Bu çalışma II. Dünya Savaşı sonrasında, Türkiye'nin milli güvenlik algılamasında yaşanan değişiklik nedeniyle CHP Hükümetlerinin 1945-1950 yılları arasında dış politikaya dayanan propagandasını değerlendirmektedir. II. Dünya Savaşı'nın sona ermesinin hemen akabinde, Sovyet Sosyalist Cumhuriyetler Birliği'nin Türkiye ile imzaladığı 1925 tarihli Dostluk ve Saldırmazlık Anlaşmasını yenileme teklifi karşısında istediği Boğazlarda üs ve Kars-Ardahan toprak talepleri, Türk dış politikasını milli güvenlik ekseninde değişime uğratmıştır. Sovyet Rusya'dan kaynaklanan endişe ve kaygılar sebebiyle, Cumhuriyet Halk Partisi Hükümetleri, olası bir Sovyet işgaline veya müdahalesine karşı koyabilmek ve aynı zamanda ABD ve İngiltere gibi ülkelerden destek alabilmek üzere 'Milli Birlik Propagandası' diyebileceğimiz kapsamlı bir propaganda faaliyeti yürütmüştür. Bu doğrultuda çalışmamız, 1945-1950 yılları arasında, CHP Hükümetlerinin milli güvenliğe dayanan dış politikasından kaynaklanan fikirlerini, telkin etmek üzere propagandayı hangi amaçlarla ve araçlarla kullandığını göstermeye ve ayrıca propagandanın tarihsel süreçte nasıl bir yöneliş gösterdiğini tespit etmeye çalışmaktadır. ; This study considers the propaganda used in foreign policy by Republican People's Party (RPP) governments due to the changes in the perception of the national security concerning the foreign policy. Just after the end of Second World War Turkish foreign policy underwent a change in the axis of national security in the face of Union of Soviet Socialist Republics' (USSR) demand for military base in Bosphorus and land in Kars and Ardahan cities facing the proposal of Turkey to renew Friendship and Aggression Agreement signed in 1925.Facing the concerns about USSR, RPP governments carried out comprehensive propaganda activities called "National Unity Propaganda" to withstand a possible occupation and interference of USSR and to gain support from countries like USA and UK. Accordingly, our study attempts to demonstrate which aims and means RPP Governments use propaganda to indoctrinate its thoughts deriving from the foreign policy based on national security and to determine how the propaganda was oriented during the concerning historical process. While addressing the means of propaganda conducting by RPP governments with regards to all sources of government and RPP, the fact that the mass communication, especially media is in the foreground necessitated considering the media with regards to propaganda.

İktisadın ve Kamu maliyesinin önemli konularından biri olan enerji, geçmişten bugüne insan hayatı için elzem bir ihtiyaçtır. İnsan hayatının hemen hemen çoğu alanında kullanım alanı bulan enerji, mevcut rolünü ve alan çeşitliliğini, her geçen gün arttırarak sürdürmektedir. Söz konusu kaynağa sahip olan ülkeler, hammadde zenginliği sebebiyle önemli avantajlar elde etmektedir. Uluslararası politika çerçevesinde, enerji kaynağına sahip olan ülkeler, uluslararası düzeyde önemli kazanımlar elde etmektedir. Türkiye ise henüz enerji alanında istenilen rezervlere ulaşamamış olmasına rağmen rezerv kaynakların arz güvenliği temelinde ekonomik yollarla taşınmasına aracılık ederek rezerv dezavantajını bu yolla avantaja çevirme gayretindedir. Ülke toprakları içerisinde yoğun enerji tüketiminin karşısında ihtiyaç duyulan arz miktarını düşük maliyetle ve sürdürülebilir yollarla temin edebilmek için komşu coğrafyalarla çeşitli projeler geliştirmiştir. Ve bu projeler boru hatları vasıtasıyla meyvesini vermiştir. Türkiye sahip olduğu topraklar ile jeopolitik açıdan avantaj sahibidir. Bu avantajını değerlendirmek adına yürüttüğü stratejiler neticesinde enerji alanında koridor pozisyonu üstlenmektedir. Türkiye bölgesindeki istikrarın sürekliliği adına komşularına nispeten uluslararası sahada daha fazla güven veren bir ülke konumunda olduğu için enerji arz güvenliği hususunda ihracatçı ve ithalatçı ülkeler arasında güvenli koridor olma rolüne uygundur. Son yıllarda TANAP ve Trans Adriyatik hattının faaliyete geçirilmesiyle bu alanda önemli bir ivme yakalanmıştır. Türkiye ve Azerbaycan arasındaki iki devlet tek millet düsturunun ortak menfaatler çerçevesinde gerçekleştirilmesi ile Türkiye'nin enerji alanında Rusya'ya olan bağımlılığı da önemli oranda azalmıştır. Özellikle son iki yılda Doğu Akdeniz'de gerçekleştirilen arama ve tarama faaliyetleri netice vermeye başlamış ve doğalgaz rezervleri anlamında umut verici gelişmeler sağlanmıştır. Bu çalışmanın amacı Türkiye ve Azerbaycan ülkeleri arasındaki enerji ilişkilerini hem iktisadi hem de mali açıdan irdelemektir. ; Energy, which is one of the important issues of economy and public finance, is an essential need for human life from past to present. Energy, which finds use in almost most areas of human life, continues its current role and field diversity by increasing day by day. Countries that have this resource gain significant advantages due to the richness of raw materials. Within the framework of international policy, countries that have energy resources achieve significant gains at the international level. Although Turkey is not yet reached the required reserves in the field of energy supply security on the basis of the reserve resources to carry through with economic disadvantages reserves by road is turning effort to benefit in this way. It has developed various projects with neighboring geographies in order to supply the amount of supply needed in the face of intense energy consumption within the country's territory at low cost and in sustainable ways. And these projects have paid off through pipelines. Turkey is the owner of the land owned by geopolitical advantage. As a result of the strategies it carries out to make use of this advantage, it assumes a corridor position in the field of Energy. security of energy supply in the international arena is relatively behalf of the continuity of their neighbors in Turkey for stability in a country that is more suited to the role of trust to be safe corridor between exporting and importing countries on the issue. In recent years, with the activation of the Tanap and Trans Adriatic lines, a significant momentum has been achieved in this area. Turkey's dependence on Russia in the energy field within the framework of the realization of common interests between the two states, one nation watchword Turkey and Azerbaijan have decreased significantly. Especially in the last two years, exploration and scanning activities in the Eastern Mediterranean have started to yield results and promising developments have been achieved in terms of natural gas reserves.

