The aim of this study is to identify problems and identify options to improve current approaches to securing financial resources of innovation activities of enterprises. The study used the methods of systematic and comparative analysis. According to the results of the study proposed a scheme of funding sources and forms of innovation in enterprises. The novelty of the scheme is presented in a comprehensive approach, which shows the sources of funding for innovation activities by type of property ownership levels, relative to the property, as well as forms of financing innovative enterprises. In addition, on the basis of the study authors proposed an algorithm of financing innovative enterprises, based on debt issuance. The developed algorithm allows the use of innovative financing in the process of the most important sources of funds from various fields and thus solve the problem of resource support for innovation. The novelty of this algorithm is a sequential process involving the investment of various categories of potential investors for the financing of innovative companies in the Russian Federation. Currently, in Russia is actively used the scheme of cooperation between the authorities and business in the implementation of major socio-economic projects. The article analyses the implementation of some major socio-economic projects using the mechanisms of public-private partnership, the share and degree of participation of private investors and the state, as well as the financial side of concessions. It has concluded that it is necessary to use public-private partnership tools for sustainable growth of the Russian economy, which will provide the state with the opportunity to influence key decisions and control the execution of the state order, Federal target programs, export contracts and the social situation in the country. ; В России активно применяется схема сотрудничества властей с бизнесом при реализации важнейших социально-экономических проектов. В статье проанализированы реализация некоторых крупных социально-экономических проектов с использованием механизмов государственно-частного партнерства, доля и степень участия частных инвесторов и государства, а также финансовая сторона концессий. Innovation infrastructure entities (IIEs) have become a new social institution which regulates relations between all stakeholders involved in the technology R&D and introduction process and decrease transaction costs on information dissemination and decision-making. While making IIE efficiency evaluation it is necessary to take into account the following: from one side, an influence of the given entity on the activity of scientific and educational institutions, innovative enterprises, investors, and, from the other side, IIE is to be considered as an institution that influences on social and economic and political processes in the country and correspondingly is subjected to reverse influence of some institutions and economic system as a whole. ; Субъекты инновационной инфраструктуры становятся новым социальным институтом, регулирующим взаимоотношения между всеми участниками процесса создания и внедрения технологий и снижающим издержки по прохождению информации и принятию решений. This paper highlights the advantages of geoinformation technologies using in the formation of perspective land plots for construction to increase the investment attractiveness of engineering prepared territories. It discusses the formation of land plots, which were prepared for placement of new enterprises, their legal registration and the necessary infrastructure. It analyzes the approaches to pricing prepared land plots in the market, as well as their demand among investors for major investment projects in the construction sector. The paper describes the characteristics of types of sites for construction, substantiating the creation of a data base for prospective engineering prepared territories.The emphasis is made on the question of working with a large amount of spatial information being analyzed that dictates the use of GIS technologies for increasing efficiency of interaction of interested parties. The article analyzes the structure of the Federal geographic information system, created to provide electronic interaction at the level of the Federal Executive power, local government bodies, legal persons and individuals.Geographic information system (GIS) of this level can provide a comprehensive assessment of the quality of the prepared documents, execution of project agreements of territorial planning and information support for decision for all levels of government in planning of territory development. GIS allow us to operatively evaluate the investment attractiveness of prospective land plots for construction. Рассмотрены вопросы доступа к программам развития отдельных отраслей экономики, документов территориального планирования, программ комплексного развития инфраструктуры, цифровым топографическим картам.Геоинформационные системы такого уровня способны обеспечивать комплексную оценку качества подготовленных документов, выполнение согласований проектов территориального планирования и информационную поддержку принятия решений для всех уровней управления в области планирования развития территорий. Они позволяют оперативно оценивать инвестиционную привлекательность перспективных земельных участков для строительства. Использование технологий организации сбора и предоставления информации об инженерно-подготовленных территориях потенциальным инвесторам повышает инвестиционную привлекательность Российской Федерации в целом.

