Whaling is a globally controversial topic, and Faroese drive-style whaling, grindadráp, is no exception. A complex common-pool resource (CPR) institution, viewable from multiple moral, social, economic and political viewpoints, grindadráp is a challenge to assess. Responding to calls to utilise more relationship-centred and multiperspectival approaches to studying CPRs, this article examines grindadráp utilising the theory of socio-cultural viability, which asserts diverse understandings of the world can be classified within a fourfold typology and that 'successful' institutions draw on all four social solidarities in dealing with challenges that arise. The analysis reveals how throughout grindadráp's history its place in Faroese society has been maintained through the enforcement of a largely egalitarian conceptualisation. However, in meeting various challenges around the distribution of meat, sustainability and killing methods, the institution has accepted solutions utilising alternative conceptualisations. It is this adaptability which has allowed grindadráp to remain a popular part of Faroese society, even as dependence on pilot whale meat has declined. The issue of toxins in pilot whale meat is found to be arguably the greatest threat to grindadráp, undermining the egalitarian foundations of the practice, the response to which is something that Faroese society is currently in the process of negotiation.

The paper analyses the role of ideas, past experience and crises in the process leading to theoretical and political disputes and the changes of monetary and banking policy in Sweden in 1844/45. It also analyses the role of institutional settings and types of actors involved in the decision-making process. A comparative approach is deployed. Policy changes at the time in the poor and peripheral Sweden is contrasted with the well-known developments in England. The results suggest that current events and past experience were important factors. Purely theoretical considerations played a somewhat lesser role in determining the policy-change. Institutional peculiarities and country characteristics did not significantly alter the core outcomes, but certain specific features. Probably an influx of ideas, policies and experiences from England also influenced policy choices in the case of Sweden.

Design science research was used for the generation, use and evaluation of a model for knowledge sharing in the user community through open educational resources (OER). The focus of interest was on the development process of a model for knowledge sharing that emphasizes the characteristics and the needs of the user community; the empowerment and democratic issues of openness; the collaboration between institutions and dialog with society; and the consideration of quality and sustainability issues. Initially, the community needs were analyzed through surveys and workshops, and the findings used, through negotiations, to formulate the development process. An open-training platform served as an infrastructure and included a repository with OER, a wiki and a discussion forum. The purpose of this article is an attempt to provide universities with a plan and template for integrated knowledge sharing that responds to societal needs. The change in regional governance in Sweden is regularly understood in terms of a shift from 'government' to 'governance', from a redistributive policy to a policy that aims to encourage regional innovation, competitiveness and growth. This shift also includes the adoption of global policy models, such as 'clusters'. In the literature on the global spread of policies it has been argued that a market for global policies has developed. This is not least evident through the expansion of global consultancy firms, international policy organisations as well as a cosmopolitan elite of travelling policy technocrats. Theoretically and methodologically this study contributes to scholarly discussions of how new forms of governance can be analysed, and especially how governmentality studies can be utilised and combined with analyses of the messy political practices of specific policies and programs. The study analyses the discursive shift in regional policy in Sweden: contested elements erased, conflicts concealed and the political order produced. By empirically departing from a 'cluster policy network' lodged within a Swedish region, cluster policy is analysed as an assemblage of global circuits of knowledge, expertise and local relations of power. A broad range of materials for analysis have been generated through interviews, participant observations and documents. The production of policy knowledge is an overarching political rationality of contemporary forms of regional governance, translated into technologies such as benchmarking, regional comparisons, competitions, evaluations and best-practice. Based on the empirical analyses it is argued that the lack of power critique and a hyper-rational representation of knowledge produce an international market for legitimacy. This thesis is about Environmental Impact Assessment (EIA) practice in Sweden. Impact Assessment (IA) is expected to play a crucial role in enabling democratic and enlightened decision making. EIA practice seems however not to be in accordance with best IA practice norms and legislation in many countries. We therefore need a more thorough understanding of IA practice and its outcomes and about what is gained through EIA and thus also be able to suggest, on a more profound basis, how the practice can be improved. This thesis presents an analysis of the two cases EIA practice on cumulative effects and the final disposal for spent nuclear fuel. The methods and approaches used are qualitatively and include literature review, document analysis, individual interviews and focus group interviews. The results were analysed using social psychology theory and community of practice theory. The case of cumulative effects clearly demonstrated that a positive attitude towards including cumulative effects was in place, but the conditions to change the knowledge base were not. In the investigated case for a final disposal for spent nuclear fuel it was revealed that a shared practice and social learning over time might result in difficulties for the authority in mapping out a clear role and identity for itself in relation to the proponent. It also showed that the shared practice that has developed between the industry, and the competent authorities, has over time resulted in the adoption of a shared understanding and similar perspectives, concerning at least two points. The first concerns downgrading the need to more thoroughly investigate alternate technical methods to the main alternative, while the second concerns the need to avoid delays in the planning process. Communication and the shared practice that has developed over a long period of time, can have a significant and not necessarily positive impact on power relations and thus hamper knowledge production, diffusion of roles and identities.

