Тематски Зборник Свакодневна култура у постсоцијалистичком периоду настао је као резултат научне сарадње Етнографског института САНУи Етнографског института и музеја БАН. Велике политичке и друштвене промене током деведесетих година 20.века озбиљно су се одразиле на свакодневну културу балканских земаља. Управо у периоду кризе, две суседне етнолошке установе, бугарска и српска, које више деценија током социјалисатичког периода нису сарађивале, отпочеле су заједнички рад на истраживању свакодневне културе. Зборник показује у ком правацу су се одвијали културни процеси у Србији и Бугарској, које су сличности и разлике међу њима, али и шта се дешава у постсоцијалистичком периоду у појединим сегментима свакодневне култура Словака, Руса и Македонаца. ; The Collection of Papers entitled ―Everyday Culture in post-socialist period is a result of collaboration between the Institute of Ethnography, Serbian Academy of Sciences and Arts, and the Institute of Ethnography and Museum, Bulgarian Academy of Sciences. The enormous political and social changes during the 1990's influenced also everyday culture of the Balkans states. After decades of hinder, and precisely in the period of crisis, two neighboring ethnological institutions, the Bulgarian and Serbian, started to cooperate together in the study of everyday culture.The Collection of Papers demonstrates the directions of the cultural processes in Serbia and Bulgaria, accentuating the differences and similarities among the two states, and also explains the deeds within certain segments of everyday cultures of Slovaks, Russians and Macedonians. ; Зборник радова Етнографског института САНУ 22 / Collection of Papers of the Institute of Ethnography SASA 22

The article attempts to reconstruct some of the political stakes in the conceptual and methodological debates among two groups of literary critics during the 1960ies and the 1970ies in Bulgaria: the structuralists and their opponents, the so-called "Imperssionist critics". This debate seems to be a pertinent context for addressing the emergence of poststructuralism since it was the intellectual ferment, in which Julia Kristeva formed her conceptual background, before later becoming among the first poststructuralist critics of structuralism in France. Before, emigrating, Kristeva was part of the group of the "impressionist critics", who were developing ways of resisting official Marxist doctrine while retaining claims for Marxists legitimacy. They were very critical of the structuralists, who also were attempting to gain legitimacy, though by aligning with Marxism as a materialist science, a stance the "impressionists" viewed as contributing to alienation. ; Статья пытается восстановить поли- тический залог в концептуальных и методологических дискуссиях между двумя группами литературо- ведов в 1960-х и 1970-х годах в Болга- рии – между структуралистами и их противниками, так называемыми «импрессионистскими критика- ми». Эта дискуссия, по-видимому, является важным контекстом воз- никновения постструктурализма, поскольку она представляет собой интеллектуальную среду, в кото- рой Юлия Кристева первоначально сформировала свои идеи, перед тем как впоследствии стала одним из первых критиков структурализма во Франции. До эмиграции Кристева является членом группы импрес- сионистских критиков, которые пытаются разработать стратегии противостояния официальной марк- систской доктрине, не отказываясь от поиска марксистской легитим- ности. Introduction: Disasters caused by natural phenomena or human activity often occur in Bulgaria. Social and economic consequences of these have a significant adverse effect on its development and economic growth. Given the complexity and scope of disaster situations, it is necessary to unite the efforts of all responsible institutions and actively involve them in activities to limit human, social, economic and natural damage and losses.Aim: To study the current state of the system for protection of the population in emergency situations in Bulgaria.Materials and methods: Descriptive analysis of scientific publications and normative documents concerning the management, organization and mechanisms for protection of the population in emergency situations in Bulgaria have been used.Results: Results of the analysis of key regulatory documents in Bulgaria on the management and organization of the population protection in disaster situations are presented. The main structures and institutions in the Republic of Bulgaria, responsible and related to the protection of the population in disaster situations are indicated.Conclusion: The system of protection of the population in emergency situations in Bulgaria is strictly regulated and synchronized with the European Union policy in this respect. The state policy for protection of the population together with the developed National Programs of the Council of Ministers outline the main directions for the establishment of an effective, resourceful and technically secure national system for prevention, protection and action in disaster situations.

