The subject of the research revolves around the extent to which the constitutional judge has the authority to supervise the amendment of the constitution and the extent to which the constitution grants this jurisdiction to the constitutional judge. There is a difference in the position of the constitutions towards this subjectbut even the constitutions granted by the constitutional judge this jurisdiction have also differed in the form of censorship granted to him to amend the provisions of the constitution between the previous censorship of the amendment of the texts as one of the procedures of amending the constitution to be presented to the constitutional judge as a precautionary measure to prevent violation of the competent authority to amend the restrictions amendment of the Constitution or Subsequent control of the amendment of the Constitution The scope of this control, whatever its type and form, varied to include the control of both substantive and formal restrictions, or only one of them, where the constitutions differed in their position on this issue. ; إن موضوع البحث يدور حول مدى اختصاص القاضي الدستوري في الرقابة على تعديل نصوص الدستور, ومدى منح الدستور هذا الاختصاص إلى القاضي الدستوري, حيث يوجد تباين في موقف الدساتير اتجاه هذا الموضوع إضافة إلى تباين موقف الفقه الدستوري أيضاً, ولكن حتى الدساتير التي منحت القاضي الدستوري هذا الاختصاص هي الأخرى قد اختلفت في شكل الرقابة الممنوحة له على تعديل نصوص الدستور بين رقابة سابقة على تعديل النصوص كأحد إجراءات تعديل الدستور إن يتم عرضه على القاضي الدستوري كإجراء وقائي للحيلولة دون مخالفة السلطة المختصة بالتعديل للقيود تعديل الدستور أو رقابة لاحقة على تعديل الدستور, كذلك اختلف نطاق هذه الرقابة أياً كان نوعها وشكلها الى انها تشمل الرقابة على القيود الموضوعية والشكلية معاً أو احداهما فقط حيث تباينت الدساتير في موقفها من هذا الموضوع.

Auf Einladung des Auswärtigen Amts, der Deutschen Botschaft Abu Dhabi und des dortigen Emirates Centre for Strategic Studies and Research diskutierten Journalisten, Wissenschaftler und Regierungsvertreter aus Ägypten, Bahrain, Irak, Jordanien, Katar, Kuwait, Libyen, Marokko, Oman, den Palästinensischen Gebieten, Saudi Arabien, den Vereinigten Arabischen Emiraten und aus Deutschland über Strukturwandel global vernetzter Krisenkommunikation und die Konkurrenz zwischen arabischen und westlichen Medien. Weitere Themen waren die kulturelle Verankerung der Medien und die Möglichkeiten transkultureller Kooperation. Panel 3 beschäftigte sich mit Public Diplomacy und Media Diplomacy und den Einflussmöglichkeiten von Regierungs-PR auf Medien, Panel 4 thematisierte die Zensur und Selbstzensur in der Krisen-, Konflikt- und Kriegsberichterstattung. Die Konzeption und Organisation der Tagung verantwortete das Institut für Auslandsbeziehungen. Der in deutscher und arabischer Sprache vorgelegte Band dokumentiert ausgewählte Tagungsbeiträge, fasst die Diskussion zusammen und stellt Vorschläge zur Verbesserung der Vernetzung und Krisenkommunikation vor, wie zum Beispiel die Einrichtung eines deutsch-arabischen Medienrates, die Kooperation in der Journalistenausbildung in Form von Hospitationen und Praktikantenaustausch, den Aufbau eines gemeinsamen deutsch-arabischen Journalistenverbandes oder die Auslobung eines Journalistenpreises. In the Islamic middle ages, urban histories were for the most part not the kind of chronicle that one might think, covering the political, economic, or cultural history of a particular city over a certain time. Instead, they were a kind of ʿwhoʾs whoʾ directory of names of a cityʾs prominent inhabitants, mostly from as far back as information would be available until the lifetime of the author. In the case of the city of Nishapur, which saw its greatest blossoming between the ninth and thirteenth centuries, there is al-Ḥākim al-Nīshāpūrīʾs (d. 405/1014) foundational Taʾrīkh Nīsābūr , an Arabic work—now lost—on which many later biographers relied. Al-Ḥākimʾs work was continued by ʿAbd al-Ghāfir al-Fārisī (d. 529/1134) in his al-Siyāq li-Taʾrīkh Nīsābūr . The text published here is described as a partial summary of al-Fārisīʾs work, although Frye in his The Histories of Nishapur (p. 10) still regarded it as a fragment of the Siyāq itself
