It is generally recognized that in early modern society, the position of the church and clergy was very central. As many historians have stated over the decades, the church and state were closely connected and their power structures and ideologies supported each other. However, when studying the social and public role of the church and clergy, it soon becomes quite clear how pervasive this phenomenon was. The church not only created but also maintained and acted as a part of international, national, and local communities, structures, and cultures that connected people regardless of their social status and gender. The church was a spiritual, administrative, and social institution and experience environment, whose tasks, scope, and meanings changed and intertwined with the development, needs, and requirements of society. In this book, we investigate from different perspectives the motives and different means by which the church and clergy came to play a significant part in early modern society. In this volume, the church is considered both as an administrative institution and as a social space and cultural structure. Hence, we do not focus on the history of theology or doctrinal questions. Instead, we consider the social and public roles and meanings of the church. The church as such is understood in this book as transnational, a strong national and local institution, and also a space and structure. The church had its own institutionalized place in society and its activities and rights were defined by law (Church law 1696, the Law of the Swedish kingdom 1734) and by the decrees given by the Royal Majesty. The church had its own archbishop-led administrative organization under the Royal Majesty and it worked in close cooperation with the Crown administration and county governors. In this volume, we understand the clergy as church servants, a trained and appointed professional group, a separate estate (social class), and also as a wide social network constructed by their families. The approach of this book is social science history. In other words, the book examines the church and the clergy as an integral part of society and the individual communities who lived in the current Finnish territory during the early modern era. The topic is examined on the basis of three conceptual themes reflecting important new areas of research in the study of the social significance of the church and clergy: (1) the clergy and family as part of the community, (2) the church as a jointly built space, and (3) the church as an arena for interaction, knowledge, and politics. We approach this multidimensionality using different research questions, sources, methods, and theoretical approaches. The volume focuses on the 17th to 19th centuries, but many of the church and clergy-related phenomena are much older, and some of them extend to the present, so the articles also move beyond this time frame.
Työyhteisösovittelu on tuore ja vähän tutkittu sovittelun osa-alue, joka ottaa oppia rikos- ja koulusovittelun tuloksellisista kokemuksista. Kilpailu- ja suoriteyhteiskunnan kielteisten ilmiöiden vastapainoksi tarvitaan hyvinvointia edistäviä välineitä, toivon näkökulmaa ja uskoa ihmisyyteen. Tutkimuksessa kuvataan työyhteisösovittelun mallin muodostuminen kuntatyöyhteisössä ja työyhteisösovitteluun osallistuneiden kokemuksia työyhteisösovittelusta ristiriita- ja ongelmatilanteiden ratkaisumenetelmänä. Työyhteisösovittelua lähestytään postmodernin organisaatioajattelun ja tulkinnallisen paradigman näkökulmasta kvalitatiivisella tutkimusotteella. Tutkimuksen aineistona on kuusamolaisen työyhteisösovitteluhankkeen ohjausryhmässä sekä hankkeen tiedotus- ja koulutustilaisuuksissa käydyt keskustelut, jotka katsotaan narraatioiksi. Saatua aineistoa täydennetään haastattelemalla työyhteisösovitteluun osallistuneita narraatiossa syntyneiden teemojen pohjalta. Tutkimusaineisto analysoidaan käyttäen narratiivista ja sisällön analyysiä. Tutkimuksen päätuloksena esitetään työyhteisösovittelun malli kuntatyöyhteisössä liittäen sen organisaatioteoreettisen ajattelun kehittymiseen modernista postmodernin moniäänisyyteen. Parhaimmillaan työyhteisön destruktiivinen ristiriita muuttuu konstruktiiviseksi dialogiksi työyhteisösovittelun keinoin. Fasilitaattorina toimiva sovittelija voi arvostavana kuuntelijana tukea niiden äänien vahvistumista, joilla henkilöt eheyttäen koostavat yhteistä todellisuuttaan. Työyhteisösovittelun jatkuvuus turvataan työsuojelun ja työterveyshuollon organisaatioiden koordinointivastuun myötä. Saadun tiedon avulla lisätään työhyvinvointia ja sitä kautta työn tuottavuutta, tuloksellisuutta ja vaikuttavuutta. Lisää hallintotieteellistä tutkimusta tarvitaan työyhteisösovittelun mallin ja periaatteiden toimivuudesta ja yleistettävyydestä monenlaisissa organisaatioissa, kuten myös työyhteisösovittelun tuotteistamisen mahdollisuudesta Britannian ja USA:n tapaan. ; Workplace mediation is a fresh and less studied part of mediation. The excellent results of crime and school mediation is encouragment to move towards this type of mediation in regards to workplace conflicts. As a counterbalance for the disadvantages of the competative society we live in, a balance of wellbeing, hope and trust among peers is needed. The purpose of this study is to describe how the model of workplace mediation is formed in a municipality workplace and how the people taking part in this mediation, experience it as a dispute resolution model. Workplace mediation is approached from the aspect of postmodern organization theory with qualitative research method. The empirical evidence for this study is collected from the discussions within guidance group meetings and also complemented with interviews from participants of the workplace mediation meetings. The collected evidence was analyzed by narrative and content analysis. The main result of this study is itself the model of the workplace mediation in municipal workplaces connecting it to the development of the organization theory from modern to postmodern diversity. The most encouraging result of the mediation is that the destructive conflict then turns into constructive dialogue with the help of the facilitative mediators present. Respecting listener can reinforce those voices the participants use to build their common reality. Workplace mediation is seen as a possible dispute resolution method within the workplace environment. The results of this study within the workplace wellbeing and results of the work can be approved. Further research would be beneficial in finding out if these same results can be achieved within other organizations. As well the possibility to make business of workplace mediation would be interesting.
The ten articles in this edited volume examine the city of Varkaus as a small city struggling with structural change using historical documents as well as survey and interview data. The city of Varkaus, which has a long industrial history, has lost a large part of its industrial jobs in the first decades of this millennium and its population has fallen sharply in recent years. However, a survey of the adult population shows that the inhabitants of Varkaus are typically satisfied with their work, with their social relationships and their lives in general. Varkaus is seen as a safe and good living environment. A central element of well-being is couple relationship, as well as other social relationships. The lack of well-being often stems from unemployment, low income and feelings of not belonging to the place of residence. Young adults value their place of residence as well as their family relationships, but there are tensions in their life regarding work and income. The tranquility and proximity to nature of Varkaus are appreciated, but there are also many who long for more urban heartbeat in their hometown. - Tässä kymmenestä artikkelista koostuvassa kokoomateoksessa tarkastellaan Varkautta rakennemuutoksen kanssa kamppailevana pienenä kaupunkina historiallisia dokumentteja sekä vuosina 2016–2017 kerättyjä kysely- ja haastatteluaineistoa hyödyntäen. Pitkän teollisuushistorian omaava Varkauden kaupunki on tämän vuosituhannen ensimmäisinä vuosikymmeninä menettänyt suuren osan teollisista työpaikoistaan ja sen väestö on supistunut voimakkaasti. Kuitenkin koko aikuisväestöä edustava kysely kertoo, että varkautelaiset ovat tyypillisesti tyytyväisiä työhönsä, sosiaalisiin suhteisiinsa ja elämäänsä muutenkin. Varkaus nähdään turvallisena ja hyvän elämän puitteet tarjoavana asuinpaikkana. Hyvinvoinnin tärkeitä osatekijöitä ovat parisuhde ja muut sosiaaliset suhteet. Hyvinvoinnin puutteet liittyvät työttömyyteen, pienituloisuuteen sekä ulkopuolisuuden tunteisiin suhteessa asuinpaikkaan. Nuoret aikuiset arvostavat omaa asuinpaikkakuntaansa sekä perhe- ja sukulaisuussuhteitaan, mutta arkielämään liittyy jännitteitä työn ja toimeentulon osalta. Varkauden rauhallisuutta ja luonnonläheisyyttä arvostetaan, mutta monet toivoivat siltä myös enemmän kaupunkimaista sykettä.
