This book presents post-peace agreement violence as a serious, yet predictable and manageable, political phenomenon. Negotiating an end to a civil war is extremely difficult, and many signed peace agreements subsequently unravel, ushering in renewed conflict. In response, important international actors have become increasingly involved in conflict mediation, peacekeeping, and post-conflict reconstruction around the globe. Policymakers and scholars alike have identified spoilers-violent actors who often rise up and attempt to challenge or derail the peace process-as one of the greatest threats to peace. Using a mixed-method approach combining quantitative and qualitative analyses of a newly created, global dataset of spoiling, Reiter demonstrates that this type of violence occurs in predictable circumstances and only represents a threat to peace under specific conditions. The book also shows that spoiling often serves to bring agreement flaws and implementation failures to light and in turn forces actors to recommit to an accord, thereby strengthening peace in the long term. Andrew G. Reiter is Professor of Politics and International Relations at Mount Holyoke College. He is the coauthor of Transitional Justice in Balance: Comparing Processes, Weighing Efficacy(2010) as well as numerous articles and book chapters on the topics of conflict resolution, post-conflict peacebuilding, and transitional justice.

Die gegenwärtige Debatte über die Erfüllung wurde im Rahmen von zwei widerstreitenden Perspektiven, wie Staaten dazu veranlasst werden könnten, internationale Regeln einzuhalten, geführt: Durchsetzung oder Management. Während die Durchsetzungstheoretiker eine Zwangsstrategie der Überwachung und Sanktionen betonen, befürworten Management-Theoretiker einen Problemlösungsansatz, der auf dem Aufbau von Kapazitäten, der Interpretation von Regeln und Transparenz beruht. In diesem Artikel wird das Konzept, Durchsetzung und Management seien konkurrierende Strategien zur Erreichung von Erfüllung, kritisiert. Ausgehend vom Fall der Europäischen Union (EU) und einem Vergleich mit anderen internationalen Regimes wird vorgeschlagen, Management und Durchsetzung seien am effektivsten, wenn sie gemeinsam eingesetzt werden. Die Verbindung von kooperativen und Zwangsmassnahmen in einer "Management-Durchsetzungsleiter" macht die EU sehr erfolgreich in der Bekämpfung von Verletzungen, wodurch Nicht-Erfüllung zu einem temporären Phänomen wird. Eine Untersuchung der Regime in den Bereichen Handel, Umwelt und Menschenrechte unterstützt diesen Vorschlag; Erfüllungssysteme die beide Mechanismen beeinhalten sind besonders effektiv in der Regelsicherung, wohingegen Systeme, die nur auf eine der Strategie bauen, an identifizierbaren Schwächen leiden. Hatte Moskau sich zuvor strikt geweigert, mit dem tschetschenischen Präsidenten Dudaev zu verhandeln, so lenkte der russische Ministerpräsident Viktor Cernomyrdin als Verhandlungsführer der russischen Delegation nunmehr ein und begann enstprechende Verhandlungen. The evolution of crises depends upon interpreting intentions under uncertainty. We model crisis as a game of two-sided incomplete information. Players are uncertain about their own payoffs from war because of differences between observable and actual capabilities. We derive four hypotheses, testing them against crises in Europe between 1815 and 1970. We show a nonmonotonic relationship between ex ante observable capabilities and the likelihood of violence in a crisis, as well as the ex ante likelihood of a negotiated settlement. We answer five questions: (1) How do differences in observable capabilities between rivals influence the likelihood of a crisis and the escalation to violence? (2) How do intangible capabilities alter the effects of observable capabilities on the likelihood of conflict and violence? (3) What do national leaders learn from the responses of their adversaries in crises? (4) Under what conditions can deterrence succeed? (5) Under what conditions are the strong likely to give in to the weak or vice versa in a crisis? (American Political Science Review / FUB)