Mineral resource base of the Republic of Kazakhstan, being as the basis of its economy, plays a special role not only in sustainable development of the country, but also in the formation of successful international relations. The paper substantiates the direction of the mining and metallurgical complex development in the Republic of Kazakhstan towards solving the problem of increasing the country's long-term competitiveness. It was demonstrated that achieving these goals will allow building the potential for consistent and secure participation of the national economy in market interaction with leading global partners on mutually beneficial terms. At the same time, despite forecasted promising geological data, significant excess of the scope of mining work over that of exploration is observed in the Republic of Kazakhstan. It is also shown that the share of investments in geological exploration in the total investments in the mining sector is insignificant. The major part of the funds is invested in mineral extraction activities. In this connection, the paper proposes ways to improve administrative approaches to subsoil management in the Republic of Kazakhstan when granting subsoil use rights, in order to eliminate barriers for investors. The proposed improvements for the state subsoil management can have positive effect: investment growth due to improving the administrative approaches in the Republic's state subsoil management, ensuring transparency of information, supporting new standards, a simplified procedure for obtaining subsoil use rights (licensing); reducing corruption in the field of geology and subsoil use and reducing labor costs for the implementation of state functions through the creation of a modern geological infrastructure and the use of innovative opportunities in the implementation of supervisory functions by the competent authorities; ensuring fair returns for the government from taxes, as well as obtaining fair returns by investors. ; Минерально-сырьевая база Республики Казахстан – как основа ее экономики − играет особую роль не только в стабильном развитии страны, но и в формировании успешных международных отношений. В работе обоснована направленность развития горно-металлургического комплекса Республики Казахстан на решение задачи повышения конкурентоспособности страны в стратегической перспективе. Показано, что достижение этих целей позволит сформировать потенциал для последовательного и гарантированного взаимодействия с ведущими странами мира на выгодных для республики условиях. При этом, несмотря на прогнозируемые перспективные геологические данные, в Республике Казахстан в настоящее время зафиксировано значительное превышение добычных работ над разведочными. Показано также, что доля инвестиций в геологоразведку от общего объема инвестиций в горнорудный сектор – незначительная, основная часть инвестируется в добычу полезных ископаемых. В связи с этим в работе предложены пути совершенствования административных подходов к управлению недрами Республики Казахстан при предоставлении права недропользования с целью исключения барьеров для инвесторов. Предлагаемые изменения по совершенствованию государственного управления недрами могут дать положительный эффект: рост инвестиций за счет совершенствования административных подходов государственного управления недрами республики, обеспечения прозрачности информации, поддержки новых стандартов, упрощенного способа получения прав на недропользование; снижение коррупциогенности в сфере геологии и недропользования и сокращение трудозатрат на реализацию государственных функций за счет создания современной геологической инфраструктуры и применения инновационных возможностей при реализации контрольных функций компетентных органов; обеспечение справедливой доходности для государства от поступающих налогов, а также получение инвесторами справедливой прибыли.
The study aims to analyze key aspects of the new emerging investment policy, which sets the priority for private investment protection and promotion. The relevance of the study is due to the search for new, nonbudget, funding sources for implementing large-scale national tasks and large infrastructure projects. Attracting private capital within changing global investment becomes an important task for national governments, and therefore requires a departure from investment protectionism to investment protection and promotion. Due to the methods of theoretical (analysis, synthesis, generalization, historical method) and empirical (comparison, measurement) research, the authors managed to reveal the main economic determinants and components of the national investment climate that contribute to attracting foreign capital; to systematize the key measures of investment policy; to identify trends in the dynamics of global flows of foreign direct investment. As a result, the authors established key principles and criteria for the new investment policy of sustainable development, as well as identified contemporary models of the new investment policy. These include a model for stimulating the development of individual priority economic activities; a model for improving the technological level of national industries; a model for creating new integrated meta-industries. The authors focus on reforming the investment regime in the Russian Federation. The new legislation provides for the possibility to conclude an investment protection and promotion agreement with private investors based on "a stabilization clause". Thus, investors implementing large-scale investment projects will be subject to new rules that will establish the conditions at the time of the agreement, in particular, tax and customs policies. According to the authors, such agreements will improve the quality of the investment climate in the Russian Federation. ; Цель исследования состоит в анализе ключевых аспектов формирующейся новой