The focus of this research is on Finland's role in Soviet Union's calculation of its foreign policy between 1920 and 1930. This was the first decade of both Finnish independence and of Soviet power in Russia. This book answers questions about the objectives of Soviet foreign policy in Finland, on the contacts used by the Soviet legation to obtain information, and on how well the Soviets understood Finland's objectives. Tutkimuksessa tarkastellaan palvelun laadun arviointia moniportaisessa julkisessa organisaatiossa. Laatutyöhön kuuluu keskeisenä osana laadun arviointi. Ongelmallista julkisten organisaatioiden tuottamien palvelujen arvioinnissa on se, että lainsäädäntö jättää usein viranomaisten harkinnan varaan sen, millaisina palvelut tosiasiallisesti tuotetaan eivätkä kunnalliset päätöksentekijätkään välttämättä aseta palvelujen laadulle kovin tarkkoja tavoitteita. Jos em. tahot asettavat palvelun laatua koskevia tavoitteita, ne asetetaan yleensä palvelun lopputulokselle eikä palvelun tuotantoprosessin välivaiheille. Moniportaisissa organisaatioissa ja organisaatiohierarkian eri tasoilla ylempien organisaatiotasojen osuus palvelujen tuottamisessa jää usein arvioinnissa mm. tavoitteiden puutteellisuuden vuoksi vähemmälle huomiolle kuin asiakasrajapinnassa toimivien organisaatiotasojen. Asiaan vaikuttaa myös tulosjohtamiseen liittyvä käytäntö, jossa ylempi organisaatiotaso arvioi alempaansa eikä päinvastoin. Tulosjohtaminen on ankkuroitunut Suomen julkiseen hallintoon aiemmin ja vahvemmalla otteella kuin laatujohtaminen. Selkeiden laatua koskevien tavoitteiden puute hankaloittaa arvioimista, erityisesti tavoiteperusteista arviointia, jossa toimintaa verrataan asetettuihin tavoitteisiin. Tavoitteiden puutteellisuus asettaa paineita arvioida toimintaa eri intressitahojen näkemykset huomioon ottavan monitahoarvioinnin avulla. Palvelun laadun intressitahoja julkisessa hallinnossa ovat palvelujen käyttäjien lisäksi mm. poliittiset päätöksentekijät ja kansalaiset, palvelua tuottavan organisaation johto sekä palvelua tuottava henkilöstö ja moniportaisissa organisaatioissa vielä organisaation eri tasot. Eri intressitahojen näkökulmat ja vaateet palvelun laadulle määräytyvät niiden suhteesta palveluun samoin kuin niiden asema ja tehtävät arvioinnissa ja arviointitiedon hyväksikäytössä. Moniportaisissa organisaatioissa keskeisin intressitaho ylemmän organisaatiotason tuottamalle palvelulle on alempi organisaatiotaso. Alemman organisaatiotason näkökulmasta katsottuna ei ole riittävää arvioida moniportaisissa organisaatioissa ylemmän organisaatiotason toimintaa esim. laatupalkintokriteereiden avulla, vaan ylemmän organisaatiotason toimintaa on tarpeen arvioida palvelukohtaisesti. Tämä puolestaan edellyttää sitä, että palvelukohtaisesti määritellään ylemmän ja alemman organisaatiotason työosuus (osapalvelu) moniportaisen organisaation palveluketjussa. Tutkimuksessa päädyttiin myös näkemykseen, jonka mukaan palvelut on varsinkin ylemmän organisaatiotason toiminnan suhteen syytä suunnitella moniportaisissa organisaatioissa etukäteen eri intressitahojen vaateita yhteen sovittaen. Tutkimuksen tuloksena syntyi arviointikehikko moniportaisten julkisten organisaatioiden tuottamien palvelujen laadun arviointiin. Arviointikehikossa otetaan kantaa siihen, miten arvioinnin eri vaiheissa olisi tarkoituksenmukaista edetä ja millaisia näkökohtia eri vaiheissa on tarpeen ottaa huomioon. ; EVALUATION OF THE QUALITY OF SERVICES IN A PUBLIC MULTI-LEVEL ORGANIZATION The task of the study was crystallized in the following questions: 1. In what way is it justifiable in public organizations to evaluate the activi-ties of upper organizational levels in producing high quality services? 2. Accordingly, in what way is it justifiable to evaluate the guidance and support directed to the school assistants work and carried out by the ad-ministrative level in the Education Department of the City of Helsinki.? The study showed that the way in which it is justifiable to evaluate the qual-ity of services in public organizations is determined by the special features of public administration. These features have an effect on the definitions of the ser-vice and quality in public administration. The definition is especially influenced by the community orientation of public organizations, the lack and the vagueness of the goals which guide the quality of services, and many interest groups of services. In this study the quality of the service produced by a public organization has the following definition: the quality of the service and the process with help of which the users of the service receive the service must satisfy the integrated de-mands of the users of the service and its various interest groups in all the features of quality. In public administration, interest groups for the quality of services include not only the users of the services but also political decision makers, the leaders and the personnel of the organization producing the services and in a multilevel organization, the different levels of the organization. The quality demands made by these groups, their opportunities to evaluate the service and their interests in utilizing the evaluation data at least partly differ from each other. In a multi-level organization the lower level, often the so called performing level of the organization, is one of the interest groups in relation to how the up-per level takes care of its own tasks in the service chain. The culture of manage-ment by results has rooted in the public organizations earlier than quality culture. Management by results assumes that the upper organizational levels evaluate the lower levels and not the other way around. Quality culture, however, places the direction of the evaluation upside down, bottom-up and not top-down. In service chain thinking there is a need for the lower level to give feedback to the upper organizational level about how it has for its own part supported the work of the lower level in producing value added to the ultimate users of the services. From the point of view of the lower organizational level the emphasis in evaluation should be on the quality of those parts of the services that are pro-duced by the upper organizational level. Evaluation should take place by evaluat-ing one service at a time. The main interest of the lower level is in evaluating whether or not the upper level supports the lower level well enough in producing individual services. In order to be able to define what is good enough in each case it is necessary to specify the responsibilities of both the upper and lower organizational levels service by service in the service chain. Multiple constituency evaluation or stakeholder-based evaluation is an approach to evaluation in which activities are evaluated from the points of views of many different interest groups. The choice of the approach is determined by the purpose of the evaluation. Purposes of evaluation can be for instance evaluation for development work or evaluation for accountability. Multiple constituency evaluation is suitable for situations where there is a lack of goals for the quality of public services or the goals are vague. The case example of the study showed the lack and vagueness of goals in the guidance and support directed to the school assistants work and carried out by the administrative level of the Hel-sinki City Education Department. Multiple constituency evaluation is suitable for evaluations for both accountability and for development. However, if there were clear goals defined for the quality of the services the natural choice of the ap-proach in the purpose of evaluation for accountability would be the goal-attainment evaluation.
Marxismin mukaan kapitalistisen yhteiskunnan jäsenet jakaantuvat kolmeen luokkaan: porvaristoon, keskiluokkaan ja työväenluokkaan. Jotkut marxismin tukijat jakavat keskiluokan talonpojistoon ja muuhun keskiluokkaan. Talonpojisto on vähenevä luokka. Koska marxismin luokkateorian mukaan poliittiset puolueet vaalivat yhteiskuntaluokien intressejä, tutkin pitääkö tämä väite paikkansa. Ensin selvitin marxilaisen teorian luokista ja niiden intresseistä eli eduista, joiden puolustamiseski luokat järjestäytyvät poliittisiksi puolueiksi. Ne laativat itselleen yhteiskuntapoliittiset ohjelmansa, joita ne pyrkivät politiikansa avulla toteuttamaan. Tutkimusaineistona käytän Suomen eduskunnassa tutkimusvuosina edustettina olelleiden puolueiden tavoite- ja yleisohjelmia, joista selvitän sisällön analyysiä käyttäen niiden sisällön ja julkilausutut tavoitteet. Erityisesti pyrin selvittämään orientoituvatko puolueet ohjelmissaan tiettyjen luokkien etujen puolustajiksi vai missä määrin ne esiintyvät yhteiskunnan yleisten etujen vaalijoina. Tutkimus tapahtuu toisaalta puolueiden eduskuntoimintaa selvittämällä. Tällöin pyrin saamaan selville sen toimivatko puolueet periaate- ja tavoiteohjelmiensa mukaisesti laatiessaan lakialoitteita eduskunnassa. Kolmantena tutkimuskohteena on hallituksen esitysten sisällön eritteleminen intressiorientaation pojalta. Kysymys kuuluu palvelevatko hallituksen esitykset yleistä vai luokkien erityisetuja. Tutkimuksessa selvisi, että puolueet niin ohjelmalausumissaan kuin eduskuntatoiminnassaan vaalivat sekä yleistä etu, josta käytän nimitystä luokkien yhteisetu, että luokkien erityisetuja. Eniten puolueet vaalivat yhteisetua. Erityiseduista puolueet vaalivat kukin tiettyä luokkaetua enemmän kuin toista. Tämän perusteella puolueet jakaantuvat ensijaisesti porvariston, keskiluokan ja työväenluokanetuja