The author looks into Habermas' theory of deliberative democracy in the context of the present-day debates on the theory of morals & politics. The starting point of Habermas' theory is his idea of discourse ethics. This is cognitivist ethics in the tradition of Kant, Rawis, Tugendhat & Apel that is built around the concept of normative correctness analogous to the descriptive notion of truth. This idea is best expressed by Kant's categorical imperative, according to which the validity of norms depends on their generalizability. Habermas, in line with Kant, is aware of the impossibility to rationally found universalist ethics. Instead of the final (deductive) foundations he offers the reflexion about the assumptions of a meaningful discourse i.e. the argumentation rules that must be respected if language communication is to be meaningful. Habermas' outline of the theory of law in his book Between Facts and Norms (Faktizirat und Geltung) builds on this moral-theoretical position. In modern society the function of law is to facilitate social communication: law is the legitimate framework of social communication on which the actors can rely. Habermas considers the specific link between human rights & popular sovereignty as the source of legitimacy. Human rights & popular sovereignty mutually condition each other & at the same time there is tension between them. The absolutization of individual rights makes democracy impossible since decision-making is obstructed; absolutization of popular sovereignty leads to the tyranny of the majority & the loss of rights. Habermas thinks that law can be legitimized by communicational mediation between the individual rights & popular sovereignty, in line with the principle that the claim to validity can only be laid by those norms that are approved of by all potentially affected individuals as rational discourse participants. Popular sovereignty is consistently procedurally interpreted. On the one hand, it is practised by means of public discourses & on the other through decision-making processes within democratically structured political institutions. The two dimensions of legitimizing law are different yet complementary: public discourses take place in civil society, political decisions are made in democratic institutions of the state. This is also an outline of the specific position of Habermas' political theory of deliberative democracy. It is equally distant from the model of liberal democracy which emphasizes possessive individualism & the protection of citizens' private interests, & from the republican democratic model that emphasizes political participation of active citizens. The theory of deliberative democracy emphasizes the importance of civil society: It is a sort of a practical verification of discourse ethics. Civil society is a sphere of autonomous public communication that is complementary to state administration but cannot substitute it. The cognitive worth of the concept of totalitarianism is constantly refuted. In this text, the author begins by confronting his perception of totalitarianism as a new social formation, which he advocated in many of his works, with four scientific arguments raised by historians against totalitarianism as a political category or in favour of a limited use thereof. The first is that communism and fascism are fundamentally different, that the ideologies which characterize them are radically opposed to one another. This argument overlooks the fact that in such regimes ideology is not merely the prevalent discourse -- it has a new function and efficiency, it establishes a totalitarian "regime" of language and thought in which the power of discourse and the discourse of power are made equal. The second argument is that totalitarianism is evident, in Germany and Russia, only during limited periods. To this the author replies that it is a "realistic" illusion to assume that the totalitarian project was ever fully realized in history. According to the third objection, the concept of totalitarianism is of no cognitive worth to the historian, and totalitarian regimes belong to the order of contingency, and not of historical necessity. On the other hand, the author stresses the historical novelty of totalitarianism, which does spring and can spring only from the modern "democratic revolution" (in Tocqueville's sense) as a radical refutation thereof. The final objection of a methodologically aware historian (F. Furet) is that the concept of totalitarianism can be analytically fruitful only if used as an "ideal type", as a common trait of regimes established in atomized societies through total domination by way of ideology and terror. To this the author replies that we cannot be satisfied with the use of the concept "ideal type", although it is true that it liberates the historian from the naivety of positivistic descriptive historiography. The making of an ideal type thus makes it possible to avoid the choice between philosophy and descriptive history, but only inasmuch as the historian is transformed into a cognizant subject which is external with regard to history. In the second part of the text, the author provides a critical evaluation of the theory of totalitarianism by H. Arendt, particularly her central thesis that totalitarian society comes into being in modern atomized society. Namely, totalitarianism is characterized, on the one hand, by an artificialist project of organization, and, on the other, by a substantialist ideal of incorporation: both are realized in the Party, which is not only devised as an organization, but is also a "mystical person" in which all its members are brought together. As such, it incorporates the people. The figure of the indivisible people is put forward in the Party; the figure of the indivisible party is put forward in the figure of the people. In the first, organizational aspect the Party contains the project of an organisable whole, while in the other, substantialist aspect it contains the project of an incorporable whole. Ciljevi ovog rada su: 1) odrediti ključne promjene u procesu razvoja Zajedničke ribarstvene politike EU (ZRP) i hrvatske ribarstvene politike te 2) opisati strukturu i dinamiku kretanja makroekonomskih i proračunskih pokazatelja vezanih uz hrvatsko ribarstvo u razdoblju 2007.-2016. U radu je korištena povijesna metoda i deskriptivna analiza makroekonomskog stanja i strukture proračuna. ZRP je službeno uveden 1983. godine s namjerom da predstavlja zajednički sustav upravljanja ribarstvom u ime svih zemalja članica. Ciljevi ZRP-a bili su: riješiti konflikte zemalja članica na morima, osigurati stabilnost sektora ribarstva, spriječiti totalno uništenje ribljih stokova i osigurati ribarima bolju kvalitetu života. Međutim, ZRP je redovito na meti kritika zbog nedovoljne primjene okolišnih mjera i znanstvenih sugestija kao i zbog nedostatka zajedničkog dijaloga između institucija EU i lokalnih dionika razvoja. Kako u EU, tako se i u Hrvatskoj sektor ribarstva suočio s mnogo problema, a osobito devedesetih godina prošlog stoljeća, u vrijeme tranzicije. Neki od njih bili su ozbiljni pad ulova, zastarjela tehnologija i ribarska flota, osiromašenje podmorja, nedostatak razvojnih trendova u marikulturi, nedostatak mjera za razumno iskorištavanje i zaštitu pojedinih vrsta većeg ekonomskog značaja. Razdoblje pregovora za ulazak u EU predstavljalo je ujedno i priliku da hrvatski sektor ribarstva prilagodi svoje ciljeve, mjere i dionike u svrhu dostizanja održivog i međunarodno konkurentnog sektora u budućnosti. Također, članstvo olakšava trgovinu unutar EU zone i značajnu financijsku i tehničku podršku. Struktura potpora iz proračuna i postojeća politika naglašavaju povećanje primjene strukturnih mjera koje bi trebale doprinijeti poboljšanju društvenih, gospodarskih i okolišnih elemenata u ribarstvu. ; The aim of the paper is: 1) to determine the key changes in the evolution process of the EU Common Fisheries Policy (CFP) and the Croatia's fisheries policy and 2) to describe the structure and dynamics of macroeconomic and budget performance related to Croatian fisheries in the period 2007-2016. Two methods were used: the historical method and the descriptive analysis of macroeconomic performance and budget structure. The CFP was officially introduced in 1983, bringing the management of fisheries in all EU member states under one system. Its aims were: to resolve sea conflicts between member states, to provide stability to the fisheries sector, to prevent a total collapse of fish stocks and to provide higher quality of life to the fishermen. However, the CFP has constantly been criticized for poor enforcement of environmental measures and scientific recommendations, and for the lack of a common language between the EU institutions and local stakeholders. Both the European and Croatian fisheries sector faced many problems, especially during the transition period in the 1990s. Some of them included a serious decrease of catches, outdated technology and fisheries fleet, depletion of demersal species, lack of developmental trends in mariculture, absence of measures of rational exploitation and protection of economically significant species. The negotiation period was an opportunity for the fisheries sector in Croatia to adapt its goals, measures and stakeholders in order to achieve a more sustainable and internationally competitive fisheries sector in the future. The membership facilitates trade in the EU area, along with providing significant funding and technical assistance. The budget support structure and the existing policy framework point out an increase in the implementation of structural measures which should assist in an overall improvement of social, economic and environmental aspects of fisheries.
