Institutional and governmental support on wind energy sources, together with the wind energy potential and improvement of wind energy conversion technology, has led to a fast development of wind power generation in recent years. The continuous increase of the wind power penetration level brings a result that wind power generation gradually becomes an important component of power generation in the grid, which makes the study on the wind power quality issues and the interaction between the wind turbines and the grid necessary and imperative. The research documented in this thesis examines power quality issues of grid-connected wind turbines and the interaction between wind turbines and the grid. The specific goal of the research has been to investigate flicker emission and mitigation of grid-connected wind turbines with doubly fed induction generators (DFIG) during continuous operation, and voltage recovery of such kind of grid-connected wind turbines after the clearance of a short circuit fault in the grid. As a basis of the research, a model of grid-connected wind turbines with DFIG is developed in the dedicated power system analysis tool PSCAD/EMTDC, which simulates the dynamics of the system from the turbine rotor, where the kinetic wind energy is converted to mechanical energy, to the grid connection point where the electric power is fed into the grid. The complete grid-connected wind turbine model includes the wind speed model, the aerodynamic model of the wind turbine, the mechanical model of the transmission system, models of the electrical components, namely the DFIG, PWM voltage source converters, transformer, capacitor, and the control system. The grid model and the electrical components of the wind turbine are built with standard electrical component models from PSCAD/EMTDC library. The wind model, the aerodynamic model, the mechanical model and the control system are built with custom components developed in PSCAD/EMTDC. Two control schemes are implemented in the developed grid-connected wind turbine model: speed control and pitch control. The speed control scheme is composed by two vectorcontrol schemes designed respectively for the rotor-side and grid-side PWM voltage source converters. Cascade control is used in the vector-control schemes. Two design methods, poleplacement and internal model control, are applied for designing the PI-controllers in the vector-control schemes. The pitch control scheme is employed to regulate the aerodynamic power from the turbine. The performances of the control schemes, respectively current control loops, power control loops, DC-link voltage control loop and pitch control loop, are illustrated, which meet the design requirements. Simulation results show that the wind turbine is capable of providing satisfactory steady state and dynamic performances, which makes it possible that the wind turbine model can be applied to study the power quality issues of such kind of grid-connected wind turbines and their interaction with the grid. To evaluate the flicker levels produced by grid-connected wind turbines with DFIG, a flickermeter model is developed according to the IEC standard IEC 61000-4-15, which simulates the response of the lamp-eye-brain chain and provides on-line statistical analysis ofthe flicker signal and the final results. Based on the developed model of grid-connected wind turbines with DFIG and the flickermeter model, the flicker emission during continuous operation is studied. The influence factors that affect flicker emission of grid-connected DFIG wind turbines, such as wind characteristics (mean speed, turbulence intensity) and grid conditions (short circuit capacity, grid impedance angle) are analysed. The effects of the influence factors are compared with previous research results related to the fixed speed wind turbine. In particular, the effects of mean wind speed, turbulence intensity and grid impedance angle are different from that in the case of the fixed speed wind turbine. It is possible to regulate the reactive power flow on the connection line so that the voltage fluctuation caused by the active power flow can be compensated by that caused by the reactive power flow. Based on this principle, two effective measures are proposed to mitigate the flicker levels produced by grid-connected wind turbines with DFIG, respectively by wind turbine output reactive power control and using STATCOM. Simulation results demonstrate that these two measures are effective for flicker mitigation regardless of mean wind speed, turbulence intensity and short circuit capacity ratio. The voltage recovery study is started with grid-connected wind turbines with dynamic slip control, which are simple, cost-effective, partially variable speed wind turbines, for gaining a good understanding of transient responses of induction generators in an external short-circuit situation. The model of a variable speed wind turbine with dynamic slip control in the simulation tool of PSCAD/EMTDC is presented, and the control schemes, respectively dynamic slip control and pitch control, are described. The transient process of grid-connected wind turbines after an external short-circuit fault is analyzed in detail. It is concluded from the analysis that increasing the electromagnetic torque or decreasing the aerodynamic torque helps to recover the voltage after the clearance of an external short-circuit fault. For the wind turbine with dynamic slip control, after the clearance of an external short-circuit fault, the electromagnetic torque may be strengthened by adjusting the generator slip, and the aerodynamic torque may be reduced by regulating the pitch angle, which helped to slow the rotor speed down and re-established the voltage at the wind turbine terminal. Simulation results demonstrate that pitch control, dynamic slip control and combined control are effective measures for voltage recovery of grid-connected wind turbines with dynamic slip control. An emergency pitch regulation scheme is developed and applied in the case of pitch control. Based on the acquired knowledge, the voltage recovery of grid-connected wind turbines with DFIG is studied. Two kinds of situations are studied which depend on whether the