Masovne i nekontrolirane migracije, gledajući s pozicije tranzitnih i zemalja odredišta, predstavljaju veliki, često i izuzetno teško savladiv izazov kojeg mnogi akteri promatraju na bitno različite načine, čime se stvara nepotpuna slika o samoj pojavi. Njih danas uzrokuju mješoviti push i pull faktori – od kombinacije ratnih razaranja, etničkih netrpeljivosti, nedostatka javne sigurnosti, klimatskih promjena, neimaštine do traženja svega suprotnog u odnosu na njihovo postojeće stanje i sredinu. Premda države članice Europske unije zbog demografske obnove i nedostatka radne snage trebaju velik broj useljenika, te države, kao ni Unija u cjelini, nemaju spremne učinkovite i provedive strateške planove, razvijene sposobnosti ni kapacitete za prihvat velikog broja migranata, čemu smo bili svjedoci tijekom 2015. i početkom 2016. godine. U ovom radu predmet istraživanja i analize su migracijske politike i odnosi spram migranata od razine Europske unije, preko pojedinih značajnih država članica do zemalja na tzv. Balkanskoj ruti. ; From the position of transit and destination countries, mass and uncontrolled migrations present large and very often insurmountable challenge, which is observed in fundamentally different ways by different actors. Such situation helps creating an incomplete picture of the phenomenon itself. Today, mass migrations are caused by mixed push and pull factors – from the combination of war, ethnic intolerance, the lack of public security, climate change and poverty to those (pull) factors which signify just the opposite to their (migrants') current situation and environment. Although EU member states need large number of immigrants due to demographic and labor shortages, these countries (and the EU) do not possess available, effective and feasible strategic plans, developed skills or the capacity to accommodate a large number of migrants, as we have already witnessed during 2015 and early 2016. The subject of research and analysis in this paper are migration policies and relations towards migrants at the EU level, the level of certain important member states and countries of the so-called Balkan route.

Migracije su fenomen koji se proteže kroz cijelu ljudsku povijest; one predstavljaju potrebu i nužnost. Brojni su push and pull uzročni faktori. Suvremene masovne migracije pretežno su obilježene premještanjem ljudi koji, u kombinaciji bijega od ratnih sukoba, disfunkcionalnih sustava upravljanja, klimatskih promjena i neimaštine, nastoje stići do sigurnijih i ekonomski razvijenih zemalja. Premda se većina trenutačne svjetske populacije migranata nalazi u državama Azije i Afrike, najveća pozornost posvećena je situacijama u kojima manje skupine pokušavaju dospjeti do država Europske unije, Australije ili primjerice SAD-a. Premda su ulazne migracije nužnost spomenutih zemalja, one nisu spremne za velike priljeve migranata, već navedeno žele projektirano odraditi kroz duže razdoblje. U tu svrhu razvijaju brojne politike, mjere i mehanizme, koji su predmet analize ovoga rada. Rad se posebno bavi kontekstom stvaranja i usporedbom migracijskih politika i postupaka Europske unije i Australije, njihovim sličnostima i razlikama. ; Migration is a phenomenon present throughout human history, as a need and a necessity. There are numerous push and pull factors which cause it. Modern mass migration is mostly marked as "relocating people who in combination with escape from war, dysfunctional management systems, climate change and poverty try to reach safer and economically developed countries". Although most of the current world population of migrants is located in countries of Asia and Africa, the greatest attention was paid to cases where small groups are trying to reach the European Union countries, Australia or the USA. Though in-migration is a necessity in these countries, they are not ready for large inflows of migrants and they want this process to unwind during a longer period of time. For this purpose, they develop a number of policies, measures and mechanisms, which are also the subject of analysis in this paper. This research is especially focused on the context of creation and comparison of the migration policy and procedures of the European Union and Australia, their similarities and differences.

