The article provides an overview of international and Russian literature on the genesis and development of System Research in IR studies, demonstrates the emergence of System Research in Russia and in the world, the development of the general theory of systems. It is shown that at the fi rst stage, the representatives of natural sciences tried to identify the isomorphism between the international relations system and other systems (biological, physical). In this context, the attempts to form a general theory of international confl ict could be viewed. It is noted that at the beginning of the 1970s, these attempts ended unsuccessfully in general. The second area of international relations system modeling is related to the work of structural realists, primarily K. Waltz and M. Kaplan. Despite the fact that in their papers the verbal analysis dominates over the formal international relations system model, they have madea signifi cant contribution to the political science in perception of the systems theory. The paper also describes the system modeling in the context of the Neo-Marxist theory of international relations, fi rst and foremost, in the meaning of the I. Wallerstein's world-system theory. Special attention is paid to the systemic research crisis in the IR science at the turn of 1980-1990s, also due to a sharp change in the international situation, and the transition from a predominantly deterministic world of the Cold War to the post-bipolar non-equilibrium international system. The authors clearly reveal the evolution of the international relations perception in terms of the systems theory. They also illustrate the intensifi cation of the international system modeling in the XXIst century on the basis of a new methodology - via the use of the more sophisticated complexity theory (the theory of complex systems), as well as by adapting the sociological theory of structuration by A. Giddens in political sciences. Showing the most promising areas of the complexity theory practical application in the modeling of international relations - agentbased modeling and simulation of system dynamics, - the authors enumerate the most promising spheres for the system modeling in international studies.

If the beginning of the 21st century, with its rapid changes, somewhat led into deep confusion of the world in general and the country in particular, then the arisen is unknown from where Covid 19 and the so-called digitalization are already testing the strength of the human community once again and even more with tough manifestations. Target attitudes, formed over decades, are shifted in the criteria. Living preferences, built priorities, prevailing moral but ethical standards. Of course, the forms of social consciousness, among which economic science, if you use a generalizing term is crucial. And the history of countries with their various characteristics confirms this, as well as the fact that science itself is not represented is a set of dogmas or once and for all frozen truths. Economic science, reflecting, to one degree or another, the cyclically developing economic world, also changes its object, subject, methodological approaches, tools analysis.

The work considers topical issues of international economic relations of Uzbekistan. An analysis of the development of Uzbekistan's integration into the world economy is being conducted. The main government documents aimed at deepening economic reforms and structural reforms in the country's economy are given. A brief analysis of domestic economists and data of international economic bases formed the basis of this work. Political and economic relations as a basis for international cooperation in recent years have been reviewed and analyzed. Priority directions of the country's economy have been identified and the problems and prospects for the growth of Uzbekistan's international cooperation with neighbouring countries and Europe have been assessed. In conclusion, the conclusion is made about improving the functioning of market infrastructure and creating an effective market mechanism.

The scientiic and technological (S&T) development of the Russian Federation is one of the government top priorities. In the context of globalization, a clear image of the country's global S&T ranking can be helpful for decision making in science policy. The paper analyzes the main international statistical data banks which allow for cross-country comparisons of S&T capabilities and reviews various international rankings, including special innovation indices and rankings based on science and technology indicators, which provide opportunity to locate position of Russia in the global S&T and innovation landscape. The study is based on data from the World Bank, the Organization for Economic Cooperation and Development (OECD), UNESCO, international rankings relecting the countries' readiness for a knowledge-based economy: the Global Innovation Index, the Bloomberg Innovation Index, The IMD World Competitiveness, The Global Talent Competitiveness Index, the Networked Readiness Index. The article focuses on analysis of Russia's positions in international science, technology and innovation rankings. The discussion ends with the conclusion that despite rather high R&D expenditures and quality of human capital, R&D efectiveness and impact of S&T on the Russian economy are estimated as rather low.

