The study of the labour market trends of the evolution at local level has a great importance, because its optimal functioning is vital for ensuring the economic development and competitiveness. From this perspective the quantity and value of the available human resources and the efficiency of their use become essential for the sustainable economic development of the Cahul district. The main factors of influence on the workforce state during 2014-2018 were: the demographic processes, labour force migration and the influence of the macroeconomic environment. In order to diminish the influence of the listed factors it is necessary: a) to create stable and attractive jobs with a professional growth perspective, b) to facilitate the employers' interaction with potential employees, c) to prevent unemployment among young people. With a constantly growing population, able to work and having various professional training possibilities, the Cahul district is constituted as a regional centre with high potential of economic development.
The paper aims at pursuing the development of the city of Oradea throughout history and the main phases it has undergone as a military city with important religious institutions, as a cultural centre, the diversity of architectural styles, as a multiethnic city with the personalities that have influenced the harmonious and sustainable development of Oradea.
This study submits to our attention some qualitative and quantitative aspects related to urban and semi urban habitat from the former Arad County in the eighteenth century. If in 1715 there were 6 market towns, at the end of the century were already 15. Based on the conscriptions, urbariums and census, I have tried to detect the evolution of market towns during the entire eighteenth century. Reform policy of the Habsburg absolutism has determined even an economic and demographic increase in the market towns of Arad County. Between those 15 market towns of the county existing in 1787 only Arad had obvious urban characteristics. Here was concentrated 6.15% of the county population. By comparison with other counties from Transylvania and Hungary, I have pursued to dignify and quantify different aspects of the urbanization degree in the Arad County registered in the eighteenth century. The development of market towns in Arad County has had the same evolution with those of Central and Eastern Europe, because the agrarian character of these localities was predominant. The evolution towards urbanization was evident along the eighteenth century both in terms of population growth and a great social mobility and also in light of the economic and municipal development. The transformations in the direction of modernization registered during the eighteenth century were the basement of the future process of urbanization of Arad County in the century that has followed.
The present paper wishes to be an inventory of the historical-demographical writings within Romanian landscape. We were able to identify preoccupation for demographic phenomena even since late 19th century, that have grown once with the creation of a discipline of historical demography in the post-war period, especially after the changes that Romania was put througt after Revolution in 1989.
Cahul district of the Republic of Moldova has a natural, economic and tourist potential still poorly exploited in the Euroregional context. For a better capitalization of the existing potential and opportunities, the enhancement of the cultural and archaeological heritage from all historical epochs is welcome. The beneficial effects will be felt firstly, at the level of infrastructure, by building tourist sites and, secondly, by improving the tourist experience and performance. The premises of a viable neighborhood, such as the Lower Danube, are also given by the way in which the identity and cultural resources of the communities that are part of the Euroregion are distributed and capitalized. Recourse to events and processes during historical development is necessary and useful, especially since there is sufficient evidence of good coexistence at the Mouth of the Danube and its inclusion in the natural course of the history of western civilization.
The name is one of the essential basic elements of the identity of a local collectivity. The local collectivity is self-identified and individualized through its name, in relation to the other collectivities of the same type. The name of local collectivities have functioned and developed during the centuries. Their meaning, content and evolution provide the valuable information concerning the evolution of local collectivities over time. The return to the traditional names of local territorial collectivities was the first stage of the attempts to the territorial-administrative reform in Moldova. Although, many localities have reestablished their historical names, the process is not ended. Still today, one can find in toponymic landscape of Moldova, the names of localities which are improper to the national spirit and historical traditions. The procedure regarding the assignment or change of the designation and the return to the historical names of local collectivities is in the process of examination.
