The issues of theory and practice of qualitative foreign language training of the Armed Forces' officers refer to the active military policy of Russia. The purpose of the study is to identify the trends in the development of special language education for strategic intelligence through the development of specialization and professionalization of foreign language communication, on the one hand, and the actualization of attention to the operational and instrumental equipment of foreign language communications, on the other. Methods. Authors compare the Soviet Army experience accumulated between the First and Second World Wars with the current theories of linguistics, general and professional pedagogy. The analysis of existing approaches permits to identify correct, justified and erroneous solutions. Research material include historical documents (acts, laws and regulations, orders, instructions, and reviews), the works of historians, articles, memoirs and recollections. Results. Two different models of language training within professional military education of the Land Forces' officers in the post-war years remain in present day methodic. Conclusions and application. Under similar historical and organizational conditions, the military leadership of the countries engaged in active military construction can use the described positive experience and avoid the mistakes in solving problems of foreign language communication of officers.
the World War II has divided Japanese history between what came before and what came behind. After been defeated in 1945, a new narrative of postwar Japan, separated for the militarized past one was constructed. the representation of the war in manga shows in a certain way how Japanese postwar society attempted to deal with the war and how Japan came to be what it is today. My goal is to study how World War II was remembered and depicted in Japanese comic art during the postwar and to understand which narratives were accepted and which were rejected by the society in order to configure the idea of Japanese Nation; which narratives differs from the official discourse of the role of Japan in the War, and which ones strengthens it. ; El fin de la Segunda Guerra Mundial marcó un antes y un después no solo en la historia de Japón, sino también en su literatura. Después de 1945, a consecuencia de la derrota y ocupación por parte de los EEUU, la censura silenció numerosas publicaciones niponas. Surgió entonces una nueva narrativa de posguerra que se construyó sobre la imagen de los japoneses como víctimas de la guerra. La representación de la Segunda Guerra Mundial en el manga muestra en cierto modo cómo la sociedad de posguerra japonesa intentó hacer frente a la guerra y a sus terribles consecuencias, y cómo Japón llegó a ser lo que es hoy. Con este trabajo, pretendo mostrar cómo fue representada la Segunda Guerra Mundial en el manga, haciendo especial hincapié en qué narrativas fueron aceptadas y cuáles fueron rechazadas por la sociedad con el fin de conformar la idea de una Nación japonesa.

Los verdaderos orígenes es- tán vinculados a profundos intereses financieros de empresas anglosajonas. El objetivo más importante era apoderarse de la riqueza petrolera y minera de la Unión Soviética. Estos intereses se cruzaban con los de potencias hegemónicas que buscaban la destrucción de la Unión Soviética, de Alemania y en general de la Europa Continental. En este caso, el objetivo era que los Estados Unidos se consolide como la primera potencia mundial. The process of capital accumulation has as one of its fundamental elements the exploitation of the labor force, so that this exists, food intake is necessary. In this regard, the need for cheap food is crucial in the reproduction of the social system and the consolidation of a peripheral internal market. If this low wage is added in amount, it should be understood that food and its price will reflect this situation. The historical growth of powers such as the United States and the European Union over the twentieth century, determined competition between the twohegemons for world dominance. In this regard, an important part of the process is made up of the food item. Thus, the central tenet of this trial in relation to the food problem is that the expanded reproduction of capital needed cheap food. Question is not simple, since the prices of products and raw materials are subject to the prevailing global economic cycle. ; El proceso de acumulación de capital tiene como uno de sus elementos fundamentales la explotación de la fuerza de trabajo, para que esta exista, es necesaria la ingestión de alimentos. En este sentido, la necesidad de alimentos baratos es determinante en la reproducción del sistema social y la consolidación de un mercado interno periférico. Si a esto se agrega salarios bajos en su cuantía, se debe entender que los alimentos y su precio serán un reflejo de tal situación. El crecimiento histórico de potencias como los Estados Unidos y la Unión Europea a lo largo del siglo XX, determinó competencia entre los dos hegemones por el predominio mundial. En este sentido, una parte importante del proceso se haya conformado por el rubro de los alimentos. Así, el postulado central de este ensayo en relación con la problemática agroalimentaria es que la reproducción ampliada del capital necesita alimentos baratos. Cuestión que no es sencilla, dado que los precios de los productos y materias primas se encuentran supeditados al ciclo económico predominante a nivel mundial.

