Involvement in citizenship and political participation of immigrant populations or populations of immigrant origin are often seen as important dimensions of the integration process into the settlement society. Investment in civic life is strongly influenced by the level of trust in institutions such as schools, public services and in particular the police. It is reflected, inter alia, in political participation. This will be addressed here by the inclusion on the electoral roll, an issue which was debated after the 2005 suburbs crisis, and by the political positioning of 'France de la Diversity'. ; L'implication dans la citoyenneté et la participation politique des populations immigrées ou d'origine immigrée sont souvent considérées comme des dimensions importantes du processus d'intégration dans la société d'installation. Après une longue période de désintérêt voire d'hostilité, de nombreux pays d'émigration tentent aujourd'hui de créer ou renforcer les liens avec leurs citoyens résidant à l'étranger en développant des institutions et en adoptant des politiques publiques spécifiques à leur égard. En l'espace de deux décennies, une majorité d'états dans le monde a ainsi autorisé le vote à distance des citoyens vivant à l'étranger aux élections du pays d'origine et certains ont même mis en place des mécanismes spécifiques de représentation et de consultation pour ces populations. Dans cet article nous nous interrogeons sur l'émergence d'une citoyenneté politique externe et les conséquences qu'elle a sur la participation citoyenne des migrants dans le pays de résidence. ; Following years of disinterest or hostility, many sending states are now trying to create or strengthen linkages with citizens residing abroad. To this end, states are adopting new policies and creating new institutions dedicated to emigrants. In the past three decades, a majority of states worldwide has adopted external voting legislation that enables citizens abroad to vote (and in certain cases be represented) in the home country without having to return. Comment le conflit ethno-linguistique opposant Flamands et Francophones en Belgique se répercute-t-il parmi les populations belges expatriées ? En s'appuyant sur les concepts de nationalisme de longue-distance et de transnationalisme, l'auteur étudie le transfert de clivages politiques du pays d'origine vers les communautés émigrées. Il examine les conditions dans lesquelles les associations d'expatriés belges ont été créées, rend compte du débat parlementaire sur le droit de vote à distance et compare les résultats électoraux entre électeurs résidents et expatriés. Ces analyses donnent lieu à deux conclusions majeures. D'une part, les émigrés sont une ressource utilisée par les partis politiques pour asseoir leur pouvoir sur la scène politique interne et d'autre part, l'opinion politique des expatriés évolue de façon similaire à celle des électeurs résidents. ; How does the ethno-linguistic conflict between Flemish and Walloons materialize itself among Belgian expatriate communities? Using the concepts of transnationalism and long-distance nationalism, this article studies the transfer of political cleavages among emigrant communities. To do so, I examine the conditions that led to the creation of Belgian emigrant associations abroad, I analyse parliamentary debates on the right to vote of expatriates in home country elections and I compare the electoral behaviour of expatriate and resident voters. This analysis leads me to two major conclusions. First, emigrants are resources that serve home country political parties to strengthen their position at home. Often studied in the context of political developments and the alleged shift from representative democracy to participatory democracy, participation is discussed here in terms of changes in our anthropological coordinates. The exigencies and expectations of participation are found in many areas that go beyond the political sphere, extending from the business world and its quality circles to the production of self-assembly kits calling for the buyer's assembly skills. This extension of the field of participation is based on a certain number of anthropological presuppositions which ascribe to actors the capacities and competencies they are supposed to have, unless they are invited to enhance them through empowerment strategies in the event that they are failing or insufficient. This paper argues that evaluating people and the configuration of many recent social mechanisms tend increasingly to adjust to this new anthropological paradigm. Such is the case for political participation, new social policies, empowerment training, educational objectives, and development and health policies. Returning more specifically to political participation, the paper shows how these new anthropological coordinates reconfigure by redrawing the division between ordinary and specialized expertise and, in this way, the balance between spaces in which participatory democracy can take place and those that remain confined to technocratic expertise. ; SCOPUS: ar.j ; info:eu-repo/semantics/published

