En el norte de la Patagonia argentina, más precisamente en el Alto Valle , se ha desarrollado un sistema urbano-rural en el cual una ciudad ha sobresalido del resto en las últimas décadas, la ciudad de Neuquén. En torno a ella se ha manifestado un proceso de conurbación cuyo centro está conformado por esta ciudad, capital de la provincia de Neuquén, y la ciudad de Cipolletti centro de mayor relevancia de la provincia de Río Negro perteneciente a este bloque. Ambas se presentan como una unidad urbana a partir de la cual se han evidenciado importantes procesos de expansión urbana. Esta conurbación presenta una gran concentración de servicios, capital, tecnologías, transportes e infraestructura en general y un peso y densidad poblacional muy superior al del resto de las áreas urbanas del Alto Valle. Esa dinámica poblacional y económica trajo aparejados inconvenientes para esta zona. Los más notables son los conflictos sociales ante una elevada presión sobre el uso de suelo, la pérdida de tierra agrícola ante la expansión urbana y la especulación del negocio inmobiliario, así como el asentamiento de personas en áreas de riesgo y problemas de circulación de las personas. Ante este contexto la presente tesis tiene como objetivo principal analizar características territoriales, demográficas, ambientales y de movilidad urbana de dicha conurbación con el propósito de ofrecer aportes orientados a la formulación de propuestas de ordenamiento territorial. En consecuencia, la investigación intenta dar un panorama general del desarrollo del área urbana de la conurbación para identificar disfuncionalidades o conflictos que atentan contra un desarrollo urbano armónico. Algunas preguntas que surgen desde el inicio de la investigación han permitido guiar el camino en esta tarea: ¿Qué cambios afectaron a la conurbación en torno a la ciudad de Neuquén? ¿De qué manera la afectaron? ¿Cuál es la magnitud de los problemas generados? ¿Cuáles son las nuevas características de esta área urbana y sus tendencias futuras? ¿Cómo abordar y explicar esas problemáticas generadas? ¿Cuáles serían las propuestas más óptimas para resolver estas dificultades? El desarrollo de la investigación se ha segmentado en 10 capítulos, el primero de ellos se presenta como una introducción a todo el documento, el capitulo 2 desarrolla los principales conceptos de la ciencia geográfica que serán tenidos en cuenta en adelante, los mismos parten de considerar a la geografía como una ciencia social centrada en el estudio del espacio geográfico y sus tiempos. A partir de este nivel conceptual se orientan las reflexiones que involucran conceptos como el de región que permitirá entender de manera más apropiada la dinámica de la conurbación neuquina, para luego avanzar sobre conceptos e ideas empíricas cercanas al proceso de urbanización, a los modelos de las plantas urbanas, a la movilidad urbana y a los problemas ambientales. El tercer capítulo detalla la metodología utilizada para la indagación y búsqueda de resultados. No es sólo una enumeración de actividades, sino que se explica de manera asociada al marco teórico y a ciertos conceptos clave, el cómo será la investigación en cuanto a técnicas y procedimientos. En el capítulo 4 se analiza de manera un tanto detallada las condiciones del medio natural que influyen en el asentamiento urbano del área de estudio. Es decir que este apartado no es una descripción exhaustiva del marco natural, es una búsqueda de los condicionantes que permiten o dificultan el surgimiento de áreas urbanas. Así se trabaja principalmente sobre las geoformas o unidades geomorfológicas atendiendo a los procesos naturales que se manifiestan en cada una de ellas y cómo influyen en la actualidad en el desarrollo urbano y en la vida de las personas que habitan la ciudad. El capítulo 5 realiza una auténtica periodización urbana de la zona del Alto Valle, ya que la mayoría de las que podemos encontrar en los textos referidos a la zona están en sintonía económica o determinadas a partir de cortes arbitrarios, sin debidas evaluaciones teórico metodológicas. El capítulo 6 se encuentra muy en sintonía con la concepción de región, a esta altura de la investigación ya se hace necesario identificar algunos límites de la conurbación en torno a la ciudad de Neuquén. Se trata de establecer algunas precisiones en torno a estos aspectos dejando en claro que esos límites no son rígidos y que están identificados en función de los objetivos de esta investigación. Es así que el análisis se basará en algunas variables y luego en capítulos posteriores se avanzará en profundidad sobre otras. En primer lugar, y haciendo honor a la disciplina, se analiza la situación desde el punto de vista espacial (relacionada con la expansión de las áreas urbanas, particularmente sobre áreas agrícolas), para posteriormente trabajar sobre la variable poblacional y finalmente la funcional. En el capítulo 7 se intenta comparar y aplicar diversos indicadores de flujos vehiculares al ámbito de la conurbación neuquina comentando las potencialidades y falencias de cada uno. Tales indicadores son parte de un conjunto más amplio de información base que, tratada debidamente, nos ayuda a comprender como son las características de la movilidad espacial de las personas en este espacio urbano. Los resultados de la aplicación de los indicadores nombrados manifiestan un incremento de los flujos vehiculares en torno a los tramos de rutas más cercanos a la ciudad de Neuquén y a la vez expresan una cierta centralidad de esta ciudad en todo el conjunto de la conurbación. Esto repercute en la generación de problemas en cuanto a cuestiones viales y de transporte de las personas; cuestiones que deben ser tenidas en cuenta por parte de los decisores políticos a la hora de implementar acciones para un mejor ordenamiento territorial. El recorrido realizado en los apartados anteriores hizo posible la identificación de diferentes problemas ambientales que fueron trabajados en el capítulo 8. Algunos de éstos repetidos en los diferentes municipios, otros puntuales y específicos y otros que afectan de manera integral al sistema. Se destacan así los inconvenientes generados a partir de la instalación de viviendas en áreas de riesgo y la contaminación ambiental generada por efluentes, residuos sólidos urbanos y los generados a partir de la actividad petrolera. El capítulo 9 plantea como resultado del recorrido de la investigación algunas posibles acciones a realizar para la mitigación o solución de los principales inconvenientes detectados en la conurbación. Algunas de estas acciones están referidas a problemas teóricos o metodológicos en el entendimiento de los problemas por parte de las autoridades de gobierno, como el abordaje parcializado de los problemas ya sea en forma espacial o temática. Otras acciones propuestas son más directas como la de limitar la expansión urbana y favorecer una mayor densidad de uso del suelo urbano de algunos sectores. Otro tipo de propuestas hacen mención a las funciones o funcionamiento de la conurbación proponiendo nuevas centralidades, una mejora en la circulación a partir de esto, además de sugerir una diversificación y fortalecimiento de ciertos tipos de movilidad urbana. Por último el capítulo 10, arriba a unas conclusiones o reflexiones finales de la investigación que dejan ciertas certezas pero que también abren la puerta a nuevos temas y nuevas formas de estudiar esta conurbación en torno a la ciudad de Neuquén. ; In the north of the Patagonia Argentina, more precisely in the Alto Valle , a rural-urban system has developed, in which Neuquén city has outstood from the rest during the last decades. Around it, a conurbation process has occurred, whose center is comprised by Neuquén city, which is the capital city of Neuquén province, and Cipolletti city, the most important city in Río Negro province. Both cities are presented as an urban unit from which important processes of urban expansion have been evidenced. This conurbation presents a great concentration of services, capital, technologies, transport and infrastructure in general; and has a much higher population density and proportion compared to those of other urban areas of the Alto Valle. This economic and population dynamic brought with it several drawbacks in the area, of which the most notable are the social conflicts due to a high pressure over land use, the loss of agricultural land due to urban expansion, the speculation of the property business, the settlement of people in risk areas and, problems with the circulation of people. In this context, the present thesis aims at analyzing the territorial, demographic, environmental and urban mobility characteristics of such conurbation, with the purpose of offering contributions aimed at the formulation of land-use zoning proposals. In consequence, the research attempts to bring an overview of the development of the urban area of the conurbation to identify dysfunctions or conflicts threating harmonious urban development. The following questions arising from the beginning of the study have allowed framing it within such objectives: Which changes affected conurbation around the city of Neuquén, and in which ways? What is the magnitude of the generated problems? What are the new characteristics of this urban area, and its future trends? How to address and explain the generated issues? Which would be the most adequate proposals for resolving these issues? The investigation has been divided in 10 chapters, of which the first is an introduction of the whole document. Chapter 2 develops the main concepts of geographic science that are taken up in the text, on the basis of geography as a social science centered in the study of the geographic space and its times. From this conceptual level the reflections involving concepts such as region are oriented, which allows a more appropriate understanding of the conurbation dynamic in Neuquén, to then move forward over concepts and empirical ideas that are close to the urbanization process, urban plant models, urban mobility and environmental problems. The third chapter details the methodology used for the inquiry and search of results. The chapter is not only an enumeration of activities, but it rather explains the techniques and proceedings of the research associated to the theoretical framework and certain key concepts. In chapter 4, the environmental conditions influencing the urban settlements in the study area are analyzed in detail. Instead of an exhaustive description of the natural framework, this chapter aims at identifying the conditioning factors that allow or hamper the emergence of urban areas. Thus, it is mainly focused on the geoforms or geomorphological units, with emphasis on the natural processes that arise in each unit, and their present influence over urban development and livelihoods of the inhabitants. Chapter 5 performs an actual urban periodization of the area of Alto Valle, since most of those available in the literature of the area are in tune with the economy or determined from arbitrary cuts, with no theoretical-methodological evaluations. Chapter 6 is much in tune with the conception of region, and at this stage of the research emerged theneed to identify the boundaries of the conurbation around Neuquén city. Efforts are put in establishing certain precisions with regard to these aspects, making it clear that these boundaries are not rigid and that they are identified based on the objectives of this research. Thus, the analysis is based in certain variables, while the following chapters will move towards other variables. Firstly, and living up to the field, the situation is analyzed from a spatial point of view (related with the expansion of urban areas, particularly over agricultural areas), to posteriorly focus on the population variable, and finally on the functional variable. Chapter 7 aims at comparing and applying several indicators of traffic flow to the scope of the conurbation in Neuquén, discussing the potential and flaws of each one. Such indicators are part of a wider set of base-information that, if properly treated, can help us understand the spatial mobility characteristics of people in this urban space. The results of the application of the mentioned indicators show an increase in the traffic flow around the legs of the route that are closer to Neuquén city; and also denote a certain centrality of the city in the whole conurbation ensemble. This has direct impact on problems related to roads and the transportation of people; issues which must be taken into account by policymakers when implementing actions for a better land-use planning. The process described above allowed for the identification of different environmental issues that were treated in chapter 8. Some of these were generalized in several municipalities, others were more specific and punctual, and others affected the system as a whole. Some of the most important were drawbacks generated from the installation of housing in risk areas and environmental contamination generated by effluents, solid urban waste and waste generated by oil activity. Chapter 9 proposes certain actions to be taken for the mitigation or solution of the main drawbacks detected in the conurbation, as a result of the whole research. Some of these actions refer to theoretical or methodological problems in the understanding of the whole issue by government authorities, such as their biased approach, either spatial or thematic, of such problems. Other proposed actions are more direct, such as the suggestion of limiting urban expansion and favoring a higher density of urban use of land in certain sectors. Other type of proposals make reference to the functions or functioning of the conurbation, suggesting new centralities and a consequent improvement in the circulation; and a diversification and strengthening of other types of urban mobility. Finally, chapter 10 addresses the conclusions and final thoughts of this research, identifying several certainties but also gateways towards new themes, and ways of tackling this conurbation around Neuquén city. ; . ; Facultad de Humanidades y Ciencias de la Educación
El problema que enfrenta esta investigación es la percepción de los niños y las niñas que no suelen ser consultados sobre la forma en que conciben el mundo y los elementos que se requieren para su bienestar. En este sentido, se pregunta a los niños por el significado de la niñez, de la calidad de vida y por la calidad de la educación. La metodología mediante la cual se trabajó con los niños, se basa en obtener sus narrativas y sus dibujos en procesos de diálogo en los que ellos pudieron discutir sobre estos temas y nos ofrecieron sus enunciados y sus dibujos. El marco teórico respecto a las principales categorías que se trabajan en la tesis intenta profundizar en el concepto de infancia que se aborda históricamente y sobre la niñez escolarizada. Además, se examina críticamente la perspectiva que concibe al niño en función de lo que será cuando ya no sea niño (moratoria). La infancia es considerada aquí como una representación social, porque no es algo evidente ni natural. A continuación, se discute el asunto de la perspectiva de derechos que surge en la posguerra colombiana y que es una perspectiva importante, pero no suficiente para tratar la infancia. Finalmente, se consideran los espacios de encierro infantil, en función de la seguridad. Respecto a la calidad de vida, se examinan los trabajos relativos al desarrollo humano y el desarrollo sostenible en relación con la satisfacción de todas las necesidades humanas. Se examinan las dimensiones y los indicadores con los que se mira la calidad de vida en general, y luego, la calidad de vida en la infancia. En relación con la calidad de la educación, se enfrenta la dicotomía entre calidad y cobertura educativa, especialmente en un país que requiere altos niveles educativos en función de su desarrollo. Las políticas públicas relacionadas con la cobertura y la evaluación de la educación reducen a esta a la preparación para el trabajo, en una perspectiva de competencias. La percepción infantil, en cambio, se refiere a otros aspectos diferentes a los previstos en las políticas. Los resultados se presentan de acuerdo con las expresiones de los niños, consignadas en sus enunciados y en sus dibujos, que son interpretados mediante un análisis textual y gráfico. En este orden, los niños definieron la niñez como juego. Aquí incluyen: juegos con otros, los juguetes, juegos con los padres, juegos electrónicos. Cuando los niños dicen lo que quieren ser "cuando sean grandes", no expresan un proyecto de vida, sino un deseo actual sobre algo que no pueden realizar. La calidad de vida la ubican en sus relaciones familiares, porque, para las niñas y los niños que entrevistamos en este trabajo, son los padres quienes les proporcionan todo lo que necesitan para vivir. En ese espacio, encuentran que la violencia, que identifican con el conflicto, deteriora la calidad de vida, y esta puede darse entre los padres, de los padres con ellos y entre los compañeros. Además, relacionan la calidad de vida con el cuidado del medio ambiente natural, en el cual se incluyen. Reclaman la posibilidad de comunicación con los padres y los demás miembros de la familia y con los compañeros. Piensan que para que haya una buena convivencia se necesita tolerancia y respeto. Para ellos, las aulas son signo de calidad educativa, dependiendo del estado de la construcción. En la relación entre la calidad de vida y la calidad educativa se refieren a la felicidad como propósito de la infancia, en una perspectiva eudemonista y no deontológica. Ellos quieren ser felices ahora. La discusión sintetiza los conceptos de niñez y de calidad de vida de acuerdo con las perspectivas infantiles frente a las teorías más recurridas. Es preciso saber que la guerra que ha azotado al país durante más de 6 décadas ha dejado marcas en los niños y en las instituciones que influyen en el significado de la familia y de la escuela. El medio ambiente es un tema central para los niños que revelan una conciencia en la que el ser humano no es el centro del planeta sino que está integrado a un sistema que reclama respeto y cuidado. Los niños revelan en muchos comentarios una distancia epistemológica que les permite una perspectiva analítica frente a algunas actuaciones que les da un poder de reflexión y de crítica. La escuela, en el contexto de violencia intrafamiliar y política de la región, es un oasis de paz y de creatividad. Se muestran agradecidos con los profesores por eso. Las conclusiones sintetizan los hallazgos y la discusión respecto a los tres temas trabajados en la tesis: significados de la niñez, significados de la calidad de vida y significados de la calidad de la educación. ; The problem facing this research is the opinion of children who are not usually consulted about the way they conceive the world and the elements that are required for their well-being. In this sense, children are asked about the meaning of childhood, the quality of life and the quality of education. The methodology used to work with the children is based on obtaining their narratives and drawings in dialogue processes in which they could discuss these issues and offer us their statements and drawings. The theoretical framework with respect to the main categories that work in the thesis tries to deepen in the concept of childhood that is approached historically and on schooled childhood. In addition, the perspective that conceives the child based on what it will be when he is no longer a child (moratorium) is critically examined. Childhood is considered here as a social representation, because it is not obvious or natural. Next, we discuss the issue of the rights perspective that emerged in the postwar period and that is an important perspective, but not enough to deal with childhood. Finally, the spaces for child confinement are considered, depending on security. Regarding the quality of life, work related to human development and sustainable development in relation to the satisfaction of all human needs is examined. The dimensions and indicators that look at the quality of life in general, and then the quality of life in childhood are examined. In relation to the quality of education, the dichotomy between quality and educational coverage is faced, especially in a country that requires high levels of education in function of its development. Public policies related to the coverage and evaluation of education reduce education to preparation for work, from a competency perspective. Children's perception, on the other hand, refers to other aspects different from those foreseen in the policies. The results are presented according to the expressions of the children, consigned in their sentences and in their drawings, which are interpreted through a textual and graphic analysis. In this order, the children defined childhood as a game. Here include: games with others, toys, games with parents, electronic games. When children say what they want to be "when they grow up," they do not express a life project, but a current desire about something they cannot do. The quality of life place it in their family relationships, because it is the parents who provide everything they need to live. In that space, they find that violence, which they identify with conflict, deteriorates the quality of life, and this can occur between parents, parents with them and between classmates. In addition, they relate the quality of life with the care of the natural environment, in which they are included. They demand the possibility of communication with parents and other members of the family and with their classmates. They think that for there to be a good coexistence, tolerance and respect are needed. For them, the classrooms are a sign of educational quality, depending on the state of construction. In the relationship between quality of life and educational quality, they refer to happiness as the purpose of childhood, in a eudaemonic and non-deontological perspective. They want to be happy now. The discussion synthesizes the concepts of childhood and quality of life according to the perspectives of children against the most recurrent theories. It is necessary to know that the war that has lashed the country for more than 6 decades has left marks on children and on institutions that influence the meaning of family and school. The environment is a central theme for children that reveal an awareness in which the human being is not the center of the planet but is integrated into a system that demands respect and care. Children reveal in many comments an epistemological distance that allows them a critical perspective in front of some actions that give them a power of reflection and criticism. The school, in the context of intrafamily and political violence in the region, is an oasis of peace and creativity. They are grateful to the teachers for that. The conclusions synthesize the findings and the discussion regarding the three themes dealt with in the thesis: meanings of childhood, meanings of the quality of life and meanings of the quality of education. ; Facultad de Humanidades y Ciencias de la Educación
