War in Syria, difficult political transition in Egypt, Israeli-Palestinian tensions are among the key elements of this issue. These convulsions in the Middle East actually borrow from long history. But this story is what it is because it deploys to a space of high strategic value. For more than a century, the Middle East has been suffering negative counterparts from its supposed geographical rents: the Suez Canal, which has made Egypt a route to trade, and hydrocarbon discoveries have been a major factor in this turbulent history. Even more entrenched in the long times of historeand because the neolithic revolution takes place there, agriculture in the Middle East is less under media fires. However, not only is it very real today, but it is also at the heart of the rivalry between players in territories (and in relation to territories); in other words, agriculture can be analysed from a geopolitical perspective as redefined by Yves Lacoste. Not only does it not only suffer conflicts, but it is also an important backbone, in any case in its relationship with the land and water resources it mobilises. More than that, it can be seen as a privileged instrument in certain geopolitical crises. The intersection between conflict and agriculture thus enables us to highlight a number of geopolitical functions of agriculture, which can be observed in other regions but are very prominent in the Middle East: feeder, horogenetic, spatial, political, identity and hydro-political functions are all angles of observation of an agricultural reality that escapes a strictly economic reading. Introduction: Strategic purchasing has emerged as a key global health financing tool becoming deeply embedded into the global health policy lexicon. It has been touted as a key mechanism to deliver progress on universal health coverage (UHC). Strategic purchasing is seen as a way to increase efficiency, provide value for money, and improve equity in benefit entitlements and responsiveness to pro-poor policies and needs. Nevertheless, despite its popularity, strategic purchasing remains conceptually ambiguous, encompassing several potentially disparate elements. Klasa and colleagues recently developed a streamlined strategic purchasing framework with clearly identified key elements: (1) addressing population health needs, (2) empowering citizens, (3) strengthening government stewardship and capacity (4), developing effective purchaser and provider organizations, and (5) incorporating cost-effective contracting.1 Klasa showed that strategic purchasing is difficult to implement, even in high-income countries.Aim: We shed critical light on how strategic purchasing is understood as a health reform tool, and examine likely implementation challenges in low- and middle-income countries (LMICs), with examples from Senegal.Methods: A literature survey identified existing conceptual frameworks associated with strategic purchasing in LMIC settings. Semi-structured interviews and 2 focus group discussions with African health practitioners and managers (N = 18) enabled (i) their understanding of strategic purchasing as a health reform tool, and (ii) implementation challenges in their context.Results: Strategic purchasing remains a fuzzy concept. African health practitioners do not have a clear understanding of the concept and how it differs from other approaches such as performance-based financing. Ambiguity is fuelled by some donors. The analysis focuses on the semi-intellectual sectors of the salaried middle classes, which are overrepresented among ecologists. The main argument seeks to demonstrate that multiple attitudes and modes of thought conveyed by ecologists may be attributed to the ambivalent social positions of these subaltern intellectuals. ; La thèse est consacrée aux modes de vie et aux représentations sociales et politiques des militants et sympathisants écologistes en France. One and a half years after the beginning of Maidan, one year after the annexation of Crimea and the beginning of the war in Donbas, Ukraine is at a turning point in its history. Is it amputated by part of its territory, faced with a destabilising conflict, the outcome of which remains uncertain, in the face of a precarious economic and financial situation, and is it becoming a bankrupt state? Or is it a year for a nation state to recover from its colonial and Soviet heritage? In spring 2015, it is not the time for final replies: the emerging megatrends reveal a country in the middle of the guest. The cost of "independence at all costs" is high and the challenges facing the country are impressive. To try to raise them, the Ukrai-nians have gathered together in a huge national momentum. ; Un an et demi après le début de Maïdan, un an après l'annexion de la Crimée et le commencement de la guerre dans le Donbass, l'Ukraine est à un tournant de son histoire.
