Recent EU migration policies, traditionally centred on migrants' mobility governance, have increasingly been focused, since 2015, on the managing of the so-called refugee crisis. This transition has been accompanied by a new discursive and visual representation of migration, within which the impressive image of Aylan Kurdi and the chaotic and confused images of the Sylvester Night in Colonia, in 2015, take a significant role. This contribution aims to shed light on the specific mechanism of migrant categorization implemented by the so-called «Hotspot approach», which was launched by the EU Agenda on Migration in May 2015. This approach is here envisaged as a response to the current changes in the composition of migration towards Europe. Provisions contained in EU and Italian policy documents are compared with concrete practices enacted on the ground by investigating two case studies: the initial opening of the Hotspot at Milo, in Trapani, and the first months of functioning of the Hotspot on Lampedusa. The empirical research covers the period between the last months of 2015 and the beginning of 2016. The short-term consequences of the hotspot system have been the creation of thousands of irregularized migrants within the Italian territory, and a massive violation of the principles grounding the right to asylum. These consequences were so blatant to oblige Italian authorities to interrupt some of these practices. Yet, in the long term, this experimental phase can be regarded as a laboratory for the subsequent development of EU policies on migration and asylum.

The green revolution and its related agricultural politics entailed a food production increasing worldwide. Nevertheless, those politics enhanced the biological resources extinction and the depletion of natural areas, creating a deep devastation in the local natural habitats, such as in the Iraqi Mesopotamian area; the indigenous population, the marsh Arabs, violently suffered the effects of these uncontrolled agricultural politics. The environmental depletion, related to ethnic strife motivations generated a progressive exodus from this area: 100.000 of environmental refugees.

The purpose of this thesis is to show the importance of education in the post-conflict reconstruction period and how the host countries can improve their educational programs in order to empower refugees. Often, post-conflict reconstruction and humanitarian strategies only focus on short-term economic and political outcomes, so the social components of recovery are left for a later stage. Il presente lavoro di ricerca si inserisce nel contesto più generale di interesse per lo studio del bilanciamento tra il diritto d'asilo e la tutela della sicurezza nazionale. L'elaborato si concentra sulla clausola d'esclusione dallo status di rifugiato in ragione di atti di terrorismo, e utilizza la comparazione tra casi prototipici come metodologia di lavoro. Dopo aver inquadrato l'esclusione ex art. 1 (F) della Convenzione di Ginevra del 1951, la tesi volge lo sguardo a come si è evoluta la relazione tra terrorismo e diritto d'asilo. Vengono analizzate la legislazione e le prassi di Unione Europea e Stati Uniti come casi prototipici di due approcci differenti. Ciononostante nel corso dell'analisi si colgono trend convergenti nell'utilizzo della clausola di esclusione, ed un progressivo avvicinamento delle interpretazioni. In particolare, l'ipotesi avanzata dallo studio è che per tutelare la sicurezza nazionale dal fenomeno terroristico, soprattutto dai tratti contemporanei di questi crimini, venga impropriamente utilizzata anche la clausola di esclusione dallo status di rifugiato, che ha invece il fine di distinguere tra perseguitati e persecutori e fornire protezione solo ai meritevoli. ; The research examines the interplay between refugee law refugees and the protection of national security from terrorists. The thesis focuses on exclusion from refugee status in reason of terrorism and uses the comparison of prototypical cases as research methodology. At the outset article 1 (F) of the 1951 Geneva Convention is analysed, while then the interconnection between terrorism and asylum law is explored. EU and US legislation and practices are used to compare two different prototypical approaches. Converging trends in the interpretation of the exclusion clauses are noticed and duly underlined. The research suggests that to protect national security from any terrorist risk, with due regard to contemporary terrorism, exclusion from refugee status is wrongly used, as article 1 (F) of the Geneva Convention serves the different purpose of distinguishing between victims and persecutors and granting protection only to those in need.

'The camp' is a heterogeneity of forms of housing/confinement located in extremely various contexts and managed by dissimilar institutions. The refugee camps are a characteristic place of modernity and impure, exceeding the national order of things. The camp and its inhabitants are a chimera, living matter that escapes the representation of the real as rational: in fluid becoming, crossed by the bodies that shape it but a place where one lives in a state of liminality for uncertain time. The central question posed by the text revolves around the living conditions of the refugee camp in relation to the 'outside'. Through a comparative ethnography I will try to trace some lines of continuity and discontinuity between the 'inside' and the 'outside' of the space of a refugee camp in the West Bank, in relation to the existential conditions linked to land, expropriation, and living within which the possibilities of discourses, identities, techniques, knowledge and forms of politics are articulated and intersect. ; 'Il campo' è un'eterogeneità di forme di alloggio/reclusione situate in contesti estremamente diversificati e gestiti da istituzioni dissimili tra loro. I campi sono un luogo caratteristico della modernità, eccedenza dell'ordine nazionale delle cose. Il campo e i suoi abitanti sono una chimera, materia viva che sfugge alla rappresentazione del reale in quanto razionale: in divenire fluido, attraversato dai corpi che lo plasmano ma luogo dove si vive in uno stato di liminalità per un tempo incerto. La domanda centrale che si pone il testo è quali siano le condizioni di vita del campo profughi in relazione al 'fuori'. Attraverso un'etnografia comparata vengono tracciate alcune linee di continuità e discontinuità tra il 'dentro' e il 'fuori' dello spazio campo profughi in Cisgiordania, in relazione alle condizioni esistenziali legate alla terra, all'espropriazione e all'abitare entro le quali si articolano ed intersecano le possibilità dei discorsi, delle identità, delle tecniche, dei saperi e delle forme della politica.

