Türkiye'de parlamento seçimlerinde 1961'den beri d'Hondt sistemi uygulanmaktadır. Ayrıca parlamento seçimlerinde ulusal düzeyde uygulanan yüzde onluk seçim barajı mevcuttur. Ülkemizde uygulanan barajlı d'Hondt sistemi, büyük partiler lehine sonuçlar ortaya çıkarmaktadır. Ulusal düzeyde uygulanan yüzde onluk seçim barajı da küçük partilerin parlamentoya girmesini engelleyerek büyük partilerin aşırı temsil elde etmesini sağlamaktadır. Bu nedenle ülkemizde genel seçim sonuçlarıyla parlamento aritmetiği arasında bir adaletsizlik ortaya çıkmaktadır. Ülkemizde uzun yıllar boyunca temsilde adaletin sağlanamadığı bir parlamento yapısı ortaya çıkmıştır. Buna karşılık "İttifak Yasası" olarak bilinen yeni düzenlemeden sonraki ilk seçimler olan 24 Haziran 2018 seçimleri sonucunda parlamentoda temsilde adaletin neredeyse tam olarak sağlandığı görülmektedir. "İttifak Yasası" yüzde ondan daha az oya sahip küçük partilerin parlamentoya girmesinin önünü açmaktadır. Bu nedenle ittifak kurumu, ilk etapta temsilde adalet açısından olumlu bir düzenlemeymiş gibi görünmektedir. Buna karşılık ittifak kurumunun büyük ittifakların d'Hondt sisteminden faydalanarak daha fazla aşırı temsil elde etmesi ve ittifak içinde bulunmayan küçük partilerin adaletsizliğe uğrayabilmesi gibi olumsuz sonuçları da olabilecektir. Sonuç olarak bu makalede ittifak kurumunun temsilde adalet ilkesi açısından gerçekte nasıl bir anlam ifade ettiği inceleme altına alınmaktadır. ; In Turkey, the d'Hondt system is applied in the parliamentary elections since 1961. There is also ten percent national election threshold in parliamentary elections. In Turkey, the d'Hondt system generally benefits to large parties. In addition, ten percent national election threshold provides environment for overrepresentation of large parties by prevents small parties from entering parliament. For these reasons, an injustice occurs between the results of the general elections and the arithmetic of parliament. Justice in representation hasn't provided for many years in Turkey. On the other hand, as a result of 24 June 2018 election which is the first elections following the new regulation known as the "Alliance Law', justice in representation in parliament is almost fully achieved. The alliance paves the way to enter parliament for small parties which has got under ten percent of vote to. Therefore, at first view, the alliance seems to be a positive regulation in terms of justice of representation. On the other hands, the alliance causes large parties in large alliances gain more overrepresentation by using of advantages of the d'Hondt system. And in the new election system, small parties which isn't in any alliance can't enter the parliament, so the "Allience Law" causes to injustice between parties within an allience and not within an alliance. As a result, this article examines what the alliance actually means in terms of the principle of justice in representation.

