Çok uluslu şirketlerin yaptığı sosyal yardımların gelişmekte olan ülkelere etkisi
1980'li yıllardan itibaren küreselleşmenin etkinliklerini zirvelerde gerçekleştirdiği görülmektedir. Bu süreçle paralel olarak uluslararası etkileşimlerde büyük artışlar yaşanarak, çok uluslu şirketlerin aktörleştiği ve diğer aktörler ile (sivil toplum örgütü, devlet ve uluslararası örgütler) bağımlılık ve güç ilişkisi kurduğu bir sistem var olmaktadır. Serbest piyasanın tüm dünyada yaygınlaşması ulus devletin etkinlikleri azaltarak yönetim tekelini kırmış ve çok uluslu şirketlerin hakimiyetinin genişlediği bir yapı oluşturmuştur. Finans piyasalarının dönüşüme dahil olması ile sermayenin uluslararası dolaşımı artmıştır. Bu durum çok uluslu şirketlerin yabancı yatırımları, küresel piyasada faaliyetleri sürdürebilmenin en önemli aracı olarak görmelerine neden olmuştur. Özellikle sermaye birikiminin yetersiz kaldığı gelişmekte olan ülkelerin kalkınması adına önemli olan doğrudan yabancı yatırımlar alternatif dış finansman kaynağı olarak görülerek, sorun çözümünde en değerli yol olmaktadır. Doğrudan yabancı yatırımların etkilerinin ülkeden ülkeye veya şirketten şirkete değiştiği görülmektedir. Her koşulda doğrudan yabancı yatırım gelişmekte olan ülke için önemli bir kaynak artışı sağlamaktadır. Gelişmekte olan ülkeler beklenilen etkin sanayinin kurulamaması üzerine çok uluslu şirketlerin bu ilişkide köprü görevini üstlenmesini olumlu bularak şirket faaliyetlerini teşvik etmektedirler. Yaşanılan bu ilişkide gelişmekte olan ülkelerin yapılarında büyük değişimler yaşanmakta ve ülke üzerinde baskı oluşturmaktadır. Bu durumda çok uluslu şirketler siyasal yapılar haline bürünerek devlet ile sermaye arasındaki ilişkilerin azalmasına neden olmuştur. Piyasada aktörlerin ulus devletin etkilerini negatif şekilde hissetmesi aktörlerin sivil toplum örgütleriyle işbirliklerini arttırmıştır. Bu işbirliğinin oluşmasının nedeni, devletin sosyal uygulamalarını azaltması ve şirketlerin sadece ekonomik faydayı değil sosyal faydayı da benimseme mecburiyetidir. Bu süreç bağlı kapitalizm kavramını oluşturmuş çok uluslu şirketler ile sivil toplum örgütlerinin birbirine bağımlı olduğu, birbirini etkilediği ve sistem içerisinde güç oluşturduğu ilişki bütünü var olmuştur. Kurulan işbirliği piyasa içi ve piyasa dışı pek çok avantajı taraflara sunmaktadır. Bu ilişkinin giderek güçlenmesi sosyal yardımların melez kurum (sivil toplum örgütü ile çok uluslu şirket bileşimi) üzerinden yapılmasına neden olmaktadır. Bağlı kapitalizmin daha çok gelişmekte olan ülkelerde var olma nedeni, sivil toplum anlayışının gelişmediği, demokrasinin içselleştirilemediği ve politik süreçlerden bağımsız olarak düşünülemeyen kurumsal sosyal sorumluluk anlayışının var olması bağlı kapitalizmi bu ülkelerde etkin kılmaktadır. Ayrıca devletin çok uluslu şirketin aktörlüğüne müdahale etme isteğinin çıkış noktası olarak görülen bu işbirliği, bağlı kapitalizmin bu ülkelerdeki etkisini arttırmıştır. Ülkelerdeki yönetim başarısızlıkları ve yönetim boşlukları sivil toplum örgütlerine ihtiyacı arttırarak bu bölgede işlerlik kazanmasına neden olmuştur. Gelişmekte olan ülkelerde krizlerin olumsuz etkilerinin daha fazla olması sivil toplum örgütlerinin işbirliğini tercih etmesinin nedenini oluşturmaktadır. Çok uluslu şirket ile sivil toplum örgütü işbirliği taraflar açısından karşılıklı değer yaratma süreci olarak tanımlanmaktadır. Bu değer yaratma sürecinde tarafların iki kurumdan ziyade tek bir kurum gibi hareket edildiği görülmektedir. Karşılıklı çıkarlar doğrultusunda etkinliklerini sürdüren melez kurum var olmaktadır. Bağlı kapitalizm kavramı, sivil toplum kuruluşu ve çok uluslu şirketlerin kapitalist sistem içerisinde ayakta kalabilmeleri adına karşılıklı çıkarlarının gözetildiği, güçlerin birleştirildiği sistemi ifade etmekte ve tüm dünyayı etkilemektedir. --- The impacts of globalization were observed on its peak point since 1980s. In parallel to this process, major increases were experienced in international interactions, and a system, in which multinational corporations became actors and established dependency and power relations with other actors (i.e. non-governmental organization, governmental and international organizations), came into existence. The spread of free market throughout the whole world has destroyed the monopoly in terms of management by reducing the effects of nation-state, and it generated a construct, in which the dominance of multinational corporations expanded. The circulation of the stock in international platforms has increased with the involvement of the finance market to this transformation. As a consequence of that, multinational corporations consider foreign investments as the most crucial tool to sustain transactions in the global market. First-hand foreign investments, which are important for the developing countries where the capital stock is insufficient, are seen as an alternative external financing source and become the most valuable way to the solution of the problem. It is seen that the effects of direct investments vary across different countries and corporations. In all circumstances, first-hand foreign investments provide the developing countries with a significant increase in sources. Due to not establishing an effective industry in developing