In the contemporary society, creativity is one of the most desirable abilities which an individual can possess in all the fields of human activity. On the other hand, educational policy and national curriculums marginalize the importance of art subjects in most countries in the world, while the advantage is given to STEM disciplines (science, technology, engineering, mathematics). Although creativity, according to many educational standards, is one of the key abilities, in teaching practice routine activities are still valued more than creative ones. However, it is the art subjects which develop creativity (constructive) potential within an individual, although this also heavily depends on a teacher/professor, on his/her methodological approach and abilities within the scope of professional activity. Therefore, we conducted empirical research in Visual Arts Teaching Methodology training and non-training primary schools. We expected that we would foster students' development of creativity through regular collaboration with university, problem-based learning of art and artistic language, inventiveness in creating art assignments and through increasing public awareness of harmfulness of stereotypical artistic expression. Among a large number of verified tests of creativity, Urban-Jellen test "The Test for Creative Thinking - Drawing Production (TCT-DP)", which is based on the activity of drawing, was selected and used in this study. We wanted to know whether there was a statistically significant difference between training and non-training schools in students' performance on the test used to examine the level of creativity. The level of statistically significant difference between the control group and the experimental group was determined by a chi-squared test. The research has been carried out in elementary schools in the area of the city of Zagreb, on the sample that included the students of fourth and eighth grade. The results of the research indicate that there is a possible influence of collaboration between the mentors and university professors and students of teacher-training college within the scope of Visual Arts Teaching Methodology course on students' creativity. ; U suvremenom je društvu kreativnost jedna od najpoželjnijih sposobnosti koju pojedinac posjeduje u svim područjima ljudskog djelovanja. S druge strane, obrazovna politika i nacionalni kurikuli u većini zemalja svijeta umjetničke predmete marginaliziraju po važnosti, a prednost se daje STEM (engl. science, technology, engineering, mathematics) disciplinama. Iako je, prema mnogim obrazovnim standardima, kreativnost jedna od ključnih kompetencija u nastavničkoj praksi, i dalje se vrednuju rutinske više nego kreativne aktivnosti. Upravo umjetnički predmeti u obrazovanju razvijaju u pojedincu kreativni (stvaralački) potencijal, ali to uvelike ovisi i o učitelju/nastavniku, o njegovu metodičkom pristupu i kompetencijama u okviru profesionalnog djelovanja. Stoga smo proveli empirijsko istraživanje u mentorskim (za Metodiku likovne kulture) i nementorskim osnovnim školama. Očekivalo se da će se redovitom suradnjom s fakultetom, putem likovnojezične problemske nastav, inventivnosti u osmišljavanju likovnih zadataka i osvještavanjem problematike štetnosti stereotipnog likovnog izražavanja utjecati na razvoj kreativnosti kod učenika. Između većeg broja provjerenih testova kreativnosti, upotrijebljen je Urban - Jellen "The Test for Creative Thinking - Drawing Production (TCT-DP)", koji se temelji na crtačkoj aktivnosti. Zanimalo nas je postoji li statistički značajna razlika između mentorskih i nementorskih škola u rješavanju testa kojim se ispituje stupanj kreativnosti. Stupanj značajnosti razlike između kontrolne i eksperimentalne skupine statistički je utvrđen hi-kvadrat testom. Istraživanje je provedeno u osnovnim školama na području Grada Zagreba, na uzorku koji je obuhvaćao učenike četvrtih i osmih razreda. Rezultati istraživanja ukazuju na moguć utjecaj suradnje učitelja mentora sa sveučilišnim nastavnicima i studentima učiteljskih studija u okviru Metodike likovne kulture na kreativnost učenika.
Uvod: Željelo se istražiti i usporediti čimbenike koji su potaknuli studente na studij stomatologije uzemljama sličnog okružja (Albanija, Hrvatska i Republika Sjeverna Makedonija) i procijeniti je li se njihova motivacija tijekom godina promijenila ili ne.Materijal i metode: U 2014./2015. Godini provedenasu poprečno-presječna istraživanja (cross-sectional) na državnim stomatološkim fakultetima u Tirani(Albanija), Zagrebu (Hrvatska) i Skoplju (Makedonija) kako bi se procijenilo stajalište studenata o njihovoj motivaciji za karijeru. Dobrovoljno i anonimno sudjelovali su studenti stomatologije s prve, trećei završne godine. Upitnik s pet stavki preveden je na jezike zemalja sudionica. Etičko odobrenje daloje Etičko povjerenstvo Sveučilišta sveti Ćiril i Metod iz Skoplja. Chi kvadrat testom ispitano je postojeli statistički značajne razlike u odgovorima između studenata u trima državama i između godina studija.Rezultati: Ukupno je bilo uključeno 739 ispitanika (319 u Tirani, 211 u Zagrebu i 208 u Skoplju).Razlike u odgovorima studenata prve godine u svim trima zemljama bile su statistički značajne (χ2 = 82,65; p < 0,01). Najintrigantnije je bilo pitanje o pritisku roditelja da studiraju stomatologiju nakoje je najviše pozitivnih odgovora bilo u Tirani (čak 27,7 %). Pozitivna slika bio je najčešći odgovorzagrebačkih studenata (do 79,7 %), ali se smanjuje od prve do posljednje godine u Skoplju. Takođersu postojale značajne razlike između fakulteta unutar trećih i posljednjih godina studija.Zaključci: Pozitivna slika stomatološke profesije bila je glavni razlog za upis na svim trima fakultetima – tako jeodgovorilo čak 97 % studenata na završnoj godini u Hrvatskoj, članici Europske unije (EU). U dvjemadržavama koje nisu članice EU-a (Albanija, Sjeverna Makedonija) činilo se da stomatološka profesi-ja nema tako dobar status, a očekivanja studenata se ne ispunjavaju, posebno u Skoplju (čak 33,9 %spremno je promijeniti zvanje i njih do 64,5 % izgubilo je motivaciju za studij). Jedna od strategija zapoboljšanje stanja mogla bi biti uključivanje više kliničke prakse i bolja organizacija pojedinih studija ; Objective: To investigate and compare the factors that motivated students to study dentistry in countries with similar background (Albania, Croatia and the Republic of Northern Macedonia) and to as-sess whether or not their motivation changed during time. Material and methods: In 2014/2015,cross-sectional studies were conducted in state funded dental schools in Tirana (Albania), Zagreb(Croatia) and Skopje (North Macedonia) to assess student views on their career motivation. All den-tal students from the first, third and final years of study were invited to participate. The participationwas voluntary and anonymous. A five-item questionnaire was translated into languages of the par-ticipating countries. Ethics approval was granted by the Ethics Committee of the University of SaintsCyril and Methodius, Skopje. The Chi square test was used to test if there were statistically significantdifferences in answers between students in 3 countries, furthermore between years of the study.Re-sults: The total number of respondents was 739 (319 in Tirana, 211 in Zagreb and 208 in Skopje) Thedifferences in the answers between the first-year students from all three countries were statistical-ly significant (χ2=82.65; p<.01). The most striking answer was to the question on parents' pressureto study dentistry, which was far more frequent in Tirana (up to 27.7%). A "positive image" was themost frequent response from students from Zagreb (up to 79.7%), but it declined from the first to thefinal year in Skopje. There were also significant differences the schools within the 3rdand final years of study. Conclusions: A positive image of dental profession was the main reason for students studying dentistry at all three schools; as many as 97% of the students of the final year in Croa-tia, a member of the European Union (EU). In the two non-EU countries (Albania, North Macedonia) itseemed that dental profession does not have such good status and student expectations are not be-ing fulfilled, especially in Skopje (up to 33.9% willing to change their vocation and up to 64.5% losttheir motivation to study) One of the strategies to improve the situation could be to include more clinical practice and to better organize the study.