Bu çalışmada, Orta Doğu gibi çatışmacı bir coğrafyada kendilerini seküler ve demokratik olarak tanımlayan ve bölgedeki Arap kimliğinden farklı etnik kökenlere sahip iki ülkenin ilişkileri AK Parti dönemi açısından ele alınmıştır. Çalışmada AK Parti dönemi Türkiye-İsrail ilişkileri üç bölümde değerlendirilmiştir. İlk bölümde, Yahudi tarihi ve Siyonizm hareketlerinden bahsedilerek, İsrail'in bugün Filistin topraklarında uyguladığı politikanın nedenlerine ışık tutulmak istenmiştir. Daha sonra 1945-2002 arası dönemde Türkiye'nin geleneksel güvenlikçi dış politikası ekseninde İsrail ile olan ilişkilere ve Filistin sorununa nasıl yaklaşıldığı açıklanmıştır. Çalışmanın ikinci bölümünde, AK Parti'nin ilk yıllarında İsrail ile karşılıklı ziyaretlerden bahsedilerek ilişkilerin normal seyrindeyken karşılıklı söylemlerin nasıl geliştiği analiz edilmeye çalışılmıştır. İkinci bölümde ayrıca Hamas iktidarına Türkiye'nin verdiği tepkiler ve 2006 Lübnan Savaşı ile 2007 Suriye-İsrail krizlerinde Türkiye'nin Ahmet Davutoğlu döneminde geliştirdiği pro-aktif diplomasi ve arabuluculuk gibi kavramların İsrail eksenindeki uygulama alanı anlatılmaya çalışılmıştır. Üçüncü ve son bölüm ise krizler dönemi olarak adlandırılmıştır. Bu bölümde Türkiye ve İsrail'in karşılıklı yaşadığı krizler ve İsrail'in Filistin konusunda attığı adımların Türk liderler ve Türk Dışişleri karar alıcılarının söylemleri bağlamında analiz edilmeye çalışılmıştır. ; In this study, we will investigate the relations between non-two Arab countries who define themselves as secular and democratic in an area full of conflict that is Middle East during AK Party Era. AK Party Turkey-Israel relations in the study period were evaluated in three parts. In the first chapter, Jewish history and Zionism movements are mentioned. It is aimed to shed light on the reasons behind Israeli response to Palestinian issue. Then, in the period between 1945-2002 approach towards the relationship with Israel and the Palestinian issue is explained based on Turkey's foreign policy as a traditional security guard. In the second part of the study, it is tried to be analyzed how mutual visits develops in the normal course of relations by mentioning mutual visits with Israel in the first years of AK Party. The second section has also attempted to describe the practice field at Hamas's response to Turkey's ruling and the 2006 Lebanon War and in 2007 the Syrian-Israeli crisis in Turkey's Ahmet Davutoglu period during which a pro-active diplomacy and mediation regarding the policy towards Israel has been developed. The third and the last part is named as the period of crises. In this chapter crises in Turkey and Israel's mutual relations and the steps taken by Israel on the Palestinian issue has tried to be analyzed in the discourse of Turkish leaders discourse and the Turkish foreign policy makers.

Bilindiği üzere 11 Eylül 2001'de dünya kamuoyu ABD'ye gerçekleştirilen terör saldırıları ile sarsılmıştır. Saldırılar sonrasında yapılan istihbarat çalışmaları neticesinde olayların Afganistan'da yönetimde yer alan Taliban ve El Kaide mensuplarınca yapıldığı ortaya çıkmıştır. Bu gelişmelerle birlikte ABD ve NATO'nun Afganistan'daki terör unsurlarını yok etmek üzere askeri operasyonları başlamıştır. Tamda bu dönemde Türkiye'de siyasi çalkantılar yaşanmaktayken 2002 yılında siyasi iktidar değişmiş ve günümüze kadar süren Ak Parti iktidarı dönemi başlamıştır. Bu kapsamda araştırmanın amacı Ak Parti dönemi Türkiye-Afganistan ilişkileri ve bu ilişkilerde ABD'nin etkisi şeklinde belirlenmiştir. Yapılan literatür araştırması neticesinde oldukça köklü bir geçmişe dayanan Türkiye Afganistan ilişkilerinin günümüze kadar olumlu fakat çalkantılı geçtiği söylenebilir. Özellikle Taliban yönetimi döneminde Türkiye Afganistan ile ilişkilerini askıya almıştır. Fakat 