Bu çalışmada, Türkiye'de gıda güvencesinin durumu, temel gıda ürünlerinde kendine yeterli olup olmadığı ve seçilmiş temel bitkisel ve hayvansal ürünlerde kendine yeterlilik düzeylerinin belirlenmesi ile gelecek dönem için tahmin edilmesi amaçlanmıştır. Türkiye'de kendine yeterlilik riski bulunan tarım ürünlerinin üretim politikaları için çözüm önerileri getirilmiştir. Bununla birlikte Türkiye'nin kendine yeterliliği sağladığı gıda ürünleri için dış pazardaki rekabet durumu da analiz edilmiştir. Araştırmanın kapsamı, gıda güvencesi koşulları çerçevesinde; sahip olunan doğal kaynaklar, sunulan teknoloji ve fiziki alt yapı, arazi kullanımı ve tarımsal üretim, tarımsal dış ticaret imkanlarının geçmişten günümüze kullanımının tespiti ile bu imkanları kullanırken gerekli olan gelir, satın alma gücü ve tüketim kalıplarıdır. Bu kapsamda uygulanan tarımsal destekleme politikaları, beslenme durumu, yoksulluk, gıda güvenliği ve gıda tüketiminde kendine yeterlilik derecesi gibi gıda güvencesinin alt bileşenleri ile birlikte bir bütün olarak Türkiye'de gıda güvencesinin mevcut ve gelecekteki durumu ele alınmıştır. Araştırmada ağırlıklı olarak TÜİK ve FAO'nun verileri kullanılmış ve 1990 yılından itibaren son 30 yıl incelenmiştir. Analizlerde ARIMA tahmin modelleri, Karşılaştırmalı İhracat Performans İndeksi (CEPI) ve Temel Bileşenler Analizi (TBA) kullanılmıştır. Temel bitkisel ve hayvansal ürünlerden buğday, ayçiçeği, şeker pancarı, mercimek, kuru fasulye, kırmızı et, tavuk eti ve sütün 2030 yılına kadar üretim, ihracat ve ithalat miktarları tahmin edilmiştir. Elde edilen tahmin değerleri ile yeterlilik dereceleri hesaplanmıştır. Mevcut durumda yetersiz olan buğday, ayçiçeği, mercimek, kuru fasulye ve kırmızı etin gelecek 10 yıl içinde de yetersiz olacakları ortaya çıkmıştır. Söz konusu yetersizlikler ithalat ile desteklenmektedir ve ithalatın giderek artacağı tahmin edilmektedir. Ancak bu durumun; gıda krizleri, doğal afetler ve ekonomik krizler gibi olası tehditler ile artan nüfus ve giderek daralan tarımsal alanlar karşısında uzun vadede sürdürülmesi mümkün değildir. Bu nedenle ele alınan ürünlerde yeterliliğin sağlanabilmesi için gerekli tedbirler ve politikalar önerilmiştir. Yeterli olup üretim fazlası bulunan ürünlerden zeytin, tavuk eti, yumurta ile yetersiz olup işlenmiş ürünlerine ait her yıl önemli miktarlarda ihracatı yapılan buğday ve ayçiçeğinin, ihracatta uluslararası rekabet gücü bakımından oldukça avantajlı bir konuma sahip oldukları da tespit edilmiştir. Gıda arzının ithalat desteği ile sağlanması, 11 milyon civarında yoksul nüfusun varlığı, %6 civarında beş yaş altı kronik beslenme yetersizliğine maruz nüfusun varlığı, her yıl artan nüfus karşısında son otuz yılda ortalama yıllık 160 bin hektar işlenen alanın tarım dışına çıkması, tarım alanının 'sinde erozyon sorununun bulunması, gıda güvencesinin sağlanmasında birer tehdit unsurları olarak karşımıza çıkmıştır. Türkiye mutlak olmasa da potansiyel olarak gıda güvencesini sağlamaktadır. Ancak gıda güvencesinin riskli olduğu gerekli ve sürdürülebilir tedbirler alınmaz ise bu güvencenin her an kaybedilebileceği ortaya çıkmıştır. ; In this study, it is aimed to predict the state of food security in Turkey, whether it is self-sufficient in basic food products and by determining the self-sufficiency levels in selected basic herbal and animal products. Solutions have been introduced for the production policies of agricultural products at risk of self-sufficiency in Turkey. However, the competitive situation in the foreign market has been analyzed for food products in which Turkey provides self- self-adequacy. The scope of the research is within the framework of food security conditions; the natural resources, the technology and physical infrastructure offered, the use of land and agricultural production, the income, purchasing power and consumption patterns required when using these facilities with the determination of the use of agricultural foreign trade opportunities from the past to the present. The current and future status of food security in Turkey as a whole is discussed along with the agricultural support policies implemented within this scope, the sub-components of food security such as nutrition status, poverty, food safety and the degree of self-sufficiency in food consumption. The data of TURKSTAT and FAO were used mainly in the research and the last 30 years have been examined since 1990. ARIMA forecast models, Comparative Export Performance Index (CEPI) and Basic Components Analysis (TBA) were used in the analysis. Wheat, sunflower, sugar beet, lentils, dried beans, red meat, chicken meat and milk are estimated to be produced, exported and imported by 2030 from basic herbal and animal products. Estimated values and proficiency grades have been calculated. Wheat, sunflower, lentils, dried beans and red meat, which are currently self-deficient, will be insufficient in the next 10 years. These deficiencies are supported by imports and it is estimated that imports will increase gradually. However, This situation is not possible in the long term in the face of increasing populations and shrinking agricultural areas with possible threats such as food crises, natural disasters and economic crises. Therefore, necessary measures and policies have been proposed to ensure proficiency in the products discussed. Wheat and sunflower, which are adequate and exported in significant quantities of olives, chicken meat, eggs and processed products each year from products with surplus production, have also been found to have a very advantageous position in terms of international competitiveness in exports. Providing food supply with import support, the presence of around 11 million poor populations, the presence of chronic malnutrition under the age of 6% of the population under the age of five, the average annual 160,000 hectares of land processed out of agriculture in the last three decades in the face of the increasing population, the fact that there is an erosion problem in 37% of the agricultural area, has become a threat in ensuring food security. Turkey provides potentially food security, if not absolute. However, it has been revealed that this security could be lost at any time if necessary and sustainable measures are not taken that food security is risky.

Bu yüksek lisans tez çalışması siber uzayın yarattığı algı değişiminin devletlerin ulusal güvenlik stratejilerini nasıl etkilediğini araştırmaktadır. Çalışmada siber uzayla ilgili kavramsal ve kuramsal çerçevenin incelenmesinin ardından, siber uzayda ulus devletlerin birbirleriyle ve devlet dışı aktörlerle ilişkileri tepkisel, stratejik ve diplomatik olarak gruplandırılmıştır. Buna ek olarak, siber güvenliğin sağlanmasındaki kısıtlı uluslararası işbirliği çabaları, Rusya-Ukrayna Krizi'nde Siber Berkut'un eylemleri ile sosyal medyada siber korsan ve terör gruplarının meydan okumaları incelenmiştir. Ayrıca, Türkiye'nin ulusal güvenlik stratejisi siber yeterlilikleri gelişmiş olan devletlerle kıyaslanmış ve Türkiye için bir siber güvenlik modeli ortaya konulmuştur. 'Beşinci Boyut' olarak adlandırılan siber uzayın güvenlik algısında yarattığı değişimler, ulus devletin kara, hava, deniz ve uzayın yanı sıra siber alanda da tavizsiz güç yarışını sürdüreceğini göstermektedir. Bununla birlikte, devletlerin siber diplomasiyi yabancı devletlerin halklarını etkilemede etkin bir araç olarak kullandıkları, siber istihbarat faaliyetlerine önem verdikleri ve siber ordular kurdukları görülmektedir. Siber güvenlik stratejilerinde devletlerin ulusal yazılımlarını geliştirmeye öncelik vermeleri ulusal güvenlik kaygılarının uluslararası işbirliğinin önüne geçebileceğine işaret etmektedir. Çalışmada uluslararası siber güvenliğin sağlanması için siber terör gruplarıyla olan mücadelede uluslararası işbirliğinin sağlanması gerektiği sonucuna ulaşılmıştır. ; In our era, when knowledge is equal to power, cyber space – where information is shared with one click – has led to radical changes in the national and international perception of security. This master's thesis researches how the perception change that cyber space has created affects the national security strategies of states. After the analysis of the conceptual and theoretical frameworks, we have defined the relations among nation states and the relations between nation states and non-state actors as reactional, strategic and diplomatic. In addition, we have examined the limited attempts of international cooperation, the acts of Cyber Berkut in the Russia-Ukraine Crisis and some challenges raised by hacktivist and terror groups in cyber space. Furthermore, we compared Turkey's national cyber security strategy to the states with developed cyber capabilities, and a cyber security model for Turkey has been put forward. The changes cyber space or 'The 5th Domain' has led to in the perception of cyber security demonstrates that the fierce power struggle among nation states will continue not only in land, air, sea and space but also in cyber space. Along with this, it has been observed that states use cyber diplomacy as a powerful means of influencing the people of foreign countries, they give importance to cyber intelligence activities and they establish cyber armies. The fact that nation states give priority to developing their national software suggests that concerns about national security will surpass the efforts of international cooperation in cyber space. In order to ensure international cyber security and to cope with cyber terror, it has been concluded in the thesis that international cooperation is a must.