In the article there is given a general overview of the sources of the international sport law, which is a new dynamically developing branch of law. The author underlines that international sport law unites norms of international law and national legislation regulating sport relations of international nature.

This article deals with the issues of regulation of property relations of spouses in private international law. The article deals with the conflict issues of marriage, as well as the contractual regime of a property of spouses. The article reveals the content of the Minsk and Chisinau conventions on property relations between spouses. In particular, the conventions say that the property relations between spouses are determined by the legislation of the Contracting Party in whose territory they live together. If the husband lives in one Contracting State and the wife in the other and both have the same nationality, the law of the country of which they are nationals governs their property relations. Attention is paid to bilateral agreements on legal assistance to States in the field of property relations between spouses. For example, such an agreement exists between Russia and Estonia, and it helps to resolve various property issues between spouses. The domestic legislation of different States regulates the issue of determining the regime of matrimonial property in different ways. For example, in the States of the Anglo-Saxon legal system and in most Muslim countries there is only a regime of separate property. On the contrary, in the States of the Romano-German legal system, preference is given to the regime of the common property of spouses, and it is possible to establish a different regime of property relations by agreement of the spouses. Battler's theoretical research focuses on the analysis of the problem of power in international relations, progress and agency. Present research article is an abridged version of the Chapter I. in collective monograph "System approach to the study of international relations". Research paper covers the system analysis of international relations in contemporary scholarly discourse. It focuses on the specificity of the system analysis approach in the study of international political processes; theoretical propositions/ "developments" and analytical approaches of American, European, as well as Russian and Chinese scholars to the study of international systems were mainly scrutinized in this paper.

This paper analyses the evaluation of Russia-China relations, Russia's external and domestic policies by contemporary Chinese political scientists. While a lot of research articles are being published on Russian-Chinese relations and Russian political circles have great expectations regarding the partnership with China, so far little attention has been given to the perception of Russia by the Chinese expert community. In this paper, the authors analyze contemporary Chinese political studies, which can contribute to a more realistic view on the prospects of Russia-China relations. This article is devoted to a problem of modeling of the language content of training of foreign students in Russian. Language knowledge in the form of the micromodule of the content of training in Russian as foreign represents knowledge of material units of language (its form, semantics, rules of the use and connection of these units in statements). Speech activity is impossible without abilities of operating by language knowledge which are an approximate basis of skills and abilities. One of problems of modeling of the language content of training consists in reducing structural variety of the learned language to limited number of structural and semantic units - models on the basis of which speech actions and use with which are based will approach foreign pupils to creation of statements, and through them - to language acquisition of professional communication. Modeling of the language contents allows to reduce objects of assimilation, that is the main units of the organization of a training material to foreseeable number. ; Данная статья посвящена проблеме моделирования языкового содержания обучения иностранных студентов русскому языку. Языковые знания в форме микромодуля содержания обучения русскому языку как иностранному представляют собой знание материальных единиц языка (его формы, семантики, правил употребления и соединения этих единиц в высказываниях). Речевая деятельность невозможна без умений оперирования языковыми знаниями, которые являются ориентировочной основой навыков и умений. Одна из задач моделирования языкового содержания обучения заключается в том, чтобы свести структурное многообразие изучаемого языка к ограниченному числу структурно-смысловых единиц - моделей, на основе которых строятся речевые действия и пользование которыми приблизит иностранных учащихся к построению высказываний, а через них - к овладению языком профессионального общения. Моделирование языкового содержания позволяет свести к обозримому числу объекты усвоения, то есть основные единицы организации учебного материала.