11 Eylül saldırıları sonrasında Türkiye'nin Afganistan'a askeri personel göndermesi sonrasında, gerek ekonomik, gerek askeri gerekse sosyo-politik ilişkilere önem verdiği bir dönem olmuştur. Taliban rejiminin devrilmesi ile farklı boyut kazanan Türk Afgan ilişkilerinde ABD'nin etkisine değinecek olursak genelde ABD'nin bu ilişkilerde olumlu yaklaşımının olduğunu söylemek mümkündür. ; On 11 September 2001, the terror attacks on USA was shaked the openion of public in the world. After the events of terror attacks and according to investigations of intelligence revealed that the events were conducted by al-Qaeda and Taliban members in Afghanistan. Therefore, The USA and NATO have begun their military operations in Afghanistan in order to destroying the teror element in Afganistan. So, it was the time that Turkey govenrnment was turmoil with its political crises and changing of the polıtical administration systim by AKP (Justic and development party) in 2002 which is still in power. The purpose of this research is the relationship between Turkey and Afghanistan during the ruling of AKP (Justic and development party) and the ingluence of USA regarding to this relationship. Accordıng to researches and conducted literature reviews; there is a positive relationship base of on a long relation between two countries. Except some turbulent especially during the rule of Taliban in Afghanistan which the Turkey has suspended theirrelation. After the 11 september events, the relation between Afghanistan and Turkey get an importance step which start by sending army troops, improving in many areas such as econumy socio- politics of the countries. İf we have a look to Turkish- Afgan relations and the US influence, its possible to say that the USA has a positive role after overthrowing of the Taliban regime in Afghanistan. Bu çalışma AK Parti'nin ?Muhafazakâr Demokrat? kimliğini sorgulamak gayesi gütmektedir. Bunun için öncelikle muhafazakârlık düşüncesinin teorik birikimi tarihsel süreç dikkate alınarak incelenmiş olup, geleneksel muhafazakâr düşünce ve en önemli temsilcisi Edmund Burke'ün görüşlerine yer verilmiş ve modern muhafazakâr düşünce akımları olan Yeni Muhafazakârlık ve Yeni Sağ'ın düşünsel temelleri açıklandıktan sonra Robert Nisbet'in muhafazakârlık ideolojisine değinilmiştir. Literatürde muhafazakâr demokrat kavramı bulunmadığından dolayı, muhafazakârlığın demokrasi ile olan ilişkisi, muhafazakârlık ve liberalizmin etkileşimleri bağlamında açıklanmaya çalışılmış ve Batı muhafazakârlığının liberalizm ile kurduğu süreç içerisindeki demokrasiye karşı olan tutumları ifade edilmiştir. Türkiye'de 3 Kasım 2002 seçimleriyle iktidara gelen AK Parti'nin, kendisini muhafazakâr kimlikle tanımlayan ilk parti olarak, muhafazakârlık temelinde hem Batı ile karşılaştırması yapılmış, hem de AK Parti'nin Türk Muhafazakârlığı ile süreklilikleri ve kesintileri tartışılmaya çalışılmıştır. AK Parti'nin muhafazakâr demokrat tanımlamasındaki demokrasi anlayışı açıklanırken, programı, seçim beyannamesi ve icraatları dikkate alınarak, AK Parti'nin demokrat kimliği irdelenmiştir. Due to this, firstly the theoretical accumulation of thought of conservatism in attention of historical perspective is analyzed, the ideas of Edmund Burke as the most significant representative of traditional conservatism are mentioned and finally, after clarifying the ideological bases of new conservative approaches as New Conservatism and New Right, the conservative ideology of Robert Nispet is emphasized. Due to there is not any concept for conservative democrat in literature, the relation of conservatism with democracy, is tried to be explained in the sense of interaction between liberalism and conservatism and the attitudes of West Conservatism to democracy in the process of this relation is mentioned. In