Due to an increase in the prevalence of chronic diseases, medication use and their cost is rising rapidly. This scenario render chronic patients at an increased risk of experiencing drug therapy problems, subsequently leading to unfavourable clinical and economic outcomes. Thus, to ensure patients' optimal medication use and improve their clinical outcomes, a comprehensive and systematic management of medications is deemed crucial. Hence, Comprehensive Medication Management (CMM) services offered by trained pharmacists can fill this gap by decreasing the unnecessary and often harmful use of medicines and consequent resulting complications. Collaborative practice between pharmacists and gen- eral practitioners, together with patients' active participation in the definition of treatment regimens, plays an important role in the effectiveness of CMM services. CMM services is defined as the standard of care that ensures each patient's medications (prescription, non-prescription, alternative, traditional, vitamins, or nutritional supplements) are individ- ually assessed to determine that each medication is appropriate for the patient, effective for the medical condition, safe given the comorbidities and other medications taken, and that the patient is able to take them as intended. It includes an individualized care plan that achieves the intended goals of therapy with appropriate follow-up to determine actual patient outcomes. Apart from the USA, several countries (e.g. Australia, Canada and Brazil) have managed to integrate CMM services into their existing health care system at the primary care level. However, in Europe, in spite of the widespread recog- nition of the need for medication management services, initiation and implementation of CMM services are lagging behind. Hence, for CMM services to become a reality in Europe and elsewhere, numerous prerequisites need to be accomplished, including policies and legal regulations supporting the provision of CMM services on a much larger scale, clearly defined and standardized professional practice and common language shared among the pharmacists, and well trained and experienced practitioners providing full-time, direct patient care. ; Zbog porasta prevalencije kroničnih bolesti, potrošnja lijekova ubrzano raste. Uslijed toga, kronični bolesnici su izloženi povećanom riziku pojave terapijskih problema što dovodi do nepovoljnih kliničkih i ekonomskih ishoda liječenja. Stoga se smatra da je sveobuhvatno i sustavno upravljanje farmakoterapijom ključno za osiguranje optimalne uporabe lijekova kao i za poboljšanje kliničkih ishoda liječenja. Sveobuhvatna usluga upravljanja farmakoterapijom (engl. Comprehensive Med- ication Management Services, CMM services) koju provode posebno educirani ljekarnici može ponuditi rješenje za ovaj problem, smanjujući nepotrebnu, a često i štetnu primjenu lijekova te njene posljedične komplikacije. Kolaborativna prak- sa ljekarnika i liječnika obiteljske medicine, koja uključuje i aktivno sudjelovanje pacijenata u kreiranju terapijskih režima, važan je čimbenik koji doprinosi učinkovitosti CMM usluge. CMM usluga se definira kao standard skrbi koji osigurava da se svakom pacijentu pojedinačno procjenjuju svi lijekovi (u receptnom ili bezreceptnom režimu, biljni, tradicionalni), vitamini ili dodaci prehrani koje uzima, kako bi se za svaki od njih utvrdilo je li prikladan za pacijenta, je li učinkovit za pacijentovo zdravstveno stanje, je li siguran s obzirom na komorbiditete i druge lijekove koje pacijent uzima, te je li pacijent sposoban i u mogućnosti uzimati lijekove kako treba. Usluga sadrži individualizirani plan skrbi kojim se postižu predviđeni ciljevi terapije kao i odgovarajuće praćenje (follow-up) kako bi se utvrdili stvarni ishodi liječenja. Pored SAD-a, nekoliko je drugih zemalja (Australija, Kanada i Brazil) uspjelo integrirati CMM uslugu u svoje postojeće sustave primarne zdravstvene zaštite. Međutim, u Europi, unatoč raširenosti spoznaje o potrebi za upravljanjem farmakoterapijom, razvoj i implementacija CMM usluge zaostaje. Kako bi se CMM usluge realizirale u Europi i ostalim zemljama, potrebno je ispuniti brojne preduvjete, uključujući donošenje politika i zakonskih propisa koji podržavaju pružanje CMM usluga u mnogo većem obimu, ostvarivanje jasno definirane i standardizirane profesionalne prakse i zajedničkog jezika ljekarnika, te stvaranje dobro educiranih i iskusnih ljekarnika koji u punom radnom vremenu pružaju izravnu skrb pacijentima.
U Hrvatskom povijesnom muzeju čuvaju se odlikovanja i diplome kojima je odlikovan mađarski državljanin Nándor Taróczy-Szmazsenka, zagonetna osoba iz vojno-obavještajne sredine. Rodio se u Debrecenu 20. prosinca 1874. U Prvom svjetskom ratu dvaput je ranjen te je pošteđen službe na bojištu i premješten u administrativnu službu na okupiranim područjima Srbije, Poljske i Italije. Od sloma Austro-Ugarske Monarhije (1918.) do 1928. godine služio je vojsku Kraljevine Mađarske, a zatim je umirovljen. Znao je šest jezika i bio je vrlo obrazovan. Bavio se društvenim i političkim temama. U travnju i svibnju 1925. obišao je Sovjetski Savez i ondje sklopio poznanstva i veze. Već je tada predvidio da će ta zemlja postati svjetskom silom, a Zapad je kritizirao zbog "sebičnog materijalizma". Sovjeti su mu se kasnije odužili; u veljači 1945. uspio je sklopiti sporazum s jednim od zapovjednika Crvene armije i njegovi vojnici nisu dirali ljude i imovinu četvrti Budimpešte u kojoj je Taróczy živio. Pedesetih godina 20. stoljeća Mađari su mu oduzeli mirovinu i kuću te je radio kao noćni čuvar. Preživio je nekoliko političkih sustava i umro je u Budimpešti 1973. godine u dobi od 99 godina. Nándor Taróczy-Szmazsenka boravio je u baltičkim državama Estoniji, Latviji i Litvi nakon umirovljenja, vjerojatno u vojno-obavještajnoj službi. Ondje je odlikovan ordenima tih zemalja. Godine 1929. dobio je od Latvije Komanderski znak Ordena triju zvijezda. Godine 1931. dobio je od Estonije Orden orlovog križa II. stupnja. Godine 1933. dobio je od Litve Komanderski znak Ordena velikog litavskog kneza Gedimina. Ta odlikovanja i diplome prikupio je zagrebački kolekcionar i donator dr. Veljko Malinar još za života Nándora Taróczyja-Szmazsenke. Dana 4. lipnja 1971. dr. Malinar zamijenio je sva tri odlikovanja s odlikovanjima Povijesnog muzeja Hrvatske, današnjeg Hrvatskog povijesnog muzeja. Zanimljivo je spomenuti da pritom nisu zamijenjene i pripadajuće diplome, ali one su ipak dospjele u muzej nakon smrti dr. Malinara 1990. godine. ; The Croatian History Museum keeps orders and diplomas issued to the Hungarian citizen Nándor Taróczy-Szmazsenka, a mysterious figure from the milieu of military intelligence. He was born in Debrecen on 20 December 1874. Wounded twice in World War I and released from duty on the front lines, he was posted to administrative service in the occupied regions of Serbia, Poland and Italy. After the fall of the Austro-Hungarian Monarchy (1918) he served in the army of the Kingdom of Hungary until 1928, and then retired. He spoke six languages and was highly educated. He was interested in social and political subjects. In April and May 1925 he visited the Soviet Union and made many acquaintances and connections there. He foresaw, in those early days, that the country would become a world power and criticised the West for "selfish materialism". The Soviets later repaid him, in February 1945 he managed to make an arrangement with a Red Army commander and his soldiers did not touch the people or property in the Budapest quarter where Taróczy lived. In the 1950s the Hungarians stopped his pension and took away his house and he worked as a night guard. He survived several political systems and died in Budapest in 1973 at the age of 99. After his retirement Nándor Taróczy-Szmazsenka spent time in the Baltic states of Estonia, Latvia and Lithuania, probably in military intelligence. There he was decorated with the orders of those countries. In 1929 Latvia made him Commander of the Order of the Three Stars. In 1931 Estonia awarded him the Order of the Cross of the Eagle, 2nd class. In 1933 Lithuania awarded him the Commander's Cross of the Order of the Lithuanian Grand Duke Gediminas. The Zagreb collector and donor Dr Veljko Malinar acquired these decorations during Nándor Taróczy-Szmazsenka's lifetime. On 4 June 1971 Dr Malinar exchanged all the three orders with orders in the History Museum of Croatia, today the Croatian History Museum. It is interesting to mention that the diplomas belonging to the orders were not exchanged at the time, but they did come to the museum after Dr Malinar's death in 1990.
