Magistrsko delo obravnava vpliv migracij na vzpon podpore ekstremističnim političnim strankam v EU. Toksična kombinacija evroskepticizma, dolgega obdobja gospodarske stagnacije in najhujše migrantske krize od konca druge svetovne vojne je vodila do povečanja nestrpnosti državljanov EU do migrantov, percepcije ogroženosti lastne države in EU, s tem pa tudi do raztezanja vzpona desnih ekstremističnih političnih strank po celotni celini. Raziskovalni cilj predstavlja analiza povezanosti njihovega vzpona v EU s predpostavljenim najmočnejšim pojasnjevalnim dejavnikom, tj. stopnja liberalizacije oziroma odprtosti migracijske politike posameznih držav, od česar je odvisno število sprejetih migrantov. Pri tem sem uporabila metode analize primarnih in sekundarnih virov, vključujoč uradne statistike, ter javnomnenjske in mednarodne primerjalne raziskave prepričanj in delovanja posameznikov. Na njihovi podlagi potrjujem porast migrantskega staleža in desnih ekstremističnih tendenc v EU ter hkrati tudi obstoj korelacije. Z izjemo Malte, Portugalske, Romunije, Slovenije, Hrvaške, Španije ter Irske, v katerih desne ekstremistične politične stranke niso prepoznane. Vpliv migracij na volilne rezultate se zaradi individualnih nacionalnih značilnosti posameznih držav članic EU izraža različno, zato posledično zavračam možnost predpostavljenih jasnih linearnih vzporednic. ; The master thesis addresses the issue of migration's impact on the rise of support for extremist political parties in the EU. The toxic combination of Euroscepticism, the long period of economic stagnation and the worst migrant crisis since the end of the Second World War has led to an increase of EU citizens' intolerance against migrants, the perception of the threat to their own country and the EU, as well as the extension of the rise of right-wing extremist political parties throughout the continent. The research objective is to analyse the correlation of their rise in the EU with the presumed strongest explanatory factor, i.e. the degree of liberalization or openness of the migration policy in individual countries, on which depends the number of migrants accepted. In doing so, methods of analysing primary and secondary sources, including official statistics, opinion polls and international comparative research on the beliefs and actions of individuals, were used. On their basis, I confirm the growth of the migrant stock and the right extremist tendencies in the EU, and at the same time the existence of a correlation. With the exception of Malta, Portugal, Romania, Slovenia, Croatia, Spain and Ireland, where the right-wing extremist political parties are not recognized. The impact of migration on election results is reflected differently due to individual national characteristics of EU Member States, consequently I reject the possibility of assuming clear linear parallels.
Abstract. In this article, we argue that social sciences generally and political science in particular are faced with a peculiar epistemological challenge while researching the state in the 21st century. Namely, the state has often been either naturalised, seen as a static and ahistorical entity resistant to changes in the environment, or naïvely rejected as a form of political organisation that is with neoliberal globalisation withering away. In either instance, the processes of redefining and redistributing of the state, and hence its de-/reterritorialising and rescaling, have largely gone unnoticed. Our analysis reassesses the hegemonic theories of state and shows that in the mainstream of political science research on the state is still anchored to the (geographical) assumptions that limit or even define the state and its exercise of power to a geographically demarcated and fixed territory. Drawing on recent approaches to space, scale and territory, this article calls for a heterodox and pluralist methodology in further research on state as well as non-state spaces. Ekonomski interesi treh ključnih velikih sil, Združenih držav Amerike, Rusije in Kitajske, ki se uveljavljajo oziroma uresničujejo skozi njihove konkretne politike in dejanja, imajo pomemben, če že ne velik vpliv na varnost in politične