Turkey, AK Party which has come into power after the elections on 3th November 2002, as the first party defined himself by conservative identity, is compared with West on the bases of conservatism and also the continuities and discontinuities of AK Party with Turkish conservatism are tried to be argued. While the perception of democracy in AK Party?s definition of conservative democrat is explaining, the democrat identity of AK Party is explicated considering the program, declaration of election and performances. Dünya siyaset tarihi içerisinde en fazla öne çıkan ve toplumun geneli tarafından kabul gören siyasal anlayışların başında, muhafazakâr düşünce sistemi gelmektedir. Bu düşünce sistemi kimi zaman iyi ve güzeli koruma, kimi zaman ise yeniliklere kapalı olma özelliği göstermiştir. Ancak bu düşünce sistemi özellikle demokrasi kültürünün tüm toplumlarda kabul görmesi ile birlikte bir kısım değişikliklere uğramıştır. Muhafazakâr düşüncenin demokrasi gibi önemli bir kavramı yok sayması mümkün olmamış ve neticesinde muhafazakâr demokrasi adı verilen ve hem muhafazakârlığı hem de demokratik unsurları içerisinde barındıran bir düşünce sistemi ortaya çıkmıştır. Tüm dünyada ilgi gören muhafazakâr demokrasi kavramı, ülkelerin kendi yönetim sistemleri ve kültür şekillerine göre olgunlaşmıştır. Bu bağlamda kimi ülkelerde muhafazakârlık kavramı ağır basmış iken bir kısım ülkelerde ise demokrasi kavramı güncelliğini korumuştur. Türkiye'de bu yeni kavrama kayıtsız kalmamış ve özellikle son yarım yüzyılda yeni sağ düşünce görüşüne uygun olarak muhafazakâr demokrasi kavramını savunan siyasal partiler ortaya çıkmıştır. Bu partilerden en önemlisi ve Türk siyasal yaşamına damgasını vuran parti ise AK Parti olmuştur. AK Parti kuruluşundan kısa bir süre sonra tek başına iktidara gelmesi ve halen daha bu vasfını devam ettirmesi nedeniyle Cumhuriyet tarihinin en önemli partileri arasında yer almıştır. Ayrıca benimsediği muhafazakâr demokrasi düşüncesi de büyük kitleler tarafından kabul görmüştür. Bundan sonraki dönemlerde yeniliklere uyum sağlayabildiği ölçüde toplum tarafından kabul görmeye devam etmesi beklenmektedir. ; One of the most prominent political approaches in the history of politics in the world is the conservative thought system. This system of thinking has been shown to be good and beautiful and sometimes closed to innovations. However, this system of thought has undergone some changes especially with the adoption of democracy culture in all societies. It was not possible for conservative thought to ignore an important concept like democracy, and as a result, a system of ideas, called conservative democracy, which contained both conservatism and democratic elements, emerged. The concept of conservative democracy, which attracts attention all over the world, has been matured according to the countries' own management systems and culture forms. In this context, while the concept of conservatism was dominant in some countries, the concept of democracy remained up to date. Turkey has not indifferent to this new grip, especially in the last half century, according to conservative views right new idea has emerged political parties advocating the concept of democracy. The most important of these parties and the party that marked the Turkish political life was the Adalet ve Kalkınma Partisi (AK Party: Justice and Development Party). The AK Party has been one of the most important parties in the history of the Turkish Republic due to the fact that it came to power in a short period of time after its establishment and still has this characteristic. In addition, the idea of conservative democracy has been accepted by the masses. In the following periods, it is expected to continue to be accepted by the society to the extent that it can adapt itself to innovations.