vaaliviksi. Hallituksen esityksissä luokkaorientaatio on heikompaa kuin kansanedustajien lakialoitteissa. Tutkimustuloksistani selviää myös se, että vaikka puolueet ovat viime vuosikymmeninä ottaneet vaaliakseen aikaisempaa enemmän kaikkien luokkien intressejä ja niiden yleispuolueominaisuudet ovat lisääntyneet, tietty luokkaorientaatio on säilynyt. ; Classes continually alter and influence party strategies and also the behaviour of voters. The members of classes form economic, professional and political organisations. Every class aims to exert the greatest influence upon the state with the help of its political party. This study researches the class basis of political competition, the effect of class interests on the policies of nine Finnish parties in their political programmes and initiative work in the Parliament. The investigation is based on historical materialism and its class structure theory developed by Karl Marx, Friedrich Engels and other Marxists. The aim of study is to estimate how appropriate the class schema of historical materialism is for analysing the political partisanships and ideological conflicts in advanced industrial society. The statements and aims of political party programmes are put into practice in Parliament. This research analyses how parties represent their aims in their political programmes and what their parliamentarians do in Parliament. Is a party the representative of one class or does it equally promote the interests of many classes? Is it a class party or a generally oriented party? As in historical materialism, the programmes and legislative initiatives have been classified into five groups. The first group contains general class interest, oriented towards the common good. The next four groups comprise bills with a specific class interest orientation: bourgeoisie, the middle class, farmers and workers. The parties investigated are The National Coalition Party /The Conservative Party, The Swedish People`s Party, The Finnish Centre Party, The Finnish Social Democratic Party, The Left Alliance, The Liberals, The True Finns, The Christian Democratic Party and The Greens. The changes in politics and in party relationships over thirty years are investigated by comparing the parliamentary actions of parties from the 1960´s to the 1990´s. The study concerns the legislative initiatives of the years 1965, 1972, 1988 and 1999. The data on the programmes were collected from the two political programmes of nine parties from the years 1950 2003. The programmes of political parties are the public flag of the party as Engels expressed it, although their programmes have lost some of their class orientation. In the programmes of all nine political parties the contents aiming at the common good are the first, most important aim, the percentages being 76 98 %. Differences in the programmes of the political parties can still be found. The political parties emphasise their interests and aims in their own ways. The Conservative Party, The Swedish People´s Party and The Liberals have the next important interest in the bourgeoisie. The Swedish People´s Party, The Finnish Centre Party and The True Finns emphasise the middle class and the farmers. The Finnish Social Democratic Party, The Left Alliance and The Greens take care of working class. The main task of Parliament is to enact legislation. Bills can be submitted to Parliament by the Government or as private members bills. In this process the class interests notably emerge in private members bills of plenary sessions. The main Finnish political parties took into consideration the interests of all classes. All nine parties have made in the largest extent common good legislative initiatives. For all nine parties, the most prevalent type of legislative initiatives was those for the common good (84 -67 %). At the same time they tended to favour special class interests. The least specific class parties were The Christian Democratic Party, The Green Party and The Swedish People´s Party. Among special class interests all the parties oriented more to middle class interests in Parliament than in their declared objectives (18.8 7.0 %). The Liberals, The Conservative Party, The Social Democratic Party, The Left Alliance and The True Finns had the strongest middle class orientation. The Conservative Party were the most bourgeois party (10.2%). The strongest working class interest was found in The Left Alliance, The Social Democratic Party and The Green Party (18.8 13.1 %). The Finnish Centre Party and The Social Democratic party, The Left Alliance and The True Finns were closest to working class interests. Are there class oriented differences in the contents of the legislative initiatives and political programmes of the nine political parties? The contents were classified into eleven groups: administration, civil rights, nature conservation, economics, occupation structure, social policy, public health, education, culture, labour market and international affairs. All nine parties have the same three most important contents of legislative initiatives. These were finance/economics, social policy and administration systems. And all nine parties were more interested in financial and economic aims than their political manifestos suggest. The fourth important content for The Conservative Party, The Swedish People`s Party, The Liberals and The Christian Democratic Party was education. Employment was the fourth aim of The Finnish Centre Party and The True Finns. The Labour Market was also important to The Finnish Social Democratic Party, The Left Alliance and The Greens. Nature conservation was important to The Greens, too. The contents of government bills are more oriented towards the common good than are the private members bills. The conclusion is that the main Finnish political parties took the interests of all classes into consideration. At the same time they reveal preferences for special class interests. This emerges in political manifestos and legislative initiatives and government proposals. The Finnish political parties are not purely general parties devoid of class background. Finance and economics was the basis upon which the people arranged their lives and formed political opinions. The class structure of historical materialism is suitable to demonstrate political partisanship in Finland during the second half of the twentieth century. Social changes affect both the class structures and the political aims of parties and give rise to social and ideological conflicts in advanced industrial societies. The consensus policy is one appearance of civilized class struggle.

Finland assumes the chairmanship of the Arctic Council for two years in May 2017. The report provides scholarly knowledge to support the preparation and implementation of the Finnish chairmanship, the definition of priorities for Finnish Arctic policy and public discussion on the Arctic and its transformation. Finland prepares to take over the chairmanship in an increasingly uncertain environment, especially with regard to the economic and political development of the region. Similarly, the Arctic governance structure is transforming. The tasks of the chairman have changed over time as the Arctic Council itself has evolved and non-Arctic actors increasingly pay attention to the region and the Council. The report investigates the transformation of the Arctic region from various perspectives, including the environment and environmental problems, societal change, political and geopolitical dynamics as well as traditional and new economic prospects. The report also investigates the ways in which regional challenges can be tackled with legal and political means, especially in the Arctic Council. In addition, the report analyses the consequences of the chairmanship for Finland and presents suggestions that could enable a successful chairmanship period.

For the first time worldwide, this collection brings together analyses of the last two centuries of historical change around the shores and drainage basin of Lake Ladoga, Europe's largest lake. The main focus of the narrative is the Northern Ladoga region, which was a Finnish administrative area between 1812 and 1944. After the Second World War, the entire shoreline of Lake Ladoga was incorporated into the northeast part of Russia's border region, the Autonomous Republic of Karelia and the Leningrad Province. The main theme uniting this collection is how the relationship between humans and nature is shaped by industrialization and modernization in society. Other key issues include protecting nature and perspectives on particular places and times, which are reflected in the methodological and thematic choices made in this volume. The research framework set by the editor, Professor Maria Lähteenmäki, is the new lakefront history (Finn. uusi rantahistoria), focusing on approaches to environmental, economic and sensory history of lakes. To draw broad conclusions, on the one hand, the multilevel changes on the lakefront cannot be understood without knowledge of the history of the wider drainage basin, and awareness of the geopolitics of the region and the climate changes. On the other hand, the human relationship to natural waters has changed significantly in 200 years. Thinking in terms of economic benefit has gradually given way to principles of sustainable development. Lake Ladoga is also being redefined from a spatial perspective, as nationalist ownership of the region is coupled with global concern about the state of Europe's largest lake.