razmere drugih držav. Ker so ekonomski interesi ključni za katerokoli državo, so medsebojna dinamika, prepletanje in vplivanje teh interesov izrednega pomena za razumevanje trenutnih razmer v mednarodnih odnosih. Analiza primarnih in sekundarnih virov, predvsem pa poglobljeni intervjuji s strokovnjaki nakazujejo, da se politične in varnostne posledice ekonomskih interesov velikih sil največkrat manifestirajo na regionalni ravni. Izjema pri tem so ZDA, ki za doseganje svojih ekonomskih interesov politično in varnostno spreminjajo razmere na globalni ravni. Pri tem so najbolj osredotočene na širitev neoliberalnih ekonomskih praks in zagotovitev energetske varnosti, ki velikokrat poteka s pomočjo znatne uporabe vojaške moči. Rusija, po drugi strani, je trenutno še osredotočena na svojo vlogo energetskega velikana, pri čimer najbolj konkretno vpliva na države iz bližnje soseščine, tudi preko političnih pritiskov in industrijskih sabotaž. Analiza trendov sicer kaže, da bo cilj ekonomske diverzifikacije postajal še pomembnejši v prihodnosti. V osnovi ta zaključek pomeni, da bo Rusija skušala zmanjšati svojo odvisnost od izvoza energentov in na tak način zagotoviti večjo ekonomsko, kot tudi politično in varnostno stabilnost države. Ključna karakteristika ekonomske politike Kitajske je usmeritev v zagotavljanje energetskih virov za rastoče gospodarstvo. V ta namen se poslužuje multisektorske politike, ki je najbolj jasno vidna v Afriki. Ta poseben, quid pro quo pristop se kaže v velikih infrastrukturnih investicijah na strani Kitajske, v zameno za zagotovitve izvoza energentov iz določenih afriških držav. Analiza vse treh držav jasno kaže, da ekonomski interesi vidno vplivajo na odnose med državami v mednarodni skupnosti in usodno določajo dinamiko in ravnovesje sil. ; Economic interests of great powers, specifically United States of America, Russia and China, and the process of attaining these interests through the set of concrete policies and actions has considerable, if not predominantly important effects on political and security situation of other countries. Since economic interests are of pivotal importance for any state, the recognition and understanding of intertwined dynamics and cross-section of these interests is essential for establishing an accurate perception of the current situation in contemporary international relations. Analysis of primary and secondary resources, and especially the in- depth interviews with experts revealed that the majority of political and security implications of the process of attaining economic interests have been manifesting on the regional level. An exception to this rule is the United States, which is affecting political and security characteristics around the globe. In doing so, it is mostly concentrated on continuous expansion of neoliberalism, as well as ensuring energy security, often through utilization of military power. Meanwhile, Russia is currently still focused on its role as an energy giant, and has the ability to strongly influence the countries in its near vicinity through considerate political pressures and industrial sabotage. Many trends within the country and its internal policies seem to suggest that this is likely to change in the near future, and the goal of economic diverzification will become even more important. Essentially, this means that Russia will attempt to reduce its dependence on energy exports, and thus ensure far greater economic, but also political and security stability of the country. Finally, we analyzed China. The key characteristic of its economic policy is focus on ensuring energy resources for its growing economy. In order to succeed, China has been utilizing a multisectoral approach, most clearly visible in Africa. These quid pro quo deals were realized through large infrastrucral investment on the Chinese side, and accompanying insurance of energy exports on the side of the African countries. The analysis of all three states draws the conclusion that economic interests are thus visibly affecting the nature of the intra- state relationships in the international community, and faithfully account for the ultimate dynamics and balance of world powers.