countries, the bridging role undertaken by multinational corporations in this relationship is found positive and their operations are promoted. Major structural changes are experienced in the developing countries in this relationship and this condition generates a pressure on these countries. In this case, multinational corporations disguise in political structures and cause a decrease in the relationship between the government and the capital. Feeling the impacts of nation states in a negative way by actors in the market facilitates the corporation between the actors and non-governmental organizations. The reasons behind this corporation are the decrease in social execution by the government and the requirement of adopting not only an economical gain but also a social benefit. This process leads to the emergence of the term "dependent capitalism" and there exists an entirety of relation, in which multinational corporations and non-governmental organizations are dependent to each other, are affecting each other, and are generating power within the system. The cooperation provides advantages to each side in terms of external and internal market. The gradual consolidation of this relationship leads to providing the social assistance through a hybrid institution (which is the combination of a non-governmental organization and a multinational corporation). The reason why dependent capitalism mostly exists in developing countries is the institutional social responsibility perception which cannot be thought independent of political processes and in which sense of civil society does not improve, and the democracy is not internalized. Besides, this corporation, which is regarded as the starting point of the desire of interference of government to the multinational corporations, increases the effects of dependent capitalism in these countries. The administration failures and vacancies in these countries lead to the need for non-governmental organizations and to the functionality of these organizations in these regions. The dominant negative effects of crisis in the developing countries lead to the preference of non-governmental organizations for a cooperation. The cooperation between a multinational corporation and a non-governmental organization is defined as a process of creating reciprocal value in terms of each side. It is seen that these sides act as a single institution in this value-creation process rather than two different institutions. They are regarded as hybrid institutions which maintain their operations in accordance with their mutual benefits. The term "dependent capitalism" refers to a system, in which the non-governmental organizations and the multinational corporations look after their mutual benefits to maintain their existence and in which theyunify their strengths, influences the whole world.

Petrol ürünleri piyasasında devlet kontrolü ve idari müdahaleler ; State control and administrative interventions in the market for petroleum products
Petrol dünya yüzeyinde en fazla tüketilen enerji kaynağıdır. Dünyanın tüm ülkeleri için olduğu kadar Türkiye açısından da vazgeçilmez stratejik öneme haizdir. Küresel ve/veya bölgesel pek çok askeri ve siyasi gelişme bu çok değerli enerji kaynağı etrafında şekillenmektedir. Türkiye, bu enerji kaynağına sahip ülkelere çok yakın komşu ülke olmakla birlikte kendi yer altı zenginlikleri bakımından fakir bir ülkedir ve petrol tüketiminin % 90'dan fazla miktarını ithal etmektedir. Türkiye ekonomisi petrol fiyatlarındaki dalgalanmalardan etkilenmekte, cari açık, ödemeler dengesi, dış borç yükü ve enflasyon gibi makroekonomik dengeler petrol fiyatlarına göre şekil almaktadır. Ülkemizde petrol piyasası dikey bütünleşik bir kamusal örgütlenmeye tabi iken 2000'li yıllarda başlayan özelleştirme çalışmaları ile rafineri, petrokimya petrol dağıtım alanlarında yapısal regülasyon tesis edilmiş ve petrol piyasası rekabete açık bir piyasa yapısına kavuşmuştur. Yapısal regülasyon yanında sosyal regülasyonun bir parçası olarak çevresel hassasiyetler ve tüketicilerin korunmasına yönelik kurallar, akreditasyon, standardizasyon ve ürün/hizmet güvenliğini esas alan teknik regülasyon da yasal çerçeveye oturtulmuştur. Bağımsız bir düzenleyici otorite olarak EPDK'nın kurulması ile birlikte petrol piyasası yakın gözetim ve denetim altında bulundurulmaya başlanmıştır. Petrol açısından dışa bağımlı bir ülke konumunda olan Türkiye hazine gelirlerinin büyük miktarını yine bu enerji kaynağı üzerindeki dolaylı vergilerden karşılamaktadır. Akaryakıt satış fiyatlarının % 60-65'e varan miktarlarda vergi yükü bulunmakta olup petrol satışlarından dolayı 2011 yılında devlet kasasına giren toplam vergi miktarı 39,2 milyar liradır. Bu miktar, ülkemizde 2011 yılında toplanan verginin % 13'üne tekabül etmektedir. Petrol ürünleri üzerindeki bu aşırı vergi yükü, komşu ülkelerde 4-5 kat ucuza satılan bu ürünün kaçak yollarla ülkeye sokulması riskini de beraberinde getirmektedir. Ülkemizin oldukça uzun doğu ve güneydoğu kara sınırları ile bu bölgelerdeki istikrarsız yapı, ayrıca 3 tarafının denizlerle çevrili olması ve bu geniş alanda denetim kurulması noktasında yaşanan zorluklar hem karayolu hem de denizyolu ile yapılan kaçakçılığın artmasına yol açmaktadır. Aynı şekilde akaryakıt olarak kullanılabilen