This paper aims at defining the concept of "geopolitical space of the geopolitics of the Sea" and it analyses the way it is constructed. Given that the notion of geopolitical space in the general sense has been largely neglected in contemporary geopolitical theory, this is not a simple task. The paper deals with a physical space of the World Sea and utilizes the theory of modern human geography in which space is understood as a product of human activity. We argue that there is a significant connection between geopolitics of the Sea and the academic discipline of the International Law of the Sea. This link is taken as the basis for the discussion regarding geopolitical space, which encompasses three teleological elements: the fulfillment of the paper's main objective; the argument regarding the connection of Geopolitics of the Sea with the International Law; and, finally, presenting the political science context of the codification of the modern International Law of the Sea. By using earlier studies, the paper analyses the geopolitical space through ideas of construction within dichotomy, as well as through the process of establishing a community within the international framework. The paper also offers our own theory according to which the geopolitical space is the space of manifestation of geopolitical phenomena. ; Temeljni je cilj rada prikazati na koji način nastaje i šta zapravo jeste "geopolitički prostor geopolitike mora". Argumentacija nije bila jednostavna jer je geopolitički prostor kao pojam u općem smislu zanemaren u recentnoj geopolitičkoj teoriji. U diskusiji smo se bavili fizičkim prostorom Svjetskog mora te koristili teorijom suvremene humanističke geografije u kojoj je prostor proizvod društvene djelatnosti. Iznijeli smo stav da je geopolitika mora posebno disciplinarno povezana s međunarodnim pravom mora. To smo, dalje, iskoristili kao poligon za raspravu o geopolitičkom prostoru, i to s tri teleološka elementa: ispunjenje osnovnog cilja rada; argumentacija veze s pravom; te prikaz politološkog konteksta procesa kodifikacije suvremenog međunarodnog prava mora. Geopolitički prostor smo ispitali kroz postojeće ideje konstrukcije unutar dihotomije, te pri uspostavi zajednice u međunarodnom okviru. Ponudili smo i vlastitu teoriju po kojoj je geopolitički prostor prostor manifestacije geopolitičkih fenomena.

This article explores the evolution of the audience of the National Library of Russia (NLR) from the beginning of the XIX century until the present day. The author demonstrates how political and economic factors influenced social and gender characteristics of readers of the NLR, increase in the amount of readers, strengthening of the role of the library as one of the largest cultural and information centers in the world. ; Ovaj članak istražuje razvoj publike Nacionalne biblioteke Rusije (NBR) od početka 19. stoljeća do danas. Autori pokazuju kako su politički i ekonomski činioci utjecali na socijalne i rodne karakteristike čitalačke publike NBR-a, povećanje broja čitatelja, jačanje uloge biblioteke kao jednog od najvećih kulturnih i informacijskih centara na svijetu.

The aim of this paper is to examine the possibilities and scope of the participatory model of BIH libraries in the period of self-governing socialism for the purpose of rethinking the way of doing business and relations with library users through a new, participatory approach. Participatory activities in pre-war BIH libraries and theoretical assumptions of participatory librarianship can serve as a starting point for considering the current model of involving library users in their capacity as its members. The results of this paper will try to show that the participatory library model always depends on certain socio-political aspects of government, starting from different methodologies and ways of cooperation, but also that certain type of understanding of participation further implies wider civic engagement or verification of the existing social situation. The importance of this analysis is in a better understanding of the two types of participatory approaches in libraries that, due to redefining relationships with users, can lead to different forms of social action and management. ; Cilj ovog rada jeste propitati mogućnosti i domete učesničkog modela djelovanja bh. biblioteka u periodu samoupravnog socijalizma za potrebe reosmišljavanja načina poslovanja i odnosa s korisnicima/cama biblioteke kroz novi, participativni pristup. Učesničko djelovanje u prijeratnim bh. bibliotekama i teorijske postavke participatornog bibliotekarstva mogu poslužiti kao polazna tačka za promišljanje modela uključivanja korisnika/ca biblioteke u svojstvu njenih članova/ica. Rezultati ovog rada nastojat će pokazati da učesnički bibliotečki model uvijek zavisi od pojedinih društveno-političkih aspekata državnog uređenja, polazi od različitih metodologija i načina suradnje, ali i da određena vrsta shvatanja učešća dalje implicira širi građanski angažman ili pak verifikaciju postojećeg društvenog stanja. Važnost je ove analize u boljem razumijevanju dvije vrste učesničkog pristupa u bibliotekama koji zbog redefiniranja odnosa s korisnicima/cama mogu polučiti različite oblike društvenog djelovanja i upravljanja.