Migracijska kretanja su konstanta ljudske povijesti, bilo da se radi o dobrovoljnim ili prisilnim migracijama. No,s prijelaza s 2015. na 2016. godinu, Europa se suočila s izbjegličkom krizom koja je uzrokovana dugogodišnjim tranzicijskim procesima na Bliskom istoku i sjevernoj Africi. Ti su tranzicijski procesi uzrokovali građanski rat u Siriji i Libiji, ali i stvorili ogromnu nestabilnost u susjednim državama. Veliki broj migranata s područja Bliskog istoka, Afrike i Azije je krenuo prema Europi, a cilj im je bio stići u najrazvijenije zemlje Europe, Njemačku, Švedsku, Norvešku i druge. Na putu koji se proteže preko Turske i Grčke pa sve do Švedske, našle su se i države koje su svoju samostalnost stekle dezintegracijom Jugoslavije. Neke od država nastalih raspadom Jugoslavije su članice Europske unije i NATO pakta, no to im nije olakšalo suočavanje s izbjegličkom krizom, iako su one, u većini slučajeva, samo tranzitne zemlje. Nedostatak sredstava, slaba koordinacija, manjak institucionalnih kapaciteta i problemi s drugim državama samo su neki od izazova s kojima su se ove države suočile. Upravo zbog svih navedenih problema ovaj rad se bavi komparacijom migracijskih politika država nastalih raspadom Jugoslavije, i to ne samo onih koje se nalaze na Balkanskoj ruti, već i Crne Gore i Bosne i Hercegovine. ; Migration movements have been a constant feature of human history, wheather voluntary or forced. However, in the late 2015 Europe was faced with refugee crisis caused by long – term transition process in Middle East and North Africa. That transition process caused Civil war in Syria and Libya and instability in neighboring countries. Predmet istraživanja u ovom radu su prirodno i mehaničko kretanje stanovništva kao demografsko-migracijske odrednice osnovnoga školstva u Vukovaru. Svrha je istraživanja primjenom deskriptivne i komparativne analize prikazati suvremene trendove, trenutno stanje i perspektive u bioreprodukciji i migracijama, te ih dovesti u vezu s brojčanim stanjem djece u vukovarskim osnovnim školama. Analiza provedena na temelju službenih podataka popisne, vitalne i migracijske statistike, pokazala je da su trendovi u bioreprodukciji i migracijama promatrane gravitacijske zone vukovarskih osnovnih škola (Grad Vukovar i Općina Bogdanovci) u proteklom dvadesetogodišnjem razdoblju (1997.-2018.), vrlo nepovoljni, te da procesi ukupne depopulacije, prirodnoga smanjenja i mehaničkoga gubitka, zbog negativnoga salda migracije, čine sve lošijim demografski okvir učeničkoga potencijala vukovarskih osnovnih škola, uz još nepovoljnije izglede u budućnosti. Potrebna stabilizacija i poboljšanje demografskih prilika mogući su samo uz dugoročnu i cjelovitu provedbu poticajnih pronatalitetnih, imigracijskih i redistributivnih mjera populacijske, obiteljske i gospodarske politike, riječju, sveobuhvatne demografske revitalizacije Hrvatske i svakoga njezinoga dijela. ; This study on the natural and mechanical population movements and demographic-migration determinants of elementary education in Vukovar identifies contemporary trends, current situation and perspectives in bioreproduction and migration, using descriptive and comparative analysis, in relation to the numerical situation of the children in the Vukovar elementary schools. This analysis, based on official census data, together with vital and migration statistics, has demonstrated that the trends in the bioreproduction and migration in the gravitational zone of the Vukovar primary schools, City of Vukovar and Municipality of Bogdanovci, during the past twenty years, 1997‒2018, are highly unfavorable, and that the processes of overall depopulation, natural decline and mechanical loss, owing to the negative migration balance, have created an increasingly poor demographic framework for the student potential of Vukovar primary schools, with an even more unfavorable outlook in the future. The needed stabilization and improvement of the demographic situation are only possible with the long-term and comprehensive implementation of pro-natal, immigration and redistribution incentives in population, family and economic policies, which would entail the comprehensive demographic revitalization of Croatia and each of its parts.