Esta tesis analiza la práctica del skate en Gran La Plata (Ensenada, Berisso y La Plata), Argentina, a la vez que indaga en sus relaciones con el campo de la Educación Física. La investigación ha profundizado en modos, características, sentidos y significados que tiene el skate para quienes lo practican, así como para una parte del resto de la sociedad. Estas prácticas son realizadas por sujetos en su mayoría jóvenes, aunque también por niños y adultos. Para ello hemos utilizado un abanico de conceptos y estrategias metodológicas que pusieron en diálogo a la antropología, la sociología, las ciencias de la educación y la Educación Física. De modo más específico, los postulados de la Praxiología Motriz fueron empleados para analizar la lógica interna y la lógica externa. La relación de los sujetos con los espacios (plazas, skateparks, y en particular con el espacio público) se destacó como un importante eje analítico en la tesis. Asimismo, fueron estudiadas las relaciones con los materiales, con el tiempo y con los otros participantes. La metodología utilizada fue cualitativa y de corte interpretativo. Los instrumentos de construcción de datos fueron entrevistas, observación participante y fuentes secundarias (tales como documentos, páginas de internet, redes sociales y videos). Desde el surgimiento del skate como práctica recreativa y de tiempo libre, han existido formatos de competición que lo vincularon con el mundo del deporte; actualmente se observa que la organización de torneos ha fortalecido el avance del skate como práctica deportiva (vertiente que se ve potenciada por su inclusión en los próximos Juegos Olímpicos de Tokyo 2020). En este contexto se han generado intensos debates que retomamos y analizamos en los capítulos de la tesis. Comprender al skate como deporte permitió además ampliar la discusión en torno al propio concepto deporte y a sus alcances. Otro de los ejes analíticos lo constituyó el relevamiento de cómo se lleva adelante la enseñanza en el skate. Desde esos resultados, se introducen algunas sugerencias pedagógicas intentando contribuir a la enseñanza de esta práctica, a la vez que podría colaborar a reflexionar sobre la enseñanza de otras prácticas corporales en el campo de la Educación Física. El trabajo de investigación llega a conclusiones que nos permiten también visibilizar que los practicantes de skate en la región se manifiestan a través de acciones políticas en virtud de reclamos que consideran justos, y que se expresan y potencian por la grupalidad. El estudio pone también en evidencia la coexistencia de diferentes modos de práctica del skate, diversidad que se construye tanto en relación a los espacios utilizados (calle o street, y pista), así como en relación a la forma en que lo practican y lo entienden los propios skaters (sea de una manera más "libre" o más reglada y deportiva). En definitiva, se trata de una práctica corporal que exhibe diferentes facetas, mostrando un dinamismo que impide encorsetarla en rígidas conceptualizaciones. Sin lugar a dudas, el skateboarding se ha consolidado como un objeto de estudio reconocido internacionalmente, revelándose como una práctica que, al analizarla, nos permite una mejor comprensión de las sociedades urbanas actuales. ; This thesis analyses the practice of skate in Gran La Plata (Ensenada, Berisso y La Plata), Argentina, while it investigates its connections with the physical education field. The research deepens in ways, characteristics, senses and meanings for the people who practice skate and for a part of the rest of the society. These practices are realized mostly by young people, but also by children and adults. For this we have used a range of concepts and methodological strategies that combine the anthropology, the sociology, the educational sciences and the physical education. In a more specific way, the postulates of Motor Praxiology were used to analyse the internal logic and the external logic. The relations the subjects with the spaces (squares, skate parks and in particular with the public space) stood out as an important analytical axis in the thesis. As well, the relations with the materials were studied with time and other participants. The used methodology was qualitative and interpretive. The data construction instruments were interviews, participant observation and secondary sources (such as documents, websites, social networks and videos). Since the emergence of skateboarding as a recreational and free time practice, there have been competition formats that linked it to the world of sports; it is currently observed that the tournament organization has strengthened the progress of skateboarding as a sports practice (aspect that is enhanced by its inclusion in the next Tokyo 2020 Olympic Games). In this context, intense debates have been generated that we resume and analyze in the thesis chapters. Understanding skateboarding as a sport also allowed us to broaden the discussion about the concept of sport itself and its scope. Another of the analytical axes was the survey of how skate teaching is carried out. From these results, some pedagogical suggestions are introduced trying to contribute to the teaching of this practice, and at the same time it could help to reflect on the teaching of other bodily practices in the field of Physical Education. The research paper reaches conclusions that also allow us to make visible that skateboarders in the region manifest themselves through political actions by virtue of claims that they consider fair, and that they express and strengthen by the group. The study also highlights the coexistence of different modes of skate practice, diversity that is built both in relation to the spaces used (street and park), as well as in relation to the way they practice and understand it the skaters themselves (either in a more "free" or more regulated and sporty way). In short, it is a bodily practice that exhibits different facets, showing a dynamism that prevents being limited to rigid conceptualizations. Without a doubt, skateboarding has established itself as an internationally recognized object of study, revealing itself as a practice that, when analyzed, allows us a better understanding of today's urban societies. ; La présente thèse analyse la pratique du skate à Gran La Plata (Ensenada, Berisso et La Plata), Argentine, et en même temps, étudie ses liens avec le domaine de l'éducation physique. La recherche a mis l'accent sur les façons de faire, les caractéristiques, les sens et les significations du skate pour ceux qui le pratiquent, ainsi que pour une partie du reste de la société. La plupart de ces pratiques sont réalisées par des jeunes, mais aussi par des enfants et des adultes. Dans la cadre de notre recherche, nous avons mis en place un éventail de concepts et d'stratégies méthodologiques permettant de combiner l'anthropologie, la sociologie, les sciences de l'éducation et l'éducation physique. De façon plus spécifique, les postulats de la praxéologie motrice ont été employés dans l'analyse de la logique interne et de la logique externe. Le lien entre les sujets et les espaces (parcs, skateparks et particulièrement les espaces publics) a été soulevé comme un axe important de la thèse. Les rapports entre les sujets et les matériaux, le temps et les autres participants ont aussi été étudiés. La méthodologie employée a été qualitative, permettant une démarche interprétative. Les méthodes de collecte de données ont été des entretiens, l'observation participante, et des sources secondaires (tels que des documents, des pages Web, des réseaux sociaux et des vidéos). Depuis la naissance du skate en tant que pratique récréative et du loisir, différents formats de compétition, qui l'on rattaché au monde du sport, ont vu le jour. Actuellement, l'organisation de tournois a contribué au progrès du skate en tant que pratique sportive (volet qui s'est vu fortifié par l'inclusion du skate aux prochains Jeux olympiques de Tokyo 2020). Plusieurs débats intenses -que nous reprenons et analysons à travers les chapitres de cette thèse-, ont apparu dans ce contexte. Reconnaître le skate en tant que sport a permis d'élargir la discussion par rapport au concept de sport en soi et à son étendue. L étude en ce qui concerne la nature de l'enseignement du skate, a engendré un autre axe analytique. Les résultats obtenus constituent la base pour l'introduction de suggestions pédagogiques, dans le but de contribuer à l'enseignement de la pratique et elles pourraient pousser la réflexion sur la façon d'enseigner d'autres pratiques corporelles de l'éducation physique. Le travail de recherche aboutit à des conclusions qui nous permettent de visualiser que les pratiquants de skate de la région s'expriment à travers des actions politiques potentialisées par le phénomène de groupe, menant de réclamations qu'ils considèrent justes. L'étude souligne aussi la coexistence de modes variés dans la pratique du skate. Cette diversité est attribuée à la relation développée avec l'espace utilisé (rue ou street, ou piste), et à la façon dont le skate et pratiqué et conçu par les pratiquants (soit une façon plus « libre » ou plus sportive et réglementée.) Finalement, il s'agit d'une pratique corporelle qui expose différentes facettes, présentant un dynamisme qui empêche de la limiter à des conceptualisations rigides. Sans aucun doute, le skateboarding s'est consolidé en tant qu'objet d'étude de reconnaissance internationale, s'affirmant comme une pratique dont l'analyse nous permet une meilleure compréhension des sociétés urbaines actuelles. ; Fil: Saraví, Jorge Ricardo. El objetivo de esta investigación es fijar el campo semántico del concepto de representación en el momento de su origen (siglos XVII y XVIII). Pretendemos identificar las diversas esferas de la experiencia sobre las que se ha fundamentado esta construcción conceptual y, al mismo tiempo, describir las mutaciones que ha sufrido, hasta su crisis. Estas esferas son: artística, epistemológica y jurídico-política. Nuestra hipótesis supone que la nueva concepción del poder político contractualista depende de la metáfora de la representación teatral. Trataremos de mostrar cómo la vieja metáfora del Theatrum Mundi, liberada del sistema teológico, se va a transformar en el Barroco en una forma de sociedad espectacular. El ciudadano se convierte en espectador tanto en el teatro como en la sociedad y en la política. Nuevas relaciones de poder y nuevos sujetos (la burguesía y las masas urbanas), pero también nuevos espacios ciudadanos: reales y abiertos (plazas y jardines), y espacios virtuales y cerrados (teatros). Ese complejo estético-político tiene en la ópera cómica, desarrollada durante el clasicismo, el signo distintivo de la Ilustración y de la burguesía. Los textos han sido tratados por una metodología hermenéutica haciendo una nueva lectura de todos aquellos documentos originales que presentaban una perspectiva de esa metáfora escénica. La problemática actual de la representación política se ha tratado desde el método genealógico usando tres perspectivas que constituyen sendas figuras conceptuales. La primera es la que presenta las tres disciplinas por las que conocemos la representación en Occidente: la teoría política, la epistemología y la estética. La segunda hace referencia a los personajes representativos: el político, el científico y el artista. Finalmente, la representación cultivada por estos tres personajes constituye el espectáculo que se ofrece al público. El espectador "actúa" en la representación como el representado. El espectador (público-masa), constituye la tercera figura conceptual o perspectiva. El resultado de este tratamiento nos permite ver cómo, gracias a esa forma de diferenciación social basada en la distinción o gusto estético, frente a la ópera y otras manifestaciones artísticas, se configuraba un sistema espectacular absolutamente vertical. Las altas culturas se presentaban a aquellos individuos distinguidos, convertidos en personajes representativos (alta burguesía). La moderna sociedad de clases reinventa la desigualdad a través de la cultura. En las reflexiones sobre el arte dramático hemos descubierto las claves para la comprensión del moderno hombre público en tanto que personaje representativo. El espacio público se ha transformado en un escenario (El gran teatro del mundo) y se presenta bajo la forma de la representación. La sociedad y la ciudad se han convertido en una escenografía para el espectáculo; el ciudadano es el público y para él se procede a organizar la compleja representación. Se diseña la figura profesional del representante de los asuntos públicos: el político representativo, casi de la misma manera que hay un protagonista de la representación en el teatro: el actor. Dentro de las conclusiones constatamos que la representación no ha entrado en crisis, como viene anunciado en arte y política, más bien al contrario, se ha reforzado, y la moderna red global está organizada por los sistemas mediáticos que gestionan la opinión pública y estimulan el consumo espectacular de las masas. Hemos identificado, en diálogo con Foucault, que la crisis no ha afectado al sistema completo de la representación sino a uno de sus componentes, ese que caracterizó al racionalismo clásico: al modelo cartesiano del orden metódico. En consecuencia, podemos constatar la pervivencia del clasicismo actualmente. Las músicas populares, las dramaturgias cinematográficas, etc. van a promover un nuevo género que regresa a las fuentes populares, aunque se aleja de los patrones musicales del clasicismo ya convertido en música culta, música clásica. El mundo de la comedia clásica está en nuestra sensibilidad, las estructuras espectaculares creadas en aquella época siguen funcionando. Este mundo de la comedia ilustrada ha llegado a convertirse en la dramaturgia de la cultura de masas que la Dialéctica de la Ilustración llamó "industria cultural". Este trabajo ha pretendido realizar la genealogía de los contenidos de esa cultura que impregna todos los productos culturales que se producen en la segunda mitad del siglo XX, especialmente después de que la ilusión de la crisis de la representación haya acabado con la Vanguardia. Y a través de ese análisis hemos definido un modelo crítico de la actitud ciudadana. Respecto a esa construcción cultural se construyen dos figuras del espectador: la ofrecida por Rousseau y otra de Diderot. Nuestra perspectiva es más diderotiana que roussoniana: el espectador debe dejar de serlo, pero en el teatro mismo, no contra el teatro. Nuestras formas culturales y espectaculares forman parte de nuestra identidad y, por ello, debemos exigir no solo su mantenimiento sino la calidad de su custodia, su renovación y su desarrollo. The objective of this research is to set the semantic field of the concept of representation at the time of its origin (17th and 18th centuries). We aim to identify the various areas of the experience on which this conceptual structure is based upon and, at the same time, describe the mutations it has suffered up to its crisis, in its triple aspect: artistic, epistemological and juridical. We will try to show how the old metaphor of the Theatrum Mundi, freed from the theological system, became a form of spectacular society, during the Baroque period Our hypothesis is that the new concept of contractual political power, depends on the metaphor of the theatrical performance, which is the indisputable paradigm of this cultural model. The citizen becomes a spectator both at the theatre as in society and politics. New relations of power and new individuals (the bourgeoisie and the urban masses), but also new urban and civic spaces: real and open (squares and gardens), or virtual and closed (theatres). These aesthetic-political complex performances will reveal through the musical show invented in the 16th century: the opera. During the 18 th. century, the comic opera became a hallmark of the Enlightenment and the bourgeoisie. The texts have been submitted by a hermeneutics methodology by doing a transversal reading about all those original documents presenting a perspective of this scenic metaphor. The current issue of political representation has been treated since the genealogical method using three perspectives. The first one by presents the three disciplines which we know the representation in the West: political theory, epistemology and aesthetics. The second perspective, that illuminates a capital element within this system, makes reference to the representative characters: the politician, the scientist and the artist. Finally, the representation cultivated by these three characters is the performance that is offered to the public, which "acts" in the representation as the represented: the spectator (the crowd-audience), which is the third conceptual figure or perspective. The result of this process lets us see how, thanks to that form of social differentiation based on the distinction or aesthetic taste, opposite the opera and other artistic manifestations, a spectacular system absolutely vertical was configured. High cultures addressed those distinguished individuals converted into emblematic (representative) characters (gentry). We have discovered the keys to the understand the modern public man as a symbol, through our reflections about drama. The public space has been transformed into a stage (the great theatre of the world) and is presented in the form of representation. The society, the city, has become a stage for the show; the citizen is the public and for it proceeds to organize complex representation. The professional figure of the public affairs representative is designed: the political representative, almost in the same way that there is a protagonist of the representation in the Theatre: the actor. One of the most important conclusions is that performance has not entered into crisis, but strengthened enormously while the modern global network is organized by the media that manage public opinion and stimulate mass consumption. Therefore, the crisis has not affected the whole system of performance, but us one of its components, the one which characterized classical rationalism, the Cartesian model of the methodical order. As a result, we can recognize the survival of classicism: popular music, the cinema dramaturgy, etc. generate a new genre that returns to the popular sources, although it moves away from the musical patterns of classicism as converted into art music, classical music. The world of classical comedy is in our sensitivity, the spectacular structures created at that time are still operating. This world of the illustrated comedy has become the drama of mass culture that Dialectics of Enlightenment called cultural industry. This work has tried to carry out the genealogy of the contents of that culture that permeates all cultural products that are produced in the second half of the 20th century, especially since the illusion of the crisis of performance finished with the avant-garde. Through this analysis, we have defined a critical model of citizen attitude. Two figures of the viewer are built on that cultural construction: the one offered by Rousseau and another by Diderot. Our perspective is more Diderot-like than Roussonian: the spectator must cease to be, but within the theatre itself, not against the theatre. Our cultural and spectacular forms are part of our identity, thus we must demand not only its maintenance but also the quality of its custody, renewal and development.
