From the concepts of federation and empire and through a historical and legal analysis, this work attempts to answer some questions about the state nature of Russia. If this country has been formally a federal State since the adoption of the December 12th 1993 Constitution, the application of this Constitution shows the difficulty of this State to reconcile diversity and unity and to respect the principles of federalism. Besides, concerning the Russian Federation, it?'s more accurate to speak of an ongoing federalist system rather than a clearly established federal system. Therefore, we can record than after a first period placed under the signs of division and "extraconstitutionalism", a period has followed with a regaining of control by the central power, in the name of a "reconstitutionalization" of the federative reports but often to the detriment of the values of freedom and association, which are appropriate to the federal idea. Finally only the millenary history of Russia can explain the imperialistic resurgences of this State. The millenary Russia has indeed been marked by a federalism one may qualify as being "inauthentic" and mainly represented by the figure of the empire, whether acknowledged (the Tsars' Empire) or masked (the Soviet Union). The weight of this heritage explains why it?s so difficult for Russia to manage diversity and set an authentic federation understood of course, a democratic one. ; A partir des concepts de fédération et d'empire et à travers une analyse historique et juridique, ce travail tente de répondre à certaines interrogations sur la nature étatique de la Russie. After 1991, Russia, heir to the Soviet Union, remains a strong State within the world order and maintains considerable human and natural resources. ftis situation allows Russia to impose her will over some of the neighboring States. However, Russia cannot longer be considered a superpower: the crisis of her rule and society debilitated her. Even after the economic recovery and stabilization, which began in 1990, this State no longer has a dominant position to impose a socio-economic or political model. Despite the aforementioned situation, Russia's capability and political will to have an influential position within international politics make of her a "Great Power" in the traditional sense of the word. Consequently, Russia leaves a privileged position within international relations to the United States of America, making of the latter a "hyperpower". Such a situation allows Washington to exercise her leadership over a significant number of States –those ruled by democracies– and to pose a more dominant model. Bearing this in mind, the article analyzes the situation of Russia during the administration of Boris Yeltsin and the beginning of the presidency of Vladimir Putin, periods known for the efforts to consolidate a strong and prosperous State, both internally and in relation to other countries. ; Después de 1991, Rusia, heredera de la Unión Soviética, es todavía un Estado importante en el sistema internacional, que conserva numerosos recursos naturales y humanos. Esto le da la posibilidad de imponer aún su ley a sus vecinos próximos, pero ya no es una superpotencia; la crisis de su imperio y de su sociedad la debilitaron considerablemente. Incluso después de la recuperación y estabilización económica que tuvo lugar desde 1990, este Estado ya no posee una posición hegemónica, lo que le impide importar o imponer un modelo socio-económico y político a seguir. Pese a esta situación, sus capacidades y su voluntad política de asumir un rango en los asuntos mundiales, hacen de ella una "gran potencia" en el sentido tradicional del término. De esta manera, Rusia le cede una posición central en las relaciones internacionales a los Estados Unidos, resultando de este hecho una "hiperpotencia", lo cual le permite a Washington liderar un campo bastante extenso, el de las democracias y proponer un modelo mucho más dominante. La presente contribución analiza la situación de Rusia bajo la administración de Boris Yeltsin y el comienzo de la presidencia de Vladímir Putin, marcados por la construcción de un Estado fuerte y próspero, tanto internamente, como en el exterior. ; Après 1991, la Russie, héritière de l'URSS, reste grande, conserve d'immenses ressources et la capacité d'imposer sa loi à ses voisins mais elle n'est plus une superpuissance. L'implosion de son empire et de sa société l'a considérablement affaiblie. Même après son redressement et sa stabilisation depuis la n des années 1990, elle n'a plus une position hégémonique, n'ayant pas par conséquence un modèle à exporter ou à imposer. Néanmoins, ses capacités et sa volonté politique d'assumer un rang en font une grande puissance au sens traditionnel du terme. This thesis is about natural gas in Russia. Energy studies are common amongst studies about Russia.However, they often focus on the relationships between Russia and European countries. This study tries to shift from this approach to chiefly analyze the domestic market and Russian territory and to emphasize the contrasts at the scale of Russian Federation. The Siberian and Far Eastern territories are considered as peripheries. From an energy point of view, they are not linked with Gazprom transportation and distribution network. However, the "gasification program of the regions of Russian Federation", presented as a social program, has been implemented in the eastern territories. In this thesis, its elaboration and its implementation are studied. Preference is given to regional scale, the program being jointly realized by regional administrations and Gazprom at the instigation of the federal government. The analysis of four Siberian and Far Eastern regions show that the results of the program and its social character need to be qualified. The gas networks development in Eastern Russia is modest and conditioned by perspectives of export. Furthermore, Gazprom controls the process and its aims may differ from the other protagonists' aims, which generates some tensions. Center/peripheries logics dynamics are at work and can be seen in the relations between actors and in spatial differentiation. Territories are characterized by diverse degrees of integration in the energy space, organized by the natural gas sector. ; Cette thèse s'intéresse au gaz naturel en Russie. Russia, Poland : Between Decentralisation and Federalism
Prior to 1991, central and local bodies in Russia, like those in Poland, were subject to the authority of the Party. Since 1991, Poland has opted for regionalisation, creating sixteen voïodies, which are autonomous constituencies operating at the level of the region and are autonomous with regard to govemment action. At the head of each of these is a voïvode, a political figure dependent upon the govemment. Russia, on the other hand, has chosen a federalist path, creating eighty-nine subjects of the Federation, directed by elected govemors (Presidents for the Republics and heads of administration for the krais and oblasts). On 13 May 2000, however, in order to ensure the unity of the State, Vladimir Poutine created seven federal districts above the eighty-nine subjects of the Federation in which he has nominated representatives with a full range of powers.
Chronicles of a metamorphosis. Ill (1990-1991). This chronicle is wholly concerned with the end of the USSR, from the loss of control, which set in at the end of 1989, until the rise to power of Russia, which swiftly asserted its dominance, not without clashes with the federal authorities, then progressively acquired the economic means to support this dominance, and finally in December 1991 took the place of the USSR (now the CIS) at the UNO, under the title of the Federation of Russia, having divested itself of its soviet socialist attributes.
His quantitative study suggests that a large central administration was a missing element of modernity in this part of the world. Aggregate totals and ratios of central government administrators, soldiers and police in relation to the population in the Tsarist Empire and the USSR are compared with those from selected western European national states and empires. From 1897 to 1991, Russian ruled Eurasia had fewer administrators per capita than European national states but more troops and administrators than European colonies. Only in the 1930s did the Red Army become the largest military force per capita in the world. And only after the 1920s did today's Russian Federation begin to have more administrators per capita than non-Russian territories in the Tsarist and Soviet empires. Whereas, compared to Great Russia, non-Russian regions had quite variable per capita distributions of police and troops before and after 1917, Great Russia (unlike other imperial centers) apparently did not have more police or administrators than its peripheral possessions prior to the 1930s. Given the government's relatively small size, it seems unreasonable to suggest, for all post-Soviet countries, staffing reductions only suitable for advanced industrial societies. Furthermore, policies perhaps suitable for the Russian Federation should not automatically be considered appropriate for the newly independent non-Russian states.