Public catering can have a considerable environmental and educational impact. A scenario of more legume and less meat consumption in Sweden was in the present study used as a tool to explore the possibilities of Swedish public school meals to become more sustainable. Strong structuration theory provided a focus on organisational structure and stakeholder influence, enabling a holistic view of the issue at hand. A literature review, on the topics of successful implementation of sustainability projects within public catering and individual agency within school meals, provided a knowledge base from which an online survey and a guide for complementary interviews were built. The survey was aimed at municipal dietary managers and assessed their experiences of working with sustainable school meals and their attitudes towards the dietary scenario. Furthermore, the survey tried out a way of measuring how much legumes and meat are served in school canteens. The complementary interviews focused on individual actors' perceived agency to act for sustainable change. The results suggest that the study participants in general have both the knowledge and interest to make school meals more sustainable. They also saw the more legumes dietary scenario as desirable. Complicating factors are that the priorities of catering organisations and schools are often not well aligned, and resources are lacking to work on collaborations to improve this. It is also often unclear who has the responsibility to make sure teaching on sustainability is carried over from the classroom to the canteen. Individual agents with a high motivation to make positive change can be important drivers of sustainability projects, but for a change such as significantly greener school meals to take place, a whole food culture needs to change. Educational efforts and finding ways of engaging multiple stakeholders in the decisions are needed to this end. Unambiguous political goals, with adequate action plans, would give structure to the work on more sustainable school meals. Finding ways of quantifying and comparing sustainability efforts between municipalities would draw attention to the importance of the matter. The approach that was tried out in the present study however proved to be too impractical to use.

Strindberg's strategies of commitment, disengagement and new commitment across the border between literature and politics represent an intriguing intellectual adventure we can follow throughout his life as a writer. My article focuses on Strindberg's dilemma as it took form in the first half of the 1880s, and observes it through his fundamental and controversial relationship with the Swedish journalist, literary critic and Social-democratic political leader Hjalmar Branting, with the Danish playwright, literary critic, journalist and radical liberal politician Edvard Brandes, and with the Norwegian writer, politically engaged intellectual and nasjonalskald Bjørnstjerne Bjørnson. For a period they all experienced, along with Strindberg, the ambivalence of working in a social field where art and politics were intertwined, and were to a certain extent involved in the same project, each with his own interpretation. For Strindberg the writer, defending his autonomy from the political field in the end became crucial. What did his colleagues expect from his work? How did Strindberg react to their expectations? What is his legacy today with respect to stances such as intellectual autonomy from power, democratic rule, pacifism and critique of civilization, but also anti-feminism and anti-Semitism? Strindberg's unruly genius illustrates that it is at times difficult to draw the dividing line between radicalism and reaction, and that the great modernists were often also great anti-modernists.

