ResumenDurante la década de los 90 el Gobierno Noruego ha venido desarrollando el National Tourist Routes Plan sobre una selección de 18 itinerarios de carreteras locales para su recuperación. El interesante programa se realiza sobre vías destinadas a vehículos rodados, lo que supone la recuperación del sentido épico del viaje en automóvil, el acceso a lugares remotos y su puesta en valor de forma sostenible. Muchas de las intervenciones han sido llevadas a cabo por equipos de jóvenes arquitectos y paisajistas noruegos formados en la Escuela de Arquitectura de Oslo (AHO) bajo la influencia de Knut Knutsen, Christian Norberg Schulz y Svere Fehn. El objetivo de la investigación es establecer los vínculos entre dichas intervenciones en el paisaje Noruego y los maestros de la AHO.AbstractDuring the 1990s the Norwegian government developed the National Tourist Routes Plan, focusing on upgrading 18 local road routes. The interesting program involved thoroughfares designated for road vehicles, bringing about the recovery of the epic sense of car road trips, access to remote spots, and sustainable enhancement of their value. Many of the projects were carried out by young Norwegian architectural and landscaping teams trained at the Oslo School of Architecture and Design (AHO) under the influence of Knut Knutsen, Christian Norberg Schulz, and Svere Fehn. Through analysis, the objective of the research is to unravel the links between these landscape projects and the thought of the AHO masters.
[ES] Se analizan las políticas bibliotecarias llevadas a cabo en los países nórdicos (Dinamarca, Finlandia, Noruega, Suecia e Islandia), qué problemas han tenido y cómo han solucionado sus necesidades, mediante sistemas de cooperación, prestación de servicios a minorías étnicas, accesibilidad a los documentos, creación de repositorios digitales, o resolver cómo afecta la propiedad intelectual a esos repositorios. Para ello se revisa la bibliografía existente y los documentos elaborados por algunas organizaciones. Una de las conclusiones más relevante es la ayuda financiera de los gobiernos nórdicos para iniciar proyectos innovadores en política bibliotecaria, surgiendo un sistema de colaboración compuesto por un conjunto de centros de documentación con la finalidad de aumentar sus prestaciones y garantizar un mejor servicio. ; [EN] It analyzes the library policies carried out in the Nordic countries (Denmark, Finland, Norway, Sweden and Iceland), what problems they have had and how they have solved their needs, through systems of cooperation, services to ethnic minorities, accessibility to documents, creation of digital repositories, or resolve how intellectual property affects those repositories. To this end the existing literature and documents produced by some organizations is reviewed. Resumen: En 2017, los Países Bajos y Noruega celebraron elecciones parlamentarias. Estos países partieron de situaciones similares: un sistema electoral proporcional con presencia de magnitudes de distrito grandes, un sistema multipartidista presente a nivel competitivo y gubernamental, la existencia de partidos antisistema entre las principales fuerzas políticas y la formación de coaliciones de gobierno. A pesar de estas similitudes, difieren en un factor: en Noruega, el Partido del Progreso formó parte del Gobierno de coalición, mientras que en los Países Bajos el Partido por la Libertad fue excluido de cualquier negociación. En este documento, ofrecemos un análisis de la evolución estos procesos basado en la teoría de coaliciones mínimas ganadoras conectadas. ; Abstract: In 2017, the Netherlands and Norway held parliamentary elections. These countries started from similar situations: a proportional electoral system with the presence of large district figures, a multiparty system present at a competitive and governmental level, the existence of anti-system parties among the main political forces and the existence of government coalitions. Despite the similarities, there is a factor of difference: The Progress Party in Norway is part of the Coalition Government, while in the Netherlands the Freedom Party has been excluded from any negotiation. In this document,we offer an analysis of the evolution of these processes based on the theory of connected minimum winning coalitions.
