The article addresses the mechanism to raise the competitiveness and attractiveness of the Russian higher education in the international educational market through the development of educational services exporting. Currently, the Russian universities have made progress in international students engagement. According to date for 2021, there are 310 thousand of international students studying at Russian universities, which is approximately 8% of the total amount of students. These figures have been achieved due to the large national strategic projects implementation in the sphere of higher education internationalization. In 2021, the Government of the Russian Federation set a new goal to increase the number of international students motivated to study at Russian universities by 50 per cent. In the conditions of the COVID-19 pandemic, achieving the target figures is possible with the use of the modern tools for the university brand promotion in the world educational space. ; В статье описывается механизм повышения конкурентоспособности и привлекательности российской системы высшего образования на международном рынке через развитие экспорта образовательных услуг. The article presents an analysis of the directions of modern criminal law policy from the standpoint of the theory of criminal law prohibitions. The author of the article considers criminalization as a process and result of the formation of a criminal law prohibition in the criminal law. Using the example of Article 2007 of the Criminal Code of Russian Federation, the application of criminalization criteria in the legislative process is investigated. Special attention is paid to the issue of the concept of criminal law, its connection with the process of legalization of criminal law prohibitions. The position is substantiated that the increase in the number of criminal law prohibitions does not have positive socially significant consequences. The author of the article comes to the conclusion that the use of the criminal law resource should correspond to the modern picture of the social world, as well as correspond to basic human values, the main of which is justice. Otherwise, the tasks assigned to the criminal law will not be solved. ; В статье представлен анализ направлений современной уголовно-правовой политики с позиции теории уголовно-правовых запретов. Автор статьи рассматривает криминализацию как процесс и результат формирования уголовно-правового запрета в уголовном законе. На примере ст. 2007 УК РФ исследуется применение критериев криминализации в законотворческом процессе. Особое внимание уделено вопросу о концепции уголовного закона, ее связи с процессом легализации уголовно-правовых запретов. Обосновано положение, что рост числа уголовно-правовых запретов не имеет положительных социально значимых последствий. Автор статьи приходит к выводу, что использование ресурса уголовного закона должно соотноситься с современной картиной социального мира, а также соответствовать базовым человеческим ценностям, основной из которых является справедливость. В противном случае задачи, возлагаемые на уголовный закон, решены не будут.

L'accompagnement entrepreneurial est un processus qui s'articule principalement autour de la politique de sélection et la politique de médiation ou bien l'accompagnement dans son sens le plus étroit. La littérature spécialiste du domaine a essayé depuis son éveil de présenter l'essentiel de l'accompagnement en s'intéressant plutôt au processus de médiation et laissant la politique de sélection au soin des praticiens qui ont développé des actes et des logiques de faire très diversifiés. Par ailleurs, les stratégies de sélection peuvent être considérées comme un maillon fort dans tout processus d'accompagnement entrepreneurial. De par leur capacité à repérer les candidats les plus adéquats, elles participent à la mise en place et la concrétisation de cet accompagnement selon les termes de références édicter par les bailleurs de fonds. Entre des politiques strictes et d'autres, plus flexibles, chaque programme d'accompagnement doit être en mesure de présenter un plan de sélection suivant des étapes bien définies. Dans notre travail, nous allons essayer de présenter les particularités d'une politique de sélection ainsi que les différentes facettes de son applicabilité en choisissant comme cadre de travail le programme l'Amélioration du Revenu et l'Inclusion Economique des jeunes adopté par l'Initiative Nationale de Développement Humain. Il s'agit plus particulièrement de développer une grille d'indicateurs qui va orienter notre politique de sélection en empruntant un cheminement expérimental, vu que le programme est pratiquement une nouveauté. Notre problématique réside dans le choix des indicateurs qui obéissent aux finalités du programme sans pour autant condamner les dossiers de candidature qui affichent un potentiel de réussite très faible. Cet article a pour objectif d'analyser empiriquement les répercussions du taux de change sur l'inflation au Maroc. La recherche de compétitivité de l'économie au niveau international et le maintien de la stabilité financière sont des axes prioritaires des pays en voie de développement. En effet, la variable taux de change est devenue une des controverses des politiques monétaires. Cette variable prise en compte dans la détermination du niveau de l'inflation. Cela nous amène à traiter la notion de l'ERPT "Exchange-rate pass through" comme un indicateur de la réactivité des prix internationaux aux changements des taux de change.‎ En utilisant des données couvrant la période 1980-2019 analysée à l'aide du modèle ARDL, les estimations ont montré que le taux de change exerce un effet significatif négatif sur l'inflation au Maroc.