In February and March 2007, we passed a survey on 1437 students from different schools in Liège, Belgium. This research is a replication of a research done in the same schools – but one – in 1990 by one of us. However, several questions were added to the 2007 questionnaire in order to apprehend the new dimensions that we developed over the last 17 years. The results which are presented here are only preliminary; further analyses are being undertaken. More sophisticated statistical methods are used to explore the two databases. ; En février et mars derniers, nous avons effectué une enquête auprès de 1437 jeunes dans diverses classes de Liège. Cette enquête reprenait le protocole d'une première enquête réalisée dans les mêmes écoles — à une exception près — en décembre 1990. Le question¬naire de 2007 a seulement été modifié pour tenir compte de l'expérience de 1990 et ajouter d'autres dimensions que nous avons développées au cours de ces 17 années de recher¬che sur les jeunes et leur intérêt politique. Nous espérons que les quelques résultats que nous sommes heureux de vous communiquer, de même que les comparaisons avec les résultats de 1990, sauront vous intéresser. Il ne s'agit encore, cependant, que de résultats préliminaires et nous comptons exploiter beaucoup plus largement ces deux riches banques de données — plus de 250 questions en 1990, 150 en 2007 — au cours des prochains mois. Des méthodes d'analyse statistique plus sophistiquées seront alors utilisées et un ouvrage sera publié.

While investigation on citizen participation abounds, what elected officials think about it remains relatively unexplored in the political science literature. Citizen participation is becoming institutionalised in public decision-making processes while, paradoxically, elected officials tend to temper their legitimacy. This article studies the meaning that elected representatives give to citizen participation through two participatory mechanisms of different nature (popular consultation and citizen panel) in the Belgian city of Ottignies–Louvain-la-Neuve. Based on a thematic analysis of interviews with local elected officials, this article suggests that political experience shapes the relationship of elected officials to citizen participation. Experience is understood, as Dewey points out, as the knowledge acquired by elected officials as a function of the surrounding conditions, here mainly partisan and institutional. The more the elected officials are socialised by their party, the more the elected officials and their party remain in power, the more they instrument participatory devices. ; Si les travaux sur la participation citoyenne foisonnent, ce que pensent les élus à son sujet demeure relativement peu exploré dans la littérature en science politique. La participation des citoyens s'institutionnalise dans les processus de décisions publiques alors que, paradoxalement, les élus tendent à tempérer sa légitimité. Cet article étudie le sens que les élus donnent à la participation citoyenne à travers deux dispositifs participatifs de nature différente (consultation populaire et panel citoyen), dans la ville belge d'Ottignies–Louvain-la-Neuve. Scholarly interest for the impact of technologies on democracy has raised in parallel to the decline of political participation. Technology has often been seen as either one of the causes of the crisis of representative democracy or as a powerful remedy to heal the negative externalities generated by party oligopolies. The study of the impact of new media in party politics or presidential elections dates back the forties (with the outgrowth of radio) and has evolved in cyclical waves until today, covering the emergence of television, the development of global telecommunications, the birth of internet and finally what's popularly called the Web 2.0. The notion of eDemocracy emerges from this dynamic, but is in a league of its own. There is no agreement on many of the terms that one needs to use to dissect its meaning. Scholars diverge on virtually every foundational concept: from the very definition of democracy and interactivity, to the core functions of political parties, to the definition of propaganda as opposed to political communication or to political marketing. As a consequence of this, there is little agreement on both what could be done in theory with eDemocracy and what is actually done in practice. A permanent tension exist between idealtypes and real types in this domain. The aim of this research is to prove this thesis with the largest and most global research unit of political parties web sites at the time of writing. The choice of an information architecture approach has allowed to cover some uncharted territory while providing a first set of data on the structures of the political web (in 2004-2005) for public scrutiny.
