Finland was an autonomous Grand Duchy in the Russian Empire during the years 1808–1917. At this time nationalism as well as other ideologies reached Finland from Europe, which strengthened the willingness to change both in society and on a governmental level. The Fennoman movement, which was a movement focusing both on language and on nationalism, became the core of the Finnish self-perception. The goal was to define Finland as a coherent and separate country in relation to its neighbouring countries. Collecting folk poems and learning to know one's home country became essential. People saw the Kalevala poems as a way to understand and define the Finnish identity and the history of the Finnish people. Especially young people with a background in academia were intrigued by these ideas. University students collected poems all over the Grand Duchy of Finland as well as in the Russian part of Carelia, in Sweden, Norway and in Ingria. Students who collected these folk poems also wrote travelogues about their travels and all this material was handed over to The Finnish Literature Society. These documents are unique and there has not been much research done on them, especially with the focus on how the young academic generation during the age of autonomy defined their home country, their national self-perception, themselves and the commoners living in the rural parts of the country. This book reviews travelogues written by one hundred university students who travelled in the country collecting folk poems during 1836–1917. The book offers insight into how the students described Finland and what it meant to be Finnish. Travelogues can be defined as a sort of hybrid of texts. They consist of a mixture of letters, journals, biographical texts and travel books. Consequently, the image that the students depict of Finland is in this study based upon research perspectives and methods used in textual research, oral history and travel literature. The travelogues written by students previously evoked the interest of researchers who mainly studied certain traits of poem collectors, tradition bearers or poems. However, the travelogues contain plenty of information about the lives of the people who lived in the areas where the poems were collected. The descriptions of Finland in the travelogues do not represent the "real" 19th century Finland, but instead it is a story written and created by university students. The characteristics that are presented in The Land of Hope are based on how the intelligentsia perceived "real" Finnishness as opposed to the uneducated commoners living in the rural parts of the country. The most notable themes in the travelogues are the state and the future of the society and of being Finnish. Another theme is the otherization of those who were uneducated commoners. These themes describe the fears and hopes that university students had about Finland. They also show us that the travelogues were ideological texts about Finland and Finnishness that united the collectors of folk poetry. This book studies the collection of folk poetry in the context of the ideologies during the age of autonomy and it explains what the collection of poems meant and who were involved in it. Furthermore, the book gives an insight into the possibilities to pursue academic studies and it also presents the most essential sources of students' knowledge about Finland at that point of time.
It is generally recognized that in early modern society, the position of the church and clergy was very central. As many historians have stated over the decades, the church and state were closely connected and their power structures and ideologies supported each other. However, when studying the social and public role of the church and clergy, it soon becomes quite clear how pervasive this phenomenon was. The church not only created but also maintained and acted as a part of international, national, and local communities, structures, and cultures that connected people regardless of their social status and gender. The church was a spiritual, administrative, and social institution and experience environment, whose tasks, scope, and meanings changed and intertwined with the development, needs, and requirements of society. In this book, we investigate from different perspectives the motives and different means by which the church and clergy came to play a significant part in early modern society. In this volume, the church is considered both as an administrative institution and as a social space and cultural structure. Hence, we do not focus on the history of theology or doctrinal questions. Instead, we consider the social and public roles and meanings of the church. The church as such is understood in this book as transnational, a strong national and local institution, and also a space and structure. The church had its own institutionalized place in society and its activities and rights were defined by law (Church law 1696, the Law of the Swedish kingdom 1734) and by the decrees given by the Royal Majesty. The church had its own archbishop-led administrative organization under the Royal Majesty and it worked in close cooperation with the Crown administration and county governors. In this volume, we understand the clergy as church servants, a trained and appointed professional group, a separate estate (social class), and also as a wide social network constructed by their families. The approach of this book is social science history. In other words, the book examines the church and the clergy as an integral part of society and the individual communities who lived in the current Finnish territory during the early modern era. The topic is examined on the basis of three conceptual themes reflecting important new areas of research in the study of the social significance of the church and clergy: (1) the clergy and family as part of the community, (2) the church as a jointly built space, and (3) the church as an arena for interaction, knowledge, and politics. We approach this multidimensionality using different research questions, sources, methods, and theoretical approaches. The volume focuses on the 17th to 19th centuries, but many of the church and clergy-related phenomena are much older, and some of them extend to the present, so the articles also move beyond this time frame.

Abstract The research examines the U.S. approach to the independence of the Philippines and its stages at the end of the 1920's and in the early 1930's. The Philippines belonged to the United States from 1898 to 1946. The relationship between the two countries was quite controversial from the very beginning. Many of the different phases and factors resulted in the U.S. Congress passing a law in March 1934, which guaranteed full independence to the Philippines after a ten-year transition period. The birth of the law which led to Philippine independence was a complex political process, with a number of variables influencing the attitudes and the solution. These factors accounting for the formation of the solution changed as time progressed. One of the key variables in terms of the Act of Independence began when the Great Depression began in 1929, which affected especially agricultural producers. As the Philippines was administratively a part of the federal government, in these circles it was seen that only independence could be the solution to close the archipelago outside of the domestic market. In fact, the sugar and coconut imports from the Philippines were not a real competitor to the federal farmers. In addition to the domestic farmers the Cuban sugar producers, who were headed by U.S. investors, felt that Philippine duty-free import was challenging their share of the federal market. They were of the opinion that the independence of the Philippines could guarantee them better market positions in the federal sugar market, and strove to promote the Independence Act as soon as possible. As a result of the worsening unemployment situation Filipino migrant workers started competing for scarce jobs. As a part of the United States Filipinos had free immigration rights. In particular, on the west coast and in the employees' organizations, independence was seen as the easiest way to limit immigration. In addition to the economic cycle other significant factors were the changes in foreign policy, and in particular the rise of Japan as a powerful superpower in the Far East. The federal government and the majority of the Congress represented opposing views of the independence issue. The Congress was able to show strength in this confrontation. The main sources of the material consist of the U.S. government documents, the Congress document collections, foreign relations document collections, memoirs and other documents. ; Tiivistelmä Tutkimuksessa tarkastellaan Yhdysvaltain suhtautumista Filippiinien itsenäistymiseen ja siihen liittyneisiin vaiheisiin 1920 -luvun lopulla ja 1930-luvun alkupuoliskolla. Filippiinit kuuluivat Yhdysvalloille vuosina 1898–1946. Maiden välinen suhde oli hyvin kiistanalainen alusta alkaen. Monien eri vaiheiden ja tekijöiden seurauksena Yhdysvaltain kongressi hyväksyi maaliskuussa 1934 lain, joka takasi Filippiineille täyden itsenäisyyden kymmenen vuoden siirtymäajan jälkeen. Filippiinien itsenäistymiseen johtaneen lain synty oli monimutkainen poliittinen prosessi, jossa oli useita suhtautumiseen ja ratkaisuun vaikuttaneita muuttujia. Näiden tekijöiden osuus ratkaisun muodostumiseen muuttui ajan edetessä. Yksi keskeisimmistä muuttujista itsenäisyyslain suhteen oli vuonna 1929 Yhdysvalloissa alkanut suuri lamakausi, josta kärsivät erityisesti maataloustuottajat. Koska Filippiinit oli hallinnollisesti osa liittovaltiota, näissä piireissä nähtiin, että ainoastaan itsenäisyys voisi saattaa saariston sisämarkkinoiden ulkopuolelle. Filippiineiltä tuotava sokeri ja kookosöljy eivät olleet todelliset kilpailijat liittovaltion viljelijöille. Kotimaan viljelijäväestön lisäksi Kuuban sokerintuotantoon investoineet amerikkalaiset sijoittajapiirit kokivat Filippiinien tullivapaan tuonnin vievän heiltä markkinoita. He katsoivat, että Filippiinien itsenäisyys takaisi paremmat markkina-asemat liittovaltion sokerimarkkinoilla ja pyrkivät edistämään itsenäisyyslain mahdollisimman pikaista säätämistä. Alati pahenevan työttömyyden seurauksen filippiiniläiset siirtotyöläiset kilpailivat hupenevista työpaikoista. Filippiiniläisille oli taattu vapaa maahanmuutto-oikeus. Etenkin länsirannikolla ja työntekijäjärjestöissä saarten itsenäistyminen nähtiin olevan helpoin tie maahanmuuton rajoittamiseen. Taloudellisten suhdanteiden ohella muita merkittäviä tekijöitä olivat muutokset ulkopolitiikassa ja etenkin Japanin nousu voimakkaaksi suurvallaksi Kaukoidässä. Liittovaltion hallinto ja kongressin enemmistö edustivat vastakkaisia näkemyssuuntia itsenäisyyskysymyksessä. Kongressi pystyi osoittamaan voimansa tässä vastakkainasettelussa. Tutkimuksen keskeisin lähdeaineisto koostuu Yhdysvaltain hallinnon asiakirjoista, kongressin asiakirjakokoelmista, ulkoaisainhallinnon asiakirjakokoelmista, muistelmista sekä lähdeteoksista.