Latin Amerika'nın önemli ülkelerinden Kolombiya uzun yıllar çatışmalar ülkesi olarak anılmıştır. Geçtiğimiz yüzyılda ülke içerisinde Liberaller ve Muhafazakarlar arasında şiddetli çatışmalar yaşanmış, toplumdaki gelir dağılımı adaletsizliği, mülkiyetin kullanımındaki toplumsal katmanlardaki derin farklılıklar iç çatışmaların artmasına neden olmuştur. Hükümetler ile muhtelif çıkar ilişkileri olan belirli azınlık gruplarının elinde bulunan devasa toprak mülkiyetleri oligarşik yapıları meydana getirmiş, buna karşın toplumsal refleks ve dinamikler harekete geçmiş ve iç isyanlar başlamıştır. Farklı birçok silahlı örgüt bu yapısal olumsuzlukları bertaraf etmek için devlet ve paramiliter güçlere karşı savaş açmıştır. Silahlı mücadelelerin başlamasıyla yaşanan çatışmalar ülkede zaten yoğun şekilde var olan uyuşturucu trafiğinin ve coğrafi koşulların gerilla için elverişli olmasının da etkisiyle apayrı bir ivme kazanmıştır. Bu silahlı grupların en eskisi ve büyüğü olan FARC, Kolombiya Hükümetleriyle 52 yıl boyunca savaşmış ve birçok evreden sonra Barış Anlaşması ile bu savaş sona ermiştir. Bu çalışmada Kolombiya devlet ve toplum yapısındaki dinamikler, sorunun temel yapı taşları çatışma teorisi analizi çerçevesinde irdelenerek kalıcı barış kapasitesi tahlil edildi. Yaşanan iç savaştan barış aşamasına gelinen süreçte dış etkenlerin etkisi, ideolojik angajmanlar, küresel hegemonya ve konjonktürel etkileri ortaya koyuldu. Yanlış ve doğrularıyla taraflar arasında çatışmasızlığın nasıl sağlandığı, tarafların talep ve aktör analizleriyle politik inisiyatiflerin nasıl alındığı mercek altına alındı. Barışın kalıcı hale gelebilmesi ve geleceğin Kolombiya toplumu için barış umudu taşıyabilmesi için gerekli reform adımları ortaya koyuldu. Son olarak dünyanın diğer coğrafyalarında bulunan çatışmalara Kolombiya-FARC barış sürecinin nasıl bir tecrübi kazanım olabileceği araştırıldı. ; Colombia, one of the most important countries of Latin America, has been called as conflict country for many years. In the past century, there have been violent clashes between the Liberals and the Conservatives in the country; the unfair income distribution in society and the deep differences in the social strata in the use of property have led to an increase in internal conflicts. The gigantic land properties owned by certain minority groups who have various interests with governments constituted oligarchic structures, on the other hand social reflexes and dynamics came into action and internal revolts began. Many different armed organizations have waged war against the state and paramilitary forces in order to eliminate these structural problems. The clashes with the onset of armed struggles gained momentum due to the fact that the drug traffic that is already heavily present in the country and geographic conditions that are favorable for guerrillas. The FARC, the oldest and largest of these armed groups, fought the Colombian Governments for 52 years and, after many stages, this war ended with the Peace Agreement. In this study, the dynamics in the state and social structure of Colombia and the main building blocks of the problem were analyzed within the framework of conflict theory analysis; and lasting peace capacity was analyzed. The effects of external factors, ideological engagements, global hegemony and its conjunctural effects have been put forward in the process from the civil war to the stage of peace. It was examined how the de-conflict between the parties was ensured by their wrongs and rights and how the political initiatives were taken by the demand of parties and actor analysis. The necessary reform steps have been put forward for the peace to be lasting and the hope for peace for the future of Colombian society. Finally, it was explored how the Colombian-FARC peace process could be a gain in the conflicts in other geographies of the world.

ÖZETEnerji bireysel düzeyde, devlet düzeyinde ve uluslararası sistemde bütün mal ve hizmetlerin üretiminde gerekli temel bir kaynaktır. Besin ve diğer ürünlerin üretim ve tedarikindeki önemine ek olarak bilgi edinme, iletişim, aydınlanma, ısınma, çalışma ve ulaşım gibi yaşamsal öneme sahip gerekliliklerin devamı için enerjinin aksama olmaksızın sağlanması gereklidir. Enerji kaynakları gerekli ve zararsız şekilde sağlanmadığında, ulusların enerji güvenliği sekteye uğrayıp yaşam standartları da etkileneceğinden enerji konusunda dikkatli bir planlama yapılmalıdır. Bu süreçte fosil yakıtların küresel ısınma ve iklim değişikliği ile dünyada doğa ve yaşam döngüsünde yaratacağı tahribatın önlenmesi ve çevreye zararın düşük olacağı gerekli alternatiflerin oluşturulması için devlet düzeyinde gerekli koşulların sağlanması önemlidir. Çevresel felaketlerin toprak, hava ve su yoluyla diğer ülkelere hızla ulaştığı düşünüldüğünde, bir ülkede enerji güvenliğinin sağlanması coğrafi olarak çok uzak diğer ülkelere etkisi ile de çok önemlidir. Bu nedenle enerjinin sürekli ve güvenli bir şekilde dünyaya, hayata ve çevreye minimum zarar ile kullanılmasını içeren daha geniş bir enerji güvenliği kavramı oluşmaktadır. Bu çalışmada enerji güvenliği fosil ve nükleer enerji kaynakları, yenilenebilir kaynaklar ve kıt bir kaynak olması nedeniyle enerji çevrimi sürecinde su kullanımı ile birlikte gösterilmiştir. Enerji güvenliği kavramı ana politik ekonomi teorileri ve Soğuk Savaş sonrasında tanınmış olan sosyal inşacılık teorisi ışığında incelenmiştir. Bu doğrultuda enerjide yüksek oranda dışa bağımlı olan Türkiye'nin enerji güvenliği sorununun çözümüne yenilenebilir enerji kaynaklarının etkisi belirli kriterler altında sosyal inşacı yaklaşım ile analiz edilmiştir. ABSTRACTEnergy is an essential resource in the production of all goods and services at the individual level, the state level and the international system. In addition to the importance of the production and supply of food and other products it is necessary to maintain energy for continuing the vital requirements such as information, communication, enlightenment, heating, operation and transportation. Energy planning should be done carefully because the nation's energy securities will be interrupted and life standards will be affected if energy resources are not provided in a necessary and harmless way. Within this period it is important to provide necessary conditions at the state level in order to prevent the destruction of the nature and life cycle in the world caused by global warming and climate change due to fossil fuels and to create necessary alternatives that will cause less harm to the environment. When it's thought that environmental disasters are to reach other countries rapidly through land, air and water, the provision of energy security in one country is very important with its impact on other countries. For this reason, there is a wider concept of energy security which involves continuous and safely using energy with minimum harm to the world. In this work, energy security has been demonstrated along with fossil and nuclear energy sources, renewable sources and water use in the energy cycle process due to the fact that it is a scarce resource. The concept of energy security has been examined in the light of the main political economic theories and the social constructivist theory which is well known after the Cold War. In this respect, the effect of renewable energy sources on the energy security issue of Turkey which is highly dependent on energy has been analyzed with social constructivist approach under certain criteria.

