Abstract: Uganda enjoys the reputation of a fairly stable nation amidst the chaos of the Great Lakes Region. President Museveni has been hailed as leader among a "new breed" of African leaders who will transform the continent to shed its image of poverty, disease and war. Between 1986 and 1994 Uganda's human rights record and economic recovery were remarkable. From 1994, government started a web of constitutional provisions, laws and regulations that entrenched one-man rule. In 2004, government proposes to amend the Constitution to enable Museveni to rule for life, which will add him to a long list of African sittight dictators.

Der Verfasser gibt zunächst einen kurzen Überblick über die aktuelle politische Lage in Serbien. Er geht vor diesem Hintergrund vor allem auf die schwierige wirtschaftliche Lage des Landes ein und setzt sich kritisch mit der Antiinflationspolitik der Regierung Milosevic auseinander. Positive fiskalpolitische Ansätze werden von den fortdauernden Kriegsanstrengungen Restjugoslawiens zunichte gemacht. Gleichzeitig unternimmt Belgrad Versuche zur Lockerung der außenpolitischen Isolation des Landes. In diesem Zusammenhang spielen vor allem die Kontakte mit Ungarn, Slowenien und Kroatien eine Rolle. Das hohe Maß an Fragmentierung des Belgrader Parlaments gibt Milosevic bis auf weiteres die Möglichkeit, seine Politik weitgehend eigenständig und ohne effektive parlamentarische Kontrolle durchzusetzen. The article discusses corruption and selective policy implementation as general phenomena, related to the configurations of political power and the behavior of key actors in a specific rural county, Benghai County of Anhui Province. The County government only takes up initiatives in which three conditions are met, which are highlighted.

This article examines selective policy implementation related to the configurations of political power and the behavior of key actors in a rural county in Anhui province. It finds that central government policies are pursued vigorously only when three provisos are met: a) the initiative is central to the annual assessment system; b) the initiative has revenue-raising potential; and c) the initiative profits individual cadres and the "shadow state". Patterns of selective policy implementation in turn reinforce traditional Communist governing practices and enhance the solidarity of existing local nexuses of formal and informal power. Politics are firmly in command; without citizen participation in cadre selection and assessment, this is unlikely to change. Continued emphasis on measurable outcomes, rather than procedures, mean that county governments confound central government rhetoric, the development ideals of their own staff and the interests of rural residents.