atık yağlardan elde edilen ve 10 numara yağ adı altında yapılan satışlar da rekabetçi piyasa yapısı, can, mal ve çevre güvenliği üzerinde tehditler meydana getirmektedir. EPDK özel ve genel kolluk birimleri ile birlikte petrol piyasasında denetime yönelik yoğun çaba sarfetmekte olup Kurum bütçesinin yaklaşık üçte birini bu alana aktarmaktadır. Ülkemizde ulusal marker uygulamasını merkezine alan bir denetim sistemi yürütülmektedir. Ülkemizde rafineri, işleme, depolama, iletim, taşıma, ihrakiye, serbest kullanıcı, dağıtım, bayilik faaliyetleri EPDK tarafından verilen ve belli kurallara bağlı lisanslar çerçevesinde yürütülebilmektedir. Lisans sahiplerine tehlike sorumluluğu çerçevesinde sigorta yükümlülüğü ile piyasa şeffaflığının sağlanabilmesi ve spekülatif fiyat hareketlerinden korunulabilmesini teminen de bildirime ilişkin regülasyon yükümlülüğü getirilmiştir. Ayrıca bu enerji kaynağının ülkenin kamu düzeni üzerinde üstlendiği vazgeçilemez rol nedeniyle acil durum stokları tutuma yükümlülüğü de belli lisans sahipleri açısından zorunlu hale getirilmiştir. Petrol rezervlerinin önümüzdeki 40-50 yıllık süreçte dünya ekonomileri, siyasi ve politik gelişmeleri üzerinde rolünü artırarak sürdüreceği hesaplanmakta olup piyasa yapısının yakın gözetim ve denetim altında bulundurulması hayati önem taşımaktadır. Bu doktora tezinde birincil ve ikincil mevzuat hükümleri ile birlikte EPDK ve Danıştay kararları çerçevesinde piyasa yapısı üzerindeki devlet kontrolü ve idari müdahaleler incelenmeye çalışılmıştır. ; Petroleum, consumed mostly on earth with the biggest share, is an energy sourcewith inescapable strategic importance for all the countries in the world as well as Turkey. Many military and political improvements in the world acquire a shape around this valuable energy source. Turkey, along with being a close neighbor country to the countries with this energy source, is a poor country from underground richness point of view and imports more than 90 % of her consumption. As a country at a position dependent on external sources for this energy source, Turkish economy has been affected from the fluctuations in the petroleum prices; macroeconomic equilibrium such as current gap, payment balance, external debt load and inflation take a shape according to the fluctuations in the price of petroleum. For this reason, stability in the petroleum market has a great importance for our country to continue economic public order. As petroleum market in our country used to have a vertical united public organizational structure, with the privatization efforts in the years of 2000, structural regulation was established in the fields of refinery, petro-chemistry, petroleum distribution areas, and the petroleum market has gained a structure open to competition. As a part of social regulation in addition to structural regulation, rules towards protection of environmental sensitivenesses and consumers, accreditation, standardization and technical regulation based on safety of goods/services have been made fit on legal frame. With the establishment of EPDK as an independent organizer framed below liberal economic understanding in the energy markets, petroleum market has also been started to be kept under supervision and inspection. Turkey, as a country dependent on external sources, has been making most of her treasury income through indirect taxes on this energy source. Tax load reaches up to 60-65 % of fuel oil prices and the total tax collection of the government through petroleum sales is 39.2 billion liras in 2011. This amount is equivalent to the 13 % of the total taxes that have been collected in our country in 2011. This excessive tax load on petroleum products brings the risk of illegal transformation of this product into the country since it is 4-5 times cheaper in neighborhood countries. Quite long east and southeast land borders of our country and the inconsistent structure in those regions, besides being surrounded with seas at 3 sides, and the difficulties that have been faced to set up a control system in this wide area causes the smuggling through both overland routes and maritime lines. In the same way, sales under the name Number 10 Oil that is obtained from waste oils but can be used as a fuel-oil, threatens the competitive market structure, life, property and environmental safety. EPDK has been spending intense efforts by allocating almost one third of the institution?s budget for the inspection of petroleum market together with private and general police force. In our country, an inspection system that is centralized on the national marker application has been performed. Refinery, processing, storage, conveyance, transportation, free user, distribution, franchising activities in our country can only be performed under the frame of licenses bound to certain rules and franchising activities given by EPDK. License owners are also held responsible for regulation related to declaration to be protected from speculative price changes and to provide insurance liability under the frame of threat responsibility with market transparency. In addition to all, due to the inescapable role of this energy source over the public order, responsibility of keeping emergency stocks is brought to be obligatory for some license owners.