Väitöstutkimus analysoi julkisia poliittisia performansseja poliittisena viestintänä. Poliittiset performanssit voidaan ymmärtää julkisissa tiloissa toimeen pantuina 'näytöksinä', joiden tavoitteena on luoda arkisiin rutiineihin yllättäviä katkoksia ja synnyttää uutta toimintatilaa jonkin yhteiskunnallisen ongelman esiin nostamiseksi. Performanssit synnyttävät katkoksia monin tavoin, mutta erityisen leimallista niille on näkyvän, vallalla olevan visuaalisen järjestyksen murtaminen tuomalla siihen erilaisia 'häiritseviä' (disruptive) elementtejä: resistoivia kehoja, valtaa parodioivia kuvia, karnevalistista protestointia, katuteatteria jne. Poliittisten performanssien viestintä perustuu puheen sijaan tai ohella toimijoiden oman kehon ja sen kantamien erilaisten visuaalisten merkkien julkiseen esittämiseen, joskus hyvin äärimmäisellä tavalla, kuten esimerkiksi nälkälakoissa ja polttoitsemurhissa. Väitöskirjassa tällaista viestintätyyliä kutsutaan visuaaliseksi ja esteettiseksi politikoinniksi. Tutkimuksessa analysoidaan useita esimerkkejä performatiivisesta poliittisesta viestinnästä ja kehitetään teoreettisia ideoita sen ominaispiirteiden tulkitsemiseksi. ; In this doctoral thesis I study a phenomenon which I have titled as public political performance. By public political performance I refer to a public event (a 'show', display, demonstration) the purpose of which is to expose in public and challenge those social-political norms, practices, and relations of power which usually remain invisible in the sway of routine political life. I am interested especially in how performance works as a form of non-linguistic, or wider than linguistic, political communication. I theorize and analyze, through several illustrative examples, performances from three perspectives: as corporeal (bodily), visual, and aesthetic communication. In construction of theory I use and partly rework ideas from thinkers such as Jürgen Habermas, Michel Foucault, Hannah Arendt, Maurice Merleau-Ponty, and Jacques Ranciere. The study shows that public political performance is a sensitive, even volatile phenomenon because it often manifestly exposes the fundamentally violent power structure of society – as when, for example, street demonstrations induce strong counter reactions from the police and political authorities – and puts this order under critical public scrutiny. Political authorities do not take such challenges lightly, which is why public performances sometimes instigate serious political controversies. The key theoretical ideas of the study relate to performance as something done and en/acted. On the one hand, performance discloses the nature of politics as a 'doing.' This means in simple terms that, in order to subsist, the political world needs to be done, performed, and 'iterated,' every time anew. The term performative describes this social-constructivist side of politics. That the constitution of the social and political power is based not on any 'natural' ground but on continuous re/iteration of certain ways and routines is often revealed only when it is visibly and noticeably disrupted. This is what political performance typically does. On the other hand, performance signifies a particular kind of public show which resembles but does not equal theatrical shows. Performance is theatrical in being an 'art-like' communicative act, yet it is more surprising and unpredictable compared to regular theatre and, because of this, usually more difficult to approach and interpret. Political performance as a contingent and sometimes oddly appearing public event with a surprise effect brings forth the importance of disruption for politics. It alerts us to situations where the normalized political performatives are being visibly questioned by bringing into public space – 'in your face' – diverse disrupting elements like resisting bodies, parodying images, and carnevalism. The relationship between these two, performatives and performances, creates an edgy and 'chiasmatic' political space from which much of political life gains its driving force. This basic idea and relationship constitute the key starting point for this study's theoretical reflections. Political performance is an important subject for political studies for several reasons. The purely knowledge-based reason is that that in directing attention to the corporeal and visual aspects of politics and political communication, performance brings into view phenomena and conceptual possibilities which are too often ignored by political researchers and theorists. The relevance of performance for the field can also be justified from another perspective, through reference to its political and democratic significance. The discussions and analyses carried out in the study show that there are political circumstances where citizens see public performance as the only available means of participation in political communication, with other channels of communication forbidden or marginalized. There are also situations where citizens create, through setting up a performance, space for public communication and action where it has not existed before. Political performance as a way of contesting existing political realities can therefore have special value for political freedom. Political and democratic theory needs to understand, I shall argue, also that category of political action which performs political freedom rather than asks for it.
Abstract The present study concerns the recruitment of foreign workforce in municipalities and private enterprises which provide local services. We scrutinize in which professions the workforce is required in the future. This research also focuses on ways how the employer can hire the best suitable foreign employees in the organization. As the final step the aim is to develop a model for recruitment of foreign workforce. This topic is currently interesting because of the increase of the share of older population and the decrease of available workforce in Finland in the near future. It is estimated that for example there will be 185 000-210 000 new jobs available in social and health care sectors during 2005-2020. The purpose of this dissertation is to increase the knowledge regarding the recruitment of foreign workforce in the municipality sector. The research was carried out using questionnaires for ten different organizations in Northern Ostrobothnia. These are Pudasjärvi, Kempele, Liminka, Muhos, Hailuoto, Sievi, Lumijoki and Tyrnävä municipalities, Mäntykoti ry in Oulu and the Family home Ojantakanen in Pulkkila. The main research question of this dissertation is: How the recruitment of foreign workforce can be carried out in the municipality sector? The theoretical background of the analysis is based on international human resource management and multicultural literature, knowledge about the quantities of foreigners, and demographic prognosis of population statistics. Methodologically the study is a qualitative study. The research method is content analysis based on research data. The data were collected during 2011-2013 using three questionnaires to municipality and business managers. According to the results of this research the organizations need further information on how to organize the recruitment of foreign workforce the best way. There is need for the recruitment of foreign workforce in the Northern Ostrobotnia, but there are no strategies of how to carry out work-based immigration, or the strategies are inadequate. The personnel and the managers need further education to learn how to meet and orientate foreign employees. ; Tiivistelmä Tutkimus käsittelee ulkomaisen työvoiman rekrytointia kuntiin ja kunnallisia palveluja tuottaviin yksityisiin yrityksiin. Työssä selvitetään, mille aloille työvoimaa tulevaisuudessa tarvitaan ja millä keinoilla työnantaja voi palkata sopivimmat ulkomaiset työntekijät organisaatioonsa. Lisäksi tutkimuksessa on tavoitteena kehittää ulkomaisen työvoiman rekrytointimalli. Aihe on ajankohtainen, sillä väestön ikääntyminen ja työvoiman tarjonnan väheneminen vaikuttavat lähivuosina Suomen työvoiman määrään. On arvioitu, että muun muassa sosiaali- ja terveyssektorilla avautuu 185 000–210 000 työpaikkaa vuosina 2005–2020. Väitöskirjatyön tarkoituksena on lisätä tietoa ulkomaisen työvoiman rekrytoinnista kuntasektorilla. Tutkimusaineisto kerättiin Pohjois-Pohjanmaalta kymmenestä eri organisaatiosta. Nämä ovat Pudasjärven, Kempeleen, Lumijoen, Limingan, Muhoksen, Hailuodon, Tyrnävän ja Sievin kunnat, Oulun Seudun Mäntykoti ry ja Ojantakasen perhekoti Pulkkilassa. Väitöskirjan keskeinen tutkimuskysymys on: Miten ulkomaisen työvoiman rekrytointi voidaan toteuttaa kuntasektorilla? Tutkimuksen teoreettinen tausta perustuu kansainvälisen henkilöstöjohtamisen sekä monikulttuurisuuden kirjallisuuteen ja väestötilastoihin liittyviin demografisiin ennusteisiin. Tutkimusote on laadullinen. Tutkimusmenetelmänä käytettiin aineistolähtöistä sisällönanalyysiä. Tutkimusaineisto kerättiin vuosina 2011–2013 kolmella kunta- ja yritysjohtajille suunnatulla kyselyllä. Tutkimustulosten mukaan organisaatiot tarvitsevat lisätietoa siitä, mikä on paras tapa toteuttaa ulkomaisen työvoiman rekrytointi. Pohjois-Pohjanmaalla on tarvetta ulkomaisen työvoiman rekrytoinnille, mutta suunnitelmia työperäisen maahanmuuton toteuttamiseksi ei ole tai ne ovat puutteellisia. Henkilöstö ja esimiehet tarvitsevat koulutusta ulkomaalaisten työntekijöiden kohtaamiseen ja perehdyttämiseen.
