The Middle East and North Africa (MENA) region is the top destination for Russian food exports, grains in particular. Focusing on Turkey, Egypt, Iran, and Saudi Arabia, this chapter shows that Russia's food trade with MENA countries is strongly affected by bilateral political relations. Russia banned most food imports from Turkey over a political conflict in 2016. In the same year, improved intergovernmental cooperation with Saudi Arabia resulted in a diversification of Russia's food exports to the Gulf country, and in 2019, Iran's accession to the Eurasian Economic Union (EAEU) led to increasing food trade with Russia. Food imports in MENA countries are usually managed by powerful state trading enterprises (STEs), which recurrently disapprove food products originating from Russia based on non-adherence to food quality standards. Our analysis shows that Russia is successfully working to open additional destination markets, while simultaneously impeding imports of food products that it aims to produce domestically.
6 figures, 6 tables.-- Supplementary material available. ; Coronavirus disease 2019 (COVID19), caused by SARS-CoV-2, is a complex disease, with a variety of clinical manifestations ranging from asymptomatic infection or mild cold-like symptoms to more severe cases requiring hospitalization and critical care. The most severe presentations seem to be related with a delayed, deregulated immune response leading to exacerbated inflammation and organ damage with close similarities to sepsis. ; [Methods]: In order to improve the understanding on the relation between host immune response and disease course, we have studied the differences in the cellular (monocytes, CD8+ T and NK cells) and soluble (cytokines, chemokines and immunoregulatory ligands) immune response in blood between Healthy Donors (HD), COVID19 and a group of patients with non-COVID19 respiratory tract infections (NON-COV-RTI). In addition, the immune response profile has been analyzed in COVID19 patients according to disease severity. ; [Results]: In comparison to HDs and patients with NON-COV-RTI, COVID19 patients show a heterogeneous immune response with the presence of both activated and exhausted CD8+ T and NK cells characterised by the expression of the immune checkpoint LAG3 and the presence of the adaptive NK cell subset. An increased frequency of adaptive NK cells and a reduction of NK cells expressing the activating receptors NKp30 and NKp46 correlated with disease severity. Although both activated and exhausted NK cells expressing LAG3 were increased in moderate/severe cases, unsupervised cell clustering analyses revealed a more complex scenario with single NK cells expressing more than one immune checkpoint (PD1, TIM3 and/or LAG3). A general increased level of inflammatory cytokines and chemokines was found in COVID19 patients, some of which like IL18, IL1RA, IL36B and IL31, IL2, IFNα and TNFα, CXCL10, CCL2 and CCL8 were able to differentiate between COVID19 and NON-COV-RTI and correlated with bad prognosis (IL2, TNFα, IL1RA, CCL2, CXCL10 and CXCL9). Notably, we found that soluble NKG2D ligands from the MIC and ULBPs families were increased in COVID19 compared to NON-COV-RTI and correlated with disease severity. ; [Conclusions:] Our results provide a detailed comprehensive analysis of the presence of activated and exhausted CD8+T, NK and monocyte cell subsets as well as extracellular inflammatory factors beyond cytokines/chemokines, specifically associated to COVID19. Länsimaisissa demokratioissa äänestäjien yhteiskuntaluokka ja koettu luokka-asema ovat perinteisesti selittäneet heidän puoluevalintojaan. Tätä äänestyspäätöksiä selittävää toimintamallia, eli omaan yhteiskuntaluokkaan liittyvän puolueen äänestämistä, kutsutaan luokkaäänestämiseksi. Luokkaäänestämistä painottavissa teorioissa yhteiskuntaluokkia pidetään merkittävimpänä poliittisena jakolinjana. Länsimaisissa monipuoluejärjestelmissä myös poliittiset puolueet ovat syntyneet tältä pohjalta. Nykyisillekin puoluejärjestelmille merkitykselliseksi poliittiseksi jakolinjaksi yhteiskuntaluokat muodostuivat jo teollisessa vallankumouksessa, joka synnytti vastakkainasettelua työtä tekevän ja omistavan väestönosan välillä. Jakolinja oli niin voimakkaasti kansalaisia erotteleva, että se synnytti nopeasti yhteiskuntaan erilaisia poliittisia järjestöjä etenkin työväestön keskuuteen. Tällä tavoin ammattiliitot, sosiaalidemokraattiset sekä sosialistiset puolueet saivat alkunsa. 1980-luvulle tultaessa yhä useammat tutkimukset osoittivat, että äänestäjien luokka-aseman vaikutus heidän vaalikäyttäytymiseensä oli heikentynyt. Erityisesti tämä trendi liittyi työväenluokkaisiin äänestäjiin. Heidän ammattiasemansa katsottiin menettäneen asteittain merkitystään vaaleissa tekemiin puoluevalintoihinsa. Yhteiskunnan rakennetasolla trendiä on selitetty työntekijäammattien vähenemisellä teollistuneissa demokratioissa. Esimerkiksi Suomessa työntekijäammattien osuus kaikista ammateista on pienentynyt lähes 20 prosenttiyksikköä 1970-luvulta 2010-luvulle tultaessa. Luokkaäänestämisen laskun on esitetty liittyvän puoluekentän pirstoutumiseen, yhteiskunnan uudelleenjärjestäytymiseen ja laajamittaisiin rakenteellisiin muutoksiin länsimaissa. Globalisaatiokehitys, koulutustason nousu, työelämän lisääntynyt epävakaus sekä väestön ikääntyminen ovat yleisimpiä yhteiskunnan rakennetason muutoksia, jotka ovat väistämättä muuttaneet myös poliittista kenttää. Vaikka luokkaäänestäminen on vähentynyt, osa tutkimuksista on suhtautunut havaintoihin sen vähenemisestä varauksellisesti. Varsinkaan Pohjoismaiden vaaleissa työväenluokkaisuuden ei ole katsottu menettäneen samassa suhteessa merkitystään äänestyspäätöksiä selittävänä tekijänä verrattuna muihin länsimaisiin demokratioihin. Lisäksi yhteiskunnan rakenteelliset muutokset sekä niiden seuraukset ja luokkaäänestämisen yleinen väheneminen ovat motivoineet tutkijoita tarkastelemaan äänestäjien luokka-asemia myös subjektiivisesta näkökulmasta. Subjektiivisesta näkökulmasta kiinnostuneet tutkijat ovat tyypillisesti keskittyneet analysoimaan äänestäjien luokka-asemia heidän luokkasamastumisensa kautta. Luokkasamastumisella tarkoitetaan yhteiskuntaluokkaa, johon henkilö kokee itse lähinnä kuuluvansa. Tämä väitöstutkimus tuottaa luokkaäänestämisen näkökulmasta uutta tietoa suomalaisten työväenluokkaisten äänestäjien äänestyskäyttäytymisestä, arvoista ja asenteista sekä heidän puoluevalinnoistaan Suomessa 2000-luvulla. Tarkoitan nyt ja myös jäljempänä 2000-luvulla vuosituhannen vaihteesta alkanutta aikaa. Tutkimus on saanut alkunsa kahdesta 2000-luvun suomalaisia äänestäjiä sekä suomalaista puoluejärjestelmää koskevasta havainnosta. Ensimmäinen havainto koskee luokkasamastumista. Merkittävä osa suomalaisista äänestäjistä kokee 2000-luvulla samastuvansa johonkin yhteiskuntaluokkaan siitä huolimatta, että yhteiskuntaluokkien on esitetty hiipuvan ja menettävän