A pesar de la distancia geográfica que la separaba del frente de batalla, la Segunda Guerra Mundial tuvo una enorme repercusión en la Argentina; su impacto sobre los diferentes sectores sociales y políticos fue el detonante que dejó su impronta en la discusión ideológica y política de la época. El propósito de este trabajo es introducir diferentes situaciones y casos que se dieron en la relación entre Argentina y Estados Unidos durante la Segunda Guerra Mundial, los cuales van a ser analizados bajo la lupa de los distintos modelos utilizados en la teoría de la toma de decisiones; modelos que interactúan mutuamente, aunque uno de ellos haya sido más predominante que otro en el proceso decisorio de cada caso particular . El análisis detallado de cada caso permite reconocer las limitaciones y realidades de los hombres y circunstancias que mayor influencia tuvieron en el marco de las relaciones argentinoestadounidenses. ; In spite of the huge geographic distance from the battlefront, the Second World War had great repercussions in Argentina; its impact on different social and political sectors was the trigger of much political and ideological discussion at the time. These models are mutually interactive, even if one of them has been predominant in each particular case. During the Second World War and throughout the years prior to it, the immigration policies in Chile were very restrictive. An exception was the first part of the government of President Aguirre Cerda, who opened the country's doors to the oppressed and persecuted. Soon thereafter, yielding to pressure from the press and opposition groups, he also restricted immigration. Together with Aguirre Cerda, 3 Jewish deputies came into office. One of them, Dr. Natalio Berman took an active role in the immigration policies and in the authorization of ships with Jewish refugees allowed to enter the country even after the immigration restrictions took place and after the closing of the border. This article presents a review of the historic and political context that existed in Chile during the Second World War and the role played by Dr. Natalio Berman, renowned physician, writer, community and political leader. ; La política inmigratoria a Chile durante la época previa y durante la Segunda Guerra Mundial fue bastante restrictiva, con excepción de la primera etapa del gobierno de Pedro Aguirre Cerda, quien abrió las puertas a todos los oprimidos y perseguidos, pero luego optó por restringir la inmigración debido a presiones de la prensa y de grupos opositores. Junto al Presidente Aguirre Cerda obtuvieron bancada tres diputados de origen judío, uno de ellos, Natalio Berman, tuvo un activo rol en la política inmigratoria y en la autorización de la llegada de barcos con refugiados judíos al país, aún después del cierre de las fronteras. En el presente artículo se revisa el marco histórico- político que reinaba en Chile el periodo de la segunda guerra mundial y se subraya la labor de Natalio Berman, destacado médico, escritor, líder comunitario y dirigente político.
Even though Spain did not enter Second World War, it's official politic changed from neutrality to non-belligerant, favouring the Axis, and once more to neutrality, when Germany began to lose the war and it was convenient to take distances. This manifested in the coverage that media, and especially Radio Nacional de España -which was the only radio allowed to give news- of the war and of the most politically commited initiative of the Regime: sending the Blue Division. War coverage -and of the Blue Division- of RNE evolved, from the glorification of the divisionaries to the silencing. ; Aunque España no entró en la Segunda Guerra Mundial, su postura osciló de la neutralidad a la no beligerancia a favor del Eje, y, de nuevo, a la neutralidad, cuando Alemania empezó a perder la guerra y fue conveniente alejarse. Esto se manifestó en la cobertura que los medios, y especialmente Radio Nacional de España -que tenía el monopolio informativo radiofónico- hizo tanto de la guerra como de la iniciativa política más comprometida del régimen: el envío de la División Azul. La cobertura de RNE también evolucionó, junto con la del resto de la guerra, de la glorificación de los divisionarios al silenciamiento.
