The key issue is about the role of these Accords in the conflict's settling. This article is dedicated to the studying of the Madrid Peace Conference significance in the context of the Arab-Israeli conflict settlement. The end of the Cold War at the beginning of the 1990s had a huge impact on the system of international relations and the Arab-Israeli conflict as well. The US an the USSR both worked together to gather Israelis an Arabs in one place for the purpose of negotiating. Thus they took part in the Madrid Peace Conference 1991. From the beginning Israeli position was more strong than Arabs one mainly because of the American bias in favor of Israel. Meanwhile, the USSR was on the edge of collapse and couldn't organize a comprehensive support for Arabs as Soviets did it before. Furthermore, each sides tried to lead the process of negotiations in their favor because both the Arabs and the Israelis expected different results of this conference. In the end, all participants were fed up with pointless discussions. Multilateral track of negotiations brought nothing. The same went with bilateral tracks. To sum it up, the «Madrid formula» of negotiations didn't fulfill the expectations. But at the same time, it prepared the base of further secret negotiations between the Israelis and the Palestinians in Oslo. Thus broking psychological barriers between these two sides was the main goal of the Madrid Peace Conference 1991.

Статья посвящена этимологическому анализу экзоэтнонима «чеченцы», в толковании которого нет единого мнения среди исследователей. Показано, что в основе образования этнонима лежит лексема чачие, которая удачно вписалась в чеченский язык из тюркской языковой среды. В топонимической картине Чечни лексема чачие является ландшафтно-географическим термином, обозначающим некоторые превосходные особенности определенной территории. Появление этого тюркизма в названии долины, а за одно и одноименного поселения, могло произойти, начиная с VII века, т.е. намного раньше, чем известные события XIII-XIVвв., с которыми связывают название села Чечана (Чечен-аул). Культурные контакты народов Северного Кавказа с тюркским миром и странами Востока существовали издавна. Возникновение экзоэтнонима «чеченцы» связывают, как правило, с красноречием, внешней красотой и щегольством чеченцев. Однако, по мнению автора статьи, экзоэтноним «чеченцы» имеет прямое отношение к благоприятной и живописной оазисной долине – чачие – на берегу реки Аргун, и в переводе означает «жители оазиса». Со временем это наименование перешло на весь народ.

Показано, что в решении проблемы беженцев, благодаря напряженным усилиям Управления Верховного комиссара ООН по делам беженцев и государств, наблюдаются положительные сдвиги. Число беженцев за 2005 г. сократилось на 12 % (с 9,5 до 8,4 млн человек). Значительно возросло число лиц, которым УВКБ ООН оказывает помощь и поддержку: число лиц, перемещенных внутри страны, находящихся в ведении УВКБ ООН, увеличилось на 1,6 млн (до 6,6 млн человек), а число лиц без гражданства — почти на миллион (до 2,4 млн человек). В Беларуси продолжалась работа по совершенствованию законодательства о беженцах, укреплению национальной системы убежища, потенциала органов государственной власти и общественных организаций, работающих с беженцами. = The article cites the data on refugees and other categories of forced migrants in the world as of January 1, 2006. It shows that positive progress has been achieved in the settlement of the refugee problem due to the intensive efforts of the United Nations High Commissioner for Refugees and the member states. The number of refugees dropped over 2005 by 12 per cent (from 9.5 to 8.4 mln people). The number of people receiving aid from the UNHCR has grown considerably: thus the number of internally displaced persons of concern to the UNHCR grew by 1.6 mln (reaching 6.6) and the number of stateless people — almost by 1 mln (to 2.4 mln). Belarus progressed in its work on improving the legislation on refugees, consolidating its national system of asylum and the potential of the government bodies and NGOs working with refugees.

The article is devoted to the study of the conditions of life of the Sahrawi people who live in refugee camps in Algeria since 1970s due to the Western Sahara conflict. The process of political settlement of the Western Sahara conflict has been de facto suspended, however the situation in the Sahrawi refugee camps remains unstable and requires new solutions and international cooperation. The article provides a historical overview of the emergence of the refugee camps in Tindouf and examines existing mechanisms for international supporting the Sahrawi people. The author tends to analyze activities of the UN system organizations and agencies. Annual events within the framework of the FiSahara Film Festival to support Sahrawi are reported. Particular emphasis is placed on the role of Islam in Sahrawi society and the possibilities to benefit from the Islamic identity of the Sahrawi people to the Islamic cooperation and helping for refugees from Muslimmajority states. It is shown that the authorities of the unrecognized Sahara Arab Democratic Republic (the front POLISARIO) create the image of the secular Sahrawi community to overcome Islamophobia and receive humanitarian aid from a wide range of non-governmental organizations, including Christian and secular ones. At the same time, the true religious component of refugees' life is hidden from the international community. ; Статья посвящена изучению особенностей жизни народа сахрави, который по причине конфликта в Западной Сахаре с 1970-х гг. проживает в лагерях беженцев в вилайете Тиндуф в Алжире. Процесс политического урегулирования западносахарского вопроса де-факто приостановлен, однако ситуация в лагерях беженцев сахрави остается нестабильной и требует новых решений и международной кооперации. В статье изложена история появления лагерей беженцев в Тиндуфе и рассмотрены существующие механизмы международной помощи сахрави. Приведен анализ деятельности организаций и учреждений системы ООН в Тиндуфе и представлены ежегодные мероприятия по поддержке сахрави в рамках кинофестиваля FiSahara. Особый акцент сделан на роли ислама в обществе сахрави. Показано, что руководство непризнанной Сахарской Арабской Демократической Республики (фронт ПОЛИСАРИО) в политических целях создает образ секулярного сообщества сахрави для преодоления исламофобии и получения гуманитарной помощи от широкого спектра неправительственных организаций, в том числе христианских и светских. При этом подлинная религиозная составляющая жизни беженцев скрыта от международного сообщества.