Tutkimuksessa selvitetään, missä määrin työpaikkojen työsuojeluvalvontaa toteutetaan alueellisesti eri tavalla eli toteutuuko valvonta työpaikoilla yhtenäisesti eri puolilla Suomea. Tutkimuksen ennakko-oletuksena on, että merkittävä syy työsuojeluvalvonnan alueelliseen erilaisuuteen on valvonnan organisointi viiden itsenäisen aluehallintoviraston työsuojelun vastuualueen tehtäväksi. Työsuojeluhallintoa ja työsuojeluvalvonnan toteutumisen yhtenäisyyttä työpaikoilla ei ole tutkittu tieteellisesti 2000-luvulla. Tämä tutkimus arvioi työsuojeluhallinnon rakennetta ja valvonnan toteutumista sekä hallinnon että työpaikkojen näkökulmasta. Tutkimus antaa sekä tieteellisesti perusteltuja teoreettisia että hallinnon asiakkaiden näkökulmia työsuojeluhallinnossa käynnissä olevaan valvonnan yhtenäistämiskehitykseen. Tutkimuksen teoreettisena viitekehyksenä on hallinnon evaluaatiotutkimus, joka tarkoittaa hallinnon toimivuuden arviointia käyttäjä- ja asiakasnäkökulmasta. Työsuojeluhallinto toteuttaa työpaikoille kohdistuvaa työsuojeluvalvontaa työsuojelutarkastuksina, jolloin hallinnon asiakkaita ovat työpaikat ja niiden työnantajat ja työntekijät. Pääasiallisena tutkimusaineistona ovat valvontatietojärjestelmä Veran raportit ja niistä tehdyt 27 valvonnan alueellista vertailua sekä henkilöhaastattelut, jotka kohdistuvat 52:een työsuojeluhallinnon, työmarkkinajärjestöjen ja työpaikkojen työsuojeluhenkilöön. Tutkimuksessa on kolme päälukua: työsuojeluhallituksen aika 1973-1993, itsenäisten alueellisten työsuojeluviranomaisten aika vuodesta 1993 lähtien sisältäen työmarkkinajärjestöjen roolin työsuojeluvalvonnassa ja valvonnan alueellinen vertailu. Tutkimusmatkani kohti yhtenäistä työpaikkojen työsuojeluvalvontaa alkoi työsuojeluhallituksesta, joka perustettiin vuonna 1973 osana hyvinvointivaltion rakentamista ja valtiojohtoista suunnitteluoptimismia. Valtiollinen työsuojelu koottiin yhden ministeriön alaisuuteen. Työsuojeluhallituksen aikana oli keskusjohtoinen, ainakin osittain yhtenäinen työsuojeluvalvonta, mutta keskusviraston toiminta ei onnistunut, koska työnantajat vastustivat sitä koko ajan pitäen sen toimintaa konspiratiivisena, vehkeilevänä. Työsuojeluhallitus lakkautettiin vuonna 1993 osana keskusvirastojärjestelmän purkamista 1990-luvun alun taloudellisen laman seurauksena. Valtion harjoittamaa sääntelyä purettiin hallinnon kaikilla sektoreilla, ja hallintoa madallettiin lähemmäksi asiakasta. Valtion merkitystä vähennettiin koko yhteiskunnassa ja hyvinvointivaltiosta tehtiin kilpailuvaltio, jolloin markkinaliberalismi ja New Public Management voimistuivat. Työsuojeluhallituksen lakkautuksessa tehtiin ehkä muutakin politiikkaa; pirstaloimalla valvovaa hallintoa heikennettiin samalla työpaikoille kohdistuvaa keskitettyä valvonnan voimaa. Itsenäisten alueellisten työsuojeluviranomaisten aikana vuodesta 1993 lähtien entisten työsuojelupiirien ja nykyisten aluehallintoviraston työsuojelun vastuualueiden toiminnallinen itsenäisyys korostui. Hallinnon toiminnassa näkyy, ettei työsuojeluvalvonnalla ole yhteistä keskusjohtoa. Sosiaali- ja terveysministeriön työ- ja tasa-arvo-osasto, jonka alaisuuteen työsuojelu keskushallinnossa kuuluu, toteuttaa Kansainvälisen työjärjestön ILO:n (International Labour Organization) sopimusten tulkintaa, että työsuojeluhallinto on riippumaton valvontatehtävää suorittaessaan eikä ministeriö siten puutu valvonnan alueellisiin menettelytapoihin. Tutkimus käsittelee myös työsuojeluhallinnon laajaa yhteistyötä työmarkkinajärjestöjen kanssa. Järjestöt osallistuvat kaikkeen päätöksentekoon, jossa käsitellään hallinnon tavoitteita, painopisteitä, valvontaohjeita ja resursseja. Tutkimuksessa arvioidaan edustuksellisen demokratian näkökulmasta korporatiivisen etujärjestövaikutuksen ja hallinnon suhdetta riippumattoman työsuojeluvalvonnan päätöksenteossa ja toimeenpanossa. Tarkastuskertomuksiin perustuva alueellisen valvonnan vertailu osoittaa, että työsuojeluvalvonta on eriytynyt vastuualueittain. Työpaikkojen kunnossaolo määritellään usein eri tavalla, joten tarkastajien valvoma työturvallisuuden minimitaso ei toteudu yhdenmukaisesti koko maassa. Siten velvoitteita korjata tai poistaa työturvallisuusepäkohtia annetaan eri tavalla ja lopputuloksena on se, ettei työnantajia kohdella tasapuolisesti. Tutkimuksen johtopäätöksenä on, että työsuojeluvalvonta on osa kansallista hallintotoimintaa ja laillisuusvalvontaa, ei alueellista tai paikallista hallintoa. Työsuojelu ei eroa toimialoittain maantieteellisesti, koska eri ammattialojen työ on pääpiirteissään samanlaista koko maassa ja niiden työturvallisuus ei juurikaan eroa maantieteellisesti. Tämän vuoksi myös työsuojeluvalvonnan pitäisi olla yhdenmukaista koko maassa. Suomeen pitäisi perustaa Pohjoismaiden mallin mukainen työsuojelun keskusorganisaatio, joka koordinoisi yhtenäistä laillisuusvalvontaa samalla tavalla kuin Poliisihallitus, Syyttäjälaitos ja uusi Tuomioistuinvirasto koordinoivat toimialojensa laillisuusvalvontaa ja toiminnan menettelytapoja. ; This study examines the extent to which workplace occupational safety and health (OSH) enforcing is carried out differently across the Finnish regions, in other words whether workplace enforcing is uniform across Finland. The presupposition of the study is that an important reason for the regional disparity in labour inspection is the decentralized organization of the inspection to by the five independent divisions of occupational health and safety of the regional state administrative agency. The OSH administration and the uniformity of the implementation of OSH in the workplace have not been scientifically studied in the 21st century. This study assesses the structure and implementation of the OSH administration from the perspective of both the administration and the workplace. The study provides a scientifically justified analysis covering both theoretical and customers' perspectives on OSH management and the ongoing integration of health and safety enforcement. The chosen theoretical approach of the study is the administrative evaluation framework, which means assessing the functionality of administration from the user and customer perspective. The Labour Inspectorate carries out workplace safety inspections in the form of occupational safety inspections, whereby the customers of the administration are the workplaces and their employers and employees. The main research material are OSH inspection database Vera reports and personal interviews carried out with 52 persons in the job protection administration, labour organizations and employment OSH personnel. The study consists of three main empirical chapters: the Labour Protection Board, the Central Office 1973-1993, the independent Regional Labour Inspectorate since 1993, including the role of labour organizations in labour inspection and the regional comparison of labour inspection. Shift towards an integrated job labour inspection started with the Labour Protection Board which was established in 1973 as part of the construction of the welfare state during the era of optimism in state-directed planning State labour protection was brought together under one ministry. The Labour Protection Board the system was center-led, at least regarding uniform occupational health and safety enforcing, but the Board's operations were not successful, mainly because the employers were opposed to it throughout its existence. The Labour Protection Board was abolished in 1993 as part of the dismantling of the central office system that followed the economic recession in the early 1990s. State regulation in all sectors of government was decentralized and administration was brought closer to the customers. The role of the state was diminished in society as a whole and the welfare state became a competitive state, with neoliberalism and New Public Management becoming stronger. Other objectives were also part of the decision to abolish the Labour Protection Board; at the same time, the fragmentation of supervisory authorities weakened the efficiency of workplace control. The era of the independent regional labour inspectorates since 1993 underlines the functional independence of the former OSH Inspectorate and the current division of occupational health and safety of the regional state administrative agency. The operation shows that there is no common central management for labour enforcement. The Department for Work and Gender Equality of the Social and Health Ministry, which is responsible for occupational safety in central administration, interprets International Labour Organization (ILO) conventions as meaning that the labour administration is independent in carrying out its supervisory function. Thus, the Ministry does not interfere with regional control procedures. The study also deals with the extensive co-operation between the labour protection administration and the labour market organizations. Trade unions are involved in all decision-making concerning management objectives, priorities, control guidelines and resources. The study examines the influence of corporatist interest groups and the governance of occupational health and safety enforcing decision-making and implementation from the perspective of representative democracy. A comparison of regional control based on inspection reports shows that OSH control of occupational health and safety has varied between the regional divisions. The condition of workplaces is often defined differently, so the minimum level of occupational safety supervised by inspectors is not uniformly applied throughout the country. Thus, obligations to remedy or eliminate occupational safety deficiencies in workplaces are given different treatment and the result is that employees are not treated equally. The conclusion of the study is that health and safety control should be in the competence of national administration and judicial review, not regional or local administration. Occupational safety and health does not differ geographically by industry, as the work of the various occupations is broadly similar throughout the country and there is little geographical variation in occupational safety. For this reason, labour inspection should also be uniform throughout the country. Finland should set up the Nordic model of a more centralized OSH system, which would coordinate an integrated review of legality in the same way as the National Police Board, the Prosecutor's Office and the Court of Justice co- ordinate the law enforcement and operational procedures of their respective sectors.