rotor protection devices in the DFIG are triggered or not. When the situation after an external short-circuit fault is not serious enough to trigger the rotor protection devices, the control schemes of the DFIG operated as normal and are capable of forcing the rotor speed down and re-establishing the voltage at the wind turbine terminal after the clearance of the short-circuit fault, which are demonstrated by simulation results. The performances of the wind turbine as well as the control schemes are illustrated in detail. If the situation after an external short-circuit fault is serious enough, the protection devices in the rotor circuit will be triggered which yields a result that the generator rotor is shortcircuited and the rotor-side converter is deactivated. In this situation, a control strategy is proposed to re-establish the voltage at the wind turbine terminal and restore the wind turbine's normal operation after the fault clearance, which is verified by simulations results. The control strategy, which takes advantage of the benefits of the rotor circuit protection device and the emergency pitch control scheme, are performed in three steps, respectively protection device activation, voltage recovery assisted by pitch control, and normal operation restoration of the wind turbine with DFIG. ; Institutional and governmental support on wind energy sources, together with the wind energy potential and improvement of wind energy conversion technology, has led to a fast development of wind power generation in recent years. The continuous increase of the wind power penetration level brings a result that wind power generation gradually becomes an important component of power generation in the grid, which makes the study on the wind power quality issues and the interaction between the wind turbines and the grid necessary and imperative. The research documented in this thesis examines power quality issues of grid-connected wind turbines and the interaction between wind turbines and the grid. The specific goal of the research has been to investigate flicker emission and mitigation of grid-connected wind turbines with doubly fed induction generators (DFIG) during continuous operation, and voltage recovery of such kind of grid-connected wind turbines after the clearance of a short circuit fault in the grid. As a basis of the research, a model of grid-connected wind turbines with DFIG is developed in the dedicated power system analysis tool PSCAD/EMTDC, which simulates the dynamics of the system from the turbine rotor, where the kinetic wind energy is converted to mechanical energy, to the grid connection point where the electric power is fed into the grid. The complete grid-connected wind turbine model includes the wind speed model, the aerodynamic model of the wind turbine, the mechanical model of the transmission system, models of the electrical components, namely the DFIG, PWM voltage source converters, transformer, capacitor, and the control system. The grid model and the electrical components of the wind turbine are built with standard electrical component models from PSCAD/EMTDC library. The wind model, the aerodynamic model, the mechanical model and the control system are built with custom components developed in PSCAD/EMTDC. Two control schemes are implemented in the developed grid-connected wind turbine model: speed control and pitch control. The speed control scheme is composed by two vectorcontrol schemes designed respectively for the rotor-side and grid-side PWM voltage source converters. Cascade control is used in the vector-control schemes. Two design methods, poleplacement and internal model control, are applied for designing the PI-controllers in the vector-control schemes. The pitch control scheme is employed to regulate the aerodynamic power from the turbine. The performances of the control schemes, respectively current control loops, power control loops, DC-link voltage control loop and pitch control loop, are illustrated, which meet the design requirements. Simulation results show that the wind turbine is capable of providing satisfactory steady state and dynamic performances, which makes it possible that the wind turbine model can be applied to study the power quality issues of such kind of grid-connected wind turbines and their interaction with the grid. To evaluate the flicker levels produced by grid-connected wind turbines with DFIG, a flickermeter model is developed according to the IEC standard IEC 61000-4-15, which simulates the response of the lamp-eye-brain chain and provides on-line statistical analysis ofthe flicker signal and the final results. Based on the developed model of grid-connected wind turbines with DFIG and the flickermeter model, the flicker emission during continuous operation is studied. The influence factors that affect flicker emission of grid-connected DFIG wind turbines, such as wind characteristics (mean speed, turbulence intensity) and grid conditions (short circuit capacity, grid impedance angle) are analysed. The effects of the influence factors are compared with previous research results related to the fixed speed wind turbine. In particular, the effects of mean wind speed, turbulence intensity and grid impedance angle are different from that in the case of the fixed speed wind turbine. It is possible to regulate the reactive power flow on the connection line so that the voltage fluctuation caused by the active power flow can be compensated by that caused by the reactive power flow. Based on this principle, two effective measures are proposed to mitigate the flicker levels produced by grid-connected wind turbines with DFIG, respectively by wind turbine output reactive power control and using STATCOM. Simulation results demonstrate that these two measures are effective for flicker mitigation regardless of mean wind speed, turbulence intensity and short circuit capacity ratio. The voltage recovery study is started with grid-connected wind turbines with dynamic slip control, which are simple, cost-effective, partially variable speed wind turbines, for gaining a good understanding of transient responses of induction generators in an external short-circuit situation. The model of a variable speed