The Istrian-Dalmatian exodus, which took place from 1943 to 1958, represented a process of abandonment, which involved approximately 300.000 people forced to migrate from Istria, Fiume and Dalmatia, due to the transition of these territories from the Italian Kingdom to the Socialist Federal Republic of Yugoslavia, formalized by the Paris Peace Treaty (10th February 1947) and by the Memorandum of Understanding of London (5th October 1954).The Italian Government dealt with accepting and housing such a large crowd of compatriots, who were escaping from the oppression by Tito, by opting to relocate people all over Italy, in more than one hundred Refugees Camps (CRP). CRPs were organized in existing buildings which were frequently already abandoned. With the end of this emergency and with the distribution to exiles to permanent accommodations in several Italian cities, CRP were abandoned once again, questioning which their next role would be in the context and in the landscape.This paper wants to illustrate the stories of transformation of some of the CRPs, within a wider recognition in terms of original function (military buildings, religious buildings, educational buildings, prison camps, others and purpose-built CRP) and in terms of the current state of conservation (state of neglect, memorial role, demolition/removal, reuse, maintenance of previous use and permanent placement). CAPITOLO I – Il regime giuridico internazionale in materia di trattamento degli stranieri. Il capitolo si pone l'obiettivo di analizzare la disciplina internazionale di carattere generale in materia di trattamento degli stranieri, ponendo l'attenzione sulla nozione di straniero sullo standard di trattamento nazionale ed internazionale garantito e sulle norme internazionali vigenti. Inoltre, particolare attenzione viene rivolta agli istituti dell'ammissione e dell'espulsione dello straniero, intesi come strumento di controllo e di tutela da parte dello Stato. CAPITOLO II – Status di rifugiato e asilo nel diritto internazionale. Il secondo capitolo concentra la sua attenzione, e ne avvia l'analisi nel dettaglio, su una particolare figura di straniero: il rifugiato. Pertanto, viene analizzato lo status di rifugiato sia su un piano definitorio e nozionistico, sia sul piano degli istituti ad esso sotteso concentrando comunque l'analisi sul diritto di asilo e sul principio del non refoulement. CAPITOLO III – Strumenti di tutela nel diritto internazionale. Il capitolo III è la diretta conseguenza del precedente, in quanto, dopo aver fornito il quadro nozionistico relativo allo status di rifugiato, l'elaborato si pone l'obiettivo di studiare nel dettaglio tutti gli strumenti messi a disposizione dalla comunità internazionale per fronteggiare la problematica legata all'argomento. Infatti, si pone l'attenzione non solo sulle principali convenzioni in materia di rifugiati (prima fra tutte la Convenzione di Ginevra del 1951), ma anche sulle attività delle organizzazioni internazionali governative e non che operano specificatamente a tutela ed assistenza dei rifugiato. Infine, vengono trattate altre due forme di tutela quali la protezione temporanea ed il rimpatrio volontario. ; CHAPTER I - The international legal regime for the treatment of foreigners. The chapter aims to analyze the international framework of a general nature concerning the treatment of aliens, focusing on the notion of the foreign national and international standards of treatment guaranteed and international standards. In addition, special attention is paid to the institutions of the admission and expulsion of foreigners, intended as a means of control and protection by the State. CHAPTER II - Status of refugee and asylum in international law. The second chapter focuses his attention, and starts the analysis in detail, of a particular kind of stranger, the refugee. Therefore, it is analyzed the status of refugee is on a definitional and factual knowledge, both in terms of its underlying institutions, however, the analysis focused on the right to asylum and the principle of non-refoulement. CHAPTER III - Instruments of protection in international law. Chapter III is a direct consequence of the previous one, because, after having provided the framework notional Relating to the Status of Refugees, the elaborate aims to study in detail all the tools made available by the international community to tackle the problem related to the topic. In fact, it focuses not only on the main conventions on refugees (most notably the Geneva Convention of 1951), but also on the activities of international organizations, governmental and non-operating specifically for the protection and assistance of refugees. This article analyzes the construction of the alien's image in The Suppliants of Aeschylus. First, the foreigner excites curiosity and fascination, then he stirs up anxiety and rejection and he becomes 'barbarian', member of a culture uncivilized. Moreover, the author uses the look of the Other to describe apologetically his own culture and his own democracy. The analysis of the tragedy is useful to understand how we relate to other cultures and how we create the alien's image even in the present. ; Il contributo analizza la costruzione dell'immagine dello straniero nelle Supplici di Eschilo. Dapprima lo straniero suscita curiosità e fascinazione, poi invece ispira inquietudine e rifiuto, diventando 'barbaro', appartenente a una cultura incivile. Inoltre, l'autore dell'opera utilizza lo sguardo dell'Altro per definire apologeticamente la propria cultura e la propria democrazia. L'analisi della tragedia ci spinge a riflettere e a cercare di essere più consapevoli di come ci relazioniamo alle culture altre e come noi costruiamo l'immagine dell'altro anche nell'epoca attuale.