Energiamarkkinat ovat vapautuneet ja osana kestävään kehitykseen pyrkimystä ekologinen ajattelu on saanut jalansijaa myös perinteisessä markkinataloudessa, tyyppiesimerkkinä vihreän sähkön käsite ja kierrätys. Ympäristöproblematiikassa on siirrytty megasarjaan, esimerkiksi ilmastokysymyksessä eletään suurten päätösten aikaa. Energia- ja ympäristöteknologian myynnissä myyjältä vaaditaan yhä enemmän osaamista. Tuotteiden käytön pitkäaikaiset ympäristöominaisuudet vaikuttavat ratkaisevasti kaupan syntyyn. Perinteisen kovan teknologian rinnalle tarvitaan uutta innovatiivista pehmoteknologiaa. SIHTI-ohjelma on paneutunut näihin kysymyksiin niin sanotuilla strategisilla selvityksillään. Ympäristönsuojelun ohjaukseen tarvittavaa tietoutta on luotu lukuisissa ympäristövaikutusten arvottamiseen liittyvissä hankkeissa sekä talouden ja ympäristönsuojelun optimia hakevissa selvityksissä. Yritystasolla tehtävää ympäristölaskentaa varten on luotu uusia työkaluja ja menetelmiä ja päästöpörssien monulotteisia vaiktuksia on analysoitu. Poliittisen päätöksenteon tueksi on kehitetty kasvihuonekaasujen kehitystä kuvaavia indikaattoreita ja analysoitu vaihtoehtoisten päästörajoitustekniikoiden kustannuksia ja tehokkuutta. SIHTI-ohjelmassa savukaasujen puhdistustekniikka-alueelle on syntynyt oma vahva tutkimuskokonaisuutensa, jonka ympärille on kehittynyt kansainvälisestikin arvostettuja tutkimusryhmiä. Pienhiukkasten tärkeimpiä päästölähteitä on kartoitettu, koostumuksia ja kokojakaumia mitattu ja erilaisia keinoja vaikuttaa pesureitten ja sähkösuodattimien erotustehokkuuteen tutkittu. Tutkimusryppääseen on kuulunut sekä teoreettisia mallinnuslaskelmia, laboratoriomitan laiteteknistä kehitystyötä että täyden mitan koetoimintaa. Osoituksena onnistuneesta panostuksesta on, että tutkimustuloksia on jo voitu hyödyntää kaupallisesti ja täyden mittakaavan laitetoimituksia ulkomaille on jo toteutettu. Uusia innovatiivisia teknisiä ratkaisuja ympäristöpäästöjen mittaamisella on myös kehitetty. Metsäteollisuuden ympäristövaikutusten hallinnan parantamiseksi on ohjelman puitteissa perusteellisesti mitattu ja mallinnettu haitallisten aineiden kulkeutumista eri virroissa ja prosessiyksiköissä sekä tutkittu ja kehitetty uusia säästävän teknologian ratkaisuja mm. sellutehtaan vesikiertojen sulkemiselle, viherlipeäsakan ja tuhkan hyödyntämiselle sekä siistauslietteen ja jätepaperin poltosta syntyvän tuhkan kierrättämiselle. Turvetuotannon valumavesien sekä pöly- ja melupäästöjen paremmalle hallinnalle on kehitetty uusia menetelmiä ja ohjeita, joita on jo otettu käyttöön. Vaihtoehtoisia ratkaisuja käytettyjen turvetuotantoalueiden jälkikäytölle on niin ikään tutkittu. Poikkitieteellisen lähestymistavan takia SIHTI-ohjelma on pyrkinyt tiedottamaan tutkimustuloksistaan mahdollisimman laajasti. Ohjelman vuosiseminaari ja sen yhteydessä pidettävät istunnot energiantuotannon päästöjen ympäristövaikutuksista, pienhiukkasten erottamisesta ja kiinteiden jätteiden hyötykäytöstä suovat oivallisen tilaisuuden niin esitelmänpitäjille kuin kuulijoillekin antaa oman panoksensa meitä kaikkia hyvin läheisesti askarruttavaan kysymykseen, mikä on oikea tie ja etenemistapa kestävään energiantuotantoon. ; Great revolutions have taken place in the intersection of energy and environment in recent years. The energy market has been liberated, and in part of sustainable development, an ecological pattern of thought has gained a footing in traditional market economy, typical examples being green electricity and recycling. As regards environmental problems, we have moved towards a mega-league; for example, we are living an era of great resolutions on environmental issues. More diversified knowhow is required from the sellers of energy and environmental technology. Long-term environmental impacts of the use of products are of decisive significance in business transactions. New innovative soft-line technology is required in addition to conventional hard technology. The Finnish National SIHTI Programme has attended to these issues via so-called strategic surveys. Knowledge required for the control of environmental protection was created in a number of projects on evaluation of environmental impacts and in assessments searching an optimum for economy and environmental protection. New tools and methods were developed for environmental accounting in enterprises, and diversified impacts of emission exchange were analysed. Indicators describing the development of greenhouse gases were developed and costs and efficiency of alternative technologies for limiting emissions were analysed to support political decision-making. In the SIHTI Programme, a strong research integrity was formed in the field of flue gas cleaning technology, and research groups with a high international esteem were also formed. Most significant emission sources of particulates were surveyed, their composition and particle size distributions were measured, and different tools of improving the separation capacity of scrubbers and electrical precipitators were studied. This research integrity included both theoretical modelling calculations, laboratory-scale equipment-technical development and full-scale testing. An indicator of successful focusing is that research results have already been utilised commercially, and industrial-scale equipment commissions have been executed. New innovative technical solutions for measuring emissions to the environment have also been developed. To improve the control of environmental impacts of the pulp and paper industry, the transportation of detrimental substances in different flows and process units were measured and modelled, and new solutions of non-waste technology were developed for closed water cycles in pulp mills, for the use of green liquor sludge and ash and for the recovery of ash from the combustion of deinking sludge and waste paper. In peat production, new methods and instructions were developed and introduced for the control of drainage waters and for dust emissions and noise problems. After-use alternatives for exhausted peat production fields were also studied. Due to the interdisciplinary approach, the SIHTI Programme has disseminated information about research results as widely as possible. The Annual Seminars of the Programme, and sessions on environmental impacts of emissions from energy production, separation of particulates, and utilisation of solid wastes have offered excellent opportunities to the lecturers and to the audience to bring their own contribution to the issue occupying our mind: what would be the right way of approaching sustainable energy production.