merkitystään. Toinen havainto koskee suomalaista puoluejärjestelmää ja siinä 2000-luvulla tapahtuneita merkittäviä muutoksia. Tästä hyvänä esimerkkinä voidaan mainita vuoden 2011 eduskuntavaalit, joissa iso joukko työväenluokkaisia äänestäjiä siirtyi Suomen Sosialidemokraattisen Puolueen (SDP) takaa Perussuomalaisten (PS) kannattajiksi. Tämä tutkimus tuo nämä kaksi erillistä havaintoa yhteen tutkimalla työnväenluokan äänestämisen mekanismeja 2000-luvun Suomessa sekä luokkakongruenssin että äänestäjien arvojen ja asenteiden näkökulmasta. Tavoitteena on selvittää, kuinka työnväenluokkaiset äänestäjät äänestävät 2000-luvun Suomessa. Tutkimusongelma nojaa tapaan analysoida äänestäjien luokka-asemia kahdesta näkökulmasta. Se tarkoittaa objektiivisen luokka-aseman, eli ammatin, ja subjektiivisen luokka-aseman, eli luokkasamastumisen, tarkastelemista samanaikaisesti. Näiden kahden luokka-asemaa mittaavan muuttujan yhteyttä nimitetään tässä tutkimuksessa joko luokkakongruenssiksi tai inkongruenssiksi riippuen siitä, ovatko ne toisiaan vastaavat vai eivät. Tutkimus muodostaa kolme erillistä työväenluokkaryhmää. Ryhmistä ensimmäinen on "perinteinen työväenluokka" ( traditional working class ), joka koostuu työntekijäammateissa toimivista, jotka samastuvat työväenluokkaan. Ryhmä "ammatillinen työväenluokka" ( occupational working class ) koostuu työntekijäammateissa toimivista, jotka samastuvat alempaan keskiluokkaan, keskiluokkaan tai ylempään keskiluokkaan. Kolmanteen ryhmään, "ideologiseen työväenluokkaan" ( ideological working class ) kuuluvat ei- työntekijäammateissa toimivat, jotka kuitenkin samastuvat työväenluokkaan. Lisäksi tutkimuksessa tarkastellaan näiden kolmen ryhmän arvoja ja asenteita, joiden merkitystä viimeaikainen tutkimus on painottanut puoluevalintojen taustalla. Tutkimusaineistoina käytetään kansallisten eduskuntavaalitutkimusten kyselyaineistoja (FNES) vuosilta 2003–2019. Tutkimuksen analyysi on kolmivaiheinen. Ensimmäinen analyysiluku keskittyy löytämään tekijöitä, jotka selittävät luokkakongruenssia ja inkongruenssia tutkimuksen kolmen työnväenluokkaryhmän keskuudessa. Tulosten mukaan lapsuudenkoti, koulutustaso ja puolison ammatti ovat merkittävimmät tekijät, jotka selittävät sekä luokkakongruenssia että inkongruenssia. Ennen kaikkea työväenluokkainen lapsuudenkoti nousee esiin merkittävimpänä työväenluokkaan samastumista selittävänä tekijänä. Tutkimuksen toinen analyysiluku tarkastelee sitä, missä määrin kolme työväenluokkaryhmää eroavat toisistaan arvoiltaan ja asenteiltaan. Toisin sanoen luku analysoi sitä, missä määrin luokkakongruenssi ja luokkainkongruenssi vaikuttavat arvoihin ja asenteisiin. Tulokset osoittavat, että kolme työväenluokkaryhmää eroavat jossain määrin toisistaan sekä sosioekonomisilta että sosiokulttuurisilta arvoiltaan ja asenteiltaan. Ideologinen työväenluokka ( ideological working class ) erottuu kahdesta muusta ryhmästä vasemmistolaisemmalla sosioekonomisella orientaatiollaan. Lisäksi ammatillinen työväenluokka ( occupational working class ) on sosiokulttuuriselta orientaatioltaan kolmesta työväenluokkaryhmästä konservatiivisin. Kaikki kolme ryhmää ovat selvästi enemmän EU-kriittisiä kuin EU-myönteisiä verrattuna muihin äänestäjiin. Tutkimuksen kolmas analyysiluku tuo yhteen kaksi aiempaa analyysilukua. Se tarkastelee luokkakongruenssin ja luokkainkongruenssin sekä arvojen ja asenteiden vaikutusta työväenluokkaryhmien puoluevalintoihin. Kokoava analyysi soveltaa polkumallia ja tutkii, missä määrin luokkakongruenssi ja luokkainkongruenssi vaikuttavat suoraan työväenluokkaisten äänestäjien puoluevalintoihin, tai missä määrin vaikutus on epäsuora äänestäjien arvojen ja asenteiden kautta. Tulokset osoittavat, että työväenluokkaisten äänestäjien puoluevalinnat ovat moniulotteisia, eikä niitä voi enää 2000-luvulla kuvailla pelkästään perinteisiksi luokka-puolue-siteiksi. Tästä huolimatta SDP ja Vasemmistoliitto ovat yhä 2000-luvulla puolueita, joille työväenluokkaiset äänestäjät antavat ääniään. Nämä työväenluokan ääniä perinteisesti keränneet puolueet ovat saaneet haastajia Perussuomalaisten ohella muistakin puolueista. Työväenluokkaisten äänestäjien puoluevalintoja ohjaavat myös heidän arvonsa ja asenteensa. Perinteisesti työväenluokkaäänestämiseen liitetty vasemmistolainen sosioekonominen orientaatio, on kuitenkin tulosten valossa yhä harvemmin löydettävissä työväenluokan äänestyspäätösten taustalta. Tulosten valossa mihinkään työväenluokkaryhmään kuuluminen yhdistettynä sosioekonomiseen orientaatioon ei lisää todennäköisyyttä äänestää mitään tarkasteltua puoluetta. Arvoista ja asenteista EU-kriittisyys yhdistettynä mihin tahansa työväenluokkaryhmään erottuu selvästi useimmiten puoluevalintoja selittävänä tekijänä. Tämän lisäksi konservatiivisen sosiokulttuurisen orientaation havaitaan lisäävän todennäköisyyttä äänestää Suomen Keskustaa tai Perussuomalaisia ammatillisen työväenluokan ( occupational working class ) keskuudessa. Kyse on sellaisista työväenluokkaisista äänestäjistä, jotka toimivat työntekijäammateissa, mutta samastuvat alempaan keskiluokkaan, keskiluokkaan tai ylempään keskiluokkaan. Kaiken kaikkiaan tulokset osoittavat, että perinteistä työväenluokkaäänestämistä ilmenee yhä edelleen 2000-luvun Suomessa, mutta työväenluokan äänet jakautuvat useamman puolueen kesken. SDP:n ja Perussuomalaisten ohella työväenluokka antaa 2000-luvulla äänensä niin Vihreälle Liitolle, Vasemmistoliitolle kuin Suomen Keskustallekin. Keskeinen löydös on, että Perussuomalaiset onnistuu kilpailemaan kaikkien kolmen tutkimuksessa muodostetun työväenluokkaryhmän äänistä. Täten työväenluokkaryhmien siirtyminen Perussuomalaisten äänestäjiksi ei juurikaan riipu heidän koulutustasostaan, ammatistaan tai luokkasamastumisestaan. Tulokset osoittavat myös, että kesällä 2017 tapahtuneesta sisäisestä kahtiajaostaan huolimatta Perussuomalaiset on puolueena kyennyt jatkamaan tätä trendiä. Vaikka EU- kriittisyys linkittyy myös muiden puolueiden äänestämiseen työväenluokkaisten äänestäjien keskuudessa, Perussuomalaiset on epäilemättä onnistunut kanavoimaan EU-kriittiset äänet taakseen. Äänestäjien luokka-asemien perusteellinen ja moniulotteinen analysointi tarjoaa tärkeää uutta tietoa luokkaäänestämisen malleista ja mekanismeista. Tämän tutkimuksen kontribuutio laaja-alaiseen luokkaäänestämistä käsittelevään tutkimukseen piilee nimenomaan sen soveltamassa kaksiulotteisessa lähestymistavassa työväenluokkaisen aseman määrittelemiseen. Lisäksi tutkimus yhdistää kaksiulotteisen näkökulman arvoihin ja asenteisiin. Tutkimuksen keskeinen argumentti on, että mikäli jokin kolmesta tekijästä – objektiivinen luokka-asema, subjektiivinen luokka-asema tai äänestäjän arvot ja asenteet – jätetään pois tarkastelusta, luokkaäänestämisen keskeiset mekanismit jäävät pimentoon. Tulevaisuuden luokkaäänestämistä tarkastelevien tutkimusten on tärkeää ottaa huomioon nämä kaikki kolme tekijää. ; Traditionally, voters' class positions