Türkiye-İsrail arasındaki savunma ve askeri işbirliği'nin basında ele alınması: (Cumhuriyet, Milliyet, Sabah, Yeni Şafak)
Türkiye'de son yıllarda tartışılan hatta tartışılmaya devam eden en önemli konuların başında kuşkusuz "Türkiye-İsrail İlişkileri" gelmektedir. Türkiye'nin özellikle 1990'lı yıllardan sonra İsrail'le yakınlaşması Türkiye'nin Orta Doğu denkleminde farklı açılımlara girdiğini göstermektedir. Türkiye'nin güney komşularıyla kökleri eskiye uzanan bir güvenlik sorunu bulunmaktadır. 1970'li yıllarda PKK terör örgütünün de ortaya çıkmasıyla, bu güven sorunu iyice belirginleşmeye başlamıştır.Türkiye, bölgedeki jeopolitik konumu nedeniyle, komşuları tarafından âdeta ateş çemberine alınmış durumdadır. Kuzey'de Rusya'nın yakın tarihe kadar Türkiye üzerindeki yayılmacı emelleri, batıda Yunanistan ile yaşanan Ege ve Kıbrıs sorunları, Türkiye'yi en çok zora sokan ve uğraştıran sorunlardır. Rusya'daki rejim değişikliği ile birlikte ikili ilişkiler normal seyrine dönmüşse de, tarihî Rus yayılmacı plânlarının sona erdiği söylenemez. Yunanistan ile özellikle Ağustos 1999 depremiyle birlikte iyi ilişkiler sürecine girilmiş, ama Kıbrıs sorunu ve Avrupa Birliği gibi çözülemeyen konular nedeniyle hâlâ özlenen, arzulanan ilişkiler sağlanamamıştır.Türkiye için hayatî önem taşıyan güvenlik sorunlarından biri de kuşkusuz güney komşularıyla ilgili olanıdır. Türkiye'nin güney komşularıyla her dönemde sorunları olmuş ve bir türlü Türkiye'nin bu komşularıyla ilişkileri normalleşememiştir.Türkiye 1970'li yıllarla birlikte en büyük darbeyi terör nedeniyle güney bölgesinden almıştır ve doğal olarak savunma ve iş birliği konusunda kendini güvende hissetmek ve güney bölgesini saldırgan ve yayılmacı düşüncelerden arındırıp garantiye almak amacıyla farklı arayışlara girmiştir. Bölgede, Müslüman olmayan ve kurulduğundan bu yana komşularıyla sorunlar yaşayan İsrail de, tıpkı Türkiye gibi bölgede kendini yalnız hisseden bir ülke konumundadır. Bu nedenle Türkiye ve İsrail, hemen hemen aynı çekinceler nedeniyle yakınlaşmış ve özellikle 1990'ların başında Arap-İsrail barışının sağlandığı dönemlerde ilişkilerini geliştirmişlerdir. İki ülke arasındaki ilişkiler, 1994 yılından itibaren gözle görülür biçimde artmıştır. Bu dönemde iki ülke arasında hemen hemen her alanda yoğun trafik yaşanmış, savunma sanayii ve askerî alanlarda iş birliği yapılmıştır. İki ülke arasında gerçekleşen yoğun diplomatik ilişkiler ve temaslar bu iş birliğini iyice pekiştirmiştir.Orta Doğu'da bu iki ülkenin yakınlaşması, bölgenin Arap-Müslüman kesiminde büyük bir tedirginlik meydana getirmiştir. Türkiye'nin bölgeyle olan tarihî yakınlığı, o bölgeye uzun yıllar hükmetmesi ve daha da önemlisi Türkiye'nin Müslüman oluşu gibi nedenler, bölge ülkelerinin tepkilerini -yapılan iş birliği nedeniyle- Türkiye'nin üzerine çevirmesine neden oldu. İkili iş birliği bölge ülkeleri tarafından stratejik ittifak -yani kendi güvenlikleri için bir tehdit unsuru- olarak algılanmış ve bu durum, söz konusu ülkelerin Türkiye'yi eleştirmelerine neden olmuştur.İki ülke arasındaki ilişkilerin dışarıda olduğu gibi içeride de sürekli tartışma konusu olduğu görülür. Türk basınında ikili ilişkiler, anlaşmaların imzalandığı yıllardan itibaren tartışılmaya başlanmış ve güncel bir mesele olması nedeniyle bu konudaki tartışmalar hâlen de sürmektedir. Bu çalışmamızın amacı, Türkiye-İsrail ilişkilerinin Türk yazılı basını tarafından nasıl karşılandığı ve bu ikili ilişkiyi basının kamuoyuna hangi argümanlarla duyurduğudur. Bu bağlamda Türk basın camiasının fikrî plânda bölünmüşlüğü ve de olaylara farklı bakış açıları gibi nedenlerden dolayı sadece bir gazeteyi değil, farklı düşünceleri ve politik yaklaşımları temsil eden dört gazeteyi inceledik: Cumhuriyet, Milliyet, Sabah ve Yeni Şafak.'The relationship between Turkey and Israel' has been certainly one of the most important issues which have been discussed and even gone on to be discussed in last a few years in Turkey. Turkey and Israel have got closer especially after 1990s and it shows that Turkey has been dealing with different expansions in the Middle East equation. Turkey has got a security problem with its southern neighbours that its origin lies in the old times. With arising of the terror organisation PKK in 1970s, this security problem completely has begun to become clear.As its geopolitical position, Turkey has been taken into nearly a fire circle by its neighbours. In the north Russia's aims of spreading in Turkey until the near times and in the west the problems with Greece about the Aegean and Cyprus are the most difficult matters which make Turkey struggle. Although the dual relationships got normal with the change of regime in Russia, it can not be said that their old plans of spreading ended. There has been occurred a good relationship between Turkey and Greece after 1999 August earthquake. Nevertheless the relations that are demanded and missed have not realised yet because of the problems which can not be solved about Cyprus and the European Community.One of the most important security problems of Turkey is surely with the southern neighbours. Turkey has have problems with them all the time and the relations with these neighbours can not get better. Turkey was damaged by the southern region because of the terror in 1970s. As a result Turkey has begun to find different solutions to feel secure about defence and collaboration and also to protect the southern region by purifying it from the thoughts of spreading and attacking. In that area just like Turkey, Israel is a country which is not muslim and has have problems with its neighbours since the foundation and feels itself alone. So because of the same menaces Turkey and Israel have become closer and improved their relationships especially in the beginning of the 1990s - the time of the peace between Arabian countries and Israel. The relations between the two countries have been improved clearly since 1994. In this term the two countries got in touch about almost every subject and collaborated in the area of military and industry of defence. These intensive diplomatic relations and contacts between the two countries highly consolidated the collaboration. Getting closer of these two countries in the Middle East created a disturbance in the Muslim-Arabian part of the region. Turkey had managed this region for a long time and has got a historical nearness to that area. Moreover It is a muslim country. Because of these reasons Turkey was reacted by these countries about -the collaboration-. This dual collaboration was considered as a strategic agreement - in other words a menace reason -, hence Turkey was criticised by these countries.It is obviously seen that the relations between the two countries are also discussed inside like the outside of Turkey. These dual connections have begun to be discussed by the Turkish Press since the agreements were signed and as this is a current issue, the discussions are going on. The aim of this study is to state how the relation between Turkey and Israel was reacted by the Press and how they announced this dual connection to the public opinion. In this concept there are various points of view and a separation in the thoughts of The Turkish Press. Because of that we studied not only one but four newspapers which represent different ideas and political attitudes : Cumhuriyet, Milliyet, Sabah and Yeni Şafak.