Kansalaisosallistuminen YVA-menettelyssä Ympäristövaikutusten arviointimenettelyn (YVA) yksi keskeinen tavoite on lisätä kansalaisten tiedonsaantia ja osallistumista ympäristövaikutuksiltaan merkittävissä hankkeissa. YVA-menettelyllä pyritään tuomaan kansalaisten näkemykset, huolet ja toiveet mukaan suunnitteluun ja päätöksentekoon mahdollisimman varhaisessa vaiheessa. YVA edustaa väitöstutkimuksessa modernia vuorovaikutteista ympäristöpolitiikan ohjauskeinoa ja osallistumisen välinettä. Väitöstyön ensimmäisenä tutkimustehtävänä oli luoda YVAan osallistumisen analyysille teoreettinen viitekehys: millaista demokratia- ja suunnitteluideaa YVA voi edustaa ja millainen politiikkaverkosto YVA on kansalaisosallistumisen kannalta. Toisena tutkimustehtävänä analysoitiin YVAan osallistumisen historiallista kehittymistä ja muutoksia Suomessa. Kolmantena tutkimustehtävänä tarkasteltiin osallistumisen käytännön toteutusta sekä arvioitiin osallistumisen vaikuttavuutta. Lisäksi analysoitiin vaikuttavuuden mahdollisia esteitä, miten läpinäkyviä ja avoimia YVA-menettelyt ovat ja miten hyväksyttävänä osallistumisvälineenä YVAa pidetään. Osallistumisen kannalta olennainen seikka on YVAn institutionaalisuus: se on julkishallinnon luoma väline, jonka lisäksi toimenharjoittajalla on keskeinen YVA-menettelyn käytännön toteuttajan rooli. Tämä luo osallistumisen kannalta rakenteita, joissa korostuu toimijoiden väliset epäsymmetriset valta-asemat. YVA-menettelystä tulee helposti kaikille osapuolille vallan käytön ja politiikan tekemisen väline ja niin osallistumisen järjestämistä kuin itse osallistumista ohjaavat toimijoiden poliittiset intressit ja tavoitteet. YVA on parhaimmillaan eri osapuolten välinen avoin keskusteluareena, joka lisää suunnittelun ja päätöksenteon läpinäkyvyyttä, mutta YVA on myös poliittisen kamppailun areena. Suomen YVA-lainsäädännössä osallistumisella on aina ollut tärkeä rooli. Suomalaisessa YVA-järjestelmässä on korostettu kansalaisten osallistumismahdollisuuksia. Ajan saatossa myös kriittisyys laajaa osallistumisoikeutta ja useita osallistumismahdollisuuksia kohtaan on lieventynyt. Haaste on kuitenkin siinä, että osallistumisen toteutus määritellään laissa väljästi, eikä lainsäädäntö takaa laadukasta osallistumista tai varsinkaan sen vaikuttavuutta. Toinen havaittu haaste on YVAn ja osallistumisen suhde päätöksentekoon. YVAn ulkopuoliset päätöksentekojärjestelmät ja edustuksellisen vallankäytön rakenteet eivät ole muuttuneet, ja siksi YVAn vaikuttavuus voi jäädä vähäiseksi. Vaikka YVA edustaisikin osallistuvaa demokratiaa ja toteuttaisi vuorovaikutteista ja moniäänistä suunnittelua, voi osallistumisen merkitys vesittyä ja kansalaisten osallistumisaktiivisuus hiipua. Ilmiöön liittyy myös tarpeetonta kriittisyyttä. Osallistumisen vaikuttavuus ei ole kertaluonteista, vaan se on usein välillistä ja ajoittuu prosessin eri vaiheisiin. Osallistumisen merkitystä ja vaikutuksia ei aina tunnisteta. YVAsta ei ole muodostunut Suomessa laajojen joukkojen osallistumisvälinettä. Ennemminkin YVAan osallistuvat tyypillisesti harvat kansalaisaktiivit, jotka hyödyntävät YVAn lisäksi lukuisia muitakin osallistumisen ja vaikuttamisen keinoja. Osallistujien määrän sijaan huomio tulee kuitenkin kiinnittää sisältöön ja suunnittelun moniäänisyyteen. Olennainen kysymys on se, millaisen roolin kansalaiset ja maallikkoasiantuntijuus voivat saada perinteisesti asiantuntijavetoisessa suunnittelukulttuurissa. ; Public participation in environmental impact assessment Environmental impact assessment (EIA) is a policy instrument based in law and used to prevent harmful environmental impacts, increase public information access, and improve public participation opportunities. EIA is an open process for discussion and participation of different actors: it increases the transparency and broadens the information base of environmental policy planning and decision making. One aim of EIA is to incorporate citizens views and opinions, concerns and desires into planning at an early stage. EIA is a process of identifying and evaluating potential impacts from proposed activities. It is also an interactive and communicative policy instrument and should facilitate direct participation. EIA is an example in the development process of direct participation in Finland during 1990 s. In this study EIA is approached as a participation instrument. Public participation is the perspective from which the EIA-process is analysed. The aim of the research is to examine participation in EIA both a theoretical and empirical way, and to interpret and explain the operation logic and efficacy of participation. There are three main research tasks in the study. The first task is to create a theoretical framework for analysis of public participation in EIA. For this purpose, the theoretical and methodological triangulation is made in the study. There are four main parts in the triangulation. Firstly, the elements of participative and deliberative democracy and communicative planning theories are combined. This theoretical discussion shows what kind of democracy and planning EIA can represents. Secondly, network analysis and evaluation are integrated in the methodological triangulation. The concepts of policy networks and intervention theory are used in theoretical and methodological manner. The outcomes of theoretical and methodological triangulation are criteria of deliberative EIA and four policy network models of EIA as an instrument of public participation: 1) EIA as a negotiation process; 2) EIA as a technical process of information collection, 3) EIA as an information instrument; and 4) EIA as tool for controlling of participation. While the theoretical part of the thesis has its own analytical objectives, these policy network models are utilized with evaluation criteria in the empirical part of the study. The second research task is to analyse the historical development of participation in Finnish EIA legislation. The focus of this part is on the long lasting political process and arguments behind the enacting of Finnish EIA Act in 1980 s and 1990 s. The most important amendments of EIA legislation and the international and national reasons behind them are also considered. According to results of this part of thesis, the role of participation has been central to the Finnish EIA system. Even if the EIA Act was implemented in Finland relatively late in 1994, the legislative foundation for public participation has always been strong. Though the implementation of participation is defined in a flexible way, Finnish EIA legislation supports public participation and in principle creates possibilities for deliberative democracy. The third research task is to evaluate public participation in two case studies. This part includes following questions: 1) what kind of objectives do different actors seek from participation; 2) how does participation impact EIA and what are the obstacles of effective participation; and 3) how transparent and acceptable is the EIA process? The two cases used, the EIA of a road project and the final disposal of nuclear waste, show how much the aims, the implementation and the effectiveness of public participation can not only vary between different projects, but also during the planning process in one certain project. Notably, in the nuclear waste case, the nature of top-down instrument of EIA was clearly observed, while the developer of the project assumed a dominant role. The three elements of policy network (actors, arenas and agenda) were defined by the developer. Even if participation was carried out with great visibility, professional implementation and sufficient resources, the impact of public participation and lay people expertise was not so essential, while the economic and political interests of the project and the role of experts were in central role. In this case study EIA represents the policy network model of controlling of participation: the role of governance was more important than deliberative participation. In the road case the planning situation was more open. There did not seem to be the same need to define and control participation and the agenda of the EIA. The contribution of citizens was used in planning in a more effective manner. The EIA assumed a more traditional role as an information distribution tool, and as a place for open discussion and effective participation. The case studies suggest that the legislative base can not alone guarantee the effectiveness of public participation. Most important factor is the attitude of main actors. Each EIA process is unique and general theories of participation in EIA are difficult to create. In practice, the EIA is more or less an institutional process of power division between different actors, and the developer has the central role. EIA is an open arena that allows political disagreements to form and emerge into the open. However, EIA can also be used to promote political interests. EIA and participation can be harnessed by the proponent, but EIA can also feed the so called NIMBY (Not In My Back Yard) phenomenon. It is also possible, that policy instruments like EIA create a new elite active lay experts. Theoretical ideas of deliberative democracy or communicative planning are challenging to implement in practice. At the same time it is important to estimate the criteria and expectations concerning participation. One can see, that EIA has lot of deliberative potential, but the main challenges are in the relationship between EIA and decision making, and in the structures of political power and decision making outside of EIA.
Sata kuntaa riittää , Puolet pois! ja Lopulta kuntia voi olla vain 30. Tutkimuksen aiheena on 1990-luvun alusta 2000-luvun puoliväliin käyty kuntarakennetta koskeva julkinen keskustelu. Keskustelua näkökohtineen, vaatimuksineen ja osapuolineen tarkastellaan totuuden politiikan kautta. Kiinnostuksen kohteena on se, miten tuotetaan ne totuudet, joilla perustellaan kuntarakenteeseen kohdistuvia vaatimuksia. Tutkimuksen aineisto muodostuu kuntaliitoksia käsittelevistä sanomalehtikirjoituksista. Tutkimuksen perusteella kuntarakennekeskustelun solmukohdassa käydään kamppailua tehtävien, voimavarojen ja kuntarakenteiden keskinäisestä suhteesta. Kunnille osoitettujen tehtävien ja voimavarojen merkitys on kansantaloudellisesti ja jakopoliittisesti keskeinen. Voimavaroissa tai tehtävissä tunnistettu muutos käynnistää tarpeen sopeuttaa kahta muuta elementtiä. Muutosvaatimukset ovat kytkeytyneet myös poliittisen vallanjaon jännitteisiin eli puolueiden valtapoliittisiin asemiin kuntakentässä. Kamppailu oikeista tulkinnoista, määritelmistä ja näkökulmista eli totuudesta ilmenee puhe- ja ajattelutavoissa eli diskursseissa. Kuntarakennekeskustelua hallitsee puhetapa, joka on nimetty valtadiskurssiksi. Sen keskeisenä päämääränä on kuntarakenteen uudistaminen suurempien kuntien muodostamiseksi. Kysymys on kuntien toimintaedellytysten ja voimavarojen vahvistamisesta. Keskeiseksi muodostuu kuntien toimintaympäristön muutos. Valtadiskurssissa kuntarakenteen uudistaminen asetetaan rahoituksen tai tehtävien uudelleenmäärittelyn edelle. Kun kuntien tehtävissä tai voimavaroissa tapahtuu muutoksia, rakenteiden tulee sopeutua näihin muutoksiin. Kuntarakenne näyttäytyy hallittavana , sen piirteitä voidaan mitata, arvioida ja muuttaa. Vastadiskurssiksi nimetty diskurssi syntyy reaktiona vaatimukselle kuntarakenteen muutoksesta. Vastadiskurssin lähtökohdista käsin pyrkimys kuntarakenteen muutokseen ei ole perusteltu. Kunnat nähdään historialtaan ja identiteetiltään ainutkertaisina itsehallinnollisina yhteisöinä, joilla on alueellinen itsemääräämisoikeus. Kunnan kehittämistä ja palveluja koskeva päätöksenteko halutaan säilyttää mahdollisimman lähellä kuntalaisia. Kuntaliitosten nähdään johtavan kehittämistoimenpiteiden ja palveluiden keskittymiseen eli hyvinvointivaltion paikalliseen alasajoon. Toimintaympäristön muutos edellyttää sopeutumista, mutta kuntaliitosten sijaan ratkaisuksi esitetään kuntien voimavarojen lisäämistä, tehtävien vähentämistä, kuntien yhteistyön lisäämistä ja muita palvelutuotannon tehostamiseen tähtääviä toimenpiteitä. Nykyiset kunnat ovat muodostuneet useiden vuosisatojen aikana monien vaiheiden kautta. Kuntia on yhdistetty ja niitä on jaettu. Muutoksia on perusteltu eri aikoina ajankohtaisilla kuntien tehtäviin ja taloudellisiin voimavaroihin kohdistuvilla haasteilla. 