Enerji, tarihi süreç içerisinde önemi daima artan bir güç kaynağıdır. Bu kaynağın dünya üzerinde eşit derecede dağılmamış olması, devletlerin, kimi örgütlerin ve son dönemde şirketlerin sürekli mücadele ve rekabet içerisinde olmalarına sebep olmaktadır. Gerektiğinde petrol ve doğal gaz kaynaklarına sahip olma ve iletim hatları üzerinde kontrol sağlamak için savaşlar bile yapılmıştır. Devletler için petrol ve doğal gaz enerji kaynakları ülke refah düzeylerinin artırılmasında eşsiz değere sahiptir. İşte bu güç kaynaklarına sahip olan en büyük aktörlerden biri de Rusya Federasyonu'dur. Sahip olduğu coğrafi alan ve bu devasa büyüklükteki toprak parçası içerisinde bulunan enerji kaynakları Rusya için hayati öneme sahiptir. Rusya Federasyonu'nun Enerji Politikalarında Güney Kafkasya başlıklı bu tez çalışmasında, Sovyet Sosyalist Cumhuriyetler Birliği döneminde olduğu gibi, Rusya'nın hala yakın çevresindeki ülkeler üzerinde enerji temelli güç sahibi olma adına bu ülkelere karşı pragmatist politikalar geliştiriyor olduğunu Güney Kafkasya örneğinde incelenmiştir. Neticede Azerbaycan ile enerji üretimi alanında, Gürcistan ile bu enerji hatlarının geçiş rotaları üzerinde, Ermenistan ile ise ülkenin enerji sektörü üzerinde kontrol sahibi olma isteğinin sürdüğü görülmektedir. Belge analizi yöntemiyle hazırlanan bu çalışma üç ana bölümden oluşmaktadır. Çalışmanın ilk bölümünde Rusya Federasyonu'nun tarihi süreç içerisinde enerjiye verdiği önemi anlatılarak enerjiyi dış politikada nasıl kullanmaya çalıştığı incelenmiştir. İkinci bölümde Güney Kafkasya devletlerinin enerji yapıları hakkında bilgi verilip, bu devletlerin Rusya için önemi vurgulanmış, SSCB zamanında enerjideki rolleri ve yeni dönemde bölgesel ve küresel güçlerin Güney Kafkasya devletleri ile enerji temelli ilişkileri değerlendirilmiştir. Üçüncü bölümde 1991 sonrasında Rusya'nın Güney Kafkasya devletleri ile enerji ilişkileri geniş çerçevede ele alınmıştır. Sonuç bölümünde ise Rusya'nın Güney Kafkasya ülkelerine yönelik enerji politikaları hakkında yapılan inceleme sonucunda ulaşılan çıkarımlara yer verilmiştir. The fact that this resource is not evenly distributed around the world causes states, some organizations and recently companies to be in constant struggle and competition. Even wars have been fought for possession of oil and gas resources and control over transmission lines when needed. For states, oil and natural gas energy resources have a unique value in increasing the welfare of the country. One of the biggest actors with these power sources is the Russian Federation. The geographical area it has and the energy resources in this huge piece of land are of vital importance for Russia. In this thesis titled South Caucasus in the Energy Policies of the Russian Federation, it is examined in the example of the South Caucasus that Russia is still developing pragmatist policies against these countries in order to have energy-based power over the countries in its immediate vicinity, as it was during the Union of Soviet Socialist Republics. As a result, it is seen that the desire to have control over the energy production field with Azerbaijan, on the transit routes of these energy lines with Georgia, and over the energy sector of the country with Armenia continues. This study, which was prepared with the document analysis method, consists of three main parts. In the first part of the study, the importance given to energy by the Russian Federation in the historical process was explained and how it tried to use energy in foreign policy was examined. In the second part, information about the energy structures of the South Caucasus states is given, the importance of these states for Russia is emphasized, their role in energy in the time of the USSR and the energy-based relations of regional and global powers with the South Caucasus states in the new period are evaluated. In the third chapter, after 1991, Russia's energy relations with the South Caucasus states are discussed in a broad framework. In the conclusion part, the conclusions reached as a result of the examination made about Russia's energy policies towards the South Caucasus countries are included. ÖZET Çalışmanın konusunu oluşturan insancıl müdahale ve koruma sorumluluğu kavramları uluslararası hukuk ve uluslararası ilişkiler alanında en fazla tartışılan konulardan bazılarını oluşturmaktadır. Her iki kavram devletlerin kendi topraklarında yaşanan soykırım, insanlığa karşı suçlar, savaş suçları ve etnik temizlik gibi uluslararası hukukun ağır ihlalini oluşturan durumları önleyememesi ya da bizzat kendilerinin fail olması durumunda diğer devlet ya da devletler tarafından bu durumların sona erdirilmesi için yapılacak askeri müdahaleyi içermektedir. İnsancıl müdahale olgusunun uluslararası hukuk açısından çözümlenmesinin güçlüğü, kuvvet kullanılmasının hukuki temelini oluşturan BM Antlaşması'nın egemenliğin korunması ve içişlerine müdahale yasağı gibi durumları devletlerarası ilişkilerde barışı korumaya yönelik mekanizmalarla açık bir şekilde korumayı amaçlamasına rağmen, insan haklarının korunmasına yönelik hukuksal metinlerde bu korumanın aynı derecede sağlanamamış olmasıdır. Birleşmiş Milletler Antlaşması'nda insancıl müdahale ve koruma sorumluluğuna ilişkin bir hüküm bulunmamaktadır. Bununla birlikte Birleşmiş Milletler Antlaşması'nın, silahlı güç kullanımı dahil olmak üzere zorlama önlemleri, sadece saldırı eylemi, barışın bozulması ya da barışa yönelik tehdit durumlarında öngörülmüş ve insan hakları ihlalleri için düşünülmemiş olsa bile, Birleşmiş Milletler Güvenlik Konseyi'nin zaman içerisindeki uygulamaları, "barışa yönelik tehdit" kavramının daha geniş bir çerçevede yorumlanmasının kanıtı olmuş ve Güvenlik Konseyi birçok durumda uluslararası olmayan silahlı çatışmaların ve insan hakları ihlallerinin uluslararası barış ve güvenliği tehdit ettiği sonucuna varmıştır.İnsancıl müdahale kavramına kıyasla daha nesnel bir nitelik taşıyan, müdahale edenden çok müdahale edilenin çıkarlarına odaklı koruma sorumluluğu kavramı, egemenlik konusunda köklü bir değişikliği ifade etmektedir. Bunun adı "sorumluluk olarak egemenliktir". Bu kavram ilk kez ICISS raporunda ifade edilmiştir. Koruma sorumluluğu kavramı açısından Libya örnek gösterilmesine rağmen Darfur ve Sri Lanka örneğinde tutarsızlıklar açık bir şekilde görülecektir. ABSTARCTHumanitarian Intervention and Responsibility to Protect concepts that are the subject matter of the study are some of the most discussed subjects in the international law and international relations. Both concepts are composed of the military intervention to be performed for finalizing such cases by other states or states if the states could not prevent the circumstances that are the reason of the serious violations of the international law such as genocide that has been experienced in their own lands of the states, crimes against humanity, war crimes and ethnic cleansing or if the states are perpetrators itself. Although the circumstances such as the difficulty of the solution regarding the humanitarian intervention concept in terms of international law, protection of the sovereignty of United Nations Charter that is the legal basis for use of force and ban of response to the home affairs have been attempted to be protected clearly by the mechanisms towards protection of the peace in the inter-state relations, such protection could not be provided at the same level in the legal texts regarding the protection of human rights. There is not any clause in the United Nations Charter regarding the humanitarian intervention and responsibility to protect. In addition to this, including the utilization of armed force included in the United Nations Charter, the coercion measures have been anticipated only in case of aggression, breach of the peace or threats to the peace and even if it isn't considered for the violations of human rights, the applications of the United Nations Security Council on time has become an evident to interpret the concept of "threats to the peace" in the large framework and in many cases, the Security Council achieved the result of threatening the international peace and security because of non-international armed conflicts and human rights violations. With comparison to the concept of humanitarian intervention, the concept of responsibility to protect focused on the benefits of the ones that have been interfered apart from the interfering means a radical change in the matter of sovereignty. It means the "sovereignty as responsibility". This concept was stated in the ICISS report in the first time. By considering the responsibility to protect, although Libya has been showing an example, the inconsistencies in the sample of Darfur and Sri Lanka could be seen clearly. If there is not any political stability, there will not be any output apart from several best examples in terms of the concept responsibility to protect. 