Cilj ovog diplomskog rada je dati pregled dinamike afričko-europskih migrantskih ruta u zadnjem desetljeću te na osnovi dostupnih statističkih podataka analizirati postojeće i buduće trendove na promatranim migrantskim rutama. Pritom su korištene metode deskripcije, kompilacije, komparacije, analize i sinteze, indukcije i dedukcije te kvantitativne metode u sklopu obrade statističkih podataka. Neki od iskorištenih sekundarnih izvora podataka su baze podataka Eurostata, International Organization for Migration (IOM) i The Organisation for Economic Co-operation and Development (OECD). Unatoč uvjerenju kako su afričke migracije stihijske u naravi i izvanredne u odnosu na one u ostatku svijeta, moderan teorijski okvir nudi kvalitetniju sliku motivacija afričkog stanovništva na migraciju te identifikaciju relevantih push i pull faktora. Većina afričkih migracija, posebno onih usmjerenih prema Europi, motivirana je željom za obrazovanjem, obiteljskim i poslovnim motivima, a ne oružanim sukobima ili nestašicama hrane ili pitke vode. Naime, push faktori, bilo oni socio-političke, ekonomske ili ekološke naravi ne mogu biti glavni argument u objašnjenju afričko-europskih migracija. Konstantan pritisak na povećanje direktnih stranih investicija u zemlje afričkog kontinenta je, u najmanju ruku, nedostatni alat za usporavanje migracija te je, s obzirom na puno veći pozitivni učinak radničkih doznaka emigrantskog afričkog stanovništva, krivo identificirani indikator i alat u makroekonomskim težnjama za razvojem zemalja afričkog kontinenta. Migracije ljudi neizostavan su dio ljudske povijesti. One mogu biti i uzrok i posljedica, ali isto tako i katalizator društvenih promjena na nekome području. Migracije u doba rimskih osvajanja donedavno su u znanstvenoj raspravi bile slabo zastupljene u odnosu na izvještaje i komentare ratova i ostalih političkih zbivanja i aktera. Isto vrijedi i za sukobe na istočnoj jadranskoj obali. Zbog toga je cilj ovoga rada istražiti tragove i prirodu migracija koje su se događale uslijed ilirskih ratova i postupnoga nametanja Rima kao vladara ovog područja od 3. st. pr. Kr. pa do sredine 1. st. pr. Kr. ; Human migrations are an integral part of human history. They can be both a cause and a consequence, but also a catalyst for social change in an area. Until recently, migrations during the Roman conquests were poorly represented in the scientific discussion in relation to reports and comments on wars and other political events and figures. The same applies to conflicts on the eastern Adriatic coast. Therefore, the aim of this paper is to explore the traces and nature of migrations that occurred as a result of the Illyrian wars and the gradual imposition of Rome as the ruler of this area from the 3rd cent. BC until the middle of the 1st cent. BC.

Autor u tekstu analizira utjecaj migracijske krize na Europsku uniju kroz sigurnosnu i politološku dimenziju, te recepciju tog diskursa kod političkih elita i građana. Pritom posebno naglašava humanitarnu, ali i sigurnosnu dimenziju percepcije imigranata, izbjeglica i tražitelja azila kao nekih novih "umjetnih" manjina u Europskoj uniji. S druge strane, takvi procesi sve se više izražavaju kao prijetnja sigurnosti oličena u povećanju ksenofobije i razisma, dok pojedine političke elite u Uniji imigrante percipiraju kroz prizmu "antigrađana". Nadalje, u tekstu se analizira proces sekuritizacije identiteta izbjeglica, koji se kroz govorni akt u pojedinim zemljama članicama EU karakteriziraju kao prvenstveno sigurnosna ugroza, što za posljedicu ima povećanje nasilja nad manjinama i negativno se reflektira na unutarnju koheziju Europske unije te njezinu sposobnost da upravlja migracijskom krizom. Na kraju, polazeći od određenih teorijskih i empirijskih postavki, autor želi ponuditi sveobuhvatan pregled migracijske krize na europskom tlu u cilju smanjenja negativne reverzibilnosti na ostvarivanje prava manjina u Europskoj uniji. ; In this article author is analyzing influence of migration crisis on the European Union through security and political dimension, and reception of these discourses among political elite and citizens. Author's special attention is on humanitarian, but also on security dimension of perception of immigrants, refugees and asylum seekers as "new" artificial minorities in the European Union. On other hand, such processes are increasingly being portrayed as a security threat, embodied in the increase of xenophobia and racism, whereby some political elites in the EU perceive immigrants as "anti-citizens". Author also analyzes the securitization of refugees' identity, which is being presented (through the speech acts) as the security threat in some EU member states. The consequence of such developments is the increase of violence against minorities and the negative impact on the inner cohesion within the EU, as well as its capacities to manage the migration crisis. Finally, starting from theoretical and empirical assumptions, the author offers a comprehensive review of the European migration crisis in order to reduce the negative reversibility on achieving minority rights in the EU.

