AbstractMonothematic delusions involve a single theme, and often occur in the absence of a more general delusional belief system. They are cognitively atypical insofar as they are said to be held in the absence of evidence, are resistant to correction, and have bizarre contents. Empiricism about delusions has it that anomalous experience is causally implicated in their formation, whilst rationalism has it that delusions result from top down malfunctions from which anomalous experiences can follow. Within empiricism, two approaches to the nature of the abnormality/abnormalities involved have been touted by philosophers and psychologists. One-factor approaches have it that monothematic delusions are a normal response to anomalous experiences whilst two-factor approaches seek to identify a clinically abnormal pattern of reasoning in addition to anomalous experience to explain the resultant delusion. In this paper we defend a one-factor approach. We begin by making clear what we mean by atypical, abnormal, and factor. We then identify the phenomenon of interest (monothematic delusion) and overview one and two-factor empiricism about its formation. We critically evaluate the cases for various second factors, and find them all wanting. In light of this we turn to our one-factor account, identifying two ways in which 'normal response' may be understood, and how this bears on the discussion of one-factor theories up until this point. We then conjecture that what is at stake is a certain view about the epistemic responsibility of subjects with delusions, and the role of experience, in the context of familiar psychodynamic features. After responding to two objections, we conclude that the onus is on two-factor theorists to show that the one-factor account is inadequate. Until then, the one-factor account ought to be understood as the default position for explaining monothematic delusion formation and retention. We don't rule out the possibility that, for particular subjects with delusions there may be a second factor at work causally implicated in their delusory beliefs but, until the case for the inadequacy of the single factor is made, the second factor is redundant and fails to pick out the minimum necessary for a monothematic delusion to be present.

Abstract Context Unmanned aerial vehicles or drones are powerful tools for wildlife research. Identifying the impacts of these systems on target species during operations is essential to reduce risks of disturbance to wildlife, to minimise bias in behavioural data, and to establish better practices for their use. Aims We evaluated the responses of captive Antillean manatees to the overhead flight of a small aerial drone. Methods We used aerial and ground videos to compare manatee activity budgets and respiration rates in three 15-min sampling periods: 'before', 'during' and 'after' flights with a DJI Phantom 3 Advanced. The drone was hovered stationary for 3 min at five altitudes (100 m, 40 m, 20 m, 10 m, 5 m) to determine whether manatees display behavioural responses compared with the control period, and whether they respond more at lower altitudes. Only one flight was performed per manatee group to avoid bias owing to habituation to the drone. Key results Manatees responded to drone flights by (1) increasing their activity levels during and after flights, therefore signalling after effects; (2) decreasing their respiration rate during flights; and (3) displaying behavioural reactions including grouping, tail-kicking, fleeing from their original position and moving under submerged structures. From the 11 individuals displaying behavioral reactions, 9 reacted in the first ~2 min of flight, preventing assessments of altitude effects and suggesting manatees responded to the drone sound at take-off. Conclusions Behavioural changes of responding manatees were similar to previous reports of disturbance responses to boats and drones in this species. Our use of a control period showed shifts in respiration rates and activity budgets that persisted after flights. Several manatees reacted to the drone from the time of take-off and first minutes of flight, indicating that the sound of the electric rotors could be a strong negative stimulus to manatee and highlighting the importance of establishing safe distances for take-off. Implications Future studies should consider that drones could elicit conspicuous and inconspicuous responses in manatees. Our results emphasise the need for control data on animal behaviour to better assess the impact of drones on wildlife and to design non-invasive protocols.

This paper excavates and historically contextualizes the political theory of a largely neglected thinker within South African black intellectual history, Sam C. Nolutshungu. It seeks to rectify the current imbalance in South African intellectual history which largely neglects or effaces the contribution of black thinkers in the colonial or Apartheid period notwithstanding significant black contributions in theorizing racial submission, domination, reform and popular resistance in the context of state oppression. In this paper I argue that two such areas of inquiry are present in Nolutshungu's overall position on political reform. The first is with regards to his intervention in the race- class debates which dominated political and intellectual discussions during the late Apartheid period. Here, Nolutshungu, argues that political domination could not be reformed with simple concessions as a result of its racially exclusionary nature. Thus Nolutshungu argued that race rather than class was the fundamental source of domination. The second is the theoretical evaluation of the social and political significance of the Black Consciousness Movement as an important symbol of resistance and racial solidarity. The link between these two aspects of his thought, I argue are not insignificant and should be carefully considered. Nolutshungu's valuable analysis on the route to political reform is strengthened by his evaluation of the role of the Black Consciousness Movement, which for Nolutshungu was an instance of how resistance was mobilized along racial rather than class lines. Moreover, the Black Consciousness Movement not only prioritized the question of race as a primary factor in its mode of resistance but served to illustrate how and why meaningful change in South Africa was contingent on the abolition of racial oppression and the overturning of the institutions of Apartheid. Finally, I argue that there is a contextual urgency in undertaking projects that seek to establish the importance of black intellectual ideas and reclaiming these ideas in order to give content and meaning to contested contemporary debates on justice, legitimacy, liberty, equality and land rights in South Africa. While the discourse of the negotiated settlement and reconciliation sparks intense debate often resulting in greater forms of racial polarisation, historical rumination and reflection offers a powerful and enduring opportunity for collective inquiry.