‎ Ainsi, l'exchange-rate pass through ‎ apparaît toujours comme une variable importante de l'inflation sur le long terme. ; The objective of this paper is to empirically analyze the impact of the exchange rate of inflation in Morocco. Cadre de la recherche : La prévention précoce prédictive des troubles de comportement et d'apprentissage oriente progressivement depuis plus de 20 ans des politiques sociales et éducatives en petite enfance au Québec. Un exemple frappant est le récent programme, Agir tôt, dont l'existence est justifiée par les résultats de l'Enquête québécoise sur le développement des enfants de maternelle (EQDEM) qui utilise l'Instrument de mesure du développement de la petite enfance (IMDPE). Objectif : Cet article se veut une invitation au débat en interrogeant les soubassements normatifs de ces programmes gouvernementaux. Méthodologie : Notre démarche scientifique repose sur une posture épistémologique critique et utilise une méthodologie inductive qui s'inscrit dans un courant critique de la recherche qualitative. À partir des textes décrivant l'IMDPE et le programme Agir tôt, nous avons interrogé les concepts et les valeurs idéologiques mobilisés pour orienter a) la compréhension du développement de l'enfant et de ses difficultés et b) la finalité visée par ces intentions programmatiques et politiques. Résultats : Notre analyse a révélé des biais théoriques et méthodologiques et a identifié une normativité spécifique sous-jacente à ces pratiques préventives controversées, dont le choix d'interpréter les faits à partir d'une biologie des comportements. Conclusions : Ce programme s'inscrit en droite ligne avec la rationalité biomédicale de la prévention précoce prédictive en considérant comme des vérités absolues, d'une part des hypothèses sur le développement du cerveau, et d'autre part une interprétation béhavioriste de la normalité. Contribution : Notre recherche démontre que ces biais sont largement ignorés non seulement par les parents, mais par les gestionnaires et les professionnels de la petite enfance. Sachant que l'espace social devient non seulement le lieu de leur observation et d'action, mais également celui de leur réflexion sur l'action, il demeure important de s'arrêter sur cette double identité des chercheurs à la fois scientifiques et observateurs de la société. Comment ces derniers arrivent-ils à arbitrer entre leur pouvoir scientifique établi dans l'éthique de leur fonction et leur pouvoir intellectuel qui ne répond qu'à l'exigence de leur conscience et leur conviction? Ce texte propose une réflexion théorique sur la question en explorant quelques enjeux à la fois éthiques et déontologiques qui peuvent y être associés. The article offers a new look at the poem by N. Nekrasov "To whom in Russia to live well" and in particular at the philosophy of national drunkenness in the chapter "Drunken night". The paper shows that the initially accepted by Nekrasov installation on the nationality of the poem encountered a tendentiousness of the idea: Nekrasov's own beliefs as a person were pushed by the general democratic ideas professed by Nekrasov as a poet. If Nekrasov admitted to friends that the only happy person in Russia can be drunker, then in the poem — "the epic of peasant life" — the personal idea was pushed by public concern for the drinking people, the workers, the social sufferers. The separation of the two conflicting poles of the problem of drunkenness ("to drink or not to drink?") is supplemented in Nekrasov's poem by the third term — the motive of drunkenness as epic heroism (bogatyrstvo), in which the essence of Russian epic heroism consists in the ability to drink excessively more than others. ; У статті пропонується новий погляд на поему М.О. Un cadre théorique de soutien et une boite à outil pédagogique ont été développés dans le cadre du projet BMC-EU (Compétences motrices de base en Europe). Ces documents ont été conçus en tenant compte du concept des compétences motrices de base ainsi que des données collectées dans la phase expérimentale (phase 1) du projet. Ils correspondent à l'étape de production intellectuelle n°3. Le cette boîte à outils s'applique principalement dans le cadre des cours d'éducation physique et offre une approche pédagogique permettant d'initier des adaptations de méthode et de contenu pertinentes dans le contexte d'enseignement de l'éducation physique à l'école primaire. Dans la première partie du document, il est expliqué comment passer du diagnostic des compétences motrices de base des élèves, de l'identification de leurs forces et faiblesses à une intervention concrètes et adaptée. Des supports documentaires sous la forme d'une boîte à outils de soutien pédagogique ont été développés dans le respect du cadre théorique de base. Ces supports ont été développés afin d'être facilement être mis en œuvre dans des situations éducatives concrètes visant à soutenir les élèves présentant des faiblesses au niveau de certaines compétences motrices de base. The article deals with the U.S. President Roosevelt's mediation missions that made a significant contribution to the settlement of the most acute international conflicts of the early XXth century – the Russo-Japanese War and the First Moroccan Crisis. Having offered his assistance to the conflicting parties in search for a mutual compromise, he by skillful maneuvering sought to use the contradictions between the great powers in the interests of own country's increasing influence in world politics. In his "balance of power" theory America played an important