Türkiye-Rusya ilişkileri 500 yıldan fazla bir geçmişe sahiptir. İnişli çıkışlı ve savaşlarla dolu bu iki ülke ilişkileri tarihinde 2000'li yıllar ile birlikte değişim yaşanmıştır. Bu makalede Türkiye-Rusya ilişkilerinin Ak Parti dönemindeki seyri incelenmiştir. İki ülke arasındaki ilişkilerde fırsatların ve krizlerin neler olduğu ve nasıl ortaya çıktığı ele alınmıştır. Yaşanan bölgesel ve küresel gelişmelerin iki ülke arasındaki ilişkilere ne yönde etki ettiği ve bu gelişmelere karşı iki ülkenin kendilerini nasıl konumlandırdığı incelenmiştir. Özellikle siyasi gelişmeler üzerinden bir değerlendirme yapılmış ve ekonomik ilişkilere değinilmemiştir. Son olarak bu makalede iki ülke ilişkilerindeki bu değişimin nedeni anlaşılmaya çalışılmış ve her iki ülkenin bölgesel gelişmelere karşı nasıl bir politika izlemesi gerektiği vurgulanmıştır. The history of these two countries, which are bumpy and full of wars, has changed with the years of 2000's. In this article Turkey and Russia relations were examined in the course of Justice and Development Party (JDP). What are the crises and opportunities and how they emerged in the relations between these two countries was discussed. It has been explored how regional and global events affect the relations between the two countries and how they have positioned themselves against these events. An assessment has been made especially on political developments and the economic relations have not been mentioned. Finally, this article tried to understand the reason for this change in relations and how the two countries should follow a policy towards regional incidents. Bu tez çalışması Adalet ve Kalkınma Partisi'nin Sosyal İnşacılık Kuramı Bağlamında Dış Politika uygulamalarında Suriye Krizini değerlendirmek amacıyla hazırlanmıştır. Hazırlanan çalışmada literatür taraması yöntemi kullanılmıştır. Çalışmanın birinci bölümünde kuramsal açıdan dış politika kavramının gelişimi ve inşacılık kuramı ele alınmıştır. İkinci bölümde iki ülke arasındaki ilişkiler bağlamında Suriye krizi ele alınmıştır. Üçüncü ve son bölümde sosyal inşacılık kuramı bağlamında adalet ve kalkınma partisi dönemi Türk dış politikasının analizi yapılarak Suriye krizi değerlendirilmiştir. ; This thesis study was prepared to evaluate the Syrian Crisis in foreign policy applications in the context of Justice and Development Party's Social Construction Theory. The literature search method was used in the study. In the first part of the study, the development of the concept of foreign policy from the theoretical point of view and the theory of constructivism are discussed. The second part deals with the Syrian crisis in the context of relations between the two countries. In the third and last chapter, the Syrian crisis was evaluated by analyzing Turkish foreign policy in the context of justice and development party period in the context of social construction theory.

Bu tez çalışması, 2018 Türkiye Cumhuriyeti Cumhurbaşkanlığı ve Genel Seçimleri'nde Adalet ve Kalkınma Partisi (AK Parti) ve Cumhuriyet Halk Partisi (CHP)'nin Youtube'da yayınlanan reklamlarını kadın temsiliyeti açısından incelemektedir. İncelenen üç reklamda partilerin kadınları reklamda nasıl ve hangi mesajlarla gösterdiği göstergebilim yöntemiyle incelenmiştir. Üç bölümden oluşan çalışmanın birinci bölümü kavramsal çerçeve ve literatürdeki tartışmalardan oluşmaktadır. Medya, iktidar, ideoloji ve söylem arasındaki ilişki anlatılarak bu ilişkinin toplumsal cinsiyet kavramıyla reklamlar üzerinden bağlantısına değinilmiştir. Ayrıca ilk seçimlerden günümüze Türkiye'de siyasal yaşam ve siyasal iletişim kampanyalarına genel hatlarıyla yer verilmiş, daha sonra literatürdeki siyasal reklamlarda kadın temsiliyeti ile ilgili olan çalışmalara kısaca değinilmiştir. İkinci bölümde araştırmanın yöntemi, metodu, amacı ve kapsamı açıklanırken; bu çalışma ile hangi sorulara cevap arandığı ve çalışmanın önemi ortaya koyulmuştur. Üçüncü bölümde 2018 Cumhurbaşkanlığı ve Genel Seçim reklamları kapsamında seçilen AK Parti'nin "Birlik Hikâyemiz Yeniden Başlıyor", "Hazırız Türkiye!" ve CHP'nin "CHP "#Millet İçin Geliyoruz / Huzur İçinde Yaşamak, Zenginliğimizi Paylaşmak ve Hak Ettiğimiz Yarınlara Kavuşmak İçin Geliyoruz" isimli reklamlarının kadın temsiliyeti açısından göstergebilim yöntemiyle incelenişi yer almaktadır. Sonuç bölümünde incelemenin bulguları ortaya konularak seçilen 2018 Cumhurbaşkanlığı ve Genel Seçim reklamlarında iki partinin kadın temsiliyetine bakışı karşılaştırılmıştır. ; This thesis examines 2018 Presidential and General Elections in the Republic of Turkey Justice and Development Party (AK Party) and the