have determined their party choices in Western democracies. At the same time, social class has been considered being the most significant political cleavage of which political parties have conventionally emerged in the West-European multi-party systems. Class cleavage has emerged from the industrial revolution based on the labour market confrontation between workers and owners. The cleavage has been so divisive and has resulted in the formation of various political organisations especially at the worker-side. Meanwhile, Labour Unions, Social Democratic (SD) parties and socialist parties were formed. Since the late 1980s, numerous studies have claimed that voters' class has become an irrelevant determinant of electoral behaviour. This trend has been related to working-class voters, whose occupational position is regarded becoming gradually a weaker predictor of their voting behaviour than in the past. At the macro level, this weakening trend has been explained by a decline in the relative proportion of the working class. The share of blue-collar employees has decreased significantly in the past few decades in advanced industrialised democracies. For example, in Finland, the share of blue-collar employees has decreased by almost 20 percentage points from the 1970s to the 2010s. The declines in class voting have been linked to the political parties' disintegration, reconfiguration of society, and large-scale societal change in the Western world. Globalisation, the rising level of education, unstable working-life conditions, and the ageing population have been the most common societal explanations for the change in the political sphere. Despite the relative decrease, some previous studies have indicated that the working class is still relevant and has not lost its significance as a determinant of voting behaviour to same extent in the Nordic countries as in other Western democracies in the 21st century. Moreover, the societal change, its consequences, and declining trends in class voting have motivated scholars to consider the subjective approach to voters' class positions. Typically, scholars who have focused on the subjective approach, i.e., class identification, have considered the declining trend in class voting more carefully. This study aims to provide new knowledge on the Finnish working class' voting behaviour, party attachment, and attitudinal orientations from the perspective of class voting in 21 st century Finland. It originates from two observations on the Finnish electorate and party system in the 21 st century. The first observation relates to the continued significance of class identification among the Finnish electorate. Considerable majority of eligible voters identify with a specific social class, despite ongoing debates over the decreasing significance of social classes to voting preferences. The second observation relates to the notable changes, which have occurred in the Finnish party system in the 21 st century. A good example of this is a large share of working-class voters who switched from the SDP to the Finns Party in the 2011 parliamentary election. This study integrates these two separate observations together by studying the mechanisms of working-class voting from the perspective of class (in)congruence and voters' attitudinal orientations. As such, the study discovers how the working-class votes in 21st century Finland. The research problem is built on analysing working-class voting from the perspective of a two-dimensional approach to voters' class positions, i.e., class (in)congruence. The study formulates three groups of working-class voters by considering voters' occupation and class identification. The first group, the traditional working class , consists of blue-collar employees with working-class identification. The second group, the occupational working class, is blue-collar employees who do not have working-class identification, but they identify with the lower-middle, middle, or upper-middle class. The third group, the ideological working-class, consists of those who are not blue-collar employees by their occupation but have working-class identification. In addition, the study considers the working-class voters' attitudinal orientations, the significance the previous research has highlighted with regard to determining voting decisions in the 21 st century. The datasets used for the analyses are the 2003-2019 Finnish National Elections Studies (FNES). The first part of the study's threefold analysis focuses on finding factors that explain class incongruence and congruence among the three working-class groups. The results show that class of the childhood home, the level of education, and spouse's occupation are the most significant factors that explain both class incongruence and congruence. Above all, working-class childhood home is the most significant factor that explains working-class identification. The second analysis examines the extent to which three working-class groups differ from each other based on their attitudinal orientations, i.e., the extent that class (in)congruence affects attitudinal orientations. The results show that the three working-class groups differ from each other by their socioeconomic and sociocultural orientations. The ideological working-class is more leftist based on their socioeconomic orientation than the traditional or the occupational working class. In addition, the results show that the occupational working class has a more conservative sociocultural orientation than the traditional and ideological working class. From the outcome of the results, all three working-class groups have more opposing attitudes towards the EU than other voters. The third analysis combines the previous analyses and examines the extent that party choices among the Finnish working-class voters are influenced by the class (in)congruence and the voters' attitudinal orientations. Moreover, the last analysis aims to discover the extent the class (in)congruence affects directly working-class voters' party choice or indirectly via the working-class voters' attitudinal orientations. The findings indicate that the working-class' voting patterns are multidimensional and cannot be defined as simple class-party ties in 21 st century Finland. The traditional left-wing parties, the SDP, and the Left Alliance, are still parties, to which working-class voters give their votes in general. This study shows that the party choices of the Finnish working class is determined by their attitudinal orientations. In spite of this, the leftist socioeconomic orientation, which is traditionally linked to working-class voting, is increasingly less common determinant of party choice among the Finnish working class. The results show that belonging to a particular working-class group and having a particular socioeconomic orientation do not increase the likelihood of voting any of the six parties