role in international relations: engaging in an active struggle for a more favorable alignment of forces, she should prevent the domination of someone's interests in a particular region based. By assuming the role of a mediator, Roosevelt was able not only to bring the U.S.A. to a great powers circle, but also to achieve "opening doors" for American capital based on the most-favored-nation treatment. ; В статье рассматривается посредническая миссия президента США Т. Рузвельта, внесшая существенный вклад в урегулировании наиболее острых международных конфликтов начала ХХ в. – русско-японской войне и первого марокканского кризиса. Предложив свое содействие конфликтующим сторонам в поисках взаимного компромисса, он стремился путем умелого маневрирования использовать противоречия между великими державами в интересах возросшего влияния собственной страны на мировую политику. В сформулированной им теории «баланса сил» существенное место в международных отношениях отводилось Америке: активно включившись в борьбу за более благоприятный расклад сил, она должна была не допустить господства чьих-либо интересов в том или ином регионе. Pour le politologue adepte des méthodes qualitatives, la mise en place des dispositifs de collecte de données se révèle généralement statique, figée dans un lieu et une temporalité précises. La personne interviewée de manière semi-directive ou non directive, individuellement ou collectivement, fait face à son facilitateur dans un lieu prompt à la discussion ou au débat. Elle a accepté de se prêter au jeu des questions/réponses, selon le protocole préalablement établi, pendant une ou plusieurs heures. Loin des réalités éphémères, chaotiques, complexes, multiples que le chercheur vise à analyser et étudier, cette approche tend également à figer spatiotemporellement un phénomène social (Buscher, Urry, Witchger 2009). Il s'interroge : comment rendre compte de réalités sociales mouvantes ? Avec quelles méthodes et pour quels avantages et quelles limites? Pour ce faire, plus que d'inventer de nouvelles méthodes, ce papier s'intéresse théoriquement au courant « mobile method » largement transdisciplinaire qui s'inspire des expériences méthodologiques issus de la géographie, de l'urbanisme, d'anthropologie, de l'ethnographie et des science and technology studies. Nous émettons l'hypothèse que ce courant méthodologique peut offrir de nouvelles directions aux méthodologies mobilisées en sciences politiques, dans l'analyse de l'action publique et de ses modalités, en intégrant de nouvelles dimensions sous-étudiées jusqu'alors. Empiriquement, nous reviendrons de manière critique (voir Merriman 2014) sur un dispositif méthodologique qualitatif dit « mobile » déployé dans le cadre des politiques d'aménagement du territoire: la marche urbaine exploratoire. Expérimentée à trois reprises en 2015, 2017 et 2019 à Bruxelles et à Liège (Demblon 2017, Lemaire 2015, Parotte 2019) , nous verrons que ces marches proposent une autre forme de connexion au territoire (parfois déroutante pour le chercheur autant que les participants) notamment au travers d'une analyse et d'une évaluation multi-sensorielle de celui-ci.

The Belgian Code of Companies and Associations (CCA) has substantially reformed the law on legal persons. An act of 17 March 2019 made the necessary adjustments to the legislation in order to guarantee that this reform is tax neutral. What repercussions could the CCA have on the current income tax system applicable to non-profit associations (ASBL/VZW)? This is the question at the heart of this article. Firstly, we will talk about the income tax system applicable to non-profit associations before the CCA. Based on the assumption that the taxpayer whose tax position we are seeking to determine (liable for tax on legal persons or corporate tax) is a non-profit association with its tax residence in Belgium, the reasoning to be applied comprises a maximum of three steps: 1. Does the non-profit association engage in an activity or operations of a lucrative nature? 2. If this is the case, does it act mainly or exclusively in a privileged field (Article 181 of the Income Tax Code 1992)? 3. If not, does it confine itself to carrying out authorised operations (Article 182 of the Income Tax Code 1992)? Secondly, we consider how this system is set to develop with the CCA. If the line of reasoning remains as it is, the interpretation that will be given for two categories of authorised operations raises a question. Although lucrative operations are carried out, these will not lead to liability for corporate tax if these operations do not implement industrial or commercial methods or if they are ancillary economic operations. The philosophy of major French thinker Henri Bergson had a massive influence on the development of modernist ideology in Europe by the turn of the last century. His approach of challenging positivist understanding of the notion of 'the West' was overwhelmingly popular among PostOttoman cultural elites starting by the end of the 1910s. It consequently inspired the development of an alternative conservative milieu in the early days of newly-established Kemalist Republic. Not being politically different from ruling ideology, Turkish republican conservatism stood for the liberal idea of modernity while rejecting European ideological rationalism. В статье проведен анализ массива научных публикаций российских исследователей, посвященных общественной дипломатии США на современном этапе. Выделен круг экспертов по рассматриваемой проблематике, проведено изучение их работ с точки зрения определения цели, задач, средств общественной дипломатии США.