wind turbine with dynamic slip control in the simulation tool of PSCAD/EMTDC is presented, and the control schemes, respectively dynamic slip control and pitch control, are described. The transient process of grid-connected wind turbines after an external short-circuit fault is analyzed in detail. It is concluded from the analysis that increasing the electromagnetic torque or decreasing the aerodynamic torque helps to recover the voltage after the clearance of an external short-circuit fault. For the wind turbine with dynamic slip control, after the clearance of an external short-circuit fault, the electromagnetic torque may be strengthened by adjusting the generator slip, and the aerodynamic torque may be reduced by regulating the pitch angle, which helped to slow the rotor speed down and re-established the voltage at the wind turbine terminal. This paper considers the frequent discrepancies between theory and practice in Third World urban development programmes. Drawing upon three Southeast Asian case studies (the Philippines, Thailand and Indonesia), it highlights the importance of understanding the challenges posed for sustainable urban development by current processes of urbanization, democratization, decentralization and economic liberalization. Urbanization in Southeast Asian countries is extremely complex and fluid, raising difficult social, as well infrastructural and financial, questions. Very different groups of people must be drawn into a common planning process. Furthermore, complex relations between cities and their hinterlands must be taken into account. Decentralization and democratization serve to complicate the picture. In most cases, local and regional institutions are ill-prepared to meet the new responsibilities implicit in decentralization, and central governments are reluctant to give up their power over lower level authorities. Effective democratization of decision making is also hampered by local political structures hostile to participation. In some cases, however, democracy is growing, and potentially serves as a focus for sustainable development planning and management. The paper questions the poverty alleviation powers of economic liberalization. It points out that neo-liberal policies undermine development efforts by weakening government responsibility in key areas of public concern. In addition, free-market reforms lack environmental sensitivity and encourage deep splits within communities, as income gaps grow larger. The experience of the Philippines provides insight into these issues. Rapid urbanization and a high incidence of poverty, combined with sub-optimal urban management, have lead to problems with water provision and pollution. For the poor, deeply embedded legal problems of land tenure constitute a key concern. The administrative structure of the Philippines, where legislation has encouraged decentralization of powers and resources to the municipal and community levels, has the potential to facilitate the implementation of sustainable development initiatives. However, the continuing strength of powerful local bosses blocks many efforts to address the needs of the poor and to consider paths to sustainable urban development. The development of physical infrastructure tends to be granted priority over smaller participatory community projects. Thailand is the least urbanized of the three case countries, and urban poverty is less prominent than in the Philippines or Indonesia. Urban water supply is generally good, but industrial waste, pollution, land tenure and access to services are serious problems. Although the aim of sustainable development features in Thai economic and social policies, and some headway has been made in the environmental sector, there is virtually no progress towards this goal at the local level. The new Thai constitution provides for strengthening of local government; but, with the exception of strong private sector involvement, participatory forms of local planning required by the constitution are slow in materializing. In part, this is because of the overarching powers of the Ministry of Interior, which is determined to maintain its control over local affairs. It is also because structures of political patronage slow the devolution of power from central to lower levels. NGO and community representation in local development processes is relatively weak and a long-term vision for local level development is absent. Although some highly structured urban development programmes have been implemented over the past few years in Indonesia, urbanization is still uncontrolled, predominantly informal and characterized by high poverty incidence-especially following the collapse of the economy after July 1997. As in the Philippines, environmental pollution and land tenure problems are serious. But continued economic crisis dominates the policy agenda, and sustainable development planning remains weak at the local level. Post-Suharto-era legislation could allow Indonesia to do better than Thailand in terms of decentralization, but the current fluidity of the legal situation can work against, as well as for, sustainable development initiatives. Immediately following the collapse of authoritarian government, the co-operation of local level groups in consultative processes was limited by their fear of government co-optation. More recently, however, there are some signs that NGOs and community groups are engaging more effectively with recently elected councils and the municipal machinery. The concluding section of the paper draws attention to the role that may be played in sustainable development initiatives by the new urban middle class of Southeast Asia. The collapse of authoritarianism has brought to the fore aspirations for a greater say in political processes. However, the dominant economic model is also breeding more divided societies. Two distinct kinds of local development initiatives are emerging. On one hand, poor communities are being assisted by international development agencies, local governments and NGOs to improve their quality of life. On the other, middle class groups are organizing to improve the way that local governments are run. Yet these initiatives are not enough in themselves