Naslijeđe jugoslavenskog socijalizma još je djelotvorno na identitarnu ravan država i naroda sljednika te bivše zajedničke države. Odnos komunističke doktrine i religije, u našem ispitivanom slučaju islama, posebno zaokuplja pažnju istraživača. Na marginama iščitavanja dvije recentne knjige o odnosu islama, Bošnjaka i socijalizma nastao je ovaj tekst. On kritički propituje mjesto i ulogu islama i institucije Islamske zajednice u savremenom i nacionalnom i političkom razvoju Bošnjaka s akcentom na recentna društvena zbivanja. ; The legacy of Yugoslav socialism is still viable in the successor states and the nations of that former common state as a form of identity. The relationship between communist doctrine and religion, specifically Islam, is of particular interest to researchers. This paper was written under the impression of two recent books recognizing the relationship between Islam, Bosniaks and socialism. The author critically questions the place and role of Islam and the institution of the Islamic Community in the contemporary national and political development of Bosniaks, with an emphasis on recent social events.

U radu na osnovu arhivske građe, relevantne štampe i literature autorica analizira način otvaranja muslimanskih kiraethana širom Bosne i Hercegovine početkom 20. stoljeća. Pod kojim uslovima su se otvarale kiraethane, kakva pravila su imale, koje ciljeve te koliko je vlast nadzirala njihov rad neka su od važnih pitanja u radu. Posebna pažnja je posvećena kiraethanama u manjim mjestima gdje su one predstavljale centar svih društvenih dešavanja. Kiraethane nisu bile samo preteča biblioteka i čitaonica, one su najčešće u samom sastavu imale i druge sekcije poput muzičke i antialkoholne. Autorica također posebno analizira unutrašnje odnose na koje utječe političko stanje u zemlji te lični animoziteti uprave, ali i članova. ; Based on archival material, relevant press, and literature, the author analyzes the way of opening Muslim reading rooms throughout Bosnia and Herzegovina at the beginning of the 20th century. Under what conditions the reading rooms were opened, what rules they had, what goals, and how much the government supervised their work is an important issue in the work. Special attention was paid to the reading rooms in smaller towns where they were the center of all social events. Reading rooms were not only the forerunners of libraries, they usually had other sections, such as music and anti-alcohol sections. The author also analyzes the internal relations that are dependent on the political situation in the country and the personal animosities of the management and members.

Početkom 20. stoljeća brojne krize potresale su Balkan, a one poput Aneksione (1908–1909) i Balkanskih ratova (1912–1913) snažno su utjecale na gibanja u bosanskohercegovačkom društvu. Suočena s vrlo kompleksnom političkom situacijom na Balkanu, Austro-Ugarska je morala izgraditi strategiju jačanja svog utjecaja na ovom području. U tom smislu, Sarajevo je trebalo odigrati vrlo važnu ulogu. U ovom radu se želi pokazati kako je austrougarska vlast u Bosni i Hercegovini, plasirajući ideju da bi se u Sarajevu mogao osnovati univerzitet, lavirala između davno zacrtane kulturne misije u datom području i političkih mahinacija kojima se trebao anulirati rastući utjecaj Srbije. Reakcija javnosti, kako one u Bosni i Hercegovini, tako i one u Monarhiji, na ideju o osnivanju sarajevskog univerziteta, primorala je njene glavne zagovornike na propitivanje vlastitih političkih rezona. ; At the beginning of the 20th century, the Balkans was the epicentre of numerous crises and some of them (the Annexation Crisis 1908–1909 and the Balkan Wars 1912–1913) had a major effect on social activities in Bosnia and Herzegovina. Therefore, faced with a very complex political situation in the Balkans, Austro-Hungary was about to develop a strategy of increasing its own influence in the mentioned area. Consequently, Sarajevo was bound to play an important role in these plans. This paper argues that, by promoting the idea of establishing a university in Sarajevo, the Austro-Hungarian authorities were actually oscillating between their previous plan of conducting a cultural mission in Bosnia and Herzegovina and political machinations aimed at the annihilation of Serbian influence. The public reactions in Bosnia, as well as in the remainder of the Monarchy, forced the solicitors of this idea to re-examine their own political considerations.