ÖZETAralarındaki coğrafi ve kültürel yakınlığa rağmen tarihten gelen bazı ön yargıların etkisi ile Türkiye ve Suriye arasında iyi komşuluk ilişkileri kurmak mümkün olmamıştır. Türkiye, Cumhuriyetin ilanından itibaren bütün komşuları ile "Yurtta Sulh, Cihanda Sulh" parolası esasına dayanan politikalar izlemiştir. Buna karşılık Suriye başta Hatay'ın ilhakı olmak üzere Arap Milliyetçiliği'nin anavatanın sınırlarını Toroslar'a kadar genişletme düşüncesini rehber edinmiş ve Türkiye aleyhine olabilecek her türlü faaliyetin destekçisi veya sempatizanı olmuştur.Bugün Türkiye ile Suriye arasında başta Bölücü Terör Örgütüne sağladığı destek olmak üzere, Fırat Nehri sularının paylaşımı, Hatay üzerindeki hak iddiaları, Asi Nehrinin sularının kesilmesi, Türk azınlığın durumu, karasularının tespiti ve kara sınırlarının işaretlenmesi gibi sorunlar mevcuttur. Suriye'nin uzlaşmaz tutumu ve diyalog eksikliği nedeniyle en basit sorunların bile çözümü mümkün olmamıştır.Türkiye'nin jeopolitik konumundan dolayı, bölgede bir güç olmasını istemeyen devletler; Suriye'nin politik ve siyasi zayıflığından faydalanıp bu ülkeyi kullanarak Türkiye aleyhine gelişen durum ve dengeleri destekler bir tutum içerisindedirler. Bu çerçevede; Suriye'nin, GAP'ın hayata geçirilmesi sonucu, Fırat ve Dicle sularının kendisine karşı bir koz ve baskı aracı olarak kullanacağı düşüncesiyle ortaya çıkardığı sınırı aşan sular sorunu, Türkiye'yi bölmeyi amaçlayan PKK terör örgütünü meselelerin kendi isteği doğrultusunda çözümlenmesi için bir manivela olarak kullanmak istemesi, Hatay'ın bir Arap toprağı olduğunu suni olarak gündeme getirmesi ve uluslar arası platformda Türkiye'ye karşı davranışları başlıca sorunlardır. Suriye; Türkiye'yi köşeye sıkıştırmak ve zayıf düşürmek suretiyle bölgede bir güç olmasına engellemek istemektedir. Su sorunu yapay bir sorundur. Suriye'nin Hatay'a yönelik tasavvurları da Suriyeli Arap halka mal olmuş bir politika olmayıp, daha ziyade yönetimin gündem de tuttuğu bir meseledir.Sınıraşan sular konusu Türkiye'nin su pazarlığına girmemesi gereken bir konudur. Suriye ile Irak'ın Matematiksel paylaşım tezi yerine, üçüncü ülkelerin dahil olmayacağı ve egemenlik hakların tartışılmasını gündeme getirecek yükümlülüklere girmeden bilimsel esaslara dayanan Üç Aşamalı Planın uluslar arası bilimsel ve siyasi platformlarda tanıtılması, destek sağlanması ile ilgili girişimler sürdürülmelidir.Türkiye'yi İsrail ile işbirliğine yönelten temel unsur ise, yaşamsal nitelikteki ulusal çıkarlarıdır. İsrail ile yapılan anlaşmalar Türkiye'ye çevresinden, özellikle Suriye ile İran'dan yönelen tehditlere karşı ek bir caydırıcı unsur oluşturmuş ve bölge dengelerini Türkiye lehine çevirmiştir. Türkiye ile İsrail arasında askeri alanda sağlanacak yakınlaşmanın gelecekte ilişkilerimizi güçlendireceği ve iki ülke arasında stratejik yakınlaşma sağlayacağı, bunun sonucu olarak bölgede barış rüzgarlarının eseceği değerlendirilmektedir.Son zamanlarda Suriye, Türkiye'ye yönelik terör örgütlerini desteklemeyi ve bu yolla taviz koparmayı amaçlamıştır. Asala'dan sonra Bölücü Terör Örgütüne verdiği destek günümüzde artık basit sınır tecavüzü veya çete hareketi boyutunu aşarak "Silahlı Saldırı" durumuna ulaşmıştır. Komşu devletlerin desteğine engel olunmadıkça Bölücü Terör Örgütünü ortadan kaldıramayacağını anlayan Türkiye, 1998 yılında kararlı tutumu sayesinde Suriye'yi resmen Bölücü Terör Örgütüne destek sağlamaması konusunda anlaşma imzalamaya zorlayabilmiştir.Türkiye ile Suriye arasındaki sorunlar çözümlenemeyecek problemler değildir. Sorunlar Türkiye'den kaynaklanmadığı gibi Türkiye tarafından halledilemeyecek kadar güç de değildir. Önemli olan husus Türkiye'nin gücünün farkında olması ve bu sorunları çözebilme iradesini oluşturabilmesidir. SUMMARYAlthough there is geographical and cultural proximity between Turkey and Syria, because of some prejudices coming from history, a good neighbourhood relationship could not be set up . From the foundation of Turkish Republic, Turkey has been followed the policies that based on the "Peace at Home, Peace at the World" watchword principle. Controversially, Syria has been taken guide the thought for the expand of the Arabic Nationalism's motherland borders to Toros Mountains, (the annexation of Hatay is a good example for this) and also Syria has become the supporter and likeminded to all facilities that are hostile to Turkey . Today, between Turkey and Syria, the following problems are existing; firstly Syria's support to Dividing Terror Organization, the sharing of Fırat River Water, The rights claims over Hatay, cutting the water of Asi River, the condition of Turkish minority, determination of territorial waters and signing of continent borders . Because of unrecognised attitude of Syria and dialog deficiency, even basic problems can not be solved. Because of the geopolitics position of Turkey, Some Countries, that do not want Turkey as a Power at the region, use Syria, profit by its political and diplomatically weakness, so that they have an attitude that support the developing conditions and balances hostile to Turkey. At this frame, the following problems are existing; The passing over the border water problem, which existing from the Syria's thoughts about the Turkey's using the Fırat and Dicle waters against them as trump and restraint tool (as a result of GAP), using the PKK Dividing Terror Organization as a tool for solving the problems in favour of Syria, usually getting the thought of the region of Hatay as an Arabic land, and attitudes to Turkey at the international platforms. Syria wants to block Turkey for not being a power with abort weak and squeeze to corner. Water problem is not a real problem. Syria's thoughts against to Hatay is not a thought of' Syria s Arabic Common People, but it is the Administrative Authority's thoughts. Turkey should not negotiate about the