Strategic Stability in the 21st Century needs to be rethought in order to involve all relevant actors and to meet new technological challenges. The USA, Russia, China, and Europe each have different definitions of and perspectives on Strategic Stability and related threat perceptions. In particular, the asymmetry between US and Russian capabilities, on the one hand, and Chinese capabilities, on the other, requires innovative arms control concepts. Germany could play an important role as a mediator between the major powers.

Bei der Umsetzung des 2002 vom Bundestag einstimmig verabschiedeten so genannten Ghettorentengesetzes traten massive Probleme auf. Dass die meisten von Holocaust-Überlebenden gestellten Rentenanträge abgelehnt wurden, führte zu Nachfragen im Bundestag und Irritationen auf internationaler Ebene. Wie sich das zuständige Bundes- und das ebenfalls involvierte nordrhein-westfälische Arbeitsministerium hier positionierten, untersucht Stephan Lehnstaedt in seinem hoch aktuellen Beitrag. Er stützt sich dabei auf neueste Akten der beiden Ministerien, in die er auf der Grundlage des Informationsfreiheitsgesetzes Einblick erhalten konnte.

Abstract
The paper argues for the importance of intercultural competence and ability to conduct dialogue as the most demanded skills in the 21st century society. It lies within the framework of an interdisciplinary model of generation and transfer of knowledge. Special emphasis is on the theory of dialogism by Michail Bakhtin and the polyparadigmatic approach to the analysis of culture and society introduced by Jurij S. Stepanov. The overlap of two conceptual (cultural) world-views is analyzed as the basis for successful contact of two cultures.

"On a global scale, there has been a significant increase of ethnic conflicts in the last decade. They constitute one of the main sources of domestic political instability in multi-national countries. Recent opinion polls among Chinese citizens point to growing ethnic conflicts even in China. This paper addresses primarily five sources of conflict: collective memory, political conflicts, economic conflicts, cultural conflicts and new conflicts arising from economic and social change. It explores various forms of ethnic resistance (active and passive ones, violent and peaceful ones, formal and informal patterns) and suggests possible measures of conflict prevention and reduction of conflicts. Finally it argues that China may provide a good basis for such measures, as ethnic minorities are not only recognized as nationalities, but also are respected by public law and - according to this law - enjoy the same rights as the ethnic majority."