Zbog svoje prostorne zaokruženosti i odvojenosti od kopna, otoci su na neki način zasebni i autonomni svjetovi, ali su istovremeno i mjesta susreta mnogobrojnih migracijskih ruta životinja i ljudi. Dijalektičko shvaćanje otočnosti koje proizlazi iz sažimanja predodžbe o otoku kao izoliranom svijetu i otoku kao dinamičnom čvorištu omogućava adekvatnije razumijevanje odnosa otoka i migracija (tj. otočana i migranata) u kontekstu (post)nacionalnih teritorijalnih sustava i globaliziranog tržišta. K tome, dijalektičko rekodiranje pojma otočnosti može pomoći stanovnicima otoka na putu prema istinskoj političkoj emancipaciji, a ujedno poslužiti i kao model društvenog organiziranja u eri obilježenoj čestim i masovnim ograđivanjima (engl. enclosures) i protjerivanjima (engl. expulsions), u kojoj nas sve veći broj postaje nekom vrstom otočana i izbjeglica. ; Owing to their spatial enclosure and detachment from the mainland, islands may be considered as separate and autonomous worlds, yet they are also intersection points of various migration routes, human and animal alike. A dialectical understanding of insularity, as a result of merging the image of the island as an isolated world and the island as a dynamic node, offers a more adequate insight into the relationship between islands and migrations (i.e. between islanders and migrants) in the context of (post)national territorial systems and the globalized market. Moreover, a dialectical re-coding of the idea of insularity may help the inhabitants of islands on their way towards genuine political emancipation, as well as serve as a model of social organizing in an age marked by frequent and massive enclosures and expulsions, in which an increasing number of us is turning into a sort of islanders and refugees.

Cilj ovog rada je istražiti povezanost između poduzetničke namjere i namjere da se napusti domovina. Prikupili smo od 245 studenata iz Bosne i Hercegovine podatke o njihovoj namjeri da postanu poduzetnici, namjeri da napuste zemlju i percepciji o različitim izvorima konflikta: međureligijska i međuetnička netrpeljivost, nejednakost spolova, spolna diskriminacija i stav o ekonomskoj situaciji. Kao što je i očekivano, društvene interakcije važan su prediktor namjere po pitanju migracija. Oni sudionici čiji su prijatelji i obitelj migrirali imaju veće šanse da i sami napuste svoju domovinu. Ni jedan izvor konflikta ne utječe na želju pojedinca da migrira. Suprotno našim očekivanjima, poduzetnička namjera ima statistički značajan i pozitivan utjecaj na namjeru da se napusti domovina. Smatramo da pojedinci s visokom razinom poduzetničke namjere imaju također veća očekivanja po pitanju životnih postignuća, a koja je moguće ostvariti u razvijenim zemljama. Ipak, čini se da preferencije za poduzetništvo iz prilike igraju važnu ulogu u smanjenju namjere za emigriranje. Ako pojedinci preferiraju poduzetništvo iz prilike umjesto poduzetništva iz nužde, te preferencije imaju statistički značajan i negativan utjecaj na namjeru za emigriranje. Stvaratelji politike trebali bi kreirati okruženje koje će stimulirati poduzetništvo iz prilike. ; The aim of this study is to explore the relationship between the entrepreneurial intention and the intention to leave the country. We collected data from 245 students in Bosnia and Herzegovina about their intentions to become entrepreneurs, intentions to leave the country, and their perception about different sources of conflict: interreligious and interethnic tolerance, gender inequality, sexual discrimination, and economic situation. As expected, social interactions seem to be an important predictor of the intention to migrate. Those respondents whose friends and family members migrated have higher chances of migrating themselves. None of the conflict sources influence willingness to leave the country either. Contrary to our expectations, the entrepreneurial intention has a statistically significant and positive effect on the intention to leave the country. A possible explanation might be that individuals with higher entrepreneurial intention also have higher expectations regarding life achievements; which might be achieved in developed countries. However, it seems that preference for opportunity-driven entrepreneurship plays an important role in decreasing the intention to migrate. If individuals prefer opportunity-driven instead of necessity entrepreneurship, these preferences have a statistically significant and negative influence on the intention to migrate. A possible explanation for this might be that individuals who can perceive opportunity in the environment, have a higher motivation to stay in the country because their motivation comes from observing and pursuing an opportunity rather than out of necessity. Policymakers should create an environment to stimulate opportunity instead of necessity entrepreneurship.