Although still not a member State of the European Union, Croatia has recognized in the spatial data infrastructure a concept that can significantly incite the modernization and effectiveness of the State administration, and create preconditions for the accelerated economic growth. Given this fact, Croatia has defined, after preparations which lasted several years, the legal framework for the national spatial data infrastructure establishment by adopting the Law on State Survey and Real Property Cadastre in 2007. During the adoption of this Law, great attention was paid to it being in line with the EU INSPIRE Directive (European Union, 2007) that was being adopted at the time, so the adopted provisions were fully compatible with the INSPIRE provisions. Regarding the model that Croatia has chosen in the establishment of its National Spatial Data Infrastructure (NSDI), the role of the State Geodetic Administration (SGA), the Croatian National Mapping and Cadastre Agency (NMCA), is significant. The SGA acts as a coordination body for the NSDI establishment, giving technical support to the NSDI bodies. One of the obligations is the establishment of a metadata catalogue through the national geoportal. Significant activities have been undertaken in the field of raising the awareness. The most important studies describing the manner of the NSDI establishment and current national as well as European situation have been translated into Croatian language and distributed to more than 1,000 NSDI stakeholders. Several workshops have been organised in order to transfer the best practices from the countries that have achieved big progress in this field. In parallel with the national activities, Croatia, or rather the SGA, has recognized that the spatial data infrastructure (SDI) development cannot be based on isolated national activities connected exclusively to the INSPIRE Directive but that the Croatian spatial data infrastructure development activities must be part of the development of the regional and European spatial data infrastructure (ESDI). In this context, Croatia has recognized South-Eastern Europe as a region sharing many similarities, whether with regards to the historical legacy, development degree, current development directions, reform activities or the SDI development stage, although it should be pointed out that there are also differences. Given the above-mentioned similarities, Croatia has instigated the regional cooperation linked to the development of both national and regional SDI's. Concrete achievements on this road are the establishment of the regional cooperation between cadastral organization, launching of the annual regional conference on the cadastre and preparation of the first regional SDI project entitled INSPIRATION – Spatial Data Infrastructure in the Western Balkans (Inspiration project). At the European level, the SGA is member of EuroGeographics, European organisation whose purpose is the improvement of the ESDI development, including topographic information, cadastre and land information. This paper describes the role and activities of the SGA in the SDI establishment at the national, regional and European level. ; Iako još nije članica Europske unije, Hrvatska je u infrastrukturi prostornih podataka prepoznala koncept koji može u značajnoj mjeri pospješiti modernizaciju i učinkovitost državne uprave i stvoriti pretpostavke za ubrzani razvoj gospodarstva. Upravo zbog te činjenice Hrvatska je nakon višegodišnjih priprema, donošenjem Zakona o državnoj izmjeri i katastru nekretnina 2007. godine, definirala zakonodavni okvir uspostave nacionalne infrastrukture prostornih informacija. Prilikom usvajanja toga Zakona velika je pozornost posvećena usklađenosti s INSPIRE direktivom EU (European Union 2007) koja je tada bila u donošenju, tako da su usvojene odredbe u potpunosti usklađene s odredbama INSPIRE-a. Pri izboru modela koji je Hrvatska izabrala pri uspostavljanju nacionalne infrasturkture prostornih podataka (NIPP) značajna je bila uloga Državne geodetske uprave (DGU). DGU je koordinacijsko tijelo za uspostavu NIPP-a koje daje tehničku podrušku tijelima NIPP-a. Jedan od zadataka je također uspostava kataloga metapodataka kroz nacionalni geoportal. Značajne aktivnosti učinjene su na polju podizanja svijesti. Najvažnije studije koje opisuju način uspostave NIPP-a, kao i sadašnju nacionalnu i europsku situaciju prevedene su na hrvatski jezik i disdtribuirane na više od 1000 adresa. Organizirano je nekoliko radionica kako bi se prenijelo najbolje primjere iz prakse iz zemalja koje su napravile velike korake na tom polju. Paralelno s nacionalnim aktivnostima Hrvatska je, uz pomoć DGU, prepoznala da se razvoj infrastrukture postorrnih podataka (IPP) ne može temeljiti na izoliranim nacionalnim aktivnostima s isključivom povezanošću na INSPIRE direktivu, već aktivnosti izgradnje hrvatske infrastrukture prostornih podataka moraju biti dio izgradnje regionalne i europske infrastrukture prostornih podatka (EIPP). U tom kontekstu je Hrvatska prepoznala jugoistočnu Europu kao regiju s kojom dijeli mnoge sličnosti, bilo da je riječ o povijesnom nasljeđu, stupnju razvijenosti, aktualnim pravcima razvoja i reformskim aktivnostima i stanju razvoja IPP-a, iako treba istaknuti da postoje i razlike. Upravo zbog navedenih sličnosti, Hrvatska je potaknula uspostavu regionalne suradnje na izgradnji kako nacionalnih, tako i regionalnog IPP-a, s ciljem da se zajedničkim naporom svih zemalja sudionica ubrza izgradnja takvog IPP-a. Konkretna postignuća na tom putu su uspostava regionalne suradnje katastarskih organizacija, pokretanje godišnje Regionalne konferencije o katastru i priprema prvog regionalnog IPP projekta nazvanog INSPIRATION – SDI in the Western Balkan (projekt Inspiration). Na europskoj razini DGU je članica EuroGeographicsa, europske organizacije čija je svrha poboljšanje razvoja EIPP-a, uključujući topografske informacije, katastar i zemljišne informacije. U ovome se radu opisuje uloga DGU pri uspostavi IPP-a na nacionalnoj, regionalnoj i europskoj razini.
Od ukupno pet poznatih bojnih listova barem djelomične hrvatske provenijencije, list Sudrug zagrebačke 25. domobranske pješačke pukovnije jedini je gotovo u cijelosti dostupan istraživačima. Od 25. rujna 1915. do 24. listopada 1918. tiskana su ukupno 84 broja, uglavnom na ruskom, manjim dijelom na talijanskom bojištu, opsega četiri do 16 stranica, u nakladi po svoj prilici manjoj od 100 primjeraka, pri čem su borbe narušavale planirani tjedni tempo izlaženja. Glavninu brojeva uredio je pričuvni natporučnik Ivo Klučka, inače zagrebački gimnazijski profesor, među suradnicima bili su Branimir Knežević, Milivoj Jambrišak, Rikard Kraus i Kosta Premužić, no većinu prinosa potpisali su danas nepoznati dočasnici i domobrani, a dio je ostao skriven iza pseudonima. Autorova raščlamba tematskih slojeva, odjeka i recepcije Sudruga zasnovana je na inozemnim radovima o sličnim vojničkim listovima te na hrvatskoj literaturi o usmenoj, pučkoj i popularnoj kulturi. Zaključno, ustanovljuje se da je riječ o vrijednom izvoru za raznolike pristupe književne, kulturne i vojne povijesti, kojega bi valjalo uzeti i kao poticaj za produbljenija istraživanja. Kao ilustracija poetičkoga šarenila Sudruga, prijepis deset u njem objavljenih izvornih pjesama dan je u prilogu. ; In many ways, Croatian experience of the First World War has for decades been a neglected theme. Among other things, a total of five trench journals (Feldzeitungen, bojni listovi) are known to have had existed, but only that of the Zagreb-seated 25th Home Guard Infantry Regiment, the Sudrug (Comrade), is almost completely preserved, and available on the Croatian State Archives website. Starting on September the 25th 1915 and ending on October the 24th 1918, a total of 84 issues of Sudrug have been published, varying from 4 to 16 pages, and probably with a circulation of less than 100 specimens. Projected rate of publication was once a week, which was mainly sustained, apart from the serious setbacks caused by the 1916 Brusilov and the 1917 Kerenski offensive, and also by the 1918 fighting on the Italian front. As the journal was conceived under the auspices of the 25th Home Guard Infantry Regiment Headquarters, for most of the time edited by one Ivo Klučka, Oberleutnant in der Reserve and otherwise a highschool teacher of Croatian and Classic languages, all of the available 1915–1917 issues were printed somewhere on the Russian front (probably in the close vicinity of the Regimental Headquarters), while the preserved 1918 issues were printed by the Austro-Hungarian 11th Army press department in the occupied region of Italy. Apart from Klučka, who had been a lesser known teacher without registered civilian bibliography, only several of the contributors were to a degree notable individuals, all of them at least for a brief period serving in the 25th Regiment: writer Branimir Knežević, physician and politician Milivoj Jambrišak, biologist and geographer Rikard Kraus, lawyer and war correspondent Kosta Premužić. Practicaly all other contributors of Sudrug were either simple NCOs and common soldiers whose names don't tell us much, or they had even decided to stay hidden behind the pseudonyms. As far as the ideological-political