1990-luvun alussa kuntarakenteen muutostarve kytkettiin byrokratiaan ja lamaa seuranneeseen kunnallistalouden kriisiin. Vaatimus palvelujen tehokkuudesta ja byrokratisoituneen hallinnon virtaviivaistamisesta muodostui hyvin keskeiseksi. 1990-luvulta 2000-luvulle tultaessa alkoi korostua seutuistuminen, kuntien keskinäinen riippuvuus ja yhteistyö elinkeinojen kehittämisessä sekä palvelujen turvaamisessa. Samalla omaksuttiin kaksi erilaista sopeutumisstrategiaa eli pyrkimys edistää sekä kuntaliitoksia että seutuyhteistyötä. Kaksikärkinen strategia edusti kompromissia tilanteessa, jossa kunnat eivät olleet halukkaita liitoksiin. 2000-luvun puoliväliin tultaessa kuntarakennekeskustelussa tapahtui kuitenkin diskursiivinen muutos. Kuntarakenteen muutosta vaadittiin entistä voimakkaammin nimenomaan palvelujen turvaamiseksi. Kuntien taloudellisen aseman eriytyminen kiihtyi muuttoliikkeestä ja kuntien rahoitusperusteiden muutosten seurauksena. Uhkana olivat myös väestön ikääntymisestä ja palveluvaatimusten muutoksista johtuva palvelukustannusten kohoaminen. Kunnat näyttivät jakautuvan menestyviin ja menettäviin. Monien kuntien edellytykset palvelujen järjestämiseen olivat merkittävästi heikentyneet. Kuntien taloudellinen vastuullistaminen ja vaatimus elinvoimaisuudesta korostuivat. Julkisen talouden sopeuttamistarpeen ja kuntien palvelukustannusten kasvun myötä tehokkuuden rinnalle nousi vaatimus tuottavuuden kohottamisesta. Toimintaympäristön muutoksiin varautumisen katsottiin edellyttävän myös elinvoimaisuutta. Aiempina vuosikymmeninä valtion rahoitusta ohjattiin voimakkaasti infrastruktuurin ja palveluverkon ylläpitämiseen syrjäseudulla ja heikosti toimeentulevissa kunnissa. Tapahtuneessa muutoksessa on kysymys siitä, että yksi totuuden politiikka korvautuu toisella. Kuntien odotetaan kantavan vastuunsa elinkelpoisuudestaan ja yhdistyvän väestö- ja elinkeinopohjaltaan ja sitä kautta entistä vahvemmiksi kokonaisuuksiksi. 2000-luvun edetessä kuntaliitoshankkeita on käynnistynyt kiihtyvällä tahdilla ja yhä useammissa niistä kunnat yhdistyvät. Kuntayhteisön historia, identiteetti ja ainutkertaisuus väistävät, kun yhdistyminen muodostuu yhden tai useamman kunnan taloudellisen aseman tai toiminnallisten edellytysten kannalta välttämättömäksi. Keskusteltaessa kuntarakenteesta keskustellaan samalla kuntien itsehallinnosta. Voimakas vaatimus kuntien elinvoimaisuudesta ja elinkelpoisuudesta merkitseekin itsehallintokäsityksen muuttumista. ; The topic of this study is the public discussion on desired local authority size and the need for municipal mergers. The study is based on the French philosopher Michel Foucault´s discoursive view of knowledge and power and an analytics of governmentality, which has evolved from Foucault´s research. The discussion on local government structure concerns information on local authorities, power and competing governmental rationalities. Governmental rationalities refer to different ways of producing truths and giving causes for social and political aims. The study is based on the conception that governmental rationalities are bound up with a discoursive struggle. This struggle is integrated into public discussion. The material of the study consists of newspaper articles on local government structure and municipal mergers. The discussion on local government structure is examined in contexts from the early 1990s and early 2000s. With regard to these two periods I analyse the changing historical conditions under which the discourses unfold. During the time that passed between the two periods the local authorities faced a major change in economic fluctuations, migration, internationalisation, the European integration and the effects of extensive public administration reforms. The discussion on local government structure is analysed in relation to the recent development of the operating environment, the metamorphosis of the welfare society and the changeable role of local authorities. An important issue in my study is what kind of discourses form the framework for public discussion on local government structure? And how do they regulate the governmental rationalities concerning the relations between the duties, resources and structures of local governments? According to my study, the debate on local government structure is in fact a defining struggle over the local authorities´ mission, resources and structure and how these are related to one another. A change detected in resources or duties triggers a need to adjust either one of the two other elements in question. The interpretations of adjustment in each case result in specific governmental rationalities of reform. There is also the question of how political power is distributed and the tensions arising from it, i.e. a struggle for political power in connection to the political parties´ differentiated position in local governments. A change in local government structure signifies new strategic positions and political strongholds. The positions of the traditional ruling parties, i.e. the Centre Party and the Social Democratic Party, produce opposite dispositions of how and on whose conditions the governmental models are outlined. The study shows that the discussion on local government structure is dominated by a power discourse that strongly emphasises a demand for restructuring in order to form larger municipalities. The power discourse strengthens a rationality that gives priority to restructuring local governments instead of financing or redefining duties. Within the power discourse the conception of local government structure turns into an instrument of governmentality and a perspective which sets aside other possible ways of representing local authorities. Local authorities are perceived as a part of the total structure of administrative units, the characteristics of which may be measured, assessed and changed. A counterdiscourse arises as a reaction to the power discourse and its demand for adjustment to the change of operational environment through a change of local government structure. This counterdiscourse questions the notion of local authorities as a structure that can be steered and governed. Local authorities are seen as unique, autonomous regional institutions where decisions on their development and services must be made as close to the local residents as possible. Thus the counterdiscourse emphasises the local authorities´ territorial autonomy, which secures preserve the unique history and identity of the present municipalities. In the 1990 s the interpretation that the operating environment developed towards regionalisation was characteristic for the change management. The aim to promote regionalisation and conditions influencing regionalisation was strengthened. Regional cooperation represented a compromise between reluctance to merge and securing of industrial development needs and services. The discussion concerning local authority structures was founded upon a two-peaked strategy of adjusting, i.e. the aim was to actively further the promotion of both municipal mergers and regional cooperation. Securing services is the topic in the core of the discussions on local government structures. And this topic is enwrapped in the discourse on equality. However, equality appears to be the ambivalent precondition for the reform. In the power discourse the equal status of citizens is threatened by the differentiation of the financial situation of local authorities. A change of the local government structure arises as the solution. The counterdiscourse emphasises one aspect above all others, i.e. to secure services as close to the local residents as possible. The pursuit of scale benefits, concentration of resources and development measures and cutting down on services are considered risks in the change of local government structures. The fear for the effects of concentrated powers and for the dismantlement of the welfare society at local level will be actualised in the counterdiscourse. From the beginning of the 1990 s to the mid-2000 s there is a discoursive change in the discussion on local government structures. The discussion starts increasingly to circle around the change of operating environments of local authorities. The prerequisites of local governments to secure the services are getting questioned due to migration, changes in the population s age structure and regional differentiation. There seems to be a division into winning and losing local authorities. The financial and operating prerequisites of small and remote local authorities are considered to have weakened. Making provisions for changes in the operating environment emphasises vitality and viability. A condition is that local authorities embrace their financial responsibilities. The responsibilisation in the discoursive change is similar to the responsibilisation frequently applied in connection with the management of welfare drawing on different neoliberal practices. The mentality of liberalisation and responsibilisation can be more widely acknowledged in the development of the relations between local authorities and the state. In political rationalisation the promotion of productivity has become the counterpart of the securing of services. The rhetoric of financial necessities is more strongly than before starting to regulate the discussion. In the 1990 s the emphasis was on effectivity and claims for the streamlining of the bureaucratised governance. In the 2000 s the talk focused on productivity and the demand that more should be achieved despite decreasing resources. The concept of productivity welling from the background assumptions of economic science is problematic for the public sector. It does not measure welfare and wellbeing. Consequently the dispute is not about measures but about goals. What kind of local authorities will be given the responsibility for the services to residents and the development of their close environment? The answer to this question also implies how resources and duties are allocated to local authorities. The discoursive change is all about a reorganisation of the mutual relations between knowledge and power. One politics of truth is replaced with another politics of truth with more explanatory power and penetrating effects than the former one. The responsibilisation of local authorities and the assessment based on financial processes come in the centre of the discussion on local government structures. The definitions of local authority duties, resources and structures also contribute to the revision of local self-government. The strong claim for vital and viable local authorities actually means the articulation of a new kind of basis for the self-government.