under study. Instead, there can be distinguished an indirect effect on party choice, which goes via opposing attitudes towards the EU among each working class group. In addition, belonging to the occupational working class has an indirect effect on voting both for the Centre Party and the Finns Party via conservative sociocultural orientation. Overall, the results indicate that traditional working class voting still occurs in 21 st century Finland, but the votes of the working class tend to be shared between several parties. Along with the SDP and the Finns Party, Finnish working-class voters give their votes to the Green League, the Left Alliance, and the Centre Party. One important finding is that the Finns Party is, however, able to compete for the votes of the working class among each of the three working-class groups. The party can gather support from all working-class groups despite their class identification, occupation, or level of education. The findings also show that despite the split of the Finns Party in June 2017, the split fails to reduce the party's popularity among the working-class voters. Moreover, the EU criticism has moved working-class voters closer to the Finns Party. While the opposing views about the EU have been linked to voting for the other parties as well, the Finns Party has undoubtedly managed to channel particularly these types of votes among the working-class voters. The findings show that working-class voting still occurs in 21 st century Finland revealing that when a comprehensive approach is applied to the voters' class positions, important knowledge on the patterns and mechanisms of class voting is provided. The study contributes to the vast literature on class voting by applying a two-dimensional approach to voters' class positions and combining it with the voters' attitudinal orientations. If one of the three factors—objective class-position, subjective class-position, and attitudinal orientations—is not examined, then the essential mechanisms of class voting remain undiscovered. Future class-voting studies should consider all subjective class indicators, the voter's occupation, and voters' attitudinal orientations.
The Meuse is an international river that has been used by man for centuries and it is still the main source of drinking water for large cities in Belgium and the Netherlands. In fact, water quantity and quality have been a major issue between the various riparian countries and political regions. Many kinds of data have been generated in the past decades on various aspects of the river: (a) hydrology for the need of predicting and controlling floods; (b) water chemistry in the context of water pollution assessment and control; and (c) biology and ecology for water quality assessment and studies on aquatic biodiversity community dynamics and ecosystem function. ; Peer reviewed
Medical artificial intelligence (AI) systems have been remarkably successful, even outperforming human performance at certain tasks. There is no doubt that AI is important to improve human health in many ways and will disrupt various medical workflows in the future. Using AI to solve problems in medicine beyond the lab, in routine environments, we need to do more than to just improve the performance of existing AI methods. Robust AI solutions must be able to cope with imprecision, missing and incorrect information, and explain both the result and the process of how it was obtained to a medical expert. Using conceptual knowledge as a guiding model of reality can help to develop more robust, explainable, and less biased machine learning models that can ideally learn from less data. Achieving these goals will require an orchestrated effort that combines three complementary Frontier Research Areas: (1) Complex Networks and their Inference, (2) Graph causal models and counterfactuals, and (3) Verification and Explainability methods. Unlike almost most other studies of neoliberal universities and academic capitalism this book ethnographically explores and interprets those transformations and their contradictions empirically in the everyday practices of students, faculty members, and administrators at two public universities: NTNU in Norway and UCLA in California.Differently situated in global political economies, both are ambitious, prosperous campuses. The book refl exively examines their disturbing disputes about quality, competition, and innovation. It argues that some academic, bureaucratic, and corporate university governance practices are both unsustainable and undermining what some university students and faculty already do well: circulate interdisciplinary knowledge and its making globally across the diasporic domains of academia, society, industry, and government while addressing the world's immediate challenges: power, inequities, and sustainability.It shows the important, strategic work of domesticating, co- morphing, and meshworking at the faultlines of emerging knowledge. La educación como cualquier otro servicio de carácter público, es un derecho que el Estado otorga a través de sus instituciones, regulado por un Marco Jurídico, constituido por normas de observancia obligatoria, para gobernantes como para gobernados, por lo que, su cumplimiento se traduce a partir de las disposiciones emitidas por la autoridad competente, en cuyo discurso se encuentran dos premisas indisolubles: el filosófico y el político, en el primero de éstos, se plasma el deber-ser construido a partir de las aspiraciones del sentido humano por alcanzar una vida digna, donde el respeto, la tolerancia, la bondad y la honestidad, figuran como el estandarte ético, con el que ha de educarse a la ciudadanía y con el que habrá de formarse cada uno de los individuos, mientras que el aspecto político suscribe al consenso de las mayorías, como el fundamento de la legitimidad para instituir los principios legales, que habrán de traducirse en ordenamientos para mantener el orden y los procedimientos, para el cabal cumplimiento de las necesidades públicas. En este sentido, corresponde al Artículo 3° Constitucional, ser la norma suprema a través de la cual, se ha de normar para operar los servicios educativos en todos sus tipos y modalidades, en cuya conformación histórica, nos revela la inseparable presencia filosófica y política en su discurso, como un prototipo ideológico del Estado de Derecho, sin embargo, no es la norma su cuestión absoluta, sino su grado de cumplimiento, dado los alcances de su operación, por ello, en este artículo se presenta de manera general, el proceso de evolución y cambio que ha sufrido, durante su desarrollo. Classical works on authoritarian politics mostly considered political institutions under nondemocratic regimes as mere window dressing. Yet, contemporary works dispute that idea and argue that political institutions are used to facilitate survival in power. This dissertation explored how