1. Introduction Important political, administrative and economic changes occurred in Turkey and the world in the last 50 years, especially during post-1980 neo-liberal era. Decentralization, rapid urbanization and metropolization processes that emerged by means of these changes have boosted authority, spending and responsibility of local governments. Local governments gradually came to the fore in the process of service delivery. However, especially, allocation of self-income and resources to local governments have not shown a similar level of increase. In this study, this dilemma is analyzed in cases of municipalities in Turkey. The purpose of this study is to reveal the contradiction between the increased burden of duty and income of the municipalities. By this way, it is aimed to provide a scientific basis for policy makers in solving self-income problems. In this context, the situation of the municipalities in Turkey has been analyzed. The case is studied with both theoretical and numerical data and the problem has been clearly demonstrated. 2. Trends of Fiscal Autonomy, Fiscal Decentralization and Decentralization Although a single, universal and unique definition cannot be made, decentralization is generally defined as the transfer/assignment of decision-making responsibility, power and authority of resource creation from higher level administration (central government) to lower levels of administration (regions, local governments and NGOs) (Cheema & Rondinelli, 2007: 1, Leung, 2004: 1, Edquist, 2005: 9, Yuliani, 2004, Hinsz vd., 2006: 2, Eryılmaz, 2002: 225). According to the definition of Litvack ve Seddom (1999: 2) and World Bank, decentralization is the transfer of authority and responsibility for public functions from the central government to subordinate or quasi-independent government organizations or the private sector (Keskin, 2008: 2). Fiscal decentralization forms the financial aspect of devolution to regional and local administrations. Moreover, European and American writers use terms like "centrallocal (or intergovernmental) financial relations" and "fiscal federalism" in order to refer to fiscal decentralization. The first phase of fiscal decentralization is the division of spending responsibilities and revenue sources between levels of government (national, regional, local etc.). The second phase is the amount of discretion given to regional and local governments to determine their expenditures and revenues (both in aggregate and detail). This discretion gives regional and local governments the ability to determine their budgets by levying taxes and fees and allocating resources (Davey, 2003: 1). The essence of fiscal decentralization is the authority and responsibility of subnational governments to finance their local services to a certain extent (Ebel & Yılmaz, 2002: 34). In other words, fiscal decentralization occurs when higher levels of government cede influence over budgets and financial decisions to lower levels (Sharma, 2008). Decentralization and fiscal decentralization trend that has developed in the framework of thinking that local governments should be strengthened has also created the infrastructure of financial autonomy. Fiscal Autonomy aims to enable local governments to have adequate, healthy and sustainable resources in order to ensure the institutionalization of democracy and effective implementation of their services. In that framework, it is defined as local governments' fulfillment of their duties and responsibilities independently from the center. To achieve this aim, local governments manage/spend assets and resources in line with their laws (in accordance with the interests of the local population). They also make budgets and borrowings (Ulusoy & Akdemir, 2009: 260-265, Yontar & Dağ, 2014: 150, Çelik, 2013: 22). 3. Increased Responsibility of Municipalities as a Result of Urbanization and Metropolization in Turkey The urbanization rate was very slow in the early years of the Republic of Turkey. The population living in rural areas began to migrate to urban areas in the 1950s due to improvements in transportation infrastructure, change of the land ownership regime, mechanization and modernization of agriculture, technological developments, increase in industrialization, and other economic/social changes. In particular, migration to cities increased in line with the population growth. This accelerated the need for better highway networks and settlement areas, and new housing (Tosun, 2015: 202- 203, Şahin, 2013: 79). There have been serious population increases in cities such as Istanbul, Izmir, Adana, Ankara and Bursa. This trend caused significant problems in terms of urban services in these cities (Keleş, 2009: 289). Local governments and especially municipalities took on the most important tasks of on-site analysis of the mentioned problems and solving them with practical - permanent proposals. 4. Comparative Analysis of Revenues and Expenditures of Municipalities in Turkey Municipalities became center-dependent units from financial, political and administrative aspects. It is mainly due to inefficient income structure that is dependent on central transfers, not on self-income. It is clear that this situation causes many negative effects on the functioning of municipalities. However, inadequacy of self-income or dependency needs to be demonstrated with numerical data in order to see the adverse trend in a concrete way. This enables a comparison in an international scale and identification of appropriate sample countries for the planned changes for these comparisons. Furthermore, it becomes possible to analyze financial interdependence among different municipal levels and all municipalities. Through detailed assessments, the dilemma between metropolization and fiscal decentralization in Turkey has been put forward in this study. 5. Basic Financial Problems of Municipalities in Turkey The main financial problems of the municipalities can be listed as lack of sustainable revenue sources, ineffective use of available resources, over-dependence on shares transferred from general budget tax revenues collection, inadequacy of self-income sources (Yüksel, 2004). Because of these financial problems, there are many negative situations faced at the local level. 6. Conclusion There is a trend of urbanization and metropolization in Turkey. 93% of the total population lives within the municipal boundaries. 84% of the population within municipal boundaries is within the borders of the metropolitan municipalities. Metropolitan municipalities have the highest burden of responsibilities. Then comes the provincial municipalities, district and town municipalities. However, amount of incomes is in the opposite order. This situation, prevents municipalities from enjoying the benefits of fiscal autonomy and fiscal decentralization. Instead, they become highly dependent on the central government. To get rid of this dilemma, a three-stage policy must be followed. Firstly, efficiency in spending should be achieved. Secondly, steps should be taken to make the most out of available income sources. Finally, municipalities should be provided with new sources of revenue in order to get rid of the fiscal dilemma. While these steps are being taken, rather than applying a general method, political characteristics and administrative, economic, cultural of Turkey should be taken into consideration and Turkey-specific system should be established.