инвестиционной политики, которая своей приоритетной задачей ставит защиту и поощрение частных инвестиций. Актуальность исследования обусловлена поиском новых, исключая бюджетные, источников финансирования реализации масштабных национальных задач и крупных инфраструктурных проектов. Привлечение частного капитала в условиях изменения глобального инвестиционного ландшафта становится важной задачей национальных правительств, в связи с чем необходим отход от инвестиционного протекционизма в сторону защиты и поощрения капиталовложений. Использование методов теоретического (анализ, синтез, обобщение, исторический метод) и эмпирического (сравнение, измерение) исследования позволило авторам раскрыть основные экономические детерминанты и составляющие национального инвестиционного климата, способствующие привлечению иностранного капитала; систематизировать основные меры инвестиционной политики; выявить тенденции в динамике глобальных потоков прямых иностранных инвестиций. В результате авторы установили ключевые принципы, критерии построения новой инвестиционной политики в целях устойчивого развития, а также выделили современные модели новой инвестиционной политики. К ним относятся: модель стимулирования развития отдельных приоритетных видов экономической деятельности; модель повышения технологического уровня отраслей национальной промышленности; модель создания новых комплексных метаотраслей. Акцент сделан на реформировании инвестиционного режима в Российской Федерации. Новое законодательство предусматривает возможность заключения соглашения с частными инвесторами о защите и поощрении капиталовложений, в основе которого лежит «стабилизационная оговорка». Таким образом, на инвесторов, реализующих крупные инвестиционные проекты, будут распространяться новые правила, которые позволят зафиксировать действующие на момент заключения соглашения условия, в частности, налоговой и таможенной политики. Заключение подобного рода соглашений поможет, по мнению авторов, повысить качество инвестиционного климата в Российской Федерации.

Последнее явление не представляется чем-то из ряда вон выходящим в мировой практике. Важным аспектом данной проблемы является транспарентность, ясность и независимость норм, регламентирующих эту практику. Еще одним моментом, значимость которого существенно возросла в последние годы, является защита прав интеллектуальной собственности. Для Беларуси, стремящейся выйти на инновационный путь развития, данная тематика должна стать особенно актуальной. Развитие высоких технологий требует привлечения в этот сектор значительных инвестиционных ресурсов. Рассчитывать на иностранное участие означает соответствовать международным стандартам в сфере защиты прав интеллектуальной собственности. При этом речь идет не только о наличии соответствующего национального законодательства, но и о решимости государства, а также готовности правоохранительных органов осуществлять четкие и компетентные действия по контролю и борьбе нарушениями в данной области. = Obviously, the prerequisite of a state's success as an object for foreign investing lies in its attitude to property issues. This institution guarantees to a certain extent the investor's rights in the host country markets. The property risks, unacceptable to the Western standards, hinder attracting potential foreign investors. On the other hand, the state, especially during the transition period, develops by a hit-and-miss strategy and so strives to balance the extension of the investors' property rights in accordance with its national interest. The world experience, primarily, that of the Central and Eastern Europe in shaping the property institute shows that it is impossible to achieve competitiveness in the international capital market without fixing property rights in legislation. Here, it is necessary to take into consideration not only the issues of establishing and guarantees of the property rights but also a civilized approach to nationalization. The latter is nothing out of the ordinary in world practice. The important aspects of this problem are transparency, clarity and independence of the norms regulating this practice. Another moment, whose significance has grown lately, is the intellectual property rights protection. This topic is bound to become important for Belarus who is aiming to follow the innovation route of development. High technologies development requires attracting ample investment resources to this sector. Relying on foreign participation would entail correspondence to international standards in intellectual property rights protection. This means not only the adoption of the corresponding legislation but also the law-enforcement bodies' readiness to act clearly and competently to control and combat breaches of law in this area.
The Government of Japan has recently been paying much attention to attracting tourists and investors to regional cultural communities in the country and to creating in some regions big museum and cultural centers unifying thematically close objects and fostering preservation of local cultural heritage. However, in some regions where formation of such complexes seems to be logical due to historical, cultural, and economic reasons, cultural clusterization doesn't occur, or proceeds much more slowly than could be expected. This article analyzes the region of Nagasaki prefecture considered to be the stronghold of Christian culture in Japan, where, despite all suppositions, formation of a wholesome cultural complex has started just recently, and discusses probable reasons of this delay. ; Правительство Японии в последнее время уделяет много внимания привлечению туристов и инвесторов к региональным культурным особенностям страны и созданию в определенных районах крупных музейно-культурных комплексов, которые могли бы охватить тематически схожие объекты и способствовали сохранению местного культурного наследия.