El resumen que a continuación se presenta, es el reflejo del trabajo de tesis doctoral realizado bajo el título «El Acoso Escolar en Educación Primaria en la Provincia de Huelva». En los últimos años ha existido una preocupación social en relación al tema de la violencia escolar, reconociéndose como un problema común. Los medios de comunicación se han ocupado de difundir situaciones límites relacionadas con e! comportamiento de escolares; a nivel internacional se ha afrontado la investigación en este campo; en Europa se han iniciado interesantes acciones, a fin de promover la investigación y la intervención educativa para paliar las dificultades de las relaciones, alentando a investigadores y educadores a llegar a definiciones, instrumentos y métodos comunes para el análisis de la convivencia y la práctica docente. En nuestro ámbito educativo comunitario, la Junta de Andalucía, en los últimos años, ha fomentado el desarrollo de Ia investigacióri y la intervención educativas a través de diversos prog ramas. Desde la inquietud, en el ámbito educativo, por solucionar los problemas de disciplina en las aulas, recreos, entre compañeros. en definitiva en ef medio escolar, al observarse una creciente evolución de los problemas de relaciones interpersonales entre los miembros de la Comunidad Educativa, ya sea entre iguales o entre miembros de distintos sectores, la investigación en torno a este problema viene estableciéndose en el análisis del mismo y en la búsqueda de las causas que lo produce, a fin de aportar modos de intervención para la mejora y normalización de las situaciones de relación. La preocupación de este trabajo es la de procurar un acercamiento al estudio del acoso escolar en la provincia de Huelva, impulsado por la inquietud que existe en los contextos educativos, en el que el profesorado, familia y alumnado muestran su preocupación por los problemas de interrelación que se producen,, promoviendo el análisis de la institución docente y aportando unas líneas generales que faciliten la conformación de una propuesta de intervención para la mejora de las capacidades socializadoras del alumnado. Por lo tanto, se ha establecido como objetivo general "determinar el nivel de incidencia del maltrato entre compañeros y compañeras en los centros de Educación Primaria en ia Provincia de Hueiva", que se puede desglosar en los siguientes objetivos específicos: - Elaborar, validar y administrar un cuestionario. - Valorar la incidencia dei acoso escolar en los centros de Educación Primaria en la Provincia de Hueiva. - Recabar la opinión y valoración de! alumnado en relación a los problemas de convivencia. - Describir la situación del contexto estudiado a partir de los datos aportados por los distintos instrumentos empleados para obtener la información. - Verificar si se dan o no diferencias en los datos aportados por género, edad, curso y comarcas. - Estudiar las diferencias de opinión del alumnado inmigrante y autóctono. - Dar cuenta, desde la opinión del alumnado, de las intervenciones que se llevan a cabo en los centros escolares para solucionar los problemas de acoso escolar. - Establecer las líneas generales para 1a elaboración de una propuesta de Programa de Intervención Psicopedagógíca para 1a mejora del clima escolar. El trabajo está estructurado en tres partes: En la primera de ellas, marco teórico sobre el acoso escolar, se hace un recorrido por distintos aspectos del estudio de la violencia escolar (bullying). Se exponen y comentan diferentes posicionamientos de autores sobre el concepto, en el que se han encontrado disparidad y falta de consenso; se reflexiona sobre los problemas de definición, realizando una aportación sobre ella; se estudian distintas contribuciones sobre los sujetos implicados en el acoso escolar, exponiendo, a su vez, [as causas que pueden producir maltrato entre iguales y las consecuencias derivadas; el estudio se acerca a la investigación, exponiéndose un número significativo de trabajos de autores estudiosos del tema y de distintos contextos y amplitud geográfica; por último, se realiza una aproximación a la intervención en el ámbito escolar para la mejora de la convivencia en los centros. Tomando como base las distintas contribuciones de los expertos, como se ha indicado, se realiza una propuesta de definición de maltrato escolar, previa reflexión sobre los componentes que debe reunir, a la que se denomina "aportación para el consenso: en busca de una definición", que pretende ser la primera conclusión de este trabajo de investigación. Previo repaso de los contenidos de las definiciones, se muestra la variedad existente y las peculiaridades que manifiestan cada una de ellas (Olweus, 1993; Smith y Sharp, 1994; Pain, 1998; Smith, 1989; Ortega, 1994; Rigby, 1996; Salmlvaili, 2004). En la segunda parte, se muestra el proceso de trabajo seguido para ia creación de ios distintos instrumentos a emplear en la recogida de información. Se elabora un cuestionario propio, que se ha denominado "Cuestionario para la Detección del Acoso Escolar en Educación Primaria". Se realiza un compendio de cuestionarios de evaluación del acoso escolar, propuestos por diversos autores, a fin de generar un estudio de las dimensiones que han orientado su producción. La exposición de las dimensiones de los cuestionarios, en total setenta, va a originar una reflexión sobre metacategorías, de donde se derivarán las dimensiones que ordenarán esta investigación. Se propone un cuestionario inicial y sus normas de aplicación, que se revisan con las aportaciones de expertos. Por último, aludir a la muestra piloto, que supuso la comprobación de la comprensión de cada apartado, el ritmo de ejecución y ia necesidad de apoyo para centrar algunos contenidos, alcanzándose un 0,838 en el Alfa de Cronbach. Por último, en la tercera parte, se presenta el proceso de investigación seguido para determinar la situación en la que se encuentran los centros Educación Primaria de la Provincia de Hueiva en relación con los conflictos convivenciales de los alumnos y alumnas, dando debida cuenta de los participantes en el estudio, los instrumentos utilizados y los resultados derivados tras el proceso de análisis de datos, estableciéndose las conclusiones del estudio, sus limitaciones e implicaciones y, como aportación final, unas líneas generales para la elaboración de un Programa de Intervención Psicopedagógíca, encaminado a establecer un proceso de trabajo que facilite a los centros escolares ia construcción del suyo propio para la mejora de la convivencia. La investigación, de enfoque interpretativo, persigue la comprensión dei problema en el contexto estudiado, para lo que este estudio se acerca al tipo de encuesta, apoyando ia descripción desde la consecución de datos cuantitativos y cualitativos. Es de destacar la muestra, que asciende a 2.156 sujetos, pertenecientes a treinta centros de Educación Infantil y Primaria de la provincia de Hueiva, correspondientes a las seis comarcas en que ésta se divide, distribuyéndose en veinticuatro localidades. La muestra supone un 10,32 % de la población, siendo equilibrada su distribución por sexo, la presencia de alumnado procedente de cada curso, por edad -que marca en los extremos la variación lógica dei alumnado que no ha cumplido la edad que corresponde a su grupo de compañeros y el alumnado repetidor que se encuentra en el último curso-, existiendo falta de coincidencia en la relación de la muestra y la población en ia distribución comarcal, debido a errores de dispersión o concentración no controlados. El estudio sobre inmigración se inicia con unas breves referencias sobre la temática y se pretende dar respuesta de la percepción que ambos grupos, autóctono e inmigrante, tienen sobre la convivencia en la escuela. Para establecer la muestra, se han seleccionado las aulas en las que, al menos, se encontraba integrado un alumno/a inmigrante. En total han participado 1.172 estudiantes, de los cuales 1.054 eran autóctonos (de nacionalidad española), representando el 89.9 % de la muestra total y 118 eran inmigrantes, suponiendo éstos el 10,1 % del alumnado participante. Las técnicas e instrumentos de recogida de datos utilizados, que se consideraron más útiles para esta investigación, fueron el cuestionario y el grupo de discusión. En cuanto al tratamiento de la información y análisis de datos se ha estructurado en dos partes, dedicando cada una de ellas a las aportaciones de los procedimientos empleados para la obtención de datos: resultados del cuestionario y análisis de los grupos de discusión. Los resultados obtenidos en la aplicación dei cuestionario se exponen en seis apartados diferentes, dando lugar a un extenso capítulo: tras los datos generales, se ha estudiado la incidencia del maltrato entre iguales en el ámbito escolar por sexos, cursos, edad, asf como por comarcalización geográfica. Por último, se ha realizado una reflexión de la visión del alumnado inmigrante comparada con la que tiene el alumnado autóctono, apoyado, como se ha indicado anteriormente, en los datos obtenidos en los centros en los que hay integrados niños y niñas procedentes de otros países. El análisis de los grupos de discusión proporciona opiniones del alumnado sobre los problemas de relación que se producen entre ellos, ¡os roles del alumnado implicado en acciones violentas, los lugares donde se producen y las intervenciones realizadas para dar solución a estas situaciones. La densidad de datos y comentarios expuestos ha exigido un planteamiento de concentración paulatina de las informaciones realizadas, acompañando éstas de gráficos y tablas, y concentrándolas en compendios recopiiatorios. La exposición de las reflexiones sobre los datos del cuestionario finaliza con la presentación de los datos relevantes que aporta al estudio, dando paso a la exposición de fos correspondientes a los grupos de discusión. Previa discusión, apoyada en los resultados de diversas investigaciones, se ofrecen (as siguientes conclusiones: - Desde la percepción del alumnado, se entiende que las relaciones entre compañeros son buenas o muy buenas, aunque se originan hechos contrarios a las normas de convivencia. - Se encuentran diferencias de percepción entre los más jóvenes y los mayores, siendo los más jóvenes quiénes valoran más positivamente las relaciones entre iguales. - En las relaciones del alumnado con sus compañeros y compañeras no se encuentran diferencias significativas de género, al igual que se puede considerar homogénea ia opinión por curso y en el estudio de inmigración se muestra una apreciación similar entre los dos grupos establecidos. - Las relaciones del alumnado con el profesorado son positivas, encontrándose diferencias a favor de la tutoría con respecto a los demás maestros. Las niñas estiman mejores las relaciones con tos docentes. El alumnado de sexto curso destaca en su valoración negativa. Se aprecian diferencias comarcales y dei alumnado inmigrante en la percepción de las relaciones de estudiantes y docentes. Planteadas las limitaciones de la investigación y las impiicaciones y propuestas para futuros estudios, se exponen ias ideas básicas para ia elaboración de un proyecto de intervención orientadora que persiga la formación socializadora del alumnado. Basándose en las aportaciones de Thompson y Smith (2013), Olweus y otros (2007), las orientaciones del Defensor del Pueblo (2000), Torrego (2008), Pantoja (2005), Salmivalli y Peets (2010), Kowalski y otros (2010), Ortega y Mora-Merchán (2000), Salmerón y otros (2010), Ortega, Rey y Córdoba (2010) y Ortega-Ruiz, Rey y Casas (2013), esta propuesta, para la realización de un proyecto de intervención para la prevención y ia intervención dei acoso escolar, debe considerarse como un modelo abierto, adaptable necesariamente al contexto y a las dificultades expresadas en la evaluación inicial y permanentemente acomodada a la evolución del centro en el que se desarrolle, y se configura alrededor de las siguientes premisas: - Se pueden establecer tres bloques de objetivos: por una parte los referidos a la formación del profesorado, por otra, los que desarrollan las Intenciones sobre la evaluación de la socialización en el centro y, por último, aquéllos que se refieren a la intervención psicopedagógica. - Realización de actuaciones dirigidas a facilitar la participación del alumnado en la organización de aula (confeccionando la constitución de aula) y espacios comunes y zonas de ocio (autogestión), y su formación en habilidades sociales, entrenamiento asertivo, fomento de la autoestima y empatia. - La consideración de aspectos cooperativos, que faciliten las interacciones grupales entre el alumnado (tutorización entre iguales, trabajo grupaí, asamblea de aula, desarrollo de juegos cooperativos). - La formación democrática de los niños y niñas, con especial incidencia en el respeto al análisis individual, al debate grupa! y a la toma de decisiones. - La transmisión de valores favorecedores de la convivencia. - La reflexión sobre lecturas relacionadas con los acuerdos comúnmente aceptados por la sociedad, como los derechos humanos, derechos de íos niños, derechos y deberes de los alumnos, comportamientos sociales. - El establecimiento de un foro de debate de padres cuyo tema central sea la convivencia y actividades de formación para ia familia (curso, talleres.,)- - La colaboración de la familia en el desarrollo de actividades curriculares. Por último, resaltar la importancia que en el impulso de estas y otras actuaciones tiene ia tutoría, convirtiéndose en plataforma desde la cual facilitar la tarea de desarrollo de programas y proyectos. ; The summary presented below is a reflection of the doctoral thesis work conducted under the title "The Bullying in Primary Education in the Province of Huelva". in recent years there has been a social concern on the issue of school violence, recognized as a common problem. The media have been busy spreading extreme situations related to school behavior and international research has been addressed in this field. In Europe interesting actions have been initiated in order to promote research and educational intervention to alleviate the difficulties of relationships, encouraging researchers and educators to reach definitions, common tools and methods for the analysis of coexistence and teaching practice. In recent years, our educational community of Andalusia has encouraged the development of research and educational intervention through various programs. Since the concern to solve discipline problems in the classroom, recess, peer . ultimately in the school, to observe a growing trend of interpersonal relationship problems between members of the educational community, either between equals or between members of different sectors, research on this problem is established in the analysis of same and the search for the causes that produced it, in order to provide methods of intervention for the improvement and normalization of relationship situations. Exposing the seventy dimensions of the questionnaires, will lead a reflection on meta-categories, from which derive the dimensions ordered this investigation. It proposes an initial questionnaire and it's implementing rules, which are reviewed with input from experts. El objeto del presente trabajo de investigación es determinar la influencia del Derecho Urbanístico en el desarrollo de la ciudad sostenible, y en particular en la República del Ecuador. La investigación se justifica por la imperiosa necesidad de contar con marcos jurídicos actualizados que garanticen la superación de las carencias y problemas urbanos, con un fuerte compromiso para tutelar derechos humanos, sociales y urbanos, para respaldar una debida distribución del suelo y para aplicar una planificación urbana dirigida a lograr modelos de desarrollo inclusivos, seguros y sostenibles en las ciudades. En la investigación analizamos la influencia que tiene el Derecho Urbanístico en el desarrollo de ciudades sostenibles, ya que por las condiciones que caracterizan a la ciudad moderna de órgano contaminante, consumidora de recursos y productora de exclusión social, se demandan entornos citadinos con normativa jurídica que regule el correcto uso del suelo para promover ambientes ordenados, equitativos y saludables que garanticen la calidad de vida de los ciudadanos y el respeto al medio ambiente. Además, otra causa para presentar este trabajo es indagar las características especiales atribuidas a la ciudad sostenible, que avalan el pleno ejercicio de derechos humanos y el mejoramiento de la calidad de vida en la ciudad moderna; de tal manera que, considerando los beneficios que genera la ciudad sostenible en la vida humana y en el ambiente, se estudien los medios e instrumentos propicios para lograr su impulso y desarrollo, siendo uno de ellos, el Derecho Urbanístico, rama del Derecho que paralelamente debe ser analizada para verificar y comprobar su útil, efectivo y eficiente aporte que puede ofrecer para lograr un desarrollo sostenible en la ciudad. La investigación es de carácter documental bibliográfica y de tipo cualitativa, exploratoria, descriptiva y analítica. En primer lugar, abordamos la cuestión desde la perspectiva que exige este tipo de investigación y exponemos algunos asuntos particulares sobre la selección y definición del tema, planteamiento y formalización del problema, hipótesis, pregunta de la investigación, objetivo general, objetivos específicos, justificación metodológica, justificación práctica, el marco teórico y metodológico de la investigación, antecedentes, estado de la cuestión, definiciones conceptuales y cronograma. En segundo lugar, verificamos la relación que existe entre la ciudad, el Urbanismo y la planificación urbana, para recordar y comprobar que esta esencial vinculación, no siempre valorada y utilizada en su justa medida, debe ser debidamente reconocida y aplicada para favorecer el desarrollo de la ciudad que, concebida como el espacio físico donde los individuos realizan la mayor parte de sus actividades y donde materializan muchos de sus derechos fundamentales individuales, y donde confluyen con mayor fuerza intereses colectivos como la protección del medio ambiente o de un espacio público adecuado, necesita de la intervención de la ciencia del Urbanismo para organizar sus espacios a través del ordenamiento territorial y urbanístico aplicados en la planificación urbana, cuyas normas técnicas deben ser acogidas por un marco legal que les suministre el valor jurídico para que tengan carácter vinculante en los habitantes de la ciudad. Es decir, la ciudad, el Urbanismo y la planificación urbana, relacionados entre sí, también requieren y están vinculados a la ciencia del Derecho. Esta parte de la investigación estudia la ciudad, el Urbanismo y la planificación urbana, elementos interrelacionados entre sí y vinculados al Derecho, que