The article examines the features of the US foreign policy towards the Central Asian states in the post-bipolar period. The imperatives and constants, as well as the transformation of Washington's Central Asian policy, have been characterized. It is shown that five Central Asian states have been in the focus of American foreign policy over the past thirty years. In the process of shaping the US foreign policy in Central Asia, the presence of significant reserves of energy and mineral resources in the region was of great importance. Therefore, rivalry for Caspian energy resources and their transportation routes came to the fore. In addition to diversifying transport and logistics flows and supporting American companies, the US energy policy in Central Asia was aimed at preventing the restoration of Russia's economic and political influence, as well as countering the penetration of China, which is interested in economic cooperation with the countries of the region. During the period under review, the following transformation of mechanisms and means of Washington's policy in the Central Asian direction was observed: the policy of "exporting democracy"; attempts to "nurture" the pro-American elite; striving to divide states into separate groups with permanent "appointment" of leaders; involvement in a unified military system to combat terrorism; impact on the consciousness of the population in order to destabilize geopolitical rivals; building cooperation on a pragmatic basis due to internal difficulties and external constraints. Central Asian states sympathized with the American course because of their interest in technology and investment. At the same time, these states in every possible way distanced themselves from the impulses of "democratization" from Washington. Kazakhstan was a permanent regional ally of the United States, to which Uzbekistan was striving to join. The second echelon in relations with the American side was occupied by Kyrgyzstan, Tajikistan and Turkmenistan. A feature of the positions of the Central Asian countries is the maximum benefit from cooperation with Washington while building good-neighborly relations with Russia and China, which is in dissonance with the regional imperatives of the United States. In the future, the American strategy in Central Asia will presumably proceed from the expediency of attracting regional allies and stimulating contradictions in order to contain geopolitical rivals in the region.

The issue of the postmodern conceptualization of temporality is realized in a number of different fields of science and scientific schools. At the same time the relationship between discourse of temporality as theory and discursive practices of temporal modes is widely represented both in "high" and popular culture. As a result, classical concepts and traditional notions have been abandoned with the consequent predominance of plurality of meanings and variability of senses, which opens theoretical space for examining time and temporality both in modernity and postmodernity.
The aim of theorizing temporality in this article is presented as conceptual reconstruction of temporality in Heidegger`s and Bergson`s ideas who, while working approximately at the same period, addressed temporality from different standpoints; however, both laid the foundation for the postmodern conceptual apparatus of researching temporality. The attempts of analyzing temporality also include their most influential approaches to the interaction of "interpretation" and "intuition" in the post-paradigmatic "drift" under the "postmodern conditions". The methods of the analysis are stipulated by the interdisciplinary character of the research, which demands complex approaches and systematic investigation with the bias on phenomenological, hermeneutic and post-structural methods.
The scientific novelty of the research lies in the reconstruction of the notion and models of temporality in Heidegger`s and Bergson`s conceptions with the accent on the "volumetrical" reflections of both scientists, which include the dialogue relations in their creating meanings and concept, the dialogism (M. Bakhtin) in painting the polyphonic picture of the world. At present, temporality is often used both as a flexible notion and a kind of epiphenomenon of time, occupying mid-positions between the absolute time and the relative time. Heidegger accentuates the notional character of time, however using the term "phenomenon" in some cases, as for "Bergsonism" duration is presented as a notion in its conceptual development (Deleuze). According to Heidegger, all philosophic propositions are temporal ones; still he obviously could not have introduced his "finite temporalization" without Bergson`s claim of the ontological priority of duration. Though in the postmodern theory it is accepted that the unprecedented stress on temporality is due to Heidegger, the recognition should go back to Bergson for having transformed the classical modes of time and temporality and traditional approaches to their conceptualization.

