways of their solution, concerning the tax component of Ukrainian business are analyzed. Detailed attention is focused on some tax aspects, which primarily include: transfer pricing rules, the rule of "thin capitalization", the rules of reporting of international groups of companies by country. Essential characteristics, features and rules of transfer pricing and "thin capitalization" are highlighted. The actions on the BEPS Action Plan are considered, which propose to eliminate the shortcomings of international tax regulation and differences in the national tax legislation of different countries, which promote "concealment" of corporate profits and its artificial transfer to low tax jurisdictions, where companies are no longer engaged in economic activity. The proposals on the improvement of bills that will recognize Ukraine as a cooperating country on taxation issues have been formed. These bills will make it possible to strengthen the economic link between Ukraine and the countries of the CIS and Eastern Europe. Recovering and strengthening these ties is the easiest to date, as each party feels that need. Right now Ukraine is taking measures for their restoration on the basis of an effective market mechanism of economic interaction. ; У системі заходів регулювання міжнародного бізнесу податкова складова має виняткове значення. The activity of institutions of multilateral cooperation in the security sphere is a hot issue of modern international relations within the rapid changes in the development of bilateral and multilateral cooperation between states. Changing priorities and tasks shape the new quality of interstate cooperation and the emergence of «new» geopolitical aspirations of states in the international stage. The issue of reforming and adapting international organizations is becoming one of the most important for maintaining the presence of international organizations as institutions and mechanisms for regulating cooperation regimes. Nowadays the system of international relations as a complex multicomponent macrosystem is undergoing drastic changes due to growing regional confrontation and rivalry, escalation of the conflict on regional and global levels, increasing problems of global and regional scale in different areas of interstate cooperation. Thus, it is possible to make assumptions about the aggravation of effective functioning of the international security system, ensuring the stability and peace in interstate cooperation due to various mechanisms of bilateral and multilateral cooperation. Hence, it can be argued that security international organizations remains one of the effective mechanisms of the international security system and are mechanisms of collective activity. The analysis of the activity of organizations testifies to the urgency of the issue of adaptation to new challenges and threats and the need to develop effective mechanisms for reforming the activities of such institutions to the modern system of interstate cooperation in the security sphere. The current state of development of international cooperation in general and international institutions of multilateral cooperation shows inconsistency with the existing international order. Recent trends in geopolitical confrontation in the international stage, attempts to restore hegemony through regional confrontation and global rivalry have led to an inconsistency in the structure and mechanisms of reconciling the interests and sovereign rights of states in the international arena. Thus, the growing threat to world peace necessitates further scientific analysis of ways to resolve conflicts and the need to reform approaches to the activities and functioning of international organizations and international regimes in accordance with the new order. At the same time, the issue of reforming international organizations, both structurally and in essence, remains an important element of development and rethinking for international political science. ; Діяльність інститутів багатостороннього співробітництва у безпековій сфері є доволі актуальним питанням сучасних міжнародних відносин з огляду на стрімкі зміни у розвитку як двостороннього, так і багатостороннього співробітництва між державами. Зміна пріоритетів та завдань формують як нову якість міждержавного співробітництва, так і появу «нових» геополітичних устремлінь держав на міжнародній арені. Питання реформування та адаптації міжнародних організацій стає одним з важливих для збереження присутності міжнародних організацій як інституцій та механізму регулювання режимів співпраці. Сьогодні система міжнародних відносин як складна багатокомпонентна макросистема переживає кардинальні зміни з огляду на наростання як регіонального протистояння, так і регіонального суперництва, підвищення рівня конфліктогенності як на регіональному, так на глобальному рівні, наростанню проблем як глобального, так і регіонального масштабу в різних сферах міждержавного співробітництва. Відтак, можна висловити припущення про загострення (актуалізацію) питання ефективного функціонування міжнародної системи безпеки, покликаної гарантувати стабільність та мирний характер міждержавного співробітництва із застосуванням різних механізмів як двостороннього, так і багатостороннього співробітництва. Звідси можна стверджувати, що одним з дієвих механізмів системи міжнародної безпеки як механізм колективної дії залишаються міжнародні організації, котрі працюють у сфері безпеки. Аналіз діяльності організацій засвідчує актуальність питання адаптації організацій до нових викликів та загроз, а також необхідність розробки дієвих механізмів реформування діяльності таких інституцій до сучасної системи міждержавного співробітництва у безпековій сфері. Сучасний стан розвитку міжнародної співробітництва загалом та міжнародних інституцій багатостороннього співробітництва засвідчує невідповідність існуючому міжнародному порядку. Новітні тенденції геополітичного протистояння на міжнародній арені, спроба відновлення гегемонії через регіональне протистояння та глобальне суперництво спричинило створення ситуації невідповідності структури та механізмів узгодження інтересів та суверенних прав держав на міжнародній арені. Відтак, наростаюча загроза миру у світі зумовлює необхідність подальшого глибокого аналізу шляхів врегулювання протиріч та необхідність адаптації (реформування) як підходів до діяльності, так і функціонування міжнародних організацій та міжнародних режимів у відповідності з новими умовами. Водночас питання реформування міжнародних організацій як структурно, так і по суті, залишається важливим елементом розробки та переосмислення для міжнародно-політичної науки.

