For the past decade, political scientist Sanford Schram has led the academic effort to understand how Americans and their political officials talk about poverty and welfare and what impact that discourse has on policy and on the global society. In Welfare Discipline, Schram argues that it is time to take stock of the new forms of welfare and to develop even better methods to understand them. He argues for a more contextualized approach to examining welfare policy, from the use of the idea of globalization to justify cutbacks, to the increasing employment of U.S. policy discourse overseas, to the development of asset-based approaches to helping the poor. Stressing the importance of understanding the ways we talk about welfare, how we study it, and, critically, what we do not discuss and why, Schram offers recommendations for making welfare policy both just and effective.

This volume deepens our understanding of the normative tensions central to the way in which governance is changing under globalization, and illuminates the political realities which governance confronts.

Barry Buzan offers a fresh contribution to the English school's tradition of thinking aout the idea of society on a global level. He sets out a new theoretical framework emphasising social structure that can be used to address globalisation as a complex political interplay among state and non-state actors

Here James Mittelman explains the systemic dynamics and myriad consequences of globalization, focusing on the interplay between globalizing market forces, in some instances guided by the state, and the needs of society. Mittelman finds that globalization is hardly a unified phenomenon but rather a syndrome of processes and activities: a set of ideas and a policy framework. More specifically, globalization is propelled by a changing division of labor and power, manifested in a new regionalism, and challenged by fledgling resistance movements. The author argues that a more complete understanding of globalization requires an appreciation of its cultural dimensions. From this perspective, he considers the voices of those affected by this trend, including those who resist it and particularly those who are hurt by it. The Globalization Syndrome is among the first books to present a holistic and multilevel analysis of globalization, connecting the economic to the political and cultural, joining agents and multiple structures, and interrelating different local, regional, and global arenas. Mittelman's findings are drawn mainly from the non-Western worlds. He provides a cross-regional analysis of Eastern Asia, an epicenter of globalization, and Southern Africa, a key node in the most marginalized continent. The evidence shows that while offering many benefits to some, globalization has become an uneasy correlation of deep tensions, giving rise to a range of alternative scenarios.

El presente artículo reflexiona sobre interpretaciones académicas consolidadas y estrategias dominantes en desarrollo local, contraponiéndolas al potencial que ofrece el concepto de desarrollo local fundamentado en principios éticos y políticos. El artículo se organiza a través de un doble objetivo. Por un lado se desea rendir tributo al trabajo de Julie Graham, profesora de geografía económica de la Universidad de Massachusetts en Amherts que murió repentinamente en el 2010. Por otro lado, tomando como pretexto el legado de Graham, se amplia y desarrolla su línea de pensamiento con las aportaciones de enfoques feministas, posestructuralistas y neo-marxistas, con el fin de avanzar en la exploración de claves interpretativas que permitan crear una nueva narrativa sobre desarrollo. Se concluye que las alternativas a la presente crisis pueden encontrarse en las potencialidades que ofrecen las economías locales si éstas están enraizadas en el territorio y se fundamentan en cuestiones éticas y de justicia social y medioambiental. ; This article reflects on academic interpretations consolidated and well established local development strategies, weighed against the potential that offers the concept of local development based on ethical and political principles. The article is organized through a dual purpose. On one hand it wishes to pay tribute to the work of Julie Graham, professor of economic geography at the University of Massachusetts at Amherst who passed away suddenly in 2010. On the other hand, on the pretext of Graham's legacy,it extends and develops its thinking with the contributions of feminist, poststructuralist and neo-Marxist approaches, to advance towards interpretative approaches for building a new development narrative. It concludes that alternatives to the present crisis can be found in the potential offered by local economies if these are rooted in the territory and based on ethical questions and social and environmental justice. ; Cet article porte sur les interprétations académiques consolidées et les stratégies dominantes du développement local, confrontant celles-ci avec le potentiel du concept de développement local fondé sur des principes éthiques et politiques. L'article s'organise autour d'un double objectif. D'une part, il tient à rendre hommage au travail de Julie Graham, professeur de géographie économique à l'Université du Massachusetts à Amherst, décédée subitement en 2010. D'autre part, sous le prétexte d'éclairer l'héritage de Graham, l'article prolonge et développe la réflexion de cet auteur à travers certaines contributions féministes, post-estructuralistes et néo-marxistes pour ainsi faire progresser l'exploration de clés interprétatives dans le but de construire un nouveau récit du développement. Il conclut que les alternatives à la crise actuelle se situent dans le potentiel présent au niveau des économies locales, à condition que ces dernières soient enracinées dans le territoire et fondées sur l'idéal de justice et d'éthique sociale et environnementale.

Field researches articulate around two areas: on one hand, they concern the study of sustainable development through the analysis on the economic, social, institutional and environmental plans of the policies of development and great hydro-agricultural planning performed on a regional scale in the watershed of the Senegal river (Senegal, Mali, Mauritania and Guinea) and in the local scale in the territorial space located along the left bank of the river. On the other hand, they try to study or to understand how the international policies of development and particularly environmental management piloted and conceptualized by great international authorities (international institutions of United Nations, international NGO, international financial Institutions) are inserted into the implements of management or governance established at regional, national and local scale and how they are, at the end of different stages of incorporation, applied. In a transverse way in these research areas, two other areas appear: first new principles or indicators relating to sustainable development and to environmental justice such as equity and participation are studied on these territories in order to understand better mechanisms or functioning of the models of development conveyed by international authorities on the territories of the south countries. Under the influence of globalization, which has brought different cultures closer, the notion of identity has taken center stage in contemporary consciousness. The emergence of multiculturalism and the recognition of the ideal are connected to this phenomenon. They are based on the rejection of the essential identity, which is judged as fictitious, for the benefit of a real social one. This research accounts for the stakes in identity: its formation, the conditions of possibility of its self-fulfillment, its recognition in the public area, and especially its integration in the management of the affairs of the state. Such requirements sometimes raise passions and may be considered as threats to social cohesion and the compactness of the state. Through an abstract quest and a discussion of the moral and political problems affecting contemporary societies, Taylor demonstrates that social harmony and individual and collective self-fulfillment is inevitably interwoven with a harmonious management of identity and some difference. As for Honneth, he develops an idea based on intersubjectivation, and underscores the fact that the identity of the individual can formed and allow to blossom in the presence of requirements for the recognition of the ideals of social justice and equity.
