YÖK Tez No: 670175 ; Günümüzde bilişim ve teknoloji alanında yaşanan gelişmeler gerek bireylerin hayatında gerekse devletlerin var olan yönetim yapılarında köklü değişikliklere sahne olmuştur.Bilginin kapsamı ve anlamı gelişerek bilginin üretimi, işlenmesi ve dağıtımının önem kazandığı bilgi toplumu yapısı içinde bilişim teknolojileri her geçen gün değişen ve gelişen teknoloji ile birlikte birçok alanda dönüşüm yaşanmasını da zorunlu hale getirmiştir. Zamanla bireylerin ihtiyaçları ve istekleri artmış ve devletten beklentilerde farklılaşmıştır.Bu bağlamda kamu yönetimi yapısı yeniden yapılanma sürecine giderek vatandaşların isteklerine karşılık veren, bilişim ve teknoloji alanında yaşanan gelişmelere ayak uyduran, geleneksel yapının hantallığını geride bırakıp daha açık, şeffaf, hesap verebilir, yönetişim ilkelerini benimseyen, kırtasiyeciliğin ve maliyetin azaldığı yeni kamu yönetim anlayışı benimsenmiştir. Söz konusu yeni yönetim yapısının en iyi örneklerinden biri "e-devlet (elektronik devlet)" yapısıdır. E-devlet kavramı, vatandaş ile devlet arasındaki ilişkiyi ve kamu kurumlarının birbirleriyle veya özel kurumlarla olan ilişkisini elektronik ortama taşımaktadır. E-devlet yapılanması elbette yerel yönetimler yapısında da bir dönüşüm meydana getirmiştir. Nitekim halka en yakın yerel yönetim birimi olan belediyeler sunduğu hizmetleri elektronik ortama taşıması ile "e-belediye" kavramı oluşmuştur. E-belediye uygulamaları e devlet yapılanmasının önemli bir parçasıdır. Bilişim teknolojilerinden yararlanarak halkın yerel ihtiyaçlarını daha hızlı ve kolay karşılamayı ve yerel halkın yönetime katılmasını hedeflenmektedir.Bu bağlamda çalışmanın ilk bölümünde yerel yönetimlerin günümüze kadar gelişim süreci ele alınmıştır. İkinci bölümde e-devlet ve e-belediye kavramlarının tanımı, amacı ve özellikleri anlatılarak Türkiye'de önemli e-devlet uygulamalarından bahsedilmiştir. Son bölümde ise Adana Büyükşehir Belediyesi örneğinde e-belediye uygulamaları hakkında belediye ve vatandaş ilişkisini sorgulamak amacıyla yapılan anket çalışması yer almaktadır. Vatandaşlara e-belediye ile ilgili sorular yöneltilerek e-belediye hizmetlerini kullanıp kullanmadıkları, memnuniyet düzeyleri ve tutumları ölçülmüştür. Elde edilen veriler SPSS programına aktarılarak analiz edilmiş ve çalışmanın hipotezleri sorgulanmıştır. ; Today, developments in the field of informatics and technology have witnessed radical changes in both the lives of individuals and the existing administrative structures of states. Within the structure of the information society, where the scope and meaning of information has improved and the production, processing and distribution of information gains importance, information technologies have made it necessary to experience transformation in many areas with the technology that changes and develops day by day. Over time, the needs and desires of individuals have increased and expectations from the state have changed. In this context, by going through the process of restructuring the public administration structure, the new public administration approach has been adopted, which responds to the wishes of the citizens, keeps up with the developments in the field ofinformatics and technology, leaves the traditional structure behind and adopts more open, transparent, accountable governance principles, paperwork and cost reduction. One of the best examples of this new management structure is the "e-government (electronic government)" structure. The concept of e-government transfers the relationship between the citizen and the state and the relationship of public institutions with each other or with private institutions to the electronic environment. Of course, the e-government structuring has also brought about a transformation in the structure of local governments. As a matter of fact, the concept of "e-municipality" has been formed when the municipalities, which are the closest local government units to the public, transfer their services to the electronic environment. E municipality applications are an important part of e-government structuring. By using information technologies, it is aimed to meet the local needs of the people more quickly and easily and to involve the local people in the administration. In this context, the development process of local governments until today is discussed in the first part of the study. In the second part, the definition, purpose and characteristics of the concepts of e-government and e-municipality are explained and important e-government applications in Turkey are mentioned. In the last part, there is a questionnaire about e-municipality applications in the example of Adana Metropolitan Municipality in order to question the relationship between the municipality and the citizen. Citizens were asked questions about e-municipality and whether they used e-municipality services, their satisfaction levels and attitudes were iv measured. The obtained data were analyzed by transferring to the SPSS program and the hypotheses of the study were questioned.