Tutkimuksessa tarkastellaan erästä Euroopan integraation vähemmän tutkittua ulottuvuutta: integraation vaikutuksia jälkikommunistisen yhteiskunnan kansalaisjärjestöihin. Liettualainen ympäristöjärjestösektori ja Ignalinan ydinvoimalan tapaus tarjoavat rajallisen, mutta samalla hyvin konkreettisen näkökulman kysymyksen tarkastelemiseksi. Tutkimus nojaa vuosina 2001-2003 kerätyn haastatteluaineiston laadulliseen analyysiin. Ignalinan ydinvoimalan tapauksen perusteella voidaan tulkita liettualaisten ympäristöjärjestöjen kohtaamia muutospaineita neuvostoajan lopulta aina Liettuan EU-jäsenyyteen saakka. Ignalinan ydinvoimalan ympärille keskittynyt liikehdintä oli yksi keskeisimmistä neuvostovallan vastaisen protestin välineistä 1980-luvun lopun Liettuassa. Ignalinan ydinvoimalasta muodostui tuolloin neuvostovallan poliittinen symboli; protestointi ydinvoimalaa vastaan oli samalla vastalause Moskovan sanelupolitiikalle ja vallitsevalle yhteiskunnalliselle järjestykselle. Ignalinan poliittinen symboliasema kuitenkin muuttui radikaalisti Liettuan itsenäisyysjulistuksen myötä: voimalasta muodostui niin taloudellisesti kuin poliittisestikin tärkeä kansallisen suvereniteetin osa. 1990-luvun lopulla ydinvoimalan poliittisen symboliaseman muutos sai yhä vahvemman ilmentymän EU:n esittäessä Ignalinan molempien reaktoreiden alasajoa ennen niiden lasketun käyttöiän umpeutumista. Eräät liettualaiset ympäristöjärjestöt toimivat aktiivisesti osana laajempia eurooppalaisia kansalaisjärjestöverkostoja vaatien itäisen Keski-Euroopan neuvostomallisten ydinvoimaloiden välitöntä sulkemista. Siten Ignalinan tapaus aiheuttaa monissa tapauksissa järjestöidentiteetin epävarmuutta: Yhtäältä ympäristöjärjestöidentiteetti vaatii kriittistä suhtautumista ydinvoimaan, erityisesti neuvostomallisiin RBMK-reaktoreihin. Toisaalta taas Ignalinan ydinvoimala koetaan Liettuan taloudellisen ja poliittisen omavaraisuuden takaajaksi. Ignalinan tapauksen ympärille rakentuva identiteettipoliittinen asetelma voidaan yksinkertaistaa tilanteeksi, jossa ympäristöjärjestöt hapuilevat kahden yhteensopimattoman toimintamallin välillä: järjestöt toivovat voivansa toteuttaa rooliaan ympäristöjärjestöinä, usein laajempien eurooppalaisten ympäristöjärjestöverkostojen mallin mukaisesti, mutta samalla kansallisen suvereniteettipolitiikan tuottamat mallit ovat vahvasti läsnä järjestöjen määrittäessä perusluonnettaan. Ignalinan tapauksen pohjalta tutkimuksessa tarkastellaan myös laajempia Euroopan integraatioon ja jälkikommunistiseen kansalaisjärjestötoimintaan liittyviä kehityskulkuja. Tutkimus tuo esiin, että Euroopan integraatio on luonut monitasoisen institutionaalisen järjestyksen, joka määrittää oman vaikutuspiirinsä säännöt. Euroopan integraatio on samalla ilmiö, joka toteutuu myös hyvin arkipäiväisissä asioissa se on läsnä monissa mikrotason käytännöissä vaikuttaen siis myös ympäristöjärjestöjen toimintaan. Samalla voidaan havaita, että politiikan muodot ja tyylit eivät synny tyhjiössä tai pelkästään rationaalisten valintojen tuloksena; historia, sen tuottamat tulkinnat sekä rutiineihin perustuvat säännönmukaisuudet ovat läsnä poliittisessa elämässä, niin kansalaisjärjestötoiminnassa kuin muussakin yhteiskunnallisessa aktivismissa, samoin kuin hallinnollisissa käytännöissä. ; The colourful, sometimes even dramatic, history of Lithuanian environmental non-governmental organisations (NGOs) makes them an interesting subject of political science research. During the past fifteen years the role of the Lithuanian environmental movement has changed quite radically. The environmental movement had a central political role at the time of the Lithuanian independence activism in the late 1980s, but the movement later lost its mobilising potential and was marginalised by the beginning of the 1990s. Since then the environmental NGOs have been strongly affected by the process of European integration. Environmental NGOs have served both as agents and indicators of the institutional change taking place in Lithuania. The dynamics of this change can be analysed through the case of Ignalina in the course of the past couple of decades the nuclear power plant of Ignalina in the north-east corner of Lithuania has been a reference point for a number of political discussions and processes. During the Lithuanian independence movement the nuclear power plant became a symbol of Soviet rule. As Ignalina was strongly associated with the hegemony of Moscow over Lithuania the plant occupied a central role in the fight towards national sovereignty. Independence activism took the form of environmental protests, especially in the early stages of the Lithuanian reform movement, and a large number of environmental organisations were established all over Lithuania. The political context provided an opportunity to address sensitive political questions through environmental activism. For instance, in September 1988 thousands of protesters formed a human chain the ring of life around the two units of Ignalina as a manifestation of Lithuanian national sovereignty and identity. The symbolic position of Ignalina changed radically after Lithuania s independence declaration in March 1990. As Moscow imposed an energy embargo on Lithuania it soon became clear that the country was dependent on its own sources of energy, of which the nuclear power plant of Ignalina was the most important one. Although Ignalina had only recently served as the symbol of Soviet oppression, the plant suddenly proved indispensable in the reconstruction of the nation and its material well-being. In 1995 the Lithuanian government tabled a EU membership application. Towards the end of the decade Ignalina was brought on the political agenda of the EU it soon became evident to Lithuanians that the closure of the nuclear power plant would be considered a de facto prerequisite for EU membership. As a result, the question of Ignalina was highly politicised the setting gave Ignalina a positions as the symbol of national sovereignty. There had been a radical shift in the political symbolism surrounding the plant. Meanwhile, the environmental NGOs faced a dilemma: Some of the environmental activists were closely linked to European anti-nuclear NGO networks and were strongly in favour of the decommissioning of Ignalina. However, many of the environmental NGOs also carried with them a long tradition of ethno-cultural thinking thus connecting the organisations closely to the notion of Lithuanian national sovereignty. Against this background it proved difficult for many organisations to define their role in view with the question of Ignalina what would be appropriate political action? As a result, there remained a great deal of indecisiveness and confusion among the environmental NGOs as to the decommissioning plans of Ignalina, and more generally as to the role of the environmental organisations in the Lithuanian society. The case of Ignalina provides a framework within which it is possible to analyse certain dimensions of national sovereignty in an integrating, post-Cold War Europe. The integration of Central and Eastern Europe into the EU has produced a situation in which many of the expectations attached to national sovereignty are being challenged. The research also brings forward a topic that has received only limited attention in the past, namely the effects of European integration on non-governmental organisations in Central and Eastern Europe. By focusing on a specific sector of Lithuanian NGO activity it is possible to analyse the dynamics of europeanisation on a very concrete level. The case of Ignalina suggests that the activists of Lithuanian environmental NGOs are forced to ponder the raison d être of their organisations in the face of different, often conflicting institutional pressures. The expectations drawn from fresh national sovereignty are not always compatible with the models of action produced by the European integration process. The case evidences a conflict between post-Communist nation-building and the institutional limitations brought about by EU membership. Simply put, the idea of national sovereignty on the one hand and European integration on the other offer environmental NGOs distinctive, often conflicting, models of appropriate political action. The models of action created by the institutional framework of the EU are not easily compatible with the norms typical of a newly independent state. This identity political conflict is especially pronounced whenever national and European norms are placed in direct opposition with each other. However, it should be noted that the national and European levels of politics cannot be completely distinguished from each other. It is interesting to notice how models of action drawn from the EU system often form the very basis of national or local political action. Therefore it can be stated that the separation between European and national models of appropriate action is not always feasible. It is possible to approach most political questions, including the encounter of Lithuanian environmental NGOs and the EU, from an institutional perspective. The theoretical framework of the study is based on new institutionalism , and the notion of logic of appropriateness is central to the study political institutions are analysed as collections of norms that define the rules of appropriate political action in different situations. In essence, politics is about appropriate action. The research seeks to explain the logic of appropriateness being followed by Lithuanian environmental NGOs. The research problem is approached through a set of questions: (1) How does the colourful history of the Lithuanian environmental movement affect the political characteristics of today s environmental NGOs? (2) What does the specific case of Ignalina tell us about the institutional contexts in which the Lithuanian environmental NGOs operate? (3) How to define the relationship between Lithuanian environmental NGOs and the politics of national sovereignty? (4) What is the relevance of the institutional framework of the EU to Lithuanian environmental NGOs? The study suggests that the rules of appropriateness change depending on the political context. At the same time, the conflicts produced by differing, overlapping institutional environments are reflected in the inner dynamics of political actors, resulting to indecisiveness and confusion. Since political action is first and foremost directed by the logic of appropriateness, the interpretations of political contexts are of central relevance. Therefore it is possible that a single object, such as a nuclear power plant, can be given a variety of interpretations in the realm of identity politics. The case of Ignalina evidences that symbolism and interpretation form the core of political life.