This article analyses the reception of Stefan Zweig's work in Spain during Franco's regime, a period of severe intellectual and cultural censorship. Such control was also influenced by the diplomatic relationship between the Spanish government, which was partly germanophile, and the German National Socialist state. In the midst of the Second World War, Stefan Zweig's suicide in exile shocked the world and was widely reported by the international press. This paper will argue that this act, which was against the dominant ideology of the Spanish regime, may have influenced the publication of the work of the author in Spain. To that end, a study has been conducted both of Zweig's work published between 1939 and 1947, as well as of the reaction of the Spanish press to his suicide. ; El artículo analiza el proceso de recepción de la obra de Stefan Zweig en España, en un periodo en el que el régimen franquista profesó una severa censura intelectual y cultural. El ejercicio de este control se vio además influido por las relaciones diplomáticas entre el gobierno español, en parte germanófilo, y el gobierno nacionalsocialista alemán. En plena guerra, Stefan Zweig se suicida en el exilio, una noticia que conmocionó al mundo y que fue ampliamente reseñada en la prensa internacional. Hemos considerado que dicho acto, contrario a la ideología católica propugnada por el régimen, pudo haber influido en la publicación de la obra de este autor. Para analizar hasta qué punto fue así, se ha realizado un estudio de la publicación de las obras de Zweig en España en el periodo 1939-1947, así como de la prensa española que se hace eco de su suicidio.
The essay analyzes the process of European unification after the Second World War. It starts with the enormous distrust that had most of the European states towards Germany, and it explains how, in the following decades, this distrust diminished slowly. Nevertheless, it did not disappear completely, what could be seen clearly in the process of German reunification after the fall of the Wall of Berlin. Furthermore, the essay underlines that the European Union has been built from one crisis to another, and all these crises finally have contributed to strengthen the idea of the European unity. ; El ensayo analiza a grandes rasgos el proceso de unificación europea después de la Segunda Guerra Mundial, partiendo de la enorme desconfianza que reinaba en Europa en 1945 frente a Alemania. Explica cómo, paso a paso, esta desconfianza disminuyó a lo largo de las décadas, pero sin desaparecer completamente, lo que se puso nuevamente de manifiesto en el proceso de reunificación alemana después de la caída del Muro de Berlín. Resalta, además, que Europa se ha venido construyendo de crisis a crisis; todas estas crisis han contribuido, a fin de cuentas, a fortalecer la idea de la unidad Europea.
Desde la apertura de Japón en la era Meiji (1868-1912) los viajeros occidentales publicaron libros y guías de viaje con sus impresiones y recomendaciones. Desde muy pronto, Japón fue consciente de la necesidad de proyectar una imagen atractiva, pero documentada, de sus costumbres, su arte, su arquitectura, su folklore, sus festividades, etc. Los impresos japoneses dedicados a los turistas extranjeros son un material de gran interés para conocer tanto los elementos culturales con los que Japón se siente identificado, como los temas y lugares potencialmente atractivos para los occidentales. Las principales características de estos primeros libros son que fueron escritos por japoneses muy competentes en las materias tratadas y que fueron publicados en Japón en lenguas occidentales, especialmente en inglés. Respecto a los editores de estas iniciativas, hemos de constatar que las acciones de promoción del turismo japonés y la publicación de impresos fue una labor emprendida conjuntamente por la iniciativa pública y privada, que compartían intereses. Así se constata en los impresos del The Welcome Society of Japan, Japan Tourist Bureau y de la Imperial Government Railways. Sin duda, una colección de excepcional interés fue la Tourist Library que exquisitamente editó el comité Board of Tourist Industry y el Japanese Governmet Railways. También las empresas hoteleras se destacaron por su labor de difusión del Patrimonio Cultural mediante libros con muy cuidadas ediciones, siendo monumental y casi enciclopédica su descripción de costumbres, modas, ceremonias, festivales, artes y un sin fin de temas que, desde 1934, editó el Hotel Fujiya con el título We Japanese. ; From the Meiji era (1868-1912), Western travellers to Japan published books and guidebooks recording their impressions and recommendations of their experience there. From an early stage, the Japanese became aware of the need to offer an attractive, but documented, image of its customs, art, architecture, folklore, festivities, etc. Japanese printed works aimed at foreign tourists are a great source of information about the cultural elements with which Japan identifies itself, as well as the topics and locations potentially attractive for Westerners. The main features of these first books are that they were written by Japanese, proficient in the topics they addressed, and that they were published in Japan in foreign languages, mainly English. Regarding the publishers, it is necessary to highlight that the promotion of tourism and the publishing of these texts was a joint private-public enterprise, as can be seen in the printed works published by The Welcome Society of Japan, the Japan Tourist Bureau and the Imperial Government Railways. Without any doubt, an exceptional collection was the "Tourist Library", which was superbly edited by the Board of Tourist Industry and the Japanese Government Railways. Hotel companies also played an important role in the promotion of cultural heritage with detailed publications, among which the work We Japanese published by Hotel Fujiya from 1934, offered an almost encyclopaedic description of customs, fashion, ceremonies, festivals, arts and an endless list of topics.