V članku, ki temelji na analizi posebne študije, ki jo je leta 1916 pripravilo avstro-ogrsko poveljstvo jugozahodne fronte, so predstavljeni pogledi visokega vojaškega poveljstva na politično dogajanje na Hrvaškem v času prve svetovne vojne. Skladno z vsebino omenjene študije bo tudi v pričujočem članku posebna pozornost posvečena italijanskemu iredentizmu in južnoslovanskim težnjam na otokih Kvarnerja, kot tudi delovanju Jugoslovanskega odbora. V sklopu avstro-ogrskega vojnega absolutizma je poveljstvo, ki je nastalo ob vstopu Kraljevine Italije v vojno, ob vodenju vojne proti novemu nasprotniku pridobilo tudi obsežna politična pooblastila. Slednja so vojaškim organom omogočila nadzor nad v očeh oblasti nevernimi in cesarju ter državi nezvestimi skupinami in posamezniki. ; The outbreak of the First World War Apart presented Austria-Hungary not only with military questions but also with major political issues. The very existence of the state now crucially rested on the attitude of civilian population, with any possible unrest in the rear threatening the stability of the entire country. In this regard, the onset of the war ushered in the period of the so-called "war absolutism", with which the state boosted its surveillance of what it considered "dangerous" individuals and groups. The state surveillance apparatus incorporated numerous state and provincial bodies, including military structures. This article aims to analyze a special study that the Austro-Hungarian Command of the Southwestern Front issued in 1916, with a particular focus on analyzing the political attitude among the Italian and Croatian population of Istria, and the activities of the Southern Slav Committee. The said command also prepared similar studies evaluating the disposition of the Slovenian and Italian inhabitants of Southern Tyrol. The study of the developments in Istria is titled Staatsfeindliche Bewegungen in Fiume und Kroatien sowie auf den Inseln im Quarnero (Anti-State Movements in Rijeka, Croatia, and the Kvarner Islands). In the first part, the Austro-Hungarian Command of the Southwestern Front analyzed local irredentism and provided a detailed description of organizations and individuals at the heart of the movement. Surveillance of irredentist cells grew in its importance especially after the Kingdom of Italy declared war on Austria-Hungary in May 1915. The empire and its army began to perceive irredentism as a serious threat, deeming that organized resistance, diversion operations, and political disobedience in the rear might aggravate the military situation on the front. The second part of the study, more interesting from the Croatian point of view, centers on activities of the Southern Slav Committee and the Southern Slav movement on Krk Island. Regarding the latter, it is especially noteworthy that the Austro-Hungarian Command of the Southwestern Front declared Anton Mahnič, Bishop of Krk, as its central figure. Although most views presented are based on the analysis of various newspaper articles and individual reports, the booklet offers an interesting insight into the dimensions of state surveillance both at home and abroad. More specifically, an association of the Southern Slav emigration, the Southern Slav Committee was regarded by the Austro-Hungarian Command of the Southwestern Front and the state leadership as a dangerous organization embodying, through its desire to unify the Austro-Hungarian Southern Slavs with the Kingdom of Serbia, a destabilizing force undermining the Habsburg unity. Accordingly, the study focused more closely on the prominent members of the Southern Slav Committee, such as its president Ante Trumbić, as well as Franjo Supilo, and Bogumil Vošnjak. Although the study clearly established that many data contained therein were of questionable credibility, its authors nevertheless maintained that this did not diminish its significance or the significance of the views regarding all "dangerous" individuals and associations within and beyond the state borders. The study presented in the article offers an extremely interesting insight into the dimensions of the Austro-Hungarian state and military surveillance during the First World War. Such examples not only further substantiate the existing knowledge about "war absolutism" but above all testify to the diligence with which the state addressed the threat of war by exerting surveillance of all "dangerous" structures. In the event of an unrest, the state and the army could use detailed inventories, many also listing names, to persecute and imprison individuals and associations. Moreover, in light of the events that unfolded towards the end of the First World War, both in relation to the Southern Slav integrations and Italian territorial aspirations in Istria and the Bay of Kvarner, it is safe to conclude that the study conducted by the Austro-Hungarian Command of the Southwestern Front accurately evaluated individual "dangerous" cells, which in late October and early November 1918 played a notable role in the destruction of the Habsburg state and the creation of new political entities.