The problem of demographic processes in Crimea is acutely relevant in the light of recent political events. Besides, this issue is gaining more scientific importance due to the fact that during the Soviet period, Crimea conducted special demographic and migration policy, different from all adjacent regions. The consequences of the Soviet demographic and migration policy now impact the elaboration of a stable position and action plan of Ukraine on the deoccupation of the peninsula, the development of state policy towards the indigenous peoples of Crimea, etc. It is worth mentioning that Crimea was of special strategic importance for the USSR, and therefore the demographic structure of the population of the peninsula constituted a subject of particular attention as for the Union leadership so for the heads of local executive and party bodies. In addition, Crimea had special conditions for economic activity, different from other regions, and thus migration processes within the peninsula were to be planned and carried out according to the policy of the Soviet government and the Crimean socioeconomic situation. The scholarly research has not yet properly reflected the problem of the migration policy of the USSR in Crimea in the 1920s, so this blank space must be filled.
The article considers the policy pursued by the Bolshevik Party and its subordinate Soviet authorities on the issue of relocation and resettlement of the Crimean population within the peninsula. The research is based on the analysis of materials of the State Archives of the Autonomous Republic of Crimea, which are currently inaccessible to Ukrainian scholars due to the occupation of the peninsula. The article also provides the analysis of the Soviet leaders' plans on relocating the population to Crimea and its settlement, the prerequisites and factors that influenced the development and implementation of local demographic and migration policies. It studies some aspects of the Soviet leadership plans on resolving the national question in the USSR in general due to the resettlement policy in Crimea, namely creating there a Jewish republic. Special attention is paid to the resettlement of Tatar families to Crimea. It is noted that the migration policy of the Soviet government within the Crimean peninsula had a contradictory character, which led to the overall failure of the developed large-scale plans.

Introduction. The article is devoted to a topic that has been insufficiently studied in Russian historiography – female labor in state institutions of Russia in the late 19th – early 20th centuries. The reader will find out how difficult it was to get into the ranks of the bank employees, what requirements were put forward by the leadership of this institution for candidates for a position at the Central Office and Saint Petersburg branch. Methods and materials. Based on archival materials the author examines the practice of recruiting women for service in the Central Office of the State Bank and its metropolitan branch. The author applies traditional methodological foundations: scientific objectivity, the systematic approach and historicism, as well as the general scientific method of structural and functional analysis. Analysis. The article focuses on the working conditions of women and their wages. It also provides some information about the social origin of women employees in the bank, their educational level. The author dwells on the changes in the practice of recruiting women in the early 20th century, especially during the First World War. It is important to note that the bank leadership's requirements for women employed have undergone tangible changes over the thirty years since their first recruitment. If at the first stage relatives of bank officials were mainly recruited into the main credit institution of the country, then by the First World War these conditions had substantially softened. The defining requirements were the educational level, personal qualities and discipline of persons who were members of the bank staff. It was these qualities that convinced the bank leadership of the equivalence of female labor in relation to male labor, especially after the mass recruitment of the latter into the army. Results. The processes of staffing the State Bank by women employees, considered in the article, convincingly indicate a gradual revision of the relationship traditionally seen in Imperial Russia to women as subjects of socio-economic life in society. It is important to note that these changes largely occurred not due to the struggle of women for their rights, but as a result of the economic development of the country, in which labor resources of the male part of the empire were more and more exhausted. This factor played a key role in attracting women to public service.

The aim of the article is to study the level of a contemporary's ability to understand philosophy in accordance with its original way of being. The main tasks are: 1) assessment of the current situation of actively spreading innovative teaching of philosophy; 2) analysis of the thinking of a person who is in a position where, on the one hand, "competence-based philosophy" and "craft philosophy" are being strengthened, on the other hand, the philosophy of the academy is removed from classical universities as unnecessary - under the conditions of the global market; 3) view of philosophy as an absolute unity.Research methods: The research is based on the metatheoretical method, since it allows one to describe philosophy in an inalienable way, in accordance with its nature. Avoiding methodological confusion, metatheory makes it possible to examine philosophy formally and encourage thinking, testing its power.For reflection, the comparability of the experiences of philosophy in itself and of the involved philosophy is proposed.