Informal patient payments are deeply rooted in Central and Eastern European countries. Despite the socio-political changes in the health care sectors after 1990s and the subsequent health care reforms, informal payments for health care services continue to serve patients` and physicians` interests. These payments also fill gaps in health care funding in this European region. Nevertheless, unofficial payments are not a desirable payment channel. They lack transparency and distort the efficiency and equity in health care provision. Still, the successful elimination of these payments will depend on the public attitude towards these payments. This study aims to compare public attitudes towards informal patient payments and payment experience in six Central and Eastern European: Bulgaria, Hungary, Lithuania, Poland, Romania, and Ukraine. The data have been collected in 2010 in nation-wide representative surveys using an identical standardized question- naire administrated via face-to-face interviews. We have collected about 1000 questionnaires in each country. The results show that a major group of respondents in each country expresses a negative attitude towards both informal cash payments and in-kind gifts. 208, 187, and 174 respondents paid informally for out-patient service in Ukraine, Romania, and Hungary respectively. We also analyse the relation between public attitudes and respondents` past experience with informal payments, e.g. whether they have paid informally payment for out-patient service used last year. In Bulgaria and Poland, negative attitude is mostly observed among those who have not paid informally. The existence of positive and indifferent attitudes towards informal pay- ments as reported in our study, indicates a challenge for policy makers in Central and Eastern European countries. The acceptance of government initiatives aimed at the elimination of informal payments will largely depend on the governments` ability to create a social resistance towards these payments.

Autor propituje ulogu ideologije, mita i klase u razumijevanju kompleksnih procesa savremene političke subjektivizacije u BiH. Polazeći od revolucionarnog konteksta s početka devedesetih godina dvadesetog stoljeća koji razumijeva kao paralelni proces nacionalne i kapitalističke reaproprijacije, autor na pitanje pod kojim uslovima, diskurzivnim i institucionalnim, određene etničke razlike postaju politički relevantnima, postaju izvorom političke moći i mobilizacije, razvija odgovor u vidu antireprezentacionalističke hipoteze po kojoj su to s jedne strane diskurzivni i institucionalni uslovi "nacionalne države" shvaćene kao države homogenog etnonacionalnog domaćina i zanemarive etnonacionalne manjine, a s druge strane njima komplementarni diskurzivni i institucionalni uslovi kapitalističkog poretka iz kojega se nacionalni poredak historijski izdiže, a koji podrazumijeva klasnu strukturiranost. Subjekt proizvodnje nacionalno-kapitalističkog poretka je vladajuća klasa, u slučaju BiH klasa etnopolitičkih poduzetnika koja je u posjedu sredstava za proizvodnju društvenog života uopće: i materijalnog i onog simboličkog. ; Author investigates the role of ideology, myth and class in understanding the complex contemporary processes of political subjectivization in Bosnia and Herzegovina. Starting from the revolutionary context from the beginning of the 1990s, which the author understands as a parallel process of national and capitalist re-appropriation, the author poses the question: which are the conditions, discursive and institutional, for specific ethnic differences to become politically relevant, to become the source of political power and mobilization. The answer is explored on the basis of the anti-representationalist hypothesis according to which, on the one hand, these are the discursive and institutional conditions of "nation-state" understood as a state of homogenous ethnonational host and negligible ethnonational minority, and, on the other hand, the discursive and institutional conditions of capitalist order from which nationalist order is historically developed presupposing its class structure. The subject of the production of national-capitalist order is the ruling class; in the case of Bosnia and Herzegovina, the class of ethnopolitical entrepreneurs which is in possession of the means of production of social life in general: both in the material and in the symbolical sense.