constituyen el trípode que sostiene, conceptualmente, el análisis posterior de las dos temáticas principales de la investigación que son: el Derecho Urbanístico y la ciudad sostenible. En tercer lugar, examinamos el concepto, las características, el contenido, los principios y la competencia del Derecho Urbanístico, así como también las disciplinas jurídicas y no jurídicas que se relacionan con éste y la existencia de leyes urbanísticas nacionales en América Latina. Es decir, las particularidades de esta rama del Derecho con la finalidad de indagar su objeto y sus objetivos principales, para determinarlo como el marco jurídico que garantiza a la ciudad, el Urbanismo y la planificación urbana, el debido y armónico cumplimiento de sus particulares funciones, y finalmente establecer la significativa influencia que tiene para impulsar y promover el desarrollo de ciudades sostenibles. En cuarto lugar, ejecutamos un examen de la ciudad sostenible, modelo estudiado profundamente mediante las aproximaciones conceptuales, el desarrollo sostenible, la sostenibilidad urbana, el derecho a la ciudad y, especialmente, a través del análisis de las características de la ciudad sostenible, análisis utilizado para la construcción de un modelo teórico de ciudad sostenible que sirva de referencia para la normativa jurídica urbanística; posteriormente, identificando los síntomas de insostenibilidad que se producen en la ciudad para establecer una estructura de estrategias de sostenibilidad aplicable al Derecho Urbanístico. En quinto lugar, efectuamos un estudio de caso del Derecho Urbanístico y la ciudad sostenible en la República del Ecuador, que comprende los antecedentes y la descripción del marco jurídico del ordenamiento territorial y urbanístico en la República del Ecuador; el análisis del contenido y la implementación de la Ley Orgánica de Ordenamiento Territorial, Uso y Gestión del Suelo, para determinar si el Derecho Urbanístico en este país, cuenta con la autonomía y las características necesarias que puedan influir significativamente en el desarrollo de ciudades sostenibles; las características de las ciudades ecuatorianas; y, un análisis de sostenibilidad a la "Ordenanza Reformatoria a la Ordenanza que Regula el Desarrollo y el Ordenamiento Territorial del Cantón Portoviejo e incorpora el Título Innumerado denominado: Del Plan Maestro Urbano del GAD Portoviejo", cantón ubicado en la provincia de Manabí, República del Ecuador, mediante la aplicación de la estructura de estrategias de sostenibilidad aplicable al Derecho Urbanístico, que es una propuesta del presente trabajo de investigación. Finalmente presentamos las conclusiones que son las ideas de culminación de la investigación ejecutada a fin de colaborar con el acervo académico. Entre los hallazgos más relevantes de la investigación se determina, entre los principales, que la ciudad sostenible es el objeto del Derecho Urbanístico y que los objetivos principales de la normativa jurídica urbanística se encuentran dirigidos a regular el uso del suelo, los procesos de urbanización y la conducta social, que generan tres elementos interrelacionados que son: el territorio, la urbanización y la población; que el Derecho Urbanístico tiene los méritos suficientes para que no solo sea considerado como dependiente del Derecho Administrativo, sino como una rama del Derecho con autonomía didáctica, científica y legislativa; que el modelo de desarrollo urbano de la ciudad compacta es el más conveniente para lograr una ciudad sostenible; que el modelo teórico de la ciudad sostenible propuesto comprende doce características, siendo seis criterios urbanísticos y seis derechos humanos; que en el Derecho Urbanístico de la República del Ecuador se han omitido estrategias de sostenibilidad, es decir, no se han establecido criterios generales para una ordenación urbanística sostenible en las ciudades. El presente trabajo de investigación está estructurado en seis capítulos bien caracterizados, a saber: En el capítulo primero se muestran los aspectos en concreto que han motivado el desarrollo de este estudio partiendo de la situación del problema que se presenta en el mundo sobre la necesidad de marcos jurídicos para desarrollar ciudades sostenibles, que garanticen entornos equitativos, inclusivos y dignos para una vida de calidad; se presentan las preguntas y los objetivos de la investigación, así como las decisiones metodológicas realizadas para diseñarla; y, el cronograma y la organización de esta tesis doctoral. En el capítulo segundo se analizan las construcciones semánticas y conceptuales de la ciudad en general, se realiza una revisión de los conceptos que sobre el urbanismo se han emitido y que durante la historia lo han considerado como arte, técnica y como una ciencia en continua evolución que se encarga de la ordenación de las ciudades; y, se expone una breve reseña histórica sobre la evolución del urbanismo, que resume, de manera paralela, las características de las ciudades que han utilizado criterios urbanísticos para su constitución y desarrollo histórico, hasta llegar a la etapa en que el urbanismo acoge el paradigma de la sostenibilidad, surgiendo el urbanismo sostenible. Se hace referencia a la planificación urbana, que genera los planes territoriales y urbanísticos, sobre los cuales se analiza sus objetivos, sus características, su contenido y su naturaleza jurídica. En el capítulo tercero se examinan diferentes conceptos que sobre el Derecho Urbanístico han emitido tratadistas de varios países en diferentes años. Se analizan la autonomía disciplinar y se exploran las características, los principios, el contenido y la competencia de esta rama del Derecho. Se realiza un somero estudio sobre las relaciones del Derecho Urbanístico con diferentes disciplinas jurídicas y no jurídicas; y, finalmente, se efectúa una indagación sobre la existencia de los marcos jurídicos territoriales y urbanísticos que constituyen el Derecho Urbanístico en América Latina. En el capítulo cuarto se efectúa un estudio conceptual de la ciudad como el bien satisfactor de las necesidades humanas y como el derecho denominado "derecho a la ciudad", se realiza una descripción de las aproximaciones al concepto de desarrollo sostenible y se examinan las características de la sostenibilidad urbana, se analizan la ciudad compacta y la ciudad dispersa como dos modelos antagónicos de desarrollo urbano, se describen y exploran los criterios emitidos por varios autores sobre las características de la ciudad sostenible, para finalmente elaborar una propuesta de un modelo teórico de ciudad sostenible y una estructura de estrategias, criterios y subcriterios de sostenibilidad, aplicable para evaluar al Derecho Urbanístico. En el capítulo quinto centramos la atención al estudio del sistema jurídico del ordenamiento territorial y urbanístico en el Ecuador, se expone una revisión analítica de la normativa para el ordenamiento territorial y urbanístico en este país, mereciendo la Ley Orgánica de Ordenamiento Territorial, Uso y Gestión del Suelo especial notoriedad el análisis crítico de su contenido en general, para posteriormente hacer una descripción de las características y las evidencias de insostenibilidad que muestran las ciudades ecuatorianas; y, finalmente aplicar la propuesta de estrategias, criterios y subcriterios de sostenibilidad a la Ordenanza Reformatoria a la Ordenanza que Regula el Desarrollo y el Ordenamiento Territorial del Cantón Portoviejo. El capítulo sexto comprende la discusión de resultados y reflexiones finales con lo que se deja constancia de la conclusión general y de las conclusiones particulares de la investigación, así como también futuras líneas de investigación. Por lo tanto, luego de la discusión de resultados que constituimos entre el contenido de los capítulos segundo, tercero, cuarto y quinto, se establece como conclusión general que el Derecho Urbanístico es el principal campo jurídico en el que se está construyendo la nueva visión del crecimiento urbano para convertirlo en desarrollo urbano sostenible, porque está constituido por un conjunto de normas jurídicasurbanísticas que tienen como objeto principal lograr una ciudad sostenible; como objetivos regular el ordenamiento del territorio, los procesos de urbanización y el comportamiento social; y, como ámbitos de aplicación el territorio, la urbanización y la población de una ciudad; normativa jurídica urbanística que debe contar con estrategias de sostenibilidad para cumplir con su objeto que es la ciudad sostenible; por consiguiente, es la rama del Derecho y el instrumento legal que tiene una significativa influencia para lograr desarrollar ciudades sostenibles. Sin embargo, el Derecho Urbanístico en la República del Ecuador no es reconocido en su justa medida, y, por consiguiente, no es utilizado eficiente, efectiva y convenientemente, como el instrumento jurídico que puede contener la normativa urbanística con estrategias de sostenibilidad para hacer factible una política urbana orientada a conseguir ciudades sostenibles, por lo tanto, su actual estado no le permite tener una significativa influencia en el desarrollo de ciudades sostenibles. ; The purpose of this research work is to determine the influence of Urban Law on the development of sustainable cities, and in particular in the Republic of Ecuador. In the research we analyze the influence that Urban Law has on the development of sustainable cities, since due to the conditions that characterize the modern city as a polluting organism, a consumer of resources and a producer of social exclusion, city environments are demanded with legal regulations that regulate the correct use of the land to promote orderly, equitable and healthy environments that guarantee the quality of life of citizens and respect for the environment. In addition, another reason to present this work is to investigate the special characteristics attributed to the sustainable city, which guarantee the full exercise of human rights and the improvement of the quality of life in the modern city; In such a way that, considering the benefits that the sustainable city generates in human life and in the environment, the means and instruments conducive to achieving its promotion and development are studied, one of them being Urban Law, a branch of Law that in parallel It must be analyzed to verify and verify its useful, effective and efficient contribution that it can offer to achieve sustainable development in the city. The research is of a bibliographic documentary nature and of a qualitative, exploratory, descriptive and analytical nature. First, we approach the question from the perspective that this type of research demands and we expose some particular issues on the selection and definition of the topic, approach and formalization of the problem, hypothesis, research question, general objective, specific objectives, methodological justification, practical justification, the theoretical and methodological framework of the research, background, state of the question, conceptual definitions and timeline. Finally, we present the conclusions that are the ideas of culmination of the research carried out in order to collaborate with the academic heritage. In the second chapter, the semantic and conceptual constructions of the city in general are analyzed, a review is made of the concepts that have been issued on urbanism and that during history have considered it as art, technique and as a science in continuous evolution that is in charge of the organization of the cities; and, the sustainable city are described and explored brief historical review on the evolution of urban planning, which summarizes, in a parallel way, the characteristics of cities that have used urban criteria for their constitution and historical development, until reaching the stage in which urban planning embraces the paradigm of sustainability, emerging sustainable urbanism. In the third chapter, different concepts that on Urban Law have been issued by writers from various countries in different years are examined. Disciplinary autonomy is analyzed and the characteristics, principles, content and competence of this branch of Law are explored. A brief study is carried out on the relations of Urban Law with different legal and non-legal disciplines; and, finally, an inquiry is made about the existence of the territorial and urban legal frameworks that constitute the Urban Law in Latin America. In the fourth chapter, a conceptual study of the city is carried out as a good satisfying human needs and as the right called "right to the city", a description of the approaches to the concept of sustainable development is made and the characteristics of urban sustainability, the compact city and the dispersed city are analyzed as two antagonistic models of urban development, the criteria issued by various authors on the characteristics of, to finally elaborate a proposal for a theoretical model of the city sustainability and a structure of strategies, criteria and sub-criteria of sustainability, applicable to evaluate Urban Law. Por todo ello, el plan urbanístico se configura como un elemento fundamental para el desarrollo del modelo de ciudad o de asentamiento poblacional, con connotaciones sociales, económicas, políticas e incluso culturales. Resultando fácil de comprender el alcance y la importancia de la figura del plan urbanístico, tampoco debe escapársenos la trascendencia que puede adquirir su anulación posterior. Lamentablemente, no han sido pocas las ciudades de nuestro país que han sufrido esta situación. Casos como los de Madrid, Ávila, Gijón, Toledo, Castellón, Orense y muchos otros, han demostrado las dificultades a las que se enfrentan todos los sectores de la sociedad (Administraciones, propietarios, promotores, empresarios, etc.) ante la anulación sobrevenida de un instrumento de planeamiento general. En ocasiones, el alcance es menor al afectar la anulación a un instrumento de planeamiento de desarrollo, con un ámbito territorial más reducido, pero en todo caso, también tiene una relevancia considerable. Ahora bien, todos los que en nuestro quehacer diario nos dedicamos al ámbito urbanístico nos formulamos un sinfín de preguntas cuando se nos comunica la nulidad de un plan urbanístico. El escenario que se avecina ante la anulación de un plan urbanístico se caracteriza por la incertidumbre, la inseguridad jurídica y la paralización inicial de la Administración. Jurídicamente es una situación compleja, puesto que una disposición de carácter general, que ha desplegado sus efectos durante un lapso de tiempo más o menos largo –no hay que olvidar que una resolución judicial firme de nulidad de un plan puede dictarse tras más de seis, siete, ocho o incluso más años después de su entrada en vigor- desaparece de pronto de nuestro ordenamiento jurídico. ¿Qué hacer entonces? ¿Cómo deben actuar las Administraciones a partir de ese momento? ¿Qué sucede con todos los actos de planeamiento, gestión y ejecución que traen su causa del plan que deviene nulo de pleno derecho? ¿Qué ordenación urbanística corresponde aplicar a partir de ese momento? ¿Qué actuaciones deben realizar a partir de ese momento los ayuntamientos y Comunidades Autónomas afectadas? ¿Qué opciones tienen los particulares? A todas estas preguntas se intentará dar respuesta con el presente estudio doctoral. De esta forma, se pretende un análisis de la situación de origen y de la situación que se produce con la nulidad de un plan urbanístico, desde una perspectiva jurídica, estudiando en primer lugar, las causas que conllevan a esa anulación, para después analizar sus consecuencias. Inicialmente, se realizará un somero repaso sobre la naturaleza jurídica de los planes urbanísticos, cuestión ya muy estudiada en la doctrina, pero que no podemos dejar de referirnos a ella por ser la determinante de muchas de las consecuencias que provoca la nulidad de pleno derecho de un plan. El objetivo que se pretende alcanzar con esta investigación doctoral es, en definitiva, la plasmación del régimen jurídico urbanístico frente al que nos encontramos cuando se produce una declaración de nulidad de un plan urbanístico, analizando qué es lo que nos conduce a esa situación para, en la medida de lo posible, poder afrontar esa problemática e incluso evitarla. ; O plan urbanístico é o instrumento chamado a deseñar o modelo de ocupación do chan, os usos posibles e a súa distribución ou interrelación, a situación de equipamentos e zonas de esparexemento, as ordenanzas e normas a aplicar, determinando aspectos concretos da edificación (alturas, tipoloxía edificatoria, parcela mínima, ocupación, etc.) e concretando o contido do dereito de propiedade dos titulares dos terreos que se encontran no seu ámbito territorial. Que facer entón? Como deben actuar as Administracións a partir dese momento? Que sucede con todos os actos de plan, xestión e execución que traen a súa causa do plan que devén nulo de pleno dereito? Que ordenación urbanística corresponde aplicar a partir dese momento? Que actuacións deben realizar a partir dese momento os concellos e Comunidades Autónomas afectadas? Que opcións teñen os particulares? A todas estas preguntas intentarase dar resposta co presente estudo doutoral. Desta forma, preténdese unha análise da situación de orixe e da situación que se produce coa nulidade dun plan urbanístico, dende unha perspectiva xurídica, estudando en primeiro lugar, as causas que levan consigo a esa anulación, para despois analizar as súas consecuencias. Inicialmente, realizarase un superficial repaso sobre a natureza xurídica dos plans urbanísticos, cuestión xa moi estudada na doutrina, pero que non podemos deixar de referirnos a ela por ser a determinante de moitas das consecuencias que provoca a nulidade de pleno dereito dun plan. What urban planning appropriate to apply from the time? What actions should be made from that moment municipalities and autonomous regions affected? What options are individuals? To all these questions we will try to respond to this doctoral study. Thus, an analysis of the state of origin and the situation that occurs with the nullity of an urban plan, from a legal perspective, studying first seeks the causes that lead to the annulment, and then analyze their consequences. Initially, a brief review of the legal nature of the urban plans, issue and widely studied in the literature will be made, but we can not help but refer to it as being the determinant of many of the consequences that causes the nullity of a plan. The objective pursued by this doctoral research is, in short, the depiction of urban legal regime against which we found when a declaration of invalidity of a development plan produced by analyzing what is driving us to this situation, as far as possible, be able to face this problem and even prevent it.