Republican People's Party (CHP)'s of the ads posted on YouTube from the perspective of women's representation. In this three advertisements which examined, how and in which messages political parties showed women in the advertisement was analyzed by semiotics method. The first part of the study, which consists of three parts, consists of conceptual framework and discussions in the literature. The relationship between media, power, ideology and discourse is explained and the relation of this relationship with the concept of gender through advertisements is mentioned. Also, the first elections to the present day political life in Turkey and given a general outline of the political communication campaign, then briefly describes the work related to women's representation in political advertising in the literature. In the second part, while explaining the method, methodology, purpose and scope of the research; with this study, it was revealed which questions were answered and the importance of the study. Under the third section, the analysis of AK Party's advertisements which are "Birlik Hikâyemiz Yeniden Başlıyor", "Hazırız Türkiye!" and CHP's ads which is "CHP "#Millet İçin Geliyoruz / Huzur İçinde Yaşamak, Zenginliğimizi Paylaşmak ve Hak Ettiğimiz Yarınlara Kavuşmak İçin Geliyoruz" named selected within the scope of 2018 Presidential and General Election advertisements are analyzed by semiotics in terms of women's representation. In the conclusion section, the findings of the investigation were revealed and the views of the two parties on women's representation were compared in the 2018 Presidential and General Election advertisements.

Demokratik katılım ve seçim kavramları ülkemizde son zamanlarda üzerinde durulan konulardan birisi olmuştur. Seçim sistemleri, uygulanan seçimlerin demokratik süreci hakkında bilgi vermektedir. Her şeyden önce uygulanan seçim sistemlerinin demokratik olması ve pek tabi ki ülkenin yararı ön planda olması gerekmektedir. Ülkemizde çok partili dönemden bu yana çok sayıda seçim sistemleri denenmiştir. Ya her seçimde yeni kanunlara gidilmiş ya da bir önce uygulanan kanunda çeşitli değişiklikler yapılmıştır. Bu tür bir uygulama ise demokratik siyaset açısından sakınca göstermektedir. Temsilde Adalet ve Yönetimde istikrar ilkeleri ise günümüzde birçok siyasi tartışmaların sebebi olmuştur. Anayasamızın 67. Maddesinde seçim kanunlarının bu iki ilkeyi bağdaştıracak biçimde düzenlenmesi gerektiği vurgulanmaktadır. Ancak bir seçim sisteminde bu ilkelerin bağdaştırılmasını sağlamak her zaman mümkün olmamaktadır. Keza ülkemizde uygulanan seçim sistemlerinde çoğunlukla bu ilkelerden biri ön plandayken diğeri arka plana itilmektedir. Aynı zamanda hükümetlerin ekonomik performansı seçmenler açısından önem arz etmektedir. Bu nedenledir ki hükümetler çoğunlukla iktidara gelmek için seçim öncesi seçmenlerin yararına birçok ekonomik düzenlemeler yapmakta, halk için kısa dönemde genişletici politikalarla refah oluşturmaktadır. Ancak seçim öncesi yapılan bu uygulamalar seçim sonrası uzun vadede ekonomide birçok olumsuzluk yaratmaktadır. ; Democratic participation and selection concepts in our country has been one of the issues highlighted recently. Electoral systems, provide information on the implementation of the democratic process of elections. Everything democratize the electoral system applied before and the benefit of many countries, of course, must be at the forefront. Our country has been tested a number of electoral systems since the multiparty period. Or go to the new law has been in every election or have made several changes to the law that applied before. Such a practice shows the drawbacks in terms of democratic politics. The principles of justice and political stability represented today have been the cause of many political discussions. Article 69 of the election law in our Constitution it is emphasized that the two countries should be organized in the form of this adapter. But to ensure that these principles be reconciled in an electoral system is not always possible. Likewise, the selection system implemented in our country is mostly one of these principles in the foreground while the other is pushed into the background. At the same time the economic performance of the government is important in terms of voters. This is why governments often make many economic regulations for the benefit of voters before the elections to come to power, constitute prosperity for people with expansionary policies in the short term. But after the election before the application process has long made the choice to create many adversities in the economy.