political institutions are manipulated by the political class and the potential factors why this has contributed to political instability and lack of survival in power in Guinea-Bissau from 1994-2019, differently from what we observe in other non-democratic societies. To achieve this goal, qualitative methods and thematic analysis were carried out with three major themes emerging. First, the manipulation of institutions for survival; second, the use of institutions for co-optation and the challenges of power-sharing; third, credible threat in relation to minimization of loss. Findings of this work show the following; first, institutions in Guinea-Bissau; the legislature and political parties are the root causes of instability rather than survival. Second, leaders do co-opt potential opponents but they do not redistribute rent and power sufficiently to ensure that co-optation eliminates the risk of coups. Third, political parties are important but with weak structures, very vertical and unable to distribute rent and to anticipate threats. Fourth, political parties pose credible threats to each other due to their use of military force but access to government and parliamentary or party positions are not a guarantee that opponents will not try to oppressively remove leaders from power. Therefore, the risk of manipulating institutions for survival comes with threats, and these threats have been the driven force for instability since 1994. ; A maioria dos clássicos sobre política autoritária considerava as instituições políticas em regimes não-democráticos como mera fachada. No entanto, as obras contemporâneas tendem a disputar essa ideia e argumentam que as instituições políticas são usadas para facilitar a sobrevivência no poder. Esta dissertação explora a forma como as instituições políticas são manipuladas pela classe política e os possíveis fatores que fazem com que as instituições contribuam para a instabilidade política e a falta de sobrevivência no poder na Guiné-Bissau entre 1994-2019 contrariamente ao que se sucede na maioria dos regimes não democráticos. A fim de alcançar este objetivo, foram utilizados métodos qualitativos e uma análise de três grandes temas. Primeiro, a manipulação de instituições para a sobrevivência; segundo, a utilização de instituições para a cooptação e os desafios da partilha de poder; terceiro, a ameaça credível em relação à minimização da perda. Os resultados deste trabalho mostram o seguinte: primeiro, as instituições na Guiné-Bissau, o parlamento e os partidos políticos são as causas profundas da instabilidade e não da sobrevivência; segundo, os líderes cooptam potenciais opositores mas não redistribuem suficientemente a renda e o poder para assegurar que a cooptação elimina o risco de golpes de Estado; terceiro, os partidos políticos são importantes mas têm estruturas fracas, muito verticais e incapazes de distribuir a renda e de antecipar ameaças; quarto, os partidos políticos representam ameaças credíveis entre si devido ao uso da força militar mas o acesso ao governo e as posições parlamentares ou partidárias não são garantia de que os opositores não tentem remover opressivamente os líderes do poder. Por conseguinte, o risco de manipulação das instituições para sobreviver no poder vem com ameaças, e estas ameaças têm sido a força motriz da instabilidade desde 1994.
Insufficiency of water resources in the Middle East Region represents vital factors that influence the stability of the region and its progress. Expectations indicate that the condition will be dimmer and more complicated, especially in Iraqi territory. Iraq, which is situated in the Middle East, it covers an area of 433,970 square kilometers and populated by about 32 million inhabitants. Iraq greatly relies in its water resources on the Tigris and Euphrates Rivers as a surface water resources, and several productive groundwater aquifers in which from the hydrogeological point of view divided into several major aquifer units including Foothill, Al-Jazira, Aquifer System, Mandali-Badra-Teeb, Mesopotamian and Desert Aquifer system. Recently, Iraq is suffering from water shortage problems. This is due to external and internal factors affecting the water quality of water resources; they are controlled and uncontrolled factors. The uncontrolled factors are climate change and its consequences, such as reduction of precipitation and temperature increasing. The controlled factors have a significantly negative influence on water resources, but their effects involve more specific regions. The controlled factors are mainly represented by building dams and irrigation projects within the upper parts of the Tigris and Euphrates catchments, Al-Tharthar Scheme, waste water, solid wastes and wastes from wars, which has a significant effect on surface water in Iraq because about 80% of the water supply to Euphrates and Tigris Rivers come from Turkey. In addition, the pressures resulting from the high demand for water resources, and the continued decline in their quantity rates have led to major changes in the hydrological condition in Iraq during the past 30 years. The decrease in surface water levels and precipitation during these three decades reflects the drop in the levels of water reservoirs, lakes, and rivers to the unexpected levels. The level of main country's water source, Tigris, and Euphrates Rivers has fallen to less than a third of its natural levels. As storage capacity depreciates, the government estimates that its water reserves have been reduced precariously. According to the survey from the Ministry of Water Resources, millions of Iraqi people have faced a severe shortage of drinking water. Since of the importance of water for human life and the need to monitor temporal and spatial changes in quality and quantity, there is a need to develop a general Iraqi Water Quality Index (Iraq WQI) to monitor surface water and groundwater and classify it into five categories, very good, good, acceptable, bad and very bad, in terms of suitability for domestics, irrigation and agriculture depending on the Iraqi and WHO standards for drinking water. In addition, strict establishment for the regular quantitative monitoring surface water and groundwater setting and processes. Prospects are more negative for all riparian countries. This implies that solving these problems requires actual and serious international, regional, and national cooperation to set a prudent plan for water resources management of the two basins. The Gnassingbé clan has ruled the country since 1967. The demand for political alternance, initiated by institutional and electoral reforms, constituted the major contentious issue between the government and the challengers of the Gnassingbé regime throughout the survey period. The legislative elections of 20 December 2018, boycotted by the major opposition parties, resulted in an easy victory of the ruling