Bu çalışmada yerel yönetimler ve yerel yönetimlerin gelişim süreci, küreselleşmenin karşısında yerel yönetimlerin artan önemi, yerel yönetimlerden en önemlisi olan belediyelerin, Türkiye de yeri ve görev kapsamı, temel hak ve özgürlüklerin ayrılmaz bir parçası olan siyasi haklar ile olan ilişkisi bu bağlamda yerel yönetimlerin odağında bulunan belediyelerin merkezi yönetimler karşısındaki konumuna bağlı olarak demokrasinin o ülkede gelişmişlik düzeyi ele alınmıştır. Birinci bölüm, çalışmanın temel araştırma alanı olan yerel yönetimler konusunda ayrılmıştır. Burada yerel yönetimlerin tanımı, gelişimi ve demokrasiyle ilişkisi, yerel özerklik kavramı ve yaklaşımları, Türkiye'de yerel yönetimler ve türleri, Avrupa Yerel Yönetimler Özerklik Şartı ve Türkiye ele alınmıştır. İkinci bölüm, belediye başkanlığı ve büyükşehir belediyelerinin ele alındığı bölümdür. Burada belediyenin tanımı, gelişimi ve ilgili kanunlar, belediye ve belediye organlarının görev ve sorumlulukları, belediyelerin sunduğu hizmetler, belediye başkanının görevleri ve büyükşehir belediye başkanının konumu ile görevleri değerlendirilmiştir. Üçüncü bölüm, yerel yönetimler ve belediyelerin küreselleşen dünyada geldiği konumu ve önemi ele alınmıştır. Bu kapsamda öncelikle küreselleşme ve yerel yönetim reformu açıklanmıştır. Ardından siyasal hak ve ödevler, sistemin işleyişi ile karşılaştırmalı hukukta belediye başkanı seçimi üç ülke üzerinden değerlendirilmiş, çalışma tamamlanmıştır. Bu kapsamda çalışma üç bölümde tamamlanmıştır. ; In this study, the development process of local governments and local governments, the growing importance of local governments in the face of globalization, the municipalities, the most important of the local governments in Turkey in place and scope of the task, its relationship with political rights, which are an integral part of fundamental rights and freedoms, In this context, depending on the position of municipalities, which are the focus of local governments, against central governments, the level of development of democracy in that country has been discussed.The first section is devoted to local governments, which is the main research area of the study. Here the definition of local government, its relationship to development and democracy, the concept of local autonomy and approaches, local governments and types in Turkey, the European Charter of Local Self-Government and Turkey were discussed. The second section is about the mayor and metropolitan municipalities. Here, the definition of the municipality, its development and the relevant laws, the duties and responsibilities of the municipality and municipal bodies, the services offered by the municipalities, the duties of the mayor and the position and duties of the metropolitan mayor are evaluated.The third part deals with the status and importance of local governments and municipalities in the globalizing world. In this context, first of all, globalization and local administration reform were explained. Then, political rights and duties, the functioning of the system and the mayor election in comparative law were evaluated over three countries, and the study was completed. In this context, the study has been completed in three parts.