layer of Sudrug is concerned, generally it could be said that it followed the official Habsburg line, but with some alterations, presenting – or, more often, just hinting – a somewhat »nationalized«, Croatian view on the Monarchy, the armed forces in general, and the more specific Croatian national interests. Much more elaborated was the educational layer of Sudrug, reporting not only on the current advances in military technology and tactics, but also on hygiene, legal questions, national history, geology etc. Most of the epic poetry, short-stories and essays dealt with either real or fictionalised battlefield events, mainly influenced by the oral folk tradition, but some also had certain expressionist traits. As a general rule, enemy rulers were frequently mocked at, but enemy soldiers – apart from pretty much demonized Russian Cossacks – were seldom derogatory treated. Similarly, liric poetry of Sudrug was more often on the rather simplified romanticist track, including two or three possible cases of avantgardism. Themes and tones vary from the expected (patriotism, perseverance, vengeance of fallen comrades, devotion to family, religious consolation…) to rather unexpected ones (meaningless suffering, pessimism, betrayal by beloved persons, unconditional pacifism…). Although not decisive, such a shift is clearly discernible as the war progressed. Particularly revelatory is a large section dedicated to humour, as the jokes and funny verses (mainly in the Croatian kajkavian dialect) tended to convey both happy and unhappy moments of the soldier's life, ranging from lice and monotonuos food to fatherly commanders and home leave. Interestingly, the absence of women was not so much coped with eroticism, as with mysoginistic utterances of a sort, culminating in a description of a would be physical punishment of an unfaithfull spouse. Also, most issues of Sudrug contained a section dedicated to the more serene regimental news such as decorations or promotions, and also to the memorial activities, such as the regimental frontline cemeteries and the Zagreb-seated regimental museum. Finally, there was also an enigmatics section, some of the correct answers bringing cigarettes, pocket watches and other officer-donated prizes. In spite of the primitive printing technique (»hectography«), many of the issues were illustrated with Art Nouveau vignettes, heraldic variations, caricatural portraits and even some short comic cartoons. Presumably, as the Sudrug had not been significantly distributed outside the battlefield and the 25th Regiment, its content was outside regular censorship as well as out of traditional high culture criteria. Although neither the contributing circle nor the reception of Sudrug had been as wide as the editors hoped for, it seems that the position of the journal – in spite of all the casualties, including the wounded Klučko – was unproblematic all the way untill the second half of 1917, when trends of war weariness and decaying complement numbers irreversibly gained the upper hand. All in all, Sudrug is judged to be an early Croatian manifestation of popular culture (as defined by Dean Duda), thus also representing a possible window to the oral culture world of illiterate soldiers, a window that certainly should be compared to other sources.
Utemeljen na polazištima kritički orijentiranih sigurnosnih studija i studija terorizma, rad propituje metodološke, epistemološke pa i ontološke aspekte fenomena državnog terorizma. Tvrdi se kako je državni terorizam sustavno zanemareno područje znanja o terorizmu, iako je empirijski vrlo evidentan fenomen. U prvom dijelu rada propituje se klasična i suvremena politološka, sociološka, pravna i filozofska misao važna za razumijevanje države, sigurnosti, terorizma i državnog terorizma. Počevši od Weberove definicije države kao nositeljice monopola na nasilje i njegova koncepta razlikovanja vladavine (Herrschaft) i sile (Macht) tvrdi se da monopol na silu ne podrazumijeva korištenje svakog oblika sile i da država ne može biti ekskulpirana u situacijama kada koristi silu koja ima sva obilježja terorizma. Upravo za ključnim obilježjima terorizma traga se u drugom dijelu rada gdje se analizira postojeće znanje o terorizmu i državnom terorizmu. Na temelju postojećih definicija koje čine bazu od ukupno 373 definicije, sadržajnom i frekvencijskom analizom, dolazi se do operacionalne definicije terorizma i državnog terorizma. Izlučenih šest konstitutivnih elemenata terorizma ukazali su da je državni terorizam organizirana upotreba sile i nasilja ili prijetnja upotrebom nasilja kojom se posredstvom intencionalnog širenja straha odnosno terora, a na temelju anticipiranih reakcija širih psiholoških učinaka, nastoje ostvariti politički ciljevi, a kojega provodi i/ili sponzorira država. U fokusiranoj studiji s mnogo slučajeva u trećem dijelu analizira se državni terorizam na empirijskim primjerima dvadeset i jedne države (N=21). Slučajevi su selektirani na stogodišnjem dijakronijskom kontinuumu, počevši od 1914. godine i sarajevskog atentata na austro-ugarskog prijestolonasljednika Franju Ferdinanda pa do recentnih primjera protuterorističkih politika. Kroz povijesnu perspektivu, komparativnom metodom uz primjenu dizajna najrazličitijih slučajeva, potvrđena je polazna pretpostavka: terorizam jest ciljno racionalno sredstvo za postizanje političkih ciljeva država i njegova je pojavnost neovisna o tipu političkog režima. Kvalitativna i kvantitativna obilježja državnog terorizma nerijetko se razlikuju kako između tako i unutar triju poduzoraka (režima), no usprkos kontekstualnim razlikama, može se utvrditi da je u totalitarnim režimima državni terorizmu ekstremnih razmjera i predstavlja važnu polugu vladavine, dok je u autoritarnima, a napose u demokratskima riječ o fokusiranijem državnom nasilju, najčešće sa specifičnim oblicima djelovanja. ; The basis of this doctoral work rests on the fact that the state terrorism is ignored in the context of mainstream security and terrorism knowledge. Security studies as well as rapidly growing terrorism studies are predominantly focused on non-state terrorism. Critical voices which indicating the importance of the state terrorism phenomenon have emerged in the mid-1990s. Based on the starting points of critically oriented security studies and terrorism studies, this work analyzes the methodological, epistemological and even ontological aspects of the phenomenon of state terrorism. It is argued that the state terrorism is systematically neglected area of knowledge, although it is very evident phenomenon. In the first part of this doctoral work the classical and the contemporary political, social, philosophical thought and jurisprudence important for the understanding of the state security, terrorism and state terrorism have been examined. Max Weber's concept of the state and difference between legitimate domination (Herrschaft) and coercive power (Macht) in the exercise of sovereign state functions is at the center of theoretical discussions. We claim that this distinction remained outside of much Western scholarship. Their concepts are based on logic of what the state and its relations to society should be not what it is. In contrast to this mainstream normative oriented model we examine the empirical reality which is laden of state terrorism examples. Therefore, the second part of this work is dedicated to analysis of existing knowledge about terrorism and state terrorism. The emphasis is on the definitions of terrorism, so for this purpose the database of 373 terrorism definitions was constructed. Definitions collected from the scientific and academic sources, the expert sources, the available official sources of various institutions and organizations, news, etc. were subjected to content and frequency analysis. Those analyses indicated six key elements used for defining state terrorism, which is relevant to the selection of empirical cases. It is found that the state terrorism is the use of organized force and violence or threat to use violence as a means of intentional spreading fear and terror based on the anticipated reactions of broader psychological effects which seeks to achieve political objectives and which is conducted and/or sponsored by the state. It is not an ideology, but the strategy and tactic that can be used by all, including the states. Despite the fact that the most of the definitios are actor-neutral and that their contents coincide, there is no unified definition. According to such understanding, the third part is a focused study with a lot of cases (N=21) where the unit of analysis was state terrorism and analytical sub-units were states (cases) selected from the one century time span (1914th-2014th) complemented with the most recent cases (until the end of 2016th). Thus, it is a diachronic analysis (cross-historical analysis). Since the selected cases differ in several relevant independent variables (social, economic, geographic, cultural) the comparative analysis is based on the most different systems research designs. The basic criterion of comparison was the regime (totalitarian, authoritarian and democratic) in accordance with the tipology of Juan Linz. The main aim of such typology and case selection was to