The book approaches the history of Finnish development cooperation through the experiences of development aid workers. At its core is a small group of Finns (experts and officials from different fields) who have worked with international development aid in Asia, Africa and Latin America. Their memories and experiences, together with diverse archival material offer an interesting window into the world of development (cooperation), or "Aidland", from the 1960s to the turn of the millennium. The research focuses on the personal motives and experiences of Finnish aid workers from the 1960s to the 2000s. The book offers perspectives on the historical construction of Aidland since the 1940s and on the gradual integration of Finland and the Finns into its structures. It describes the mindset of the first two generations of aid workers and the factors that made them interested in developing countries. The book follows their education, their first contacts with Aidland, adaptation to work and conditions, returning home and the challenges that come with it. The study gives the reader a view of the power positions, hierarchies and contradictions in Aidland and development cooperation, which at times led Finns to reassess their motives and justify to themselves the meaningfulness of the entire undertaking. Through their experiences, the book also deals with the less-known side of development cooperation, such as corruption, prejudices, and opposition to development projects, as well as their occasionally unwanted consequences in partner/recipient countries. It also sheds light on the effects of the Aidland experience on an individual's worldview and identity. The book is an academic study suitable for a wide audience, from university students to ordinary readers interested in development cooperation. The book helps to understand both the history of development and the construction of multi-level connections of Finnish society with the countries of the Global South. It is therefore also ideally suited for readers interested in the development of Finland's internationalization in the late twentieth century. For its part, the book contributes to wider public debates on development cooperation.
Ympäristökysymys ja aseveliakseli on tutkimus suomalaisen kaupunkiympäristön politisoitumisesta. Väitöskirja vastaa kysymykseen miten ympäristöstä tuli politiikkaa? piirtämällä tarkan kuvan neljästä ympäristön politisoitumisen vuosikymmenestä 1960-luvulta lähtien, kasvukonsensuksesta ympäristökiistoihin. Tamperelaisia ympäristökiistoja ja paikallista politiikkaa käytetään teoksessa laboratoriona, jossa tiivistyy laajempia suomalaisen lähihistorian muutostrendejä. Paikallisten ympäristöongelmien synty kietoutuu muuttuvan yhteiskunnan arvostuksiin ja puhetapoihin sekä sukupolvien välisiin jännitteisiin. Erityisesti teos analysoi jännitteitä, joita voimistuva ympäristöliikehdintä synnytti haastaessaan Tampereella pitkään vaikuttaneen valtakoalition, ns. aseveliakselin, paikallisen hallintatavan. Tampellan alueen kaavoituskiista (1989 - 1995) Tapaukset kertovat ympäristöongelmien yhteiskunnallisesta muotoutumisesta ja oman aikansa toiveista, tavoitteista ja ristiriidoista. Ympäristön pilaantumisen ja -suojelun nousu yhteiskunnalliseksi kysymykseksi liittyy kiinteästi Suomen ja Tampereen sodanjälkeiseen kehitykseen ja vaurastumiseen, jonka kääntöpuolena ympäristöhaittoja voidaan pitää. Useamman paikallisen tapaustutkimuksen yhdistäminen paikallisen hallintatavan analyysiin tuo uuden näkökulman ympäristöongelmien ja paikallisen poliittisen kulttuurin historiallisen rakentumiseen. Ympäristöongelmia käsitellään yhteiskunnallisina ongelmina, joille toimijoiden väliset jännitteet ja määrittelykamppailut sekä erilaisten vaatimusten esittäminen ovat ominaisia. Politisoitumisen analyysissä tukeudutaan sosiologi Pierre Bourdieun ja politiikantutkija Kari Palosen käsitteisiin. Politisoitumisen käsitteellä ei viitata puoluepolitiikkaan, vaan pikemminkin vakiintuneiden ajatus- ja toimintamallien kyseenalaistumiseen. Tutkimus etenee teoreettisten ja metodologisten lähtökohtien kautta tapaustutkimuksiin, joiden lomassa taustoitetaan ympäristöliikehdinnän historiaa paikallisella tasolla. Tapausten jälkeen käsitellään paikallisen hallintatavan teoreettista näkökulmaa ja paikallisen hallinnan historiallisia muotoja Tampereella. Ympäristön politisoituminen tapahtui Tampereella vaiheittain. Ensimmäiset ympäristöliikehdinnän merkit näkyivät Tampereella ns. ympäristöherätyksen myötä 1960- ja 70-luvun taitteessa. Ympäristöliikkeen jakautuminen oikeisto-vasemmisto -ulottuvuudella kuitenkin jarrutti ympäristöjärjestöjen kasvua 1970-luvun puolivälissä. Vuosikymmenen lopulta lähtien alkoi uusi ympäristöprotestien vaihe. Jännite suoraviivaisen johtajakeskeisen hallintavan ja uusien, rauhan aikana kasvaneiden sukupolvien edustajien kuten vihreän liikkeen välillä kävi ilmeiseksi paikallisissa ympäristökiistoissa 1980-luvun alusta alkaen. Tämä jännite huipentui tutkimuksen viimeisessä tapauksessa, Tampellan kiistassa 1980- ja 90-lukujen taitteessa. Sosiaalidemokraattien ja Kokoomuksen muodostaman kunnallispolitiikan valtakoalition, aseveliakselin, näkökulmasta ympäristöprotestit näyttäytyivät vastustuksena, ei uutena yhteiskunnallisena kysymyksenä. Väitämme, että tämä johtui sekä aseveliakselin historiallisesti muodostuneista arvostuksista ja suhtautumistavoista että tamperelaisen politiikan kentän jakautumisesta aseveliakselikoalition ja sen vastustajien välillä. Nämä tekijät vaikeuttivat ympäristökysymysten nostamista paikallisen päätöksenteon piiriin ja supistivat ympäristöliikehdinnän toimintatilaa. Ympäristön politisoituminen ilmeni Tampereella useammalla ulottuvuudella, joista ensimmäisenä voi pitää ympäristöherätyksen synnyttämää uutta tulkintakehystä. Se antoi kaikupohjaa paikallisille ympäristön muuttamista politisoiville vaatimuksille. Luonto politisoitui ympäristöksi ja ympäristö politisoitui yhteiskunnalliseksi protestiksi ja kritiikiksi, joka ilmeni vaatimuksina paikallisissa ympäristökiistoissa. Toiseksi politisoiminen liittyi yksittäisten ympäristön muutoksia koskevien suunnitelmien kyseenalaistamiseen. Tätä tapahtui Tampereella 1970-luvulta alkaen ja selvemmin 1980-luvun ympäristökiistoissa. Määrittelykamppailut koskivat esim. Kauppahallin virastotalon tapauksessa paitsi talon purkusuunnitelmia, myös talon esteettistä arvoa kaupunkimaisemassa. Tampereen kasvoja voimakkaasti muuttanut modernisaatiokehitys ei enää näyttänytkään väistämättömältä. Samalla voidaan puhua myös laajemmasta kaupunkimaiseman muutosten kyseenalaistumisesta. Ympäristöherätys ja yksittäiset tapahtumat kuten Verkatehtaan purkaminen 1970-luvun lopulla muuttivat tamperelaisten tapaa katsoa kaupunkiaan. Kolmanneksi kiistoissa nousi esiin tiedon ja asiantuntemuksen politiikka. Tiedon politiikka ilmeni selvästi 1980-luvun kiistoissa, joissa (tieteellisen) tiedon ja asiantuntijuuden rooli kyseenalaistui. Kauppahallin virastotalon kiistassa kyseenalaistettiin rakennusten huonokuntoisuuden kriteerit. Epilän voimalakiistassa politisoitui asiantuntijoiden tuottama tieto voimalavaihtoehtojen edullisuudesta. Tampellan kiistassa kriisiytyi kaupunkisuunnittelijoiden asiantuntemus ja rooli yleisen edun vaalijoina. Neljäs politisoitumisen ulottuvuus koskee yksittäisten kysymysten toimintavaihtoehtojen kyseenalaistamisen laajenemista koskemaan koko paikallista hallintatapaa ja paikallista poliittista kulttuuria. Selvimmin yksittäiseksi hallintatavan kyseenalaistumisen tapaukseksi muodostui tutkimuksessamme Tampellan tapaus, jossa suuret rakentamissuunnitelmat ja paikallisten poliittisten eliittien toimintamallit joutuivat ennen näkemättömän kritiikin kohteeksi. Paikallinen hallintatapa ei kyseenalaistunut vain ympäristökysymysten vaikutuksesta, mutta ympäristökonfliktit näyttäytyvät kiinnostavina teollisuuskaupungin perinteiden rapautumista ilmentävinä tapahtumina. Viidenneksi ympäristön politisoituminen kosketti laajemmin kaupungin habitusta kaupunkimaiseman, paikallisen perinteen ja itseymmärryksen tasoilla. Kyse ei ole vain ympäristökohteista vaan laajemmin paikallisesta kulttuurista ja identiteetistä. Paikalliset ympäristöliikkeet toimivat kuten yhteiskunnallisilta kaupunkiliikkeiltä voidaan odottaa: ne synnyttivät konflikteja ja muuttivat osaltaan kaupungin merkityksiä. Kaupungin habituksen muutokseen liittyy selvästi perinteisen tamperelaisen ns. savupiipputeollisuuden hiipuminen. Jälkiteollistuvan kaupungin ympäristökonfliktit olivat sekä tämän yhteiskunnallisen murroksen indikaattoreita että sen katalysaattoreita. Teollisuuskaupungin traditioiden kyseenalaistuminen voidaan nähdä osana laajempaa yksinkertaisen modernin projektin kritiikkiä. Tutkimus perustuu laajaan asiakirja- ja lehtiaineistoon sekä ympäristökiistojen ytimessä vaikuttaneiden kansalaisaktivistien ja paikallisten päättäjien haastatteluihin. Paikallisen historian kuvauksessa on käytetty sekundaarilähteitä ja haastatteluja, tapaustutkimukset