Der Beitrag befaßt sich anhand der Vernichtungsmaßnahmen im besetzten Polen mit dem Zusammenhang von Euthanasie und therapeutischer Effizienz in der NS-Psychiatrie. Damals galt die Ermordung von psychisch Kranken in Polen als Auftakt für die Säuberung der psychiatrischen Krankenhäuser im Reich und Vorbild gleichermaßen für die spätere Judenvernichtung. Für die Polen bedeutete dieser im Auftrag der Psychiatrie ausgeführte Mord doppelte Diskriminierung, denn sowohl Polen wie auch psychisch Kranke galten wegen ihres Erbgutes und der Rasse als Untermenschen. Der Beitrag referiert die Ergebnisse der Hauptkommission zur Untersuchung der deutschen Verbrechen in Polen zu den Krankenmorden und befaßt sich mit den Hintergründen, Funktionen und Instrumenten der Aktion T-4 und die Auswirkungen der offiziellen Euthanasie-Politik im besetzten Polen. Gedacht als 'Reformaktion' der Psychiatrie, im Rahmen derer chronisch Kranke endlich von ihrem dumpfen Anstaltsdasein befreit würden, wurde diese 'Modernisierung' besonders im besetzten West- und Nordpolen durchgeführt, das 'ins Reich' eingegliedert werden sollte. Die Beratenden Chirurgen des deutschen Heeres im zweiten Weltkrieg waren Ordinarien für Chirurgie und Chefärzte großer chirurgischer Kliniken. Es konnten ca. 130 Chirurgen ermittelt werden. Sie wurden zum Heeresdienst herangezogen, besaßen aber trotz ihrer militärischen Ränge keine Befehlsgewalt. Die Beratenden Chirurgen wurden bei Heeresgruppen in Frontgebieten und in Wehrkreisen in der Heimat eingesetzt. Sie hatten die Aufgabe, Militärärzte zu beraten, auszubilden, wissenschaftliche Erkenntnisse zu sammeln und medizin ische Probleme zu lösen. Den Schwerpunkt der Arbeit bilden verschiedenste Verletzungstypen, die der Krieg vor allem im Osten mit sich brachte, deren chirurgische Behandlung sowie die Erarbeitung notwendiger Behandlungsrichtlinien. Tagebuchdurchschriften, Erfahrungsberichte und Sammelberichte der Beratenden Chirurgen bilden die Basis der Arbeit. Der Großteil des Aktenmaterials fand sich im Freiburger Bundesarchiv-Militärarchiv sowie in den Bundesarchiven Aachen und Berlin. Weitere Informationen wurden aus Unterlagen des Staatsarchives in Nürnberg und des Archives du Comité International de la Croix-Rouge in Genf gewonnen. ; The consulting surgeons of the German army in the second world war were professors of important surgical institutions. About 130 surgeons could be found. They were called up to the military service, but had no power of command in spite of their military ranks. The consulting surgeons were ordered to work near the front and in their homeland. Their duty was to advise and instruct the military doctors, to collect scientific discoveries and to solve medical problems. War-caused injuries, especially in the east, their medical treatment and the development of necessary guidelines on treatment form the basis of the paper. The prime sources are copies of diaries, experience-reports and collective reports of the consulting surgeons. The main part of the body of work was found in the "Bundesarchiv-Militärarchiv" of Freiburg and in the "Bundesarchiv" of Aachen and Berlin. Further informations were collected from the "Nürnberger Staatsarchiv" and the "Archives du Comité International de la Croix-Rouge" in Geneva.

"Die Korrektur der nationalsozialistischen Schulpolitik und der Ost-West- Gegensatz waren bisher die zentralen Themen nicht nur der schulpolitischen Diskussion sondern auch der historischen und vergleichenden Bildungsforschung zur Schulentwicklung in Deutschland nach 1945. In diesem Aufsatz werden dagegen die schulstrukturellen Prozesses der 30er Jahre, die gemeinsamen Ausgangsbedingungen sowie regionale und lokale Besonderheiten als praegende Faktoren der Schulentwicklung in den beiden deutschen Nachkriegsstaaten beleuchtet. In dieser Perspektive zeigen sich bis Ende der 50er Jahre mehr Kontinuitaeten und Gemeinsamkeiten der deutschen Schulgeschichte als es die amtlichen und programmatischen Texte zu erkennen geben. Erst seit den 60er Jahren entfaltete die jeweils systemspezifische Vernetzung des Schulsystems eine unterschiedliche Entwicklungsdynamik." (Autorenreferat). (DIPF/Orig.) ; So far, the correction of National Socialist school policy and the antagonism between East and West have been the crucial topics not only of the debates on school policy but also of historical and comparative educational research on school development in Germany since 1945. This article, however, focuses on the structural changes in the educational system that occurred in the thirties, on the common starting points, and on regional as well as local peculiarities as factors that determined school development in both parts of Germany until the end of the fifties .This perspective reveals a far greater continuity and congruence in the history of the German school systems than is allowed for in official reports and programmatic outlines. It was not until the sixties that specific features of the educational systems in East and in West Germany generated significant differences and evolved their respective dynamics. (DIPF/Orig.)

During the interwar period the reemerging Hungarian market economy was quickly swept away by the effects of the Great Depression, which shattered the traditional consensus of the social elites, i.e. aristocractic landowners, entrepreneurs and the socalled military-bureaucratic elite. The latter, primarily intellectuals and smallholders of aristocratic descent, when forced to take employment, monopolized most of the administrative and army-positions. Under their growing influence the government started a huge military investment program, the "Györ Program" of 1938, which triggered an upward spiral of budget spending. Market-economy institutions were replaced by a variety of government agencies, which aimed at controlling and coordinating the increasingly difficult distribution of increasingly scarce goods and services. Wanting to establish a corporative, fascist society, the right-wing faction of the military-bureaucratic elite politically neutralised the aristocracy and eliminated - first socially and eventually physically - the Jewish bourgeosie. In contrast to its predorninantly agrarian neighbours Hungary in 1938 exhibited all signs of a country standing at the treshhold of a developed economy.