to overcome the deep divisions in these societies and to promote sustainable human development. Furthermore, this situation supports the survival of local patronage politics, which in turn militates against the success of any broader movement towards significant improvement in the processes of urban development. Democratization has opened up spaces for progressive forces for change. In such a context, international development agencies can increase their support for community organizations-not only to promote self-help initiatives, but also to strengthen their voice in local political processes. It is also necessary to provide simultaneous support at the level of the municipality. Too often, however, external support has been given on a short-term basis and targeted to local level interventions. So far there has been relatively little support for integrated urban programmes. Furthermore in the current climate of economic and social crisis, considerations of sustainable development can too easily be pushed into the background. External agencies need to focus attention on how to organize and operate such programmes and to commit themselves to longer term and more flexible interventions that are effective in rapidly changing conditions. More thought should also be given to the national level context that would ensure that local level activities make genuine progress. Such support includes reinforcement of the decentralization process-and also devising defences against the social and environmental effects of neo-liberal policies.
Inward investment from foreign manufacturing firms has been sought as a remedy to regional industrial problems in the UK. Foreign manufacturing offers the prospect of industrial diversification, new jobs and incomes, and can also represent a stimulus to new ideas and practices in domestic industries. The potential for production externalities from the foreign to the domestic sector has been investigated in a number of empirical studies. The wider potential for foreign manufacturing to become a driver of regional competitive advantage is expected to be linked to a number of factors including underlying investment motives, subsidiary age and type, subsidiary size, degree of value added within the plant, type of plant/degree of autonomy, nationality of ownership, entry mode, industry sector, and the structure of the host/regional economy. An additional and inter-linked factor with the above is the extent to which foreign plants are embedded through their purchasing linkages into their respective local economies. The degree of embeddedness determines the indirect employment and output supported by foreign firm activities in regional economies, and is a general indicator of the extent to which foreign firms contribute towards regional growth. Previous research has work has highlighted the comparatively low levels of linkage that exist between inward investing sectors and local supply bases. For example, Turok (1993, 1997) demonstrated the Scottish electronics industry (including large numbers of inward investors) purchased just 12% of material inputs in Scotland, and that (with reference to Input-Output tables for Scotland) output based multipliers for the electronics sector still revealed a poor quality of linkages into the local economy. In Northern Ireland, Crone and Roper (1999) reported that weak supply linkages between foreign and regional firms had restricted the potential of positive production externalities. In Wales, Roberts (1996) considered the backward (and forward) linkages created by foreign manufacturing sectors in the local economy using 1994 Input-Output tables for Wales. Overall, this research found that, on average, less than 17% of non-wage spending of foreign manufacturing firms occurred in the Welsh economy (see also Gillespie, 2000). Finally, Brand, Hill and Munday (2000), explored in a regional Input-Output framework, the direct and indirect economic contribution of foreign owned and domestic manufacturing to the economies of Wales, Scotland and the West Midlands. The study demonstrated that foreign owned manufacturing in these regions purchased less locally than domestic firms. As a result in most of the industry sectors explored the output supported in other regional industries was generally greater in the domestic than in the foreign owned case. The analysis also explored how far each job created in foreign and domestically owned manufacturing contributed to regional value added. The superior productivity of the foreign sector meant that it generally contributed more per employee to regional value added than its domestic counterpart. The analysis of the impact of foreign (and in some cases domestic) manufacturing on local economies within an Input-Output framework has largely been based on cross-sectional information. The present paper attempts to develop a more dynamic perspective by considering structural changes over time. The objective of this paper is to explore the role of foreign manufacturing in changing the pattern of industry linkages in Wales and Scotland – two regions which have attracted comparatively high shares of new UK foreign inward investment. These two regions also make for a valuable comparative study with some analysts suggesting that there are important differences in the underlying quality of inward investment between the two regions (Hood, 1991). The paper uses information from the Scottish Input-Output tables 1973 and 1996 (see Fraser of Allander, 1973, and Scottish Executive, 1999), and Welsh Input-Output tables 1968 and 1996 (see Ireson and Tomkins, 1978; and Hill and Roberts, 2001) to examine the changing structure of these regional economies over time. The focus of the paper is comparing manufacturing sectors where there have been high and low levels of foreign investment. The influence of foreign manufacturing is considered in the context of changes in the export orientation, import propensity and indirect employment and output effects of selected industry sectors. The wider context of the paper is continuing concern in the UK on the more dynamic impacts of foreign manufacturing industry in improving the economic prospects for UK regions, and the validity of