perustuvat pääasiassa lehti -ja asiakirja-aineistoihin ja haastatteluihin. Tapausten käännekohtia on lisäksi analysoitu määrällisellä sisällönerittelyllä sekä diskurssi -ja argumentaatioanalyysin keinoin. ; ENVIRONMENTAL ISSUES AND THE "BROTHERS IN ARMS AXIS" POLITICISATION OF THE ENVIRONMENT IN TAMPERE FROM 1959 TO 1995 This study examines the politicisation of the environment in the context of one Finnish locality, Tampere. It is a study on the politics of the environment, i.e. the historical developments and contestations that preceded the institutionalisation of environmental policy. The politics of the environment is examined at the local level in the context of the tension between the rise of environmentalism and the traditions of local politics and governance. The locality of Tampere, thus provides a laboratory for understanding how environmentalism took place and what kind of tensions it caused. Theoretically the study draws on both sociology and political science. The theoretical frame is set by combining Kari Palonen s terminology of politics and Pierre Bourdieu s theory of action. Politicisation is a central notion in the study. It is understood as a process of questioning the rules of the game, i.e. claiming something to be playable and contingent. In Bourdieu s terms this implies a process of questioning the givenness of the doxa and provoking orthodox arguments from the political elite. Politicisation may take place at different scales, from the local disputes to broader patterns of governance and political culture. The central research question was the following: ·How has the environment become politicised at the local level? This question was divided into the following questions: ·What events have contributed to the politicisation of the environment? ·What kinds of disputes and actor coalitions emerged in these events? ·How did the patterns of local governance influence the definition of environmental problems? And, vice versa, how did the environmental problems effect local governance? ·What was the role of environmental movements in the politicisation of the environment? The research was carried out in the form of five case studies, all in the same locality, touching on different aspects of environmental issues, and covering the temporal scope of the study, from the 1960s to the 1990s. The cases studied were the following: 1. The Pyynikki highway construction plan (1959-1974) 2. The pollution of lake Näsijärvi by a local pulp plant and the moving the municipal water intake to lake Roine (1960-1972) 3. The dispute over the planned demolition of the old Jugendstil Office block in the city center (1972-1983) 4. The dispute over the plan to build a coal power plant in Epilä (1981-1984) 5. The conflict over the planning of the Tampella industrial area in the city center (1989-1995) The cases cover the time from the pre-history of environmentalism, i.e. when the environment was still a non-issue, through the rise of environmentalism (the so called environmental awakening ) to the institutionalisation of environmental issues in the 1990s. The research data comprised sources on local history including archives and official documents, newspaper materials and 35 interviews of local actors. Methodologically, the study was structured in relation to different levels: 1) in the context of local history (secondary sources on local history and interviews), 2) the case studies using thick description out of which, 3) detailed instances of discourse analysis, especially argumentation (or claims-making ) were extracted. Environmental problems were studied in a contextual constructivist frame as social problems constructed in processes of claims-making, involving argumentation and discursive struggle. Local environmental movements were studied as urban social movements whose activities affect the collective production of the city while being aimed at contesting and challenging the prevailing social order. The local movements in Tampere were key actors in politicising the environment, contributing to a change whereby previously undisputed environmental change and related social practices were no longer seen as inevitable or normal. Movements created new meanings not only for their participants, but for the larger community, also extending beyond the time frame of their most active presence. Since the late 1960s, the rise of environmentalism became manifest through locally based movements and organizations. The purely scientific orientations of local conservationist associations were challenged by more socially and politically oriented civic activities and associations. An important milestone was the founding of Pirkanmaa nature conservation association in 1969. Since 1970, environmentalism gathered momentum with rapidly growing membership figures and local initiatives. It soon suffered, however, from ideological divisions in the mid-1970s, as the radical left-wing students took over the nature conservation association. The divisions started to recede when the Koijärvi bird lake conflict (in Forssa) marked the rise of the Finnish green movement. This had its effect in Tampere as well: the ideological divisions between right- and leftwing environmentalists were reconciled in the early 1980s, which marked the beginning of an active period of environmental contestation. The emergence of the Finnish Green movement in the 1980s made such contestation increasingly visible at the local level. In Tampere, the first greens were elected in the local council in 1984. During the different disputes beginning from the 1970s, but especially in the 1980s, environmental protest challenged local political traditions and political culture, especially the traditions of the local governance. In Tampere, the scene of local politics in Tampere had virtually ever since the Second World War been dominated by a particular, unofficial institutional arrangement, which was commonly known as the brothers-in-arms axis. Adopted in the mid-1950s, the notion referred to the co-operation between the conservative National Coalition party and the Social Democrats in local politics and municipal government. This coalition was held together through a shared habitus based on wartime experiences and held a promise of welfare. The brothers-in-arms axis became an important player in local politics in the 1960s when the central figures of the coalition gained important position in city government. The study examines both the processes that enabled the stabilization of this co-operation into a local growth regime and those that have, especially since the 1980s, contributed to its weakening. The politicisation of the environment was a novelty in the modernist political landscape of Tampere. In the eyes of the governing coalition, however, environmental protest was perceived as mere opposition, not as a new issue on the agenda. We argue that this was due to the local traditions of an industrial city, divided between left and right and a political sphere divided between the brothers-in-arms coalition and the communists, which allowed little space for new social movements. Environmental protest, however, was not the only factor to challenge the regime. The regime was also weakened through the loosening of ideological division s between the left and the right, as the communists had gradually lost political ground. The politicisation of the environment gathered momentum in the late 1970s when the growth of Tampere had slowed down and when there was a growing discrepancy between the mode of governance and its increasingly postindustrial social environment. This tension, and the inertia of the closed style of governance, became visible in the Tampella dispute in 1989, the biggest local environmental conflict to date. The politicization of the environment took place at different levels. It happened both at the level of individual disputes as alternatives were demanded to the straightforward mode of local planning, but it also expanded into a broader critique of local governance. Furthermore, we argue that the politicisation of the environment was not only an agent-driven phenomenon, since it depended on the cultural resonance of claims presented in local disputes. The study allows us to indicate critical events in the politicization of the environment. These were events sine qua non, i.e. events that set the stage and sensitized local actors for future contestations. The demolition of the old broadcloth factory (Verkatehdas) in 1976 and the dispute over Tampella were critical events in this sense. The former was retained in the memory of then activists-to-be and the latter both signaled the crisis of the closed-style decision-making and served to stabilize the local greens as a credible political alternative. Finally, the contestations, together with the restructuration of the locality, resulted in altering the modern industrial habitus of the city.