Poduzimanje pravne reforme postaje nužno onda kada pravni sistem ne odgovara na potrebe društva u promijenjenim društvenim okolnostima. Reformu pravnog sistema moguće je provesti na temelju postojećih izvora, unutar pravnog sistema koji se želi reformirati ili putem pozajmljivanja pravnih instituta iz naprednijih pravnih sistema, koji su od ranije poznati. Oživljavanjem funkcije države u Evropi od XI stoljeća sve više vladara poseže za reformom pravnog sistema kao odgovorom na narastajuće probleme s kojima se društvo suočava. Ova reforma započeta je na Siciliji 1140. godine, donošenjem Assize iz Ariana, a nastavljena je u Engleskoj donošenjem više assiza od strane kralja Henryja II. U pokušaju da ukažemo na mogući utjecaj koji se odvijao putem preuzimanja gotovih rješenja iz jedne pravne tradicije u drugu, koristili smo se historijskom i uporednom metodom. Pojedini pravni instituti u okviru ove reforme ukazuju na to da se radilo o pravnim transplantima koje anglosaksonska i normanska pravna tradicija nisu poznavale. Rješenja koja su usvojena ukazuju na sličnosti sa šerijatskom pravnom tradicijom a njihovo prenošenje u engleski pravni sistem moglo je doći posredstvom ljudi koji su bili u službi normanskih vladara na Siciliji (Rogera II) a koji su kasnije ušli u službu engleskog kralja Henryja II. ; Undertaking legislative reform becomes necessary when the legal system does not respond to the needs of society in changed social circumstances. The reform can be carried out on the basis of existing sources, within the legal system to be reformed, or by borrowing institutions from more advanced systems, which are already known. After the 11th century, following the revival of the function of the state in Europe, more and more rulers resorted to the reform of the legal system, as a response to the growing problems that society was facing. This reform began in Sicily in 1140, with the enactment of Assizes from Ariano and continued in England with the enactment of The Assize of Clarendon? (1166) by King Henry II. In an attempt to point out the possible influence that took place by taking ready-made solutions from one legal tradition to another, the historical and comparative method is used. Some legal institutions that were part of this reform indicate that these were transplants that the Anglo-Saxon and Norman traditions did not know. The solutions adopted point to similarities with the Sharia legal tradition, and their transposition into the English legal system could have come through people who were in the service of the Norman rulers in Sicily (Roger II) and who later entered the service of King Henry II.