Tutkimuksessa tarkastellaan palvelun laadun arviointia moniportaisessa julkisessa organisaatiossa. Laatutyöhön kuuluu keskeisenä osana laadun arviointi. Ongelmallista julkisten organisaatioiden tuottamien palvelujen arvioinnissa on se, että lainsäädäntö jättää usein viranomaisten harkinnan varaan sen, millaisina palvelut tosiasiallisesti tuotetaan eivätkä kunnalliset päätöksentekijätkään välttämättä aseta palvelujen laadulle kovin tarkkoja tavoitteita. Jos em. tahot asettavat palvelun laatua koskevia tavoitteita, ne asetetaan yleensä palvelun lopputulokselle eikä palvelun tuotantoprosessin välivaiheille. Moniportaisissa organisaatioissa ja organisaatiohierarkian eri tasoilla ylempien organisaatiotasojen osuus palvelujen tuottamisessa jää usein arvioinnissa mm. tavoitteiden puutteellisuuden vuoksi vähemmälle huomiolle kuin asiakasrajapinnassa toimivien organisaatiotasojen. Asiaan vaikuttaa myös tulosjohtamiseen liittyvä käytäntö, jossa ylempi organisaatiotaso arvioi alempaansa eikä päinvastoin. Tulosjohtaminen on ankkuroitunut Suomen julkiseen hallintoon aiemmin ja vahvemmalla otteella kuin laatujohtaminen. Selkeiden laatua koskevien tavoitteiden puute hankaloittaa arvioimista, erityisesti tavoiteperusteista arviointia, jossa toimintaa verrataan asetettuihin tavoitteisiin. Tavoitteiden puutteellisuus asettaa paineita arvioida toimintaa eri intressitahojen näkemykset huomioon ottavan monitahoarvioinnin avulla. Palvelun laadun intressitahoja julkisessa hallinnossa ovat palvelujen käyttäjien lisäksi mm. poliittiset päätöksentekijät ja kansalaiset, palvelua tuottavan organisaation johto sekä palvelua tuottava henkilöstö ja moniportaisissa organisaatioissa vielä organisaation eri tasot. Eri intressitahojen näkökulmat ja vaateet palvelun laadulle määräytyvät niiden suhteesta palveluun samoin kuin niiden asema ja tehtävät arvioinnissa ja arviointitiedon hyväksikäytössä. Moniportaisissa organisaatioissa keskeisin intressitaho ylemmän organisaatiotason tuottamalle palvelulle on alempi organisaatiotaso. Alemman organisaatiotason näkökulmasta katsottuna ei ole riittävää arvioida moniportaisissa organisaatioissa ylemmän organisaatiotason toimintaa esim. laatupalkintokriteereiden avulla, vaan ylemmän organisaatiotason toimintaa on tarpeen arvioida palvelukohtaisesti. Tämä puolestaan edellyttää sitä, että palvelukohtaisesti määritellään ylemmän ja alemman organisaatiotason työosuus (osapalvelu) moniportaisen organisaation palveluketjussa. Tutkimuksessa päädyttiin myös näkemykseen, jonka mukaan palvelut on varsinkin ylemmän organisaatiotason toiminnan suhteen syytä suunnitella moniportaisissa organisaatioissa etukäteen eri intressitahojen vaateita yhteen sovittaen. Tutkimuksen tuloksena syntyi arviointikehikko moniportaisten julkisten organisaatioiden tuottamien palvelujen laadun arviointiin. Arviointikehikossa otetaan kantaa siihen, miten arvioinnin eri vaiheissa olisi tarkoituksenmukaista edetä ja millaisia näkökohtia eri vaiheissa on tarpeen ottaa huomioon. ; EVALUATION OF THE QUALITY OF SERVICES IN A PUBLIC MULTI-LEVEL ORGANIZATION The task of the study was crystallized in the following questions: 1. In what way is it justifiable in public organizations to evaluate the activi-ties of upper organizational levels in producing high quality services? 2. Accordingly, in what way is it justifiable to evaluate the guidance and support directed to the school assistants work and carried out by the ad-ministrative level in the Education Department of the City of Helsinki.? The study showed that the way in which it is justifiable to evaluate the qual-ity of services in public organizations is determined by the special features of public administration. These features have an effect on the definitions of the ser-vice and quality in public administration. The definition is especially influenced by the community orientation of public organizations, the lack and the vagueness of the goals which guide the quality of services, and many interest groups of services. In this study the quality of the service produced by a public organization has the following definition: the quality of the service and the process with help of which the users of the service receive the service must satisfy the integrated de-mands of the users of the service and its various interest groups in all the features of quality. In public administration, interest groups for the quality of services include not only the users of the services but also political decision makers, the leaders and the personnel of the organization producing the services and in a multilevel organization, the different levels of the organization. The quality demands made by these groups, their opportunities to evaluate the service and their interests in utilizing the evaluation data at least partly differ from each other. In a multi-level organization the lower level, often the so called performing level of the organization, is one of the interest groups in relation to how the up-per level takes care of its own tasks in the service chain. The culture of manage-ment by results has rooted in the public organizations earlier than quality culture. Management by results assumes that the upper organizational levels evaluate the lower levels and not the other way around. Quality culture, however, places the direction of the evaluation upside down, bottom-up and not top-down. In service chain thinking there is a need for the lower level to give feedback to the upper organizational level about how it has for its own part supported the work of the lower level in producing value added to the ultimate users of the services. From the point of view of the lower organizational level the emphasis in evaluation should be on the quality of those parts of the services that are pro-duced by the upper organizational level. Evaluation should take place by evaluat-ing one service at a time. The main interest of the lower level is in evaluating whether or not the upper level supports the lower level well enough in producing individual services. In order to be able to define what is good enough in each case it is necessary to specify the responsibilities of both the upper and lower organizational levels service by service in the service chain. Multiple constituency evaluation or stakeholder-based evaluation is an approach to evaluation in which activities are evaluated from the points of views of many different interest groups. The choice of the approach is determined by the purpose of the evaluation. Purposes of evaluation can be for instance evaluation for development work or evaluation for accountability. Multiple constituency evaluation is suitable for situations where there is a lack of goals for the quality of public services or the goals are vague. The case example of the study showed the lack and vagueness of goals in the guidance and support directed to the school assistants work and carried out by the administrative level of the Hel-sinki City Education Department. Multiple constituency evaluation is suitable for evaluations for both accountability and for development. However, if there were clear goals defined for the quality of the services the natural choice of the ap-proach in the purpose of evaluation for accountability would be the goal-attainment evaluation.
Marxismin mukaan kapitalistisen yhteiskunnan jäsenet jakaantuvat kolmeen luokkaan: porvaristoon, keskiluokkaan ja työväenluokkaan. Jotkut marxismin tukijat jakavat keskiluokan talonpojistoon ja muuhun keskiluokkaan. Talonpojisto on vähenevä luokka. Koska marxismin luokkateorian mukaan poliittiset puolueet vaalivat yhteiskuntaluokien intressejä, tutkin pitääkö tämä väite paikkansa. Ensin selvitin marxilaisen teorian luokista ja niiden intresseistä eli eduista, joiden puolustamiseski luokat järjestäytyvät poliittisiksi puolueiksi. Ne laativat itselleen yhteiskuntapoliittiset ohjelmansa, joita ne pyrkivät politiikansa avulla toteuttamaan. Tutkimusaineistona käytän Suomen eduskunnassa tutkimusvuosina edustettina olelleiden puolueiden tavoite- ja yleisohjelmia, joista selvitän sisällön analyysiä käyttäen niiden sisällön ja julkilausutut tavoitteet. Erityisesti pyrin selvittämään orientoituvatko puolueet ohjelmissaan tiettyjen luokkien etujen puolustajiksi vai missä määrin ne esiintyvät yhteiskunnan yleisten etujen vaalijoina. Tutkimus tapahtuu toisaalta puolueiden eduskuntoimintaa selvittämällä. Tällöin pyrin saamaan selville sen toimivatko puolueet periaate- ja tavoiteohjelmiensa mukaisesti laatiessaan lakialoitteita eduskunnassa. Kolmantena tutkimuskohteena on hallituksen esitysten sisällön eritteleminen intressiorientaation pojalta. Kysymys kuuluu palvelevatko hallituksen esitykset yleistä vai luokkien erityisetuja. Tutkimuksessa selvisi, että puolueet niin ohjelmalausumissaan kuin eduskuntatoiminnassaan vaalivat sekä yleistä etu, josta käytän nimitystä luokkien yhteisetu, että luokkien erityisetuja. Eniten puolueet vaalivat yhteisetua. Erityiseduista puolueet vaalivat kukin tiettyä luokkaetua enemmän kuin toista. Tämän perusteella puolueet jakaantuvat ensijaisesti porvariston, keskiluokan ja työväenluokanetuja vaaliviksi. Hallituksen esityksissä luokkaorientaatio on heikompaa kuin kansanedustajien lakialoitteissa. Tutkimustuloksistani selviää myös se, että vaikka puolueet ovat viime vuosikymmeninä ottaneet vaaliakseen aikaisempaa enemmän kaikkien luokkien intressejä ja niiden yleispuolueominaisuudet ovat lisääntyneet, tietty luokkaorientaatio on säilynyt. ; Classes continually alter and influence party strategies and also the behaviour of voters. The members of classes form economic, professional and political organisations. Every class aims to exert the greatest influence upon the state with the help of its political party. This study researches the class basis of political competition, the effect of class interests on the policies of nine Finnish parties in their political programmes and initiative work in the Parliament. The investigation is based on historical materialism and its class structure theory developed by Karl Marx, Friedrich Engels and other Marxists. The aim of study is to estimate how appropriate the class schema of historical materialism is for analysing the political partisanships and ideological conflicts in advanced industrial society. The statements and aims of political party programmes are put into practice in Parliament. This research analyses how parties represent their aims in their political programmes and what their parliamentarians do in Parliament. Is a party the representative of one class or does it equally promote the interests of many classes? Is it a class party or a generally oriented party? As in historical materialism, the programmes and legislative initiatives have been classified into five groups. The first group contains general class interest, oriented towards the common good. The next four groups comprise bills with a specific class interest orientation: bourgeoisie, the middle class, farmers and workers. The parties investigated are The National Coalition Party /The Conservative Party, The Swedish People`s Party, The Finnish Centre Party, The Finnish Social Democratic Party, The Left Alliance, The Liberals, The True Finns, The Christian Democratic Party and The Greens. The changes in politics and in party relationships over thirty years are investigated by comparing the parliamentary actions of parties from the 1960´s to the 1990´s. The study concerns the legislative initiatives of the years 1965, 1972, 1988 and 1999. The data on the programmes were collected from the two political programmes of nine parties from the years 1950 2003. The programmes of political parties are the public flag of the party as Engels expressed it, although their programmes have lost some of their class orientation. In the programmes of all nine political parties the contents aiming at the common good are the first, most important aim, the percentages being 76 98 %. Differences in the programmes of the political parties can still be found. The political parties emphasise their interests and aims in their own ways. The Conservative Party, The Swedish People´s Party and The Liberals have the next important interest in the bourgeoisie. The Swedish People´s Party, The Finnish Centre Party and The True Finns emphasise the middle class and the farmers. The Finnish Social Democratic Party, The Left Alliance and The Greens take care of working class. The main task of Parliament is to enact legislation. Bills can be submitted to Parliament by the Government or as private members bills. In this process the class interests notably emerge in private members bills of plenary sessions. The main Finnish