AbstractCatholic-Nationalism is one of the defining, and also exclusive, characteristics of the Military Junta that ruled Argentina between 1976 and 1983. Such patriotic messianic ideology strongly influenced the armed forces' weltanschauung and justified, according to them, their actions. But this messianic ideology has its origins at the beginning of the 20th century and the coming of the first military regime in 1930. In order to properly describe the catholic-nationalist aspect of the Junta's dictatorship it is imperative to explore its origins; evaluate the Junta's discourse and its ideology in power; examine the role of the Argentinean Catholic Church and finally to see how the crusade transformed into actual divine violence among the repressive methods chosen by the military. Introduction Religious fundamentalism is maybe one of the last qualities that would characterize the military dictatorship that governed Argentina between 1976 and 1983. Nevertheless, it is the catholic-nationalist ideology that gave the Junta its most distinctive feature. The armed forces were convinced that they had the holy mission to fight a crusade against the enemies of the catholic foundations of the nation. Argentina, for them, was founded with "the sword and the cross" and together both of them protected the national identity from alien ideas. In the case of the military Junta, the foreign ideology that threatened the country's traditions was communism. The latter was particularly dangerous because it was an atheist creed. God was an integral part of the history of Argentina; attacking him meant attacking the foundations of the country: the Church and the military. To understand how the messianic trope played a pivotal role in the Junta's regime it is essential to: first, explore the historical origins of the catholic-nationalist ideology in Argentina and how they defined the nation and its internal enemies; second, to describe how the Junta incorporated that ideology into its politics and how it perceived that it was fighting a holy crusade against communism; third, to portray the legitimizing role of the Argentinean Catholic Church of the Junta and its repressive methods, particularly noting how the clerics identified themselves with the armed forces' holy mission and how they saw them as the natural protector of the national religion; and fourth, to depict how the repressive mechanisms chosen by the Junta to suppress foreign ideologies and reorganize society around Christian values contained certain elements an symbols that would categorize them as forms of divine violence. The OriginsThe idea of Argentina being governed by a political regime based on "the sword and the cross" was not created on March the 24th 1976. Catholic and authoritarian Argentina was conceived in the late 1920s early 1930s; although it could also be trailed into the 1890s (1). The catholic-nationalist movement that sprung between those years was the combination of two different political currents: the clerical and the nationalistic. The former was born from the catholic struggle against liberalism and laicism. The clericals were against several State policies, which they regarded as anti-Catholic, like the establishment of a public, mandatory and secular education and the creation of civil marriage among others. Juan Manuel Estrada was one of the intellectual architects behind clericalism and the figure that would lead a catholic insurrection against the liberal government of Juarez Celman in July 1890 (2). The clericals viewed liberalism and the secular State in Argentina as a negation of the natural- ergo, Christian -order and opposing to the historical messianic mission of the Republic that dated since colonial times. Interestingly, the catholic movement opposed the nationalist and fascist factions of the 1920s because both did not, yet, recognize Argentina's Christian identity.The nationalists, on the other hand, were a product of the backlash against immigration; particularly against non-white immigrants and Europeans of anarchist, socialist and communist ideologies. Massive immigration and its social repercussions was, according to the nationalists, threatening to radically change Argentina's national identity. The latter was defined, by the nationalist intellectual Ricardo Rojas, by taking into account Argentina's anti-European colonial legacy. Argentina was conceived as a Republic, but not as a democratic one. Democracy was an alien –European- element being introduced by immigrants, just like Judaism and Communism also were. The nationalists blamed the liberal governments for the open migratory policy that was undermining the traditions and identity of the country. If nationalists were anti-liberal, antidemocratic, anticommunist and anti-Semite they still did not recognize Catholicism as the pivotal ingredient of being Argentine. It took the work of an ex-anarchist and ex-socialist to make that fusion possible.Leopoldo Lugones was Argentina's main intellectual between the 1910s and the 1920s. He was also responsible of defining argentine nationalism in fascist, dictatorial, militarist, and finally, catholic terms. Lugones considered that the fatherland (la patria) had been created by the sword (la espada). The military were the true fathers of the nation. Therefore, he viewed the armed forces as a sacred cast superior to the people. The military was in charge of assuring the order of the Republic. Such order had been challenged by democracy and, consequently, socialism. Both ideologies were not part of the national tradition and their supporters were regarded as foreign internal enemies. The armed forces, then, had the sacred duty to violently reinstall the traditional republican order. This violence -the effective use of the sword– was not only legitimate and necessary, but more importantly, it was sacred (3). This sacrosanct mission to defend the fatherland was thought to be a continuation from the Spanish imperial rule. Accordingly, the Argentine military had also the holy mission to defend the foundational Christian identity of the nation. Violence was more than sacred; it was holy.The further development of Catholic-nationalism would have to wait until the end of the first military authoritarian regime. Uriburu's dictatorship inaugurated a long term period of modern military dictatorships, with more or less democratic regimes in-between, which would last until 1983. General Uriburu was a strong nationalist that sympathized with Lugones and that had participated in the Catholic insurrection of 1890 (4). He believed in Argentina's republican origins but he regarded democracy as an alien ideology that was undermining the foundations of the nation. Torture, political prisoners and executions were the rule during the two years dictatorship (1930-32). The picana was used for the first time in those years, but it did not have the same divine symbolism that would have in the last Argentinean military regime. Uriburu's despise for democracy prompted him to fundamentally restructure the State's institutions by trying to establish a pseudo-fascist corporative regime. This nationalist revolution did not succeed and Uriburu had to eventually let civic authorities take control of the government (5).Uriburu's dictatorship embodied the prototype of a nationalist authoritarian regime with close ties to the catholic tradition (6). Nationalist clerics, like Gustavo Franceshi and Julio Meinvielle, were the main thinkers behind the maturity of the catholic-nationalist ideology, during the 1930s, by describing the pivotal role that the Argentinean Catholic Church should have in legitimizing the armed forces' divine mission to protect the religious-national foundations of the country. The nationalist clerics saw themselves as God's political representatives and it was their mission to sanctify the crusade against the liberal, and democratic, regime. From then on, Argentina, for the catholic-nationalists, was conceived to be founded in the cross (the Catholic Church) and the sword (the Armed Forces).The nationalist movement of the 1930s in Argentina has to be regarded in a broad international context and cannot be detached from Europe's experience with fascism and other extreme nationalisms of the time (7). Argentine nationalists were deeply influenced by Italian fascism and would actually see themselves as fascists but with a religious twist. The political leader of the movement was not an earthly figure. It was Christ himself. Only he could have a truly totalitarianweltanschauung. The military and the clergy were his vicars in Argentina. The Nazis had their volksgemeinschaft; the Italian fascists their civiltá; and the argentine nationalist their cristiandad. According to each case, those were their respective nation's pillars. In the two first cases, the content is sacred, but pagan. In the last one, the content is holy and religious. Finally, the Spanish Civil War played a pivotal role in the Argentina nationalists' imaginarium. They witnessed how the most Catholic nation of all, the one that for centuries had defended the cross with the sword and that had even brought Christianity to Argentina's shores, was now battling an internal crusade against an atheist, and therefore foreign, ideology. The experience of the Spanish Republic and the subsequent Civil War would last in the Argentinean nationalist military's and clergy's memories.Even if the catholic-nationalist movement was popular, from the late 30s on, among the armed forces, the clergy and some middle class and elite sectors, it would not have the expected influence in the following military regimes from 1943 until 1966 included. ÖZETYirmi birinci yüzyılın başlarında dünyamız sosyal, siyasal ve ekonomik bakımdan çok hızlı gelişmelere sahne olmakta, siyasi yönden de ülkeler arasında yeni dengeler oluşmaktadır. Türkiye ise bulunduğu jeopolitik konumu ve jeostratejik üstünlükleri ile tüm dünyanın dikkatlerini üzerine çekmektedir.Dünyada hızlı nüfus artışı ve yaşanan tabi afetler sebebiyle tarımsal üretim her geçen gün daha da önem kazanmaktadır. Açlık ve fakirliğin yaşandığı ülkeler gıda maddelerinde dışa bağımlı hale gelmektedir.Türkiye, geniş yüzölçümü ve coğrafi kaynakları ile gıda üretiminde dünyada kendi kendine yetebilen nadir ülkelerden biridir. Ancak bu potansiyeline rağmen ülkemizin yeraltı ve yerüstü kaynaklarından istenilen ölçüde yararlanılabildiğini söylemek ise mümkün değildir. Gelecekteki tarımsal açığı giderebilmek ve gıda ürünü ihraç edebilmek için başlatılan GAP projesi ise Türkiye'nin geleceğinde önemli bir rol oynayabilecektir.Özellikle Güneydoğu Anadolu Bölgesi'nde Fırat ve Dicle su kaynakları üzerinde 22 baraj ve yüzlerce sulama tesisini esas alan GAP projesinin tamamlanması Türkiye için büyük önem taşımaktadır. Ortadoğu'nun gelecekteki tarımsal üretim ihtiyacını karşılamada büyük önem taşıyan bu proje ile Türkiye'nin bölgedeki gücünün ve öneminin daha da artacağı söylenebilir.GAP projesinin temellerinin atıldığı 1970'li yıllardan bu yana ülkemizde sürekli olarak tarımsal teknoloji ve sulama eksikliği vurgulanmakta ancak, bu konuda yürütülen bilimsel ve teknik çalışmalar yetersiz kalmaktadır.Son dönemde Türkiye ile her konuda yakın diyalog ve işbirliği içinde bulunan İsrail ise gerek ülke içinde gerekse de başka ülkelerde yaptığı tarımsal araştırmalar ile dünyanın ilgisini çekmektedir. Çöllerle çevrili bir bölgede yer alan İsrail, sulama ve tohum ıslah çalışmalarında önemli adımlar atmıştır. Farklı tarımsal ürünlerde verimli tohumlar İsrail'de üretilmekte ve buradan da pek çok ülkeye ihraç edilmektedir.Her yıl yeni teknik ve teknolojilere büyük bütçeler ayıran İsrail Hükümeti, GAP bölgesine de büyük ilgi göstermektedir. Ülkemize ziyaretlerde bulunan İsrailli yetkililer, ikili görüşmelerde İsrail ve Türkiye ekonomilerinin tarımsal üretim ve teknoloji yönünden birbirlerini tamamlayan yönlerine de özellikle dikkat çekmektedirler.İsrail ile Türkiye arasında yürürlükte olan Serbest Ticaret Anlaşması ve diğer Ekonomik ve Teknik İşbirliği Anlaşmaları ise iki ülke ilişkilerine büyük ivme kazandırmaktadır.Bu çalışmamızda amacımız, İsrail ile tarım alanında yapılabilecek ortak teknolojik ve bilimsel altyapı projelerini ortaya çıkarmaktır. Bu çerçevede; iki ülke ilişkilerinin Türkiye-İsrail Tarımsal İşbirliği Anlaşması gereğince, GAP bölgesindeki tarımsal üretime nasıl katkıda bulunabileceği üç ana başlıkta değerlendirilmeye çalışılmıştır.Çalışmamızın birinci bölümünde; Türkiye'deki tarımın genel yapısı ve Güneydoğu Anadolu Projesi'ni incelemeye çalıştık. Bu bölümde GAP projesinin Türkiye'nin en büyük kalkınma projesi olduğu vurgulanırken, bölgenin tarımsal potansiyeli üzerinde özellikle durulmuştur.Çalışmamızın ikinci bölümünde ise, İsrail'deki tarımın genel yapısı ve tarım projeleri üzerinde durulmuş, özellikle İsrail tarım endüstrisinin yapısı ve çalışmaları incelenmiştir. Bununla beraber İsrail'de elde edilen tarımsal verimin tarım teknolojisi ile birleştirilerek nasıl diğer ülkelere pazarlanabildiği belirlenmeye çalışılmıştır.Çalışmamızın üçüncü ve son bölümde ise, Türkiye-İsrail tarımsal işbirliği potansiyeli üzerine bir değerlendirme yapılmıştır. Bu değerlendirmede Türkiye ile İsrail'in ekonomik ilişkileri, Serbest Ticaret Anlaşması ve bunların sonucunda tarım ürünlerinin taviz pozisyon listeleri üzerinde de bilgiler verilmiştir.Ayrıca çalışmamızla ilgili olarak Türkiye-İsrail tarımsal işbirliği potansiyelinin GAP bölgesinde nasıl üretime geçirilebileceği ve halen uygulanabilirlik durumları değerlendirilmiştir.Türkiye-İsrail Tarımsal İşbirliği Anlaşmasının GAP Bölgesi'ndeki çeşitli uygulanmalarda başarılı olabilmesi için şu önerilerde bulunabiliriz;* Yaklaşık olarak toplam yatırım tutarı 32 milyar dolar olarak dile getirilen GAP projesi henüz tamamlanmamasına rağmen enerji üretimi ve sosyal içeriği ile gerçekten önemli faydalar sağlamaktadır. Ancak mevcut ürün deseni değiştirilmediği ve modern teknolojiler kullanılmadığı takdirde tarım alanında istenen verimi elde etmek ne yazık ki kolay gözükmemektedir.* GAP master planında öngörülen temel kalkınma hedefleri bölgenin temelde tarıma dayalı ihracat üssü haline getirilmesine dayanmaktadır. GAP Projesi'nin bundan sonraki aşamaları da ürün ve pazar çeşitliliği ile birlikte tarıma dayalı ihracat hedefini dikkate alacak şekilde yürütülmelidir. GAP Bölgesi ise tarıma dayalı gıda sanayinin nüvesini teşkil etmelidir.* Başta sulama alanında olmak üzere projeler kapsamında götürülen hizmetlerin etkin bir şekilde kullanımını sağlamak için GAP Bölgesi'ndeki çiftçilerin eğitimine büyük önem verilmelidir.* Yaş meyve ve sebze üretiminde bölgedeki mevcut üretimin çeşitlendirilmesiyle bu alanda yüksek bir üretim düzeyine ulaşılacaktır. Türkiye'de tarım endüstrisi alanında know-how transferine başvurmaz ise gelecekte güçlü bir tarım ülkesi olma hayalini hayata geçiremez.Bu açıdan İsrail ile tarımda mevcut işbirliği potansiyeli çok yönlü ele alınmalı ve milli menfaatler çerçevesinde kamu ve özel sektörün işbirliği teşvik edilmelidir. Tarım alanında elde edilen her türlü teknik ve teknolojik gelişme yakından izlenmeli ve yeni uygulamaların Türk tarımının istifadesine sunulması sağlanmalıdır.ABSTRACT The world is in a situation of rapid developments from social, political and economic aspects at the beggining of 21th century. Also some new balances have begin to arise from the political view. Meanwhile, Turkey draws attention of whole world due to its geopolitics and geostrategic position. Because of rapid increase in the world population and natural disasters, agricultural production gains considerable importance day by day in the world. Those countries which have experienced poverty and starvation, have to be dependent on other countries to meet their foodstuffs. Turkey is one of the rare self sufficient countries which can cover its own needs, with its large territory, land and rich geographical resources and the amount of food production. Despite of its tantamount capacities, it is impossible to say that Turkey is making use of its resources efficiently. The GAP project, carried out to eradicate agricultural shortage and export foodstuffs, will play a very important role in the future of Turkey. Completion of the South Eastern Anatolian Project with the installation of 22 dams and hundreds of irrigation systems on Firat and Dicle especially in the South Eastern Anatolia Region has a great importance for Turkey. It can say that through these projects, the power and importance of Turkey will increase even more in the region. Although, the deficiencies of agricultural technology and irrigation system have been frequently emphasized in our country since the laying down of the foundation of the project in 1970s, the scientific and technical studies, conducted on the issue have continued to be insufficient. On the other hand Israel, that developed a close relation with Turkey recently, draws the attention of the world with its agricultural researches in the country and abroad. Though Israel is surrendered by the deserts, it has succeeded to take important steps regarding to irrigation and seed improvement studies. The high productive seeds have been produced in Israel and exported to many countries. The Israeli government, preparing a considerable budget for the new techniques and technologies, also shows great interest to the GAP project. Israeli officials who have been visiting our country frequently, state in the bilateral negotiations that Turkey and Israel complete one another from the point of agricultural production and technology. Free Trade Agreement and other economic and technical cooperation agreements between the two countries have given impetus to the bilateral relations. Our main goal in this study is to reveal common technological and scientific infrastructure projects which could be conducted with the partnership of Israel and Turkey, relating to agriculture. The affects of the relations between two countries on agricultural production in GAP region, under the framework of Turkey-Israel Agricultural Cooperation Agreement, will be evaluated under three main chapters. At the first part of our study, we have tried to investigate the general structure of agriculture in Turkey and the Southeastern Anatolia Project. As we emphasized on the GAP project as the largest development project of Turkey we will also stress on agricultural potential of Turkey. In the second part of our study, we evaluated the general structure of agriculture in Israel and agricultural projects in this country. Furthermore, we try to determine how the agricultural efficiency in Israel is combined with the agricultural technology and marketing techniques to foreign countries. In the third and last part, we make some evaluations on the agricultural cooperation potential between Turkey and Israel. In the framework of this evaluation some information has been given about the economic relations between the two countries, Free Trade Agreement, and as a result of these agreements, about the privileged position lists of agricultural products. Relating to our studies, we also have evaluated how the Turkey-Israel agricultural cooperation potential in the GAP region can be tapped and mentioned the feasibility situations. We can suggest the followings so as to be successful in the several applications of Turkey-Israel Agricultural Cooperation Agreement in the GAP region. * Although the GAP project with $ 32 billion investment cost has not been completed yet, it is started to provide effective benefits with its social context and energy production. However, unless the available product design will be changed and modern technologies will be applied, it is not easy to get expected and planned output. * Basic development goals which have been envisaged in the GAP master plan, are based on the principles to make the region an exportation base. Other stages of the GAP project should be conducted by taking the diversifications of products and markets together with the exportation goal based on agriculture into consideration. The GAP region also forms the nucleus of food industry based on agriculture. * The training of the farmers in the GAP region, especially on the irrigation and other services provided in the framework of the GAP project should be given a special importance to carry out the project effectively. * Through the production variety of fresh fruit and vegetable in the region, a high production level will be able to be reached. Apart from selecting proper and suitable varieties and usage of the correct techniques of production, the techniques of packaging, storing, and marketing are also very important. * In this framework, we can cooperate with Israel on the fields of greenhouse, stock raising and mechanization of agriculture, besides irrigation and seed production. Today, it is a reality that societies, not applying technology, cannot look to the future with hope. If not applied to 'know-how' transfer in the agricultural field, Turkey cannot realize his ideal of being a country with a strong agricultural sector in the future.From this perspective, the agricultural cooperation potential with Israel should be evaluated multidimensional, an so the public and private sectors should be encouraged in the framework of national interests. Any developments in the agricultural field should be followed and new applications should be provided for the benefit and exploitation of Turkish agriculture.