Local natural resources (LNRs) are essential for the socioeconomy of rural societies. The United Nations (UN) Agenda 21 and "Our Common Future" state that local spatial planning is central for the prospect of balancing ecological, social and economic sustainable development (SuD). Stakeholder participation in spatial planning enhances acceptance and improves preconditions for successful planning outcomes. Consequently, it is important to increase knowledge about LNRs and the use of them and to integrate such knowledge in local spatial participatory planning with a landscape perspective. These opening statements apply to Swedish boreal municipalities and describe the intentions of Swedish municipal comprehensive planning (MCP). The purpose of this work was to examine and analyze the preconditions for integrating MCP with a landscape perspective in rural municipalities. The thesis is based on case studies in Swedish, rural, municipal contexts reported in five papers. In Papers I & II, local businesses in Vilhelmina Municipality were surveyed to describe the societal importance of LNRs. The results showed that LNRs are vital to 78 % of the businesses, of which half are based on forest farming, and there are strong bonds between entrepreneurs, their businesses, the municipality and LNRs. Papers III & IV present and discuss the characteristics of MCP in theory and practice. An e-mail survey was sent to municipal officials in all Swedish mountain municipalities. MCP-stakeholders in municipalities in Bergslagen, in central Sweden, were interviewed. Respondents in both case studies stated a belief that MCP can offer prospects in planning for SuD. However, resources and stakeholder participation in planning are generally scarce, especially in rural municipalities. Paper V illustrates how new knowledge on forest land use (to support MCP) can be gained by combining spatial and temporal data on forest condition, owners and land use values in a geographic information system (GIS). This thesis provides scientific and practical contributions to aid in efforts aiming for SuD. It is done by framing MCP theoretically and contextually and by suggesting that MCP should be extended to include forest land use and by stressing the rural context in local spatial participatory planning. Opportunities in MCP have to be embraced, but local governments need enhanced knowledge about local land use, specifically forest land use. Moreover, stakeholder participation needs to be developed, requiring more resources. In the case of a Swedish rural municipality, it is crucial that efforts are made to develop MCP as a tool, not just in theory but also in practice.

Source separation of urine for recycling has been applied in small-scale and decentralized wastewater systems in Sweden for the past 25 years and for blackwater for pollution control even longer. The Swedish experience with source separating nutrient recycling systems is relatively well documented; however, few reports have specifically studied the potential for expansion of this practice. The aim of this study is to fill this knowledge gap by assessing the status of source-separating technologies in Sweden based on transition theory. This study uses a multi-level perspective to determine how ready the Swedish wastewater sector is for transitioning to alternative systems. Given the stability of the existing sewage wastewater regime, it seems unlikely that changes within the regime will lead to a quick and large-scale transition to source separation. Instead, the initiative must come from the niche itself, exploiting institutional cracks in the regime and opportunities from shifting trends in the landscape. If source separation is to be mainstreamed in Sweden, it will need to break into markets within the wastewater jurisdictions. In order to do so, further knowledge needs to be developed that will overcome glitches with immature technologies, uncertain legal conditions/status, investigate potential risks, and clearly define complementary system advantages. This may require the use of new perspectives that focus on holistic sustainable use of resources, including other nutrients than phosphorous, and taking into account global issues such as planetary boundaries and effects from climate change, such as water scarcity. This knowledge can then be used to establish guidelines, norms, and standards, as well as clarify the legislative structures that can support such a transition. There is also a strong need to improve knowledge dissemination regarding best-practices for implementing source-separation technologies and supporting organizational structures. Similarly, support for entrepreneurial activities within the niche needs to increase, not least through strengthening social networks and communication platforms.

At Ifpra's World Congress in Hong Kong, the decision was taken to set up a new Scientific Task Force (STF). One of the main activities of this Task Force is to provide state-of-the-art knowledge on different aspects of parks. A major challenge is of course to find scientific proof for the benefits provided by urban parks, benefits that we often take for granted. In order to make sure that parks are part of political agendas at different levels, sound evidence of park benefits has to be provided. This need can be met by a review of existing scientific literature (best external evidence), carried out in a systematic way. By applying a systematic method the usefulness of such a document will increase, since the findings will meet the standards for evidence-based decisions.