Türkiye, Cumhuriyetin ilanından itibaren bütün komşuları ile "Yurtta Sulh, Cihanda Sulh" parolası esasına dayanan politikalar izlemiştir. Buna karşılık Suriye başta Hatay'ın ilhakı olmak üzere Arap Milliyetçiliği'nin anavatanın sınırlarını Toroslar'a kadar genişletme düşüncesini rehber edinmiş ve Türkiye aleyhine olabilecek her türlü faaliyetin destekçisi veya sempatizanı olmuştur.Bugün Türkiye ile Suriye arasında başta Bölücü Terör Örgütüne sağladığı destek olmak üzere, Fırat Nehri sularının paylaşımı, Hatay üzerindeki hak iddiaları, Asi Nehrinin sularının kesilmesi, Türk azınlığın durumu, karasularının tespiti ve kara sınırlarının işaretlenmesi gibi sorunlar mevcuttur. Suriye'nin uzlaşmaz tutumu ve diyalog eksikliği nedeniyle en basit sorunların bile çözümü mümkün olmamıştır.Türkiye'nin jeopolitik konumundan dolayı, bölgede bir güç olmasını istemeyen devletler; Suriye'nin politik ve siyasi zayıflığından faydalanıp bu ülkeyi kullanarak Türkiye aleyhine gelişen durum ve dengeleri destekler bir tutum içerisindedirler. Bu çerçevede; Suriye'nin, GAP'ın hayata geçirilmesi sonucu, Fırat ve Dicle sularının kendisine karşı bir koz ve baskı aracı olarak kullanacağı düşüncesiyle ortaya çıkardığı sınırı aşan sular sorunu, Türkiye'yi bölmeyi amaçlayan PKK terör örgütünü meselelerin kendi isteği doğrultusunda çözümlenmesi için bir manivela olarak kullanmak istemesi, Hatay'ın bir Arap toprağı olduğunu suni olarak gündeme getirmesi ve uluslar arası platformda Türkiye'ye karşı davranışları başlıca sorunlardır. Suriye; Türkiye'yi köşeye sıkıştırmak ve zayıf düşürmek suretiyle bölgede bir güç olmasına engellemek istemektedir. Su sorunu yapay bir sorundur. Suriye'nin Hatay'a yönelik tasavvurları da Suriyeli Arap halka mal olmuş bir politika olmayıp, daha ziyade yönetimin gündem de tuttuğu bir meseledir.Sınıraşan sular konusu Türkiye'nin su pazarlığına girmemesi gereken bir konudur. Suriye ile Irak'ın Matematiksel paylaşım tezi yerine, üçüncü ülkelerin dahil olmayacağı ve egemenlik hakların tartışılmasını gündeme getirecek yükümlülüklere girmeden bilimsel esaslara dayanan Üç Aşamalı Planın uluslar arası bilimsel ve siyasi platformlarda tanıtılması, destek sağlanması ile ilgili girişimler sürdürülmelidir.Türkiye'yi İsrail ile işbirliğine yönelten temel unsur ise, yaşamsal nitelikteki ulusal çıkarlarıdır. İsrail ile yapılan anlaşmalar Türkiye'ye çevresinden, özellikle Suriye ile İran'dan yönelen tehditlere karşı ek bir caydırıcı unsur oluşturmuş ve bölge dengelerini Türkiye lehine çevirmiştir. Türkiye ile İsrail arasında askeri alanda sağlanacak yakınlaşmanın gelecekte ilişkilerimizi güçlendireceği ve iki ülke arasında stratejik yakınlaşma sağlayacağı, bunun sonucu olarak bölgede barış rüzgarlarının eseceği değerlendirilmektedir.Son zamanlarda Suriye, Türkiye'ye yönelik terör örgütlerini desteklemeyi ve bu yolla taviz koparmayı amaçlamıştır. Asala'dan sonra Bölücü Terör Örgütüne verdiği destek günümüzde artık basit sınır tecavüzü veya çete hareketi boyutunu aşarak "Silahlı Saldırı" durumuna ulaşmıştır. Komşu devletlerin desteğine engel olunmadıkça Bölücü Terör Örgütünü ortadan kaldıramayacağını anlayan Türkiye, 1998 yılında kararlı tutumu sayesinde Suriye'yi resmen Bölücü Terör Örgütüne destek sağlamaması konusunda anlaşma imzalamaya zorlayabilmiştir.Türkiye ile Suriye arasındaki sorunlar çözümlenemeyecek problemler değildir. Sorunlar Türkiye'den kaynaklanmadığı gibi Türkiye tarafından halledilemeyecek kadar güç de değildir. Önemli olan husus Türkiye'nin gücünün farkında olması ve bu sorunları çözebilme iradesini oluşturabilmesidir. SUMMARYAlthough there is geographical and cultural proximity between Turkey and Syria, because of some prejudices coming from history, a good neighbourhood relationship could not be set up . From the foundation of Turkish Republic, Turkey has been followed the policies that based on the "Peace at Home, Peace at the World" watchword principle. Controversially, Syria has been taken guide the thought for the expand of the Arabic Nationalism's motherland borders to Toros Mountains, (the annexation of Hatay is a good example for this) and also Syria has become the supporter and likeminded to all facilities that are hostile to Turkey . Today, between Turkey and Syria, the following problems are existing; firstly Syria's support to Dividing Terror Organization, the sharing of Fırat River Water, The rights claims over Hatay, cutting the water of Asi River, the condition of Turkish minority, determination of territorial waters and signing of continent borders . Because of unrecognised attitude of Syria and dialog deficiency, even basic problems can not be solved. Because of the geopolitics position of Turkey, Some Countries, that do not want Turkey as a Power at the region, use Syria, profit by its political and diplomatically weakness, so that they have an attitude that support the developing conditions and balances hostile to Turkey. At this frame, the following problems are existing; The passing over the border water problem, which existing from the Syria's thoughts about the Turkey's using the Fırat and Dicle waters against them as trump and restraint tool (as a result of GAP), using the PKK Dividing Terror Organization as a tool for solving the problems in favour of Syria, usually getting the thought of the region of Hatay as an Arabic land, and attitudes to Turkey at the international platforms. Syria wants to block Turkey for not being a power with abort weak and squeeze to corner. Water problem is not a real problem. Syria's thoughts against to Hatay is not a thought of' Syria s Arabic Common People, but it is the Administrative Authority's thoughts. Turkey should not negotiate about the Waters, that passes through the border . At the place of the mathematical thesis of the sharing between Iraq and Syria, the 3 level plan, that based on the scientific notions, should introduce at the scientific and political international platforms and should look for supports about it. The basic elements, that manage the cooperation between Turkey and Israel, is the national interests (so important for the Turkish Republic). The agreements (done with Israel) has become a element that causing the esp. the threats of Syria and Iran to give up a plan and has turn round the regional balance to Turkey. The proximity at the military area between the Turkey and Israel will empower the relationship between this two country at the future and will lead strategically proximity between them and as a result of this there will be peace winds at the region. Nowadays, Syria intends the support the terror organizations against to Turkey and with this way taking concession. After Asala, support to Dividing Terror Organization, today this become to "Armed Attack" not a simple border attack or guerrilla warfare. Finally, Turkey has realized that without preventing the support of original countries to Dividing Terror Organization, the termination of this organization is impossible, so that in 1998 Turkey force Syria to sign an agreement about not supporting the Dividing Terror Organization formally. Problems between Turkey and Syria can be solved. Problems do not a fault of Turkey and these are not so hard to solve. The important subject is that Turkey should become the aware of its power and develop the solving ability will power.