During the three decades of independence, in the Republic of Moldova has been undertaken several actions regarding the territorial reorganization of the local power and administrative mechanisms at subnational level. But these were insufficient, and in some cases badly achieved, being ostentatiously rejected by the political actors and officials from the state and local public authorities. In general, the reforms and restructuring of the public administration at the local level and, implicitly, of the territorial organization of the local public power, have been achieved according to the political tactics and changes, but not on the basis of coherent strategies and with clearly defined goals. Chronologically, the process of reforming the territorial organization of the local power has covered three distinct stages: First stage: perpetuation of the soviet-type centralized territorial administrative delimitation, which covers the period from the declaration of Independence till the end of the 1998. Second stage: trying to build the territorial system of exercising the local public power in the spirit of the decentralization and local autonomy principles, which lasted from the end of the 1998 till 2003. Third stage: returning to the centralized territorial organization of the local public power, which started in 2003 and lasts until now. There was a return at the soviet system of local public power organization; the number of local collectivities of the first level was increased by 30% compared to the previous period. In this article has been analyzed these three distinct stages of the reforming process of the local power territorial organization in the Republic of Moldova.
The European Charter of Local Self-Government is, so far, the first and most important international political tool which guarantees the development of decentralization of public power and local autonomy. It represents the commitment of the Council of Europe's member country to promote in the internal organization of their states, a new distribution of functions and powers in order to support the development of subnational levels. In carrying out the delimitation process of responsibilities between levels of public power's achievement we should start from the provisions of The European Charter of Local Self-Government which is based on institutional practices and structures, tested for decades in dozen of European countries. That means rationing, giving up improper structures, which would result the removing of the vertical power and as consequence the demolition of foundations on which inefficiency and corruption are based on. The necessity of transferring the resources and powers to the local level is dictated by a vital imperative – the strengthening of local public authorities' capacities and potential in order to locally provide a maximum volume of qualitative public services. This requires creating a clear and simple demarcation algorithm of responsibilities between the levels of exercise of public power.

In 2017 the Cahul District, the largest in the Republic of Moldova as an area (1545,28 km2) and the population (116,7 thousand) became part of the Siret-Prut-Nistru Euroregion. The natural, economic and human potential of the Cahul District is an important resource for cross-border cooperation. In this study is made an analysis of the human capital of the Cahul District from the perspective of its valorization in order to deepen the cross-border cooperation of the Cahul District within the Siret-Prut-Nistru Euroregion. The experience gained by the Cahul District in the field of cross-border cooperation shows that the cultural and spiritual actions must be followed by actions on the creation of common spaces in the informational, economic and commercial spheres. In this respect, it is important to complement the cultural actions with practical ones, thus constituting a systematic effort with clearly defined objectives. Human capital can be a catalyst factor for cross-border cooperation also due to the fact that in the Cahul district there are several educational institutions that can help train qualified staff for different areas of work relevant to cross-border cooperation.
The administrative policy promoted by the Russian authorities in Bessarabia was closely linked to the developments and trends of the Russian's internal and external policy. Based on the concrete and historical conditions of the moment and expected objectives, the tsarism has become aware that the pursuit of the colonial policy towards the annexed peoples requires the application of some subtler methods, different from those applied in the other regions of the Russian Empire. The expansionist interests of the Empire have largely determined the process of administrative organization of the Bessarabia: from the granting of the status of provisional administrative autonomy to the transformation into a Russian governorate.
Created by the Hungarian Minister of Instruction and Religion in an attempt to depopulate the Universities of Hungary from the big number of auditors, the Romanian Era of the Law Academy of Oradea began with two academic years, 1919-1920 and 1920-1921, of transition from the Hungarian authorities to the Romanian ones. Due to the efficiency of the Dirigent Council of managing the issues of the Transylvanian education, during 1919 and the first half of 1920, the Academy's activity was not interrupted. The students could continue the studies in similar conditions as those existing before 1918, fact that helped many of them sustain both, the main exams, the final state ones and those of Justice. At the end of the three transitions years, the education institution of Oradea was able to begin the academic year 1921-1922 in normal conditions.
In society, at different levels, public territorial collectivities exist as component parts of the whole - the people in its entirety. Each of these collectivities perform, abiding by the principles of local autonomy, their respective public power which is exercised directly by the population or by the population's representative authorities. The functions of public power are realized at those levels where for their efficient realization there are adequate conditions and possibilities. As a consequence of the diversity and hierarchy of the public territorial collectivities, many authorities of different public powers may coexist in a single territory. The compatibility of activities of different public powers is solved by clearly delimiting the competences and responsibilities of said public powers. The objectives of public power regarding the order of the public relations determines the functional dimension of representative public authorities. This activity should be directed exclusively in realizing the interests of the collectivity by political, economical, social and spiritual development.