Europa je dio globaliziranog i povezanog svijeta gdje se očekuje povećanje međunarodne mobilnosti. Sadašnje zakonodavstvo EU , nakon stupanja na snagu Lisabonskog ugovora, suočava se s novim izazovima na području slobode, sigurnosti i pravde. Postoji značajna europeizacija migracijske politike. Regija Zapadnog Balkana (ZB) smatra se jednim od najzanimljivijih i izazovnijih područja u Europi po sadašnjim migracijskim tokovima. Posljednje proširenje EU pomaknulo je migraciju iz klasične radničke imigracije, do tzv. odljeva mozgova, jer sada mlađi i visokoobrazovani ljudi imaju tendenciju migrirati u druge zemlje da bi nastavili svoju profesionalnu karijeru. Istočno proširenje i migracija na Zapadnom Balkanu mogu ići u istom smjeru. Ovaj članak ima za cilj identificirati politiku legalne migracije u EU za državljane zemalja Zapadnog Balkana kada se odluče za ulazak i / ili rade na području EU , ističući tu odluku kao izazov ili kao priliku za građane ZB-a. ; Europe is part of a globalized and interconnected world where international mobility is expected to increase. The current European Union (EU ) legislation, after entry into force of Lisbon Treaty, is facing new challenges in the field of the Area of Freedom, Security and Justice. There is a significant Europeanization of migration policy. The Western Balkan (WB) region is considered as one of the most interesting and challenging regions in Europe regarding the current migration flows. The last EU enlargement shifted the migration from classical working class immigration, to the so-called brain drain immigration, since now younger and highly educated people tend to migrate more in other countries to pursue their professional career. The EU Eastern enlargement and WB migration may go in the same direction. The present article aims to identify the EU legal migration policy for the WB nationals when they decide to enter and/or work in the EU territory legally, pointing out that decision as a challenge or as an opportunity for WB citizens.

Danas u uvjetima globalizacije terorizma, trgovine ljudima i rastuće migracije stanovništva pred međunarodnim snagama UN i međunarodnim policijskim organizacijama stoji niz novih složenih zadataka u okviru borbi protiv zločina protiv čovječnosti. U svom radu navodimo razloge rastuće složenosti tih zadataka i karakteriziramo temeljne smjerove djelovanja međunarodnih policijskih organizacija i međunarodnih snaga UN u uvjetima globalizacije terorizma, trgovine ljudima i ekstremne migracije stanovništva. Posebice razmatramo problem borbe međunarodnih policijskih organizacija protiv trgovine ženama i djecom. ; Today, under the conditions of globalized terrorism, human traffi cking and growing migration of population, international forces of the UN and international police organizations are faced with a series of complex tasks in fi ghtinhg crimes against humanity. In this paper, the authors state reasons for growing complexity of these tasks and characterization of underlying directions of action of international police organizations and international forces of the UN against the eff ects of globalization of terrorism, human traffi cking and forced migration of population. We particularly consider the problem of collision of international police organizations against trafficking in women and children.