The article is devoted to the new status of judges in the system of separation of powers and the important role they play in the implementation of political power. The author finds the reasons for these changes in raising the level of legitimacy of judges while maintaining their constitutional and legal status. In the author's opinion, legitimacy and social acceptability of actions of a political actor is based simultaneously on the person's ideas about their duty to obey and their voluntary participation in solving common problems. As conditions of the power legitimacy, the author notes its ability to create legal norms, to proclaim moral values and to stabilize the political system. Having examined specific judicial decisions of the courts of France, Belgium and Canada, as well as the Court of Justice of the European Union over the past twenty years, the author comes to the conclusion about the availability of all three conditions of legitimacy of modern judges as political representatives of the people. They are closer to private persons than other political actors because they do not operate with abstract categories, but rather respond to specific complaints of citizens. At the same time, the author warns that there is a risk of preference of individual interests to the general interest in the judicial procedure which can lead to the rupture of social relations in a democratic society. The article presents the characteristics of political and legal views in ancient Greece, the reasoning of philosophers of the V–IV centuries BC about the formation of the state. The main treatises of Aristotle about the origin of the state are considered. In conclusion, it is concluded that all the teachings of Aristotle are used and studied in higher institutions around the world until now.

Автор подчеркивает, что в условиях глобализации не исчезают проявления национального самосознания. Наоборот, в разных регионах планеты, включая территорию бывшего СССР, проявляется стремление к поиску национальной идентичности в крайней форме, что может привести к фашизации политических систем в отдельных странах. Такие тенденции подрывают основы международной безопасности, поскольку в перспективе в мире могут появиться десятки новых государственных образований. К сожалению, современные международные институты не уделяют данной проблеме внимания, и процесс носит в основном стихийный характер. = The article analyzes the influence of nationalistic ideas on the content and character of international relations in the past and at present. The author emphasizes that the manifestations of national identity do not disappear under globalization. To the contrary, various regions of the planet including the former USSR territory, demonstrate intense search for national identity in extreme forms which can lead to political systems becoming fascist in some countries. Such trends undermine the basis of international security since they may result eventually in emergence of scores of new states. Unfortunately, contemporary institutions do not pay sufficient attention to these problems, so the process bears a spontaneous character.

This article assesses the impact of sovereign countries in global financial governance. It uses the methodology of international political economy that studies the interaction between political and economic processes in the international arena. It shows the dualistic nature of international financial institutions, which, on the one hand, represent intergovernmental organizations and, on the other hand, are financial institutions with financial goals. The author investigates the principles of sovereign equality, equitable geographical representation and equal (parity) representation of groups of countries with distinct interests in the International Monetary Fund (IMF), Group of 20 (G20) and Financial Stability Board (FSB). The IMF's decision-making mechanism is shown in detail, including its executive board and the recent redistribution of quotas among member states, with special attention on the formula for calculating quotas, its criticism and possible reform. The article shows the major causes of reducing the impact of the IMF and the formation of a new, globally distributed system of financial governance. The article shows the hierarchy (by function as well as by country representativeness) of the system of global financial governance, established by 2010. It discusses the leadership of countries according to quantity and to key indicators (revenues, assets and market capitalization) of global systemically important financial institutions (banks and insurance company). Based on countries' membership in the G7 and the G20, the FSB, IMF, Organisation for Economic Cooperation and Development, and Bank for International Settlements countries are designated as at the core, semi-periphery or periphery of the international financial system in the context of the world systems theory. The influence of the technical elite, prevailing in the international financial sector, as well as the qualitative composition (education) of its members are revealed. The article concludes that there is significant polarization in the international financial system (core and the socalled marginal majority). Unlike the IMF, the newly created global financial institutions of the G20 and FSB fully comply with the principles of equitable geographical representation and parity representation of states with distinct interests.

This article is devoted to the history of the Department of Political Science and Sociology of Political Processes of the Faculty of Sociology at Lomonosov Moscow State University. The stages of the organization and formation of the Department, the processes of teaching formation and methodological activities, which have occurred over the thirty-year history of the Faculty of Sociology, are considered, and the priority areas of the professors research works are outlined. ; Представленная статья посвящена историческому аспекту развития кафедры политологии и социологии политических процессов социологического факультета Московского государственного университета имени М.В.