The parish registers of civil status, although the main sources of documentation for historical demography, are used with significant results by the other sciences such as history, ethnography, sociology, anthropology, linguistics, etc.. The perspectives of approaching the rural community and family have expanded considerably using these sources of ecclesiastical origin documentaries. The first researchers who refer to a systematic methodology that uses the parish registers of civil status as documentary sources for the completion of demographic data suggest the use of other sources, hitherto unused for this purpose. They will apply a new method, a modern innovation, the stripping and analysis of parish registers of civil status within the meaning of the reconstruction of demographic events (birth, marriage, death). The family reconstitution method, by analyzing the parish registers of civil status proposed by L. Henry and M. Fleury, has revolutionized the field of study dealing with people. Louis Henry believes that the parish registers of civil status is the ultimate source of information for the pre-state period and this is precisely the reason for which he proposes restoring the family's biological life. Church registers are only able to give us an insight into the family in rural areas, at least for the second half of the XIX century. Church documents, the fundamental sources for researching family life, are of two categories: 1. civil status registers and annual reports of the parishes, 2. Church authorities funds, documents and minutes recorded by the bishops. These documents are complex sources for the researcher interested in historical demography, social history, and the economic history of toponymy, birthdays, etc. Processing the data contained in these records requires a specific methodology. They allow us to observe trends that have occurred on the long-term demographic events such as: birth, marriage or death. These records are presented for a long time as their only source of documentation regarding civil status and demographic events in the life of most people. Researching these records can unveil important features of natural population movement, the phenomenon of birth, of marriage, the divorce or death. Then, an analysis of form and content of these registers can capture the cultural universe of the priests who fill these records. These Church documents proved to be important, especially where other documentary sources (mainly those in the category of records made by the state) have proved insufficient, incomplete and unclear. The parish registers of civil status in this case are suitable for both a qualitative analysis, and a quantitative one at the level of local communities. Beyond their usefulness and significance of documentary source, these documents should be regarded as being subjective because they were managed by priests (every priest is then an exponent to promote demographic and confessional "realities" and such realities were viewed from the perspective of his own religious convictions). The parish registers, however, prove to be the only documents that allow us to penetrate the privacy of individuals in each community. A documentary is also undeniably a good dowry that researchers should promote and use in their research not only locally but also to verify and demonstrate certain behaviours and overall trends.
The issues related to the territorial organization of public power have existed from ancient times to the present. The territorial organization of public power has a special importance in the process of building a democratic state in the Republic of Moldova. It is necessary to clarify the essence of the concept of public power in order to reform the current system of territorial organization of public power. The author has analyzed the scientific publications from the Republic of Moldova that were designed to study the public power. The research results have found that the scientific publications do not offer competent answers to the existing problems related to the territorial organization of public power; the experience obtained in the process of reforming the territorial organization of the public power has not been systematized in theory; it is very important to give a scientific definition of the concepts related to that field for the efficient functioning of the system of public power; in the contemporary world, there is a growing interest about this issue, especially in the context of regional development, strengthening the local autonomy, deconcentration and decentralization.
The European continent, under the urge of the events generated by the process of building Europe that has led to an enlargement of the external European Union borders towards the east, undergoes a process of alteration. No matter on which side of the EU border they may be, the citizens of the European countries are entitled to enjoy the fruit of welfare, security and freedom. The development of a coherent neighbourhood policy in Brussels becomes an imperative resulting from the need for communication and cooperation amongst people and countries. No matter the view on the European Union external border, the dialogue on all levels of the society through the means of inter-university cooperation is a factor providing the communication needed for good neighbourhood. Thus, the stiff borders fade away. By setting up a university network comprising both partners from within and outside the European Union, a bond is established over the external border of the community. From this point of view, inter-university cooperation at the external borders of the European community turns into a promoter of good neighbourhood values.