the 'inward investment' model of development. The second section of the paper reviews the development of foreign manufacturing in the Welsh and Scottish economies, and critically analyses previous research that has explored the role of the foreign sector in these regions within an Input-Output model framework. The third section examines how foreign manufacturing might be expected to impact differently from the domestic sector in terms of impact on the structure of the regional economy over time. For example, in terms of its higher productivity, and different import and export propensities. The fourth section describes the Input-Output tables that are available for Wales and Scotland, and more specifically, discusses issues of comparability of tables of different vintages. The methodology used to reconcile the industry sectors in the table is discussed. The fifth section examines the nature of structural changes in the two economies, including an analysis of local trading propensities, together with estimates of multiplier effects of selected industries characterised by high and low levels of foreign direct investment (in the period 1968-1996 for Wales, and 1973-1996 for Scotland). This dissertation takes a step towards providing a better understanding of post-socialist welfare state development from a theoretical as well as an empirical perspective. The overall analytical goal of this thesis has been to critically assess the development of social policies in Estonia, Latvia and Lithuania using them as illustrative examples of post-socialist welfare state development in the light of the theories, approaches and typologies that have been developed to study affluent capitalist democracies. The four studies included in this dissertation aspire to a common aim in a number of specific ways. The first study tries to place the ideal-typical welfare state models of the Baltic States within the well-known welfare state typologies. At the same time, it provides a rich overview of the main social security institutions in the three countries by comparing them with each other and with the previous structures of the Soviet period. It examines the social insurance institutions of the Baltic States (old-age pensions, unemployment insurance, short-term benefits, sickness, maternity and parental insurance and family benefits) with respect to conditions of eligibility, replacement rates, financing and contributions. The findings of this study indicate that the Latvian social security system can generally be labelled as a mix of the basic security and corporatist models. The Estonian social security system can generally also be characterised as a mix of the basic security and corporatist models, even if there are some weak elements of the targeted model in it. It appears that the institutional changes developing in the social security system of Lithuania have led to a combination of the basic security and targeted models of the welfare state. Nevertheless, as the example of the three Baltic States shows, there is diversity in how these countries solve problems within the field of social policy. In studying the social security schemes in detail, some common features were found that could be attributed to all three countries. Therefore, the critical analysis of the main social security institutions of the Baltic States in this study gave strong supporting evidence in favour of identifying the post-socialist regime type that is already gaining acceptance within comparative welfare state research. Study Two compares the system of social maintenance and insurance in the Soviet Union, which was in force in the three Baltic countries before their independence, with the currently existing social security systems. The aim of the essay is to highlight the forces that have influenced the transformation of the social policy from its former highly universal, albeit authoritarian, form, to the less universal, social insurance-based systems of present-day Estonia, Latvia and Lithuania. This study demonstrates that the welfare–economy nexus is not the only important factor in the development of social programs. The results of this analysis revealed that people's attitudes towards distributive justice and the developmental level of civil society also play an important part in shaping social policies. The shift to individualism in people's mentality and the decline of the labour movement, or, to be more precise, the decline in trade union membership and influence, does nothing to promote the development of social rights in the Baltic countries and hinders the expansion of social policies. The legacy of the past has been another important factor in shaping social programs. It can be concluded that social policy should be studied as if embedded not only in the welfare-economy nexus, but also in the societal, historical and cultural nexus of a given society. Study Three discusses the views of the state elites on family policy within a wider theoretical setting covering family policy and social policy in a broader sense and attempts to expand this analytical framework to include other post-socialist countries. The aim of this essay is to explore the various views of the state elites in the Baltics concerning family policy and, in particular, family benefits as one of the possible explanations for the observed policy differences. The qualitative analyses indicate that the Baltic States differ significantly with regard to the motives behind their family policies. Lithuanian decision-makers seek to reduce poverty among families with children and enhance the parents' responsibility for bringing up their children. Latvian policy-makers act so as to increase the birth rate and create equal opportunities for children from all families. Estonian policy-makers seek to create equal opportunities for all children and the desire to enhance gender equality is more visible in the case of Estonia in comparison with the other two countries. It is strongly arguable that there is a link between the underlying motives and the kinds of family benefits in a given country. This study, thus, indicates how intimately the attitudes of the state bureaucrats, policy-makers, political elite and researchers