Existe un gran cuerpo de literatura secundaria según la cual el islam y la democracia son incompatibles por definición. Sin embargo, el islam, al igual que otras religiones, tiene múltiples sentidos así como fuertes elementos teóricos que pueden servir como base para políticas democráticas. A lo largo y ancho del mundo musulmán existen algunos países que han logrado un nivel considerable de democratización. Solamente el mundo árabe, no el musulmán, representa hasta ahora el completo fracaso en términos de transición democrática. El fracaso del mundo árabe debería ser atribuido más a razones políticas, tales como la economía petrolera y el estado rentista, que al islam. La falta de soporte internacional para con los movimientos prodemocráticos en la región, bajo el miedo de que estos puedan inclinarse hacia sistemas políticos islamistas constituye también un factor importante en los fracasos democráticos de la región. No obstante, el éxito democrático en Turquía del Partido Proislámico de la Justicia y el Desarrollo pone en entredicho tales miedos. Con la atención internacional suscitada por el caso de este partido, particularmente en el mundo árabe, la experiencia de Turquía provee un ejemplo claro para establecer la compatibilidad entre la democracia y el islam.
Fundamental changes in the Russian economy determined by the increasing role of knowledge, the revolution in information and communication technologies, the formation of the global labor market, as well as political changes, dictate new requirements for professional training. The specialist model, professiogram, qualification characteristic, sociogram of profession, sociogram of professional identity is the view options of the ideal result of students' training. The key competence is the defining competence because it corresponds to the conditions of implementation, which are neither limited, not too specific, but are to a certain extent universal. The essence of professional competence of a specialist is the integration of knowledge, skills, experience; personal qualities that provide professional development and self-realization of a specialist, i.e. personal opportunities that allow solving professional problems independently and effectively. The perspective direction of improvement of specialists training in professional education system is development of their models giving the chance to study more deeply problems of training and use of experts, to estimate quality of educational institutions work. In recent years, research aimed at developing a specialist model has covered not only the sphere of higher education; they are conducted in the systems of basic and secondary vocational education. One of the main means of rationing and assessing the quality of professional training of students is a competence model that allows getting the clearest information about the composition of competencies that must be formed in the future specialist in the learning process. The analysis of requirements to specialists training, the contents and technologies of educational process, methodology and practice of modern educational activity allows defining a number of principles and methods of formation of specialist model as bases of a component of the Federal State Educational Standard.

Thus the creation of a Pan-Turkic community from the Adriatic Sea to China would be possible. El ataque a Estados Unidos comprometen a los actores árabes en la lucha contra el terrorismo aunque con visiones particulares de medios y objetivos de la misma. ; The paper explains some basic facts of the situation in the Middle East after the attacks of September 11th. The previous violence exercised by the Israeli government and the Palestine reaction, the Intifada, lead the region to a cycle of terrorism, extremism that is affecting the entire world. It is highly thought that the messianic activism lies behind the political crashes in today's Middle East conflicts. Therefore, we need to survey whether the Abrahamic traditions have any influence over the everyday's political challenges. This paper is going to show that messianism at the two sides of conflicts is not the main factor. Both in Islam and in Judaism, messianic activism (or active messianism) is not permitted and the abuse or instrumentalization of this belief is hardly rejected. Theappearance of such aspirations depends, conversely, on the political situations. Nearly any religion would be converted or transformed to a political movement, if its followers could not find their favorite world through secular human actions. The failure of international and regional organizations or conferences to solve the problems justly and impartially led to the appearance of a religious messianic approach to the Middle East conflicts.
Los Estados Unidos, como el poder geopolítico dominante en el Medio Oriente, han estado luchando por estabilizar la región con el fin de alcanzar sus objetivos políticos y lograr sus intereses. Particularmente desde la Segunda Guerra Mundial, Estados Unidos ha priorizado, instituido y considerado las políticas del Medio Oriente como vitales para asegurar sus "intereses nacionales" hasta los ataques terroristas a las torres gemelas en la ciudad de Nueva York. Como es claro, los ataques terroristas del 11 de septiembre de 2001 marcaron un cambio dramático, no solo en las políticas de Estados Unidos, sino también en la retórica estadounidense, así como en los discursos internacionales. Luego de los ataques terroristas, las políticas de Estados Unidos con relación al Medio Oriente pasaron de ser una cuestión de "seguridad nacional", lo cual básicamente hacía más énfasis en "la seguridad defensiva", a ser una cuestión de "seguridad preventiva de los intereses nacionales" principalmente bajo la administración neoconservadora de George W. Bush. Como consecuencia, Estados Unidos adelantó dos incursiones militares en Afganistán (2001) y en Iraq (2003) donde se puso en la tarea de cambiar unilateralmente y de manera sensible el régimen de dichos Estados con el objeto de asegurar sus intereses nacionales y procurar la paz mundial a largo plazo. Es importante resaltar aquí que Estados Unidos autorizó el completo apoyo (por lo menos retóricamente) a las Naciones Unidas para desarmar el régimen Talibán en Afganistán. Este estudio revisa y conceptualiza la política exterior actual de los Estados Unidos y la Unión Europea con respecto al Medio Oriente —aunque no son idénticas— antes y después de los ataques terroristas del 11 de septiembre. El argumento aquí presentado es que los objetivos de la política exterior con relación al Medio Oriente, tanto de los Estados Unidos como de la Unión Europea, giran principalmente alrededor de dos puntos: la seguridad del petróleo y la protección del Estado de Israel en una región predominantemente árabe. De manera similar, aunque no exactamente de la misma forma, tanto Estados Unidos como la Unión Europea tienen intereses en establecer buenas relaciones con los Estados árabes así como en promover la democracia y la economía del mercado libre en el Medio Oriente. Este estudio también revisa las iniciativas de política exterior con el Medio Oriente del presidente Barack Obama e intenta indicar algunos puntos clave.