The article is devoted to theoretical problems of social capital conversion in modern conditions based on modern ideas and taking into account the specifi cs of social capital formation in Ukraine in recent years as well as the latest achievements of social practices in European countries. The article is relevant due to the need to accelerate the processes of social capitalization and its conversion into open productive forms for social consensus, social development and economic growth. The novelty of the study lies in the formation of a system of views on the nature of social conversion, its contradictions, identifi ed on the basis of systematization of existing relationships and interdependencies in this area, as well as substantiation of models to minimize possible negative consequences for society. The positions of social capital in the structure of total capital, its connection with natural, physical, fi nancial and human capital are conceptually defi ned, and the leading role of open social capital in the formation of a democratic society is proved. The specifi cs of the conversion of social capital in comparison with other forms of capital are revealed. It is established that currently the contradiction between national and corporate social capital is gaining signs of stability. The basic principles and methods of conversion of social capital, adequate to the conditions of formation of a democratic society, are substantiated. Based on the assessment of real trends in socio-economic development and common social practices, three possible models of minimizing the contradictions that arise during the conversion of domestic social capital are proposed, each of which is subject to specifi c tasks and achieving certain development goals. The model of mobilization adaptation is based on the formation of new values in society, norms by public authorities using mostly ideological resources of infl uence on the basis of authority and trust in it by citizens. The model of modernization is focused on updating the statutory norms and rules through their approximation to real economic needs and social practices in accordance with the notion that any law is a normalized ingrained tradition. The model of compromise solutions involves achieving a balance between formal and informal norms in order to achieve a synergistic eff ect from the conversion of social capital.

AbstractIn this article, I will advocate caution against a formalization of ethics by showing that it may produce and perpetuate unjustified power imbalances, disadvantaging those without a proper command of the formalisms, and those not in a position to decide on the formalisms' use. My focus rests mostly on ethics formalized for the purpose of implementing ethical evaluations in computer science–artificial intelligence, in particular—but partly also extends to the project of applying mathematical rigor to moral argumentation with no direct intention to automate moral deliberation. Formal ethics of the latter kind can, however, also be seen as a facilitator of automated ethical evaluation. I will argue that either form of formal ethics presents an obstacle to inclusive and fair processes for arriving at a society-wide moral consensus. This impediment to inclusive moral deliberation may prevent a significant portion of society from acquiring a deeper understanding of moral issues. However, I will defend the view that such understanding supports genuine and sustained moral progress. From this, it follows that formal ethics is not per se supportive of moral progress. I will illustrate these arguments by practical examples of manifest asymmetric relationships of power primarily from the domain of autonomous vehicles as well as on more visionary concepts, such as artificial moral advisors. As a result, I will show that in these particular proposed use-cases of formal ethics, machine ethics risks to run contrary to their proponents' proclaimed promises of increasing the rigor of moral deliberation and even improving human morality on the whole. Instead, I will propose that inclusive discourse about automating ethical evaluations, e.g., in autonomous vehicles, should be conducted with unrelenting transparency about the limitations of implementations of ethics. Purpose
This study aims to examine the effect of supplier supply network (SSN) resources on buyer–supplier collaborative product innovation. The existing relevant studies from the network perspective are focused more horizontally on the mobilization of the firm's entire supplier network resources and less vertically on the utilization of the individual supplier's supply network resources. Therefore, this paper takes a contingency perspective, regards the buyer as the receiver of a supplier's supply network resources and, based on the theoretical motivation–opportunity–ability framework, explores the important motivation and ability factors that may weaken or enhance the product innovation value of the network resources.


Design/methodology/approach
This paper develops a new research model that assesses how the innovation utilization effectiveness of SSN resources is contingent on a buyer's perception of the SSN effects and relative absorptive capacity on the SSN. A large sample questionnaire is designed and collected from 300 Chinese high-tech manufacturing firms and their suppliers. An empirical test is carried out in which multiple regression analysis is applied to 246 valid sample data.


Findings
The results show that SSN resources can significantly enhance buyer–supplier collaborative product innovation; however, the innovation utilization effectiveness is limited by the buyer's relative absorptive capacity for the SSN and perception of the SSN effects. Specifically, if a buyer perceives that a greater innovation effect of a supplier's supply network is correlated with an improved relative position in the SSN or with higher network structural equivalence and network cognitive congruence between the buyer and the supplier on the SSN, then the buyer will be more motivated and capable of transforming the SSN resources into actual product innovation value.


Practical implications
The research results provide useful guidance for firms to effectively mobilize their SSN resources to tap into the supplier innovation value for a sustainable competitive advantage.