party. The first local elections since more than 30 years took finally place on 30 June 2019 and resulted in the victory of the ruling party. Shortly afterwards, in February 2020, the President won also the disputed presidential elections and even consolidated his power, assisted by the loyal army and security services. The outbreak of the Corona epidemic in Togo in April and the subsequent economic recession may have contributed to limit popular protest against the Gnassingbé regime. The human rights record of the government has improved but remains poor. Despite undeniable improvements to the framework and appearance of the regime's key institutions during the review period, democracy remains far from complete. However, the international community, notably Togo's African peers, the AU and ECOWAS, followed a 'laissez-faire' approach in the interests of regional stability and their national interests in dealing with Togo. Economic growth remained stable at about 5% per annum (before Corona). Public investment in infrastructure and increases in agricultural productivity, notably of export crops, had been the key drivers of economic growth. However, growth remains vulnerable to external shocks and the climate and has not been inclusive. Positive growth was overshadowed by increasing inter-personal and regional inequality as well as an increase in extreme poverty. Moreover, money-laundering, illegal money transfers and trafficking grew alarmingly. La revendication d'alternance politique, initiée par des réformes institutionnelles et électorales, a constitué le principal litige entre le gouvernement et les challengers du régime Gnassingbé tout au long de la période d'enquête. Les élections législatives du 20 décembre 2018, boycottées par les principaux partis d'opposition, se sont soldées par une victoire facile du parti au pouvoir. Les premières élections locales depuis plus de 30 ans ont finalement eu lieu le 30 juin 2019 et ont abouti à la victoire du parti au pouvoir. Peu de temps après, en février 2020, le président a remporté également les élections présidentielles contestées. Par cela il a même consolidé son pouvoir, aidé par l'armée fidèle et les services de sécurité. Malgré des améliorations indéniables du cadre et de l'apparence des principales institutions du régime pendant la période à l'examen, la démocratie reste loin d'être achevée. Cependant, la communauté internationale, notamment les pairs africains du Togo, l'UA et la CEDEAO, ont suivi une approche de «laissez-faire» dans l'intérêt de la stabilité régionale et de leurs intérêts nationaux face au Togo. La croissance économique est restée stable à environ 5 % par an (avant Corona). Les investissements publics dans les infrastructures et les augmentations de la productivité agricole, notamment des cultures d'exportation, ont été les principaux moteurs de la croissance économique. Cependant, la croissance reste vulnérable aux chocs externes et au climat, et le développement n'a pas été inclusive. La croissance positive a été éclipsée par l'augmentation des inégalités interpersonnelles et régionales ainsi que par une augmentation de l'extrême pauvreté. Die von den großen Oppositionsparteien boykottierten Parlamentswahlen vom 20. Dezember 2018 führten zu einem leichten Sieg der Regierungspartei. Die ersten Kommunalwahlen seit mehr als 30 Jahren fanden schließlich am 30. Juni 2019 statt und führten zum Sieg der Regierungspartei. Kurz darauf, im Februar 2020, gewann der Präsident auch die umstrittenen Präsidentschaftswahlen. Somit festigte er sogar seine Macht, unterstützt von der loyalen Armee und den Sicherheitsdiensten. Der Ausbruch der Corona-Epidemie in Togo im April und die anschließende wirtschaftliche Rezession haben möglicherweise dazu beigetragen, den Protest der Bevölkerung gegen das Gnassingbé-Regime zu begrenzen. This chapter will offer an overview of research on the pronominal system in specialized corpora in Spanish, with a focus on personal pronouns (including person reference through verb morphology), neuter pronouns and demonstrative pronouns. The chapter will deal both with the forms used as well as with the functions these pronouns may fulfill in a variety of specialized corpora. First, the chapter will offer an overview of the variety of forms involved, taking into account the pluricentric nature of the Spanish language and its impact on the paradigms and frequency of the pronouns included in this chapter. Further, I will present the research that has been carried out on the way in which the selected pronouns function in specialized corpora. Given the influence of production and the possibilities for retransmission in the use of deictics and demonstratives, a distinction will be made between spoken, written and digital corpora. Thus, a variety of discourses will be considered, including educational, scientific, professional, political discourses. This section will be followed by a functional approach to the pronouns under consideration, which will allow for showing the diversity of interactive, argumentative and discursive functions the pronouns may fulfill. This overview will furthermore allow for showing the contribution of these pronouns to the creation or strengthening of discursive cohesion and of interactional relations, as well as to identity construction in the context of specialized corpora. Finally, I will point out some aspects that have received less attention in the research on the way these pronouns function in Spanish, in order to suggest avenues for future research. ; Este capítulo brinda un panorama de la investigación sobre el sistema pronominal en corpus especializados en español, centrándose en los pronombres personales (incluyendo la referencia de persona mediante la morfología verbal), los pronombres neutros y los pronombres demostrativos. Tratará tanto de las formas utilizadas como de las funciones que pueden desempeñar dichos pronombres en una variedad de corpus especializados. En primer lugar, el capítulo ofrece un panorama de la variedad de formas, prestando atención al carácter pluricéntrico del español y su impacto en los paradigmas y la frecuencia de los pronombres en cuestión. Se detalla luego los trabajos hechos sobre el funcionamiento de los pronombres seleccionados en corpus especializados. Visto la influencia del modo de producción y de las posibilidades de retransmisión en el uso deícticos y demostrativos, se distinguirá entre corpus orales, escritos y digitales. Este panorama permite, asimismo, mostrar la contribución de los pronombres a la creación o el refuerzo de la cohesión discursiva o de la relación interaccional, o a la construcción identitaria en el marco de los corpus especializados. En último lugar, se apuntan aspectos menos tratados en la investigación del funcionamiento de dichos pronombres en corpus especializados en español y se sugieren de esta forma pistas para investigaciones futuras.