Ekonomik yönden birleşme fikrine yoğunlaşılması sonucunda 25 Mart 1957 tarihinde Avrupa Atom Enerjisi Topluluğu (EURATOM) kurulmuştur. Bu topluluklar AB'nin temelini oluşturmaktadır. 1 Ocak 1958 tarihinde kurucu altı ülke (Almanya, Fransa, İtalya, Belçika, Hollanda, Lüksemburg) tarafından imzalanarak yürürlüğe giren Roma Anlaşması ile Avrupa Ekonomik Topluluğu bugünkü adıyla Avrupa Birliği kurulmuştur. Türkiye ekonomisinde 1960'lı yıllardan sonra planlı döneme geçilmiştir. 1960-1970 yılları arasında tarımsal girdi kullanımının teşviki ve sulama alanlarına yönelik yapılan yatırımlarla sağlanan verim artışı sonucunda destekleme alımları yapılmış ve desteklenen ürünlerin sayısı arttırılmıştır. Bu dönemde yaşanan sosyal ve siyasal istikrarsızlık, Kıbrıs Savaşı, petrol krizi ve döviz darboğazından dolayı ekonomide durgunluk yaşanmıştır. Bu gelişmeler sonucunda Hükümet önlemler almaya başlamış, 1978 yılında "istikrar programı "nı açıklamıştır. İstikrar programı içerisinde yer alan ve uygulanan önlemler; KİT açılarlını kapatmak amacıyla KİT ürünlerine zam yapılmış, ithalat zorlaştırılmış ve devalüasyon yapılmıştır. 1979 yılında uygulana yeni bir program ile KİT ürünlerine yönelik zam uygulamasına devam edilmiş, faiz oranları yükseltilmiş ve Türk Lirası yeniden devalüe edilmiştir. Enflasyona engel olunamamasından ve durgunluğun devam etmesinden dolayı 24 Ocak1980 Kararları alınmıştır. 1980 sonrası dönemde 24 Ocak 1980 Kararlarıyla; devletin tarım sektörüne sağladığı destek azalmıştır. Fiyat yoluyla desteklenen ürün sayısı, 1980 yılında 24 iken, 1981 yılında 20'ye, 1985 yılında 18'e,1990 yılında ise 10'a düşmüştür. Nisan 1994'de yaşanan ekonomik kriz nedeniyle desteklenen ürün sayısı azaltılmış Bu süreç 2001 yılı sonuna kadar devam etmiştir. 2000'li yıllara gelindiğinde etkinliğini yitiren tarım politikalarının yerini, rekabete dayalı, adil, çiftçinin gelir düzeyini yükseltmeyi amaçlayan çevreci olan daha etkin tarım politikaları almıştır. Yeni tarım politikalarının hedeflerine ulaşmak için kullanılan araç, Doğrudan Gelir Desteği Uygulaması'dır. ÖZETYirmi birinci yüzyılın başlarında dünyamız sosyal, siyasal ve ekonomik bakımdan çok hızlı gelişmelere sahne olmakta, siyasi yönden de ülkeler arasında yeni dengeler oluşmaktadır. Türkiye ise bulunduğu jeopolitik konumu ve jeostratejik üstünlükleri ile tüm dünyanın dikkatlerini üzerine çekmektedir.Dünyada hızlı nüfus artışı ve yaşanan tabi afetler sebebiyle tarımsal üretim her geçen gün daha da önem kazanmaktadır. Açlık ve fakirliğin yaşandığı ülkeler gıda maddelerinde dışa bağımlı hale gelmektedir.Türkiye, geniş yüzölçümü ve coğrafi kaynakları ile gıda üretiminde dünyada kendi kendine yetebilen nadir ülkelerden biridir. Ancak bu potansiyeline rağmen ülkemizin yeraltı ve yerüstü kaynaklarından istenilen ölçüde yararlanılabildiğini söylemek ise mümkün değildir. Gelecekteki tarımsal açığı giderebilmek ve gıda ürünü ihraç edebilmek için başlatılan GAP projesi ise Türkiye'nin geleceğinde önemli bir rol oynayabilecektir.Özellikle Güneydoğu Anadolu Bölgesi'nde Fırat ve Dicle su kaynakları üzerinde 22 baraj ve yüzlerce sulama tesisini esas alan GAP projesinin tamamlanması Türkiye için büyük önem taşımaktadır. Ortadoğu'nun gelecekteki tarımsal üretim ihtiyacını karşılamada büyük önem taşıyan bu proje ile Türkiye'nin bölgedeki gücünün ve öneminin daha da artacağı söylenebilir.GAP projesinin temellerinin atıldığı 1970'li yıllardan bu yana ülkemizde sürekli olarak tarımsal teknoloji ve sulama eksikliği vurgulanmakta ancak, bu konuda yürütülen bilimsel ve teknik çalışmalar yetersiz kalmaktadır.Son dönemde Türkiye ile her konuda yakın diyalog ve işbirliği içinde bulunan İsrail ise gerek ülke içinde gerekse de başka ülkelerde yaptığı tarımsal araştırmalar ile dünyanın ilgisini çekmektedir. Çöllerle çevrili bir bölgede yer alan İsrail, sulama ve tohum ıslah çalışmalarında önemli adımlar atmıştır. Farklı tarımsal ürünlerde verimli tohumlar İsrail'de üretilmekte ve buradan da pek çok ülkeye ihraç edilmektedir.Her yıl yeni teknik ve teknolojilere büyük bütçeler ayıran İsrail Hükümeti, GAP bölgesine de büyük ilgi göstermektedir. Ülkemize ziyaretlerde bulunan İsrailli yetkililer, ikili görüşmelerde İsrail ve Türkiye ekonomilerinin tarımsal üretim ve teknoloji yönünden birbirlerini tamamlayan yönlerine de özellikle dikkat çekmektedirler.İsrail ile Türkiye arasında yürürlükte olan Serbest Ticaret Anlaşması ve diğer Ekonomik ve Teknik İşbirliği Anlaşmaları ise iki ülke ilişkilerine büyük ivme kazandırmaktadır.Bu çalışmamızda amacımız, İsrail ile tarım alanında yapılabilecek ortak teknolojik ve bilimsel altyapı projelerini ortaya çıkarmaktır. Bu çerçevede; iki ülke ilişkilerinin Türkiye-İsrail Tarımsal İşbirliği Anlaşması gereğince, GAP bölgesindeki tarımsal üretime nasıl katkıda bulunabileceği üç ana başlıkta değerlendirilmeye çalışılmıştır.Çalışmamızın birinci bölümünde; Türkiye'deki tarımın genel yapısı ve Güneydoğu Anadolu Projesi'ni incelemeye çalıştık. Bu bölümde GAP projesinin Türkiye'nin en büyük kalkınma projesi olduğu vurgulanırken, bölgenin tarımsal potansiyeli üzerinde özellikle durulmuştur.Çalışmamızın ikinci bölümünde ise, İsrail'deki tarımın genel yapısı ve tarım projeleri üzerinde durulmuş, özellikle İsrail tarım endüstrisinin yapısı ve çalışmaları incelenmiştir. Bununla beraber İsrail'de elde edilen tarımsal verimin tarım teknolojisi ile birleştirilerek nasıl diğer ülkelere pazarlanabildiği belirlenmeye çalışılmıştır.Çalışmamızın üçüncü ve son bölümde ise, Türkiye-İsrail tarımsal işbirliği potansiyeli üzerine bir değerlendirme yapılmıştır. Bu değerlendirmede Türkiye ile İsrail'in ekonomik ilişkileri, Serbest Ticaret Anlaşması ve bunların sonucunda tarım ürünlerinin taviz pozisyon listeleri üzerinde de bilgiler verilmiştir.Ayrıca çalışmamızla ilgili olarak Türkiye-İsrail tarımsal işbirliği potansiyelinin GAP bölgesinde nasıl üretime geçirilebileceği ve halen uygulanabilirlik durumları değerlendirilmiştir.Türkiye-İsrail Tarımsal İşbirliği Anlaşmasının GAP Bölgesi'ndeki çeşitli uygulanmalarda başarılı olabilmesi için şu önerilerde bulunabiliriz;* Yaklaşık olarak toplam yatırım tutarı 32 milyar dolar olarak dile getirilen GAP projesi henüz tamamlanmamasına rağmen enerji üretimi ve sosyal içeriği ile gerçekten önemli faydalar sağlamaktadır. Ancak mevcut ürün deseni değiştirilmediği ve modern teknolojiler kullanılmadığı takdirde tarım alanında istenen verimi elde etmek ne yazık ki kolay gözükmemektedir.* GAP master planında öngörülen temel kalkınma hedefleri bölgenin temelde tarıma dayalı ihracat üssü haline getirilmesine dayanmaktadır. GAP Projesi'nin bundan sonraki aşamaları da ürün ve pazar çeşitliliği ile birlikte tarıma dayalı ihracat hedefini dikkate alacak şekilde yürütülmelidir. GAP Bölgesi ise tarıma dayalı gıda sanayinin nüvesini teşkil etmelidir.* Başta sulama alanında olmak üzere projeler kapsamında götürülen hizmetlerin etkin bir şekilde kullanımını sağlamak için GAP Bölgesi'ndeki çiftçilerin eğitimine büyük önem verilmelidir.* Yaş meyve ve sebze üretiminde bölgedeki mevcut üretimin çeşitlendirilmesiyle bu alanda yüksek bir üretim düzeyine ulaşılacaktır. Bu alanda uygun çeşitlerin seçimi ve doğru üretim tekniklerinin kullanımı yanında ambalajlama, depolama ve pazarlama tekniklerinin geliştirilmesi büyük önem taşımaktadır.