In this study, some forestry related practices of governments in 1961-2012 period were investigated in the context of forest resources management and administration. Within the scope of the study, developments related to forestry management, timber harvesting, afforestation, forest establishment and forest cadastre were discussed and data, documents and web pages of General Directorate of Forestry and various organizations were used in the study. Mann Whitney U test was used to determine whether there is a significant difference or not between the amount of realization of certain activities by government eras. Some outstanding results of the study are such these: The Ministry of Forestry was established for the first time in 1969 by Justice Party and revoked in 1980 by the Military Government. In 1991, it was reestablished by the Motherland Party. When single-party governments and the other governments are compared, it is found that while there is a significant difference in favor of single-party governments with regard to forest establishment practices including afforestation, there is no difference in industrial wood production. Modernleşme süreci ile artan siyasal katılım, insan haklarının genişlemesi ve bireylerin yönetimde daha fazla söz sahibi olması gibi unsurlar demokratik ortamı geliştirmiş, bu da siyasal partilerin önemini artırmıştır. Siyasi partilerin siyasal açıdan birer güç unsuru haline gelmesi, partileşme sürecini niceliksel olarak geliştirmiştir. Bu konu hakkında kriz teorisi, parlamento dışında doğan partiler, kuşaksal yaş ve fonksiyon gibi yaklaşımlar ortaya atılmıştır. Partileşme sürecinde gerçekleştirilen ideolojik söylem ise partilerin neyi eleştirdiğini, kurumsal kimliklerini ve yukarıda bahsedilen hangi yaklaşım çerçevesinde partileştiklerini ortaya koymaktadır. Bu durumdan hareketle ülkemizde partileşme sürecinde olan Demokrasi ve Atılım (DEVA) Partisi ile Gelecek Partisi'nin ideolojik söylemi nasıl araçsallaştırıldığının incelenmesi araştırmanın amacını oluşturmaktadır. Çalışmada Demokrasi ve Atılım (DEVA) Partisi ile Gelecek Partisi'nin parti programları iktidarı eleştiri ve kendi ideolojisini söylemleştirme çerçevesinde Foucaultcu Söylem Analizi yöntemi ile analiz edilmiştir. Demokrasi ve Atılım (DEVA) Partisi'nin hem iktidar muhafazakarlığını eleştirerek hem de kendi ideolojisini araçsallaştırarak ideolojik söylem inşa ettiği görülmüştür. Gelecek Partisi'nin programında ise yalnızca iktidar eleştirisinin varlığından söz edilmektedir. ; Increasing political participation with the modernization process, the expansion of human rights and the fact that individuals have more say in management have developed the democratic environment, which has increased the importance of political parties. The political parties becoming an element of political power have quantitatively improved the process of partyization. Approaches such as crisis theory, parties born out of parliament, generational age and function have been introduced. The ideological discourse made in the process of partying reveals what the parties criticized, their institutional identities and within which framework they were partying. Based on this situation, the purpose of the research is to examine how the Democracy and Progress Party's (DEVA) and the Future Party are instrumentalized in the process of partyization in our country. In the study, the party programs of the Democracy and Progress Party's (DEVA) and the Future Party were analyzed by Foucauldian Discourse Analysis method in the framework of criticizing the power and discourse of its own ideology. It was seen that the Democracy and Progress Party's (DEVA) built ideological discourse both by criticizing the conservatism of political power and instrumentalizing its own ideology. In the program of the Future Party, only the critique of power is mentioned.