Evidence from progressive deterioration of the urban building stock is well known. This brings about a large social and economic impact due to maintenance costs and associated personal hazards. This thesis explores ways to tackle these phenomena by means of predictive methodologies from a big urban areas point of view. To this end, we propose a predictive system about the deterioration of urban building areas. In this thesis we contribute to the existing theories of durability and life cycle analysis by introducing survival analysis prediction techniques in the durability analysis of the urban building stock. The dissertation is divided into three parts. In Part I, we present a literature review regarding the theoretical and legislative framework. After that, we address the following issues: a) classification of the observed phenomena, b) architectonical typologies emerging from the study, c) their location in the urban network, d) their relationship with climatological phenomena and pollution and finally, e) identification of the causes of deterioration and related structural damages, creating a classification according to its extent and its severity. Part II covers the methodology of inspections, the statistical analysis and the implementation of a SIG application. The template file for façade inspections has been revised by experts and it has been optimized by using multicriteria methods. We study as well the reliability of the inspection teams. In Chapter 5 we describe the survival analysis techniques employed in the nonparametric modeling for interval-censored data. The Turnbull estimator has been used as an alternative to parametric analysis due to the structure of the information available. This is a novel approach compared to the state of the art in prediction modeling. The inspection methodology and survival analysis have been integrated in a SIG management framework. The statistical application in QGIS allows for an exploration of the urban building stock analyzing the landscape, the morphology and the damages using the R libraries. The plugin, programmed in Python, is a relevant contribution as a tool for decision-making, as it allows making inferences about the deterioration process of the building stock. Then we apply the proposed prediction methodology to the analysis of a case study. The city that has been chosen for the study is L¿Hospitalet de Llobregat. In part III we describe the inspections conducted in order to select the neighborhoods that allow for maximum data coverage. The research has avoided parametric assumptions and it has been focused on the topics that are more interesting from the point of view of the data collected in terms of orientation, territorial impact, percentage of damages in the representative parts of the façade and percentages of different types of damages. These descriptive statistics of the sample guide the sample selection in the following stages of the survival analysis study. Specifically, we propose and describe non-parametric techniques for the determination of the significant variables in the process of façade deterioration. Results from the case study show how to draw relevant information in order to conduct an effective prevention management. We conclude showing the validity of the predictive system for the prevention of the building stock deterioration. The final chapter also suggests advice for the improvement of inspections, such as ICT and inspector¿s training, and for incorporating dynamic data about the landscape exploiting the QGIS tool and the statistical analysis of the FAD plugin. The PhD candidate postulates that such initiatives require a supporting infrastructure from institutions and he advocates the creation of a commission to implement predictive systems that improve the management of the urban building stock. ; És contrastable l'evidència de l'envelliment progressiu del parc edificat de les ciutats, al costat del fort impacte social i repercussió econòmica en termes de manteniment que aquest representa, així com el risc per a les persones que porta associat. En aquest context, la Tesi Doctoral explora vies per intercedir davant aquests fenòmens mitjançant metodologies predictives que abordin la problemàtica sota una perspectiva de grans àrees urbanes. Per aconseguir aquest objectiu, la recerca proposa un sistema predictiu a multiescala de la degradació dels fronts urbans edificats de la ciutat. La Tesi Doctoral planteja incorporar a les teories existents de durabilitat, cicle de vida i anàlisi del cicle de vida una aportació innovadora fonamentada en la introducció de tècniques d'anàlisi de supervivència predictives, al llarg del temps, en els estudis de durabilitat a les façanes del front urbà. La recerca, per tal d'abastar tota la problemàtica, s'ha estructurat en tres parts en què es contribueix de manera específica i directa a la investigació principal. A la Part I, Introducció al marc teòric i al laboratori urbà, s'exposen les conclusions a les que ens ha portat la revisió de la bibliografia científica i de la legislació existent, sobre els temes que han suscitat interès per al progrés de la investigació. Un cop presentat el Laboratori Urbà, es justifica i defineix com estructurar els elements objecte d'observació, quines tipologies arquitectòniques resulten de l'estudi, com se situen dins d'una trama urbana, quines relacions s'estableixen amb els fenòmens climàtics i de contaminació mediambientals, quins són els principals agents de degradació i a quin tipus de lesions corresponen, incloent una escala de representació i de gravetat. Amb això definim l'element unitari d'estudi amb les seves característiques morfològiques, d'entorn i d'afectació deixant introduïts els elements bàsics per a la realització d'estudis de seguiment de grans àrees urbanes. La metodologia d'inspecció, les tècniques d'anàlisi estadística i la implementació d'un aplicatiu en SIG s'investiguen i proposen a la Part II de la Tesi. Pel que fa al model de fitxes per a realitzar les inspeccions de façanes, el document proposat ha estat revisat per experts i optimitzat via mètodes comparatius multicriteri. També s'ha estudiat la fiabilitat dels equips d'inspecció que ha conduït a propostes concretes d'actuació, així com a futures línies d'investigació. Al Capítol 5 es descriuen les tècniques emprades dins el model d'anàlisi estadística de supervivència aplicant models no paramètrics per a dades amb censura en un interval. S'introdueix l'estimador de Turnbull per a aquest tipus d'anàlisi, com a alternativa a les anàlisis paramètriques. La raó del model respon al tipus d'informació disponible i que aquesta sempre es troba censurada en un rang temporal molt ampli. Les tècniques presentades són fonamentals pel que representen un canvi de paradigma en les estratègies de modelització preventiva La metodologia d'inspecció i d'anàlisi de supervivència que es proposen s'han integrat en un entorn de gestió SIG. Per això s'ha implementat un aplicatiu estadístic en QGIS que permet l'exploració territorial, morfològica i de lesions del front urbà i el modelatge dels temps fins a la lesió fent ús de llibreries de R. L'aplicatiu s'ha elaborat en col·laboració amb el Dr. Jacek Rapinski de l'Institut de Geodèsia de la Facultat de Geodèsia i Enginyeria de la Universitat de Warmia and Mazury a Olsztyn (Polònia), el Laboratori d'Edificació i l'IEMAE de l'EPSEB, i ha estat programat en llenguatge Python. Aquesta integració representa una rellevant aportació com a eina de suport a la presa de decisions sobre el parc edificat, quant al coneixement que s'infereix sobre el procés de deteriorament dels fronts urbans. Amb la metodologia del sistema predictiu disponible s'ha procedit a l'exploració i obtenció de resultats sobre un cas d'estudi. La ciutat escollida ha estat la de L'Hospitalet de Llobregat. A la Part III es descriuen les diferents campanyes d'inspecció que s'han realitzat per tal de millorar la informació disponible i quins barris han estat seleccionats. La investigació ha relaxat hipòtesis prèvies de manera que ha permès que siguin les dades que marquin els focus d'interès més significatius arran de consultar el mòdul d'anàlisi que permet mostrar orientacions, impactes territorials, percentatges d'afectació sobre les parts més representatives de la façana i percentatges basats en els tipus de lesió. Aquests resultats descriptius de l'estat general de la mostra estudiada, són la base de la selecció per a les anàlisis de supervivència i modelització posteriors. En particular, també es proposen i il·lustren tècniques de modelització no paramètriques per determinar quines variables intervenen de forma significativa en el procés d'aparició de les lesions sobre les façanes. Els resultats parcials del cas d'estudi demostren com es pot disposar d'informació rellevant per a una gestió preventiva eficaç. Les conclusions de la Tesi Doctoral reafirmen la validesa del sistema predictiu plantejat i que es postula com un model eficaç per a la prevenció en la degradació dels fronts urbans. El capítol final també incorpora aspectes de millora de les inspeccions com els mitjans TIC i la formació dels inspectors, i al seu torn apunta propostes per a incorporar dades dinàmiques sobre el territori aprofitant el potencial de QGIS i dotar de més anàlisi estadística a l'aplicatiu FAD. Para conseguir este objetivo la investigación propone un sistema predictivo a multiescala de la degradación de los frentes urbanos edificados de la ciudad. La Tesis Doctoral plantea incorporar a las teorías existentes de durabilidad, ciclo de vida y análisis del ciclo de vida una aportación innovadora fundamentada en la introducción de técnicas de análisis de supervivencia predictivas. Para ello la investigación se ha estructurado en tres partes que contribuien al objetivo principal. En la Parte I, Introducción al marco teórico y al laboratorio urbano, se exponen las conclusiones a las que nos ha llevado la revisión de la bibliografía científica y de la legislación existente. Una vez presentado el Laboratorio Urbano, se justifica y define cómo estructurar los elementos objeto de observación, qué tipologías arquitectónicas resultan, la sitúan dentro de la trama urbana, qué relaciones se establecen con los fenómenos medioambientales, principales agentes de degradación y a qué tipo de lesiones corresponden. En cuanto al modelo de fichas para realizar las inspecciones de fachadas, el documento propuesto ha sido revisado por expertos, optimizado vía métodos comparativos multicriterio, y estudiado la fiabilidad de los equipos de inspección. En el Capítulo 5 se describen las técnicas empleadas dentro del modelo de análisis estadístico de supervivencia aplicando modelos no paramétricos para datos con censura en un intervalo. Se introduce el estimador de Turnbull para este tipo de análisis, como alternativa a los análisis paramétricos. Las técnicas presentadas son fundamentales en cuanto representan un cambio de paradigma en las estrategias de modelización preventiva. Por ello se ha implementado un aplicativo estadístico en QGIS que permite la exploración territorial, morfológica y de lesiones del frente urbano y el modelado de los tiempos hasta la lesión haciendo uso de librerías de R. El aplicativo ha sido programado en lenguaje Python y representa una relevante aportación como herramienta de soporte a la toma de decisiones sobre el parque edificado, en cuanto al conocimiento que infiere sobre el proceso de deterioro de los frentes urbanos. Con la metodología del sistema predictivo disponible se procede a la exploración y obtención de resultados sobre un caso de estudio. La ciudad escogida ha sido la de L'Hospitalet de Llobregat. En la Parte III se hallan descritas las distintas campañas de inspección. La investigación ha relajado hipótesis previas de manera que ha permitido que sean los datos quienes marquen los focos de interés más significativos. También se proponen e ilustran técnicas de modelización no paramétricas para determinar qué variables intervienen en el proceso de aparición de las lesiones sobre las fachadas. Las conclusiones de la Tesis Doctoral reafirman la validez del sistema predictivo planteado y que se postula como un modelo eficaz para la prevención en la degradación de los frentes urbanos. El doctorand argumenta que aquest tipus d'iniciatives requereixen un suport de les institucions encarregades de vetllar per la sostenibilitat del que s'ha construït i proposa la creació de comissions per a la implantació futura de sistemes predictius que millorin i optimitzin la gestió del parc urbà. ; Es contrastable la evidencia del envejecimiento progresivo del parque edificado de las ciudades, junto al fuerte impacto social y repercusión económica en términos de mantenimiento que éste representa, así como el riesgo para las personas que lleva asociado. En este contexto, la Tesis Doctoral explora vías para interceder ante estos fenómenos mediante metodologías predictivas que abordan la problemática bajo una perspectiva de grandes áreas urbanas. Para conseguir este objetivo la investigación propone un sistema predictivo a multiescala de la degradación de los frentes urbanos edificados de la ciudad. La Tesis Doctoral plantea incorporar a las teorías existentes de durabilidad, ciclo de vida y análisis del ciclo de vida una aportación innovadora fundamentada en la introducción de técnicas de análisis de supervivencia predictivas. Para ello la investigación se ha estructurado en tres partes que contribuien al objetivo principal. En la Parte I, Introducción al marco teórico y al laboratorio urbano, se exponen las conclusiones a las que nos ha llevado la revisión de la bibliografía científica y de la legislación existente. Una vez presentado el Laboratorio Urbano, se justifica y define cómo estructurar los elementos objeto de observación, qué tipologías arquitectónicas resultan, la sitúan dentro de la trama urbana, qué relaciones se establecen con los fenómenos medioambientales, principales agentes de degradación y a qué tipo de lesiones corresponden. La metodología de inspección, las técnicas de análisis estadístico y la implementación de un aplicativo en SIG se investigan y proponen en la Parte II. En cuanto al modelo de fichas para realizar las inspecciones de fachadas, el documento propuesto ha sido revisado por expertos, optimizado vía métodos comparativos multicriterio, y estudiado la fiabilidad de los equipos de inspección. En el Capítulo 5 se describen las técnicas empleadas dentro del modelo de análisis estadístico de supervivencia aplicando modelos no paramétricos para datos con censura en un intervalo. Se introduce el estimador de Turnbull para este tipo de análisis, como alternativa a los análisis paramétricos. Las técnicas presentadas son fundamentales en cuanto representan un cambio de paradigma en las estrategias de modelización preventiva. La metodología de inspección y de análisis de supervivencia propuestos se ha integrado en un entorno de gestión SIG. Por ello se ha implementado un aplicativo estadístico en QGIS que permite la exploración territorial, morfológica y de lesiones del frente urbano y el modelado de los tiempos hasta la lesión haciendo uso de librerías de R. El aplicativo ha sido programado en lenguaje Python y representa una relevante aportación como herramienta de soporte a la toma de decisiones sobre el parque edificado, en cuanto al conocimiento que infiere sobre el proceso de deterioro de los frentes urbanos. Con la metodología del sistema predictivo disponible se procede a la exploración y obtención de resultados sobre un caso de estudio. La ciudad escogida ha sido la de L'Hospitalet de Llobregat. En la Parte III se hallan descritas las distintas campañas de inspección. La investigación ha relajado hipótesis previas de manera que ha permitido que sean los datos quienes marquen los focos de interés más significativos. También se proponen e ilustran técnicas de modelización no paramétricas para determinar qué variables intervienen en el proceso de aparición de las lesiones sobre las fachadas. Las conclusiones de la Tesis Doctoral reafirman la validez del sistema predictivo planteado y que se postula como un modelo eficaz para la prevención en la degradación de los frentes urbanos. El capítulo final incorpora aspectos de mejora de las inspecciones y la formación de los inspectores, y apunta propuestas para incorporar datos dinámicos sobre el territorio y dotar de mayor análisis estadístico al aplicativo FAD. ; Postprint (published version)
n the last centuries, Humankind has lived sourced by fossil fuels and under a linear economic perspective based on extractive activities, environmental depletion and lack of circularity. Ironically, what goes around, comes around. The prevailing paradigm of production-consumption-waste (take-make-dispose) that excluded the environmental perspective was wrong. How production and consumption patterns are settled nowadays, have repercussions in all the spheres (economy, society and the environment). Consequently, the world is currently facing significant challenges that affect all the people: Climate Change, energy security, increasing electricity demand, economic growth and employment creation are among the top concerns today. They are present in the national agendas as reflected in the Sustainability Development Goals (SDGs) to achieve sustainability resilience and, ultimately, welfare. The economy and energy systems strongly condition these goals. Regarding the former, production processes now are more distant due to globalisation, information and communication technologies (ICT), offshoring and the international trade growth, and have made that production and consumption develop through complex global value chains (GVC) with different countries that produce different parts of a final product that is eventually consumed elsewhere. The Covid19's pandemic is a recent example of how the GVC phenomenon has propagated the economic shocks across sectors and countries (via lockdowns, upstream bottlenecks, dependencies and transportation problems). Understanding how GVC behave is fundamental to describing the dependencies and networks that define today's world economy. Hence, GVC become the backbone of this thesis. Concerning the later, energy coming from fossil fuels is still mainstream. This fact hinders the efforts to fight against Climate Change, which implies meeting the Paris Agreement goals. Countries are committed to reducing their greenhouse gases emissions for the year 2030. The strategy to achieve the mitigation goals needs a low carbon economy and energy transition path, so countries worldwide have launched national policy packages to increase renewable energy sources (RES). However, two main issues arise: on the one hand, these green investments planned are insufficient. On the other side, the required energy transition may impact other aspects of sustainability and resilience that imply both synergies and trade-offs between SDGs and social and economic spheres of sustainability that should be assessed. Furthermore, world energy demand is expected to increase. In developing countries, growth is dramatic. For example, the Middle East and North Africa (MENA) region grew at a rate of 6-8% per year in the past years. It is expected to triple by 2030. Developing countries face the same challenges as developed ones, departing from a disadvantaged position (in terms of technology, labour skills and capital endowments, institutional robustness, and political priorities). In this context, an energy transition towards decarbonisation, focused on developing regions, plays cardinal importance in the thesis. Renewable electricity ensures climate protection and energy security, as well as employment opportunities, economic growth and human welfare. It becomes part of the solution to today's problems to achieve sustainability. With Covid19, the future of energy and the global value chains is uncertain. The debate about the virtues GVC and the dependencies in the production process obviously affect the citizens' health and safety and have implications for international trade and investment (renewables included). Policymakers responsible for taking today's critical investment decisions need complete analysis and evidence of their choices' broad impacts. This is the main objective of the thesis. Aiming to depict the current functioning of the production processes focused on RES deployment, this document covers the insertion of developing regions in GVC (their role, insertion and implications), through socioeconomic and environmental indicators, and policy recommendations. The present thesis, entitled "Sustainability assessment of green investments on the path to the energy transition and the decarbonisation of the economy. The importance of global value chains", is structured in six chapters: Chapter 1 introduces the two intertwined concepts present in the whole document: energy and the global value chains. Chapters 3 to 5 deal with these two concepts at different levels (regional, national and local, respectively). It also presents the main research questions and lists the work performed up to the present date. Chapter 2 links RES deployment and value chains through a common methodological framework: the input-output analysis. It is a widely used way to measure GVC and sustainability impacts related to investments such as renewables. One of the main advantages of this method is its ability to account for a wide range of dimensions in the three spheres of sustainability along with detailed full inclusion of the GVC, including both direct and indirect effects. However, one of the main shortcomings of this methodology is the lack of data available for developing regions: many countries are not covered in the main multi-regional input-output (MRIO) databases, hindering the measurement of GVC in regions like South America or Africa. Chapter 3 addresses data shortcomings by using a regional input-output table (RIOT). Chapter 3 analyses South America's role in GVC through the Koopman, Wang and Wei (KWW) decomposition. The KWW scheme is extended to explain the limitations when using a RIOT. A novel adaptation of the KWW gross exports decomposition scheme, suitable for any RIOT, is created to this end. The implications of using a RIOT are assessed. Besides, the results are complemented with those obtained using a Multiregional Input-Output (MRIO) table. It is confirmed the low insertion of South America in GVC and its upstream position as a provider of intermediate goods and services: imported content in South American exports comes primarily from outside the region, and only Uruguay is vertically integrated. Finally, using a RIOT is not recommended for a complete sustainability analysis when MRIO tables are available. In chapter 4, Mexico's green investments for the period 2018-2030 are assessed in terms of value added, employment, materials, land use, water and CO2eq emissions in a multiregional input-output framework. These green investments are expected to account for nearly an increase of 1%, both GDP and employment, in Mexico and scheduled mitigation of around 63 Mt CO2eq, once the new facilities are fully deployed. Nevertheless, the deployment and operation, and maintenance phases will increase the emissions (0.82%), the water and material footprint (0.19 and 0.9%, respectively) and the land use (0.19%) with a substantial share of the positive and negative effects leaked outside the country borders. We compare the results with the International Renewable Energy Agency (IRENA) proposal, aligned with the COP21 goals. If additional RES to meet the Paris Agreement is deployed in Mexico, GDP and employment are estimated to almost triple concerning the national package assessed. Chapter 5 presents a sustainability assessment of concentrated solar power (CSP) hybridisation with biomass technology to be installed in Tunisia. Environmental impacts have been assessed by Life Cycle Analysis (LCA). For socioeconomic impacts, an MRIO analysis was used to estimate the production of goods and services, value added and employment creation. Regarding the results, the system reports 22 gCO2eq per kWh. The most critical component in terms of emissions is the gasifier system, due to biomass transport. Socioeconomic results show significant impacts on Tunisia's employment creation, coming essentially from the operation and maintenance (O&M) phase. The multiplier effect of the direct investment in producing goods and services amounts to 2.4 (3.5 accounting induced impacts). Domestic value added in investment is low, only 28.9% of the overall value added created. Thus, increasing the national content of the investment stage would bring additional local benefits. Using extended MRIO, CO2 emissions have also been calculated, and the CO2 emission differences with both methodologies are discussed. This thesis concludes with some final remarks regarding the importance of RES deployment in achieving the Paris Agreement and some of the Agenda 2030 goals while identifying how GVC affect these green investments, especially in developing countries. GVC potential weaknesses and the benefits of fostering local RES components niches should be considered to create policy actions. Finally, brief comments on current and future research lines include exploring other technologies such as carbon capture, storage and use (CCUS), capital endogenisation and methodological hybridisations to contribute to identifying the benefits of green investments in the way to sustainability.