The modern world can be characterized primarily by the fact that at the beginning of 2014 the international security system, based on a certain balance of power, adherence to the principles of international law and human rights, was challenged. Annexation of the Crimean Peninsula by Moscow Federation is considered as a factor that destabilized the international environment, starting the era of uncertainty. This article raises the issue of international security environment changes, researches the approaches to international security concept understanding in the context of modern international transformations and confrontations. This new period is often described as a resumption of confrontation similar to the times of Cold War, but with a tendency to intensify inter-state conflicts, as a result of changes in the international system. Understanding of international security and outlining of approaches to its provision is changing in regards to the latest challenges posed by modern realities: the activation of new actors, the inability of the international system of containment and counterbalance, and the inability to stop the aggressor with existing instruments of international law. Taking this into account, the author points on the role and place of the hybrid war (hybrid aggression) in the process of activation of transformations and change of the international security environment. It is illustrated by Moscow hybrid war against Ukraine, which is seen as a way to change geopolitical situation in the world. The article also introduces the concept of «hybrid security» as a definition of a special status of international security. Новий період багато вчених окреслюють як відновлення протистояння, подібного до часів холодної війни, але з тенденцією до активізації міждержавних конфліктів унаслідок змін міжнародної системи. Розуміння міжнародної безпеки і визначення підходів до її забезпечення змінюється з огляду на новітні виклики, які позиціонують сучасні реалії: активізація нових акторів, недієздатність міжнародної системи стримування та противаг, нездатність зупинити агресора наявними інструментами міжнародного права. Враховуючи це, розглянуто роль та місце гібридної війни (гібридної агресії) у процесі активізації трансформацій і зміни міжнародного середовища безпеки, на прикладі гібридної війни, яку Російська Федерація веде проти України, оскільки її розглядають як спосіб змінити геополітичну ситуацію у світі. The article deals with the activities of informational agencies in the media providing the international state activity according to the fact that current major world informational agencies play a major, and to some respect an exclusive role in the functioning of global information and communication flows. On the example of the Ukrainian National Information Agency «Ukrinform» functioning study there were achieved the main purposes of the research: to prove the role of a system-called news agency in an objective and attractive representation of Ukraine in the world, such as spreading the news and forming a positive international image of Ukraine. Applied research methods such as analysis, synthesis, comparison, analogy, classification, monitoring, and document analysis. The main conclusions are the recognition of the news agencies activity to be of great importance and powerful, but currently been not a sufficiently involved resource for promoting and protecting the national interests and democratic changes in our country, positioning Ukraine on the world information map as an independent and pro-European country.

The protection of intellectual property was crucial for stimulating innovation even before the word coronavirus became widespread. Without the protection of the ideas of the enterprise and the individual, scientists and inventors would not be able to take full advantage of their inventions and would focus less on research and development. Likewise, if artists do not receive full remuneration for their artwork, cultural viability suffers as a result. Several studies have shown that most US small businesses are unaware that their US patent or trademark does not protect them in other countries. If such a company is a real or potential exporter, it may find that foreign manufacturers have copied products, packaging, and business plans, even though the company has never done business abroad. Foreign forgers can easily steal product images, brochures and logos from a website and register these materials as their own inventions in their home country if the company has not registered them in the inventor's home country. For this reason, various national governments have begun to take practical steps to monitor intellectual property policies. The objective of this paper is to briefly describe the problems in the political dimension of the industry.