Waters, that passes through the border . At the place of the mathematical thesis of the sharing between Iraq and Syria, the 3 level plan, that based on the scientific notions, should introduce at the scientific and political international platforms and should look for supports about it. The basic elements, that manage the cooperation between Turkey and Israel, is the national interests (so important for the Turkish Republic). The agreements (done with Israel) has become a element that causing the esp. the threats of Syria and Iran to give up a plan and has turn round the regional balance to Turkey. The proximity at the military area between the Turkey and Israel will empower the relationship between this two country at the future and will lead strategically proximity between them and as a result of this there will be peace winds at the region. Nowadays, Syria intends the support the terror organizations against to Turkey and with this way taking concession. After Asala, support to Dividing Terror Organization, today this become to "Armed Attack" not a simple border attack or guerrilla warfare. Finally, Turkey has realized that without preventing the support of original countries to Dividing Terror Organization, the termination of this organization is impossible, so that in 1998 Turkey force Syria to sign an agreement about not supporting the Dividing Terror Organization formally. Problems between Turkey and Syria can be solved. Problems do not a fault of Turkey and these are not so hard to solve. The important subject is that Turkey should become the aware of its power and develop the solving ability will power.

Güney-güney işbirliği çerçevesinde dış politika aracı olarak yükselen güçlerin kalkınma yardımı : Sahra Altı Afrika'da Çin örneği
BRICS içerisinde yer alan (Brezilya, Rusya, Hindistan, Çin ve Güney Afrika) yükselen güçlerinin 21. Yüzyıldan itibaren uluslararası siyasette öne çıkışı kalkınma için işbirliğinin teşvik edilmesi fikrine yeni bir ivme kazandırmıştır. Bu süreçte BRICS'in yapmış olduğu dış yardımlar artırmış ve özellikle Güney ülkeleriyle Güney-Güney işbirliği yoluyla farklı ekonomik işbirliği yolları ve alanları ortaya çıkmıştır. Bu tez, genel olarak bu beş ülke ve özel olarak Çin tarafından Sahra Altı Afrika'da yürütülen ikili dış yardım faaliyetlerine ilişkin hali hazırda var olan ama oldukça kısıtlı olan mevcut literatüre katkı sağlamayı hedeflemektedir. Yükselen donörler olarak nitelendirilen bu devletler, son yıllarda uluslararası kalkınmada istikrarlı bir şekilde öne çıkarken esasen 1950'li yıllara kadar uzanan dış yardım programları ile kesinlikle bu alanda yeni değiller. Böyle olmakla birlikte söz konusu devletlerin dünyanın dört bir yanındaki yardım faaliyetleri kimi zaman Amerika Birleşik Devletleri, Batı Avrupa ve Japonya'nın hakim olduğu uluslararası yardım mimarisine bir tehdit olarak algılanmaktadır. Kalkınma yardımının Güney-Güney işbirliği çerçevesinde önemli bir dış politika aracı olduğu varsayımından yola çıkarak, bu tez söz konusu yükselen güçleri bu alanda harekete geçiren motivasyonların neler olduğunu sorgulamaktadır. Dış yardımın araçsallaştırılmasının arkasındaki temel motivasyonlar nelerdir? Yükselen donörler uluslararası kalkınmada geleneksel bağışçılardan farklı mı? Sahra altı Afrika'nın dış yardımın ana alıcısı olduğu ve doğal kaynaklar açısından zengin olduğu düşünüldüğünde, Çin dış politika araçlarını Sahra altı Afrika ile olan işbirliğinde nasıl ve ne amaçla kullanıyor? Son olarak, uluslararası politikada kalkınma yardımı farklı bağışçılar arasında bir rekabet unsuru olmakla birlikte, aynı zamanda farklı yönelim, teknik ve politik özelliklerine sahip olan bağışçıların her birinin kendi aralarında işi paylaştıkları ileri sürülebilir. This dissertation provides an overview of the small but growing literature on bilateral foreign aid activities carried out in Sub-Saharan Africa by these five countries in general and China in particular. While these so-called emerging donors are steadily growing in importance in international development, they are certainly not new to the field, with foreign aid programs dating back to the 1950s. The recent increase in the size and scope of their aid activities around the world is seen by some as a threat to the international aid architecture dominated by the United States and its allies in Western Europe and Japan. Starting from the assumption that development aid represents an instrument of foreign policy within the framework of South-South cooperation, our objective is to ask ourselves what are the motivations that drive these emerging countries? What are the main motivations behind the instrumentalization of foreign aid? Are they different from traditional donors in providing aid? Given that sub-Saharan Africa is the main recipient of foreign aid and rich in natural resources, how and for what purposes is China using its foreign policy tools in its collaboration with the latter? On the international scene, development aid can indeed be an element of competition between different donors; on the other hand, we sometimes have the impression that the donors share the work, each with its own tropisms and technical and political characteristics. Bu inceleme, sivil toplum kavramının tarihsel ve terminolojik gelişiminden yola çıkarak, Ortadoğu toplumlarının sivil toplumu ve kurumlarını oluşturmadaki kriterlerini tartışmayı amaçlar. Genelde Ortadoğu, özelde ise Mısır toplumu ve kültürü tartışmanın eksenine oturtularak, bu kültürün meydana gelen gelişmeler karşısındaki temel özellikleri gözler önüne serilmeye çalışılmıştır. Sivil toplum anlayışı salt bireyin öyküsünden filizlenen bir kavramdır. Mısır olgusu mercek altına alındığı zaman ise, burada sivil toplum anlayışının fertlerin tek tek kendilerini mensup hissettikleri yapılardan kaynaklandığı görülür. Mensubiyetlerden de birey değil, grup, aşiret, cemaat, kitle