The Swedish government has set the goal of taking a pioneer role and targeting a transition towards 100% renewable energy use until 2040. To reach this goal, the focus in energy production is shifting towards solar, hydro as well as wind power. Since 2010, wind power in Sweden is a fast-growing industry, promoted as one solution to reach climate goals and ensure more sustainability. Nevertheless, wind power is also criticised and the cause of several land-use conflicts all over Sweden. When it comes to the northern Swedish counties, wind power plants are overlapping with traditional Sámi herding districts. Especially here critical questions regarding a misrecognition of indigenous rights as well as the meaning and implications of justice in the current transition are raised. This Master thesis addresses the current development of wind farming on Sámi lands in northern Sweden within the energy transition and sheds light on wind-power related conflicts. Therefore, the analytical frameworks environmental justice (EJ) and frame theory (FA) are used, to identify and explain tensions and map possible leverage points. The thesis combines an empirically grounded approach to explore how actors actively involved in wind farming make meaning of environmental justice, and a theory-driven approach to identify leverage points and map injustices. For this reason, in total two methods are used to collect the empirical data material: semi-structured interviews (subjected to FA) as well as a literature review (subjected to the EJ framework). The results of the frame analysis show that within the actors actively involved in wind farming four different frames can be uncovered, which lead to differing problem definitions as well as suggested solutions. The identified frames cover due to their agenda-setting character not all injustices that were derived from literature review. The purpose of this study was to develop a compilation of knowledge about the risk factors of stress and fatigue, and their importance for injuries in agriculture as a basis for preventive measures. The knowledge compilation was based on an extensive literature review and partly on analysis of previously conducted interviews with farmers who suffered accidents. In the literature review, both national and international studies were investigated with regard to the mentioned risk factors for injuries. Also examples of preventive measures applied to farmers were obtained. Documentation of projects was also sought through various industry magazines and websites. The Department of AEM possesses extensive data on injuries in agriculture and forestry in 2004 and 2013. From this data, 460 short stories were analyzed of what happened at the time of the injury and the cause of the injury in 2004. From the 2013 study, 242 stories were analyzed regarding the injury, but also about the measures taken by the farmer to prevent injuries. In addition, 75 band-recorded interviews were analyzed with the affected farmers with further information. In particular, the stories that indicated stress and fatigue as a cause of the injury were studied. The studies of occupational injuries in the Swedish agriculture show that injuries have decreased in absolute terms over the past 10 years. Taking into account the reduced labor requirements in agriculture or decrease in the number of farms in the same period, the number of injuries has not decreased. Farmers are exposed to various risks of injuries at work, such as handling animals (e.g. crushed or trampled by the animals), large machinery and vehicles (such as stuck in the machine, tractor injury) and in construction and repair work (e.g. fall from ladder). In addition to these hazardous conditions, the farmer is also exposed to a variety of stressors by e.g. heavy workload, time pressure, mechanical and technical failures, disease attacks, financial worries, dependent on the weather, government regulations, bureaucracy, working alone and family problems. The literature review showed that farmers who experienced a lot of stress were more likely to experience an accident in their work. Many farmers suffer from fatigue, sleep disorders and insomnia that is related to the high workload and stress they are exposed to, which can affect the ability to make decisions for dangerous situations and injuries as a result. Many of the farmers who suffered injuries in agriculture in Sweden also indicated stress, fatigue, sleepiness, carelessness or negligence as cause of the injuries. There are a lot of fact sheets and brochures with advice to farmers on how to deal with stress and fatigue by example to take breaks, exercise regularly, eat healthy foods and avoid alcohol. Several interventions and programs have been implemented with regard to the prevention of occupational injuries in agriculture. Some studies showed positive results, while most others gave very limited evidence that interventions were effective in reducing agricultural injuries. There is a need for more accurate evaluations of intervention programs for safety in agriculture.

Evaluation has grown in both volume and scope across levels and sectors in recent decades, particularly in the school sector. Despite this growth, there is insufficient knowledge about how and in what ways evaluations are formed, institutionalized and used in education governance and education reforms. This thesis addresses some of these issues by studying evaluation policy. The aim of the thesis is to explore and analyse the design and possible changes in national evaluation policy in compulsory education during two periods of extensive education reforms (1988-1994 and 2008-2014). The theoretical framework builds on evaluation research and policy studies, particularly the literature on policy design. These two strands of literature are supplemented with additional analytical tools from historical institutionalism regarding policy change. Drawing on previous research, a definition of evaluation policy that incorporates the policy context and also enables studying an implicit policy is proposed. On the empirical level, the findings are based on official policy documents, material produced by national government agencies as well as evaluations and evaluation systems. The thesis shows that during the first period (1988-1994), the evaluation policy was characterized as a means of helping to implement the extensive reforms. Evaluations were to be conducted on all levels of the school system to promote development on each executive level. The policy design reflected evaluation as a learning and capacity-building tool. Schools and municipalities were positioned as owners and co-creators of evaluation knowledge. During the second period (2008-2014), the evaluation policy was partially revised in order to come to terms with inadequate evaluations and declining school results. The policy included more sanctions and hortatory tools, and more emphasis was placed on comparisons and rankings. The evaluation policy was based on the assumption that local actors should and will act on evaluative knowledge created by the agencies and international actors, and that they could be motivated to do so by the threat of, for example sanctions or issues of ranking and comparisons. The evaluation policy design was largely stable over time. However, three more incremental but significant changes were identified: i) the policy design element "agents and implementation structures" was altered, ii) the evaluation policy expanded and iii) became more directed towards national and external control. These changes also indicated more negative implications for democracy during the second period. In relation to evaluations' democratic function the analysis showed that the evaluation policy mainly strengthened the legitimizing and controlling function, whereas the enlightenment function was not prominent. This implies a risk that issues that may be relevant from a broader democratic and societal perspective may be overlooked and not subjected to evaluation. The thesis also acknowledges and illustrates the importance of uncovering and reconstructing evaluation policies, policies that are partly veiled, since also implicit policies will have democratic implications.