test the general thesis: terrorism is an integral instrument of state action that occurs in all types of political regimes and which states used/use as a form of rational choice to achieve their goals. The third part includes political and sociological analysis of primary and secondary sources for each case (state). The analysis of state terrorism included Italy during Mussolini, Nazi Germany, Lenin and Stalin Russia/Soviet Union, communist Poland, Mao Zednog's China, North Korea regime and Idi Amin's Uganda as a totalitarian regimes. The second group of states are, according to Linz proposal, authoritarian regimes. Here is a Serbian example of state sponsored terrorism in Sarajevo 1914 and assassination of Archduke Franz Ferdinand. Another example is Yugoslavia from the mid of 1960 even if it is not purely clear is it predominantly totalitarian or authoritarian regime. Other examples are the rule of Francisco Franco in Spain, death squad in Argentina, Gaddafi's Libya, the rule of Shah Reza Pahlavi in Iran and Suadi Arabia sponsoring of terrorism. Within a democratic cluster the United States of America, Israel, United Kingdom, France, Russian Federation, modern Turkey and Macedonia were analysed. The main findings in turn suggest that the state terrorism was/is practiced in totalitarian, authoritarian and democratic systems, was/is used in war or peace, was/is used by the rich and the poor countries of different cultural, political, economic, geographic and other features. In other words, terrorism is an universal form of state action, but the specific context of each of the analyzed cases does not provide the right to generalize or compare countries according to the basic independent variables - the type of regime. Divided societies and various social cleavages like political (ideological), ethnic, cultural, language, religious, economic and other are evident in the most of the internal state terrorism cases. Although the contexts of countries are quite heterogeneous, in each case analyzed rationality is a common feature of state terrorism. Statet are trying to achieve political goals in the most effective way, what is decisively for using a specific form of violence or threats of violence that we call terrorism. Although it is one of the most frequently used terms in the social sciences, it is evident that terrorism is not conceptually cleared. It is deeply socially constructed concept which depends on a variety of interests. This also affects the contemporary counterterrorism policy. Within the science and policy, terrorism is predominantly viewed as a war and/or criminal. Terrorism is not treated as a phenomenon that is generated from the political area and counterterrorism policies do not target the real causes of terrorism. The perspective of terrorism as a war and crime which is imposed by politics that cooperates with science, leads to a spiral of violence. Illegal and immoral state counterterrorism actions lead to the even more brutal reactions of non-state groups. This trend is especially noticeable from September 9/11 when the "war on terror" started. From this moment it is especially evident that in the name of national security, the degradation of democratic values and endangering human rights and civil liberties have begun. This is best reflected in the new security policies, counterterrorism laws and the state of emergency institute. Also, the democratic deficits are obvious in the examples of interventions in other countries. Illegal character of the war in Iraq shows that international law is not a guarantee nor law nor justice. Those are some contemporary examples of state illegal actions which could be classified as state terrorism in democratic states, but the history is full of state terrorism evidence. Totalitarian and authoritarian regimes in the 20th century, as well as some actual examples, suggesting that the scientific community is biased and ignores the important historical facts as well as contemporary trends. By securitization of terrorism concept, the state harnessed science to its own interest – first of all creating counterterrorism policies. Instrumented science can act only within the limits defined by the state. The main characteristic of the joint state and scientific activity is hypocrisy where identical phenomena do not have identical names. State and science are taking a morally superior position, so state terrorist actions are called "necessary security measures", and terrorism as a pejorative term is reserved only for non-state actors. Further scientific and political ignoring of state terrorism topic, denying a unique definition of terrorism, refusing the recognition of state crimes that fall into the category of terrorism and insistence on counterterrorism as war strategy only feeds the modern evil of non-state terrorism. As long as there is not a change of paradigm in which the force will be firmly under the auspices of the law and policy of double standards will not exist, it is not realistic to expect that the state will eliminate the problem of contemporary non-state terrorism.
Tijekom druge polovice dvadesetog stoljeća, a posebice tijekom posljednjih nekoliko desetljeća, naša iskustva i razumijevanje obitelji i rodnih uloga znatno su se izmijenili. Pojave nezamislive našim djedovima i bakama danas su znatno vidljivije i društveno prihvatljive: razvod, ponovno sklapanje braka nakon razvoda, izvanbračna zajednica, eksperimentalni odnosi, homoseksualni brakovi ili partnerstva sa ili bez djece, jednoroditeljske obitelji, demokratskiji odnosi između roditelja i djece, zaposlenost žena, očev dopust itd. Osim povećane varijacije u obiteljskim oblicima i promijenjenih odnosa unutar obitelji, znanstvenike u području društvenih znanosti zanimaju i druga pitanja koja utječu na svako društvo na makro-razini, kao što su na primjer broj djece u obitelji ili pitanje stopa fertiliteta i starenja društva. Dok su prije dvadeset ili trideset godina važna pitanja povezana s obiteljskim životom uključivala zaposlenost žena i posljedice zaposlenosti žena za obitelj, danas je žarište premješteno na ravnotežu između posla i privatnog života i usklađivanje posla i obiteljskog života, zajedno s rodnim ulogama u obiteljima i kućanstvima. Još uvijek važno pitanje za obitelji i istraživanja unutar društvenih znanosti, pitanje plaćenog posla žena produbljeno je pitanjima o rodnim ulogama, raspodjeli moći unutar kućanstava u odnosu na plaćeni posao, o neplaćenom kućanskom radu, odgovornosti za skrb i dodatnoj rodnoj jednakosti u obje sfere rada. Složenija analiza ovih promjena, osim što koristi opće procese modernizacije kao okvirni kontekst, trebala bi isto tako uzeti u obzir mjere socijalne politike, politiku zapošljavanja i promjenjive uvjete na tržištu rada. Znanstvenici u području društvenih znanosti posebno su zainteresirani za međukulturalne varijacije kako bi razumjeli i objasnili međusobne poveznice i promjene. Iz tog razloga tema obitelji i izmijenjenih rodnih uloga istraživana je u četiri kruga unutar Međunarodnog programa društvenih istraživanja (International Social Survey Programme - ISSP). Prvi modul pokrenut je 1988. godine, drugi 1994. i treći 2002. godine. Odabrani podatci iz posljednjeg ISSP modula (provedenog u Hrvatskoj 2013. godine) temelj su za analize u radovima koji su uključeni u ovaj tematski broj Revije. International Social Survey Programme (ISSP) International Social Survey Programme - ISSP (Međunarodni program društvenih istraživanja) najstarije je kontinuirano godišnje međunarodno istraživanje u području društvenih znanosti. Članovi istraživačkog programa su istraživačke organizacije diljem svijeta, od kojih svaka predstavlja jednu zemlju. Od 2005. godine Institut za društvena istraživanja predstavlja Republiku Hrvatsku u ovom projektu. ISSP obuhvaća niz tema koje su važne za društvene znanosti (uloga vlade, društvene nejednakosti, nacionalni identiteti, vjera, zdravstvo, radne orijentacije, državljanstvo, okoliš, društvene mreže, slobodno vrijeme i sport) i nameće stroge standarde anketnog istraživanja kako bi se riješile poteškoće koje su svojstvene međunarodnom anketnom istraživanju. Od skromnih početaka 1984. godine, ISSP se razvio te danas uključuje 48 zemalja članica, koje su odgovorne za provođenje ISSP istraživanja na svom području svake godine. Godišnje teme ISSP istraživanja razvijaju se tijekom nekoliko godina, pod nadzorom izabranog pododbora, te se unaprijed testiraju u različitim zemljama članicama. Na godišnjem plenarnom sastanku raspravlja se o upitniku koji se koristi u svim zemljama te se finalizira isti. ISSP istraživanje posebno je usmjereno na razvojna pitanja koja su: 1) smislena i relevantna za sve zemlje i 2) koja se mogu izraziti na ekvivalentan način na svim relevantnim jezicima. ISSP baza podataka, smještena u bazi podataka za društvena istraživanja GESIS Leibniz Institut u Kölnu, priprema paket podataka koji je slobodno dostupan. Mnoge navedene teme ponavljaju se u redovitim razmacima (neke od njih tri ili četiri puta), što omogućuje istraživačima proučavanje međunacionalnih varijacija i promjena tijekom vremena. ISSP označava nekoliko novosti u području međunacionalnog istraživanja. Prvo, suradnja između organizacija je rutinska i