political parties took into consideration the interests of all classes. All nine parties have made in the largest extent common good legislative initiatives. For all nine parties, the most prevalent type of legislative initiatives was those for the common good (84 -67 %). At the same time they tended to favour special class interests. The least specific class parties were The Christian Democratic Party, The Green Party and The Swedish People´s Party. Among special class interests all the parties oriented more to middle class interests in Parliament than in their declared objectives (18.8 7.0 %). The Liberals, The Conservative Party, The Social Democratic Party, The Left Alliance and The True Finns had the strongest middle class orientation. The Conservative Party were the most bourgeois party (10.2%). The strongest working class interest was found in The Left Alliance, The Social Democratic Party and The Green Party (18.8 13.1 %). The Finnish Centre Party and The Social Democratic party, The Left Alliance and The True Finns were closest to working class interests. Are there class oriented differences in the contents of the legislative initiatives and political programmes of the nine political parties? The contents were classified into eleven groups: administration, civil rights, nature conservation, economics, occupation structure, social policy, public health, education, culture, labour market and international affairs. All nine parties have the same three most important contents of legislative initiatives. These were finance/economics, social policy and administration systems. And all nine parties were more interested in financial and economic aims than their political manifestos suggest. The fourth important content for The Conservative Party, The Swedish People`s Party, The Liberals and The Christian Democratic Party was education. Employment was the fourth aim of The Finnish Centre Party and The True Finns. The Labour Market was also important to The Finnish Social Democratic Party, The Left Alliance and The Greens. Nature conservation was important to The Greens, too. The contents of government bills are more oriented towards the common good than are the private members bills. The conclusion is that the main Finnish political parties took the interests of all classes into consideration. At the same time they reveal preferences for special class interests. This emerges in political manifestos and legislative initiatives and government proposals. The Finnish political parties are not purely general parties devoid of class background. Finance and economics was the basis upon which the people arranged their lives and formed political opinions. The class structure of historical materialism is suitable to demonstrate political partisanship in Finland during the second half of the twentieth century. Social changes affect both the class structures and the political aims of parties and give rise to social and ideological conflicts in advanced industrial societies. The consensus policy is one appearance of civilized class struggle.
Kansalaisosallistuminen YVA-menettelyssä Ympäristövaikutusten arviointimenettelyn (YVA) yksi keskeinen tavoite on lisätä kansalaisten tiedonsaantia ja osallistumista ympäristövaikutuksiltaan merkittävissä hankkeissa. YVA-menettelyllä pyritään tuomaan kansalaisten näkemykset, huolet ja toiveet mukaan suunnitteluun ja päätöksentekoon mahdollisimman varhaisessa vaiheessa. YVA edustaa väitöstutkimuksessa modernia vuorovaikutteista ympäristöpolitiikan ohjauskeinoa ja osallistumisen välinettä. Väitöstyön ensimmäisenä tutkimustehtävänä oli luoda YVAan osallistumisen analyysille teoreettinen viitekehys: millaista demokratia- ja suunnitteluideaa YVA voi edustaa ja millainen politiikkaverkosto YVA on kansalaisosallistumisen kannalta. Toisena tutkimustehtävänä analysoitiin YVAan osallistumisen historiallista kehittymistä ja muutoksia Suomessa. Kolmantena tutkimustehtävänä tarkasteltiin osallistumisen käytännön toteutusta sekä arvioitiin osallistumisen vaikuttavuutta. Lisäksi analysoitiin vaikuttavuuden mahdollisia esteitä, miten läpinäkyviä ja avoimia YVA-menettelyt ovat ja miten hyväksyttävänä osallistumisvälineenä YVAa pidetään. Osallistumisen kannalta olennainen seikka on YVAn institutionaalisuus: se on julkishallinnon luoma väline, jonka lisäksi toimenharjoittajalla on keskeinen YVA-menettelyn käytännön toteuttajan rooli. Tämä luo osallistumisen kannalta rakenteita, joissa korostuu toimijoiden väliset epäsymmetriset valta-asemat. YVA-menettelystä tulee helposti kaikille osapuolille vallan käytön ja politiikan tekemisen väline ja niin osallistumisen järjestämistä kuin itse osallistumista ohjaavat toimijoiden poliittiset intressit ja tavoitteet. YVA on parhaimmillaan eri osapuolten välinen avoin keskusteluareena, joka lisää suunnittelun ja päätöksenteon läpinäkyvyyttä, mutta YVA on myös poliittisen kamppailun areena. Suomen YVA-lainsäädännössä osallistumisella on aina ollut tärkeä rooli. Suomalaisessa YVA-järjestelmässä on korostettu kansalaisten osallistumismahdollisuuksia. Ajan saatossa myös kriittisyys laajaa osallistumisoikeutta ja useita osallistumismahdollisuuksia kohtaan on lieventynyt. Haaste on kuitenkin siinä, että osallistumisen toteutus määritellään laissa väljästi, eikä lainsäädäntö takaa laadukasta osallistumista tai varsinkaan sen vaikuttavuutta. Toinen havaittu haaste on YVAn ja osallistumisen suhde päätöksentekoon. YVAn ulkopuoliset päätöksentekojärjestelmät ja edustuksellisen vallankäytön rakenteet eivät ole muuttuneet, ja siksi YVAn vaikuttavuus voi jäädä vähäiseksi. Vaikka YVA edustaisikin osallistuvaa demokratiaa ja toteuttaisi vuorovaikutteista ja moniäänistä suunnittelua, voi osallistumisen merkitys vesittyä ja kansalaisten osallistumisaktiivisuus hiipua. Ilmiöön liittyy myös tarpeetonta kriittisyyttä. Osallistumisen vaikuttavuus ei ole kertaluonteista, vaan se on usein välillistä ja ajoittuu prosessin eri vaiheisiin. Osallistumisen merkitystä ja vaikutuksia ei aina tunnisteta. YVAsta ei ole muodostunut Suomessa laajojen joukkojen osallistumisvälinettä. Ennemminkin YVAan osallistuvat tyypillisesti harvat kansalaisaktiivit, jotka hyödyntävät YVAn lisäksi lukuisia muitakin osallistumisen ja vaikuttamisen keinoja. Osallistujien määrän sijaan huomio tulee kuitenkin kiinnittää sisältöön ja suunnittelun moniäänisyyteen. Olennainen kysymys on se, millaisen roolin kansalaiset ja maallikkoasiantuntijuus voivat saada perinteisesti asiantuntijavetoisessa suunnittelukulttuurissa. ; Public participation in environmental impact assessment Environmental impact assessment (EIA) is a policy instrument based in law and used to prevent harmful environmental impacts, increase public information access, and improve public participation opportunities. EIA is an open process for discussion and participation of different actors: it increases the transparency and broadens the information base of environmental policy planning and decision making. One aim of EIA is to incorporate citizens views and opinions, concerns and desires into planning at an early stage. EIA is a process of identifying and evaluating potential impacts from proposed activities. It is also an interactive and communicative policy instrument and should facilitate direct participation. EIA is an example in the development process of direct participation in Finland during 1990 s. In this study EIA is approached as a participation instrument. Public participation is the perspective from which the EIA-process is analysed. The aim of the research is to examine participation in EIA both a theoretical and empirical way, and to interpret and explain the operation logic and efficacy of participation. There are three main research tasks in the study. The first task is to create a theoretical framework for analysis of public participation in EIA. For this purpose, the theoretical and methodological triangulation is made in the study. There are four main parts in the triangulation. Firstly, the elements of participative and deliberative democracy and communicative planning theories are combined. This theoretical discussion shows what kind of democracy and planning EIA can represents. Secondly, network analysis and evaluation are integrated in the methodological triangulation. The concepts of policy networks and intervention theory are used in theoretical and methodological manner. The outcomes of theoretical and methodological triangulation are criteria of deliberative EIA and four policy network models of EIA as an instrument of public participation: 1) EIA as a negotiation process; 2) EIA as a technical process of information collection, 3) EIA as an information instrument; and 4) EIA as tool for controlling of participation. While the theoretical part of the thesis has its own analytical objectives, these policy network models are utilized with evaluation criteria in the empirical part of the study. The second research task is to analyse the historical development of participation in Finnish EIA legislation. The focus of this part is on the long lasting political process and arguments behind the enacting of Finnish EIA Act in 1980 s and 1990 s. The most important amendments of EIA legislation and the international and national reasons behind them are also considered. According to results of this part of thesis, the role of participation has been central to the Finnish EIA system. Even if the EIA Act was implemented in Finland relatively late in 1994, the legislative foundation for public participation has always been strong. Though the implementation of participation is defined in a flexible way, Finnish EIA legislation supports public participation and in principle creates possibilities for deliberative democracy. The third research task is to evaluate public participation in two case studies. This part includes following questions: 1) what kind of objectives do different actors seek from participation; 2) how does participation impact EIA and what are the obstacles of effective participation; and 3) how transparent and acceptable is the EIA process? The two cases used, the EIA of a road project and the final disposal of nuclear waste, show how much the aims, the implementation and the effectiveness of public participation can not only vary between different projects, but also during the planning process in one certain project. Notably, in the nuclear waste case, the nature of top-down instrument of EIA was clearly observed, while the developer of the project assumed a dominant role. The three elements of policy network (actors, arenas and agenda) were defined by the developer. Even if participation was carried out with great visibility, professional implementation and sufficient resources, the impact of public participation and lay people expertise was not so essential, while the economic and political interests of the project and the role of experts were in central role. In this case study EIA represents the policy network model of controlling of participation: the role of governance was more important than deliberative participation. In the road case the planning situation was more open. There did not seem to be the same need to define and control participation and the agenda of the EIA. The contribution of citizens was used in planning in a more effective manner. The EIA assumed a more traditional role as an information distribution tool, and as a place for open discussion and effective participation. The case studies suggest that the legislative base can not alone guarantee the effectiveness of public participation. Most important factor is the attitude of main actors. Each EIA process is unique and general theories of participation in EIA are difficult to create. In practice, the EIA is more or less an institutional process of power division between different actors, and the developer has the central role. EIA is an open arena that allows political disagreements to form and emerge into the open. However, EIA can also be used to promote political interests. EIA and participation can be harnessed by the proponent, but EIA can also feed the so called NIMBY (Not In My Back Yard) phenomenon. It is also possible, that policy instruments like EIA create a new elite active lay experts. Theoretical ideas of deliberative democracy or communicative planning are challenging to implement in practice. At the same time it is important to estimate the criteria and expectations concerning participation. One can see, that EIA has lot of deliberative potential, but the main challenges are in the relationship between EIA and decision making, and in the structures of political power and decision making outside of EIA.