The subject of research is the conflict model of the international trade and economic policy of the state in the conditions of hybrid economic wars. The аim of the article is to review (demonstrate) the developed conflict model of trade policy, and the choice of options for strategic behavior of states in international trade conflicts in the context of global economic and hybrid wars. Research methodology – the method of modeling and game theory is used to develop a conflict model of state trade policy; method of analysis of options for strategic behavior of the state and its trade and economic policy. Results of research. The model of the conflict and formation of strategies of trade policy which explains internal logic of development of strategic behavior and development of trade policy is offered; the variants of the strategic trade policy of the state in the conditions of hybrid economic wars are defined and analyzed. Application of results – economic sector: management of the national economy, international trade, international economic relations. The results of the study will allow to develop recommendations for the development and definition of a national strategy for trade and economic policy in the context of hybrid economic wars. The global perspective of increasing the number of trade and economic wars between developed countries makes it important to develop its own strategy of trade and economic policy. Conclusions. Modern economic wars are becoming a major feature of international relations. Information technology has become an integral part of modern society and undoubtedly makes life easier for companies, public authorities and ordinary citizens. As the scientific and information breakthrough develops rapidly in many areas (commercial, private, educational, etc.), many legitimate legal issues related to the use of cloud technologies are increasingly emerging. The purpose of the article is to reveal the essence of international agreements in the field of cloud technology. This topic is considered from the point of view of private international law, as the relations arising from the use of cloud technologies, as a rule, have an international private law character due to the different nationalities of the parties. The authors analyze the provisions of Ukrainian and foreign legislation, determine international legal standards in the field of cloud technology, and analyze "agreements on the use" of well-known global brands such as Apple, Google, Microsoft and more. This scientific article focuses on the concept and types of international agreements using cloud services, as well as related issues: the parties to the agreement, place, time of its conclusion, the law applicable to such legal relations and more. Such agreements do not have a universal legal definition, so different international organizations and companies use their own definitions. There are several standards in the world in this area, both international and regional. On the one hand, it helps to improve and perfect this area, on the other hand - there is a saturation of relations in the field of "cloud" technologies with various documents and standards. In the article are considered the origin of marriage diplomacy, which began from Kievan Rus', when international agreements and unions refreshed by dynastic copulas. Interdynastic marriages of Rus dukes were the prime examples of political and cultural orientation of Kievan Rus' of that epoch. Attention is paid to the changes of character of marriage diplomacy in the middle ages of Polish Crow, activity of which was determined by interests of military-landowning magnates. Therefore it was mainly headed for the settlement of disputes between the separate landowners, who on the whole defended the right to conduct «private wars», in the period between which conducted «private marriage negotiations». The important attribute of interdynastic marriage diplomacy were nobility coats of arms. Міждинастійні шлюби руських князів – яскравий приклад політичної та культурної орієнтації Київської Русі. Акцентовано увагу на зміні характеру шлюбної дипломатії у середньовічній Короні Польській, діяльність якої визначали інтереси військово-землевласницьких магнатів. Тому шлюбна дипломатія, переважно, була спрямована на врегулювання суперечок між окремими землевласниками, які загалом обстоювали своє право на «приватні війни», в період між якими вели «приватні шлюбні переговори». Важливим атрибутом міжродової шлюбної дипломатії були шляхетські герби. The qualification (bachelor's thesis) paper explores the problem of security measurement of migration processes in modern international relations. The author analyzes the theoretical aspects of studying the issue of migration and its impact on international relations. Particular attention is paid to the issue of securitization of migration processes and the peculiarities of this process in different regions of the world (on the example of the European Union and Asia) and the factor of the coronavirus pandemic COVID-19. ; У кваліфікаційній (бакалаврській роботі) досліджено проблему безпековий вимір міграційних процесів в сучасних міжнародних відносинах. В роботі автором проаналізовано теоретичні аспекти вивчення проблематики міграції та її впливу на міжнародні відносини. Особливу увагу приділено питанню сек'юритизації міграційних процесів та особливостям даного процесу в різних регіонах світу (на прикладі Європейського Союзу та Азії) та чиннику пандемії коронавірусу COVID-19.