Autori u ovom radu donose informacije o organiziranim prisilnim iseljavanjima Slovenaca s područja Štajerske i Dolenjske, na područje NDH, Njemačke i Srbije, na temelju sjećanja kazivača, članova sekcije izgnanaca Slovenskog doma u Zagrebu. Na temelju objavljene literature i polustrukturiranih dubinskih intervjua, autori donose podatke o prisilnom iseljavanju, odvođenju u logore i životu u progonstvu te povratku kućama. ; Based on the testimonies of individuals from the Zagreb Section of the Society of Slovenian Exiles, the authors record various data on the forced exile from Slovenia in 1941. Following the short military conflict in April 1941, Slovenia was divided between Hungary, Germany and Italy. The Germans had a plan wherein they would forcibly deport the local Slovenian population from Styria (and in part Lower Carniola), then resettle migrants of German nationality (primarily from Gottschee) into their homes. The storytellers, most of whom were at the time children, recount their preparations for this forced exile, leaving their homes, and being brought to the labour camp Brestanica/Rajhenburg (ger. Reichenburg) and to Maribor, after which they were deported to Germany, the Independent State of Croatia or Serbia. Life in camps in Germany was very hard for most storytellers, and only few of them were lucky enough to be placed in German homes as help. In German camps, the Slovenians underwent heavy Germanisation, which is recounted by most of the witnesses, who were children at the time. After being forcibly moved to the Independent State of Croatia and its camp in Slavonska Požega, the Slovenians were then reallocated to the estates of Serbs who were previously forcibly deported to Serbia. Research shows that the position of the izgnanci in Croatia was worse than that of the izgnanci in Germany, as they were, for the most part, left to their own devices in Croatia. After the end of the war, most of the exiled Slovenians returned to their original homes. Upon return, they largely found ruined and abandoned houses, and were forced to start their lives over with nothing. Today, there are almost no living izgnanci who were older than 15 at the time of the exile and deportation. Therefore, the statements given by the witnesses in 2019 and 2020 were mostly given by persons who were no older than 8 at the moment of the exile. Collecting their memories is a challenge and it is high time to record their statements about these events from those witnesses who are still alive.

Polarizacijski procesi započeti u Hrvatskoj 1950-ih rezultirali su nejednakim društveno-ekonomskim razvojem i prostornim prerazmještajem stanovništva, te koncentracijom stanovništva, radnih mjesta i stanova u gradskim naseljima. Obalni gradovi kao polovi i nositelji društveno-gospodarskog razvoja u svojim regijama postaju žarišta koncentracije stanovništva, a otoci i zaleđe prostori populacijskoga pražnjenja i starenja. Intenzivno doseljavanje pozitivno se odrazilo na demografski razvitak većih obalnih gradova, pa oni postaju nositelji bioreprodukcije i sve do posljednjega međupopisnoga razdoblja (1991.-2001.) bilježe dinamičan populacijski rast. Političke i gospodarske promjene te posljedice rata produbile su i ubrzale ionako nepovoljne demografske procese, što se ogleda u ukupnoj depopulaciji te pogoršanju struktura stanovništva obalnih jadranskih gradova. Smanjenje rodnosti, starenje stanovništva te promjene životnih vrijednosti i novi životni stil dovode do transformacije obitelji i promjena u veličini kućanstava i odnosa među članovima. Opća je tendencija postupno smanjivanje broja višečlanih kućanstava i neprestani rast udjela dvočlanih i samačkih kućanstava. ; Polarisation processes, which began in Croatia in the 1950's, resulted in disparate socio-economic development, in an uneven spatial distribution of the population, and in a concentration of people, jobs and housing in urban settlements. Coastal cities, as hubs and agents of socio-economic development, in their regions became focal points for the concentration of the population, while islands and hinterland areas suffered depopulation and demographic ageing. Intense in-migration had a positive influence on the demographic development of coastal cities. They became hotbeds of bioreproduction and up to the most recent intercensus period (1991–2001) displayed dynamic population growth. However political and economic changes in this recent period, together with the effects of the war, deepened and accelerated increasingly unfavourable demographic processes, which were reflected in an overall reduction of the population of coastal Adriatic cities, as well as in a deterioration of its structure. Decreasing fertility, demographic ageing and changes in life values brought about a transformation of the family, and hence changes in the size of households and in the relations among family members. The general trend today involves a gradual reduction in the number of household members, and a continuous increase in the number of two and one-member households.