Ympäristökysymys ja aseveliakseli on tutkimus suomalaisen kaupunkiympäristön politisoitumisesta. Väitöskirja vastaa kysymykseen miten ympäristöstä tuli politiikkaa? piirtämällä tarkan kuvan neljästä ympäristön politisoitumisen vuosikymmenestä 1960-luvulta lähtien, kasvukonsensuksesta ympäristökiistoihin. Tamperelaisia ympäristökiistoja ja paikallista politiikkaa käytetään teoksessa laboratoriona, jossa tiivistyy laajempia suomalaisen lähihistorian muutostrendejä. Paikallisten ympäristöongelmien synty kietoutuu muuttuvan yhteiskunnan arvostuksiin ja puhetapoihin sekä sukupolvien välisiin jännitteisiin. Erityisesti teos analysoi jännitteitä, joita voimistuva ympäristöliikehdintä synnytti haastaessaan Tampereella pitkään vaikuttaneen valtakoalition, ns. aseveliakselin, paikallisen hallintatavan. Ympäristökysymys ja aseveliakseli sukeltaa ympäristön politisoitumiseen viiden tamperelaisen tapauksen kautta: 1. Pyynikin moottoritiehanke (1959 - 1974) 2. Näsijärven saastuminen ja vedenoton siirtäminen Roineeseen (1960 - 1972) 3. Kauppahallin virastotalon purkamiseen liittynyt kiista (1972 - 1983) 4. Epilän kivihiilivoimalahankkeeseen liittynyt kiista (1981 - 1984) 5. Tampellan alueen kaavoituskiista (1989 - 1995) Tapaukset kertovat ympäristöongelmien yhteiskunnallisesta muotoutumisesta ja oman aikansa toiveista, tavoitteista ja ristiriidoista. Ympäristön pilaantumisen ja -suojelun nousu yhteiskunnalliseksi kysymykseksi liittyy kiinteästi Suomen ja Tampereen sodanjälkeiseen kehitykseen ja vaurastumiseen, jonka kääntöpuolena ympäristöhaittoja voidaan pitää. Useamman paikallisen tapaustutkimuksen yhdistäminen paikallisen hallintatavan analyysiin tuo uuden näkökulman ympäristöongelmien ja paikallisen poliittisen kulttuurin historiallisen rakentumiseen. Ympäristöongelmia käsitellään yhteiskunnallisina ongelmina, joille toimijoiden väliset jännitteet ja määrittelykamppailut sekä erilaisten vaatimusten esittäminen ovat ominaisia. Politisoitumisen analyysissä tukeudutaan sosiologi Pierre Bourdieun ja politiikantutkija Kari Palosen käsitteisiin. Politisoitumisen käsitteellä ei viitata puoluepolitiikkaan, vaan pikemminkin vakiintuneiden ajatus- ja toimintamallien kyseenalaistumiseen. Tutkimus etenee teoreettisten ja metodologisten lähtökohtien kautta tapaustutkimuksiin, joiden lomassa taustoitetaan ympäristöliikehdinnän historiaa paikallisella tasolla. Tapausten jälkeen käsitellään paikallisen hallintatavan teoreettista näkökulmaa ja paikallisen hallinnan historiallisia muotoja Tampereella. Ympäristön politisoituminen tapahtui Tampereella vaiheittain. Ensimmäiset ympäristöliikehdinnän merkit näkyivät Tampereella ns. ympäristöherätyksen myötä 1960- ja 70-luvun taitteessa. Ympäristöliikkeen jakautuminen oikeisto-vasemmisto -ulottuvuudella kuitenkin jarrutti ympäristöjärjestöjen kasvua 1970-luvun puolivälissä. Vuosikymmenen lopulta lähtien alkoi uusi ympäristöprotestien vaihe. Jännite suoraviivaisen johtajakeskeisen hallintavan ja uusien, rauhan aikana kasvaneiden sukupolvien edustajien kuten vihreän liikkeen välillä kävi ilmeiseksi paikallisissa ympäristökiistoissa 1980-luvun alusta alkaen. Tämä jännite huipentui tutkimuksen viimeisessä tapauksessa, Tampellan kiistassa 1980- ja 90-lukujen taitteessa. Sosiaalidemokraattien ja Kokoomuksen muodostaman kunnallispolitiikan valtakoalition, aseveliakselin, näkökulmasta ympäristöprotestit näyttäytyivät vastustuksena, ei uutena yhteiskunnallisena kysymyksenä. Väitämme, että tämä johtui sekä aseveliakselin historiallisesti muodostuneista arvostuksista ja suhtautumistavoista että tamperelaisen politiikan kentän jakautumisesta aseveliakselikoalition ja sen vastustajien välillä. Nämä tekijät vaikeuttivat ympäristökysymysten nostamista paikallisen päätöksenteon piiriin ja supistivat ympäristöliikehdinnän toimintatilaa. Ympäristön politisoituminen ilmeni Tampereella useammalla ulottuvuudella, joista ensimmäisenä voi pitää ympäristöherätyksen synnyttämää uutta tulkintakehystä. Se antoi kaikupohjaa paikallisille ympäristön muuttamista politisoiville vaatimuksille. Luonto politisoitui ympäristöksi ja ympäristö politisoitui yhteiskunnalliseksi protestiksi ja kritiikiksi, joka ilmeni vaatimuksina paikallisissa ympäristökiistoissa. Toiseksi politisoiminen liittyi yksittäisten ympäristön muutoksia koskevien suunnitelmien kyseenalaistamiseen. Tätä tapahtui Tampereella 1970-luvulta alkaen ja selvemmin 1980-luvun ympäristökiistoissa. Määrittelykamppailut koskivat esim. Kauppahallin virastotalon tapauksessa paitsi talon purkusuunnitelmia, myös talon esteettistä arvoa kaupunkimaisemassa. Tampereen kasvoja voimakkaasti muuttanut modernisaatiokehitys ei enää näyttänytkään väistämättömältä. Samalla voidaan puhua myös laajemmasta kaupunkimaiseman muutosten kyseenalaistumisesta. Ympäristöherätys ja yksittäiset tapahtumat kuten Verkatehtaan purkaminen 1970-luvun lopulla muuttivat tamperelaisten tapaa katsoa kaupunkiaan. Kolmanneksi kiistoissa nousi esiin tiedon ja asiantuntemuksen politiikka. Tiedon politiikka ilmeni selvästi 1980-luvun kiistoissa, joissa (tieteellisen) tiedon ja asiantuntijuuden rooli kyseenalaistui. Kauppahallin virastotalon kiistassa kyseenalaistettiin rakennusten huonokuntoisuuden kriteerit. Epilän voimalakiistassa politisoitui asiantuntijoiden tuottama tieto voimalavaihtoehtojen edullisuudesta. Tampellan kiistassa kriisiytyi kaupunkisuunnittelijoiden asiantuntemus ja rooli yleisen edun vaalijoina. Neljäs politisoitumisen ulottuvuus koskee yksittäisten kysymysten toimintavaihtoehtojen kyseenalaistamisen laajenemista koskemaan koko paikallista hallintatapaa ja paikallista poliittista kulttuuria. Selvimmin yksittäiseksi hallintatavan kyseenalaistumisen tapaukseksi muodostui tutkimuksessamme Tampellan tapaus, jossa suuret rakentamissuunnitelmat ja paikallisten poliittisten eliittien toimintamallit joutuivat ennen näkemättömän kritiikin kohteeksi. Paikallinen hallintatapa ei kyseenalaistunut vain ympäristökysymysten vaikutuksesta, mutta ympäristökonfliktit näyttäytyvät kiinnostavina teollisuuskaupungin perinteiden rapautumista ilmentävinä tapahtumina. Viidenneksi ympäristön politisoituminen kosketti laajemmin kaupungin habitusta kaupunkimaiseman, paikallisen perinteen ja itseymmärryksen tasoilla. Kyse ei ole vain ympäristökohteista vaan laajemmin paikallisesta kulttuurista ja identiteetistä. Paikalliset ympäristöliikkeet toimivat kuten yhteiskunnallisilta kaupunkiliikkeiltä voidaan odottaa: ne synnyttivät konflikteja ja muuttivat osaltaan kaupungin merkityksiä. Kaupungin habituksen muutokseen liittyy selvästi perinteisen tamperelaisen ns. savupiipputeollisuuden hiipuminen. Teollisuuskaupungin traditioiden kyseenalaistuminen voidaan nähdä osana laajempaa yksinkertaisen modernin projektin kritiikkiä. Tutkimus perustuu laajaan asiakirja- ja lehtiaineistoon sekä ympäristökiistojen ytimessä vaikuttaneiden kansalaisaktivistien ja paikallisten päättäjien haastatteluihin. Paikallisen historian kuvauksessa on käytetty sekundaarilähteitä ja haastatteluja, tapaustutkimukset perustuvat pääasiassa lehti -ja asiakirja-aineistoihin ja haastatteluihin. Tapausten käännekohtia on lisäksi analysoitu määrällisellä sisällönerittelyllä sekä diskurssi -ja argumentaatioanalyysin keinoin. ; ENVIRONMENTAL ISSUES AND THE "BROTHERS IN ARMS AXIS" POLITICISATION OF THE ENVIRONMENT IN TAMPERE FROM 1959 TO 1995 This study examines the politicisation of the environment in the context of one Finnish locality, Tampere. It is a study on the politics of the environment, i.e. the historical developments and contestations that preceded the institutionalisation of environmental policy. The politics of the environment is examined at the local level in the context of the tension between the rise of environmentalism and the traditions of local politics and governance. The locality of Tampere, thus provides a laboratory for understanding how environmentalism took place and what kind of tensions it caused. Theoretically the study draws on both sociology and political