The Sykes-Picot Agreement structured the Middle East resulting from the decomposition of the Ottoman Empire according to the interests of the European powers of the time. This extraregional design was altered from 1945 on by the emergence of the Cold War, polarizing the region. Following the end of the bipolar era, the growing securitization of international politics after 9/11 and the outbreak of violent conflicts in the region have relaunched the geopolitical analysis of the Middle East and emphasized its "gray area" character. The situation has been instrumented by some regional actors and also by great powers that compete for hegemony. A new geopolitical map is being developed that may transform the Middle East in the coming decades. ; El Acuerdo Sykes-Picot estructuró el Oriente Medio resultante de la descomposición del Imperio Otomano según los intereses de las potencias europeas de la época. Este diseño extra-regional se vio alterado a partir de 1945 por la emergencia de la Guerra Fría, polarizando la región. Tras la era bipolar, la creciente segurización de los asuntos internacionales tras el 11-S y el estallido de conflictos violentos en la región han relanzado el análisis geopolítico de Oriente Medio y enfatizado su carácter de "área gris". La situación ha sido instrumentalizada por algunos actores regionales que compiten por la hegemonía y también por las grandes potencias. Se está gestando un nuevo mapa geopolítico que transformará Oriente Medio en las próximas décadas.

El autor pretende mostrar como el análisis del mundo árabe se enfrenta a la inadecuación de los modelos utilizados, al uso de conceptos occidentalizados o simplemente una visión euro céntrica de la realidad meso oriental. El ensayo pretende proponer una interpretación de esta realidad, partiendo de un esquema novedoso, eliminando los perjuicios o los juicios de valor. La periodización propuesta responde a una visión desideologizada y objetiva de esta región del mundo. El modelo de análisis no se basa en la personalidad de los lideres árabes para explicar los fenómenos políticos regionales, sino en procesos que van más allá de la individualidad o de la personalización de la historia. ; The author pretends to show how the analysis of the Arabic world is facing the inadequation of the used methods, the westernization or just a simple euro centric vision of the oriental reality. The essay pretends to give a new interpretation of this reality, by erasing the prejudices or judgements. The proposed periodization reflects a lack of ideology and objective vision of this region. The procedures for the accession of Turkey to the European Union (since 1999), the invasion of Iraq (2003-2011) and the arab riots in Syria (2011) are tangential issues in appearance that have directly affected the situation of the inhabitants of Kurdistan. The Kurds, living in an area that oozes oil and water, and in the strategic path of the oil and gas pipelines that supplies (now or in the future) to the West, have seen how their aspirations for a free and independent State, which once was recognized, are today farest than ever. The aim of this article is to explore, in the countries of the so-called Arab Spring, the relationship between the pressures of the international context (understood in terms of geography, the distribution of power, and the global normative agenda) and regime change or domestic political crises. In all cases, the international environment has often been determinant in the development of economic, social and political dynamics, although the objectives and consequences of such interaction are very different according to the country. This examination centers on three issue-areas: politics and economy, violence, and foreign policy. ; Este artículo explora la relación entre contexto internacional –entendido en términos de geografía, distribución del poder y agenda normativa mundial– y cambio de régimen o crisis política, a partir de la experiencia de algunos países árabes en la coyuntura crítica inaugurada en Túnez en diciembre de 2010. En todos los casos, el entorno internacional ha sido con frecuencia determinante en el desarrollo de dinámicas económicas, sociales y políticas, aunque los objetivos y las consecuencias de esa interacción son muy distintos según el país. El examen se desarrolla en torno a tres áreas temáticas: economía y política, violencia, y política exterior.