Este trabajo reclama la pertinencia de una práctica epistemológica feminista de la conciliación, capaz de aunar sensibilidades y quehaceres modernos y posmodernos. Esta mirada conciliadora permite abordar en su amplia complejidad las relaciones entre las dimensiones macroestructurales, mesoinstitucionales y microencarnadas de las vidas de las mujeres, así como transitar los actuales debates en torno a la (in)validez de las categorías de género y mujer. Para ello, se toma como referencia de partida la Teoría del Punto de Vista de Sandra Harding, paradigma de la nueva epistemología feminista y foco de discrepancias científicas y políticas entre los propios feminismos. A partir de la propuesta de Harding, se analizan críticamente las tensiones feministas que esta teoría plantea y que apuntan hacia ciertos riesgos esencialistas y universalistas y, al mismo tiempo, hacia posibles derivas individualistas o relativistas. Se sugiere entonces el encuentro de esta Teoría del Punto de Vista con un enfoque posmoderno que la complejice y actualice al calor de las actuales discusiones feministas. Ya desde este punto de vista posmoderno, se plantean una serie de enmiendas para afinar la mirada epistemológica feminista: enfrentar el relato único sobre las mujeres a partir de sus diversas experiencias; explorar las distintas experiencias encarnadas para conectarlas y analizarlas en contexto, esto es, sujetas a las relaciones estructurales de poder; sustituir el privilegio epistémico automático por una preferencia crítica y argumentada por las experiencias y relatos de las mujeres; y, finalmente, poner en valor las experiencias y relatos de la propia investigadora para orientar el estudio y, también, exponer los privilegios y limitaciones de su punto de vista. ; This essay claims the relevance of a feminist epistemological practice of conciliation, capable of bringing together modern and postmodern sensibilities and works. This conciliatory gaze makes it possible to address the relationships between the macro-structural, meso-institutional and micro-incarnate dimensions of women's lives in their broad complexity, as well as to go through the current debates on the (in)validity of the categories of gender and woman. To this end, Sandra Harding's Standpoint Theory, a paradigm of the new feminist epistemology and the focus of scientific and political discrepancies between feminisms themselves, is taken as a starting point. Based on Harding's proposal, a critical analysis is made of the feminist tensions that this theory raises. These tensions point to certain essentialist and universalist risks and, at the same time, to possible individualist or relativist drifts. It is then suggested that this Standpoint Theory should meet with a postmodern approach that would make it more complex and update it in the eyes of current feminist discussions. From this postmodern standpoint, a series of amendments are proposed to refine the feminist epistemological gaze: to confront the single narrative about women from their diverse experiences; to explore the different embodied experiences to connect and analyse them in context, that is, subjected to structural power relations; to replace automatic epistemic privilege with a critical and argued preference for women's experiences and narratives; and, finally, to value the experiences and stories of the researcher to guide the study and, also, to expose the privileges and limitations of their own point of view.
Palestiinalaispakolaiset ovat eläneet pakolaisleireillä jo seitsemän vuosikymmentä. Heidän pakolaisuutensa juontuu vuodesta 1948, jolloin Israelin valtion perustamisen yhteydessä enemmistö alueen palestiinalaisesta väestöstä joutui pakenemaan kotiseuduiltaan. Vuosikymmenten aikana pakolaisleirit ovat tulleet osaksi Lähi-idän maisemaa, ja niillä on kasvanut ja elänyt jo useita palestiinalaissukupolvia. Leirien pitkästä historiasta huolimatta niitä on kuitenkin pidetty väliaikaisina; määritelmällisesti leiri on aina olemassa vain rajatun ajanjakson ja palestiinalaisten kansallisissa narratiiveissa, jotka painottavat paluuta Palestiinaan, niitä ei ole ajateltu pysyvinä asuinpaikkoina. Käytännössä leirit kuitenkin muodostavat olosuhteet, joissa palestiinalaispakolaiset elävät arkeaan ja rakentavat tulevaisuuttaan. Pitkän historiansa, ainutlaatuisen institutionaalisen viitekehyksen sekä palestiinalaisten poliittiseen kamppailuun linkittyvien merkitysten takia leirit luovat omanlaisensa puitteet niillä asuvien pakolaisten elämälle. Tässä tutkimuksessa en silti tarkastele vain leirejä itsessään vaan lähestyn niiden kautta sitä, miten niillä asuvat palestiinalaiset neuvottelevat tulevaisuudentoiveitaan. Tämä etnografiaan pohjaava tutkimus on toteutettu Libanonissa, Jordaniassa ja Länsirannalla usealla eri pakolaisleirillä. Valitsin monikenttäisen lähestymistavan sillä lähtöoletuksella, että pakolaisuuden konteksti vaikuttaa merkittävästi siihen, miten tulevaisuuksia kuvitellaan. Palestiinalaispakolaisten asemamassa onkin merkittäviä eroja näillä kolmella alueella: Libanonissa he elävät ilman kansalaisuutta ja sen tuomia oikeuksia, Jordaniassa enemmistö pakolaisista on samanaikaisesti sekä maan kansalaisia että pakolaisia ja Länsirannalla palestiinalaispakolaiset joutuvat muiden länsirantalaisten tavoin kohtaamaan Israelin väkivaltaisen miehityspolitiikan. Näiden kontekstuaalisten erojen ja niiden vaikutusten ymmärtäminen on ollut tutkimuksen keskiössä. Tutkimuksen lähtöoletuksena on lisäksi ontologisen hermeneutiikan mukaisesti se, että tulevaisuuden tarkastelu ei ole mahdollista ilman, että ymmärtää menneen, nykyisyyden ja näiden välisen suhteen. Tästä syystä käyn läpi eri kentillä asuvien palestiinalaisten historiaa ja etenen leirien nykyolosuhteiden tarkasteluun. Nämä ajallisuudet luovat pohjan pakolaisten tulevaisuudentoiveiden ymmärtämiselle. Palestiinalaispakolaisten historia on täynnä väkivaltaa, pakenemista ja jatkuvaa epävarmuutta, ja pakolaisleirit ovat tilana tiivistäneet pakolaisuuteen liittyvät vaikeudet niin historiallisesti kuin nykyäänkin. Materiaaliset olosuhteet, ahtaus, suhde ympäröivään paikkaan ja yhteisöön sekä leirin identiteetilliset ja poliittiset konnotaatiot ovat kaikki vaikuttaneet siihen, miten tähän tutkimukseen osallistuneet palestiinalaispakolaiset kokivat elinolosuhteensa. Leirien ei koettu pystyvän tarjoamaan toivottua elintasoa, mutta samanaikaisesti ne muodostivat merkityksellisen yhteisön, johon liitettiin useita positiivisia ominaisuuksia. Leirit muodostivat myös osan pakolaisten poliittista identiteettiä: ne muistuttivat niillä asuvien pakolaisuudesta ja muodostivat linkin Palestiinaan ja siten ylläpitivät vaatimusta paluuoikeudesta. Kuitenkin, näistä positiivisista puolista huolimatta, elettyinä tiloina leirit eivät pystyneet luomaan toivottuja puitteita arjelle. Tässä tutkimuksessa painottuu myös se, että Libanonissa, Jordaniassa ja Länsirannalla tarjolla olleet mahdollisuudet eivät