El gobierno noruego firmó un acuerdo con Juan Manuel Santos, ex presidente de Colombia, para otorgarle a este país USD $48 millones anuales para reducir la deforestación. Este acuerdo forma parte de un esfuerzo mayor de Noruega para apoyar a los países del sur que busca detener el cambio climático, a través de la Iniciativa Internacional de Clima y Bosques de Noruega (NICFI, por sus siglas en inglés: Norwegian International Climate and Forest Initiative) instituida después del Acuerdo de París en 2015. La manera en que se han implementado los esfuerzos para reducir la deforestación ha sido recibida con críticas. Por ejemplo, Colombia ratificó el Acuerdo de París para llegar a deforestación neta cero en 2020. No obstante, en 2016 la deforestación en la selva amazónica aumentó en un 44%. Mientras Noruega, a través de esta inversión en el bosque, parece ser un país preocupado por el clima, también continúa realizando extracción de petróleo. Noruega, por lo tanto, exhibe estándares dobles ya que apunta a mantener su posición como un importante productor de extracción de petróleo y gas en alta mar, al tiempo que impulsa el problema del cambio climático a los países del sur. Este artículo examina los éxitos y fracasos de los esfuerzos noruegos de protección de los bosques tropicales en el caso de Colombia, evaluando la gobernanza de las políticas de deforestación desde la perspectiva de la criminología verde del sur, e incorporando una crítica a los medios neocolonialistas de protección ambiental establecidos por el norte. ; The Norwegian government has made an agreement with Juan Manuel Santos, the former Colombian president, to give Colombia USD $48 million yearly in order to reduce deforestation. This forms part of a greater support effort by Norway to countries in the South to halt climate change, through the Norwegian International Climate and Forest Initiative (NICFI) instituted after the Paris Agreement in 2015. The way in which efforts to reduce deforestation have been implemented has, however, been met with criticism. For instance, Colombia ratified the Paris Agreement to reach zero net deforestation by -2020. Nonetheless, in 2016, deforestation in the Amazon rainforest increased by 44%. While Norway, through this investment in the forest, gives the appearance of being a climate concerned country, it also continues oil extraction. Norway thus exhibits double standards as it aims to maintain its position as an important producer of offshore oil and gas extraction, while pushing the problem of climate change onto the countries in the South. In this way, Norway is able to comply with the Paris Agreement requirements for reduction of CO2 emissions. During the last year's social media had an important impact on the political discourse and the communication within the society. Especially social networks are getting used more and more in the political context. However, the studies conducted have been polarized into two social networks (Facebook and Twitter), leaving aside other platforms that have characteristics and elements required to be used in this field. As is the case with LinkedIn, a professional sophisticated network with 610 million users in the world. Because of this great number, this investigation is about the network LinkedIn and its potential use in political communication. Through a descriptive methodology with the quantitative technique, an analysis sheet has been prepared with dimensions and levels based on the characteristics of the network and through qualitative techniques with physical and online interviews, this work will try to demonstrate its operation and His political role. ; En los últimos años los medios digitales están teniendo un impacto importante en el discurso político y en la comunicación en la sociedad. En particular, las redes sociales se utilizan cada vez más en el contexto político. Sin embargo, los estudios realizados se han concentrado en dos redes sociales, Twitter y Facebook, dejando de lado otras plataformas que tienen características y elementos necesarios para ser utilizadas en dicho ámbito, como es el caso de LinkedIn, una red social con más de 610 millones de usuarios en el mundo. Es por ello que en esta investigación la línea de análisis se centra en LinkedIn y su potencial uso en la comunicación política. A través de una metodología descriptiva, con la técnica cuantitativa, se ha elaborado una ficha de análisis con dimensiones y niveles basados en las características propias de la red; y a través de técnicas cualitativas, con entrevistas físicas y on-line, este trabajo tratará de demostrar su funcionamiento y su papel político.
RESUMEN: Presentamos en este Trabajo de Fin de Máster (TFM) un análisis teórico en el que se ha llevado a cabo la investigación y profundización sobre las características del sistema educativo noruego, contemplando su organización y estructura, aspectos relacionados con el currículo, la legislación, roles del profesorado, formación y carrera profesional, historia y surgimiento de las Escuelas Infantiles en Noruega, formas de atención a la primera infancia y conciliación y la noción de Friluftsliv o de pedagogía del entorno. Esta parte teórica sienta las bases de la posterior parte empírica, en la que se desarrolla un estudio de casos múltiples que abarca los testimonios, recogidos mediante entrevistas semiestructuradas, de tres personas que trabajan o han trabajado en escuelas infantiles en Noruega, cada uno de ellos con roles institucionales distintos. Los datos obtenidos nos ofrecen información sobre sus respectivas escuelas, sus planteamientos pedagógicos y su comprensión y aplicación de Friluftsliv. Con todo ello, hemos buscado dar respuesta a cuatro objetivos: tener un conocimiento del sistema educativo noruego; conocer de forma específica aspectos clave de la Educación Infantil en noruega, descubrir qué se hace en el contexto de la Educación Infantil en relación a la pedagogía del entorno aplicando la noción de Friluftsliv y, por último, extraer unas reflexiones que nos permitan mejorar y conocer más en profundidad la realidad estudiada. ; ABSTRACT: In this Final Master's Project (TFM) it is presented a theoretical analysis in which it is carried out a research of the characteristics of the Norwegian educational system, considering its organization and structure, aspects related to the curriculum, legislation, roles of the teachers, training and professional career, history and emergence of nursery schools in Norway, forms of early childhood care and conciliation and the notion of Friluftsliv or pedagogy of the environment. This theoretical part lays the foundations for the subsequent