ve taraftar olguları vurgulanır. Bu itibarla kendini bir yere ve/veya yerlere ait kabul etme üzerine kurulu sivil toplum kavramının ortaya çıkmasındaki güçlükler son derece açıktır. Bu ülkede sivil toplum daha çok gruplar, kitleler ve cemaatler tarafından savunulmuştur. Bu sebeple de ortaya çıkma aşamasında bazı güçlüklerle karşılaşılmıştır. Özellikle de Mısır'daki İslami cemaatler ve gruplar bunun öncülüğünü yapmıştır.Seksenli yıllarda Doğu Avrupa'da gerçekleşen değişimler, Ortadoğu'nun otoriter devletlerinde demokratik bir değişime yönelik umutları canlandırdı. Ancak liberalleşme bölgenin birkaç devletinde, o da basın sansürünün gevşetilmesi, yarım yamalak serbest seçimler yapılmasının ötesine geçemedi. Bununla birlikte sivil toplum örgütleri iyiden iyiye kıpırdanmaya başladı.Bu araştırmada, Mısır devletinin sosyo - kültürel yapısı ve geçirdiği siyasi süreçler incelendi. Sivil toplum örgütlenmesinin tezahür biçimleri analiz edilerek sivil toplumun demokratikleşme sürecindeki rolünün ne olduğu ortaya çıkarılmaya çalışıldı. Aynı zamanda bir sivil toplumun ortaya çıkışını hangi faktörlerin engellediği araştırıldı. "İslamcılık" ve "Kökten Dincilik" in sivil toplumun gelişimine etkisi anlatılmaya çalışıldı ve bu eksende İslami cemaatler yoğun olarak ele alındı.İki bölümden meydana gelen bu incelemenin birinci bölümünde, ana konuya destek niteliğindeki diğer alt konular da yer almaktadır. Burada sivil toplumun terminolojik ve tarihsel geçmişinden bahsedilmekte, sivil toplumun dünyada, Avrupa'da, Ortadoğu ve Türkiye'deki gelişimlerine kısaca değinildikten sonra araştırmanın temel konusunu teşkil eden, Mısır'da Sivil Toplum bölümüne geçilmiştir.İkinci bölümde ise Mısır toplumunun tarihsel ve sosyo - kültürel açıdan tanıtılması amacıyla, Mısır tarihine yer verilmiş ve bu bölümde kısaca bugünkü Mısır'ın tarihine değinilmiştir. Daha sonra araştırmamızın temelini teşkil eden Mısır'da sivil toplum konusuna girilmiştir. Mısır'daki sivil toplum gelişmelerini daha iyi anlayabilmek için öncelikle Arap Körfezindeki ya da Ortadoğu'daki sivil toplumu irdelemeye çalıştık. Buradaki ekonomik, politik ve sosyal organizasyonların hangi boyutlarda gerçekleştiğine değindikten sonra, Ortadoğu'da sivil toplum tartışmaları adı altında Laik Tartışma, Liberal Sivil Toplum Modeli Tartışmaları, Arap Sol Milliyetçilerinin Sivil Toplum Tartışmaları, İslamcılar ve Sivil Toplum konuları ele alınmıştır. Mısır'da Sivil Toplum, Devlet ve Ekonomi başlığıyla sivil toplum örgütlerinin devlet yönetimi ile ilişkisi, Sivil Toplum - Ordu İkilemi başlığıyla da asker sivil ilişkilerinin hangi boyutlarda olduğu, sivil gücün artırılması için neler yapılabileceği araştırılmaya çalışıldı. Üçüncü bölümün sonunda ise Mısır'da Demokrasi, Sivil Toplum ve İslam başlığı adı altında ise, Mısır'daki demokrasi anlayışı ve liberal demokratikleşme, sivil toplum ve İslam, İslami cemaatler ve bunlar içinde özellikle Müslüman Kardeşler örgütü incelenmeye, araştırılmaya çalışılmıştır.ABSTRACTTHE SOCİAL CHANGİNG AND CİVİL SOCİETY İN EGYPT AFTER 1980This study has been chosen in order to understand the basic dynamics of the environment in which the concept of civil society emerged, and to examine how the mentality of civil society, which is based on individual freedom, influenced the process of the democratization of the Egyptian people after the year of 1980. Depending on the historical and terminological evolution of the concept of civil society, this study is aimed to discuss the criterions of the Middle Eastern societies in their establishment of civil societies and their institutions. The discussion is concentrated on the societies and cultures of Middle East in general, and of Egypt in particular. This investigation is directed to evaluate how these societies and cultures reacted to new social and cultural developments that are originated in other parts of the world.The concept of civil society stems from the idea of individualism. As far as the case of Egypt is concerned, it is understood that the idea of civil society relies on the social structures that individuals feel themselves as members of these groups. The nature of membership is not based on individuals but on various tribal, religious, and political groups. Thus it is quite understandable that the emergence of the concept of civil society is fraught with many difficulties, for in its real sense the idea of civil society relies on individuals themselves rather than various oriented groups. In this country, the idea of civil society is defended by certain social and religious groups. For this reason, in its emergence and development, the concept faced with many difficulties. Especially Muslim religious groups in Egypt represented themselves as pioneer activists in favoring civil society.In the eighties, social and political changes emerged in the Eastern European countries inspired Middle Eastern society in order to make similar social and political changes in their autocratic governments in the direction of democratic developments. The strives of democratization, however, were limited to some improvements in the field of press to a certain extend, and some premature free political elections in a couple of Middle Eastern countries. Nevertheless, the civil society supporters of these communities began to play more significant roles in their countries.In this study, the socio-cultural structure and its historical developments in Egyptian state is examined. The organizations of civil society and their social consequences are analyzed, and the role of civil society in the course of democratization is investigated. At the same time, the factors that hindered the emergence of civil society are evaluated. The influence of the concepts "Islamism" and "fundamentalism" on the development of civil society is questioned and in this case Egyptian Muslim religious groups