The historical tensions between Chile and Bolivia are a regular topic on the international politics agenda of both countries and all South America. On October 1st of 2018, the International Court of Justice ruled in favor of Chile in the maritime lawsuit proclaiming that this country had no obligation to negotiate a sovereign exit to the sea for Bolivia. This litigation derived from the loss of access to the coasts and territories after the War of the Pacific (1879–1883). However, this was not the only water related conflict between the two countries. Following the ending of the Bolivian lawsuit Chile presented a case against Bolivia which will be the central topic of this article. This is a case for the spring's waters located in the Andean highlands at the height of the Chilean city of Antofagasta, known by the name of Silala. These waters arise from a series of springs born in Bolivia that transit by force of gravity, towards Chile. The case, which has been a recurrent subject for more than a century in the border relationship between Chile and Bolivia, was a source of interest amid the Bolivian lawsuit previously presented. Before the litigation was ended, Chile decided to present a lawsuit against Bolivia for the Silala waters conflicts to clarify the obligations of each state upstream (Bolivia) and downstream (Chile). To date the matter is still in court pending a ruling but it seems appropriate to make it known. This research is sustained from the social sciences because it analyzes an untold case in the studies of international relations in all South America. Despite all the advances in technology currently available, it has not been settled a typification of the nature of these waters that arise in the middle of the Andes. Another point to be made it is that beyond the outcome of the lawsuit, the definition by the International Court of Justice will set a precedent on the matter at a regional level regarding shared water resources. It is important to remember that this is not a lawsuit on borders but on shared resources. Consequently, the result could eventually act as an incentive or deterrent of future litigation in other South American territories. In that context, freshwater lawsuits in South America take a course of analysis and relevant focus. States are not capable of reaching an agreement. The problem lies less in a field related to water governance and more in a context of a foreign policy dispute. Technically the feud has been raised by Chile before the Court under this latter approach. However, the International Court of Justice could well fail based on the former. Among the objectives of this work is to confirm that the conflict over the use of the Silala waters expresses the absence of effective mechanisms for the resolution of controversies in the South American region. The argument presented by Karen Mingst sustain that the pressures on water are causing increasing conflicts in the States, which increasingly acquire international dimensions (pp. 484–485). A second objective is to recognize how the increasing judicialization of conflicts between Latin American countries in recent decades exposes a greater problem among States. The failure of integration processes or at least the partial uselessness of multilateralism in the foreign policy of the States requires a deep institutional consideration. Focusing on the object of study, it is necessary to emphasize that Chile has carried out a foreign policy approach based on respect for international treaties, non–interference in matters of other States and respect for International Law. In this framework Chile has reiterated that the waters of the Silala constitute a river, therefore, an international water resource shared with Bolivia in a basin, which is essential for the supply of some towns but especially for large–scale mining. Meanwhile Bolivia has gone through a quite different path in the international policy measures. On one hand, and since the rise of Evo Morales to power in 2006, it was insisted based on an independent study by the Bolivian engineer Antonio Bazoberry called 'The Myth of Silala' that these waters were a set of spring eyes in which case Bolivia would correspond the 100% of its usufruct even with retroactive effect. From this source the Bolivian Foreign Ministry declare that the Silala constituted a strategic natural resource which means that Chile has used these waters incorrectly. Based on this conclusion Bolivia would have the right to suspend the flow to Chile because the waters are not a river and the Chilean nation would be misusing them. Additionally, in the commemoration of the Day of the Sea on March 23rd of 2016, Bolivia authorities claimed that they would considering suing Chile in a second trial before the International Court of Justice. These acts were considered a threat by Chile, who in June of the same year presented the case at the Court the lawsuit to judge the nature and use of resource. The article exposes the scope and context that surrounds a conflict that has little scientific literature written in recent years. In this regard, and from the hypothesis that arises, the research shows that the use of freshwater, particularly of the Silala's waters, an aquifer that joins Chile and Bolivia, transcends water governance. This conflict is mainly related to the handling of the critical historical relationship between Chile and Bolivia, a relation that does not have these waters as the main pillar but rather the ancient maritime claim. This case is a judicialization of foreign policy as a means of conflict resolution. A mechanism that does not contribute to alliances between countries, instead is an evasive alternative due to the absence of relations that in the case of Chile and Bolivia have been interrupted since 1978. It will be addresses the origin of the conflict, the characteristics of these shared resources, the role of International Organizations, the presence of bilateral tensions and conflicts during the government of Evo Morales and the implications that these waters represent for both countries in this political–strategic territory. In this framework, the research is based on studies of the flow of slopes, aspects of the speeches that surround the dispute based on the press media appearances of both countries, official statements of the governments and complementary bibliography. ; Las tensiones históricas entre Chile y Bolivia son un tema constante en la agenda de la política internacional de ambos países y por cierto de América del Sur. El 1 de octubre de 2018, la Corte Internacional de Justicia falló a favor de Chile en el caso de la demanda marítima y declaró que este país no tenía obligación alguna de negociar una salida soberana al mar para Bolivia, derivado de la pérdida de acceso a las costas y territorios tras la Guerra del Pacífico (1879–1883). Sin embargo, este no era el único pleito por aguas entre los dos países. Detrás de la demanda boliviana, se produjo un pleito sucesivo, pero esta vez, una demanda de Chile contra Bolivia el año 2016. Se trata de las aguas de unos manantiales en el altiplano andino a la altura de la ciudad de Antofagasta de Chile, conocidas con el nombre del Silala, aguas que surgen en Bolivia y que transitan hacia Chile. La investigación demuestra que el uso de las aguas dulces, y en particular las del Silala, acuífero que une a Chile y Bolivia en la zona del Departamento de Potosí y la Región de Antofagasta en Chile, trasciende la gobernanza del agua y se relaciona con el manejo de la crítica relación histórica entre Chile y Bolivia. El texto explora el origen del conflicto, las características de estos recursos compartidos, el rol de los organismos internacionales, la presencia de las tensiones y conflictos bilaterales durante el gobierno de Evo Morales, y las implicancias que estas aguas representan para ambos países en el área político–estratégica.
El concepto de responsabilidad atraviesa centralmente la obra de Hannah Arendt. La agudeza de sus análisis y sus juicios para abordar su significado problemático resulta particularmente valiosa para la hermenéutica de los acontecimientos de su tiempo y también de los años posteriores hasta nuestros días, por tratarse de una de las claves de comprensión y un asunto central de la esfera de los asuntos humanos. El objetivo de este trabajo es comprender el significado problemático de la responsabilidad a partir de la incidencia que tienen sobre este concepto las variaciones de perspectivas y de énfasis que presentan los distintos momentos del pensamiento de Hannah Arendt respecto de la acción, el pensamiento, la voluntad y el juicio. En este sentido la pregunta-problema de esta tesis se puede plantear de la siguiente manera: ¿De qué modo comprende Hannah Arendt el significado problemático de la responsabilidad en los distintos momentos de su pensamiento?La hipótesis planteada sostiene que: para Hannah Arendt la responsabilidad es ineludible, inalienable, compleja y paradojal. Estos rasgos constantes están atravesados por las tensiones, las perspectivas y los énfasis de los significados político, personal, moral y jurídico de la responsabilidad que caracterizan los distintos momentos de su pensamiento. Los principales estudios sobre el pensamiento arendtiano coinciden en que el proceso a Eichmann y la posterior publicación de las reflexiones sobre lo acontecido en este juicio, constituyen un punto de inflexión en el pensamiento arendtiano. Villa, sostiene que a fines de los 60 y tempranos 70, Arendt pasa de enfatizar las características básicas de la vida activa a centrarse en la importancia del pensamiento, la voluntad y el juicio en la vida activa de la mente, giro plasmado de manera inconclusa en La vida del espíritu. Es un cambio de perspectiva que tiene implicancias en la comprensión del significado de la responsabilidad y que justifica una investigación que posea un enfoque abarcativo, comparativo e integrador de los distintos momentos de la obra de Arendt, tal como se propone este proyecto. Las investigaciones existentes sobre el tema, están focalizadas en algún período o aspecto particular de la responsabilidad. La presente tesis se diferencia de las interpretaciones parciales y polemiza con ellas. El aporte original de la tesis consistirá en el análisis integral del problema de la responsabilidad, de las paradojas, de los cambios de énfasis y de acentos que se presentan en los distintos momentos de la obra de Arendt. La indagación aquí propuesta, pondrá de relieve las articulaciones y tensiones del problema de la responsabilidad, presentes en las obras anteriores y posteriores a Eichmann en Jerusalén. La investigación realizada en la Tesis de Maestría abordó el vínculo entre la responsabilidad y la acción en Los Orígenes del Totalitarismo, La Condición Humana y otras2obras anteriores a Eichmann en Jerusalén. En esta tesis doctoral se ampliará y profundizará el tema de investigación en todas las etapas de la obra arendtiana, y, a partir de las conclusiones obtenidas previamente, se indagará de manera particular sobre la incidencia de la imagen de un yo interior no coherente sino múltiple, constituido por tres facultades diferentes y enfrentadas entre sí (pensamiento, voluntad y juicio), en la comprensión del significado de la responsabilidad. Sin embargo, el análisis que se realizará no será historiográfico, sino que consistirá en una exégesis relacional que pondrá en diálogo estas obras para identificar los momentos de aparición, tensión y mutación de la concepción arendtiana de la responsabilidad. El criterio que guía la división de capítulos, no se corresponde con las cuatro obras a trabajar como corpus central. Responde a una identificación de problemas más que a la exégesis unidireccional de cada obra seleccionada. Esta modalidad habilita a usar otros textos de la obra arendtiana de manera tangencial y en la medida en que contribuyan a comprender el problema que esta tesis quiere desentrañar. ; The concept of responsibility is central to the work by Hannah Arendt. The acuteness of her analysis and judgment in dealing with its problematic meaning is particularly valuable in the hermeneutics of the events of the time and also of the subsequent years till our present days, as it is key in the understanding and a central issue in the sphere of human affairs. The aim of this work is to understand the problematic meaning of the concept of responsibility with basis on the incidence that the variations in perspective and emphasis in different moments of the thought of Hannah Arendt bear on the concept, as regards action, thought, will and judgment. In this sense, the question-problem of this thesis could be formulated as follows: In which way does Hannah Arendt understand the problematic concept of responsibility along the different moments of her thought? The postulated hypothesis supports the idea that for Hannah Arendt responsibility is unavoidable, inalienable, complex and paradoxical. These constant characteristics are marked through by the tensions, the perspectives and the emphasis of the political, personal, moral and juridical meanings of responsibility that characterize the different moments of her thought. The main studies of arendtian thought coincide on the idea that the Eichmann process and the ulterior publishing of the reflections on what took place along the trial constitute a turning point in her thought. Villa supports that towards the late 60s and the early 70s, Arendt goes from emphasizing the basic characteristics of active life to focusing on the importance of thought, will and judgment in the active life of the mind, a turn incompletely reflected in The Life of the Mind. It is a change of perspective that has implications in the understanding of the meaning of responsibility and that justifies research with an all encompassing, comparative and integrative view of the different moments of Arendt's work as proposed by this project. The current research on the topic focuses on a particular period or aspect of responsibility. The present thesis aims at differentiating from the partial interpretations and at arguing with them. The original contribution of the thesis will reside in the integral analysis of the problem of responsibility, and of the paradoxes, the changes in emphasis and stress that the different moments in the work of Arendt present. The current exploration will highlight the articulations and tensions of the problem of responsibility present in the works prior and posterior to Eichmann in Jerusalem. The research carried out in the Master's Thesis dealt with the link between responsibility and action in The Origins of Totalitarianism, The Human Condition and other works prior to Eichmann in Jerusalem. The present doctoral thesis will amplify and deepen the research theme along all the stages of arendtian work, and, with base on the conclusions previously formulated, it will particularly explore the incidence of the image of a non coherent interior self but a multiple one, constituted by three differentiated and confronted faculties (thought, will and judgment) in the understanding of the meaning of responsibility. The analysis will nevertheless not be historiographic, but rather a relational exegesis that will set these works in dialogue in order to identify the moments of appearance, tension and mutation of the arendtian concept of responsibility. The guiding criterion of the division of the chapters does not correspond to the four works that constitute the central corpus of the exploration. It rather responds to the identification of problems than to the unidirectional exegesis of each of the chosen works. Profundizar en el concepto de aula supone desvelar el papel que este contexto desempeña en el proceso de enseñanza-aprendizaje. El aula es el punto de mira de la institución educativa, descrita como el lugar deseable en el que se produce conocimiento. Hemos de decir que de su concepto se extraen diferentes "lentes" para entender los procesos que ocurren en ella, así como las características que mejor la definen. El aula, como espado en el que se ha de reconocer, valorar y respetar a todos los escolares, supone prestar atención a lo que se enseña y al modo de enseñarlo, a la forma de "llegar" al alumnado. Al mismo tiempo, ha de atender a la estructura espacial y material, a la configuración de los tiempos y al tipo de relaciones personales mantenidas. El aula, como espacio de intercambio e interacción entre todos los agentes implicados en la educación (familia, estudiantes, profesorado, asociaciones.), ha de plantear estrategias y acciones donde todos se sientan miembros y partícipes de ese escenario, de ahí, que el aula es algo más que el espacio físico. Por tanto, al definirla en base a criterios de interacción, de relaciones sociales, nos está abriendo el camino hacia la construcción de un aula como espacio de diálogo, democrático y social. Espacio, en definitiva, abierto al mundo, a la realidad social y cultural de un determinado contexto. Por tanto, la finalidad de la tesis doctoral se centra en analizar y comprender las variables que intervienen en ¡a acción educativa en el aula, desde un enfoque interactivo y sistemático, encaminado a la formulación de propuestas que favorezcan la mejora de la cíase, mediante planteamientos innovadores, acordes y adaptados a una sociedad que evoluciona avivadamente, así como a las demandas que la infancia de hoy reclama La estructura del trabajo se presenta siguiendo el esquema clásico para las investigaciones del corpus educativo. La primera parte de la Tesis Doctora!, Marco Teórico, ha desempeñado la función de establecer las bases teórico- conceptuales sobre las que se asienta la Tesis Doctoral, y el Estudio Empírico (Capítulos 1-5). La segunda parte profundiza en el estudio empírico (Capítulos 6-12), en el que se presenta la investigación realizada en torno al análisis que intervienen en la acción educativa, desde una perspectiva integrada. En el primer capítulo, denominado, ¿Qué es eso que llamamos aula? Análisis desde el punto de vista conceptual. Tiene como finalidad abordar el campo semántico-etimológico del concepto "aula". Desde este marco referencial, seleccionamos y señalamos algunas acepciones que nos aportan diversos autores a io largo de las últimas décadas. Remarcamos las características más significativas de cada una de ellas, estableciendo, a su vez, comparaciones que nos guíen hacia una clasificación conceptual sujeta a diversas categorías: desde el aula como espacio físico, como grupo humano, como un lugar donde el estudiante aprende a ser y a vivir, entre otros. En último lugar, y en base a las diferentes aportaciones analizadas, indicaremos qué es para nosotros el "aula". El segundo capítulo, Desafíos y Encrucijadas en el contexto del aula en la sociedad actual, selecciona e identifica algunos de los desafíos y encrucijadas que, a nuestro juicio, contribuyen al debate de los nuevos enfoques a adoptar con el fin de transformar y mejorar la acción educativa en el aula, en la sociedad actual. Entre los retos que registramos destacan la revalorización del trabajo coiaborativo entre profesionales desde la perspectiva del liderazgo compartido o distribuido, las competencias clave y saberes fundamentales en la educación del siglo XXI (icurrículum integrado), el impacto de las TIC en el ámbito escolar, otorgando un carácter significativo al papel del estudiante y del docente, a las características que subyacen en los nuevos entornos comunicativos y las estrategias y herramientas que permiten formar personas cada vez más autónomas para el aprendizaje permanente en colaboración. Por otra parte, nos centramos en un nuevo concepto de infancia, en la participación de la comunidad educativa y, finalmente, la diversidad en el aula desde la filosofía de la inclusión escolar (voz de los estudiantes). El tercer capítulo hace referencia a la perspectiva del cambio educativo y su incidencia en las aulas: dónde el cambio no llega, dónde el cambio se vive y se siente. Analizamos, en este capítulo, la perspectiva del cambio educativo y su incidencia en las aulas. Desde un marco general, profundizamos en el significado de la gramática del cambio educativo, sentando las bases para esclarecer su conceptualización, así como algunas consideraciones relevantes a tener en cuenta. A tenor de las transformaciones emergentes en una sociedad compleja, se necesitan nuevas respuestas en la práctica educativa, así optamos por reflexionar y cuestionar los elementos que favorecen otra educación posible y necesaria, desde las últimas investigaciones acaecidas en el panorama educativo, presentando algunas experiencias de éxito a nivel nacional e internacional. En la otra cara de la moneda, vislumbrarnos la visión más estática del cambio y la mejora educativa, profundizando en las barreras que frenan y obstaculizan la sostenibilidad de ias experiencias innovadoras. Para, finalmente, detenernos en uno de los principales agentes del cambio para la mejora de la clase, los docentes. Estrategias como la Formación en Centros y las Comunidades Profesionales de Aprendizaje constituyen una vía y camino adecuado para el diagnóstico, análisis, reflexión, valoración de las necesidades y reorientación de las prácticas profesionales que inciden de manera directa en la posibilidad del cambio educacional desde el propio centro. En el cuarto capítulo, describiendo los elementos que conforman un paisaje llamado aula: "estructura académica". Nos detenemos en la estructura académica como elemento relevante y significativo para el análisis de la acción educativa. En él abordamos dos cuestiones clave: ¿qué enseñar? y ¿cómo enseñar? de manera interrelacionada. En primer lugar, nos planteamos la revisión/estudio del Currículum desde un enfoque o perspectiva integrada. Desechamos la ¡dea de la enseñanza de unos contenidos inconexos y alejados de las transformaciones emergentes en la sociedad, transmitidos oralmente y presentados en compartimentos estancos, apostando por la integración curricular en torno a una "perspectiva democrática". Se requiere que el currículum se plasme en un texto que contemple la complejidad de los fines de la educación y desarrollar una acción holística capaz de despertar en los escolares procesos que sean propicios para alcanzar esa finalidad. Desde esta idea presentamos algunas experiencias educativas que plantean el abordaje de los contenidos de modo innovador; entre ellos se encuentran: partir de lo que sabe el escolar, globalización curricular, fomentar el trabajo en equipo o aprendizaje cooperativo, la creación de espacios de diálogo, la inclusión de talleres, rincones y grupos interactivos. En segundo lugar, damos respuesta a la segunda cuestión, ¿cómo enseñar?, o lo que es lo mismo, profundizamos en la dinámica de enseñanza. La revisión de la literatura se concentra en estudiar las actividades de enseñanza-aprendizaje y, finalmente, en la evaluación formativa. El último capítulo