science. The theoretical frame is set by combining Kari Palonen s terminology of politics and Pierre Bourdieu s theory of action. Politicisation is a central notion in the study. It is understood as a process of questioning the rules of the game, i.e. claiming something to be playable and contingent. In Bourdieu s terms this implies a process of questioning the givenness of the doxa and provoking orthodox arguments from the political elite. Politicisation may take place at different scales, from the local disputes to broader patterns of governance and political culture. The central research question was the following: ·How has the environment become politicised at the local level? This question was divided into the following questions: ·What events have contributed to the politicisation of the environment? ·What kinds of disputes and actor coalitions emerged in these events? ·How did the patterns of local governance influence the definition of environmental problems? And, vice versa, how did the environmental problems effect local governance? ·What was the role of environmental movements in the politicisation of the environment? The research was carried out in the form of five case studies, all in the same locality, touching on different aspects of environmental issues, and covering the temporal scope of the study, from the 1960s to the 1990s. The cases studied were the following: 1. The Pyynikki highway construction plan (1959-1974) 2. The pollution of lake Näsijärvi by a local pulp plant and the moving the municipal water intake to lake Roine (1960-1972) 3. The dispute over the planned demolition of the old Jugendstil Office block in the city center (1972-1983) 4. The dispute over the plan to build a coal power plant in Epilä (1981-1984) 5. The conflict over the planning of the Tampella industrial area in the city center (1989-1995) The cases cover the time from the pre-history of environmentalism, i.e. when the environment was still a non-issue, through the rise of environmentalism (the so called environmental awakening ) to the institutionalisation of environmental issues in the 1990s. The research data comprised sources on local history including archives and official documents, newspaper materials and 35 interviews of local actors. Methodologically, the study was structured in relation to different levels: 1) in the context of local history (secondary sources on local history and interviews), 2) the case studies using thick description out of which, 3) detailed instances of discourse analysis, especially argumentation (or claims-making ) were extracted. Environmental problems were studied in a contextual constructivist frame as social problems constructed in processes of claims-making, involving argumentation and discursive struggle. Local environmental movements were studied as urban social movements whose activities affect the collective production of the city while being aimed at contesting and challenging the prevailing social order. The local movements in Tampere were key actors in politicising the environment, contributing to a change whereby previously undisputed environmental change and related social practices were no longer seen as inevitable or normal. Movements created new meanings not only for their participants, but for the larger community, also extending beyond the time frame of their most active presence. Since the late 1960s, the rise of environmentalism became manifest through locally based movements and organizations. The purely scientific orientations of local conservationist associations were challenged by more socially and politically oriented civic activities and associations. An important milestone was the founding of Pirkanmaa nature conservation association in 1969. Since 1970, environmentalism gathered momentum with rapidly growing membership figures and local initiatives. It soon suffered, however, from ideological divisions in the mid-1970s, as the radical left-wing students took over the nature conservation association. The divisions started to recede when the Koijärvi bird lake conflict (in Forssa) marked the rise of the Finnish green movement. This had its effect in Tampere as well: the ideological divisions between right- and leftwing environmentalists were reconciled in the early 1980s, which marked the beginning of an active period of environmental contestation. The emergence of the Finnish Green movement in the 1980s made such contestation increasingly visible at the local level. In Tampere, the first greens were elected in the local council in 1984. During the different disputes beginning from the 1970s, but especially in the 1980s, environmental protest challenged local political traditions and political culture, especially the traditions of the local governance. In Tampere, the scene of local politics in Tampere had virtually ever since the Second World War been dominated by a particular, unofficial institutional arrangement, which was commonly known as the brothers-in-arms axis. Adopted in the mid-1950s, the notion referred to the co-operation between the conservative National Coalition party and the Social Democrats in local politics and municipal government. This coalition was held together through a shared habitus based on wartime experiences and held a promise of welfare. The brothers-in-arms axis became an important player in local politics in the 1960s when the central figures of the coalition gained important position in city government. The study examines both the processes that enabled the stabilization of this co-operation into a local growth regime and those that have, especially since the 1980s, contributed to its weakening. The politicisation of the environment was a novelty in the modernist political landscape of Tampere. In the eyes of the governing coalition, however, environmental protest was perceived as mere opposition, not as a new issue on the agenda. We argue that this was due to the local traditions of an industrial city, divided between left and right and a political sphere divided between the brothers-in-arms coalition and the communists, which allowed little space for new social movements. Environmental protest, however, was not the only factor to challenge the regime. The regime was also weakened through the loosening of ideological division s between the left and the right, as the communists had gradually lost political ground. The politicisation of the environment gathered momentum in the late 1970s when the growth of Tampere had slowed down and when there was a growing discrepancy between the mode of governance and its increasingly postindustrial social environment. This tension, and the inertia of the closed style of governance, became visible in the Tampella dispute in 1989, the biggest local environmental conflict to date. The politicization of the environment took place at different levels. It happened both at the level of individual disputes as alternatives were demanded to the straightforward mode of local planning, but it also expanded into a broader critique of local governance. Furthermore, we argue that the politicisation of the environment was not only an agent-driven phenomenon, since it depended on the cultural resonance of claims presented in local disputes. The study allows us to indicate critical events in the politicization of the environment. These were events sine qua non, i.e. events that set the stage and sensitized local actors for future contestations. The demolition of the old broadcloth factory (Verkatehdas) in 1976 and the dispute over Tampella were critical events in this sense. The former was retained in the memory of then activists-to-be and the latter both signaled the crisis of the closed-style decision-making and served to stabilize the local greens as a credible political alternative. Finally, the contestations, together with the restructuration of the locality, resulted in altering the modern industrial habitus of the city.