are investigated.The study consists of two main chapters. The first chapter includes subdivided complimentary arguments that support the main topic. In this part, terminological and historical background of the idea of civil society is mentioned. Then various civil society cases in the Europe, Middle East, Turkey and other countries are briefly introduced, and Egyptian civil society case, which is primary subject of this study is elaborated.In the second chapter, in order to understand the historical and socio-cultural background of the Egyptian society a general Egyptian history is summarized, and modern history of Egypt is briefly presented.Again in the second chapter, the primary topic of this study, Egyptian civil society experience is investigated. In order to present a more comprehensive analysis of civil society developments, other cases from other Arab and Middle Eastern countries are examined. Economic, political, and social organizations are explored. Next, in the Middle Eastern societies, the discussions on the concept of civil society are analyzed surrounding Secular Discussions, the discussions on Liberal Civil Society Model, civil society discussions of Arab Left Nationalists, and Islamists. Under the title of Civil Society; State and Economy in Egypt, the economic relationship between the civil society organizations and government is examined. Under the title of Civil Society Military Dilemma, the relationship between civil citizens and military is questioned and some suggestions to improve the influence of civil power are analyzed.At the end of the third chapter, under the title of Democracy, Civil Society, and Islam in Egypt, the Egyptian way of understanding democracy, liberal democratization, civil society and Islam, Muslim religious groups, and among them Muslim Brothers organization are examined.

What the nation ? state is to centralize the state or poltical power , and standardize the culture, and provide the equality in law and the integration in economy.The understanding of sovereignity today in the world is defined, in general, as the right of any State for employing its powers of administration upon the country?s lands. This concept has a lawful meaning as well as a political meaning; and these two meanings are interchangeable with each other. Sovereignity represents the power of the State. As long as the nations enter into collaboration with each other, the sovereignity comes into question.Globalization is a concept containing the issues being connected with each other such as the development of economic, social and political relationships among the countries, and the better understanding the beliefs and expectations of the nations? cultures, and the intensification of international relationships. The process of globalization diminishes the power and efficiency of the governments being within the structure of nation-state; so such governments have difficulty in controlling the flow of economic objects, technological innovations, informaton, news and ideas, and the possibility of the nation-states for following up their national economic policies decrease gradually. The phenomenon of globalization puts the fact that the countries participate in the organizations guarding and protecting their common intersets and benefits at a supranational level into foreground in one hand, and makes new models of governance compulsory at both national and also supranational levels in the other hand.Today in the world, there are many forces challenging to the established models and practices of the state dominance. Such forces are globalization and internationalism. The European Union is a sui generis ınternational restructuring with its organizational structure being formed in line with both its goals and also with reaching such goals, which cannot be observed in any international organization. The most important feature making the European Community sui generis and distinguishing from other organizatons is to try to reach the goals thus determined through the formed structural (constitutional) and permanent bodies instead of the inter-governmental attempts.The tasks, authorizations, powers and responsibilities of the institutions of the European Union have been determined within the scope of the constitutive treaties. The institutions which such treaties give the authorization of making the supranational arrangement, application and judgement (such as Council, Commission, Committee, the European Community Court of Justice) can be also evaluated as the supranational authorities among the nations being included in the European countries Likewise, in the same way, both the law of treaties constituting such institutions and also the law which it has made have the same effect in the member states, and the fact that such laws cannot be changed and do away with unitalerally by the member states has developed the approach that the law of the European Union is supranational.Despite the European Union does not duly shelter the main elements of a state one to one within its own structure, it has been employing some powers similar to the ones being applied by any state state, and particularly by any federal state, and trying to form a constitutional citizenship. It has separated the powers of legislation, execution and judgment from each other within the framework of the division of powers, and created the separate bodies for each of such powers, and tied the functionality and operation of the same to the constituent treaties and law principles with the constitution. It gives its individuals the freedom of using the fundamental rights as well as of seeking such rights within the context of the Condition of the European Union Fundamental Rights. It has made the share of powers and authorizations with its member states, and included the same in the text of the constitution.