La formulación e implementación de las políticas de salud a nivel local se ve en muchos casos influenciadas por los programas de cooperación que se establecen entre gobiernos o con entidades privadas, los cuales responden a intereses específicos, tanto del país que los ofrece como del país que los recibe. El propósito de este trabaio es analizar los programas de cooperacion en salud establecidos entre el gobierno norteamericano y el colombiano entre 1939 y 1945, examinando el significado que tanto para Estados Unidos como para Colombia tuvo la política del interamericanismo, fundamento de muchos de los programas de cooperación en salud. De esta manera, se pretende aclarar la razón por la cual la cooperación en salud se incluye como parte de la agenda en la discusión sobre la seguridad hemisférica, y el impacto de dichos programas en el desarrollo local de las políticas de salud en nuestro país. Se trata de analizar las formas de negociación entre los intereses económicos y políticos involucrados en dicha cooperación y su impacto en el desarrollo de la política de salud pública en Colombia ; Formulation and implementation of local health policies is frequently influenced by co- operation programmes established between countries or between private entities hav- ing specific interests for the offering country as well as for the receiving country. The purpose of this paper is to analyse the objectives and characteristics of US cooperation in public health with Colombia, between 1939 and 1945.The significance placed by the US (as well as by the Colombian government) on inter-americanism is examined, this being the foundation of many health cooperation programmes. From this standpoint an attempt is made to clarify why health cooperation became part of the agenda in discus- sions concerning hemispherical security and the impact of such programmes on local health policy development in Colombia. The means of negotiation between economic and political interests and their effect on the development of public health policies in Colombia is also analysed.
Suecia fue uno de los pocos países europeos neutrales durante la Segunda Guerra Mundial. Este hecho reforzó su status moral en las décadas de posguerra como superpotencia humanitaria y el epítome del Estado del bienestar. Solamente en los años noventa comenzó la historiografía a poner en cuestión esta visión complaciente, señalando aspectos como las exportaciones de hierro a Alemania, los sentimientos pro-alemanes entre considerables grupos sociales o las concesiones militares al Ejército alemán en momentos clave. No obstante, estos temas polémicos ya habían sido afrontados por varios escritores en las décadas anteriores, lo cual suscita el tema de las relaciones entre literatura e historia. ; Sweden was one of the few neutral European countries during the Second WorldWar. This fact reinforced its moral status in postwar decades as a humanitarian superpowerand the epitome of the Welfare state. Only in the 1990s began historiography to put into questionthis complacent view, pointing at aspects such as the iron exports to Germany, the pro-German feelings among significant social groups or the military concessions to the German Army in key-moments. However, these contentious issues had been already dealt with by several writers in previous decades, which raises the issue of the relationships between literature and history. ; SI
En este artículo se examina un conjunto de revistas uruguayas que iniciaron su publicación como respuesta local a los peligros del avance del nacionalsocialismo alemán durante la Segunda Guerra. Partiendo de la teoría del complot como ficción mundial vigente en la época (Louis 2007) y de los debates del contexto político nacional, se analiza la representación y los usos de la amenaza nazi que exhiben estas publicaciones. El trabajo pone en evidencia cómo las revistas colaboraron con la hibridación del imaginario del nazismo y con la difusión de una narrativa del temor y la sospecha. El estudio de estas publicaciones "antinazis" permite, asimismo, echar luces sobre trayectorias intelectuales individuales y esbozar la continuidad de una red de escritores uruguayos antifascistas forjada en la década del treinta bajo la experiencia de la dictadura de Terra y de la adhesión a la causa de la España republicana. ; This article examines a set of Uruguayan magazines first published as a local response to the dangers of German National Socialist progress during the Second World War. Starting from plot theory as a world fiction in force at the time (Louis 2007) and the debates of the national political context, it analyzes the representation and uses of the Nazi threat that these publications exhibit. The work highlights the ways in which these magazines collaborated with the hybridization of the imaginary of Nazism and the dissemination of a narrative of fear and suspicion. Moreover, the study of these "anti-Nazi" publications allows us to shed light on individual intellectual paths and sketch the continuity of a network of Uruguayan anti-fascist writers forged during the 1930s under the experience of Terra's dictatorship and the adherence to the cause of Republican Spain.