* Bu çerçevede İsrail ile sulama ve tohum üretimin yanı sıra seracılık, hayvancılık ve tarımsal mekanizasyon gibi konularda da işbirliği çalışmalarına başlanılabilir.Günümüzde teknoloji üretemeyen, transfer edilen teknolojileri de özümseyemeyen toplumların geleceğe umutla bakamayacakları bir gerçektir. Türkiye'de tarım endüstrisi alanında know-how transferine başvurmaz ise gelecekte güçlü bir tarım ülkesi olma hayalini hayata geçiremez.Bu açıdan İsrail ile tarımda mevcut işbirliği potansiyeli çok yönlü ele alınmalı ve milli menfaatler çerçevesinde kamu ve özel sektörün işbirliği teşvik edilmelidir. Tarım alanında elde edilen her türlü teknik ve teknolojik gelişme yakından izlenmeli ve yeni uygulamaların Türk tarımının istifadesine sunulması sağlanmalıdır.ABSTRACT The world is in a situation of rapid developments from social, political and economic aspects at the beggining of 21th century. Also some new balances have begin to arise from the political view. Meanwhile, Turkey draws attention of whole world due to its geopolitics and geostrategic position. Because of rapid increase in the world population and natural disasters, agricultural production gains considerable importance day by day in the world. Those countries which have experienced poverty and starvation, have to be dependent on other countries to meet their foodstuffs. Turkey is one of the rare self sufficient countries which can cover its own needs, with its large territory, land and rich geographical resources and the amount of food production. Despite of its tantamount capacities, it is impossible to say that Turkey is making use of its resources efficiently. The GAP project, carried out to eradicate agricultural shortage and export foodstuffs, will play a very important role in the future of Turkey. Completion of the South Eastern Anatolian Project with the installation of 22 dams and hundreds of irrigation systems on Firat and Dicle especially in the South Eastern Anatolia Region has a great importance for Turkey. It can say that through these projects, the power and importance of Turkey will increase even more in the region. Although, the deficiencies of agricultural technology and irrigation system have been frequently emphasized in our country since the laying down of the foundation of the project in 1970s, the scientific and technical studies, conducted on the issue have continued to be insufficient. On the other hand Israel, that developed a close relation with Turkey recently, draws the attention of the world with its agricultural researches in the country and abroad. Though Israel is surrendered by the deserts, it has succeeded to take important steps regarding to irrigation and seed improvement studies. The high productive seeds have been produced in Israel and exported to many countries. The Israeli government, preparing a considerable budget for the new techniques and technologies, also shows great interest to the GAP project. Israeli officials who have been visiting our country frequently, state in the bilateral negotiations that Turkey and Israel complete one another from the point of agricultural production and technology. Free Trade Agreement and other economic and technical cooperation agreements between the two countries have given impetus to the bilateral relations. Our main goal in this study is to reveal common technological and scientific infrastructure projects which could be conducted with the partnership of Israel and Turkey, relating to agriculture. The affects of the relations between two countries on agricultural production in GAP region, under the framework of Turkey-Israel Agricultural Cooperation Agreement, will be evaluated under three main chapters. At the first part of our study, we have tried to investigate the general structure of agriculture in Turkey and the Southeastern Anatolia Project. As we emphasized on the GAP project as the largest development project of Turkey we will also stress on agricultural potential of Turkey. In the second part of our study, we evaluated the general structure of agriculture in Israel and agricultural projects in this country. Furthermore, we try to determine how the agricultural efficiency in Israel is combined with the agricultural technology and marketing techniques to foreign countries. In the third and last part, we make some evaluations on the agricultural cooperation potential between Turkey and Israel. In the framework of this evaluation some information has been given about the economic relations between the two countries, Free Trade Agreement, and as a result of these agreements, about the privileged position lists of agricultural products. Relating to our studies, we also have evaluated how the Turkey-Israel agricultural cooperation potential in the GAP region can be tapped and mentioned the feasibility situations. We can suggest the followings so as to be successful in the several applications of Turkey-Israel Agricultural Cooperation Agreement in the GAP region. * Although the GAP project with $ 32 billion investment cost has not been completed yet, it is started to provide effective benefits with its social context and energy production. However, unless the available product design will be changed and modern technologies will be applied, it is not easy to get expected and planned output. * Basic development goals which have been envisaged in the GAP master plan, are based on the principles to make the region an exportation base. Other stages of the GAP project should be conducted by taking the diversifications of products and markets together with the exportation goal based on agriculture into consideration. The GAP region also forms the nucleus of food industry based on agriculture. * The training of the farmers in the GAP region, especially on the irrigation and other services provided in the framework of the GAP project should be given a special importance to carry out the project effectively. * Through the production variety of fresh fruit and vegetable in the region, a high production level will be able to be reached. Apart from selecting proper and suitable varieties and usage of the correct techniques of production, the techniques of packaging, storing, and marketing are also very important. * In this framework, we can cooperate with Israel on the fields of greenhouse, stock raising and mechanization of agriculture, besides irrigation and seed production. Today, it is a reality that societies, not applying technology, cannot look to the future with hope. If not applied to 'know-how' transfer in the agricultural field, Turkey cannot realize his ideal of being a country with a strong agricultural sector in the future.From this perspective, the agricultural cooperation potential with Israel should be evaluated multidimensional, an so the public and private sectors should be encouraged in the framework of national interests. Any developments in the agricultural field should be followed and new applications should be provided for the benefit and exploitation of Turkish agriculture.