Republiku Hrvatsku kroz povijest je zahvatilo nekoliko velikih iseljeničkih valova. Posljednji val iseljavanja započeo je pristupanjem Republike Hrvatske Europskoj uniji 2013. godine, a traje i danas. Razvijene zemlje Europske unije poput Njemačke, Austrije i Irske postale su glavno odredište hrvatskih iseljenika u potrazi za boljim životom. Cilj ovoga istraživanja je utvrditi stvarno stanje o broju iseljenih Hrvata iz Republike Hrvatske, usporediti podatke sa službenom statistikom Republike Hrvatske te dati zaključak o mogućim posljedicama iseljavanja. Rezultati istraživanja pokazuju da se iseljavanje hrvatskih državljana ne može pratiti prema službenim podacima Državnog zavoda za statistiku jer oni nisu usklađeni sa statističkim podacima zemalja emigracije, odnosno broj prijavljenih hrvatskih doseljenika veći je u prosjeku za 62 % od službenih podataka Republike Hrvatske. Prognoze budućih migracija hrvatskih državljana upućuju na gubitak 20 % stanovništva u sljedećih trideset godina zbog čega je već sada potrebno razvijati nove ekonomske, mirovinske, obrazovne i ostale politike koje utječu na demografske promjene. ; The Republic of Croatia has seen several large emigration waves throughout history. The last wave of emigration began with the accession of the Republic of Croatia to the European Union in 2013 and continues today. Developed European Union countries such as Germany, Austria and Ireland have become a major destination for Croatian expatriates in search of a better life. The aim of this research is to determine the actual status of the number of Croat emigrants from the Republic of Croatia, to compare the data with the official statistics of the Republic of Croatia and to conclude on the possible consequences of emigration. The results of the research show that the emigration of Croatian citizens cannot be monitored according to the official data of the Central Bureau of Statistics because they are not harmonized with the statistics of the emigration countries, i.e. the number of reported Croatian immigrants is on average 62% higher than the official data of the Republic of Croatia. Forecasts of future migration of Croatian citizens indicate that 20% of the population will lose over the next 30 years, which is why it is already necessary to develop new economic, pension, education and other policies that affect demographic change.

Stupanje na snagu Ugovora iz Lisabona 2009. godine označilo je veliki iskorak u procesu dublje integracije u okviru Europske unije. Potpuno ukidanje kontrole na granicama između država članica, koje su ovu domenu dugo ljubomorno čuvale za sebe, predstavljalo je najveće iskušenje u kompliciranom procesu prenošenja nadležnosti u području politike migracije i azila na nadnacionalnu razinu. Činjenica da je sve veći broj državljana tzv. trećih država, u potrazi za boljim životom ili bježeći od rata, pristizao na teritorij Unije, zavrijedila je pozornost donositelja odluka da počnu pripremati teren za uspostavljanje jedinstvenog sustava reguliranja pitanja migracije i azila. U ovom radu bit će prikazan razvoj politike azila kao jedne od važnih sektorskih politika Europske unije. Cilj je prikazati kako je Europska unija kao sui generis politički sustav, uspijevala znatan dio ovlasti u ovom području prebaciti u domenu rada svojih institucija i s kojom je uspješnošću to postizala. Rad je podijeljen na četiri cjeline. U prvom dijelu analizira se politika azila kao sektorska politika u institucionalnom i zakonodavnom sustavu EU, dok se u drugom dijelu opisuje povijesni razvoj ove politike. Treći dio predstavlja kratki osvrt na europsku migracijsku krizu, dok četvrti dio sadrži zaključna razmatranja autora. ; Coming into force in 2009, the Treaty of Lisbon was a great step in the process of deeper integration within the European Union itself. The complete abolition of control at the borders between the member states, which had up to then been keeping a jealous watch over this domain, represented the biggest temptation during the complicated process of the transfer of authority in the field of migration politics and asylum to supranational level. The fact is that the constantly increasing number of the so-called "third country nationals," arriving to the EU territory in search of a better life or running away from war, proved to be worth of the attention of decision-makers, and gave them impetus to start preparing the ground for establishing a unique regulation system for migration and asylum matters. In this paper, the development of the asylum policy will be described as one of the important sectoral policies of the EU. The aim is to show how the EU as a sui generis political system was able to transfer significant amount of authority in this field into the domain of its institutions' work and how successful it was. The paper is divided into four major units. The first unit is related to asylum policy as a sectoral policy inside the institutional and legislative system of the EU. In the second unit we describe specific historical development of this policy. The third unit is reserved for a brief review of the European migration crisis, and the fourth part contains concluding considerations of the authors.