The study examines the European coverage in four leading Nordic newspapers during two periods in 1993 and in 1996. During the first period, three countries were negotiating for membership in the European Union. During the second period, work on a new European Constitution was ongoing, to be negotiated by the Intergovernmental Conference at the end of the period. Two of the applicant countries, Finland and Sweden, were then members of the union since Jan 1, 1995. Voters in the third country, Norway, opted to stay outside the union. Norway is, however closely linked to the union by the previous EEA agreement. Finally, the fourth country, Denmark, had limited its longstanding membership in four important areas. Results of the main study in 1993 indicate a great difference in the degree of Europeanness of the coverage of European affairs, as indicated by the share of European issues, sources, players, institutions etc. The Danish paper, the Politiken, was on all counts genuinely European in its coverage. This could, to begin with, be understood in terms of a relational context - Denmark was a member of the European Community, the other countries were not. In 1996, as could be expected, the Norwegian paper, the Aftenposten, reduced its coverage of European affairs to about half the previous volume, the Finnish and Swedish papers, the Hufvudstadsbladet and the Dagens Nyheter, increased their volumes to new highs. The Danish paper maintained its previously comparatively high volume of European coverage, and was still distinctly more European in its outlook on transnational politics. This could be understood in terms of a new Maturity proposition - it may take a long time for the national media to come to terms with a new political environment. The study also puts forward the proposition that Danish political culture requires a different coverage of European affairs, and also requires an opportunity to discuss and evaluate European politics. On a theoretical level, the study supports the idea that national experience, historical and relational contexts influence media content. National agendas powerfully determine the orientation of transnational political communication . Three in-depth studies by and large confirm results from the content analysis. A separate exercise inspired by Grounded Theory gives rise to three theoretical concepts that seem to be fundamental dimensions of European political communication: Legitimacy (media coverage contributes to status conferral and encourages deliberation of cooperation as an idea), Participation (media coverage as expressions of intrinsical and instrumental motives for joining and taking responsibility towards European cooperation), and Mondialization/Universalism (media coverage of Europe's efforts in the global arena) ; digitalisering@umu

The literature highlights how climate change might challenge the definitions of wine geographical indications (GIs) in Europe. The central issue addressed in this thesis is whether European GI viticultural systems could tackle climate change via initiating adaptive institutional change processes to relax the constraints imposed by GI production standards. To do so, drawing from institutional economics theory and literature on cooperatives and collective brand, we developed a novel agent-based model (ABM) representing an abstract GI wine production system in the European Union (EU). Using illustrative data, our model allows testing different impact scenarios driven by climate change, spatial heterogeneity, and alternative institutional settings (i.e., voting mechanism). We used the model to explore individual and collective components of climate resilience and the relationship between economic agents and their environment. We compared the average output of 100 simulations for each of the 12 different climate-landscape-institution scenarios. The inclusion of endogenous institutional change led to considerable variations in all target variables, including the emergence of complex/chaotic behaviours. It enabled the system to reduce farm exits, increase profitability and collective brand value. We showed how landscape heterogeneity has a twofold role in the climate resilience of the system. It increases individual adaptability but obstructs collective adaptive capacity through institutional change. The two different voting mechanisms considered (i.e., relative and absolute majority) did not produce any discernible result. The study highlights the importance of policies oriented to strengthening investments in intangibles and facilitating GI rule amendments, especially in sectors where cooperatives predominate due to poor intangible investments capability and other issues connected to member heterogeneity.