shape social policy. It confirms that family policy is a product of the prevailing ideology within a country, while the potential influence of globalisation and Europeanisation is detectable too. The final essay takes into account the opinions of welfare users and examines the performances of the institutionalised family benefits by relying on the recipients' opinions regarding these benefits. The opinions of the populations as a whole regarding government efforts to help families are compared with those of the welfare users. Various family benefits are evaluated according to the recipients' satisfaction with those benefits as well as the contemporaneous levels of subjective satisfaction with the welfare programs related to the absolute level of expenditure on each program. The findings of this paper indicate that, in Latvia, people experience a lower level of success regarding state-run family insurance institutions, as compared to those in Lithuania and Estonia. This is deemed to be because the cash benefits for families and children in Latvia are, on average, seen as marginally influencing the overall financial situation of the families concerned. In Lithuania and Estonia, the overwhelming majority think that the family benefit systems improve the financial situation of families. It appears that recipients evaluated universal family benefits as less positive than targeted benefits. Some universal benefits negatively influenced the level of general satisfaction with the family benefits system provided in the countries being researched. This study puts forward a discussion about whether universalism is always more legitimate than targeting. In transitional economies, in which resources are highly constrained, some forms of universal benefits could turn out to be very expensive in relative terms, without being seen as useful or legitimate forms of help to families. In sum, by closely examining the different aspects of social policy, this dissertation goes beyond the over-generalisation of Eastern European welfare state development and, instead, takes a more detailed look at what is really going on in these countries through the examples of Lithuania, Latvia and Estonia. In addition, another important contribution made by this study is that it revives 'western' theoretical knowledge through 'eastern' empirical evidence and provides the opportunity to expand the theoretical framework for post-socialist societies.

Study Three discusses the views of the state elites on family policy within a wider theoretical setting covering family policy and social policy in a broader sense and attempts to expand this analytical framework to include other post-socialist countries. The aim of this essay is to explore the various views of the state elites in the Baltics concerning family policy and, in particular, family benefits as one of the possible explanations for the observed policy differences. The qualitative analyses indicate that the Baltic States differ significantly with regard to the motives behind their family policies. Lithuanian decision-makers seek to reduce poverty among families with children and enhance the parents' responsibility for bringing up their children. Latvian policy-makers act so as to increase the birth rate and create equal opportunities for children from all families. Estonian policy-makers seek to create equal opportunities for all children and the desire to enhance gender equality is more visible in the case of Estonia in comparison with the other two countries. It is strongly arguable that there is a link between the underlying motives and the kinds of family benefits in a given country. This study, thus, indicates how intimately the attitudes of the state bureaucrats, policy-makers, political elite and researchers shape social policy. It confirms that family policy is a product of the prevailing ideology within a country, while the potential influence of globalisation and Europeanisation is detectable too. The final essay takes into account the opinions of welfare users and examines the performances of the institutionalised family benefits by relying on the recipients' opinions regarding these benefits. The opinions of the populations as a whole regarding government efforts to help families are compared with those of the welfare users. Various family benefits are evaluated according to the recipients' satisfaction with those benefits as well as the contemporaneous levels of subjective satisfaction with the welfare programs related to the absolute level of expenditure on each program. The findings of this paper indicate that, in Latvia, people experience a lower level of success regarding state-run family insurance institutions, as compared to those in Lithuania and Estonia. This is deemed to be because the cash benefits for families and children in Latvia are, on average, seen as marginally influencing the overall financial situation of the families concerned. In Lithuania and Estonia, the overwhelming majority think that the family benefit systems improve the financial situation of families. It appears that recipients evaluated universal family benefits as less positive than targeted benefits. Some universal benefits negatively influenced the level of general satisfaction with the family benefits system provided in the countries being researched. This study puts forward a discussion about whether universalism is always more legitimate than targeting. In transitional economies, in which resources are highly constrained, some forms of universal benefits could turn out to be very expensive in relative terms, without being seen as useful or legitimate forms of help to families. In sum, by closely examining the different aspects of social policy, this dissertation goes beyond the over-generalisation of Eastern European welfare state development and, instead, takes a more detailed look at what is really going on in these countries through the examples of Lithuania, Latvia and Estonia. In addition, another important contribution made by this study is that it revives 'western' theoretical knowledge through 'eastern' empirical evidence and provides the opportunity to expand the theoretical framework for post-socialist societies.