useinkaan riittäneet toivotun tulevaisuuden saavuttamiseen. Maastamuutto olikin monelle tapa kuvitella parempaa tulevaisuutta niin itselle kuin perheelle, erityisesti Libanonissa ja Länsirannalla. Parempaa tulevaisuutta neuvoteltiin useita eri reittejä, ja tässä tutkimuksessa keskityn erityisesti koulutuksen, työn ja naimisiinmenon tarjoamiin mahdollisuuksiin. Vaikka myös kansalliset tulevaisuudet, Palestiina ja paluuoikeuden toteutuminen nousivat esiin näissä neuvotteluissa, ilmenivät ne kuitenkin abstraktimmalla tasolla ja eri aikajanalla, kuin tulevaisuudet, joilla haettiin parempia mahdollisuuksia saavuttaa henkilökohtaiset elämäntavoitteet ja helpotusta arjessa kohdattuihin vaikeuksiin. Palestiinalaispakolaisten tulevaisuuskäsitysten erityisyys on juuri henkilökohtaisen ja kansallisen tulevaisuuden välille muodostuvassa ristivedossa. Kansallisen narratiivin mukaan pakolaisten (erityisesti leireillä asuvien) oletetaan sisukkaasti odottavan paluuta, kestävän pakolaisuuden haasteet ja taistelevan kansallisten tavoitteiden puolesta. Samanaikaisesti pakolaiset kuitenkin pyrkivät parantamaan arkeaan, elinolosuhteitaan ja mahdollisuuksiaan tarjolla olevin keinoin. Etnografiassani painottui erityisesti tämä henkilökohtainen puoli ja se, että kansallisten tavoitteiden saavuttamisen ei koettu pystyvän tarjoamaan parannusta pakolaisuuden historian muovaamiin nykyolosuhteisiin riittävän nopealla aikataululla. Väitänkin, että henkilökohtaisten tulevaisuuksien ensisijaisuus heijastaa leireillä asuvien palestiinalaisten kohtaamia vaikeuksia: heidän asemansa ja tulevaisuutensa ei ole tarpeeksi turvattu, jotta he voisivat odottaa ja keskittyä kansallisten tavoitteiden ajamiseen. Sen sijaan palestiinalaispakolaiset ovat pakotettuja tarttumaan tällä hetkellä tarjolla oleviin vaihtoehtoihin ja pyrkimään niihin suuntiin, joissa mahdollisuudet parempaan elämään ovat tarjolla. ; Palestinian refugee camps have been housing Palestinians for seven decades. They were formed after 1948, when in the process of establishing Israel as a Jewish state the majority of Palestinians living in Mandatory Palestine were dispossessed. Over these decades, the camps have become a durable part of the Middle Eastern landscape, and several generations of refugees have already been born, and are living, in them. Despite the fact that Palestinian camps have also been framed as temporary, not only by definition but also in the national narratives stressing the right to return to Palestine, in practice the camps have become sites where lives are lived and futures built. Due to their long history, unique institutional framework, and strong connotation as centers of Palestinian political struggle, Palestinian refugee camps have their own specificities that affect how they frame the life of their dwellers. Yet, this dissertation is not an ethnography of the camps per se; the aim is rather to look through them in order to explore the manifold futures that are negotiated by the Palestinian refugees dwelling in them, and especially by those just reaching adulthood. This ethnographic study has been conducted in several refugee camps in Jordan, Lebanon, and the West Bank. A multi-sited approach was adopted with the presumption that the context of refugeeness affects the ways in which futures are imagined. Palestinian refugees have been positioned differently in these places: as stateless and excluded in Lebanon, as refugee-citizens in Jordan, and as being among their own people yet enduring the difficulties of the oppressive Israeli occupation in the West Bank. Understanding these contextual specificities in the different host sovereigns has hence been central to the aims of this work. In this dissertation I argue, in line with ontological hermeneutics, that it is not possible to explore the future without first addressing the differing pasts and present conditions of the refugees. Therefore, to understand these differing experiences of Palestinian refugees living under the three host sovereigns, I start by looking at the histories that form the present realities through which Palestinians look to, have hopes for, and plan for their futures. The histories of Palestinian refugeeness have witnessed violence, multiple displacements, and enduring uncertainty. In all the fields that were included in this research it was the camp that embodied the difficulties of being a refugee. The material living conditions, crowdedness, camp community, and relations with the surrounding area and society, as well as the identificational and political connotations, have all affected how the camps have been experienced as places of dwelling by my interlocutors. In many ways they were considered inadequate in terms of providing the hoped-for standards of living, yet simultaneously they formed a significant community that was viewed from a positive perspective, though more so in the West Bank and Jordan than in Lebanon. Nevertheless, while the camps functioned as a marker of Palestinian refugeeness, and were even equated with Palestine and the right of return, as everyday spatialities they left much to be desired. Similarly, this research shows that the possibilities available to the refugees under the host sovereigns were not usually enough for my interlocutors to achieve their aspirations. Hence many – especially in Lebanon and the West Bank, though for different reasons – have come to consider that emigration could fulfil their hopes and provide better conditions for them and their families. Better futures were negotiated via different routes – education, employment, and marriage being the ones explored here. While both return and the national future of Palestine also emerged in these negotiations, they were situated in a different, more abstract timeframe, not one that could provide better possibilities or enhancements in the deprived conditions faced in everyday life. The specificity of Palestinian refugees' negotiations on the future nevertheless emerges from this discrepancy between the national and the personal. On the level of national discourse, Palestinian refugees (especially those living in camps) are people steadfastly waiting for the return, enduring life in the camp and fighting for the national cause. However, on the level of the everyday, they are – as is anyone – aiming to improve their situation with the means available and, as became evident in my ethnography, in the present situation and in light of past experiences those means direct their attention somewhere other than to the political objectives they hold as Palestinian refugees. This, I claim, reflects the difficulties that Palestinian refugees living in the camps face: they are not in a secure enough position to have the luxury of "waiting out" or to concentrate on the political in its national manifestation. Rather, they are forced to negotiate the options at hand, to reach out in those directions where possibilities are available.