Originality/value
This paper extends the research on supplier innovation value to the SSN field. Through linking dyadic and network levels of analysis, this paper reveals the value and uniqueness of product innovation utilization of a specific supplier's supply network resources in the buyer–supplier relationship and provides a new research perspective for future studies on related issues.

AbstractWe study yield spreads between government bonds in the European Monetary Union. This segment of the global fixed income market is of particular importance for insurance companies in Europe. Our empirical research strategy is inspired by Gunay (2020) who has analyzed the relationship between credit and liquidity risk in the United States using Granger causality tests. More specifically, we employ the procedure developed by Toda and Yamamoto (1995) to test for Granger causality among yield spreads in five different member countries of the European Monetary Union (namely Austria, Belgium, France, Italy and Ireland) relative to Germany. We examine interest rate data from bonds with three different maturities (5, 10 and 30 years). Given the importance of long-term bonds as asset class for European life insurers and pension funds, the empirical results from the often ignored market for government bonds with a maturity of 30 years should be of interest. With regard to long-term sovereign debt, there is no evidence for Granger causality among the time series examined here. Consequently, the risk premia required by investors to hold government bonds of one specific member country of the EMU do not help to forecast the risk premia that have to be paid by other countries. Given the structure of their liabilities, this empirical finding should be of high relevance for portfolio and risk managers in the European life insurance industry and in pension funds. With regard to the yield spreads to be observed in the market for 10-year government bonds, there seems to be no clear picture. Focusing on fixed income securities with a maturity of 5 years, there is one very interesting empirical finding. The test results reported here seem to imply that there is unidirectional Granger causality running from the yield spreads in all other four countries to Austria. Given that Austria is a comparably small country which is assumed to be in a fiscally stable position, this result could be interpreted as evidence for credit risk premia as being helpful to forecast liquidity risk premia in the market for medium-term government bonds issued by member states of the European Monetary Union.

The purpose of the article is to analyze the state of competition in the market of varieties and the market of seeds of wheat varieties of soft winter domestic selection in Ukraine. Research methods. The research methodology is based on an integrated approach to studying the state of competition and competitive advantages. The following methods were used: statistical and economic in determining the role of individual applicants in the formation of supply on the market of varieties; graphic and tabular - for visual display of the results of scientific research. Research results. It has been determined that the subjects of seed production in different markets, markets for seeds of varieties and markets for varieties, act in different roles. The methods of commercialization of varieties as objects of intellectual property have been determined. Based on the results of the grouping of varieties according to the volume of seed production, six varieties of leaders were identified in terms of distribution in the fields of agricultural producers. A group of originators holding leading positions in the varieties markets has been formed, a forecast of changes in the near future has been made and such changes are justified among the leaders. The total number of entities that form the supply in the markets of varieties and seeds of varieties, the total volume of supply of seeds in the context of varieties, categories and geography of its production have been determined. Based on the analysis of the situation in the regional markets for seeds of soft winter wheat varieties, it was concluded that it is extremely variegated, both in terms of demand, real demand and actual supply in the context of regions. The influence of private selection on the market of varieties and seeds of varieties has been determined. Scientific novelty. The study made it possible to determine the peculiarities of competition in the markets of varieties and seeds of wheat varieties of winter soft domestic selection. The issues of the market of varieties as objects of intellectual property were further developed. Practical significance. The results of the study can be used by domestic scientific institutions to promote their own varieties, organize marketing work for realizing a real impact on the market of varieties and seeds of varieties. One of their main limitations, however, is extrapolating such local measurements to the global scales of the system. To overcome this problem at least partially, multi-point measurements can be used. There are several multi-spacecraft missions currently operating in the Earth's magnetosphere, and the simultaneous use of the data collected by them provides new insights into the large-scale properties and evolution of magnetospheric plasma processes. In this work, we focus on studying the Earth's magnetopause (MP) using a conjunction between the Magnetospheric Multiscale and Cluster fleets, when both missions skimmed the MP for several hours at distant locations during radial interplanetary magnetic field (IMF) conditions. The observed MP positions as a function of the evolving solar wind conditions are compared to model predictions of the MP. We observe an inflation of the magnetosphere (similar to 0.7 R-E), consistent with magnetosheath pressure decrease during radial IMF conditions, which is less pronounced on the flank (<0.2 R-E). There is observational evidence of magnetic reconnection in the subsolar region for the whole encounter, and in the dusk flank for the last portion of the encounter, suggesting that reconnection was extending more than 15 R-E. However, reconnection jets were not always observed, suggesting that reconnection was patchy, intermittent or both.