kontinuirana. Drugo, trajna suradnja istih institucija čini međunacionalno istraživanje temeljnim dijelom agende nacionalnih istraživanja svake zemlje sudionice. Treće, ISSP načela zahtijevaju da se sve institucije članice uključe u razne faze planiranja i kreiranja modula istraživanja i svaki član ima pravo glasa u odlučivanju. Četvrto, kombinirajući metodologiju ponavljanja u vremenskim razmacima i međunacionalnu perspektivu, koriste se dva moćna istraživačka alata za proučavanje društvenih procesa. Teme modula iz 2012. godine Obitelj i promjenjive rodne uloge uključuje: rodnu ideologiju; stavove prema ženskoj zaposlenosti tijekom životnog ciklusa; stavove prema braku; organizaciju dohotka u partnerskoj zajednici; rodnu podjelu kućanskih poslova; podjelu kućanskih poslova – pravičnost i sukob; moć i odlučivanje u partnerskoj vezi; sukob posao-obitelj; rod, skrb i socijalna politika; stavove prema djeci; model obitelji u vezi s favoriziranom i stvarnom podjelom plaćenog i neplaćenog rada uključujući upravljanje vremenom u kućanstvu; alternativne oblike obitelji. Pregled članaka Odabrani podatci u tri rada u ovom broju (djelomično ili isključivo) bave se četvrtim krugom ISSP istraživanja Obitelj i promjenjive rodne uloge iz 2012. godine. Iako se ne temelji na ISSP podatcima, četvrti rad s jedne strane uklapa se u temu modula i temu ovoga broja, a s druge strane nudi i međugeneracijsku usporedbu i psihosocijalnu perspektivu. Dok tri rada obrađuju nacionalnu (hrvatsku) razinu analize, Ivana Dobrotić i Tanja Vučković Juroš nude međunacionalnu (europsku) perspektivu u radu naslovljenom Tko bi trebao financirati rani predškolski odgoj i obrazovanje? Višerazinska analiza 24 zemlje. Autorice istražuju učinak čimbenika na individualnoj i državnoj razini na stavove o financiranju ranog predškolskog odgoja i obrazovanja, a posebno istražuju utječe li socijalizacija u određenom režimu socijalne države na stavove o odgovornosti države u pogledu predškolskog odgoja i obrazovanja. Autorice isto tako istražuju objašnjava li bolje tipologija socijalnih režima koja je više usmjerena na obiteljsku politiku varijacije u stavovima prema ranom predškolskom odgoju i obrazovanju u različitim državama. Njihovo najvažnije otkriće je da alternativna Leitnerova tipologija "vrsta familijalizma" bolje objašnjava varijacije u stavovima o predškolskom odgoju i obrazovanju u različitim državama nego što to čini klasična Esping-Andersenova tipologija. Stoga naglašavaju važnost programatskog pristupa u analizama stavova socijalne države koji povezuju javnu podršku specifičnim socijalnim programima s njihovim jedinstvenim značajkama. U svojem radu Uvjerenja o rodnoj podjeli roditeljskih dopusta i značajke povezane s njima Ivana Jugović istražuje stavove o roditeljskom/porodiljnom dopustu i čimbenike koji objašnjavaju takve stavove u hrvatskom kontekstu. Kao prediktore tih stavova istražuje rodne razlike, uvjerenja o rodnim ulogama, socio-demografske podatke, pohađanje vjerskih obreda, vrstu radne organizacije i nejednakosti u dohocima partnera. Rezultati pokazuju da su stavovi o rodnim ulogama jedini statistički značajan prediktor. Što manje ispitanici vjeruju da bi rodna podjela poslova trebala biti podijeljena na tradicionalan način, to je veća vjerojatnost da će podržavati ravnomjernu podjelu dopusta između roditelja. Autorica smatra da je teorija rodne ideologije prikladnija za objašnjavanje stavova o rodnoj podjeli roditeljskog dopusta u usporedbi s teorijom vremenske alokacije. Zaključuje da do pomaka prema podržavanju korištenja dopusta na rodno ravnopravniji način vjerojatno neće doći sve dok stavovi o rodnim ulogama općenito ne postanu ravnopravniji. Napisan iz perspektive filozofije roda, treći rad U ime oca: rasprava o (novom) očinstvu, njegovim pretpostavkama i preprekama, autorice Ane Maskalan, spada u pionirske radove o očinstvu u hrvatskom kontekstu. Autorica započinje od temeljnih pojmova otac i očinstvo i njihovih doslovnih i simboličkih značenja, te daje kratki povijesni pregled kombiniran s odabranim teorijama o očinstvu. Autorica pronalazi prikladni kontekst za istraživanje modernog očinstva u povijesnoj povezanosti između očinstva, muškog identiteta i političke moći gdje tradicionalne odrednice muškosti, kao što su agresivnost i emocionalna distanciranost predstavljaju glavne prepreke ispunjavajućem i pozitivnom odnosu otac-dijete. O tom se odnosu djelomično raspravlja u okviru koncepta jednako roditeljsko partnerstvo, što ne ukazuje samo na nove oblike očinstva, nego isto tako i na nove oblike muškog identiteta. Analizirajući podatke o vrijednostima i praksama hrvatskih muškaraca i žena u pogledu skrbi o djeci iz istraživanja ISSP 2012 o obitelji i promjenjivim rodnim ulogama, autorica zaključuje da iako je došlo do brojnih pozitivnih promjena, pred hrvatskim društvom još je dugačak put do ravnopravnog roditeljstva i rodne jednakosti. Isto tako smatra da je važno uočiti da se očinstvo, kao predmet političke i pravne kontroverzije, ne može i ne smije razmatrati neovisno od širih rodnih pitanja povezanih s majčinstvom, socijalnim položajem muškaraca i žena, kao i socio-ekonomskim pretpostavkama očinstva i majčinstva. U svome radu Realizacija participatornih prava djece i psihosocijalna prilagodba djeteta: stavovi djece i roditelja Nina Pećnik, Jelena Matić i Ana Tokić Milaković nude zanimljivu međugeneracijsku perspektivu koristeći reprezentativne uzorke učenika sedmih razreda (trinaestogodišnjaka) i njihovih roditelja. Analizirale su percipiranu realizaciju prava djeteta na skrb, zaštitu i participaciju unutar modernih hrvatskih obitelji, veze između realizacije participatornih prava i dječje percepcije demokratske klime u njihovim obiteljima, kao i neke pokazatelje psihosocijalne prilagodbe djece. Autorice su koristile podatke o mjerenju realizacije prava djeteta unutar obitelji, upravljačkom stilu u obitelji, samopoštovanju, samokontroli, problematičnom ponašanju i djelotvornosti otpora. Oko polovice djece izvješćuje o potpunom poštivanju njihovih prava da slobodno izraze svoja mišljenja i ideje, kao i pravo da utječu na donošenje odluka koje utječu na njih. Procjene »upravljačkog stila« u njihovima obiteljima pokazuju da više od četvrtine djece doživljavaju svoje obitelji kao diktature, anarhije ili post-revolucionarne države. Autorice su povezale veću realizaciju participatornih prava s doživljavanjem vlastite obitelji kao demokracije, s višim samopoštovanjem djeteta i manje problematičnih ponašanja, sa češćim odupiranjem vršnjačkom pritisku da konzumiraju sredstva ovisnosti (cigarete, alkohol), kao i s roditeljskim opažanjem o većoj samokontroli djeteta. Roditelji, u usporedbi sa svojom djecom, pokazuju tendenciju precjenjivanja razine ispunjenja dječjih prava na zaštitu fizičkog integriteta, dostojanstva, sudjelovanja u odlučivanju i primanju brižne skrbi. Naposljetku, željela bih zahvaliti svim autoricama koje su doprinijele ovom tematskom broju i tako proširile naše znanje o promjenama u obitelji i rodnim ulogama u Hrvatskoj, ali i općenito. Isto tako, ovom bih prilikom željela potaknuti istraživače u Hrvatskoj da češće koriste ne samo modul Obitelj i promjenjive rodne uloge, nego i druge ISSP module u svojim analizama. Gošća urednica tematskoga broja: Dinka Marinović Jerolimov ; During the second half of the twentieth century and especially over the past few decades our experience and understanding of family and gender roles has changed remarkably. Phenomena unthinkable to our grandparents nowadays are much more evident and socially acceptable: divorce, remarriage after divorce, cohabitation, experimental relationships, homosexual marriages or partnerships with or without children, single parent families, more democratic relations between parents and children, women's employment, paternity leave etc. Besides the increased variation in family forms and changed relationships inside the families, social scientist are interested in other issues that affect every society at the macro-level such as for instance the number of children in families or the issue of fertility rates and greying societies. While twenty or thirty years ago the important question concerning family life included women's employment and its consequences for the family, today the focus is more on work-life balance and how to reconcile the work and family life, together with gender roles in families and households. Still relevant both for the families and social science research, the question of women's paid job is widened with the gender roles, power distribution within the households with respect to paid work, unpaid household work, care responsibilities and furthermore, gender equality in both spheres of work. More complex analysis of these changes, besides using a general modernization processes as the framing context, should take into account social policies, employment policies and changing labour-market conditions as well. Social scientists are particularly interested in cross-cultural variations in order to understand and explain these interconnectedness and changes. That is the reason why the theme on family and changing gender roles has been researched in four waves within the International Social Survey Programme (ISSP). The first module was run in 1988, the