empirical part, in which a multiple-case study is developed, encompassing the testimonies, collected through semi-structured interviews, of three people who work or have worked in kindergartens in Norway, each of them holding different institutional roles. The data obtained provides us with information about their respective schools, their pedagogical approaches and their understanding and application of Friluftsliv. A common trend in many countries that have implemented the views of New Public Management (NPM) is to curtail the political control of political executive leaders while administrative & trade leaders strengthen their position. This is mainly due to the process of "autonomization" (managerial autonomy) or "structural devolution" (decentralization, deconcentration, privatization). From a transformative perspective, this work stresses & discusses why the control of political executive leaders is diminishing, & explores ways to deal with dilemmas & challenges of accountability & loss of control when things become critical. Do political leaders try at that moment to manage scandal & criticisms without changing the government system, or do they try to regain political control through formal reorganizations? The author draws on studies delving into the changing roles of leaderships that currently shape the public elite under NPM reforms in Norway, & considers cases from health reforms to illustrate the fragile balance between political concerns & managerial autonomy. The text wants to study how the political parity between men and women is adopted in some of the main democratic systems. In order to it, we will follow a classic structure, the one that divides those in common-law models, and continental-law models, paying special attention to the United States of America, the United Kingdom, Belgium, France, Italy, Sweden, Norway and Denmark. To accomplish the issue, it will be shown some data of the feminine presence in Parliaments, the principal reasons of it, and the constitutional debates produced due to the promotional measures given. This paper explores the balance between control & autonomy generated by a series of administrative reforms in Norway concerning management autonomy, the establishment of specialized agencies, & devolution. These reforms have been impelled by a more active management policy in the last 15 years. What is, in practice, the balance between political control & managerial autonomy? How stable is it? How do political & administrative leaders visualize these problems from their own experience? After a brief introduction to Norwegian cultural & political context, & a picture of trends in administrative reforms, the author focuses on deconcentration derived from the establishment of independent central agencies within public administration. Afterwards, he examines the broad implications of the increasing organizational autonomy that political & administrative leaders have undergone. Finally, based on a case study -- immigration policy -- the author proves the unstable balance between central political control & local managerial autonomy within public agencies. References. The Norwegian Government Pension Fund Global (GPFG) is the world's biggest sovereign fund, whose assets under management reached 1 trillion dollars in September 2017. It is a stabilization macroeconomic tool meant to smooth out economic cycles by saving during high oil prices and economic upturn and spending during downturns in order to avoid recessions due to oil price slumps. But it is also a savings fund destined to guarantee the fiscal accounts' sustainability and the intergenerational allocation of the hydrocarbon wealth with a broad investment horizon. This article focuses on the evolution of the GPFG's investment profile between 1996 and 2016, from a more conservative approach towards a greater portfolio diversification concerning the set of assets and their geographical origin, although during the last six years it was characterized by a certain conservatism related to risk management and by a conflict of interests between portfolio managers and politicians. ; El Fondo Gubernamental de Pensiones Global de Noruega ( Government Pension Fund Global –GPFG–) es el fondo soberano más grande del mundo, con activos bajo gestión equivalentes a un billón de dólares estadounidenses en septiembre de 2017. Es un instrumento macroeconómico de estabilización para suavizar los ciclos económicos al ahorrar en época de precios altos del crudo o auge económico, y gastar en épocas de tiempos difíciles para evitar la recesión en caso de un desplome de los precios del crudo. Este documento ofrece una visión general de las políticas militares diseñadas e implementadas por tres países de tamaño medio en el contexto del actual entorno de seguridad internacional. La "transformación" de las fuerzas militares en herramientas modernas y eficaces para garantizar la seguridad en un mundo cambiante es una preocupación clave de Estados y organizaciones internacionales. Algunas "potencias medias", con recursos limitados pero dispuestas a contribuir a la seguridad, están adaptando sus fuerzas armadas para hacer frente a nuevas y desafiantes amenazas y a las exigencias de una mayor cooperación en el seno de alianzas y coaliciones. Este documento ofrece una visión general de las políticas militares diseñadas e implementadas por tres países de tamaño medio como ejemplos relevantesdel debate mundial en curso acerca de la adaptación de las capacidades y las estrategias de las fuerzas armadas nacionales al entorno de seguridad internacional actual. Following from the many discussions of the Nordic setting of Persiles, this article considers Cervantes's choice of the Northern European backdrop and the Scandinavian nationality of the main characters, in a time when the New World and the Mediterranean appeared as the obvious locations for byzantine novels. This article examines firstly the negative portrayal of the English in Persiles, as well as in La española inglesa, compared to that of Arnaldo, crown prince of denmark. It then considers the political relations between Spain and denmark-Norway, including the marriage of Isabel de Austria to Christian II and the treaty of Speyer, in order to explain the idealisation of Arnaldo, persiles and Sigismunda. The "dánaos" are here identified as the people of Jutland who revolted against Christian II, and Arnaldo is presented as partly a fictionalised Christian II. In sum, Cervantes chose Scandinavia as the setting for Persiles and the land of its main characters because he acknowledged denmark-Norway as Spain's ally in protestant Europe. ; peer-reviewed