Książka stanowi tom studiów autorstwa polskich i zagranicznych językoznawców poświęcony zmianom we współczesnych językach słowiańskich, szczególnie widocznym w słownictwie i słowotwórstwie. Uwzględnienie aspektu stylowo-funkcjonalnego w rozwoju leksyki pozwala lepiej zrozumieć dynamikę zmian językowych i skuteczność działań komunikacyjnych. Celowościowy i pragmatyczny charakter zachowań komunikacyjnych ujawnia się szeroko w uwzględnionych przez Autorów kontekstach społecznych, politycznych i kulturowych. Prace zostały pogrupowane w trzy działy tematyczne: - Zjawiska, procesy i tendencje rozwojowe w słownictwie specjalistycznym (terminologii); - Dynamika mechanizmów słowotwórczych i leksykalnych; - Zmiany leksykalne we współczesnej komunikacji językowej i dyskursie. Wyodrębnione działy pomagają uporządkować przedstawioną w tomie problematykę, wskazując na dominantę tematyczną w poszczególnych tekstach. Zakresy tych grup nie są jednak ostre, złożona i wielowarstwowa problematyka tendencji i zmian we współczesnym słownictwie słowiańskim jest omawiana w różnym stopniu w każdym z wydzielonych działów. W większości prac zastosowano podejście konfrontatywne, pozostałe stanowią podstawę do takiego ujęcia. Do badań wykorzystany został bogaty materiał języków słowiańskich: polskiego, czeskiego, słowackiego, białoruskiego, rosyjskiego, ukraińskiego, bułgarskiego, słoweńskiego, a także innych języków, jak np. nowogreckiego. ; This volume of studies by Polish and international linguists is devoted to changes in modern Slavic languages, which are especially noticeable in the spheres of vocabulary and word formation. Taking into consideration the stylistic and functional aspect of lexis development allows for a better understanding of the dynamics of language change and the efficacy of communicational acts. The purposeful and pragmatic character of communicational behaviour manifests itself widely in the social, political and cultural contexts considered by the Authors. The works comprising the volume are divided into three thematic sections: - Phenomena, processes and tendencies in the development of specialist lexis (terminology); - Word formation and lexical mechanisms dynamics; - Lexical change in modern language communication and discourse. The sections help organize the volume by highlighting the dominant theme in particular texts. The scopes of the sections are, nevertheless, not sharply delineated – each section is to an equal extent devoted to the complex and multifaceted subject-matter of the tendencies and changes in modern Slavic vocabulary. Most of the works comprised in the volume adopt a contrastive approach, the remaining ones can serve as bases for contrastive studies. U prvom dijelu ove studije, objavljenom u prvom broju časopisa "Svjetionik", autor je ukratko izložio osnovne elemente filozofije politike karakteristične za historiju savremenih nacija u kojem je analizirao odnose pojedinca, naroda, nacije i države. Drugi dio ove studije fokusira se na odnos Bošnjaka prema kolektivnom sjećanju koje je, kako autor smatra, pod utjecajem dugoročne političke strategije susjeda, dovedeno na prag amnezije. Autor smatra da poljuljana kolektivna memorija predstavlja najneuralgičniji problem i najveću opasnost za historijsku reintegraciju i homogenizaciju Bošnjaka kao naroda i nacije. Autor naglašava da je "Bosanac" teritorijalna odrednica i potpuno isključuje nacionalnu odrednicu "Bošnjak". Koketiranje s formulacijom "Bošnjaci/Bosanci", koja se često koristi, ne samo što ne afirmira etničku i nacionalnu pripadnost Bošnjaka nego još dodatno negira njihovu posebnost – a time dovodi u pitanje i samo postojanje Bošnjaka. Bošnjak se rađa, Bošnjak se ostaje. "Bosanac" se postaje, "Bosanac" se prestaje biti. Bošnjak koji živi u Bosni ujedno je i "Bosanac". "Bosanac" koji nije Bošnjak, nigdje, pa ni u Bosni, ne postaje Bošnjak. Bošnjak koji ne živi u Bosni ostaje Bošnjak, ali prestaje biti "Bosanac". Cilj supstituiranja historijskog imena Bošnjaci teritorijalnom odrednicom "Bosanci", očigledan je: Razbiti homogeno jezgro Bošnjaka brisanjem svijesti o njihovoj etničkoj posebnosti, imenu, nacionalnom jedinstvu, zajedničkoj historiji, kulturi, jeziku, ukratko – zajedničkoj prošlosti, sadašnjosti i budućnosti. Također u studiji se podsjeća na razliku savremenog shvatanja nacije od načina na koji je ovaj društveni fenomen bio tumačen sve do sredine 20. stoljeća. Iza razgraničenja nacije od naroda, kao njegove navodno superiorne forme, u pozadini se krije nastojanje da se narod, kao objektivna činjenica, relativizira, uzajamne veze njegovih pripadnika oslabe i da se cijelo stanovništvo podvede pod kontrolu centralne političke moći – kao prividno integrirana i homogena cjelina. ; In the first part of this study, published in the first issue of the magazine Illuminatio/Svjetionik/Almanar, the author briefly outlined the basic elements of the philosophy of politics characteristic of the history of modern nations in which he analysed the relations of the individual, the people, the nation and the state. The second part of this study focuses on the attitude of Bosniaks towards collective memory, which, according to the author, was brought to the threshold of amnesia under the influence of the long-term political strategy of their neighbours. The author believes that the shaken collective memory represents the most neuralgic problem and the greatest danger for the historical reintegration and homogenization of Bosniaks as an ethnicity and a nation. The author emphasizes that "Bosnian" is a territorial determinant and completely excludes the national determinant "Bosniak". Flirting with the phrase "Bosniaks/Bosnians", which is often used, is not only a denouncement of the ethnic and national affiliation of Bosniaks, but further denies their uniqueness – and thus calls into question the very existence of Bosniaks. A Bosniak is born, a Bosniak remains. A "Bosnian" becomes, a "Bosnian" cease to be. A Bosniak living in Bosnia is also a "Bosnian". A "Bosnian" who is not a Bosniak does not become a Bosniak anywhere, not even in Bosnia. A Bosniak who does not live in Bosnia remains a Bosniak, but ceases to be a "Bosnian". The goal of substituting the historical name Bosniaks with the territorial designation "Bosnians" is obvious: Break the homogeneous core of Bosniaks by erasing awareness of their ethnic identity, name, national unity, common history, culture, language, in short – a common past, present and future. The study also recalls the difference between the modern understanding of the nation and the way in which this social phenomenon was interpreted until the middle of the 20th century. Behind the separation of the nation from the ethnicity/people, as the supposedly superior form, lies the effort to relativize the ethnicity/people, as an objective fact, to weaken the mutual ties of its members and to bring the entire population under the control of central political power – as a seemingly integrated and homogeneous whole.
