Public procurement concentrates large public sector's purchasing power, and has a significant impact on each country's economic development. The purpose of public procurement procedure is transparency, non-discrimination and accordance to the principles of fair competition in acquisition of goods, services and works necessary for the smooth functioning of the public administration. Besides, public procurement can be one of the most important instruments for sustainable development and other purposes useful to the whole society and the economy of the country. This article briefly discusses the concept of sustainable public procurement, reveals its main ideas and applications. One of them, the social sphere, was chosen the main object of the research. The possibility to decrease unemployment, to increase an integration of socially vulnerable group, and to achieve other socially-oriented goals through an effective implementation of the social aspect of sustainable public procurement has been illustrated. Thus, the article analyses the concept of social procurement, assesses the current situation in Lithuania, overviews the good practice of other countries and provides recommendations for measures to extend the application of socially oriented procurement.

The study of the baths landscape of Rome in the Antiquity(Ist century B.C.- Vth century A.D.) aims at filling certain gaps concerning the research on the minor baths in the capital of the Empire. The thesis followed essentially five main chapters: we beforehand defined a historic and social frame in our study by insisting on the relative problems at the origin of the Roman bath and in its distribution in italic peninsula. We then bent over the methodological problems met during the establishment of our corpus. To conceive in a concrete way the Roman bath landscape, we indeed established a database every evidence of which corresponds to a bath complex known by sources(archaeological, epigraphic and literary). This catalog was approached under descriptive shape on our third chapter. Our fourth axis concerns particularly the legislation relative to these balnea, the definition of their status and the identification of their owners. Finally, a typological and technical study of the baths of Rome showed itself necessary to end this study in a exhaustive way. ; L'étude du paysage balnéaire de Rome dans l'Antiquité (Ier siècle av. J.-C.- Ve siècle ap. J.-C.) a pour but de combler certaines lacunes concernant la recherche sur les bains dits mineurs dans la capitale de l'Empire. La thèse a suivi essentiellement cinq grands axes : nous avons au préalable défini un cadre historique et social à notre étude en insistant sur les problèmes relatifs à l'origine du bain romain et à sa diffusion en péninsule italique. Nous nous sommes ensuite penchés sur les problèmes méthodologiques rencontrés lors de l'établissement de notre corpus. Afin d'appréhender de manière concrète le paysage balnéaire romain, nous avons en effet établi une base de données dont chaque entrée correspond à un complexe balnéaire connu par les sources (archéologiques, épigraphiques et littéraires). Ce catalogue a été abordé sous forme descriptive dans notre troisième grande partie. Notre quatrième axe concerne particulièrement la législation relative à ces balnea, la définition de leur statut et l'identification de leurs propriétaires. Enfin, une étude typologique et technique des bains de Rome s'est révélée nécessaire pour terminer cette étude de façon exhaustive.

In the last few years, especially after the Brexit referendum and the 2016 US elections, there has been a surge in academic interest for misinformation and disinformation. Social, cognitive, and political scientists' work on these phenomena has focused on two main aspects:● Individuals' (and by extension societies') vulnerability to misinformation.● Factors and interventions that can increase individuals' (and societies')resistance to misinformation.In this article we offer a critical review of the psychological research pertaining to these two aspects. Drawing on this review, we highlight an emerging tension in the relevant literature. Indeed, the current state-of-the-art of the political misinformation literature reflects the combined operation of two opposing psychological constructs: excess gullibility on the one hand and excess vigilance on the other. We argue that this conceptualization is important in both advancing theories of individuals' and societies' vulnerability to misinformation and in designing prospective research programs. International audience ; Le pétrole est une huile minérale naturelle combustible formée par la lente décomposition d'énormes quantités de plantes et d'organismes marins tombés au fond des mers, sous des couches successives de sédiments. Sous l'effet, notamment, de la pression, de la température et du temps, ces organismes se sont transformés en pétrole et se sont accumulés en gisements. Un gisement est formé d'un ou plusieurs réservoirs rocheux souterrains contenant des hydrocarbures liquides et / ou gazeux. La roche réservoir doit être poreuse et perméable et la structure doit être limitée par des barrières imperméables qui doivent former un piège. Matière première par excellence, le pétrole présente l'avantage d'avoir un faible coût, une grande facilité d'utilisation, et des applications dans un très grand nombre de domaines. C'est actuellement la principale source d'énergie de notre économie moderne et la principale source de matière première de l'industrie chimique. Il présente cependant l'inconvénient de ne pas être renouvelable et d'être inégalement réparti dans le monde. Les pays producteurs n'étant pas, généralement, les pays consommateurs, et réciproquement. L'intérêt économique considérable pris par le pétrole entraîne un intérêt politique d'égale importance. Les États encouragent la recherche des gisements de pétrole, favorisent les prospecteurs, mettent en place des pouvoirs administratifs de contrôle technique et financier et prennent les dispositions nécessaires pour garantir leur approvisionnement. Nous étudierons dans une première partie le régime général du pétrole et dans une deuxième partie les spécificités du pétrole marin.

Legal Aspects of Representativeness of Social Partners In this study are analysed international, European Union, foreign countries and Lithuanian laws regulating the right of social partners to represent their members and the legal requirements for representativeness of social partners. The mentioned legal acts are analysed in order to present the definition of social partners, to reveal the legal concepts of the representativeness of social partners at international and European Union level and to identify the models of representativeness of social partners. In the first part of the study the historical overview of social partnership in labour law and the concept of social partners operating at international, European Union and national level are presented in order to provide the definition of social partners which is needed for further research. In the second part of the study it is examined the concepts of representativeness of social partners in international and European Union labour law, and on the basis of foreign countries legislation, it is distinguished the main models of representation of social partners and provided a detailed analysis of these models. In the third part of the study it is examined the influence of social partners on the European Union and Lithuanian legislation in determining the extent to which the social partners' representativity criteria have been precisely identified or implied, with the involvement of social partners in legislatives processes and suggestions are made to improve the existing regime in Lithuania. The results of the research show that the analysis of international, European Union, foreign countries and Lithuanian legislation allows to present the concept of social partners, to distinguish two legal concepts of representativeness of social partners and to present four different models of representation of social partners. According to the research carried out, it was found that the criteria of representativeness of the social partners clearly established in the Lithuanian legislation would help to answer the problematic issues arising from the lack of the criteria of representativeness of social partners which are not enshrined in Lithuanian laws.
