Realism has been the dominant conceptual approach to studying Indonesian foreign policy. This article, however, considers realist analyses to be insucient since their emphasis on the struggle for power and security in the system of states has led to the neglect of the importance of perspectives which focus on order. To ll the gap it then intends to apply the English School perspective which focuses on the concept of international society to trace the nature and function of Indonesian foreign policy. Two cases are examined, including the Asian African Conference and Association of South East Asian Nations, to demonstrate the relevance of international society for policy ideas and action. The central argument is that the Indonesian elite worldview indicates that the creation and maintenance of order in international societies are ones which are prominent objectives legitimizing the conduct of Indonesia's external relations.
Sugar industry in Indonesia has been experiencing rapid growth in local consumption, a decrease in domestic production, an increasingly growing import dependency, and a rise in the cost of energy use. This study explores the efficiency of energy use in the Indonesian sugar industry from 2010 to 2014 by applying the input distance function based on the trans-log model to all sugar mills across the country. The results revealed that substantial differences in energy efficiency exist across the provinces. The average energy efficiency is nearly 0.68, with the most efficient regions reaching nearly 0.77 and the lowest ones scoring about 0.62. The sugar mills in the provinces of Gorontalo, Banten, South Sulawesi, and East Java are more efficient than those of other provinces. The energy efficiency function suggested that increasing production volume can help to achieve more efficient energy use. Additionally, as labor and capital are substitute inputs, improvements in capital investment (technological upgrade) may yield larger outputs and contribute to more energy-efficient production. Meanwhile, raw materials and capital are complementary inputs, so improvements in energy efficiency via a larger mill size, bigger capital investment, and more efficient sourcing of raw materials can support the national government's production targets sustainably.
Cash waqf is one of the instruments of Islamic Economics that is being assessed his progress. This research aims to know the role of BadanWakaf Indonesia (BWI) as government of waqf institution and Tabung Wakaf Indonesia (TWI) as private waqf institution, in empowerment of (cash waqf) education, and by results of research to draw up a model empowerment of cash waqf in the field of education.The research method used was qualitative methods.Qualitative descriptive analysis is used to explain how the empowerment model cash waqf are integrated in the BWI and the TWI for the education quality empowerment. The results showed that the integration of BWI and TWI is carried out by the Division of tasks and functions, namely BWI focus more on socializing on the cash waqafand nadzirtraining, while the TWI more on empowering education for maukuf 'alaih peace both in the quantity as well as quality.

Government Internal Auditor Apparatus (GIAA), as a professional organization of government internal auditors, consists of Indonesia's National Government Internal Auditor (BPKP) and Inspectorate on the level of local government and has a very important role in creating clean, fair, transparent, and accountable governance. Nevertheless, in running its responsibilities and functions, GIAA often faces audit conflicts that lead to a dilemma situation. The audit conflict will become an ethical dilemma when GIAA faces ethical and unethical choices that determine an auditor's decision-making (Windsor et al., 1995). GIAA as a professional organization is required to be able to make appropriate conclusion from the audit findings based on the applicable code of ethics in the constitution and profession. Ethical decision is a publicly acceptable conclusion, both legally and morally ( Jones, 1991; Trevino, 1986). Several previous studies suggest that there are significant individual and situational factors that influence a person in making decisions ethically (Trevino, 1986). The individual factor that influences one's determination in facing ethical dilemmas is spiritual and ethical orientation, whereas the situational factor that supports in ethical decision-making is personal ethical judgment. Based on the aforementioned explanation, this study aims to examine the effect of ethical orientation on ethical decision, either directly or through ethical judgement at GIAA of Financial and Development Supervisory Board (BPKP) and Inspectorate East Java Local Government. Test results show that ethical orientation has a significant positive effect on ethical decision; ethical orientation has a significant positive effect on ethical judgment; ethical judgment has a significant positive effect on ethical decision; and ethical judgment mediates the relationship between ethical orientation and ethical decision.

This research uses descriptive method with qualitative approach. Data collection techniques are interviews, document analysis and observation. The data obtained were processed with qualitative data analysis. Informants in this study were 1) the Regent of Halmahera, 2) Regional Secretary, 3) Assistant for Public Administration, Law and Authority, 4) Head of Governance Regional Secretariat of Central Halmahera, 5) Head of Integrated Licensing Service Agency, 6) Head Weda South 7) The community served Based on the research results we concluded that the implementation of the PATEN in the district of South Central Halmahera Weda considered not running optimally. Background: According to the data of the Ministry of Health of Indonesia in 2001, the prevalence of dental and oral caries patients is 60% of Indonesia's population, and 71.8% of the population does not treat or seek treatment when they have dental caries. This is evidenced by data released by the National Health Survey in 2004; only 38% of the population came to the health center and only 4.9% presented to the governmental hospital. From the preliminary research, the data obtained including the level of knowledge about good dental health, motivation for high dental caries care, high dental caries care services, good perception about dental caries care, and felt need for high dental caries treatment did not guarantee that a person had good oral health. Aims: The study aim lies in identifying the correlation of dental health communication with the picture of the felt need of dental caries care so that dental health services given to the society become effective and efficient. Settings and Design: This was an observational analytic study. Subjects and Methods: Ninety‑six respondents were grouped into six groups. Primary data collection was made by performing oral and dental examinations using Oral Hygiene Index and Decay Missing Filling index and questionnaire. Statistical Analysis Used: The data obtained were analyzed using Spearman's correlation test. Results: Knowledge of dental caries, perception of dental caries impact on oral function, motivation of dental caries treatment, and felt need had significant relation to social class strata. There was no significant relationship between communication and felt need of dental caries treatment. Conclusions: There was a significant relationship between dental health communication with a picture of felt need of dental caries treatment. Well‑created communication will give good felt need as well.