Здійснено спробу оспорити вагомий вплив глобалізації на функціонування держави у внутрішній і зовнішній площині та на проблему втрати державою суверенітету.Дослідження беззаперечного проте неоднозначного процесу глобалізації дало змогу віднайти на практиці велику кількість аргументів, які дають змогу зробити висновок, що в сценарії майбутнього розвитку головні ролі, як і раніше, належатимуть сильним державам, їхнім національним інтересам, могутність яких тільки зросте завдяки економічній інтеграції. Роль національних урядів не зменшується, а видозмінюється у відповідності до викликів глобалізації, пов'язані, насамперед, із намаганням приватного капіталу регулювати і транснаціональну діяльність, державну владу, і міжнародні організації. В майбутньому для світової політики держав буде характерною боротьба (протистояння) двох діаметрально протилежних тенденцій – укріплення суверенітету, з одного боку, і його розмивання чи обмеження з іншого. Причому ці тенденції часто будуть імпломентуватися в політику ряду держав, які переслідують стратегічні цілі (укріплення власного суверенітету в XXI столітті буде супроводжуватись або відбуватись за рахунок обмеження суверенітету інших). Це однак не оспорює тезу, що держава, як і раніше, залишиться основним учасником міжнародних відносин, а суверенітет – їх атрибутивною ознакою та принципом побудови системи міжнародних відносин. ; The author attempted to challenge the sufficient influence of globalization on functioning of the state in internal and foreign sphere and on the matter of loss of state sovereignty.The research of the undisputable but still ambiguous globalization process enabled finding a lot of practical arguments allowing for the conclusion that the in the scenario of future development there will be starring the powerful states and their national interests and their power will only grow due to the economic integration. The role of the national governments does not lessen; it just alters according to the globalization challenges connected first of all with attempts of the private capital to regulate the transnational activity, state authority and international organizations. Future world policy will be featured by struggle (antagonism) of two opposite trends; strengthening of the sovereignty, on the one hand, and its erosion or restrictions on the other. Moreover, these trends will be often implemented into politics of number of states pursueing strategic goals (in XXI century strengthening of the own sovereignty will be performed or will be accompanied by limiting the sovereignty of others). However, this does not contradict to the idea that the state still remains principal participant of the international relations and that the sovereignty remains its attributive feature and a basic principle for constructing the international relations. ; Здійснено спробу оспорити вагомий вплив глобалізації на функціонування держави у внутрішній і зовнішній площині та на проблему втрати державою суверенітету.Дослідження беззаперечного проте неоднозначного процесу глобалізації дало змогу віднайти на практиці велику кількість аргументів, які дають змогу зробити висновок, що в сценарії майбутнього розвитку головні ролі, як і раніше, належатимуть сильним державам, їхнім національним інтересам, могутність яких тільки зросте завдяки економічній інтеграції. Роль національних урядів не зменшується, а видозмінюється у відповідності до викликів глобалізації, пов'язані, насамперед, із намаганням приватного капіталу регулювати і транснаціональну діяльність, державну владу, і міжнародні організації. В майбутньому для світової політики держав буде характерною боротьба (протистояння) двох діаметрально протилежних тенденцій – укріплення суверенітету, з одного боку, і його розмивання чи обмеження з іншого. Причому ці тенденції часто будуть імпломентуватися в політику ряду держав, які переслідують стратегічні цілі (укріплення власного суверенітету в XXI столітті буде супроводжуватись або відбуватись за рахунок обмеження суверенітету інших). Це однак не оспорює тезу, що держава, як і раніше, залишиться основним учасником міжнародних відносин, а суверенітет – їх атрибутивною ознакою та принципом побудови системи міжнародних відносин.

The course "Money and Credit" is the selective course for the students' preparation of the specialty "Entrepreneurship, trade and exchange activities" in the field of knowledge 07 "Management and Administration" 292 "International Economic Relations (International Business)" in the field of knowledge 29 "International Relations" of full-time and part-time forms of education, and is taught in accordance with the curriculum for the training of students for the educational level "Bachelor". The curriculum prepares the foundation for the study of other key economic course. The program of selective academic course "Money and credit" is compiled in accordance with the educational-professional program "Entrepreneurship, trade and exchange activities" bachelor's level (First cycle). The study of the course "Money and Credit" is based on the knowledge obtained from such course as "Introduction to the specialty", "Political Economy", "Microeconomics", "Statistics", and the acquired knowledge will be used in further studies of such course: "Macroeconomics", "Finance", "Finance of Enterprises". Requirements for knowledge and skills are determined by sectoral standards of higher education of Ukraine