second in 1994 and the third in 2002. Selected data from the last 2012 ISSP module (fielded in Croatia in 2013) are basis for analysis in articles included in this thematic issue of the journal. About the International Social Survey Programme (ISSP) The International Social Survey Programme (ISSP) is the oldest continuing annual cross-national research within the social sciences. Its members are survey organizations from around the world, each representing one nation. Since 2005 the Institute for Social Research in Zagreb has been represented Republic of Croatia in the project. The ISSP covers a range of topics important within the social sciences (the role of government, social inequality, national identities, religion, health, work orientations, citizenship, environment, social networks, leisure time and sports) and implements rigorous standards of survey research in order to address the difficulties inherent in multinational survey research. Since its modest beginning in 1984 ISSP has grown to include 48 members, each of whom are responsible for the ISSP surveys being implemented in their country each year. The annual topics for ISSP surveys are developed over several years, led by an elected sub-committee (drafting group) and pre-tested in various member countries. The annual plenary meeting then discusses and finalize the questionnaire which is fielded in all countries. The ISSP research concentrates especially on developing questions that are: 1) meaningful and relevant to all countries, and 2) can be expressed in an equivalent manner in all relevant languages. The ISSP data archive situated in GESIS Data Archive for the Social Sciences at Leibnitz Institute in Köln prepares a combined dataset that is freely available. Many listed topics are repeated at regular intervals (some of them even three or four times), allowing researchers to examine cross-national variations and changes over time. ISSP marks several new departures in the area of cross-national research. First, the collaboration between organizations is routine and continual. Second, the on-going collaboration of the same institutions makes cross-national research a basic part of the national research agenda of each participating country. Third, ISSP principles require that all member institutions be involved in various phases of planning and designing survey modules, and each member has a say in decision making. Fourth, by combining a cross-time methodology with a cross-national perspective, two powerful research designs are being used to study societal processes. Topics of the 2012 module Family and changing gender roles include: gender ideology; attitudes and behavior on female employment over the life-cycle; attitudes towards marriage; organizing income in a partnership; gendered division of household work; sharing of household work - fairness and conflict; power and decision-making within partnership; work-family conflict; gender, care, and social policy; attitudes towards children; model of families concerning preferred and actual division of paid and unpaid work including time management in household; alternative family forms. Overview of the articles Selected data presented in three articles in this volume (partially or exclusively) deal with the 2012 fourth wave of the ISSP module Family and changing gender roles. Although not based on the ISSP data, the fourth article fits into the theme of the module and the thematic issue as well, offering on the other hand intergenerational comparison and psychosocial perspective. While three articles cover national (Croatian) level of analysis, Ivana Dobrotić and Tanja Vučković Juroš offer the cross-national (European) perspective in their article Who Should Finance Childcare? Multilevel Analysis of 24 Countries. They examine the effect of the individual and country-level factors on the childcare financing attitudes, particularly whether socialization in a particular welfare regime influences attitudes about the state's responsibility related to childcare. The authors also investigate whether a more family-policy-nuanced categorisation of welfare regimes better accounts for the cross-country variations in childcare attitudes. Their most important finding is that the alternative Leitner's "Varieties of Families" typology better accounts for the cross-national variations in childcare attitudes than the classical Esping-Anderson's typology. Therefore they emphasise the importance of a programmatic approach in the welfare state attitudes analysis which links the public support for specific social programs to its unique characteristics. In her article Beliefs about the Gender Division of Parental Leave and Characteristics Associated with Them Ivana Jugović explores attitudes about paternal/maternity leave and factors explaining these attitudes in Croatian context. As predictors of these attitudes she examines gender difference, gender-role beliefs, socio-demographics, church attendance, type of working organization and partners' income disparity. Results show the gender-role attitude as the only statistically significant predictor. The less the respondents believe that the gender division of labour should be traditionally divided, the more likely they are to support equally shared leave between parents. Author finds the gender ideology theory more applicable in the explanation of attitudes about the gender division of parental leave compared to time-allocation theory. She concludes that shifts towards supporting gender egalitarian leave take-up will most likely not occur until attitudes towards gender roles in general become more egalitarian. Written through a philosophy of gender perspective the third article In the Name of the Father: A Discussion on (New)Fatherhood, its Assumptions and Obstacles by Ana Maskalan is among pioneer works on fatherhood in Croatian context. Author starts with the basic concepts of father and fatherhood and their literal and symbolic meanings, together with a short historical overview combined with selected theories of fatherhood. The appropriate context to examine the modern fatherhood author finds in historical interdependence of fatherhood, masculine identity and political power where traditional determinants of masculinity, such as aggressiveness and emotional detachment represent a major obstacle to a fulfilling and positive father-child relationship. That relationship is partially discussed in relation to the concept of equal parental partnership, implying not only the new forms of fatherhood, but the new forms of masculine identity as well. Analysing the data on values and practices of Croatian men and women regarding childcare from ISSP 2012 survey on family and changing gender roles, author concludes that, although many positive changes have been made, Croatian society has got a long way to go to reach both equal parenting and gender equality. Also, she finds important to note that as a subject of political and legal controversy fatherhood cannot and must not be considered independently of the wider gender issues regarding motherhood, social status of men and women, as well as socio-economic assumptions of both fatherhood and motherhood. Ninoslava Pećnik, Jelena Matić and Ana Tokić Milaković in their article Fulfilment of the Child's Participation Rights in the Family and the Child's Psychosocial Adjustment: Children's and Parents' Views offer an interesting intergenerational perspective using the representative samples of seventh grade students (thirteen-year-olds) and their parents. They examined perceived fulfilment of the provision, protection and participation rights of the child within contemporary Croatian families, the links between participation rights fulfilment and children's perception of a democratic climate in their families, as well as some indicators of children's psychosocial adjustment. Authors used data on measures of the child's rights fulfilment in the family, family governing style, self-esteem, self-control, behaviour problem, and resistance efficacy. Approximately half of the children reported full respect of their right to freely express their opinions and ideas, and to influence decision making that affects them. Assessments of the 'governing style' in their families reveal that, over a quarter of children see their families as dictatorships, anarchies, or post-revolutionary states. Higher participation rights fulfilment Pećnik et al. find linked with perceiving own family as a democracy, child's report of higher self-esteem and fewer behaviour problems, more frequently resisting peer pressure to use substances (cigarettes, alcohol), as well as with parent's report of greater child's self-control. Parents, in comparison to their children, tend to overestimate the level of fulfilment of children's rights to protection of physical integrity, dignity, participation in decision-making and to receiving loving care. Finally, I wish to thank all authors who contributed to this thematic issue and widened our knowledge on changes in family and gender roles in Croatia but in general as well. Also, I encourage social scientist in Croatia to use in their analysis not only the module Family and changing gender roles but other ISSP modules as well more frequently.