que da forma al cuerpo teórico, lleva por nombre ¿Cómo nos organizamos? Configuración del espacio, del tiempo escolar y la planificación de los recursos en las aulas. En primer lugar, realizamos un balance normativo-legislativo que versará sobre la importancia adquirida a lo largo de la historia de la educación la configuración de los espacios en los centros escolares, como un elemento y eje fundamental en el aprendizaje del alumnado, posteriormente, indagaremos en su relevancia para la educación, así como el marco semántico- conceptual por el cual movernos, sin olvidarnos de algunas recomendaciones para una organización espacial integrada en los retos y desafíos de la educación del siglo XXI, en la línea de conseguir el cambio educativo. En segundo lugar, abordamos su organización, en base a un breve análisis en torno a los materiales curriculares. Partiremos de su definición, marcaremos sus fundones dentro del proceso de enseñanza-aprendizaje, posteriormente, justificaremos su importancia, para finalizar con algunos criterios para el empleo de los materiales en el aula. En último lugar, profundizaremos en la problemática del tiempo escolar, una variable muy presente en la vida de las personas y que de algún modo nos incita a plantear otra forma de organizar el mismo. Tras el análisis bibliográfico, fase del trabajo en la que se ha incidido en las variables que intervienen en la dinámica del aula, con una exploración de su campo semántico, así como en cuestiones que atañen al concepto de cambio educativo, con el análisis de experiencias de innovación singulares en el panorama nacional e internacional, cuya mejora de la acción educativa es una realidad, entre otros asuntos, proseguimos al planteamiento de este capítulo: Diseño General de la Investigación: Estudio Integrado. En esta investigación se ha perseguido alcanzar los propósitos mediante la puesta en práctica de un estudio combinado-integrado de las dos metodologías, cuantitativa y cualitativa. La obtención de datos y de información a través de la combinación de ambas metodologías ha permitido fomentar la riqueza de los resultados. Inicialmente, en este capítulo profundizamos en las razones y el origen de la investigación, seguidamente, detallamos los problemas, la finalidad, así como los objetivos del estudio, sintetizados y organizados en una tabla de categorías. A su vez, incidimos en la opción metodológica escogida que otorga sentido al estudio integrado, combinando los paradigmas cuantitativo y cualitativo, en los tres estudios que componen el mismo. El primero de ellos, el extensivo, analiza las concepciones que diversos docentes de la provincia de Huelva tienen sobre las diferentes categorías que forman parte del cuestionario administrado. El segundo, nos centramos y sumergimos en la cotidianeidad del aula de dos centros educativos. A través de dos estudios de caso conocemos cómo funciona el aula desde planteamientos que se pueden considerar como innovadores. Finalmente, el último estudio, denominado biográfico, nos permite observar, mediante la voz de dos docentes, cómo viven y sienten el aula, remitiéndonos a la narración de sus propias historias de vida. Estos estudios se abordan paralelamente en capítulos posteriores, desde aquí tan sólo señalamos algunas cuestiones teóricas clave que nos permiten comprender cada uno de ellos. Finalmente, deparamos en los principios (triangulación, enfoque progresivo, confidencialidad y revisión por los interesados) que acompañan al estudio y en las cuestiones éticas para ei desarrollo de ¡a investigación, desde un enfoque general y particular para cada uno de los estudios. El siguiente capítulo, se centra en la descripción del Diseño General delEstudio Extensivo. Para su diseño, en primer lugar, recogemos el marco conceptual y terminológico del cuestionario. Asimismo, una vez consideradas sus características más representativas, especificamos la población y la muestra del estudio extensivo. En tercer lugar, ahondamos en el proceso de elaboración del cuestionario, ligado a este apartado, aunque en diferentes secciones, nos encontramos los pasos esenciales para su elaboración: formato y estructura del cuestionario, elección de las preguntas del cuestionario y descripción de las preguntas del cuestionario. Ya construido el instrumento, el siguiente paso consiste en la presentación y administración del cuestionario. En este espacio, especificamos el proceso que seguimos desde su elaboración hasta la recogida de los cuestionarios en los centros educativos. Finalmente, concluimos con el análisis y tratamiento de la información; a la par que con unas consideraciones finales. El corazón de nuestra investigación palpita con la necesidad de encontrar estímulos y mecanismos que nos permitan conocerlo y describirlo para seguir su propio biorritmo. La razón de ser del estudio intensivo radica en comprender una determinada realidad social, cultural, educativa, sumergirnos y abrir los entresijos del microcosmos educativo. La acción educativa sólo es posible estudiarla si tenemos acceso a su campo y, por ello, recurrimos al estudio de casos, un método con raíces asentadas dentro del corpus de la investigación educativa. El capítulo del Diseño Genera! del Estudio Intensivo, se inicia con una revisión conceptual del estudio de casos dentro del enfoque de investigación cualitativa, conduciéndonos, de una forma exhaustiva, a la justificación metodológica de nuestro estudio. En segundo lugar, describimos el proceso seguido en el estudio de casos, con el desarrollo de cada una de sus fases. Basándonos en las aportaciones de Martínez Bonafé (1988:46), determinamos que las fases de nuestro estudio fueran: (a) fase inicia! o preactiva, en la que especificamos los criterios de elección de los casos y el papel de la investigadora, (b) fase interactiva, en la que describimos cómo se llevó a cabo el acceso al campo y el proceso de negociación, así como la estructura conceptual del estudio y ios instrumentos de recogida de información, (c) fase fina! o postactiva, en la que señalamos cómo se realizó el análisis de los datos y la redacción y elaboración del informe final. Finalmente, el capítulo concluye con un epílogo en el que se señalan los aspectos más representativos del estudio. Probablemente el interés por develar aspectos no visibles que atañen a la práctica educativa en el aula, nos suscitó la posibilidad de anexar en nuestro estudio las Historias de vida para conocer, investigar y analizar diferentes categorías de las experiencias de vida de las personas, hechos, acontecimientos, así como períodos históricos, que han asumido un importante peso en la trayectoria escolar, formativa y personal, de las docentes participantes en el estudio. En este capítulo, dedicado al Diseño Genera! del Estudio Subjetivo, tratamos de aproximarnos de manera epidérmica, en primer lugar a cuestiones que atañen a lo puramente conceptual, una aproximación a la investigación biográfico-narrativa y, como técnica insignia a la Historia de vida (campo semántico, relevancia en el campo de la educación a través de historias de maestros y de maestras, entre otras). En segundo lugar, exponemos la selección y representación de las mismas en nuestra investigación, otorgando espacio a las consideraciones teórico-metodológicas, marcando el trabajo de campo que se llevó a cabo (desde la recogida de evidencias y datos biográficos, centrándonos en la entrevista biográfica, así como en otras cuestiones de suma importancia). Rnalmente, dibujamos el rostro de la protagonista para marcar el inicio y la antesala de su propia Historia de vida como eje para entender su práctica cotidiana en el aula, incluyendo la construcción de Biogramas y la detección de incidentes críticos que ilustran un antes y un después en la forma de ser docente. Los capítulos siguientes se destinan al análisis de los resultados de los tres estudios que componen la investigación. Así, el capítulo noveno describe los resultados del Estudio Extensivo, de carácter exploratorio y enfocado a indagar en las concepciones de los docentes respecto a las variables que forman parte de la acción educativa. El capítulo décimo, describe el segundo estudio de la investigación, consistente en dos estudios de caso en la etapa de Educación Infantil y Educación Primaria de docentes que promueven una enseñanza alternativa e innovadora. Finalmente, el capítulo onceavo, muestra los resultados del tercer estudio, dedicado a la reconstrucción de la Historia de Vida de la docente del caso 1, como forma de comprender como mayor profundidad la acción educativa desde la exploración de la trayectoria personal y profesional de la docente. Cada capítulo finaliza con una serie de conclusiones parciales respecto al análisis abordado y en torno a las categorías y propósitos de ia investigación. Seguidamente, el capítulo doce, recoge las conclusiones de la investigación, además de detallar los límites y las perspectivas de investigación. ; To deepen the concept of classroom supposed to reveal the role that context plays in the teaching-learning process. The classroom is the focus of the school, described as a desirable place in which knowledge is produced. We must say that from its concept are extracted different "lenses" to understand the processes occurring in it, and the characteristics that best define it.The classroom, as a space wherescholastic must be recognized, valued and respected, presume to pay attention to what is taught and how to teach it. At the same time, it must meet the spatial structure and material, the time distribution and the type of relationships maintained. The classroom as a forum for exchange and interaction between all those involved in education (family, students, faculty, associations .), must propose strategies and actions where all feel members and participants of that scenario, hence, the classroom is more than a physical space. Therefore, when it is defined based on criteria of interaction, social relations, we are paving the way for the construction of a classroom as a space for dialogue, democratic and social. The aim of the thesis is to analyze and understand the variables involved in the educational activities in the classroom, from an interactive and systematic approach, focused in formulating proposals that promote the improvement of the class, through innovative approaches, suitable and adapted to a changing society as well as to the claims that children today claim. The structure of the work is presented following the classic pattern for the educational research corpus. The first part of the doctoral thesis, Theoretical Framework, has played the role of setting up theoretical concepts on which the doctoral thesis is based and also the empirical study (Chapters 1-5). The second part explores the empirical study (Chapters 6-12), where the research about the analysis involved in educational activities, an integrated perspective is presented. In the first chapter, entitled, What is this thing called class? Analysis from the conceptual point of view,it aims to address the semantic and etymological field of the "class" concept. From this frame of reference, we select and point out some meanings that give us many authors over the last few decades. We emphasize the most significant of each characteristics, by providing, in turn, comparisons to guide us toward a conceptual classification linked to several categories: from the classroom as a physical space , as a human group , as a place where students learn to be and to live among others. Finally, and based on the different contributions analyzed, we will indicate what is for us the "classroom". The second chapter, Challenges and Crossroads in the classroom context in today's society, selects and identifies some of the challenges and crossroads, that, in our view, contribute to the discussion of new approaches to adopt in order to transform and improve the action education in the classroom, in today's society. Among the challenges we include,stand out the reevaluation of collaborative work among professionals from the perspective of shared or distributed leadership, the key skills and fundamental knowledge in the XXI century education (curriculum integrated), the impact of ICT in schools, giving a significant character to the role of students and teachers, the characteristics underlying the new communication environments and strategies and tools thatallow to preparepeople able to self-learn in collaboration with others. Moreover, we focus on a new concept of childhood, in the participation of the educational community and, finally, in the diversity in the classroom from the philosophy of the school inclusion (voiced by students). The third chapter refers to the perspective of educational change and its impact in the classroom: where the change does not arrive, where the change is lived and felt. We analyze in this chapter the perspective of educational change and its impact in the classroom. From a general framework, we deepen in the meaning of the grammar of educational change, laying the groundwork to clarify its conceptualization, as well as some important considerations to keep in mind. Under the emerging transformations in a complex society, new answers in educational practice are needed, so we chose to reflect and question the elements favoring another possible and necessary education from the latest research occurred in the educational landscape, presenting some experiences success at national and international level. On the other side of the coin, we catch sight of the static vision of change and educational improvement, deepening the barriers that hinder and hamper the sustainability of innovative experiences. To finally stop at one of the main agents of the change to improve the class, the teachers. Strategies such as Training Centers and Professional Learning Communities are a way and proper way for diagnosis, analysis, reflection, needs assessment and reorientation of professional practices that have a direct impact on the ability of educational change from the own center. In the fourth chapter, describing the elements of a landscapecalled class: "academic structure". We stop at the academic structure as relevant and meaningful for the analysis of educational action item. In it we address two key issues: what to teach? And how to teach? in an interrelated way. First, we consider the revision / study of the curriculum from an integrated perspective. We reject the idea of a disjointed teaching content and away from emerging transformations in society, orally transmitted and presented in silos, betting on the curricular integration around a "democratic perspective". It requires that the curriculum is translated into a text that addresses the complexity of the purposes of education and to develop a holistic action capable of awakening in school processes that are conducive to achieve that purpose. From this idea we present some educational experiences that address the content in innovative ways; among them they are: Starting point should be the knowledge of the scholastic, curriculum globalization, promoting teamwork and cooperative learning, creating spaces for dialogue, including workshops, nooks and interactive groups. Secondly, we respond to the second question, how to teach? or what is the same, we delve into the dynamics of teaching. The review of the literature focuses on studying the teaching-learning activities and, finally, in the formative evaluation. The last chapter that forms the theoretical body, is called How do we organize? Layout of the space and time of the school and the resources planning in the classroom. First, we perform a regulatory-legislative balance that will focus on the importance gained over the history of education settings spaces in schools, and as a cornerstone element in student learning, then we will investigate its relevance for education and semantic- conceptual framework by which to move, not forgetting some recommendations for one special organization integrated in the challenges of education in the XXI century, in the line to get the educational change. Secondly, we address its organization, based on a brief analysis on the curricular materials. We will depart from its definition, we will mark their functions within the teaching-learning process, later we willjustify its importance, ending with some criteria for the use of materials in the classroom. Lastly, we will delve into the issue of school time, a variable present in the lives of people and that somehow encourages us to propose another way of organizing it. After the bibliographical analysis, phase of work which has stressed the variables involved in the dynamics of the classroom, with an exploration of the semantic field as well as on matters pertaining to the concept of educational change, with the analysis of experiences in singular innovation in the national and international scene, which improvement of educational action is a reality, among other issues, we continue to approach this chapter: Genera! Research Design: Integrated Study. In this research it has been pursued to achieve the purposes by the implementation of one study, integrated-combined of the two methodologies, quantitative and qualitative. Obtaining data and information through the combination of the two methodologies has helped to foster the wealth of results. Initially, in this chapter we delve into the reasons and the origin of the research, then, we detail the problems, the purpose and objectives of the study, summarized and organized in a table of categories. At the same time, we stress the methodological option chosen that gives meaning to the integrated study, combining quantitative and qualitative paradigms, in all three studies that comprise it. The first one, the extensive one analyzes the conceptions that various teachers in the province of Huelva have on the different categories that are part of the administered questionnaire. Second, we focus and dive into the everyday classroom of two schools. Through two case studies classroom we know how it works from approaches that can be considered as innovative. Finally, the last study, called biographical, allows us to see, through the voices of two teachers, how they live and feel the classroom, by referring to the narrative of their own life stories. These studies are discussed in parallel in later chapters, we note here only some key theoretical issues that help us to understand each one. Finally, we came across on the principles (triangulation, progressive approach, confidentiality and review by the envolved) accompanying the study and ethical issues for the development of research, from a general and particular for each of the studies focus. The next chapter focuses on the description of Design General of extensive study. For its design, first, we collect the conceptual framework and terminology of the questionnaire. Also, once are considered the most representative features, we specify the population and sample of the extensive study. Third, we delve into the process of developing the questionnaire, linked to this section, although in different sections, we find the essential steps for processing: format and structure of the questionnaire, choice of the questionnaire and describing questions of the questionnaire. Oncethe instrument is built, the following step is the filing and administration of the questionnaire. In this area, we specify the process we follow from development to the collection of the questionnaires in schools. Finally, we conclude with the analysis and processing of information; on par with some final considerations. Chapter General Intensive Design Studio, begins with a conceptual review of case studies within the qualitative research approach, leading, in a comprehensive way, the methodological justification of our study. Second, we describe the process followed in the case study, with the development of each of its phases. Based on input from Bonafé Martinez (1988:46), we determined that the phases of our study were: (a) initial or pre-active phase, which specify the criteria for selection of cases and the role of the researcher, (b) interactive phase in which we describe how you carried out the access to the field and the negotiation process and the conceptual structure of the study and the instruments for collecting information, (c) final stage or postactive, in which we noted how the data analysis and drafting and the final report was made. Finally, the chapter concludes with an epilogue in which the most representative aspects of the study are indicated. Probably the interest in revealing visible aspects regarding educational practice in the classroom, raised the possibility of annexing in our study life stories to know, investigate and analyze different categories of the life experiences of people, facts, events and historical periods, that have assumed an important role in the school, training and personal career of the teachers participating in the study. In this chapter, dedicated to Genera! Subjective Design Studio, we try to approach epidermal way, firstly to matters pertaining to the purely conceptual, an approach to the biographical-narrative research and technical badge as a life history (semantic field, relevant in the field of education through stories of teachers and teachers, among others). Secondly, we present the selection and representation of these in our research, giving space to the theoretical and methodological considerations, marking the fieldwork that took place (from the collection of evidence and biographical data, focusing on the biographical interview as well as other critical issues). Finally, we draw the face of the protagonist to mark the beginning and the prelude to his own life story as a hub to understand their daily practice in the classroom, including the construction of Biograms and detection of critical incidents that illustrate a before and after in the way of being a teacher. The following chapters are devoted to the analysis of the results of the three studies that make up the research. Thus, the ninth chapter describes the results of the extensive study, exploratory and focused to investigate the teachers' conceptions about the variables that are part of the educational action. The tenth chapter describes the second research study consisting of two case studies in pre-primary and primary education teachers that promote alternative and innovative teaching. Finally, the eleventh chapter shows the results of the third study, devoted to the reconstruction of the Life History of the teaching of case 1, as a way to further understand how the educational action through the exploration of personal and professional trajectory of the teacher. Each chapter ends with a series of partial conclusions regarding the analysis and addressed around categories and research purposes. Next, chapter twelve, contains the findings of the investigation, as well as detailing the limits and research perspectives.