Abstract. The article analyses the innovative Marxist conceptualisation of politics proposed by the Slovenian political scientist Adolf Bibič. The latter built on the contributions of Heglo-Marxists and Gramsci to political theory. At the core of his theory, he placed the question of the political power–class exploitation relationship. He distinguished political politics from self-managing politics, and problematised the dominant Western understandings of politics as well as the theories of elitism and pluralism. Moving away from such theories and dogmatic Marxist notions about the withering away of politics, he formulated his project of humanising politics beyond class exploitation and capitalist relations of production. This project assumed a necessary transformation of political practice in terms of the dialectical process of the socialisation of politics and the politicisation of society. Does science think or does it not think, this traditionally philosophical dilemma has today become, according to the central thesis of this essay, inherent to science itself. The author argues that it is in the interest of contemporary science itself to affirm itself as thought. It is precisely this perspective of science as thought which implies the ethical dimension of science. This is not to be understood in the sense of the necessity of some prohibitive instance such as an ethical demand, but rather in the sense that science, for its own internal reasons, should not give up regarding its desire: to be, both, an experiment of thought & a condition for thought. The paper poses the question whether the economics of science could be the key to economic methodology. First, the sociology of science, which tries to put science in social context, is described. Then, the economic approach to science, inspired by Tullock, Stigler and Becker, is explained. We point out the problem of circle, according to which putting science in context does not imply relativism as concerns the truth. This conclusion underlines the Popperian message of the paper. A review of Thomas S. Kuhn's arguments against the unification of the philosophy & history of science focuses on his definition & defense of the interdisciplinary dialogue between the two sciences. While they can explain a given problem for their particular points of view, their perspectives cannot be synthesized. Kuhn's work on the scientific revolutions gives rise to a new science of the development of sciences that could unify the historical analysis of scientific development with the rational reconstruction of scientific developments. 7 References. Karl Popper's distinction between science & metaphysics (pseudoscience) is analyzed, arguing that the principle of demarcation (falsification) cannot support Popper's thesis. Although falsification can be useful for distinguishing between empirical & nonempirical sciences, it also leads to clustering logic & mathematics, theory of induction, metaphysical theories, & philosophy in general. It is argued that Popper misinterprets A. Tarski's (1949) notion of the pursuit of truth in science & assumes that it can meet some objective criteria. One of the major problems of Popper's view of science in his theory of verisimilitude, allegedly capable of solving the problems of correspondence & objectivity. A brief outline of Slovenian party dynamics and the conditions that have contributed to them is followed by an analysis of the parties' political campaigns. Using the tools of political discourse analysis, the first part is centred around parties' choice of syntax and lexis in their political slogans, as well as the imagery on their posters, whereas the second is devoted to a linguistic analysis of how parties frame and address five key common issues in their political programmes: pensions, corruption, finance, healthcare and safety. Volitve so bile namreč poleg osredotočanja na problematike, lastne slovenski politični krajini, prežete z govorom o tem, kako se spopasti z izzivi, s katerimi se sooča Evropa. Cilj raziskave je preučiti, katerih jezikovnih in vizualnih sredstev so se posluževale stranke na najrazličnejših straneh političnega spektra in ali bi lahko za nekatere elemente dejali, da so značilni za določeno politično usmerjenost. Kratkemu pregledu slovenskih strankarskih dinamik in pogojev, ki so pripomogli k njihovemu razvoju, sledi analiza političnih kampanj strank. Zavzemši držo politične analize diskurza se prvi del osredotoča na leksikalne in skladenjske odločitve strank v političnih sloganih in na podporno slikovno gradivo, medtem ko je drugi del namenjen jezikoslovni analizi načina, kako politične stranke v svojih predvolilnih programih naslavljajo pet glavnih tem: pokojnine, korupcijo, finance, zdravstvo in varnost. Njihova stališča in razlike med njimi glede na politično usmerjenost so ponazorjene z izbranimi izseki iz strankarskih programov.
Standing on the threshold of the third millennium, it seems clear that the buzzword "globalization" can describe the direction of studies in several different fields, including aesthetics. As several forces -- technological, economic, & political -- continue to intertwine people, as never before, the need for research that is global in range becomes an absolute necessity. Globalization does not concern just economy & politics; especially important is the role of culture in this process, as well as the possibility that we can give some philosophical determination of globalization.
